PREFACEThe Nyandarua County Information and Communication Technology (ICT) roadmap has been prepared by the ICT directorate in partnership with the Information Communication Technology Authority (ICTA) and Infosys. It describes the agreed minimum requirements and processes that will be applied to all ICT-funded activities in Nyandarua. It brings together rules and regulations, in addition to programmes, policies and procedures to guide operations in this sector.

This road map incorporates the purpose, scope and overview of the global, regional and national trends in ICT as well as a highlight of the human, infrastructural, capital and workforce developments that may be required to drive this agenda forward. It will assist both the Government of Nyandarua and Private Public Partnerships (PPPs) to ensure the effectiveness of project implementation, which in turn contributes to reducing poverty, building the capacity of human resources and institutions, strengthening governance, improving development outcomes, and accelerating the achievement of overall County goals.

The purpose of this road map is to provide key officials, programme and project management staff with a quick and accessible reference to ensure that county-supported projects are implemented in an efficient and agreed manner. This document also covers the areas of strategy, budget and financial implementation.

Nyandarua County will establish a review group that will periodically review the road map, in particular the annexes, to reflect changes in policies and procedures, as well as rules and regulations from the county and national governments. The review process will involve all stakeholders through a participatory process. The roadmap is, therefore, to be understood as a living document that can accommodate changes in conditions and policy related to the development of the ICT sector in Nyandarua.

EXECUTIVE SUMMARYThis roadmap intends to deliver on four objectives namely:

• To develop a coordinated and coherent approach for ICT road map development and guidelines which will enable Nyandarua County to provide high-quality and cost-effective ICT-enabled services that meet the needs of County residents;

• Foster innovation, best practice, and value for money in the use of ICT in management of County resources, learning and Citizen outreach

• To define the conditions under which it will be possible to provide a shared and optimized ICT infrastructure with appropriate user support and standards for the National Government and Nyandarua County Government

• To among other things identify: Short term quick wins; Priorities for investment; Plans for development; Employment and support of ICT services and infrastructure which support the County’s Citizen outreach, learning, and administrative activities; A change management plan; Detailed strategies for refinement and evaluation of performance, culture, communications, data reporting and any other strategic management identified issues necessary for successful implementation of the roadmap in relation to ICT services for the Nyandarua County Government

This roadmap is benchmarked on the global, regional and national ICT trends, demands, expectations, standards and best practices. It analyses the status of ICT in the county and analyses the gaps using the maturity level analysis. Finally, four thematic roadmaps and three cross cutting themes are discussed.

The National ICT Master Plan aims at making ‘Kenya an ICT hub and a globally competitive digital economy’. The master plan identifies the county governments as one of the key stakeholders and partners in the implementation process. The Nyandarua ICT roadmap aligns itself to the national ICT Master-plan. It seeks to position the County in delivering efficient ICT enabled services. Currently, ICT integration is low in public service delivery. The Nyandarua County ICT Roadmap 2015-2020 covers four strategic areas: Infrastructure and Connectivity, Human Capital and Workforce Development, Public Service Delivery and The Policy Environment and Legal Framework. The four areas respond to the existing gaps in ICT integration.

The county lacks a shared services plan, a change management plan and has limited citizen involvement and participation. An assessment of the ICT maturity level in the County Government of Nyandarua is currently rating significantly below average with a score of about 279.9 on the weighted maturity ratio and a category maturity of 1.2.

The current ICT infrastructure and service delivery mechanisms do not meet ICT needs of the county. The findings confirm the need for a significant County ICT Roadmap and a high investment to accelerate the delivery of the identified ICT infrastructure, information systems, processes and required skills to support the ICT Vision. The roadmap identifies important and priority gap- closure projects to facilitate the desired ICT maturity level.

The process of developing the roadmap defined the following vision: ‘Provide trusted, agile, innovative and robust value-for-money ICT solutions that enable the County to be effective and productive – putting the customer at the heart of all we do’.

The ICT vision is aligned to the Nyandarua County Vision that aims at ‘A united, prosperous county whose socio-economic and political development benefits are equitably distributed’ To achieve the desired end-state, the Nyandarua County Government shall require an investment of Kshs 1,261,939,560 (USD 13,716,734)

At the heart of implementation are the shared services and change management plans as strategic approaches. The County Government shall coordinate the implementation through a project implementation structure. The County Government shall embrace a private public partnership model in financing the roadmap.

