OverviewRMIN/RISSRMIN/RISSThe Rocky Mountain Information Network is one of six regional

projects that make up the Regional Information Sharing Systems® (RISS): a network within a network. Each project unites

multiple states into a single network. RISS provides secure communications, information-sharing resources and investigative

support to combat multijurisdictional crime and terrorist threats. Funded by Congress through the Bureau of Justice Assistance, the

RISS projects operate under 28 CFR Part 23 guidelines and serve more than 8,500 member agencies. The overall goal, as set forth in the 1983 U.S. Department of Justice guidelines, is to “enhance the

ability of criminal justice agencies to identify, target and remove criminal conspiracies and activities spanning multijurisdictional,

multistate and sometimes international boundaries.”

Headquartered in Phoenix, RMIN serves about 19,000 law enforcement officers from more than 1,100 member agencies in Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah,

Wyoming and Canada.

Justinian James Forsythe-Fandett is wanted by the Topsfield Police Department, Essex County, Massachusetts, for Probation Revocation on Aggravated Assault-Family-Weapon charges. The warrant has been entered into NCIC (NIC/ W457300336), Nationwide Extradition.

Forsythe-Fandett is traveling with Katherine Elizabeth Dawley, whom he recently married in August 2016. A photograph of Katherine during the week October 1– 8, 2016, revealed they were in Jackson, Wyoming. One of the vehicles associated to Forsythe-Fandett, a 2013 Blue Audi A6, Massachusetts Plate 789-VY8 was seen in Eagle County, Colorado, sometime during the same week. Katherine has requested family to mail her some property to an address in Cheyenne, Wyoming, which is also a known address for Marc Peter Meadowcroft, previous bulletin from October 10, 2016.

Forsythe-Fandett may also be driving a 2016 Black Audi Q5, Massachusetts Plate 1VV895.

Joseph Michael ESPOSITO is the suspect in multiple stalking cases in Boise and Meridian, involving his ex-girlfriend who works in Meridian at the Big Smoke located on West Franklin Rd., and the ex-girlfriend’s mother’s residence at an address on Jack Snipe in Meridian. ESPOSITO has made threats to kill his ex-girlfriend and her daughter, and threatened to kill the rape victim if she tells anyone about the incident. ESPOSITO continues to drive by the Jack Snipe address stalking his ex-girlfriend as recently as 10-23-16.

ESPOSITO is known to use Meth and Bath Salts, and has been observed carrying a firearm. ESPOSITO made claims to his rape victim that he sells drugs and guns.

It is unknown what ESPOSITO is currently driving at this time. He has made paranoid statements about being followed. Due to ESPOSITO’S increasing criminal behavior and reports of carrying a firearm, use caution if contact with ESPOSITO is made.

(U//LES) The Sacramento Police Department has issued a warrant for the arrest of JerodWATSON; he is believed to be in the Reno area.

(U//LES) On 15 October 2016, at approximately 1953 hours, the Sacramento Police Department responded to a medical-aid call. Three victims were found inside the home,deceased from multiple stab wounds. The suspect, WATSON resides at the same residence but has not been located.

(U//LES) WATSON’s vehicle, a 2010 Mitsubishi Outlander with California License Plate7CYL933, was stopped by Reno Police Department and an associate of WATSON,the sole occupant of the vehicle was arrested. The vehicle is currently at the main station at Reno Police Department.

(U//LES) It is believed that WATSON is still in the Reno area and in the company of a white female adult with blonde hair. According to the associate WATSON’s hair has grown out about an inch or two but he still has similar facial hair as in his photo. WATSON was last seen in the area of the House Motor Lodge, located at 303 W 2nd Street in Reno.

(U//LES) If WATSON is located use extreme caution, he has a history of mental health issues, he should be considered armed and dangerous. If contacted, confirm and arrest on the warrant then contact Sacramento Police Department Det. Sgt Kinney at (916) 849-9053.

On 10/14/2016, deputies were dispatched to 9701 Main Street in Lamont, Ca. at the Quality Gas Station regarding a possible robbery. Two gunshot victims were located inside the business, both deceased. Homicide detectives took over the investigation, and received information that Myron Givan, age 34, was possibly involved. Givan is a criminal street gang member and may have fled the Bakersfield area. An arrest warrant for Myron Givan was obtained and the Kern County Sheriff's Office is requesting the public’s assistance in locating Givan. Givan may be driving a 1986 Chevy Monte Carlo, license 6GSS047. The vehicle is turquoise with 20" chrome wheels. If you see Givan, do not attempt to detain him, and call 911. On October 8, 2016, Michael MONTANO (DOB: 06/04/1979) was arrested by the Campbell County Sheriff’s Office, Gillette, Wyoming, for his alleged involvement in the double homicide of reported missing persons Jody Fortuna and Phillip Brewer.

