Over the last few years, successfulexperiences in providing micro-creditto small farmers and entrepreneursdemonstrate that disadvantagedsections of the society when givenaccess to responsive and timelyfinancial services at market rates,repay their loans and use theproceeds to increase their incomeand assets. This is not surprisingsince the only realistic alternative forthem is to borrow from informalmarket at an interest much higherthan market rates. Community banksand credit groups operating atgrassroots levels around the worldhave shown that these micro-creditinitiatives can be profitable forborrowers and for the lenders,making micro-finance one of the mosteffective poverty reducing strategies.Through proper implementation byregulatory mechanisms, micro-credithas the capacity to rejuvenate theeconomy of a country.

However, studies indicated that thelack of access to credit by thedisadvantaged sections of society isattributable to practical difficultiesarising from the discrepancy betweenthe mode of operation followed byfinancial institutions and theeconomic characteristics andfinancing needs of low-incomehouseholds. Commercial lendinginstitutions require that borrowershave a stable source of income outof which principal and interest can bepaid back according to the agreedterms. However, the income of manyself-employed households is notstable, regardless of its size andhence financial inclusion throughrural credit by banks needs urgentattention for these groups. It wasagainst scenario that during the lastone year the Government of Indiahas initiated several steps like Cashthrough Bank Transfer, Jan DhanYojana, Over-draft through Ru-Paycards, and Atal as well as other

Pension Yojana for increasing theeconomic opportunities of the lowincome people .With these efforts notonly the economic developmentwould expand, poverty can beeradicated and growth becomedeeper and more inclusive. On theother side, most of all-inclusivedevelopment of financial sector willincrease incomes, build financialassets and empower and enrich thelives of millions of householdcurrently excluded from economicactivities and mainstream.

To facilitate this process further, thehuge demand of disadvantagedsections people for financial servicescan be satisfied by formal creditagencies and in this regard it isnecessary to adopt an integratedapproach by providing training, creditand necessary production facilities aswell as market infrastructure to itsmembers so that they can becomecreditworthy clients traversing theladder from marginal or subsistenceworker to micro-entrepreneur andultimately to small-enterprises.

The Centre for Rural Credit &Development Banking (CRCDB) atNIRD&PR is conducting severalcapacity building programmes,workshops, seminars, etc., for Junior,Middle and Senior Level Bankofficers of many Nationalised Banks,Regional Rural Banks andCooperative Banks. Specialprogrammes in Rural Developmentand Poverty Alleviation are alsoconducted for Internationalparticipants.

Apart from training programmes, theCentre has achieved somedistinctions, which are outlinedbelow:

ii) The Centre conducted few pathbreaking research studies on theprogress in Financial Inclusionsponsored by Reserve Bank ofIndia. Two of these studies were

carried out in the district ofSrikakulam in Andhra Pradeshand Ganjam district of Odisha.Both these studies were not onlyhighly acclaimed by the ReserveBank but also its practicalsuggestions were accepted bythe Central Bank of the countryand subsequently implementedthrough the lead banks to hastenthe process of financial inclusionby opening several thousands ofno-bills accounts.

iii) Being appraised of high quality ofthe programmes rendered by theCentre to the rural bankers,several prominent Public SectorBanks have requested it toconduct specialised programmesfor their rural branch managers.

iv) The Centre has planned toconvert it as a specialised bodyand accordingly made sincereeffort to establish a corpus fundfor providing excellent quality oftraining to rural bank officials. Itmay be mentioned that 18 PublicSector Banks have contributed` 25 lakh each along with 10Regional Rural Banks who havecontributed ` 1 lakh each to availof specialised training for theirrural managers. A total sum of` 5.5 crore has been mobilisedas corpus for future developmentof the Centre.

(v) The Centre has recently got theaward for “The India’s Bestfor Training & Development ofRural Bankers” from SkochFoundation as well as forhastening the progress ofFinancial Inclusion in the country.Earlier, the recommendationssent by the Centre with regard toFinancial Inclusion wereaccepted by the Chairman of theFinancial Inclusion CommitteeDr. C. Rangarajan and NIRD& PRwas appreciated in this regard.

Mauritius Minister Visits

NIRD&PR

A high-level delegation consisting of His ExcellencyMr. Prithvirajsing Roopun, Honourable Minister andMr. Boyramboli Bojrazsingh, Permanent Secretary,Ministry of Social Integration & Economic Empowerment,Government of Republic of Mauritius visited NIRD&PRduring 24-26 September, 2015. This was part of StudyVisits to India to get an understanding of the Indianinitiatives for empowerment and social development ofrural people which will enable Govt. of Republic ofMauritius to develop strategies on the same lines for thevulenerable groups in the country.

