    31: BJP's prime ministerial can-

    didate and Gujarat chief minister

    Narendra Modi on Thursday tar-

    geted Prime Minister Manmohan

    Singh and asked him not to limit

    Sardar Patel to the narrow defini-

    tion of political parties by calling

    him just a Congress leader.

    Modi was addressing a gathering

    at the stone laying ceremony of

    the world's tallest statue of

    India's 'Iron man' Sardar

    Vallabhabhai Patel at Kevadiya

    in Narmada district 3km away

    from Narmada dam on the 138th

    birth anniversary of the leader.

    Modi targeted the PM's state-

    ment made in Ahmedabad two

    days during the inauguration of

    the Sardar Patel memorial com-

    plex in the city. Manmohan

    Singh had then said, "I am proud

    and happy that I belong to a

    political party (Congress) to

    which Sardar Patel was

    attached." Today, taking on the

    Prime Minister, Modi said, "I am

    thankful to the PM that he called

    the Sardar a true secular leader.

    Sardar was a true secular leader

    who rebuilt the Somnath temple

    but his secularism did not stop

    him from constructing the tem-

    ple. Today the country needs

    Sardar Patel's secularism and not

    the secularism of vote-bank poli-

    tics. Sardar Patel united the

    princely states of all the commu-

    nities, societies, languages and

    never tried to divide them on any

    count. The country needs secu-

    larism like Sardar Patel not of

    vote-bank politics which divides

    the country."

    "By aligning Sardar Patel with

    one party you are demeaning

    him. Sardar's legacy can not be

    limited to a party. Sardar's contri-

    bution can not be denied by his-

    tory or by Narendra Modi. His

    legacy belongs to the country,''

    he added.

    Modi said, "When I built the

    Mahatma Mandir in memory of

    Gandhiji no one objected but

    when I started this project I faced

    criticism. Dalits, the marginal-

    ized class worship Baba Saheb

    Ambedkar as God but no one

    identifies him with anyone party.

    The great commitment of our leaders towards

    terror has no parallel. Ready made statements

    that all steps will be taken to defeat the plan

    of terrorists is common rather it is on the

    hand. Any terror related attack and show your

    palm the commitment becomes visible. In

    October this year seven hard core terrorists

    escaped from Khandwa Jail in Madhya

    Pradesh after stabbing two guards. They

    looted weapons too and melted into the

    streets. Now the dreaded terrorist and

    accused in Patna serial blasts Mehrar Alam

    has escaped from the custody of National

    Investigation Agency (NIA). To counter ter-ror there must be unanimity in the govern-

    ment apparatus. But when Home Ministers

    visit Bollywood to attend musical functions

    in the wake of Patna blasts and men like

    Salman Khursheed defending Shinde party-

    ing how will a message go across the nation

    that terror and terrorists are a serious men-

    ace which requires the full response of

    nation. Imagine if a Congress rally would

    have been targeted in Patna would Shinde

    or Salman have behaved the way they did.

    If the country is divided into BJP, Congress

    or secular non secular portions how will be

    it countered. India has become a focus of

    ridicule where politics is played on terrorism

    and where they escape from jails or NIA.This is nothing but shame full and complete.

Thecountry has seen a near collapse ofthe possibility of a fair system in

    place to ensure good governance.Those who were elected to serveturned masters. In direct opposition tothe spirit of the Constitution theylooted the wealth of the nation. Somelooted coal. Some mobile/internet

    band spectrum , few pockete dCommon Wealth games and severallooted fodder. This is the great Indian

    politician who has used every permu-tation and combination to stay in

    power. Their ultimate goal and desti-nation is nothing but wealth and

    power at all costs and at any price.

    Conversely, India, where they flour-ish never dreamed politics would turnthis putrid way, in which it has beenturned into by many of the so calledelected representatives of whom thir-ty percent are tainted and many moremight be in the league but are notreported. Changing positions, dollingout ready made statements in the timeof national calamity, making thecountry feel that if they talk withPakistan it will stop killing our peo-

    the land mark judgment telling thetop bureaucrats to write the oraldirection of the political bosses on the

    relevant files is historic observationwill save the honest bureaucrats from

    being hounded under political pres-sure. Transfers and postings have

    been used with devastating effect,demoralising the honest officers.Imagine Ashok Khemka has beentransferred 48 times in his service.The SC had to observe that Transfersare often used as instruments ofreward and punishment, with offi-cials being frequently transferred onthe whims and caprices as well as the

    personal needs of l cal politician s andother vested interests. Officers, espe-cially those in the All India Servicesserving in state governments, haveno stability or security of tenure."The piquant situation reminds of atourist visiting India.     NEW DELHI, OCT 31: The SupremeCourt on Thursday drastically reduced

    political pres sure on to p bureaucrats byruling that they must get an assured min-imum tenure in posting.

