Forward A Publication of the Wisconsin Board of Nursing (BON) September 2015

Chair’s Corner By Dr. Jeffrey G. Miller, DNP, ACRN,

APNP

As this edition of

the Nursing For-

ward goes to

print, we are be-

ginning the au-

tumn season.

What a wonderful

time of year, espe-

cially in Wiscon-

sin! Everyone is

busy preparing for the return to

school, the upcoming holidays and of

course the winter months.

As the Board of Nursing (BON)

moves into the autumn season, we too

are preparing for the return to school.

Every year the BON receives

numerous requests from schools of

nursing to present information about

the Board, its roles, and functions. Re-

gretfully, the BON has not been able to

meet the requests due to limited availa-

bility of Board members. Instead, the

BON has developed an alternative plan

to respond to these requests.

First, an informational video has been

developed and placed on the BON

webpage. It can be accessed at: http://

dsps.wi.gov/Boards-Councils/Board-

Pages/Board-of-Nursing-Main-Page/

I want and need to acknowledge Board

members, Sheryl Krause, Luann

Skarlupka, and Julie Ellis for all their

work on this project. Thank you all

very much.

Second, the BON will be setting aside

time during future monthly board

meetings to respond to teleconference

call-ins from students who have

reviewed the video and have further

questions. The first call-in session is

scheduled for October 8, 2015. All

schools of nursing have been provided

information regarding the process for

the teleconferencing.

In the May edition of Nursing

Forward, readers were alerted to the

proposed new Nurse Licensure

Compact (Compact). The National

Council of State Boards of Nursing

(NCSBN) had a special meeting on

May 4, 2015 to vote on whether to

adopt the new Compact. NCSBN

membership voted to adopt the new

Compact language and to adopt a

compact for APRNs. Please refer to

NCSBN’s website at www.ncsbn.org

for more information regarding the

Compact.

At the July BON meeting, there was

open discussion regarding the new

Compact and consensus from the

public was that Wisconsin needs to be

part of a compact, either the current

one or the new version. The Board

will continue to monitor which states

adopt the new Compact and

provide updated information as it

becomes available.

As always, the BON works very

diligently to maintain the professional-

ism of nursing and to protect the

public. We will continue to provide

updated information with respect to

legislative changes, education, and the

Compact. Please continue to read

Nursing Forward, attend Board

meetings and provide us with feedback

and concerns. Enjoy your autumn!

Point native, she feels fortunate to have the opportunity to offer high quality health care to the

people of central Wisconsin. Johnson’s special areas of interest include patient satisfaction,

high quality patient care, employee growth and satisfaction, and incorporating lean principles

Students Can Learn About the BON

By Dan Williams, Board of Nursing Executive Director

The Wisconsin Board of Nursing (BON) has periodically received

requests from nursing instructors asking for a Board member to

provide a presentation to their classroom. The BON is unable to

send its members to the many schools who have asked for such an

appearance. The BON has instead developed a plan to respond to

these types of requests. An informational video has been created and

placed on the BON website. (http://dsps.wi.gov/Boards-Councils/

Board-Pages/Board-of-Nursing-Main-Page/)

In addition, the BON plans to set time aside during future monthly

meetings to respond to teleconference call-ins from students who

have reviewed the video and have further questions. The first call-in

session is being planned for October 8th.

Further details about the process of calling in for the October

teleconference need to be addressed to Executive Director Dan

Williams prior to September 23. He can be reached at:

2015 NCSBN Annual Meeting: A United

Mission for Regulatory Excellence By Sheryl Krause, RN, MS, ACNS-BC

Luann Skarlupka and Sheryl Krause served as

Wisconsin delegates at the annual meeting of the

National Council of State Boards of Nursing (NCSBN)

on August 19-21 in Chicago. NCSBN staff and

members of the Board of Directors provided updates

regarding several regulatory issues, including the

Enhanced Nurse Licensure Compact, APRN Compact,

adoption of the NCLEX-RN in Canada, and new

networking tools. During the Delegate Assembly, the

delegates elected board members for the 2016 fiscal

year and approved recommendations from the Board of

Directors.

Three informative and engaging speakers presented

educational sessions. Dr. Rhona Flin, Professor at the

Industrial Psychology Research Centre in Aberdeen,

Scotland, presented her research on competency

assessment of non-technical skills such as situational

awareness, decision-making, teamwork, and leadership.

Dr. Doris Gundersen, Medical Director of the Colorado

Physician Health Program, discussed the implications

of legalized marijuana. Attendees heard an inspiring

story of adventure and determination as Polly Letofsky

recounted her journey across twenty-two countries by

foot. Polly became the first woman to walk around the

world, while partnering with individuals and service

organizations to raise breast cancer awareness and

funding for local programs.

Kathy Apple, MS, RN, FAAN, received special

recognition for her exceptional leadership as CEO of

NCSBN from 2001-2015. She also received the

inaugural NCSBN Founders’ Award. Kathy is planning

to retire at the end of September. David Benton, RGN,

RMN, BSc, M Phil, PhD, FFNF, FRCN was introduced

as the new CEO. He is currently CEO of the

International Council of Nurses (ICN) and will assume

his CEO duties at NCSBN on October 1.

Controlled Substances Wasting Practices

By Sheryl Krause , RN, MS, ACNS-BC

If you are a nurse who administers controlled substances, are

you aware of the requirements for wasting unused medications

at your facility? Do you ever find that you don’t take the time

to waste medications according to the policy? Have you gotten

into the habit of “witnessing” medication wasting without

actually observing the medication being wasted? The Board of

Nursing would like to take this

opportunity to emphasize the

importance of properly

wasting the unused portion

of controlled substances.

When medi- cations are

handled ap- propriately,

patients re- main safe and

nurses don’t risk discipli-

nary action. Nurses who

fail to proper- ly waste the

unused portion of controlled substances may be disciplined

even if there is no evidence of diversion. Facilities employ a

variety of monitoring techniques in order to promote

medication safety and deter diversion of controlled substances.

It is vitally important for you to account for all of the

medication you remove from your facility’s dispensing system.

Take time to review and follow your facility’s requirements for

administering and wasting controlled substances. Protect your

patient, your reputation, and your nursing license.

DSPS Launches Improved License Look-Up Tool

The Department of Safety and Professional Services (DSPS) has

launched its new and improved License Look-Up tool. License Look-Up

provides real-time information about the license status of professionals in

Wisconsin. You can use this tool to check that professionals including li-

censed practical nurses and registered nurses hold a valid Wisconsin license

in good standing. This access allows consumers and employers like you to

make better-informed decisions when hiring and putting your trust in

Wisconsin nursing professionals.

We recently updated this feature to make it more accessible and easy to

use on cell phones, tablets, and other mobile devices. Click here or visit

https://app.wi.gov/licensesearch to try it out.