In connection with the visit of the delegation, a meetingwas organised on 24-09-2015 at NIRD&PR for interactionwith the senior officials, Heads of Faculties, Centres &Cells and participants of the International TrainingProgrammes. Shri Rajeev Sadanandan, IAS, JointSecretary, MoRD, GoI and Deputy Director General I/c.,Dr. M. Ravi Babu, IRTS, Executive Director (DDU-GKY)& Registrar & Director (Admn.) I/c., and Heads of Centres,NIRD&PR were present. Shri Rajeev Sadanandanwelcomed the Honourable Guests and briefed on theperspective and various activities of the Institute In the

interaction with the participants ofthe on-going International Trainingprogrammes at the Institute, thedelegation had feedback on thetraining programmes specially theexposure being provided to them onthe various dimensions of ruraldevelopment in general and Indianexperiences in particular.

The Honourable Minister,Mr. Prithvirajsing Roopun, hopedthat the visit would help to havesouth-to-south cooperationbetween Govt. of India andGovernment of Republic ofMauritius and collaboration withNIRD&PR. Later, the delegationvisited the Centre for Geo-Informatics Applications in RuralDevelopment (C-GARD) and RuralTechnology Park (RTP) ofNIRD&PR and got familiarised withvarious activities of the centres.

As part of the exposure to thedevelopmental initiatives in India,the delegation visited KoyyalaGudem Village, near Pochampally,Nalgonda district and interactedwith the Members of Self-HelpGroups (SHGs), Members ofVillage Panchayat and HandloomWeavers Cooperative Society.They were impressed with thearticulation and confidencedemonstrated by the Members ofSHGs and appreciated the effortsof officials involved. The visit gavean opportunity to the delegation toget famil iarised with localHandloom Weavers CooperativeSociety. The delegation also hadan opportunity to visit HandloomTechnology Park, Pochampally and

got acquainted with the production-cum-sales related activities of thePark and the income generatingopportunities being provided to theweavers of nearby villages.

As one of the main purposes of thevisit of the delegation was tounderstand the strategiesfor providing employmentopportunities to educated rural

youth, the delegation wasfamiliarised with the latest initiativesof Govt. of India i.e., the DeenDayal Upadhyaya GrameenKaushalya Yojana (DDU-GKY). Aspart of it, the team visited a TrainingCentre developed under DDU-GKYby M/s.KAPSTON Facil i t iesManagement Pvt. Ltd., Kompally,RR district, Telangana, a ProjectImplementing Agency (PIA).

Shri Vineel Krishna Ravella, IAS,Project Director (DDU-GKY) &Chief Operating Officer (COO),Roshni briefed about the activitiesof DDU-GKY & Roshni initiatives.The delegation went round thetraining faci l i t ies and hadinteraction with the officials of theTraining Centre and trainees. TheHonourable Minister in his addressto the trainees, observed that hewas happy to visit the Training

Centre and got personallyacquainted with the new initiativesof Govt. of India which he was surewill go a long way in empowermentof the vast human resourcesavailable in any country in the formof youth.

National Workshop on Gender Budgeting in RuralDevelopment for Master Trainers

Centre for Women Development &Gender Studies (CWD&GS)organised a National Workshop on“Gender Budgeting in RuralDevelopment for Master Trainers”during 19th – 21st August, 2015 atNIRD&PR, Hyderabad. TheWorkshop was sponsored by Ministryof Women and Child Development,Government of India.

The objectives of the workshop were(i) to develop a better understandingof the concept and tools of GenderBudgeting (ii) to equip the MasterTrainers for undertaking sessions ongender budgeting, (iii) to promotesharing of experiences in organisinggender and gender budgetingtraining programmes.

In all 38 participants from ten Statesattended the Workshop.

The contents of the programmeincluded viz. conceptualunderstanding of gender, genderperspectives in preparing budget and

budget analysis, tools andtechniques of Gender Budgeting,Gender Audit, etc. The deliberationswere conducted using participatorymethods. The training methods likelecture-cum discussion, groupdiscussions on the issues and gameswere used. On the last day

participants came out with time-bound Action Plan on GenderBudgeting for the year 2014-15 fortheir respective departments.