    "Fixed tenure of bureaucrats willpromote professionalism , efficiency andgood governance," the SC benchobserved. "Much of the deterioration in

    the functioning of bureaucracy is due topolitical interferenc e," the SC said.

    The SC also directed the Centre andstate governments to pass an order with-

    in three months on giving fixed tenure tocivil servants.

    The apex court also empowered topbureaucrats to rec ord in writing t he oralinstruction of political bosses on files soas not to be hounded later on for a par-ticular decision.

    The SC said that such recording ofpolitical instructions b y bureaucrats will

    also help in promoting transparency andwill allow general public to access cor-rect information.

    The verdict, which is on the line of

    apex court's earlier order on policereforms for giving fixed tenure to senior

    police officers in Prakash Singh case,will go a long way in giving freedomand independence to the functioning of

    bureaucracy.The judgement comes close on the

    heels of controversies surroundingAshok Khemka, IAS officer of Haryanacadre over DLF-Robert Vadra land deal,and Durga Sakhti Nagpal, UP cadre IASofficer, who was targeted by the stategovernment for alleged misconduct.

    The apex court passed the verdict ona PIL filed by 83 retired bureaucratsincluding former cabinet secretary T S RSubramanian seeking its directions forinsulating bureaucracy from politicalinterference.

    The petitioners also include formerIndian ambassador to the US AbidHussain, former chief election commis-sioner N Gopalaswami, former electioncommissioner T S Krishna Murthy, for-mer IPS officer Ved Prakash Marwah,and former CBI directors JoginderSingh and D R Kaarthikeyan.

    Krishna Murthy lauded theverdict, saying "Good gov-

    ernance is critical to good

    quality democracy.

    "Most of us have seen in our

    career how most of the

    transfers, promotions, post-

    ings and foreign assign-

    ments, all of them are decid-

    ed on whimsical basis very

    often," he said.

    The PIL had alleged that at

    present, the system of trans-

    fers, postings, promotions,

    disciplinary action and other

    personnel matters pertaining

    to the members of civil serv-

    ices are ad-hoc and non-

    transparent.

    "There is an urgent need to

    make the civil servants

    accountable, sensitive andresponsive. If this is

    achieved, there will be

    across-the-spectrum bene-

    fits...

    "Transfers are often used as

    instruments of reward and

    punishment, with officialsbeing frequently transferred

    on the whims and caprices

    as well as the personal needs

    of local politicians and other

    vested interests. Officers,

    especially those in the All

    India Services serving in

    state governments, have no

    stability or security of

    tenure," it had said.

    The PIL had also said the

    civil servants at all levels

    should be given a minimum

    three-year fixed tenure oneach post to foster function-

    al freedom and independ-

    ence.

    Any premature transfer

    should specifically be autho-

    rised by the 'civil service

    board/commission' on spe-

    cific circumstances to be

    brought out in writing, it had

    said.

    At least four high-powered

    panels made recommenda-

    tions for freeing the bureau-

    cracy from political interfer-

    ence but the government had

    not taken any concrete step

    for implementation of the

    reforms suggested by them,

    it had said.

    "Change of government

    invariably leads to newrounds of transfers as the

    incoming group of political

    leaders seeks to reward sup-

    porters and put its "own"

    staff in key positions.

    "Moreover, the 'transfer

    industry' is backed by

    entrenched and powerful

    vested interests as frequent

    transfers generate huge

    amounts of black money for

    corrupt officials and politi-

    cians...," it had said.

    The PIL had said that there

    should be an independent,

    high-powered and statutory

    'civil services board' in each

    state which should processproposals of postings and

    transfers.

    militancy. With the electionsapproaching soon, competi-

    tive upmanship among

    Kashmir-centric regional

    political parties and

    provocative statements from

    their leadership could fur-

    ther compound the situation,

    he warned.

    In Islamabad, interior minis-

    ter Chaudhry Nisar Ali Khan

    too told political leaders thattalks with the Taliban had

    started.

    He told parliamentary lead-

    ers of political parties that

    he would soon take them on

    board about the negotia-

    tions. The procedure, agen-

    da and venue for the talks

    are being finalized, headded.

