NOVEMBER 2020

Dear RISE UP supporters,

Welcome to this month’s RISE UPdate.

A massive thank you to all of those who responded to the RISE UP questionnaire. We now have a wealth of material to read and digest with many great ideas and inspiring stories. This will take time to process but the valuable knowledge and information in the responses will form the basis of RISE UP’s next steps, and has highlighted key players who can collectively drive forward the specific goals of RISE UP.

While many of the opportunities to make progress in the ocean agenda have been rolled back, there is a real opportunity over the next few weeks to help ensure the World Trade Organization (WTO) finally agrees an end to harmful fisheries subsidies – a deal that has been nearly two decades in the making.

Despite the fact that at least a third of fish stocks are already exploited beyond sustainable levels, governments continue to provide an estimated US$ 22 billion every year in harmful subsidies that increase fishing capacity. RISE UP explicitly calls on governments to end all harmful exemptions and subsidies for detrimental fishing practices, making the WTO agreement a crucial action to help us achieve two of the goals, namely S - speed the transition to a circular and sustainable economy and, of course, R - restore ocean life.

#StopFundingOverfishing is a joint digital campaign devised to pressure the negotiators to reach an agreement and successfully deliver on the SDG 14.6 mandate by the 2020 deadline. As of today, Monday 2nd November, there are 25 days left in which negotiators can turn around the fisheries subsidies problem. The campaign has produced some excellent digital assets which are built around 25 reasons to end harmful fishing subsidies, alongside content from key supporters who will give a face to this issue and show why it is so critical for us all.

Many of the organisations signed up to RISE UP are helping drive this campaign. If your organisation is not already planning to join the push – it’s not too late! Just let the coordinators

know you’re in via the #StopFundingOverfishing website where you can find further information.

RISE UP was conceived as a potent force for accelerating action and it is through collaboration and joining of forces that we will bring about the transformative changes needed to restore ocean health. Let’s all help push the WTO agreement over the line and so set a positive precedent for a busy 2021.

Stay safe, The RISE UP team

2021 Call for Sustainable Finance Ideas: NOW OPEN

Dear colleagues,

Given your previous interest in the Lab, we wanted to let you know that the Lab’s 2021 Call for Ideas is

open: climatefinancelab.org/call-for-ideas/

The Lab’s general program is accepting ideas that address barriers

to sustainable investment in emerging markets across the adaptation and mitigation spectrum, while also creating investment opportunities for a post-COVID, green economy recovery.

This year, the Lab has a special call for ideas that target sustainable energy access and sustainable cities, as well as Brazil and Southern Africa.

Even if an idea does not exactly fit into one of these special call categories, we still encourage you to consider re-submitting or submitting a new idea this year.

The deadline is Tuesday, December 22nd.

All the best

Reminder: Adaptation Finance Phase 2 Event 2020 (TEDxNBI Countdown Event)

“Unlocking Private Sector Involvement in the Green Climate Fund Projects in South Africa” – Phase 2 Launch, a TEDxNBI Countdown Event This serves as a reminder of the above event taking place next week on Tuesday, 3 November 2020. If you have not yet responded, please do so via the link below. The National Business Initiative (NBI) and the South African National Biodiversity Institute (SANBI) are delighted to be partnering with TEDx and Future Stewards to host a TEDxNBI Countdown Event, bringing business together to act for a climate resilient South Africa. Countdown is a global initiative, powered by TED and Future Stewards, to champion and accelerate solutions to the climate crisis, turning ideas into results. The aim: to mobilise millions around the world to meet the goal of halving Greenhouse Gas Emissions by 2030, in the race to a net zero-carbon world. The Countdown launch event was held on 10.10.20, with hundreds of supporting events taking place around the world during the following weeks and months. The NBI will be hosting a series of TEDxNBI Countdown events, starting with Adaptation Finance Phase 2 AND YOU ARE INVITED TO JOIN US. This NBI-SANBI collaboration is designed to help identify areas of vulnerability, areas where our companies are working on adaptation projects already and where, through collaboration, we can scale up these projects to enhance impact and to attract climate finance; providing an opportunity for the private sector to define the role that business can play in South Africa’s GCF projects. Phase 2 of this SANBI-NBI partnership aims to identify specific projects that can contribute towards a national pipeline of adaptation, biodiversity and ecosystem-based adaptation actions to alleviate the acute shortage of adaption projects locally; and to attract up to US$50 million from the Green Climate Fund (GCF). Please click here to complete the expression of interest to participate in Community of Practice and Collaboration Convenings that form a key part of Phase 2. Phase 1 convened business in a series of rich capacity building sessions covering the latest information on a range of biodiversity, climate resilience, adaptation finance and ecosystem-based adaptation topics. A recording of each of the four capacity building events is available on the NBI’s YouTube channel and can be accessed here. Phase 3 will shortlist to a few high promise projects with which we can approach the GCF.