1. INTRODUCTION& BACKGROUNDThe second Medium Term Plans (MTP) (2013-2017) of the Vision 2030 considers ICT as a foundational pillar for economic growth. The plan highlights ICT as a critical tool in the Kenya’s vision for a knowledge-based economy. The development of these ICTs involves the following:

1. 1. Upgrading the national ICT infrastructure2. 2. Improving public service delivery3. 3. Developing the ICT industry4. 4. Upgrading ICT capacity

The County Government of Nyandarua through this five-year ICT roadmap seeks to leverage on the advantages of ICT investment as an essential driver for economic development. The plan will focus the county’s ICT investment under the following areas: ICT infrastructure and connectivity, Public service delivery systems, human resource and capacity building and policy environment and legal frameworks.

1.1 Background of the County of NyandaruaThis section presents the location and position of the County Government of Nyandarua, its administrative and political units as well as the arms of the County Government.

1.1.1 County General InformationNyandarua County is one of the five Counties in Central Kenya. It borders Laikipia to the North, Nyeri to the East, Kiambu to the South, Murang’a to the South East and Nakuru to the West. It liesbetween latitudes 0°8’ to the North and 0° 50’to the South and longitudes35° 13’ to the East and 36° 42’ to the West. The County has a land surface of 3,245.2 Km2. The County has 5 sub counties (constituencies) namely Kinangop, Kipipiri, Ol’Kalou, Ol’joroOrok and Ndaragwa. Table 1.1 below summarises the political and administrative units of Nyandarua County.

1.1.2. DemographicsThe County Integrated Development Plan indicates that the population of Nyandarua county as per 2009 census was estimated at 596,268 (males-292,155; females – 304,113).

1.1.3 County ExecutiveThe County Executive consists of various departments (sometimes referred to as Ministries). The County Executive Committee Members and Chief Officers (who are the accounting officers) head the departments. The directors and their respective directorates perform the technical aspects of the departments. The Governor with the approval of the County Assembly appoints the County Executive committee members and chief officers.The County Government is fully established and has 10 Executive departments. The county headquarters are in Ol Kalou town while some offices are in Nyahururu town mostly on rented premises. The Executive functions are further devolved to the five (5) sub-counties (headed by Sub-County Administrators), then the 25 wards (Ward Administrators) and down to the villages.

1.1.4. The County AssemblyThe Speaker, who is elected by the Members of the County Assembly, heads the County Assembly of Nyandarua. The Assembly is composed of 25 elected members and 15 nominated members making forty members. The County Assembly executes its legislative, oversight and representation roles through established nine (9) sectoral committees and

10 select committees. The clerk, who is the county Assembly chief accounting officer, coordinates the day to day functions of the assembly.

The office of the clerk administrates the County Assembly through 4 main directorates namely: Directorate of legal, legislative, procedural, research and committee services; Directorate of budget, finance and economic planning; Directorate of administration and human resource management; and Directorate of information and corporate communications services.

1.1.5. County Public Service BoardThere is an independent public service board in Nyandarua County. The County Public Service Board is in charge of Human Resource Management and Labour Relations, Administration, Coordination of Decentralisation and Disaster Management. The PSB administration team includes an HR office and other professional staff members.

1.1.7. ICT Department in Nyandarua CountyNyandarua County Government has a department that incorporates the directorate of Information Communication Technology in the Executive arm of the Government. A CEC Member heads the department. Other functions in the department include; county attorney, corporate communications and e- government and public participation. The general mandates of the Department are:

1. To support ICT development, investments, applications/use, ensure its accessibility and affordability within the County;

2. To harness ICT for efficient and effective County governance, economic growth and job creation for the youth;

3. To translate ICT requirements into programmes that add value and drive economic growth;

4. To streamline corporate communication and information flow to and with relevant stakeholders thus strengthening partnerships and linkages;

5. To brand the County as a “United, prosperous County whose social economic and Political development benefits are equitably distributed,”

The ICT directorate supports the other departments and sub counties through a centralised system. The departments have mandate of identifying their own ICT needs and in turn sharing with the ICT department for approval or authentication of the service and equipment specifications. The ICT department is also mandated with receiving the procured ICT devices and systems from vendors and ensuring compliance with specifications. The ICT directorate implements its mandate through a lean staff establishment.

