Captain Joe Engler's Message

Residents, Merchants,and Visitors,

Robust and open communication is the rock upon which community policing is built. Your Northern Station police officers pride themselves in the maintaining of close relationships with all members of the neighborhoods they patrol. When concerns are expressed as problems manifest, police officers are placed into the role of problem solver and facilitator.

Auto burglaries continue to be a serious concern to residents, visitors and your neighborhood police officers. Working together, successes have been realized. Video surveillance systems have helped to identify thieves and their getaway cars. Park Smart educational literature has been routinely distributed by foot beat officers to remind people to not leave valuables within automobiles. Cases involving repeat offenders are being tracked and followed by citizen court watch groups seeking justice. This problem, which is real, can only be addressed through a multi-faceted approach.

Crimes associated with our district's homeless population are also being addressed in a multi-disciplined approach. Patrols have increased in several commercial corridors like Hayes Valley, Japantown, Chestnut Street and Polk Street as our officers actively perform outreach to the district's homeless individuals. Narcotics possession, public nuisance and possession of stolen property arrests are offset by offers of temporary housing, rehabilitation and work referral programming. Your Northern Station police officers are taking the time to get to know the population living upon the streets, assessing what solutions can assist these persons and writing police reports on their actions token. While it is generally accepted that the pathway out of homelessness cannot be solved through enforcement alone, police officers know that a well written police report can be an invaluable tool for public health professionals, judges, legislators and other public officials.

While your Northern Station police officers continue to work on quality of life and theft related crimes, violence within the district continues to trend downward. When violence does occur, the perpetrators are quickly captured. The urgency of your local police officers to keep the streets violence free is real. When an act of violence occurs during the day, the oncoming shift is alerted and the hunt for the suspects continues even while you are sleeping. The tenacity of our midnight watch, working from 9pm until 7am every day, is the strength of our station. Through the hard work and dedication of our station officers and the partnerships forged within our Northern District community, criminal behavior is deterred and our neighborhoods are well maintained.

Thank you for your continued support throughout the district.

INCIDENT RECAPS

On 10/12/19 at 1410 hours, officers responded to a call of a robbery in the area of Van Ness/Pine. Upon

arrival, officers located the subject standing in front of a BevMo. As officers attempted to detain the subject,

he attempted to flee, however officers maintained their grip of the subject and placed him in handcuffs; the

victim pointed to the subject and positively identified him. The victim told police that he was driving his

vehicle and pulled into a gas station when the subject approached him with a broken bottle and demanded

money. When the victim refused and attempted to create space between himself and the subject, the subject

then hit the victim in the hand with a broken bottle and then fled the scene. The victim began to follow the

subject while on the phone with 911, and never lost sight of him between the time of the incident and when

officers arrived to arrest him.

On 10/13/19 at 2030 hours, officers responded to a call of an injury accident in the area of Diviscidero/

Hayes. Upon arrival, officers located three vehicles: one with minor damage and another with major

damage, as well as the subject's vehicle that caused the collision. Officers also observed trees that were

along the center median had been hit and knocked over. The reporting officers met with the first responding

officers on scene at SFGH, who notified the reporting officers that they made contact with the subject, who

was still inside his vehicle, who admitted to causing the accident, as well as drinking alcohol and consuming

unknown pills. The reporting officers attempted to interview the subject, however, he was highly agitated

and did not appear to know where he was. During the process of restraining the subject, the subject then

passed out, therefore, no field tests were administered. The reporting officer then authored a search warrant

for the seizure of his blood which was then approved by a San Francisco Superior Court judge. The reporting

officers then spoke with one of the victims who stated that he had seen the subject driving erratically and

when he ran a red light, a head on collision occurred with another victim's vehicle. According to the report,

the victim of the head on collision suffered extreme traumatic brain injuries, is unconscious, and still in the

ICU with life-threatening injuries. There were a total of four victims, but only one sustained life-threatening

injuries. The subject will be booked pending his release from SFGH.

Crime Statistics Disclaimer:

Crime statistical data is accurate at the time the data is

forwarded for publication. It is anticipated that weekly

crime statistics will trend slightly higher, as victims of crime

often delay the reporting of crime using online reporting

and walk-in station counter reports after the date of the

actual incident.