PRESS RELEASE: AQUA Caribbean Conference - Supporting Grassroot Conservationists

For Immediate Release           October 19, 2020

CARIBBEAN CONSERVATIONIST TO HOST FIRST AQUA CARIBBEAN CONFERENCE ON NOVEMBER 14, 2020

Award-winning Caribbean based conservationist Veta Wade, says if the ocean were a nation, it would rank as the seventh-largest economy in the world, and she wants to help islanders harness the full potential of their most powerful resource.

Caribbean countries are highly vulnerable to the effects of climate change and are investing in their ocean economies to give themselves the best chance of survival.

Wade is hosting the virtual AQUA Caribbean Conference on November 14, 2020. It is the first conference of its kind to focus exclusively on Blue Economy action in the region.

Global experts will offer strategic, economic and developmental insights into emerging sectors of the Blue Economy. They will also highlight important social considerations that will ensure the growth of the Blue Economy is sustainable, equitable and inclusive.

To encourage this shift in the Blue Economy, the inaugural Aqua Caribbean Conference will focus on:

Access to training and development opportunities Raising the profile of minority conservationists Equitable collaboration Ocean-conscious innovative businesses  Ocean-impact innovations

The AQUA Caribbean Conference will have 3,000 global participants and a selection of regional and global thought leaders. Attendance is free for 15-25 year-olds and ‘Britain’s Got Talent’ finalist, ‘Magical Bones’ will be providing entertainment

22

The Caribbean based ocean advocate is at the forefront of this charge and is recognized globally for the positive influences her NGO ‘Fish and Fins’ have had on young people regionally. Her programmes are focused on teaching a generation how to swim and reduce negative impacts on ocean resources.

Wade says she is working towards the Caribbean Blue Economy becoming profitable within a collaborative framework.

“In order to achieve these things, we must preserve the magnificence and wealth of our oceans by creating home-based sustainable solutions that make a measurable difference to the lives and livelihoods of Caribbean people.

I want to expand our research capabilities, further develop our science, and build a platform that trains and supports ocean leaders now and in the future.”

Our esteemed conference ambassador is Peter Lurssen, CEO of the world's foremost super yacht builder, Imperial Yachts.

In line with the UN Sustainable Development Goals, Aqua Caribbean’s Blue Economy Conference reflects the UN Decade of Ocean Science for Sustainable Development and the UN International Decade for People of African Descent.

IKI Small Grants

The implementation of the Paris Agreement and the Convention on Biological Diversity (CBD) requires the effective participation of all social groups. With IKI Small Grants the Federal Ministry for Environment (BMU) specifically supports smaller actors.

The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and was established in 2019. It aims to get small-scale climate and biodiversity projects off the ground. At the same time, it intends to substantially strengthen capacities of small organisations and funding institutions in developing and emerging countries. IKI Small Grants has two funding lines:

Within the funding line “international calls” GIZ carries out regular international calls for proposals. In a single-stage selection procedure, small sub-national, national and regional organisations based in an ODA-country can apply directly for a grant to implement local or regional climate and biodiversity projects. During the last call applicants could apply for a grant of up to 100,000 euros. Further, they receive assistance by GIZ in form of capacity development measures.