The ICT directorate takes overall coordination and policy leadership in the provision of the ICT support services across the County Departments. The department is working to support the implementation of the national ICT programmes such as Integrated Financial Management Information System (IFMIS) and Integrated Personnel and Payroll Database (IPPD) for management of payroll.

1.1.8. ScopeThe Nyandarua County ICT Roadmap 2015-2020 is a clear, concise and coordinated approach to delivering quality ICT services to the people of Nyandarua County. The following four principles guided the development of the ICT Roadmap; • i) ICT as an enabler for service delivery • ii) Desire to deliver better public service at lower costs• iii) Sharing of resources • iv) Desire to foster unity, prosperity and equity

The roadmap is also fully conscious of the desire of the County leadership to foster unity, prosperity and equity. The focus of the roadmap is to increase the capacity of the citizens to increase their incomes in order to live better lives. This gives the rationale for the calls for the increased social investments and the place of ICT in these investments.

10. ICT Achievements, Challenges and Lessons Learnt The County Government has established some of the LAN and WAN connections in the departments and sub-counties. The County Government has also acquired some basic infrastructure that includes desktop and laptop computers. The County is also implementing IFMIS in financial management.

However, the County Government still faces numerous challenges that include poor connectivity in the county; lack of electricity has affected office automation in some of the sub-counties; dispersed offices and headquarters in rented premises. The County also lacks a comprehensive framework for acquiring and managing ICT in the County. The County Government is conscious of the need to systematically and progressively increase funding and allocations to the ICT sector. The role ICT plays in efficient service delivery cannot be overemphasized.

2. THE ICT ENVIRONMENT AND SUMMARY OF CURRENT STATUSThis chapter presents the contextual analysis of ICT implementation in Nyandarua County. It largely borrows from the global practices, standards and critical lessons. The analysis further delves into the status of ICT in Nyandarua County, the stakeholder analysis and the gap analysis. The section finally highlights the allocations to the ICT sector in the County.

2.1. Overview of the Global, Regional and National ICT TrendsThe world’s advances in ICT over the last 20 years have been phenomenal. The uses of ICT have been so pervasive that we cannot imagine a world without mobile phones and computers. ICT has brought remarkable transitions such as World-Wide Web, high-speed broadband internet and universal increase in the use of mobile devices to collect and communicate information. ICTs have gained increased importance especially with the advent of globalisation and increased information intensive economic activities (World Bank 2006)

As a result, both the private and public sectors acknowledge ICT’s pivotal role in national development because the use of ICTs enhances public sector effectiveness, efficiency and transparency. It also creates substantial profits for the firms. The world has noted the rapid advances in ICTs but the degree of advancement although the distribution is uneven. Nyandarua County acknowledges the importance of ICT to enhance service delivery and accountability to the citizens.

Globalisation through the ICT revolution has profoundly changed the rules of the game. Efficiency more than ever is now an indicator of competitiveness. Nations, corporations and people that find the means to become more efficient will advance and prosper. Countries that provide better governance, with more transparent and efficient bureaucracies and that are able to provide a legal and regulatory framework that allows free and fair competition, will see greater investment flows, create more jobs and ultimately provide a better quality of life for their populace. To compete effectively globally, Nyandarua County must embrace ICT to improve operations and service delivery to her citizens and beyond.

2.1.1. Alignment to National ICT TrendsThe National ICT Master Plan that aligns to Vision 2030 is one of the most transformative frameworks by the Government to spearhead and revolutionize the country. It provides major foundations that are critical to undertake in order to lay a basis of Kenya transitioning to a Knowledge-based society and positioning the country as a regional ICT hub. These foundations are;

1. The development of quality ICT infrastructure2. The development an integrated and secure information infrastructure and3. Developing critical mass of high-end ICT Human Capital.

