7.1 New Library Card Design Brief To give Members a preview of the new library membership card design. RECOMMENDATION That the Civic Committee recommends to Council that the report be received. Introduction The current library membership card design is some ten years old and it is proposed to launch a new look card to coincide with the implementation of the "One Card" library system later in 2013. Discussion The new card is designed to reflect the diverse population of West Torrens by incorporating the word "library" in 15 different languages spoken in West Torrens: · Arabic · German · Polish · Bosnian · Greek · Serbian · Chinese · Hindi · Spanish · Croatian · Italian · Tagalog · French · Persian · Vietnamese. It is proposed to give library members a choice of card from three different colours; black, green and pumpkin. This is to get away from the concept of "one size fits all", to help make the West Torrens library card stand out from other cards, and to give the card a new "fresh" look. The three colours are all part of the approved corporate colour palette. The new cards will be tabled at the meeting as it is impossible to give an accurate reproduction of the colours through scanning. Conclusion To give Members a preview of the new library membership card design.

CIVIC COMMITTEE Page 7 26 March 2013 7.3 Community Grants Round Two Report Brief This report seeks endorsement for the distribution of the second round of the 2012 - 2013 Community Grants. RECOMMENDATION That the Civic Committee recommends to Council that the distribution of round two of the 2012 - 2013 Community Grants, as detailed in the attached table (refer Attachment 1), be endorsed. Introduction Council has provided an opportunity for community groups and organisations to apply for a one-off grant through its revised Community Grants Program. The aim of the grant is to assist any group, or organisation, contribute to the well-being of the citizens of West Torrens. Discussion Twenty one applications for community grants were received and 11 have been recommended as meeting the eligibility criteria for a total of $13,350. Members are reminded that the budget allocated for each round is $22,000. Applications not recommended for approval are: #1: West Beach Surf Club - Club not located in West Torrens and patrol area is

Charles Sturt and Adelaide Shores. #2 and #19: Only 7% of Phoenix clients from West Torrens yet request for 100% of cost. #5: West Beach Soccer Club - referred to Council's property department. #7 Probus Club (Lockleys) - Microphones for use at Over 50s. Subject of two bids

see #11. Therefore, Over 50s to share use of microphones funded by Council. #8: Reedbeds - superficial maintenance, does not contribute to "improving well-being

of the citizens". #14: SA Sea Rescue - aimed at "boating public". #15: Colostomy Association - Only 5% customers in West Torrens and basic office

refurbishment not crucial to provision of services. #16 St James Church - responsibility of Church first (no contribution). #18: Holdfast Bay Canoe Club - aimed at members' (only) needs and no indication of

West Torrens membership. To be a successful grant recipient, applicants and their projects must demonstrate that they meet the eligibility and essential selection criteria as outlined in the program guidelines (refer Attachment 2). Conclusion 21 Community Grant applications were received with 11 assessed as meeting the eligibility criteria. A summary table of recommendations is attached (refer Attachment 1).

CIVIC COMMITTEE Page 12 26 March 2013 7.4 2013 Environment Grant Recommendation Report Brief This report seeks endorsement for distribution of the 2013 Environment Grants. RECOMMENDATION That the Civic Committee recommends to Council that distribution of the 2013 Environment Grants be endorsed. Introduction The City of West Torrens significantly benefits from the work undertaken by residents, local businesses and non-profit organisations (such as community groups and schools) to enhance and protect our natural environment. Through its Environment Grant Program, Council provides the opportunity for community groups and organisations to develop and implement initiatives that achieve community development goals, and contribute to improving the well-being of the citizens of West Torrens and the natural environment. Discussion As part of the 2012/2013 budget $8,000 was allocated for the Environment Grant Program. Five applications were received:

· Camden Community Centre · St John the Baptist School · Goodstart Early Learning · Netley Kindergarten · Plympton Primary School.