Last week, the Lab’s public and private member institutions convened to formally endorse and launch the eight innovative climate investment vehicles from the Lab’s class of 2020.

The 2020 class targets four main areas: nature-based solutions, sustainable agriculture, sustainable cities, and sustainable energy access. This Lab cohort also includes instruments with a regional focus on Brazil, India, and Southern Africa.

The COVID-19 outbreak required an additional focus from this year’s instruments to incorporate elements that help overcome the pandemic’s economic distress for the most vulnerable, while also building long-term resilience.

The eight instruments are ready to launch their pilots after undergoing a 7-month period of analysis, stress-testing, and design. They have

Meet the 2020 instruments

Climate Adaptation Notes is a funding structure for water and wastewater climate adaptation projects in Southern Africa, designed to catalyze the flow of institutional capital and lower the financing costs for these projects.

Conexsus Impact Fund is the only fund in Brazil designed to make federal subsidized credit lines greener, providing financial products and facilitating access to loans for cooperatives and SMEs that support sustainable production systems that keep forest standing. GreenStreet Africa develops portfolios of distributed solar projects for hospitals, healthcare clinics and other public facilities in Sub-Saharan Africa. Its novel approach provides an attractive private investor opportunity while addressing operation and maintenance support to ensure such projects remain online.

Monetizing Water Savings is the first instrument to address agricultural water efficiency in Latin America by using "pay for performance" to accelerate the funding and adoption of water-efficient sustainable agriculture practices, improving smallholder farmer incomes, economic resilience and food system security in the region’s most water-stressed agricultural areas.

The Rural Prosperity Bond is a unique debt instrument that will scale-up restoration efforts from WRI’s Land Accelerator. It provides credit and tailored capacity building to land restoration enterprises too small for commercial banks and too large for microfinance.

The Sub-national Climate Finance Initiative combines private equity and technical assistance to build local capacity for climate adaptation and mitigation projects, while also certifying them for SDG impact prior to investment.

Sustainable Agriculture Finance Facility is the only credit vehicle tailored to scaling up the adoption of integrated crop-livestock-forest (ICLF) systems in Brazil, with the potential to improve livelihoods and

AN Membership Analysis

The AN has recently migrated to an online membership database. Members were invited to register as either organisational members or individual members. This

article serves to provide an overview of the current AN membership.

There are 54 Organisational Members, of which Civil Society Organisations (CSOs) make up 63%. Eighty-eight (88)% of the CSOs are registered NPOs, and the rest are

39

Page 40: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

Cooperatives, Faith Based Organisations, Trade Unions and Community Based Organisations. Private Organisations constitute 18% of the membership, including

Private Organisations (80%), Corporations (10%) and Social Enterprises (10%). Government Organisation membership (9%) consists of local government from the city of Tshwane and Mahikeng, as well as SOEs and science councils commissioned

by the government. The Educational Institutions, which constitute 6% of the membership, include universities and research groups. International organisations

constitute 4% of this membership type. The chart on the right illustrates that the AN has a stronger presence in the Gauteng (24%), Kwazulu-Natal (21%) and Western

Cape Provinces (19%).There are 113 Individual members. These were grouped the same as described for

organisational members. Here, most of the members are from Educational Institutions (30%) as either students, researchers or lecturers. Private organisations constitute 29% of individual membership, of which 50% are self employed while the

remaining identified as corporations (16%) and private (34%). The 21% CSO membership is made up of individuals from NPOs. The remaining membership is

made up of individuals from government (15%) and from international organisations (5%). Here, a similar pattern exists for the geographical distribution of members,

with stronger presences of individual members in the Western Cape (37%), Gauteng (26%) and Kwazulu-Natal (9%).

As we work towards building a stronger, more sustainable Network, we urge

members to support and share our activities through their networks. Together, we can further our reach and enhance adaptation action.