The above foundations, form part of the key thematic areas in this ICT Roadmap (i) ICT Human Capital and workforce development (ii) integrated ICT Infrastructure and (iii) integrated information infrastructure (Service Delivery Mechanisms)

On infrastructure and interconnectivity, Kenya like the rest of the East African countries relied solely on satellite for internet connectivity and international communication until the mid-2009. Subsequently, the country is now connected to the international broadband

highway through the SEACOM, TEAMS, ESSAY and LION undersea fibre cables.The National Optic Fibre Backbone Infrastructure (NOFBI) connects major towns. However, Nyandarua County is yet to be connected with the fibre passing the nearby towns such as Gilgil, Nakuru and Nyahururu. In order to extend fibre capacity to all parts of the country, the Government is reviewing NOFBI with a view of extending and building additional links. To complement NOFBI, the ICT state Department is discussing with stakeholders a framework to develop a wireless broadband network. The County Government of Nyandarua has a mandate to align the broadband initiatives with the national framework.

2.2. ICT Foundations

The Nyandarua County ICT Roadmap aligns to the policies and strategies proposed in the National ICT Master Plan, the Broadband Strategy Paper and the Infrastructure sharing Paper as the key papers to spearhead Kenya’s ICT sector. The following are the thematic areas that are guiding the ICT roadmap’s current assessment and proposed implementation.

2.2.1. ICT Human Capital and Workforce DevelopmentWhile the Government and the private sector have been investing heavily in the ICT infrastructure, there has comparatively been little investment in the human capital required to design, develop and operate this infrastructure and the associated e-applications. With the increasing sophistication of ICT and its applications, high-end skill sets are increasingly required and availability presents a challenge to growth and to achieving the vision 2030.

Successful implementation of products and services is dependent on a highly skilled and motivated workforce. The ICT staff should be equipped with focused technical skills as well as appropriate managerial and leadership skills. The County Government of Nyandarua will continue to enhance its workforce capacity through assessment of current and future needs, identifying capacity gaps and developing relevant and effective capacity building programmes.

The Nyandarua county government should design and develop holistic capacity building programs that not only build on national framework but also respond to local prevailing ICT

needs. The capacity building should focus on but not limited to;1. Digital literacy amongst the County government Staff, 2. Public participation and outreach programs 3. ICT technical experts in the county government 4. Model ICT resource centre at all levels; headquarters, sub-county, ward and villages. 5. End user training of county departments’ staff and Citizens 6. Basic ICT infrastructure trouble shooting and maintenance for county staff 7. Change management; for county staff to appreciate and utilize ICT

2.2.3. Integrated ICT InfrastructureThis foundation seeks to provide the integrated infrastructure backbone required to enable cost effective delivery of ICT products and services to Kenyans, business community and other stakeholders.

There are four sub-marine cables that offer connectivity in world; TEAMS, EASSY, SEACOM and LION. Inland, the National Optical Fibre Backbone Infrastructure has reached 23 counties. The NOFBI phase II program is underway and Nyandarua will be connected in this phase. Provision of the last mile connectivity remains a challenge and the government is addressing this to transform the country into a knowledge-based economy.

The master plan envisages that Nyandarua County will have attained a robust ICT infrastructure to facilitate the development of an ICT-enabled economy by 2017. This will promote integration and sharing of ICT infrastructure. The ICT team was encouraged to tap into the Universal Access Funds (UAFs) to address the connectivity challenges in the undeserved rural areas.

2.3. Integrated Information InfrastructureThis foundation concerns itself with the creation, continuous accessibility and archiving of public information. Currently data is not well organized and is very difficult to access electronically. The master plan proposes that Kenya develops and implements public data hubs based on secure infrastructure for efficient and effective citizen centric services. The national government is currently deploying Huduma Centres across the country to facilitate one –stop-shops that bring services closer to the citizens. Nyandarua County has started plans to establish similar centres to improve access to information and services to the citizens.

2.4. National Government Enterprise ArchitectureThe National Government of Kenya recognises that Strategic management of Information, Information Systems and Information & Communication Technology is key and needs to be done in a more coordinated manner. The Ministry of ICT and ICT Authority constitute the collective governing body of Information & Communication Technology (ICT)

ICTA has developed the Kenyan Government Wide Enterprise Architecture (GEA) Framework as a minimum standard to use across all government departments and agencies. The GEA Framework intends to supersede any prevailing Enterprise Architecture and ICT planning frameworks and methods in use in government. County Governments are no exception to this policy requirement. Hence the need for Nyandarua County Government to conform and abide by the GEA framework as prescribed by the government policy.