    The government enjoys the

    support of all political par-

    ties for the initiative and it

    wants to take the peace

    process forward with sincer-

    ity, Khan said.

    Speaking to media after the

    meeting, Pakistan People's

    Party leader Khurshid Shah

    said the talks with the

    Taliban were delayed due tothe killing of Maj Gen

    Sanaullah Khan Niazi in a

    roadside bomb attack and

    the suicide bombing of a

    church in Peshawar that

    killed over 80 people.

    He said the government had

    told the political leaders

    there were 37 to 57 factions

    of the Taliban operating in

    the country.

    the Narmada project and

    urged him not to play poli-

    tics and grant permission for

    raising the dam height. He

    said though all the compli-

    ance from Gujarat,

    Maharashtra and Madhya

    Pradesh was over, but the

    Union government was still

    not permitting raising the

    Narmada dam height for no

    reason.

    "I know PM and his boss(Sonia Gandhi)'s team are

    watching my speech and I

    publicly want to tell him that

    for the country's sake don't

    play politics and give per-

    mission for raising the dam

    height. We will do whatever

    he says. I don't want my

    name on a plaque or any

    credit. He can take credit for

    everything but please give

    permission. People ofGujarat and Rajasthan need

    water, Madhya Pradesh and

    Maharastra need power.

    Maharashtra can alone save

    Rs 400 crore per annum.''

    Meanwhile, sharing the

    stage with Narendra Modi,

    BJP leader L K Advani

    praised the Gujarat chiefminister.

    He also recalled former BJP

    Prime Minister Atal Bihari

    Vajpayee's contribution andsaid that by the nuclear test

    Vajpayee had reinstated a

    place of pride for India in

    the world.

    Referring to Sardar Patel's

    statue, Advani said, "Why

    can't India be respected as

    China or America? Ifthrough one Shanghai,

    China can get this much

    world attention why we can't

    we have it? This statue of

    unity is just one attempt in

    this direction."

    Referring to the iron collec-

    tion drive to collect material

    to build the statue, he said,

    "through this drive in seven

    lakh villages of the country

    we want to spread the

    mantra of unity across the

    country. Through this drive

    we want development,

    peace and unity and amity in

    the country. We can not

    divide the country in the

    name of region, religion,

    caste and creed which is

    destroying the country.

    tions of the society. He

    recalled her keen interest for

    the development of the State

    and the overall affairs of

    State. He specially men-

    tioned her visionary initia-

    tive to link Jammu and

    Kashmir through railway by

    laying the railway project

    upto Udhampur which has

    now been linked up to the

    last corner of State. She

    always tried to maintain

    close rapport with the cadres

    of the party especially thepeople of the State as per the

    tradition of Nehru Gandhi

    next week, is the cheapestby any nation to the redplanet. And there are

ISROspartners, pleased that

    their instruments wereworking fine, tacitlyacknowledged the valueof the organisations mini-malist approach. The toldus after the launch, says

    M Annadurai, projectmanager of Chandrayaan,that this was the Indianstyle of working. It was atested method in ISRO,perfected over decades,and it is now being used tomaximum effect inMangalyaan: save time,money and human effortsthroughcareful planning.You could call it frugalengineering applied tospace. Mangalyaan wasformally approved only in

    August 2012, and ISROhad started work on thestructure three monthsbefore the formalapproval. The satellite wasfinished this August.

    NASAs MAVEN, a Marsmission nearly identical toMangalyaan and to beflown on November 18,had taken at least fiveyears of work and $679million in costs. If theMangalyaan launch is suc-cessful, ISRO would havedone it in 18 months, with$69 million. Our speed ofexecution and low costsare the result of carefulplanning, saysAnnadurai.

    The Indian Air Force[IAF] is on a missionto increase its fleet

    and phase out the agingfighter jets with newer

    ones.IAF hopes the long-awaited deal for 126medium multi-role com-bat aircraft [MMRCA] isfinalized with Frenchcompany DassaultAviation. Also, IAFexpects Indias own LightCombat Aircraft [LCA]will get operational clear-ance by the end of theyear.The India-Russia joint-production plan for thefifth-generation fighteraircraft [FGFA] has hit ahurdle at the research

    and development stage.The glitch could take atleast a year to resolve.The IAF sanctioned 42squadrons of fighters,

    each with 14 to 18 planes,but has only 34squadrons. The jets are ofmixed ancestry and levelof technology and havebeen imported fromRussia, Britain andFrance over the past threedecades. Since Indiaselected the twin-engineRafale produced byFrances DassaultAviation for the MMRCAdeal in February 2012,protracted negotiationshave slowed the deal.The Indian Ministry ofDefense has laid down a

    timeline for initial opera-tional clearance byDecember for the LCAwith final operationalclearance by the end of