Maps and Apps: Mapping a route for adaptationBy Alexa Brown

In any environmental field it is important to know where we are focusing our activities because the physical world affects and is affected by human activities. A

greater sense of the physical location of your work can enhance a deeper understanding of the environmental interactions. When we speak of climate change,

it is especially important to accurately calculate how our physical world may change, like where flood lines may be in 50 years’ time. This insight makes it

possible to plan for and implement the necessary actions that will reduce or avoid associated vulnerabilities and risks, like the risk of having your house built below

the 50 year flood line.

Mapping is a wonderful and powerful tool to visually orientate and measure changes on the ground. This is not only critical for investigating, planning, and tracking

change, but it is also just really interesting! A picture says a thousand words, but a map can tell an entire story.

40

Page 41: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

For this reason, we would like to connect Adaptation Network members to existing mapping tools that are useful for designing projects, informing actions,

communicating with stakeholders and useful for reporting or planning frameworks. There is a plethora of tools out there, but for a start lets introduce a set that are

used at national level for policy making. All government level boundaries and information:

National: https://nationalgovernment.co.za/Provincial: https://provincialgovernment.co.za/

Municipal: https://municipalities.co.za/Search, explore and use spatial biodiversity information using the SANBI hosted

BGIS website.Decision Support Tool for ocean and coastal flood risk and coastal management

through OCIMS or the DEFF Coastal Viewer.Narrated and interactive urban adaptation online tool, the Green Book, developed

by the CSIR to mainstream climate change adaptation municipal planning.

Which other tools exist that you know of? Are you developing a useful tool that needs user feedback, public exposure or that can support the greater community of practice to address climate change? Let us know [email protected].

Policy Updates from the national levelBy Alexa Brown

The National Climate Change Adaptation Strategy (NCCAS) has been approved by cabinet and will be publicly launched soon. The NCCAS supports South Africa’s

Adaptation NDC and obligations to the Paris Agreement under the UNFCCC, and is defined in Chapter 4 of the Climate Change Bill. The NCCAS defines South Africa’s adaptation objectives and interventions for an adaptation response in South Africa.

Moving towards the implementation of the National Climate Change Adaptation Strategy (NCCAS)

By Alinah Mthembu and Sibonelo MbanjwaSouth Africa as a country, and as part of the global community, has acknowledged the need to prepare for climate change and to galvanise South African society to respond accordingly to achieve climate resilience. The National Climate Change

Adaptation Strategy (NCCAS) was developed with the aim of providing a common reference point for climate change adaptation and climate resilience in the country.

The NCCAS is directed at South African society as a whole, including the key relevant sectoral institutions, provincial governments and municipalities, and non-governmental entities including the private sector, the research community and

civil society.

42

Page 43: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

The vision of the NCCAS is to transition to a climate resilient South Africa, which will follow a sustainable development path, guided by anticipation, adaptation and

recovery from a changing climate and environment to achieve our development aspirations. This vision is anchored on the following strategic interventions:

Reduce human, economic, environmental, physical and ecological infrastructure vulnerability and build adaptive capacity.

Develop a coordinated Climate Services system that provides climate products and services for key climate vulnerable sectors and geographic areas.

Develop a vulnerability and resilience methodology framework that integrates biophysical and socio-economic aspects of vulnerability and resilience.

Facilitate mainstreaming of adaptation responses into sectoral planning and implementation.

Promote research application, technology development, transfer and adoption to support planning and implementation.

Build the necessary capacity and awareness for climate change responses.Establish effective governance and legislative processes to integrate climate

change in development planning.Enable substantial flows of climate change adaptation finance from various sources.Develop and implement an M&E system that tracks implementation of adaptation

actions and their effectivenessThe cabinet of South Africa approved the NCCAS in August 2020. This paves the

way towards the implementation of various strategic interventions to respond to the risks associated with climate change. The Department of Environment, Forestry and Fisheries (DEFF) is now tasked with guiding the implementation of the NCCAS across

all spheres of government, private sector and civil society. The successful implementation of the NCCAS depends on the involvement of all key stakeholders, and on the creation of active partnerships. The implementation framework that is associated with the NCCAS identifies key actions that need to be implemented in order for South Africa to become a climate resilient society. Therefore, the DEFF

invites all South Africans individually and through their organised structures to be involved in the implementation of the NCCAS through various collaborations and

partnerships. The DEFF is planning a series of bilateral meetings and workshops to discuss the implementation of the NCCAS. Further information on these meetings

and workshops will be shared with the Adaptation Network membership.