In this ICT Road map, the County government shall use this guide to tailor or establish its Enterprise Architecture capability to meet the minimum requirements as contemplated in the GEA Framework.

The purpose of Nyandarua County utilizing Enterprise Architecture will be to provide an overview of how information technology can support the County in achieving the vision and mission of the core business strategy; run business in a better way; support business strategies that are constantly evolving; direct and motivate the development of information technology activities. 2.4. Pillars in line with National Master PlanThe Government developed a Government Common Core network (GCCN), this serves as a shared and secure interoperable Government-wide ICT architecture. The system will not only integrate work processes and information flows, but also improve inter-ministerial sharing of databases and exchange of info source: adapted from national ICT sector Master Plan 2008-2012. This is to ensure that there is maximum access to information held by public authorities to all Kenyans and that public information is readily available through consolidated portals in an affordable and secure way. There are three critical service delivery mechanisms that include (i) e-Government Services (ii) ICT as a Driver of the Industry and (iii) Developing ICT Business.

2.4.1. Commonality in CountiesHaving commonality is important in ensuring that there is interoperability between the national government and the county governments making service delivery more efficient. Three main aspects of commonalities are notable, infrastructure, common standards and common capability.

2.6. Gap AnalysisThis section analyses the existing gaps that limit Nyandarua County from optimising deploying ICT in service delivery. It uses the maturity level analysis to establish gaps in the existing ICT and the desired ICT optimisation in Nyandarua County

2.6.1. County ICT Maturity LevelThe first step in ICT development is to assess the current state. Then, from this assessment, you will better understand the areas for development, and finally, you can begin to carry out the appropriate actions to raise the maturity of the ICT.

ICT Standard’s maturity analysis is performed as a self-assessment where each ICT function gets a score Consistent with CMMI scale (Capability Maturity Model Integration). This way, the organization will have visibility about the maturity of ICT and how people inside and outside of the organization view it. Organizations cannot implement ICT developments as a single project. They must implement it as a coordinated program that evolves over time. A maturity model will enable organisations to identify their maturity levels and determine action plans for reaching the next level.

Based on the above maturity analysis, the County is currently rating below average with a score of about 279.94 on the weighted maturity ratio and a category maturity of 1.2. There is huge potential and opportunity for growth in all the areas considered. The County has made great progress in the Human Resource and Capacity Building followed by Legal and Policy environment. The current ICT infrastructure and service delivery systems cannot meet the needs of the County.

3. THE COUNTY ICT STRATEGY ROAD MAPThis chapter defines the Vision, mission and guiding principles of the ICT Roadmap informed by the stakeholders contacted and literature review both before and during the planning process. The purpose of the Roadmap is to provide a clear institutional governance structure for the integrated and centralised management of all County Government of Nyandarua’s ICT strategies.

3.1. Strategic PrinciplesCurrent delivery systems improvements and expectations from the 10 departments is the foundation of the ICT road map.

3.1.1. VisionThe Vision of the ICT Department is to

“Provide trusted, agile, innovative and robust value-for-money ICT solutions that enable the County to be effective and productive – putting the customer at the heart of all we

4.0. CRITICAL SUCCESS FACTORS AND IMPLEMENTATION PLANThis section highlights the key plans in implementing the road maps. The section covers the governance, management and organisation; the project identification and prioritisation; critical success factors; risk management; and monitoring and evaluation.

4. 1. Governance, Management and OrganisationThe Nyandarua County ICT Roadmap requires a standardised, flexible and efficient ICT infrastructure to enable delivery of these objectives in an effective, secure and sustainable manner. Above all, it seeks to reduce inefficiency, replication of systems and duplication of effort. Currently, technology investment planning is department-specific, often near-term focused, and is biased significantly towards the purchase of technology infrastructure capital assets.

The ICT Directorate in the Finance, Planning and ICT Department is currently implementing ICT projects. Other departments have also implemented ICT projects either with County or donor agency funds. The governance, management and delivery of the goals and objectives of the Nyandarua County ICT Roadmap shall be through a proposed structure constituting of the Planning and Technical Committees. Its objective is to bring about increased accountability, transparency, reduce duplication, and greater emphasis on performance to bring about the desired efficiencies and effectiveness and therefore an increased return on ICT investment.

