President’s Message: State of the Association by Rosanne Warner, NYSSA President [email protected]

Continued on page 4

Happy Spring Everyone! Well as happy as it can be.

By now, you are probably all feeling over confined and depressed by the sorry season we had this past winter. The outbreak of the Coronavirus put a big damper on what was left of the already bad year by closing our northern trails two weeks earlier than the usual March 31st date.

Thank you to the riders who used their better judgement and stayed off the trails in those last couple of weeks and thank you to the clubs and businesses who fully cooperated with the need to close the trails earlier to prevent a worsening spread of the virus in our northern counties.

As most of you have heard, the state has pushed back the reopening to at least May 15th, which means a couple of things.

#1 – the Annual Forum has been postponed date TBD

#2 – there is nothing to do, especially on the weekends.

Because there is nothing much to do, many people have been doing home improvements. This past weekend we went up to our camp in northern Oneida County to continue on some “camp improvements” that we have been doing to occupy our time. I was surprised to find that there are still traces of snow in the woods and on Saturday morning, we woke up to a beautiful blanket of new snow.

Unfortunately, it did not last long, but it was nice to wake up to snow covered trees even if it was a short lived scene.

With nothing better to do, we have been working on our camp improvements and hiking in the woods, scouting out some areas for new trails on our property. After all the hype on TV, it was definitely nice to get back to nature, leaving our face masks behind and enjoying all that nature has to offer.

It was a great way to forget about the crisis that has been monopolizing our 24-hour news cycle and we did completely forget about it all until we came back to reality as a result of having to stop at a store on our way home for groceries and had to put the masks back on.

Please know that even with the pandemic going on, clubs are still working hard and many of the volunteers have spent the last six weeks picking up trail signage and finalizing their grant submissions. The new seasons grant process will begin again very soon, so please take a minute to thank your club members for everything they do even when there is no ridable snow in sight for months.

Good weather is coming soon and please take some time to get out and enjoy the great outdoors for your own mental health. 2020 has not been a good year to us so far, but have faith – better days are right around the corner.

Hope you and yours are all healthy and keep your fingers crossed to get back to normal soon.

So whatever weak pulse the snowmobile season was going to end on, was short circuited by the Coronavirus and the rules for social distancing. For New York, March was a big goose egg for snowmobiling. I thought my year would be saved by a scheduled meeting up in northern Vermont for a gathering of the North East Chapter of the ISC. But the meeting was cancelled because of the virus and the fact that the Canadian members could not cross the border. So my season was summed up with all of 155 miles on my sled.

I am now sequestered at home with no hope of escaping to the other things I love doing. Now granted, I always worked from home for NYSSA. NYSSA, since the last decade, has operated from a digital office with each staff member in a separate area of the state. However, things are quieter at home these days as my wife is in Maryland caring for my son. The Coronavirus has guaranteed me that we will not be seeing each other (accept for Facetime) until this thing is over with.

This time of the year would normally be our busiest as each staff member would be working on the Educational Forum and Annual Meeting; completing reports, preparing presentations, ensuring that hotel reservations for speakers and volunteers were in place, and fixing a million little issues as they came up. However, with the Forum and Annual Meeting now postponed, things are developing at a much slower and reasoned pace.

What to do?

I am sure if you are like me, you can’t sit still and are looking for those things to do if you are stuck at home because of employment or there is no place to go on the weekend.

Take the Defensive Driver Course

A couple of weeks ago, I completed the online defensive driver course that NYSSA makes available through our website at the American Safety Institute. I have to tell you that this is a very easy course to complete and your auto insurance provider may provide you with a discount of up to 10% on your liability and comprehensive. NYSSA offers this program at a discount compared to many other providers. Frankly, you can complete the course while watching some nonsense on the TV. Taking the course once is good for three years. That 10% savings can really add up. The course is just $22 and can also reduce up to 4 points on your license.

Urge to shop online! Some of us can’t put shopping aside for too long. If you are a frequent Amazon shop-per, let me suggest that you shop at Amazon Smile. I just ordered a bunch of auto parts through Amazon Smile, knowing that a small portion of my purchase will go back to SLEDNY, Inc., our charitable arm of NYSSA. No need to expose yourself at the store. No exposure and you end up support-ing your sport!

Put the Sled(s) away the right way! The yard work can wait, but those sleds (and trailer) you just parked at the end of the season really should not

wait. Remember last December when you were ready or more likely not ready for that first ride?