The Centre for Rural Infrastructure(CRI) conducted anI n t e r n a t i o n a l T r a i n i n gProgramme on ‘Planning andManagement of Drinking Water andSanitation Projects’during July 20-16 August, 2015. Elevenparticipants from six countries

The programme was well-received.The participants prepared GroupReports on visits and Back HomeAction Plans and madepresentations. Dr P SivaRam andDr Y Gangi Reddy of CRI,NIRD&PR coordinated theprogramme.

The International Youth DayWorkshop was coordinated byDr Gyanmudra and her CHRDteam, as part of Action ResearchProject under SAGY model inIpperu Grama Panchayat ofAnantapur district, AndhraPradesh on August 12, 2015.Workshop was held at Ipperu

RDT School. Gram Panchayatpresident, vice-president, villagelevel Mahila Sangam President,villagers, and Gram Panchayatyouth and school childrenparticipated. The inspirationalvideos were presented to theinhabitants, i.e. videos on SwachhBharat, inculcation of good habits

for children, model village andbest Panchayat award winner–Gangadevipall i in Warangaldistrict and explained how theGangadevipalli village reachedthe inspired position. It was dueto cooperation and continuouseffort for the best practices,active support, and coordination

Revenue (OSR) generated by GramPanchayats, Status and functioningof Panchayati Raj in Odisha State,Forest Rights of Tribals forLivelihoods, Convergence of RuralDevelopment Programmes withNFPS and Panchayati RajAdministration and RuralDevelopment. There was also asession specially organised onVillage Empowerment Programmecalled Grama Jyoti which waslaunched recently by theGovernment of Telangana forstrengthening of Panchayati Raj.

During the programme, one-day fieldvisit was arranged to GangadevpallyGram Panchayat, Warangal districtto examine the innovative practicesand how the local committees areworking for improving the quality ofdelivery of services in the village.These committees helped toencourage the parents and childrento enroll and retain in the schools.Committees also monitored Mid-day-

• To expose the participants tothe best practices arebeing followed by thegram panchayats inimplementation of ruraldevelopment schemes andaugmenting their ownsources of revenue.

The programme sponsored byDepartment of Panchayati Rajand Rural Development,Government of Odisha underRGPS was attended by 39participants from the three tiers ofPanchayati Raj in the State whocomprised chairmen / vice-chairmen (4), Zilla ParishadMembers (12), Panchayati SamitiChaimen (12) and Sarpanches ofGram Panchayats (10). Theprogramme included the themessuch as Integrated DistrictPlanning (IDP), Gram PanchayatDevelopment Plan with ResourceConvergence, Own Source of

Meal scheme for effective deliveryof resources to the children. Theyalso take care about supplying ofportable drinking water andputting the village clean andgreen. Dr. K. Jayalakshmi,Professor & Head, CPR deliveredthe valedictory address to theparticipants. 94 per centparticipants have changedtheir attitude in theirstyle of working. The overalleffectiveness of the programmewas 86 per cent. The feedbackfrom participants indicated that asmuch as 87 per cent haveinproved knowledge while 83 percent opined that it has improvedtheir skills. The programme wascoordinated by Dr. Y. BhaskarRao, Associate Professor, CPR,NIRD&PR and Shri SantoshKumar Patra, Nodal Officer fromSIRD, on behalf of Governmentof Odisha.

Social Marketing Strategies for Rural Sanitation Professionals

The Centre for Rural Infrastructure(CRI) conducted a TrainingProgramme on ‘Swachh BharatMission: Social Marketing Strategiesfor Rural Sanitation Professionals’. Itwas a five-day training conductedfrom 31 August to 4 Sept, 2015 atNIRD&PR, Hyderabad. Fortyparticipants from nine Statesparticipated in the programme whoincluded government officialsworking for various State Water andSanitation Missions at the State or atdistrict levels. There were fourmembers from local NGOs, who areactually UNICEF partners in carryingout rural sanitation programmes. Theparticipants were from AndhraPradesh, Chhattisgarh, Karnataka,Maharashtra, Odisha, Sikkim, Tamilnadu, Telangana, and Uttarakhand.The following themes were covered.

• Sanitation scenario in Indianvillages

• Analysis of factors influencingSanitation

• Concept & Operational aspectsof Swachh Bharat Mission

• Technology options for IHHLs

• The concept of social marketing

• Sanitation marketing strategies

• Understanding resistance tochange & dealing withresistance to change

• CLTS approach to RuralSanitation Promotion

• Solid Waste Management inRural Areas

The participants paid a visit toHajipalle clean village andappreciated the efforts of the GramPanchayat functionaries to sustainthe Nirmal Gram status. Theprogramme served as a new source

of energy and opportunity for sharingexperiences across States. In thesession on Solid Waste Management(SWM), the participants actuallyengaged in an exercise of preparinga Detailed Project Report (DPR) forsetting up a SWM unit. Theprogramme gave new insights andorientation to approach the problemof rural sanitation. It helped developconfidence among rural sanitationprofessionals to do a better work withnewer and innovative strategies.Dr R Ramesh and Dr P SivaRam ofCRI, NIRD&PR coordinated theprogramme.