nationalclimatechange_adaptationstrategy_ue10november19The Future Earth Conference on COVID-19 and Sustainability Transitions as a

catalyst for actionBy Felix Kwabena Donkor

Conference summary

The COVID-19 pandemic presents uniquely complex challenges to our contemporary society since the Spanish flu a century ago. The principal cost of the pandemic as

observed in the loss of human lives is particularly worrying, however the secondary impacts on the global economy, livelihoods and on sustainable development

projections are equally alarming. The prevailing crisis, whilst exposing some of the faultlines in our global system, has also underscored the interdependence of our

world. It has highlighted the urgency of global action to satisfy people’s basic needs, to protect the earth and to develop a fairer and more secure world. Furthermore, Covid-19 can prove detrimental to achieving the Sustainable

Development Goals (SDGs), as significant successes in dealing with poverty, hunger, health, and inequality, inter alia could be reversed. Moreover, there is the danger of the SDGs and related Leave No One Behind agenda becoming a casualty

of policy responses to the pandemic.

In May this year, Future Earth organised a virtual conference on COVID-19 and Sustainability Transitions. The conference sought to explore the societal

implications of the changes and to consider pathways toward a sustainability transition. Many scientists, economists, educators and practitioners across the globe were assembled to discuss some of the principal trends in sustainability

emerging from the COVID-19 pandemic. Participants addressed the possibilities of the pandemic as a catalyst for sustainability transitions.

The conference also highlighted the gendered consequences of the COVID-19 pandemic on the largely invisible care economy that continues to play a critical role in the optimal functioning of society as well as in subsidizing the paid economy, but is often marginalised in terms of policy focus. Other issues that received attention included the future impact of radical transformations owing to the pandemic such

as the push towards remote work, teleconferencing, localising supply chains coupled with COVID-19 palliative measures being introduced by governments and

the concept of universal basic income (UBI).

44

Page 45: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

Furthermore, the outbreak of the COVID-19 pandemic has led to a massive reduction in commercial activities worldwide with measures such as quarantines and travel restrictions having significant consequences on consumption patterns

and the environment. Some positive environmental results have been witnessed in this period and this has led people to consider how some of these could be locked in to facilitate the desired transition to more sustainable ways of living. A clarion call from the event was the need for people to be conscious of the sustainability factor

to this crisis, rather than it simply being an accidental event.

Action that has emerged from the conferenceDue to the pressing issues discussed at the conference, working groups were formed to advance some of the themes raised premised on how COVID-19 is contributing to sustainability transitions. The working groups revolve around

thematic areas such as designing government action, new lifestyle practices, social solidarity and the care economy, supply chains, and digital automation and remote work. Felix Kwabena Donkor, Cláudia Santos, Marula Tsagkari, Nediana Sarrasanti,

and Chadia Wannous form the core of the Care Economy Working Group. The working group is exploring the changing nature of care work in the time of the

pandemic and has produced a resource material for captains of industry and policy makers around the world. The group is currently working on a global study

addressing the issues of informal migrant workers in the period of the pandemic. Furthermore, the Working Group on Governance has published an open letter to local governments on advancing sustainability in a post-COVID world. In addition,

the Sustainability Transitions in the Global South Working Group is looking at ways of addressing the unique challenges faced by developing nations in the time of COVID-19. Other working groups have looked at how everyday life and social

practices have evolved in the period of the pandemic. Participants in this initiative collaborate on a Slack platform. If you would like to join one of the working groups,

please reach out to Esthi Zipori at [email protected] shelters in an arid environment: an adaptation response to extreme

weather eventsBy Conservation South Africa (CSA)

The Namakwa District in South Africa falls within the Succulent Karoo biome, an arid biodiversity hotspot. Farmers on the Concordia commonage in the Nama Khoi Local municipality, Namakwa District, have been experiencing erratic weather, extreme

temperatures, and a decline in rainfall that has resulted in a significant loss of livestock. These farmers depend on livestock farming to generate an income, and

the loss of livestock is, therefore, detrimental to their livelihoods.

