DRAFT North West Queensland Economic Diversification Strategy A Strategic Blueprint for Queensland’s North West Minerals Province provides a platform for collaboration by all levels of government, business and industry, and communities. A key action of Strategic Priority 2 of the blueprint is the development of the North West Queensland Economic Diversification Strategy (the strategy). Now in its draft form, the strategy presents a collaborative plan of action across four key sectors - resources, agriculture, tourism and business and industry. It aims to attract investment, strengthen supply chains and build sustainable communities. And while the immediate economic recovery phase is underway, it’s important we continue to look towards long-term opportunities to diversify the region’s economy and build greater resilience in this part of our state. A key action of the Palaszczuk Government’s $39 million Strategic Blueprint for Queensland’s North West Minerals Province is the development of the North West Queensland Economic Diversification Strategy. We’re eager to get your feedback on this draft strategy, which highlights opportunities to build the region’s prosperity and provide the community with a strong and sustainable future. Developed in close consultation with key regional stakeholders, the draft outlines 12 initiatives across three themes: enhanced investment environment, strong supply chain and sustainable communities. Through these themes, the draft strategy aligns with our government’s strategic plan to leverage the North West’s competitive advantages in resources, agriculture, tourism, and other sectors, to support employment and economic growth. Although mineral resources will remain the primary industry for this region, the draft strategy aims to support the growth of other industries that can weather commodity cycle impacts to optimise local employment opportunities. Creating jobs, increasing private sector investment and engaging more young Queenslanders in education, training or work are key priorities for the Palaszczuk Government. The strategic blueprint provides us with a framework for collaborative action in North West Queensland. The outcomes of this approach are evidenced none more so than in this draft strategy. Enhanced investment environment – recognises the importance of creating an environment which is conducive to growth and investment. Initiatives within this theme focus on project facilitation, identifying market and supply chain opportunities, common user infrastructure opportunities and strategic economic development planning.

Strong supply chain – recognises the importance of efficient and stable supply chains which connect the province’s business and industry to their markets. Initiatives within this theme focus on enhancing local business capabilities and capacity so that the economic benefit of major projects can be captured and retained locally, helping to support economic growth and job creation.

Sustainable communities – recognises the fundamental reason for undertaking this work and that is to create sustainable communities with stable populations to support services, thriving local economies, job creation and liveability. Initiatives within this theme focus on harnessing the greatest asset of the region, its people.

ScopeThe draft strategy identifies a range of diversification opportunities across the 10 local government areas which make up the North West Minerals Province: Burke Shire Council, Carpentaria Shire Council, Cloncurry Shire Council, Croydon Shire Council, Doomadgee Aboriginal Shire Council, Etheridge Shire Council, Flinders Shire Council, McKinlay Shire Council, Mount Isa City Council and Richmond Shire Council.

The map opposite identifies the geographic areas of the province and highlights the strategic transport corridors which connect the province to key markets.

Creating jobs, increasing private sector investment and engaging more young Queenslanders in education, training or work are key aspects of the Queensland Government’s priorities for the community.

The Draft North West Queensland Economic Diversification Strategy includes a range of proposed initiatives and actions across the three theme areas illustrated opposite. Through these themes, the draft strategy aligns with the Queensland Government’s strategic priorities to leverage the North West’s regional strengths to support jobs and economic growth.

1. Maximise the regional economic benefits of private sector projects

• Facilitate private sector projects to progress in a timely and coordinated manner by assisting proponents to: ° map approvals pathways with relevant regulatory agencies ° identify investment partners and funding options including Queensland and Commonwealth Government grants ° determine supply chain, freight pathway and market opportunities ° identify common user infrastructure opportunities.

2. Strengthen local government economic development planning

• Roll out an Economic Development Toolkit to support local governments to: ° identify, develop and implement economic strategies ° align economic development objectives with regional priorities including freight transport, land use and

infrastructure planning ° identify project synergies and partnership opportunities across local government areas.

3. Develop a technology minerals industry supporting secondary prospectivity

• Assess the supply and demand for technology minerals to determine government’s role in supporting the industry’s development.

• Work with industry to determine the quantity, quality and distribution of technology minerals under existing mining leases across the North West Minerals Province to:

° identify opportunities to ‘join up’ deposits to maximise investment and the viability of secondary prospectivity ° promote the region’s prospectivity through the work of the Resources Investment Commissioner.

4. Increase agricultural production

• Establish an inter-agency Agricultural Development and Investment Group (ADIG) to help facilitate regionally significant agricultural and associated supply chain projects.

• Reduce barriers to investment in agricultural diversification and value-adding by identifying, evaluating and progressing options to provide the common user infrastructure required to enable development.

• Design and implement a program of industry development, including market development and investment attraction, to enhance the potential of existing and new industries identified as offering the highest potential for success.

5. Develop a pipeline of tourism projects• Allocate funding to progress tourism development proposals to an investment-ready stage.• Deliver tailored workshops to build capacity among regional tourism operators.

6. Coordinate the capture and analysis of regionally specific tourism data

• Develop a system to enable the ongoing capture of regionally specific data through visitor information centres.

1. Build the capacity of existing businesses and entrepreneurs to respond to market opportunities

• Consult with business networks to develop and deliver training and capacity building programs.

2. Maximise local business participation in regional supply chains supporting key sectors

• Support buyers and suppliers to identify requirements and local contract opportunities.• Assist businesses to develop capability statements.• Deliver tailored workshops and networking events.• Identify partnership opportunities between suppliers.

3. Investigate establishment of a mine training facility at the Hard Times Mine, Mount Isa

• Audit regional, national and international interest from mine operators for training programs.• Identify training and facility requirements.• Conduct a detailed feasibility study, develop a business plan and marketing strategies.• Partner with resource companies, regional training organisations, employment and youth programs to identify training

pathways via the Hard Times Mine facility.

4. Increase the economic benefit of tourism along the Overlander's Way

• Work with local governments and the Outback Queensland Tourism Association to develop a new website landing page for visitors accessing Wi-Fi along the Overlander's Way.

1. Maximise local economic development outcomes by implementing the Community Resilience Strategy

• Where appropriate, support the implementation of key projects that contribute to population retention, community capacity building and economic development.

2. Improve regional employment outcomes through optimised workforce planning

• For new regional projects: ° engage with potential employers/proponents to determine workforce and skills requirements ° advise on local workforce profile community/training organisations ° promote examples of successful regional employment models ° advise on potential government funding or support.