Effective Credit Delivery Management for Rural BankersThe captioned programme wasconducted from 24 to 28 August 2015at NERC, Guwahati. The programmewas attended by 34 participants

drawn from rural branches of AssamGramin Vikas Bank.

The topics covered during theprogramme included ‘Overview of

Credit Management in ruralbranches, Credit flow for Micro-enterprise Development, Bank CreditLinkages to Self-help Groups,

Underlying reasons for Non-performing Assets and Innovativestrategies for Recovery Managementin the rural sector. The programmecoordinator covered various topicsrelated to institutional framework forNPA and recovery management. Thelocal resource persons likeDr.K.K.Bhattacharjee, Shri DilipSharma and Shri P.J.Khaoundcovered the themes on how tomanage recovery of NPAs undercrop loans and micro-enterprises inthe rural sector, which itself is adaunting task for every bank. Therecovery strategies and procedureswere explained throughpresentations and relevant moviesdocumenting the success storiesfrom other States. The participants intheir feedback indicated that theywould initiate a major breakthroughin further disbursement of rural creditfor micro-enterprises under NRLMscheme after recovering the baddebts in the whole of north- easternStates.

Bankers were encouraged to financeself-help group members, as theyhave not only changed their standardof living but have made them capableenough to clear all their dues to thebank promptly thereby motivating thebankers outside the north-easternStates to enhance their original limits.The visit also motivated the

participants to take care of the needof the customers in a friendly manner.

The programme was coordinated byDr.B.K.Swain, Professor and Head,Centre for Rural Credit andDevelopment Banking and supportedby Shri Dilip, Training Manager ofNERC, Guwahati.

Information Technology for Effective Management ofRD Programmes

A Training Programme onInformation Technology forEffective Management of RDProgrammes, was held at theInstitute during August 10-14, 2015.34 senior and middle level officialsincluding five women from nineStates participated in theprogramme. They were drawn fromthe Departments of Agriculture andWatershed, Education, Health,

Panchayat Raj and RuralDevelopment.

The programme was mainlydesigned keeping in view the urgentneed for effective management ofRD programmes through computerbased systems, which help thepolicy makers / managers to takequick and informed decisions.Further, it would also help them to

equip with sufficient technical skillsand knowledge to manage day-to-day related activities smoothly andefficiently.

Experts were invited to address theparticipants on the topics relating toICT Applications for RD, DataManagement Techniques,Management of MGNREGS usingIT, Emerging Data Centres,

Workshop on Management of RSETIs for Nodal Officers

The Rural Self-EmploymentTraining Institutes (RSETIs)scheme which was launched byMoRD in the early 2009 enteredthe seventh year of itsimplementation. In this span ofseven years there has been atremendous progress inestablishing the Institutes with thecooperation and support fromvarious Banks and StateGovernments. With the opening of587 RSETIs across the country,the monitoring of these Institutesfor better performance is a bigtask. Though there are differentorganisations for monitoring ofRSETIs, the major responsibilityremains with the sponsoringbanks. On the advice ofNIRD&PR each bank designateda senior officer as Nodal Officerat corporate level to monitor the

performance of RSETIs and to guidethem in their day-to-day affairs.These Officers keep on changingbecause of transfers/promotions/retirements, etc. With a view toequipping Nodal Officers with thelatest developments in the field of

RSETIs and to build up theircapacity, NIRD&PR organisesWorkshops every year. For theyear 2015, a three-day Workshopwas conducted at NIRD&PRcampus during14-16 September,2015.

The objectives of the Workshopwere to review the present statusof the RSETIs, to assess theprogress in allotment of the landand construction of RSETIbuildings, to improve themonitoring of RSETIs and toimprove trainee-Bank linkages.The Workshop also encouragedparticipants' cross learning bysharing best practices adopted byvarious Banks/RSETIs. A total of38 participants representingvarious banks and local headoffices of State Bank of Indiaparticipated in the programme.