The ICT department will own the ICT strategy. The directorate is responsible to deliver all the ICT related projects. There is increasing pressure on limited financial and human resources. Significant programmes arising from the direct implementation of this roadmap be scoped and additional resources mobilised for implementation.

For an effective implementation process, there is need to set up an ICT Project Management Unit to coordinate the implementation of the ICT roadmap. This unit will coordinate the planning, technical committees and the ICT Management Team. The unit will work very closely with the proposed Change Management Agent.

4. 2 Project Identification and PrioritisationThe ICT Directorate Roadmap will consolidate ongoing county ICT projects and in some cases expand their scope to meet the County Government’s transformational goals. New initiatives as concepts and proved benefits will typically require business cases as well subjected to portfolio/Programme management.

4.2.1. On -going projects in the countyThe County Government is undertaking the following projects

4.2.2. Priority services and Quick WinsThe County considers the following to be the priorities that shall see quick wins in the County. • 1. ICT infrastructure and connectivity, especially in the departments for effective shared

resources• 2. LAN in all county offices at the head offices and WAN connecting all the county

4.3.Implementation PlanThe ICT Directorate will be responsible for leading the overall county government ICT objectives to expand services and improve service delivery, generate efficiencies across departments, develop expertise and capability across the County Public Service, and ensure business continuity.

4.3.1. Shared Services PlanNyandarua County ICT service aims to provide services to other Countries and organisations and may consume Shared Services from other Counties provided it is the appropriate solution for the County. Therefore, the funding and resourcing of the services are shared and the providing department becomes the internal provider. Some of the key services identified include; data centre, communication infrastructure, application/systems across departments, national systems among others.

An action plan based on the shared services plan will be developed for all delivery mechanisms within Nyandarua County, other Counties and the National Government in collaboration with ICTA because some of the services are national.

4.3.2. Change Management PlanThe ICT Authority recommends the establishment of a Governance Committee, Technical Committee and a Secretariat as critical for the successful implementation of the developed ICT Roadmap for the Nyandarua County.

Since ICT is currently a only a directorate in one of the ten departments, it is essential that the Nyandarua County established a Project Management Office that will work with the ICT Roadmap proposed Committees including the Technical and Planning Committees. A Change Agent and a technical agent with relevant expertise will be required. Such partners must have the relevant expertise and experience to play the following roles:

The Change Management Agent will guide the County through the execution of the transformation roadmap and will complement the County internal resources in order to provide a high quality resource base to manage the project.

The ICT Projects Implementation Partner will focus on:1. Oversee technical aspects of the projects/programme implementation2. Training and Capacity building to Nyandarua County staff on effective use of the ICT

systems3. Initial Support and maintenance of the Roadmap projects/programmes.

4.3.3. Citizen Involvement and Participation PlanCitizen participation is critical in the county. In addition, the citizens expect the county to establish different mechanisms suitable for all the citizens with different literacy levels. Citizen involvement and participation is a democratic decision process that provides individuals with an opportunity to influence public decisions. ICTs can enhance citizen engagement and advocacy, and increase county government transparency and accountability.

4.4. Critical Success FactorsThe following are the critical success factors that need to be considered during the execution of the implementation plan

1. Clarity: The ICT scope and governance within the county i.e. ICT HR Management Structure, Top management and Staff

2. People – Staff and Citizens: - Change management across Staff and citizens, Attitude change; Systems/technology change and Structural change

3. Resources and Financing: - Development of Private and Public Partnerships (PPP)4. Technology development i.e. Information as a resource ICT Infrastructure - NOFBI,

Mobile network coverage, Data Centre, Systems and Applications; bridging the digital Divide between Rural and urban areas

5. Policy, Legal and Regulatory Framework:- Development of a Comprehensive County policy, legal and regulatory framework

6. Risk management:- Addressing effects of anticipated Risks7. Project Management Office or Unit that results in effective transformation of the ICT

sector in the county

4.5. Risk managementThe ICT Roadmap is based on a number of assumptions that have inherent risks should the assumptions not hold during the implementation period.