Over a weekend, I put everything away as it should be put away. First, the trailer bearings got greased and then the sleds. (Yes, one of my sleds still needs grease in the chassis.) Put fuel stabilizer in each and ran them for several minutes. Be sure to put your sled away with ethanol-free fuel. If you are in the east-ern half of the state, I recommend a trip to Stewart’s for premi-um ethanol-free fuel. I do not recommend putting your sleds away with 10% ethanol fuel as that fuel will lose considerable octane while stored. If it is an older sled that ethanol will not be good for your rubber fuel lines.

I have two-stroke sleds, so I do put them away with some fog-ging agent squirted into each cylinder and a couple of pulls of the starter with the kill switch in the kill position. It gets the cylinder walls coated and it provides me a time to inspect my plugs and ensure that the spare set is still in the sled. I pull the batteries and put them on a wooden table for charging and safe storage. No use letting them cook in the trailer on those hot summer days. Folks have told me it is those hot summer days that kill a battery. Finally, I loosen the belt, inspect it and leave it semi on the sled so that it is in the right position to be in-

stalled in the fall. I also give the sleds a good going over to en-sure I have no growing issues.

When everything is pretty much done, I stick the trailer in the corner of my yard and put it up on blocks to get the wheels off the ground. That mud will dry rot your tires. A little TLC now can avoid a lot of foul lan-guage at the beginning of the season.

If you are still looking for something to do… you can always paint that room that the spouse has been bugging you to do. I have done three so far!

Stay safe and wash your hands…. Your mother knew what she was talking about.

Sleds put away for the season: belt off, battery out and tanks topped off!

When you shop on AmazonSmile, the

AmazonSmile Foundation will donate 0.5% of the

purchase price of eligible products to SLEDNY, Inc.

WEBMAP and MOBILE APP NEWS

The NYSSA Interactive Webmap and Mobile APP Updates

Due to the coronavirus, NYSSA shut down all trails as a precaution and to stay in line with the State’s recommendations against gatherings where “social distancing” may not be able to be adhered to. Also, since so many of the businesses along/near trail systems were forced to close down, riders wouldn’t have been able to get to needed amenities. Lastly, and most importantly, the decision to close down trails was also due to the fact that in the case of accidents or needed medical attention, local emergency personnel were needed to be available to deal with other medical conditions and to those infected with the virus. All in all, it was to keep as many safe as possible.

As of now, club editing of their trails is available to be done. Club trails and those noted reroutes that are being officially changed back or to another area can be entered in on the Interactive Webmap. https://webapps2.cgis-solutions.com/nysnowmobile/ . When the GIS data that was submitted by clubs to Parks last year is available, our vendor will input that into the NYSSA Webmap. When this next season’s newly submitted GPS/GIS data is ready, we will also incorporate the changes into the Webmap as well. Any new trail changes or reroutes after this Spring will only be able to be entered into the Webmap (and viewed in the Mobile APP) by club editors. That feature is ONLY available on the NYSSA Mobile APP, as clubs edit them in. No other APP has this updated information in their data.

As for the NYSSA Mobile APP, updates will be undertaken over this summer and the APP will be available on November 1st through your phone’s application store. Those updates for next season will make the APP even more user-friendly and include many of the suggestions our APP users submitted as feedback to our APP vendor, CorsonGIS. Thank you for those emails. Also, new technology will be incorporated to make the APP even better.

We are still looking to work with the Town of Webb & Inlet tourism offices to include their “permit-only trail system” onto our APP. IF we can work out a deal for that partnership, it would be a separate “layer” within our APP that users wishing to view those permit-trails would have to CLICK to open up.

The APP for the 20-21 season will be available after November 1st.

TRAIL NEWS

Club/Landowner/Trail Damage Issues

Reports of signs missing from snowmobile trails has been mentioned in my prior articles, along with the NYS Law that prohibits that crime as well as the fines associated with trail sign theft. It hurts the clubs financially, but could also lead to an accident due to a rider not knowing of an impending hazard that was marked by the club volunteers. Either way, DO NOT REMOVE, DEFACE, OR DAMAGE ANY SNOWMOBILE TRAIL SIGNAGE OR STAKES!

A new instance of trail theft was reported to me this past month…missing bridge decking. A CNY club rebuilt 2 of their bridges this past fall, spending many volunteer hours doing it and used pressure treated lumber to perform the task to help the bridging last longer. Well, it seems that a local to their area decided that he needed that lumber more than the club and landowner who allowed those bridges there did, and pried them all up and hauled them away! After a little investigation of their own by the club volunteers who discovered the missing bridge material while out taking down signs and cleaning up their trails, they found truck tracks that led to a person’s house. The club President called the NYS Police to file a report, and within a couple of days, the wood was found. The last update I received was that the wood showed back up piled near one of the bridge sites, and the Police were still attempting to locate the person who stole the wood to give him a ticket. It is good news that the wood was found, minus a few missing or broken boards, but the bad news is that the club volunteers will have to be the ones to replace the planking again. It takes all kinds, eh?