The farmers of Concordia identified the need for a livestock shelter as an adaptation response to protect livestock from increasing extreme weather events in the area. The sturdy shelters were constructed as part of The Community Adaptation Small

Page 46: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

Grants Facility (SGF), a four-year community-based adaptation pilot project which aims to ensure that vulnerable, rural communities in two project target areas in

South Africa (Namakwa District in the Northern Cape and Mopani District in Limpopo) have reduced vulnerability and increased resilience to the anticipated

impacts of climate variability and change.

The Community Adaptation Small Grants Facility (SGF) is funded by the Adaptation Fund, endorsed by the Department of Environmental Affairs as the National

Designated Authority (NDA), implemented by the South African National Biodiversity Institute (SANBI) as the National Implementing Entity (NIE), and executed by

SouthSouthNorth Trust (SSNT) as the Executing Entity. In the Northern Cape the project is locally supported by the Namakwa District Municipality and locally

facilitated by Conservation South Africa (CSA) as the Namakwa Facilitating Agency.

These livestock shelters provide shade for livestock during the hot summer months, but they also protect livestock against increasing wind chills and strong easterly winds. Each livestock shelter is also fitted with gutters and two water tanks to

harvest rainwater during the winter rainy season. The additional water provides farmers with the opportunity to either plant additional fodder for animals during the dry summer months or to provide drinking water to animals when there is a water scarcity, relieving pressure on natural, underground water sources. Each shelter is also accompanied by a rain gauge, allowing farmers to be able to monitor rainfall which informs their grazing practices. This allows farmers to better plan and adapt to the changing climate, while protecting their livestock and decreasing livestock

deaths. This means that these Concordia farmers have one less thing to worry about during the COVID-19 pandemic, knowing that their livestock is protected from

the elements and having access to additional water in the summertime when it is most needed.

MullerSmall Grants Facility: Strengthening local community organisations sustains project

investments and unlocks opportunities to access other financial resources By South African National Biodiversity Institute (SANBI)

Communal and backyard gardens are common establishments in South Africa’s arid rural areas. These enable community members to form cooperatives aimed at addressing food security challenges and improving livelihoods. Over the years, these community-based subsistence farming practices have been negatively

affected by changing seasonal patterns caused by climate change.

Through the implementation of the Community Adaptation Small Grants Facility (SGF) project in the Mopani District, the Ramotshinyadi HIV/Aids Youth Guide

established a communal garden in the Mamanyuha village which has introduced climate smart agricultural techniques to improve food security. Since accessing

financial resources from the project, the Ramotshinyadi organisation has built its capacity to implement climate change adaptation interventions. These include

practices such as agroecology, climate smart water storage, drip-irrigation techniques and poultry farming.

Additionally, accessing financial resources through the SGF project has improved Ramotshinyadi’s organisational capacity to sustain investments beyond the

financing period of the project.

Development (DALRRD); Right: Tomato harvesting at the communal garden.

47

Page 48: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

With the prevalence of the COVID-19 Pandemic and subsequent National Lockdown, Ramotshinyadi experienced challenges in transporting locally farmed agricultural produce to sell to retail markets. Additionally, the National Lockdown meant that crop seedlings and poultry feed could not be purchased. This negatively affected

crop production and livelihoods of the farmers.

Following an advertisement by the Minister of Agriculture, Land Reform and Rural Development on the interventions aimed at supporting smallholder farmers affected by the coronavirus outbreak in South Africa, Ramotshinyadi received relief vouchers to the value of R50 000. This helped Ramotshinyadi and the farmers to access and purchase supplies such as poultry feed, chicks, medication, and seedlings following

the relaxation of the National Lockdown Restrictions.

Mr Fhatuwani Nemalamangwa from Ramotshinyadi mentioned that “this voucher comes as a reward from the capacity building work from the SGF project. Our farmers appreciate the opportunity to implement and deliver a project with a

budget that is over a million rand. Our organisation really comes from nothing to a position where we can attract national attention to pressing social challenges".