    2014. The LCA is pow-ered by a General Electricengine. The LCA andthe MMRCA are criticalto us, Air Chief MarshalNAK Browne said. Wehave to maintain ourforce at a certain level.Negotiations on theMMRCA are still on. Icannot place a timelineon when the deal will besigned. The HindustanAeronautics Limited[HAL] and Dassault arein talks and hope theycome with an agree-ment.

    besides 29,775 cft of timberhas been provided to thedeserving persons of

    Tangmarg area.About 53,608 cft of timber isalso available with theDepartment for distributionamong the consumers.The Minister was alsoinformed that at Guguldar aforest hut with all basicfacilities shall be construct-ed. The Minister urged theofficers of Forest departmentto ensure availability of ade-quate stocks of firewood formosques in the area and

    directed for setting up ofsale depots at Warapora andKhemberpora for facilitatingthe people adding that addi-tional 10,000 cft of timbershall also be made availablefor the consumers of thearea. He also asked forestablishing of Nursery atTangmarg for cultivating

    plants of economic impor-tance on modern pattern inconsultation with the expertsof SKUAST, Kashmir.

    Efforts afoot to beautify healthresorts of Gulmarg, Tangmarg: MirReviews availability of timber firewood in the area

    DOODHPATHI BUDGAMOCT 31: Appreciatingefforts of the ForestProtection Force (FPF) forcurbing timber smuggling inthe Pir Panchal range for last

    four years and lauding thepeople for extending theircooperation to the Forestdepartment in this regard, theMinister for Forests, MianAltaf Ahmad said that check-ing this illegal practice could

    be possible only with activesupport of locals. He askedthe authorities of FPF tomaintain strict vigil onsmugglers to thwart anyattempt of timber smugglingin the area."I am thankful to the people

    for extending their support inchecking this illegal prac-tice" said the Minister andhoped that people, in future,will help the department in

    preserving the green gold forour posterity.Mian Altaf asked concernedofficers to distribute timberamong the consumers on fasttrack basis and has given 15days to the department tocomplete this distribution

    process.This was stated by the minis-ter after inaugurating a forestinspection hut at Doodhpathihere on Thursday. TheMinister also inauguratedAirzal Range Office com-

    plex at Sukhnag. Both thebuildings have been com-pleted, under CAMPA, at anaccumulative cost of Rs.47.39 lakh.Senior officers of forestdepartment, FPF, SoilConservation, SFC andSocial Forestry departments

    were present on the occasion.The Minister later reviewedstock and supply position oftimber besides the physicaland financial achievementsof the different wings of for-est department at a meetingheld at Doodhpathri.It was given out that 58,000

    plants of conifer have beenplanted while 45 hectares ofland stands brought under

    plantation programme in thedistrict during last year.Reviewing stock and supply

    position of timber, it was

    informed that 78000 cft havebeen distributed among thebeneficiaries during past sixmonths against target of80000 cft fixed for currentyear.

    The Minister directed offi-cers of Social Forestrydepartment to carry out plan-tation drive on degraded for-est areas. He asked them tospeed up cutting, pruningand auctioning of Poplars inthe district, particularly inthe areas close to Srinagarcity to avoid hazardouseffects causing pollution dur-ing their blossom. It wasgiven out that 2 lakh male

    poplars shall be planted incoming season.The meeting was told that Rs58 lakh have been allocatedunder CAMPA for carryingforward different workstaken up by soil conservationdepartment in the district.The Forest Minister exhortedupon concerned officers tocarry out soil conservationworks where it is necessarywhile forest land should befirst priority of conservation.Reviewing the functioning of

    Pollution Control Board, itwas given out that 84 stonecrushers have been clearedagainst 104 while NOCto128 brick kilns have beenissued out of 210 by the

    department.The Minister asked con-cerned authority to ensureclearance of the cases withinseven days and exhortedupon them to issue NOCstrictly as per the parametersfixed under different Acts.Taking cognizance of thecomplaint of locals, theMinister asked concernedDivisional Forest Officer toallow grazing of livestock onforest land.