Fatal Accidents This Past Season

We ended with 9 (nine) unfortunate fatal snowmobile-related accidents in NYS over the 2019-20 snowmobile season year. 4 (four) of them were on official snowmobile trails, with 3 of these unfortunate accidents being on frozen or partially frozen bodies of water and the remaining 2 occurring on a road or in a private field. Snowmobile trail safety messages need to be targeting by clubs all across the State and adhered to by all snowmobile riders next sea-son and into the future: While 9 is quite a drop from the 24 we had in the 2018-19 season, 1 (ONE) is TOO MANY! Riding more safe is a goal that every snowmobiler needs to take upon themselves going forward, to keep these sad re-ports down, and as many NY snowmobilers returning to the trails in the future.

STATE LAND NEWS

Adirondack Rail-Trail News

The Remsen-Lake Placid Travel Corridor Unit Management Plan (UMP) Final Amendment’s last public com-ment period ended on April 20th. We hope that as many who submitted comments in the past took the opportunity to do it one last time, despite the State’s decision to NOT pull up the rails and ties between Big Moose Station and Tup-per Lake but to perform rail rehabilitation along that section instead. The State did recommend to advance the rail-trail project from Tupper Lake north through Saranac Lake and ending in Lake Placid. But by ignoring the fact that the sec-tion north of Big Moose Station is what is the biggest factor in getting snowmobilers north from the Old Forge area and vice versa, those riders to be able to access the businesses in the Tri-Lakes and St Lawrence Co. areas does not make sense.

Warren/Saratoga/Essex Rail Line News

As reported on the past couple of months, the Warren Co. clubs were able to work successfully with their county officials to be able to reopen the unused rail line now that the train is done, approving snowmobile use on 58 miles. The next steps, hopefully, will be the removal of the rails and ties in a timely manner to make this a multi-use, rail-trail. All is on hold until the Federal RR Administration’s determination of the State’s request for abandonment assignment.

Legal Proceedings Brought Forth by PROTECT! The Adirondacks

We have not heard any more on PROTECT’s “tree cutting: timber definition” lawsuit and the State’s appeal of that decision as it works its way through the Court process. Stay tuned for more on this lawsuit’s final decision, which is expected in November!

Ethanol vs. Non-Ethanol Fuels By Dominic Jacangelo

This winter, NYSSA entered into a new partnership with Stewart’s Shops. Stewart’s is a NY grown company that has its home in Saratoga, NY that operates shops and gasoline stations from Watertown through Albany (the area is actually somewhat larger). Working with Stewart’s, we wanted to do something to thank young people for taking the Youth Rider Safety Course. So together working with our local snowmobile clubs, Stewart’s will be providing each of them with a coupon good for a single scoop ice cream cone.

Why Stewart’s? For one thing, they like to contribute to the community. For two, I

am a big believer in ethanol free fuel for many uses, including putting that in my sled and especially putting it away for the season. Ethanol fuel works just fine in your automobile too. You never keep a tank of gas in there long enough to experience the bad parts of ethanol fuels. While you don’t get as much energy out of a gallon of ethanol, it is an inexpensive octane booster. As new equipment has replaced the old, using ethanol based fuel has become less of an issue, but it is still an issue.

In your two stroke sled, ethanol can diminish the lubricating characteristics of your two stroke oil and break down coatings on your cylinder wall. This is only supposed to happen with higher ethanol concentrations, but? If your fuel is stored, the ethanol will attract moisture faster than the gasoline and will evaporate quicker than the gas, leaving you with low octane fuel. My 2016 Polaris recommends ethanol free fuel @ 91+ octane for max performance. The older the sled (boat, lawnmower and weed trimmer) the more you need to think about paying those couple of dollars more for ethanol free fuel.

If you have 10% ethanol (15% will be at your local station soon) in your snowmobile tank, I recommend draining it and filling with ethanol free gas. The gas you drain can put in your car with no issues.

I am no expert on fuels, but each time the power goes out, my neighbors call me and say they can’t get their portable generator started. The first question I ask them is, what did you fuel it with? This past week as I was putting the snowblower away, I grabbed my 20+ year old wide cut filled with ethanol free fuel…. It started on the second pull after sitting in the shed all winter. Do I need to say anything more?

NYSSA recommends Stewart’s ethanol free fuel for your sled and yard equipment.