IAPH-WPSP COVID-19 port economic impact barometer: half-year reportOn the week following the six month anniversary of the World Health Organization (WHO) announcement of COVID-19 as a global pandemic, the International Association of Ports and Harbors (IAPH) has published a comprehensive report summarising all findings from its twelve surveys of global ports since early April, including its most recent survey to ports in week 36. The COVID-19 Port Economic Impact Barometer was developed by a dedicated Task Force operating under the World Ports Sustainability Program (WPSP) and gauges the impact of the pandemic on ports from both operational and economic perspectives. In its most recent survey, IAPH has also surveyed ports of the impact of the economic downturn on port infrastructure investments and investments in general. The latest week 36 report, which summarises responses from 85 ports from around the world has identified several new trends compared to week 29, not all of which are positive. Compiled by PortEconomics members Professor Theo Notteboom (Shanghai Maritime University, Ghent University and University of Antwerp) and Professor Thanos Pallis (University of the Aegean and Universidad de Los Andes), the half-year report of the WPSP-IAPH COVID19 Economic Impact Barometer report is published on the World Ports COVID19 INFORMATION PORTAL under the FAQ section “WHAT IS THE ECONOMIC IMPACT ON THE GLOBAL PORT SECTOR?”.

The Post-Pandemic Opportunity To Reshape Island Economies

↪ Join: See the latest speakers and agenda items announced for the Virtual Island Summit 2020. We are just one week away!

As the world struggles with issues such as climate change and recession amidst a global pandemic, a fundamental economic and societal shift is taking place. While many are desperate to “return to normal” the reality is that “normal” is going to look very different when we do eventually reach it - especially for island communities.

In an increasingly interconnected world, we have seen a rapid shift to working from home that is likely to become permanent for many. This change means that businesses will no longer be reliant on physical proximity - and the biggest winners in this change could be islands. Previously limited with small markets and a

75

handful of dominant industries, many islands could not easily integrate with certain aspects of the global economy due to high shipping and travel expenses that made it difficult to compete. In a world where so many services are delivered online, a trend that was only accelerated by the pandemic, there is potential to transform economies and bring new opportunities like never before. But are island businesses ready for this new post-pandemic economy?

↪ Read: Report from the global survey of islands on COVID-19.

Barbados has received global praise for its new “digital nomad” visa to attract long-stay visitors that can contribute to the local economy and replace a slice of the lost tourist dollars. Other countries including Bermuda, Croatia & Estonia have launched similar initiatives and competition is already rising between tourist destinations as a few intrepid travellers become new pioneers. Many have argued that long-stay tourists are the solution for some countries, but the reality of the uptake of these new visas remains to be seen. The truth is that long-stay visitors behave very differently than traditional tourists and the expectation that they offer a panacea could be unrealistic - or at least only a part of the solution. The big opportunity is in attracting permanent, high-wage jobs for local people that will contribute tax revenue and stimulate local businesses.

Could the remote work phenomenon not benefit islanders in another way? With interconnectivity, islands have an opportunity to take the global stage like never before. The new remote working revolution is not just a chance to attract foreign workers, but also to bring more high-paying jobs for local people and attract emigrants to return. Employers are now taking advantage of recruiting the best possible workers from around the world and extending their operating hours with workers in different time zones. Many of those in the diaspora that may have wanted to return cite job opportunities as a major limitation, and so here lies a bigger opportunity than long-stay tourism that could bring economic empowerment.

76

Page 77: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

A shift to virtual networking can be an asset for island communities to reach outside the domestic market and build “digital bridges” to other islands looking for similar solutions in all corners of the globe. New markets create more opportunities for entrepreneurs to access global markets from their home. The move to digital format is a huge opening for islands previously seen as being on the ‘global periphery’ to take centre stage and showcase what they have to offer. Businesses must change their mindset to put digital communications at the center - it is not enough to be “internet fit” but now a requirement to be “internet first”. By taking a global and geography-independent mindset, island organizations can reap the benefits of the post-pandemic reality.