The application from Camden Community Centre was forwarded from Community Development to be considered under the Environment Grants Program. Applications have been assessed against eligibility and essential selection criteria to determine the recommended projects for funding. To be a successful grant recipient, applications and their projects must demonstrate that they meet the following eligibility criteria outlined in the guidelines, including:

· located within the Council area and primarily serve West Torrens residents · demonstrate their capacity (if located outside the City of West Torrens) to provide

services and/or benefits to Council residents by forming partnerships with one or more local community groups

· have a current ABN or are auspiced/ sponsored by an incorporated body with an ABN. Applications received by Council total a value of $7,800. The Environment Grant application summary and recommendation report is provided in Attachment 1. After assessment of all projects, $6,800 is recommended for expenditure. Conclusion Five applications were considered as part of the 2013 Environment Grants Program. Applications were assessed against the relevant eligibility criteria and are presented for consideration.

CIVIC COMMITTEE Page 19 26 March 2013 7.5 The Migration Project - Request for Sponsorship Brief The Migration Project in partnership with the William Light School is asking Council to consider sponsoring a performance that is a collaboration of the stories of new young Australians and their experiences. RECOMMENDATION That the Civic Committee recommends to Council that the Migration Project be supported by way of a $3,000 sponsorship. Introduction The Migration Project is proposing that Council sponsor a performance in conjunction with students from William Light School. The performances phase will occur during the Come Out Festival of 2013 opening May 22 and will include 16 - 20 public and school performances held over a period of two weeks. Discussion The Migration Project will work in collaboration with the Migration Museum, Come out Festival and Charles Sturt council to produce a performance piece based around young people’s immigration experiences. To date the project has involved running workshops with CALD students from William Light and Woodville High Schools over several months in term 4 2012. The material obtained during these workshops forms the basis of a theatrical script moving into a rehearsal/production phase. This included working with 8 - 10 willing workshop participants on a performance piece. The benefits and relevance to West Torrens can be seen as twofold: · The involvement of William Light students. · The historical and continuing role of West Torrens as a home for new arrivals in South

Australia. Conclusion It is recommended that Council support the Migration Project by way of a $3,000 sponsorship.

CIVIC COMMITTEE Page 29 26 March 2013 7.6 Kodomo No Hi Festival - Request for Sponsorship Brief This report seeks the Committee's consideration of a sponsorship application from the Japan Australia Friendship Association for their annual 'Kodomo No Hi Festival'. RECOMMENDATION That the Civic Committee recommends to Council that it supports the Japan Australia Friendship Association's 'Kodomo No Hi Family Festival' by way of a $3,000 sponsorship and the loan of equipment. Introduction The Japan Australia Friendship Association has organised their annual 'Kodomo No Hi Festival' to be held at Cowandilla Primary School on 5 May 2013. Council has supported this Festival since 2002 through cash sponsorships and the loan of equipment. Discussion The request is for sponsorship (refer Attachment 1) to assist the Japan Australia Friendship Association with the 'Kodomo No Hi festival' with the hire of equipment, security and general costs associated with such a festival. In 2012 this event attracted some 5,000 people. This year, as in the past, the festival will include interactive workshops providing an opportunity for local residents of all ages to meet, learn, participate and immerse themselves into Japanese art and culture. Conclusion It is recommended that Council agree to a sponsorship of $3,000, plus the loan of equipment.

CIVIC COMMITTEE Page 33 26 March 2013 7.7 Western Region Enterprise Day - Request for Sponsorship Brief This report seeks the Committee's consideration of the sponsorship application from the Western Region Enterprise Day annual event. RECOMMENDATION That the Civic Committee recommends to Council that it support the Western Region Enterprise Day event for 2013 by way of a $1,000 sponsorship. Introduction The Western Region Enterprise Day (WRED) Committee has sought the support of Council through sponsorship of its annual youth education event which will be held on 24 September 2013 (refer Attachment 1). Discussion The WRED event has been a successful youth education day operating for the past 16 years. Several volunteers from reputable organisations such as the University of Adelaide - Community Engagement Office and Entrepreneurship, Commercialisation and Innovation Centre, Western Futures, SIFE (Students in Free Enterprise), a variety of businesses and educational consultants have been enlisted in the event which specifically targets young people within the Western Suburbs of Adelaide. With the involvement of local businesses and over 200 schools (both primary and secondary) in the western suburbs, the WRED event aims to promote the collaboration of ideas to encourage an entrepreneurial spirit for young people in the Western region. Council has previously been involved in the event and has contributed sponsorship money:

Following past events WRED has forwarded a Certificate of Appreciation and a copy of the outcomes of the day. A copy of the 2012 Newsletter is attached (refer Attachment 2). This year’s event organisers have not indicated a specific sum of money for support or the level of Council involvement or recognition. Conclusion This request meets 'key considerations' of the sponsorship program and, has a successful track record in the past in meeting their objectives. Sponsorship is therefore recommended.