Click Here to locate your local Stewart’s Shops

“We are proud to partner with NYSSA to reward completion of the Youth Rider Safety Course with Stewart’s ice cream! Kids and ice

cream just naturally go together like snow and sleds. With the majority of Stewart’s Shops offering premium non-ethanol gas, we are a quick and convenient stop to gas up and warm up with coffee

and food to go. At Stewart’s Shops, we make your life easier,” says Erica Komoroske, Stewart’s spokesperson.

NYSSA Nominates Linda Rockwood to the

International Snowmobile Hall of Fame

By Jim Rolf

It was decided by the NYSSA Executive Committee to submit a nomination to the ISHoF Committee for Linda Rockwood, posthumously, for her contributions to the technology that she worked so diligently on regarding webmap and Phone App projects. Linda’s “nysnowmobilewebmap.com” project was the first of its kind, just as her Phone App was, which led other States and Canadian Provinces to work with her or to follow suite using her templates. The Executive Committee assigned the task of completing the nomination application to our Trail Coordinator, Jim Rolf, who solicited letters of sup-port from Linda’s former employees and other States who worked with her. On Monday, April 2oth, Jim was contacted by the ISHoF Committee Chair to alert him that the nomina-tion was selected, and that Linda Rockwood would be induct-ed into the ISHoF’s 2020 Inductees this coming September in Eagle River, WI. Watch for the official announcement within our social media pages and on our website, as well as at www.ishof.com . Linda’s family members were contacted by Jim to give them this news, and they were overwhelmed by NYSSA’s support and thoughtfulness to submit her for this recognition.

You can read more about Linda’s contribution and other Trailblazers on our website at http://nysnowmobiler.com/trail-blazers-remembered/

Waiting for the Other Shoe to Drop!

I tend to be a very optimistic person. I always look at the glass as half full. But issues in the Adirondack Park are starting to crack my mental fabric. Thirteen years after the Snowmobile Plan for the Adirondacks was completed, only one new community connector trail has been built. At every turn, construction has been frustrated by lawsuits.

We care because upwards of 37% of every snowmobile ride is taken in the Adirondack Park. Several legal and admin-istrative events are near the forefront of causing us all concern and attention.

1. The NY Appellate Court has ruled that several community connector trails were unconstitutional in that they cut too many trees. Simple put they ruled that DEC needs to count every tree in their review of a project. That tree count includes seedlings, saplings, and everything that grows up from the ground. According to the court, every-thing is “timber.”

2. When plans for a snowmobile trail in the Essex Chain of Lakes parallel to the Hudson River was advanced several groups sued saying it violated the Wild Scenic & Recreational Rivers Act (WSRR). The State won the first round, but now the case is being appealed to the Appellate Court.

3. A bridge over the Cedar River is what makes the Five Town Recreational Hub work providing a loop of trails from Indian Lake to Newcomb back to Indian lake. Once again, groups have challenged the bridge saying that snowmobiles can’t be used across that bridge because of the WSRR.

4. Any week now the State is expected to come forward with a new UMP amendment for the Travel Corridor from Big Moose Station to Lake Placid. Every indication is that they will once again attempt to overlook the section of corridor from Big Moose Station to Tupper Lake and not consider removal of the rail from that section. Consider-ing #1 above that Travel Corridor is going to be vitally important to snowmobile travel in the park. Past promises of alternative trails in that section don’t seem valid in relation to how successful the state has not been in building new Community Connector Trails.

The NYSSA Board of Directors has made a decision to fight for our right to ride. They have committed the Trail De-fender Fund to pay for the legal work that will be needed to fight for our right to ride. Later in this magazine, there is a story about Trail Defender. Use this year’s membership renewal to become a Trail Defender. Donating $20 or more is a small price to pay for the right to ride.

Over the next several months, you will be asked to do more than to make a donation. You will be asked to put your pen where your mouth is. Over the next couple of months expect to see “Action Alerts” asking you to contact various officials to make your feelings known. We are looking for those who rode the Gooley Club’s trails to make a state-ment regarding their past riding. It may be useful to establish ongoing use of the property by snowmobiles.

The other day I wrote a response to what one person wrote about the Snowmobile Plan for the Adirondacks. The fol-lowing sums up my assessment of where we are today: “Tens of thousands of acres have been purchased by the State with the promise of multiuse trails for use by many different outdoor recreational enthusiast including mountain bik-ers, equestrians, cross country skiers, snowmobilers and anyone who would like to use these trails. …(Green) groups got what they wanted, but what did the snowmobilers get? Only one Class II (Community Connector) trail has been created, that being the 7th Lake Mountain Trail. “

Our success will be measured on how well we can change the balance of that equation. Changing the outcome to date will take all our involvement.