Information obtained during the investigation indicates MONTANO may have been involved in a separate shooting/homicide in Idaho. MONTANO is alleged to have shot an unknown individual in the neck, ultimately resulting in the individuals death. That incident is alleged to have occurred in 2015, possibly July.

Possible Homicide Information

On Friday 10/14/2016, Denver Homicide Unit Detectives interviewed Jason Nuness, dob: 08/01/1971, at the Denver Detention Center in relation to information he had on a potential homicide. Nuness advised the detectives that while working for Court Services he encountered another inmate who had been brought in for court. Nuness and that inmate, Ezra Lewis, briefly discussed a male named “Tiny”. Lewis reportedly told Nuness that bodies were starting to “pop up on Tiny”. He specifically referenced a victim who had been “washed ashore” in one of the rivers. Mr. Nuness believed this person was potentially the victim of a homicide and that he wouldn’t put it past “Tiny” to have killed someone. He wasn’t sure which river Lewis was referring to but assumed it may be the Platte River since “Tiny” frequents the area near the Salvation Army shelter at 1901 29th Street. Mr. Nuness kept calling it Crossroads but indicated it was in NW Denver near “the river”. Mr. Nuness had no information regarding the victim (date of incident, race, age, gender, etc) and did not believe that Mr. Lewis would either. They both just know that “Tiny” has a temper and has been known to be violent in the past. He described “Tiny” as a black male in his 50’s, approximately 5’9, muscular, tattoos “everywhere” and appears to be homeless. Mr. Nuness indicated he would be nervous telling Mr. Lewis he’d talked to the police about what they had discussed. Ezra Lewis is potentially Ezra Lee Lewis, dob: 9/15/1991. This is the only Ezra Lewis that was located that is currently being housed at the Denver County Jail. If anyone wishes to contact Mr. Nuness (pronounced Nunez) he is finishing a 90-day sentence at the Denver Detention Center and is scheduled for release in mid-November.

Sexual Assault Investigation - Incidents Range from 1996-2014Doctor with Michigan State University Sports Medicine

The Michigan State University (Michigan) Police Department has taken several reports alleging sexual assault by Dr. Lawrence “Larry” G. Nassar, and has re-opened an investigation from 2014.

Nassar is a doctor at Michigan State University Sports Medicine and as part of his faculty assignments also does research and teaches at Michigan State University. He is currently removed from clinical duties. Until recently, Nassar was the Michigan State University’s women’s gymnastics and crew team physician. Nassar also served as an Olympic Gymnastics Team doctor. Nassar volunteered for USA Gymnastics for 29 years until 2015. A gymnast that he worked with in that capacity has made a similar allegation to law enforcement in California.

The victims have reported Nassar digitally penetrated them vaginally and anally and fondled their breasts. Several have reported he performed adjustments inter-vaginally without gloves and in most cases without another medical professional or parent in the room, even though many victims were minors. The dates of the reported incidents range from 1996-2014.

(U//LES) On 7 October 2016, human remains for one individual were located on private land in Teller County, Colorado. (U//LES) The remains are believed to have been in place for between 6 months to 3 years. The skeletal remains are mostly intact to include the majority of the skull, the spine, a majority of the ribs, both arms and both legs. The missing parts include the right hand, both of the feet, some ribs and the side portions of the skull on both sides. There is an apparent single bullet wound through the skull, from left to right. There is a medical screw in the left ankle. (U//LES) According to the forensic pathologist, the following are believed to be accurate concerning the remains:

Caucasian, Hispanic, or Asian descent Age range of late teens to early twenties Height range of 64.5” to 67” Teeth have had serious grinding on the front and there is dental work on the rear upper and lower back

teeth that appears to be ceramic fillings (U//LES) The following clothing items were found near the remains:

Pair of white Nike Cortez sneakers, size 9 (see photograph below) Pair of Southpole blue jeans, size 38 (see photograph below) A “Bully” t-shirt with image of a female holding a leash to a pitbull dog (see photograph below) A single white low-cut sock Black leather belt Brown faux leather or suede EA Collection Italian style jacket (see photograph below) 14 kt. silver in color ring with 11 clear stones inset, size 7 or 8 (see photograph below)

(U//LES) A Search and Rescue team performed a search of the area as well using a metal detector. Human Remains Detection Dogs are scheduled to search the area.