CIVIC COMMITTEE Page 37 26 March 2013 7.8 NAIDOC Week School Initiatives - Request for Sponsorship Brief This report seeks the Committee's consideration of a sponsorship request for the Koori Kids NAIDOC Week School Initiatives. RECOMMENDATION That the Civic Committee recommends to Council that it sponsors the Koori Kids NAIDOC Week School Initiatives, in the amount of $450. Introduction Council has recently received a request for sponsorship (refer Attachment 1) from the Koori Kids for participation in the 2012 NAIDOC Week School Initiatives supported by the Australian Government. The NAIDOC week initiative is to be held over a week, beginning 1 July to 8 July 2012. Council has provided sponsorship for this annual event for several years. Discussion Koori Kids was founded to bring a progressive coordinated approach to the development of children in remote and rural areas. The NAIDOC Week School Initiatives provide an educational component on the relevance and importance of cultural diversity, friendship and harmony within our community. It also showcases the pivotal points in Indigenous history and local landmarks. The competitions reflect Aboriginal ancestry and promote the growth of positive attitudes in all students towards Aboriginal people. Activities are broadly based around each year’s National theme. The colouring in and short story competitions are open to all primary school students with the creative / essay writing competition open to all secondary students. Koori Kids have lodged a formal request with Council seeking contribution of $450 towards the printing and distribution of competition entry forms. Promotional material will be allocated to all primary and secondary schools within the West Torrens Council region. The NAIDOC Week School Initiative has proven to be a successful measure of raising awareness of current issues for young people relating to cultural diversity, friendship and harmony within our community. Also attached for Members' interest is the final report of the school initiatives in 2012 (refer Attachment 2). Conclusion The NAIDOC Week School Initiative has proven to be a successful measure of raising awareness of current issues for young people relating to cultural diversity, friendship and harmony within our community.

As in previous years we forwarded a copy of last year's initiatives final report detailing the involvement of schools within councils LGA. The NAIDOC Week School Initiatives program has provided an educational component to NAIDOC Week celebrations and has promoted respect and harmony within schools and communities. The initiatives have grown each year and continue to get bigger and bigger each year, with the sustainability focus on partnerships with the schools and councils. Hon. Julia Gillard MP, Prime Minister remarked "It is a time for pride but also a time to take stock of our progress on the journey of Reconciliation. We know that the journey has a long way to go, and the greatest hope for the future of our children. We can draw inspiration from their idealism and creativity, and their instictive sense of possibility and openess to change. That is why I am so delighted to be associated with the NAIDOC Week School Initiatives are a wonderful opportunity for students to learn more about Indigenous heritage and better understand the unique precious role that the first Australians have played in our national journey". The initiatives provide an opportunity to sit within council's community development plans focus areas. It looks at the personal development and well being through connecting people to Indigenous experiences of culture and reconciliation, it involves community participation as well as relationship building and connections through partnerships. If you could provide a response at your earliest convenience to assist in the overall logistics of the initiaties, as we know council has always been one of the first to confirm support. RECOMMENDATION That the Civic Committee recommends to Council that the requests for sponsorship from Ms Idema and Mrs Afford be declined. Introduction Two individuals; Ms Lauren Idema and Mrs Heather Afford (on behalf of Dudley Afford) have written to Council requesting support for their projects. Lauren Idema (refer Attachment 1) is embarking on a series of marathons and half marathons in each State to support Camp Quality. Ms Afford (refer Attachment 2) writes on behalf of her disabled son Dudley who is seeking support to publish and print his autobiography. Discussion The Sponsorship Program does not consider applications from individuals, from the Guidelines: "Sponsorship that supports a specific team or individual in the City will not be considered." Conclusion It is recommended that these requests be denied.