↪ Win: Prizes in   the   Virtual Island Summit 2020 Book Giveaway

Islands around the world share certain commonalities including high energy and transport costs, environmental vulnerabilities and fragile economies reliant on a handful of industries (often tourism). These unprecedented times require a global outlook for islands to connect and engage with one another to find shared solutions and collaborate on the post-pandemic future. One platform for this is the upcoming Virtual Island Summit, which provides a space for island participants from Guam to Greenland, Jamaica to Jakarta and St Kitts to Samoa to connect and engage in order to find shared solutions. Certainly, there are many differences between islands but the many commonalities create a new business environment with access easier than ever before in the new remote working environment.

Digital technology can catalyze change by giving a platform for island communities to share their experiences and expertise with the rest of the world. This change happened slowly but has been accelerated under the global lockdown which has forced everyone to change their lifestyle. Digital bridges are arguably now more important than any other infrastructure - but it is equally important to change how we think to fully take advantage of the new opportunities.

In the meantime, you can also join our Facebook Group and LinkedIn Group for more interesting discussions and an opportunity to network with other participants.

Hello,

This is a notification to let you know that Alan J Hesse has created a new forum post on GreenExecutive. You may find the snippet of the new discussion below:

Heads up all Green Executive members: there is an open opportunity to participate in this year's Youth Climate Summit, virtually of course. The event will be held in the UK between the 9th and 13th November and will consist of a host of events, talks, workshops all geared to either kids, teachers and / or families. I have been invited to contribute and I was asked to share the opportunity to get other speakers, experts etc.The idea is to not allow the climate agenda to disappear off the map just because this year's formal COP has been postponed.

Press Release: Ocean energy industry calls for European target of 100MW by 2025 from Ocean Energy Europe

Text (5 KB) The new EU Strategy on Offshore Renewable Energy must include a target of 100MW of ocean energy installed in Europe by 2025.

View this email in your browser (https://mailchi.mp/552518905732/v8omtpfphj-6448892?e=ceb462cfd9)https://www.oceanenergy-europe.eu/annual-event/oee2020/Ocean energy industry calls for European target of 100MW by 2025The new EU Strategy on Offshore Renewable Energy must include a target of 100MW of ocean energy installed in Europe by 2025. This would be enough to power 100,000 European homes a year, and would pave the way for installing 3GW by 2030 and 100GW by 2050. This target would provide the political impetus and incentives needed to maintain Europe’s position as the global leader in ocean energy and create a new industry for Europe.

Four priority actions are needed to achieve this, according to Ocean Energy Europe (https://www.oceanenergy-europe.eu/wp-content/uploads/2020/07/OEE-Position-100MW-by-2025-Aug-2020.pdf) . First on the list is the formation of a pan-European alliance of EU decision-makers, national governments and industry representatives. The alliance would be tasked with accelerating the sector’s development by providing access to national revenue support and making it easier to secure project sites.

Secondly, earmarking €300 million for ocean energy research and innovation over the next five years will support the EU’s green recovery objectives, cut technology costs and get planned projects into the water.

The third action, setting up a European insurance & guarantee fund, will also reduce project risks and make it easier for developers to access private finance.

The final recommendation is to develop an export strategy for offshore renewable technologies. A blend of European Investment Bank financing and guarantees for export-ready projects will make sure that Europe holds onto its world-leading position in ocean energy.

The importance of public support in kick-starting projects and encouraging private investment to create a truly commercial industry cannot be overstated. Since 2007, every €1 of EU & national public funding for ocean energy has leveraged €2.9 of private investments in the sector.

86

Page 87: November 2020 GREEN, BLUE ECONOMY AND CLIMATE CHANGE …  · Web viewnovember 2020 green, blue economy and climate change news, opportunities, activities and events . contents. november

Remi Gruet, CEO of Ocean Energy Europe said: “This target is entirely achievable. There is a strong pipeline of projects lined up along Europe’s coasts – all that’s needed now is the right policy and market environment to deliver them.