    "Do not stop people fromgrazing their livestock onforest land" instructed theMinister and warned sternaction if any complaint isreceived on this account. Hesaid that grazing of livestockon forest land is in practicesince Maharaj's rule anddirected concerned not todisrupt this practice ratherallowing the people livingnear jungles to graze theirlivestock on forest land.

    Manager, Kiru-KwarHydroelectric Projects,Chenab Valley PowerProjects (CVPP) Ltd. gave adetailed account of theimportance of developmentof hydroelectric power, beingenvironmentally clean poweras compared to other conven-

    tional sources of power. Healso explained importance ofthe proposed project withrespect to the existing powerdeficit and also it's potentialto boost the socio-economic

    development of the region.Prof. Anil. K. Raina,Environment Consultant,

    provided detailed descriptionof the environmental impactsassociated with the establish-ment of proposed project andelaborated on the manage-ment plan devised for proper

    mitigation of such impacts.He also presented the detailsof rehabilitation and resettle-ment plan prepared for the

    project affected families. Healso stated that the recent

    investigations carried out byvarious researchers indicatethat there has been no co-relation between impact ofreservoirs andseismicity/earthquakes thehydroelectric projects onriver Chenab and the recentearthquakes in the region.

    The land use details of theproject were presented byconsultant of CVPP Mr.Khursheed Ahmad Bhat(Deputy Commissioner,Retd.). Later, Sanjay

    Rathore, District Officer,J&K SPCB sought publicopinion regarding the project.The representatives of publicincluding Sarpanches, NaibSarpanches and Panches ofthe affected villages and proj-ect affected persons put forththeir queries regarding vari-

    ous aspects of the proposedproject especially withrespect to rehabilitation

    package and employmentopportunities besides themeasures for overall devel-

    SRINAGAR, OCT 31: In abid to counter the menace ofdrug addiction among youthin Jammu and Kashmir,

    police have sought help from'imams', teachers andrespected elders in the state."We have lost one genera-tion to militancy and we can-not afford to lose anothergeneration to addictions.The imams, teachers andrespectable should come for-ward to help the police infighting the menace of drugaddiction," InspectorGeneral of Police, Kashmir,AG Mir said at a publicmeeting at Kupwara, 90 kmsfrom here, yesterday.The IG said he has directedthe police administration ofnorth Kashmir range to deal

    with drug peddlers with aniron hand.The Kashmir police chief

    assured full help to thoseaffected by this menace.In response to a pendingdemand of the locals, Mirannounced the opening up ofa police post at Aawora inthe jurisdiction of Trehgam

    police station and assuredthat he will take up the issueof opening up of the officeof the Sub-divisional PoliceOfficer at Trehgam with theauthorities.The IGP Kashmir alsoreferred to growing causali-ties in road accidents anddirected authorities for aspecial drive against errantdrivers and other motorvehicle related crimes.He advised that the minorsshould be discouraged fromdriving vehicles and said

    he is showing his immaturity in politics there is no emotion-

    cies public is least affected by emotions now-moreover his

    statements are giving Modi more to counter attack with logic-

    in turn Rahul speeches turns in favour of Modi (after he rais-

    es logical questions) and it more of embarrassment for his

    Congress party. He should think twice before speaking in

    public and must weigh its pros and cons after thoughts of it.

    The dirty politics of speaking ill for other parties candidates

    is no more a symbol of success in elections but it goes against

    the party/person as Indian votes are not matured and cannot

    be played by personal emotions. Even rural population is

    much awakened due to TV, e media and also more of print

    media coverage now in smaller towns etc.

    Instead of being his Mamas boy (Sonia Gandhi) it is better

    for Rahul to follow his grandmother Indira Gandhi in politics

    and do follow some good work of Sanjay Gandhi. Make agen-

    da of development and do not play vote bank politics of divi-

    sion of nation on caste religion minority etc.

    Congress has failed on inflation, scams, corruption, redtapism, and caste and religion politics. It seems t hat Congress

    shall lose but whether majority shall be for BJP is a doubtful

    question. Who shall be PM? Is there any third person in the

    line? Only voters shall tell at the time of final election results!

