INFANT MORTALITY AND BABY CLINICS.THE Annual Report for the county borough of St. Helens,
just issued by Dr. Joseph Cates, medical officer of health,contains an appendix on Infant Welfare Work by thedeputy medical officer of health, Mr. C. W. Gee, in whichthe general infantile mortality in the borough (108) iscompared with that of the infants attending the clinic.(24). The latter were mostly brought up for advicebecause they were losing weight or were otherwise ailing.The report sees in this fact a hopeful future for maternityand baby work.
LECTURES ON MASSAGE.A SPECIAL Conference Number (price ls. ld. post-free) of theJournal of the Incorporated Society of Trained Masseusea(157, Great Portland-street, London, W. 1, and 23, Lime-grove, Manchester), reprints the lectures delivered at themembers’ conference from Oct. 4th-6th last. THE London Committee, which now becomes the BritishCommittee, of the French Red Cross has entirely takenover the duties hitherto performed in part by a committeeof our own Red Cross organisations. The headquarters ofthe Committee is at 9, Knightsbridge, W. 1.
A. P.-Sir William Babtie’s case was considered on evidencebefore the Commission which he had then not seen andwhich has not been sinse published. When he did see ithe made rebuttlllg statements to the Army Counol, who,being in possession of both sides, exonerated him com-pletely from the specific charges brought against him.
Parent and Others.—The personal hardship in the case of aparticular medical student may not be removed by theMinistry of National Service, which is concerned ratherwith the broad issue of providing the nation with adequatemedical care consistently with the demands of the Servicesfor medical personnel. Probably every fit male studentmay be expected to serve as surgeon-probationer in theNavy for six months after passing his second examination,and other demands may follow in accordance with theneeds of the moment.
J. L. M.-The reduction in the fee payable for notification ofinfectious diseases was announced in the Local Govern-ment (Emergency Provision) Act, 1916, datei May 26th.Part 2, Section 5, of the Provisions gives effect to a recom-mendation, ma ie by the Committee on Retrenchment inthe Public Service, that the fee of a medical practitionerfor a certificate or notification to a medical officer of healthof a case of infectious disease shall be reduce t from 2s. 6d.tols. The new regulation was issued as a oroular to localauthorities by the Local Government Board. The modifi-cation is distinctly stated to be " during the continuance ofthe present war and afterwards for such period or periods(if any) not exceeding one year, as the Local GovernmentBoard may fix."
