Last week’s announcement by Shell UK that it has

shut down the Brent Alpha and Bravo Oil

Platforms in the Northern North Sea is probably

the most defining moment in the North Sea oil

industry since the Forties Oil field came on stream

at Cruden Bay.

Additionally, INEOS, the owners of Grangemouth

Refinery are storming ahead with new plant to take

advantage of cheap shale oil and gas which is

driving the price of oil and gas down along with

record production coming out of Russia to supply

China and Eastern Europe. This puts great

question marks over the future of the Forties Oil

Basin as oil prices continues its downward spiral.

If Forties can’t find a market at Grangemouth at an

economic price there may very well be the same

fate as the Brent Field, This would effectively

mean two of the largest parts of the North Sea oil

industry would be permanently shut down, Given

the high cost of production of the smaller fields it

will have a great impact on the revenues coming to

the UK Government.

As seen with the Brent Fields once they are shut

sown they will never produce again as the installa-

tions are decommissioned. Not only will this have

a big impact on oil revenues to the UK, it will have

a substantial effect on the downstream industry.

The fleet of idle supply boats at anchor off Aber-

deen could be seen as a harbinger of the future.

New rules on electoral registration already introduced elsewhere

in the UK have come into force in Scotland.

The new system changes the way you register to vote, also ena-

bling online registration. Individual Electoral Registration (IER)

was introduced by the UK government in June in England and

Wales and on September 19 in Scotland.

Households will not receive the usual annual canvass form this

autumn. Instead, individuals will receive either a confirmation

letter or an invitation to register. A household enquiry form will

be sent out if the Electoral Registration Officer is not sure who is

resident at an address. The new system of IER, including the

wording of the letters and forms, is prescribed by law.

A confirmation letter confirms that you are on the electoral reg-

ister and do not need to do anything further. It tells you that you

have been automatically included in the revised register of elec-

tors to be published on February 27, 2015.

The letter will also tell you whether your name is on the open

register, formerly known as the edited register. When you

registered to vote, you would have been given the option to opt

out from this register. The law requires the Electoral Registra-

tion Officer to make the open register available to anybody who

wishes to pay a fixed statutory fee. The confirmation letter will

provide a freephone telephone number to call to remove your

name from the open register if you prefer your details to be

hidden from marketing organisations using it.

If you receive an invitation to re-register, you will be asked to go

online at: www.gov.uk/register-to-vote

If you do not have online access the letter also contains a form to

complete and return in the pre-paid envelope provided.

It is important that you do re-register, even if you only recently

registered to vote in the Referendum in September.

Interest is already being shown in a range of properties in Peterhead

being marketed by Aberdeenshire Council.

With the development of new office accommodation on St Peter

Street, the council has a number of buildings which will become

surplus to requirement. To complement ongoing regeneration efforts

to build vitality in the town centre, it’s important the surplus proper-

ties continue to contribute to the local economy. Aberdeenshire

Council is working with Shepherd Chartered Surveyors to ensure

properties are marketed as widely as possible, attracting the best pos-

sible uses.

One of the properties is the current Buchan Area Office at Arbuthnot

House on Broad Street, a historic building thought to be suitable for

a range of exciting potential uses. Right in the centre of Peterhead, it

is thought it could be used as a company headquarters, a boutique

hotel, a public house or a restaurant.

The council’s focus is on securing the right use for the site and is

keen to consider other proposed uses which will be positive for the

town centre.The council is marketing another property right next to

Arbuthnot House – 60 Broad Street. An adjacent property at 18

James Street is also being marketed. Again, these buildings are

considered suitable for a range of alternative uses. A property at 53

Windmill Street will shortly be marketed with the adjacent Glenugie

Business Centre. These are seen as exciting development opportuni-

ties. Additional properties at 52 and 54 Broad Street will be brought

to the market in the coming months.

Peterhead is one of the gateways to the Energetica corridor, a global

hub for the energy sector extending along a 30-mile development

corridor from Aberdeen. Energetica is a 25 year programme to

create an exemplar low carbon, sustainable development corridor

that will attract energy organisations and individuals to a natural and

built coastal environment. The town’s harbour also goes from

strength to strength, redeveloping at a cost of £40million to attract

and develop business.

Aberdeenshire Council’s Head of Property, Allan Whyte, said:

“Given the prominence of some of these properties, and their

collective scale, we are very keen to find the right occupants to help

contribute to the town’s future vitality. We have already had some

interest in those already on the market, but we’d like to generate as

much as possible, from as far afield as possible.

The amount generated by sales or rents isn’t necessarily the top

priority, but finding appropriate uses for these prominent properties

is. “Cost may be negotiable dependent on the intended use for the

properties – one of our main considerations is what the new occupant

will bring to the town.”

Aberdeenshire Council’s Head of Economic Development, Belinda

Miller, said: “The last the council wants is to move out of these

properties and leave them empty to the detriment of Peterhead town

centre. We are not afraid to consider aspirational uses for the

buildings being marketed and it’s possible a local community group

might be able to make as significant an impact as any business could,

dependent on the use proposed.

“Peterhead has always had a strong local economy and there are

many nationally and internationally successful businesses operating

from here - we hope to attract more and are ready to offer support

wherever we can.”

The council expects to release eight buildings in total linked to the

construction of the £5 million area headquarters, realising savings of

around £378,000 a year on running costs of both owned and leased

properties.

The move is part of the Council’s workSPACE programme, rational-

ising office space and creating new purpose-built modern facilities

fit for the 21st century, locating council services in a single site. A

marketing document is currently being produced, highlighting the

opportunities in Peterhead to anyone interested in moving their

Police Scotland is warning residents in the

Newburgh and Ellon areas of Aberdeenshire to

be vigilant following a number of break-ins in

the area.

Officers are also appealing for information fol-

lowing the thefts that occurred between Tues-

day 28 October and Wednesday 29 October.

On Tuesday 28 October, between 6am and

3.45pm, electrical power tools and personal

items were stolen from a residential property in

the Esslemont area of Ellon with a value

estimated to be a mid- three-figure sum.

On the same, between 9.15am and 1.15pm, a

residential property close to the junction of A90

Foveran to Newburgh road was targeted where-

by personal items valued at a low-three-figure

sum were stolen along with a mid-two-figure

sum of cash .

Additionally, between 12pm on

Tuesday 28 October and 8am on

Wednesday 29 October, a portable

cabin was broken into in the

Newburgh area resulting in the theft

of six alloy wheels valued at a

high-two-figure sum of cash.

Residents are asked to ensure doors

and windows are secured before they

go out and check around the premises

that all entry and exit points are

properly secured. People with alarms

are encouraged to check the system

regularly and to ensure it is set when-

ever they are away from the property.

seen people acting suspiciously in

their local area are advised to call the

police on 101 or if they wish to re-

main anonymous, they should contact