    SARDAR PATELS LEGACYThe Iron Man isnt Congresss private propertyJust why is the Congress so enraged over the so-calledappropriation by the Bharatiya Janata Party of SardarVallabhbhai Patel's legacy? Prime Minister ManmohanSingh went out his way to point out in his speech at theinauguration of the Sardar Vallabhbhai Patel MemorialMuseum in Ahmedabad on Tuesday that he was proud tobelong to a party of which Sardar Patel was a member.Earlier, a few of his Cabinet Ministers lashed out at theBJP's prime ministerial candidate Narendra Modi becausehe had hijacked' the Sardar to score political points, withone Union Minister even resorting to the petty gesture ofturning down an invite to attend the Ahmedabad ceremo-ny. The Congress's outrage is misplaced. While SardarPatel was one of the stalwarts of the party, he is rightlyseen more as a national icon than a Congress leader. TheCongress cannot seek to confine his legacy within itsparty walls. If Mr Modi invokes the Sardar's contribution tothe country, he has as much right to do so as theCongress or anybody else. The Congress is on weakground when it accuses the Gujarat Chief Minister ofexploiting Sardar Patel's name. It has for decades shame-lessly used Mahatma Gandhi as if the Father of the Nationbelonged to the Congress and none else. It has releasedvarious Government advertisements displaying his photo-graphs, and even named a rural employment scheme afterhim. If this is not misappropriation' of a legacy, what is?But the Congress has been for years invoking MahatmaGandhi's name selectively. The party does not want toremember the Mahatma's later disillusionment with theparty. Mahatma Gandhi had even suggested disbandingthe Congress. Interestingly, while the party has expressedsuch ire over Mr Modi taking the centre-stage on SardarPatel's legacy, it has done little beyond making symbolicgestures to promote the legacy of another stalwart, NetajiSubhas Chandra Bose. Although Netaji Bose was associ-ated with the Forward Bloc, he is not that party's property;he belongs to the country. Can the Congress list theschemes that it has named after Netaji Bose?What appears to have especially enraged the Congress isMr Modi's remark that Sardar Patel would have made abetter Prime Minister than Jawaharlal Nehru. Suchresponse is understandable for a party which is wedded tothe rule of the Nehru-Gandhi dynasty though Nehrumust have never wanted it that way. The BJP's prime min-isterial candidate has not committed sacrilege. He hasonly articulated an opinion shared by millions of Indians.Those who are outraged are the ones who always lectureothers on the need to respect diverse opinions. The fact isthat the troublesome Kashmir legacy is Nehru's creation.He handled the matter directly in the immediate period ofindependence and later, and made a mess that we have tocontend with, decades later. Patel had the mandate of get-ting the princely States to join the Indian Union, and hedid it with clinical efficiency, which earned him the respectand admiration of people. Had he also been tasked withsettling the Kashmir issue, perhaps things would havebeen different. Neither Mr Modi nor his party seeks to con-vert the discourse into a Nehru versus Patel issue. Thereis no harm in having a healthy discussion, though.

    MESS IN THE MALDIVESDelayed poll may lead to a constitutional crisisWith the political crisis in the Maldives continuing to esca-late, the archipelagic nation is now on the verge of a con-stitutional logjam. After the police intervened, following ajudicial order, and prevented the Electoral Commissionfrom holding the presidential re-election on October 19,polling has now been postponed to November 9 and arun-off, in case no single candidate receives a majority,scheduled for November 16. The problem here is that thetenure of the incumbent regime expires on November 11.So, unless the November 9 election throws up a clear win-ner which is highly unlikely, Maldives will be left without aGovernment after November 11. This is only the latest in aseries of twists and turns that the Maldivian electoralprocess has taken since February 2012, and there is nowa real and imminent danger that the country will fall off thedemocratic path altogether. Already, the past year-and-halfhas seen a definite resurgence of those loyal to MrMaumoon Abdul Gayoom, the autocrat who ruled thearchipelago for three decades before he was defeated byMr Mohamed Nasheed in the 2008 election. This year, MrNasheed had again secured the maximum number ofvotes (45 per cent) in the September 7 election whichwas annulled by the Supreme Court following charges ofelectoral fraud and re-election ordered on October 19. MrGayoom's half-brother Abdullah Yameen placed secondwhile businessman Gasim Ibrahim trailed him by less thantwo percentage points. Interestingly, the fact that thesetwo men failed to ratify the voter list for the October 19poll was one of the reasons why the re-election could notbe held on that date.Overall, the manner in which a segment of the politicalestablishment in Male has sought to derail the electoralprocess in the island nation points to a return of the oldguard. In this context, the role of the judiciary and thepolice in throwing the election schedule off track also can-not be overlooked. It is no coincidence that these twoinstitutions played a key role in precipitating the politicalcrisis back in 2012. The judiciary, in particular, is known tobe staffed by Gayoom-era loyalists who have only limitedknowledge about modern jurisprudence but were appoint-ed