4.6. Communication StrategyRoadmap implementation success requires communication to the stakeholders, support from the stakeholders and participation of the stakeholders. Communication is critical to the successful strategy implementation. Therefore, this ICT Roadmap requires an effective communication plan that involves all the stakeholders.

4.7. Monitoring and Evaluation (M&E)An effective and commensurate monitoring and evaluation system is necessary to ensure timely, focused, objective and evidence-based information on the performance of the Nyandarua County ICT road map implementation. Continuous observation, monitoring, measurement, feedback and corrective action will inform the anchorage of the County M&E system.

The Nyandarua County ICT Roadmap monitoring and evaluation framework describes the key indicators that will be used to measure progress and impact in the implementation of the Roadmap. The performance of the ICT roadmap aligns itself with the National ICT Master Plan that defines the expected flagship projects and indicators within given timelines. The Master Plan identifies the county governments as one of the key stakeholders and partners in the implementation of the national roadmap.

The ICT department CEC and the County Assembly ICT Director will be responsible for the M & E process. In consultation with the Heads of departments (Directors and Chief Officers),the ICT department CEC will prepare reporting formats for the ICT road map, incorporating Key Performance Indicators (KPIs) that are selected from the implementation matrix. He/ she will collate, verify, analyse and compile the monthly, quarterly and annual M&E reports on ICT road map developments from the various departments for onward transmission to the County Senior Management (Governor and CEC level monthly/quarterly meetings).

The evaluation system will provide for annual assessments of the results arising from the implementation of the road map objectives. The County with the help of an external consultant shall undertake a mid-term review the end of year two and at the end of the Plan period. The purpose of the mid-term review will be to improve overall plan implementation while the terminal evaluation will facilitate the improvement of the next County ICT road map through lessons learned during the implementation of the current Plan.

5. BUDGETS AND FINANCIAL PROJECTIONS – INVESTMENTSThis section presents the ICT expenditure analysis for 2014/2015 fiscal year as well as financial projections for the Nyandarua County ICT road map for the 5-year strategic period 2015-2020.

The total County Budget 2014/2015 was Ksh2.88 Billion. The total County ICT Budget during the same fiscal year was Ksh. 87,622,867 translating to 3.04%of the total County budget. The Kenya Government ICT Master Plan recommended expenditure of 5% on ICT of the overall revenue in line with a study by Gartner in 2012 that observed ICT spending as a percentage of total revenue for organisations close to the County ranged between 3% and 5%.

5.1.Summary of InvestmentsDevelopment of suitable incentives and tax breaks to private sector both within and outside the ICT sector to fund the Master Plan projects. Counties have a great opportunity to partner with the private sector players and provide incentives such as waiver of way leaves charges for the private sector to accelerate investments especially in connectivity. The table 5.1 below summarises the investments into the roadmap

5.2. Roadmap FinancingAchieving the vision of the National ICT Master Plan for Nyandarua County will require the mobilisation of significant financial and human capital. Funding of the identified projects will come from the National and County Governments, development partners and other public or private institutions through Private/Public Partnerships (PPPs) and collaborations. It is therefore important develop a resource mobilisation plan that will see the implementation of the Nyandarua County ICT Roadmap.

The National ICT Master Plan identifies the following for mobilisation of resources that are also applicable for the County Governments:

1. The Government shall fund the foundational pillars through a re-focused expenditure-planning model. This shall be facilitated through the Government budget and allocations such as:

2. Increase Government spending on ICT from 3.04 % to 5% of National and County Government budgets from 2015/2016, as recommended in the National Broadband Strategy. It is important that the County Governments also make investments commitments in the Finance Budget Policy Paper to increase funding to the ICT Projects.

3. Use of Universal Access Fund (0.5% of turn-over of ICT operators and service providers) from 2015/2016 to fund broadband roll-out in under-served areas, as recommended in the National Broadband Strategy.

4. Use of the Equalisation Fund to fund ICT projects in marginalised counties from 2014/20155. Use the National Research Fund (2% GDP) or other Government Supported Venture

Capital Fund to finance and commercialise ICT innovations.6. Provision of risk guarantees for micro and small businesses through a statutory prescribed

agency7. Consolidate all Ministries’ ICT budgets by 2015/2016 for ICT projects only. This should be

same at the County level.