The faculty support for theWorkshop was provided by ShriO N Bansal, PD, RSETI Cell,NIRD&PR, Dr. C S Singhal, Prof.&Head, CWDGS, NIRD&PR, ShriK N Janardhana, NationalDirector, RSETIs, Shri VasudevKalkundri, Director, MonitoringCell RSETIs, NAR Bengaluru andShri M Krishna Rao, Director,APBIRED, Hyderabad. ShriBansal while welcoming theparticipants explained the purpose& objectives of the Workshop. Healso reviewed and discussedvarious issues related withallotment/ possession andprogress in construction of RSETIbuildings. Shri Janardhanadiscussed the issues relating topre-training, training, post-training,grading parameters, bestpractices followed by variousRSETIs/Banks. Shri Kalukundripresented on role &responsibilities of the Nodal

Officers, reconciliation of data, andMIS related issues. The participantswere taken for a field visit to SBIRSETI Sanga Reddy, Dist. Medak,Telangana to have look at availableinfrastructure, types of programmesbeing conducted, settlement of thetrainees, etc. The participants had achance to interact with trainees ofongoing programmes as well as witha few successful entrepreneurs.

Dr. K Ravi Babu, Registrar & Director(Admn.) i/c, Shri Farooq Saheb, GMcum Principal SBIRD, Hyderabadand Ms. Nalini, Manager, SIDBI,Hyderabad participated in thevaledictory session. Dr Ravi Babudiscussed in detail about themobilisation of the needy candidatesfor training at RSETI. He appreciatedthe contribution made by the RSETIsin the skill development of youth ingeneral and rural youth in particular.Smt. Nalini from SIDBI briefed aboutthe role of SIDBI in promoting, small& micro enterprises, Mudra scheme

and assured the participants allthe support from SIDBI. ShriFarooq Saheb, the chief guest ofthe valedictory emphasised therole of Nodal Officers infunctioning of RSETIs and theimpact of RSETIs in skilldevelopment. He said that banksare committed to run the RSETIsand contribute their might in skilldevelopment and engaging theyouth in self-employment as ameans for their livelihood. Banksare willing to spend money forinfrastructure and training fromCSR funds. He appealed to theNodal Officers to ensure highersettlement rate and creditlinkages for the trainees.

Agri-Business Management for Rural Bankers

The captioned programme wasconducted from 7th to 11thSeptember 2015 at Raipur,Chhattisgarh and was attended by26 participants drawn fromChhattisgarh Rajya Gramin Bank.

Senior General Managers of theChhattisgarh Rajya Gramin Bankand Senior Associate Professorfrom Indian Institute ofManagement, Raipur presentedand interacted with participants onopportunit ies for high valueagriculture under group lending,scope for agri-businessmanagement, bank-l inkagesprocedure, etc., along withDr.B.K.Swain, faculty fromNIRD&PR. Officials from NABARDRegional office, Raipur threw lighton the opportunit ies for agri-business in the State ofChhattisgarh including tremendousscope under apiculture (honeyproduction), sericulture (si lkproduction) and horti-culture

(vegetable gardening). Agri-business management andrecovery strategies were coveredthrough sl ides, power-pointpresentations and films on thesuccess stories from other parts ofthe country. The Branch Managersof local banks also highlighted thescope of agri-business lending forthe branches located throughout

Chhattisgarh. The participantsindicated that they would work intheir respective branches to initiatemajor breakthrough in the agri-business finance.

The Training Programme on"Panchayati Raj Administrationand Rural Development" wassponsored by the Departmentof Panchayati Raj and RuralDevelopment, Government ofOdisha under the nat ionalF lagship Programme i .e .RGPS, MoPR, Government ofIndia. It was organised duringSeptember 21- 25, 2015 atNIRD&PR, Hyderabad. Theobjectives of the programmewere to :

[i] examine changes inorganisational behaviourin panchayat organisation;

[ii] equip the trainees withnew tools and techniquesof Rural Management andCommunity Governance;and,

[iii] examine one's roles andresponsib i l i t ies inadministration.

The other issues discussedduring the programme includedthe following;

• Effective service delivery:Health, Nutrition, education,drinking water, etc.

• Participatory planning at theGP, Block and District Level

• Strengthening the capacitiesof the GP to generate its ownrevenues.

This programme was attendedby 36 elected representativesf rom the d i s t r i c t , b lock andvillage panchayats. A special sessionwas o rgan ised on 'V i l l ageEmpowerment P rogramme 'called "Grama Jyoti" launchedrecently by the Government ofTelangana for strengthening ofPanchayati Raj.

During this programe a one-day field visit was arranged toIbrahimpur Gram Panchayat,Medak district to examine theirinnovative practices and howthe local commit tees areworking to improve the deliveryof services. These committeeshelped in retaining children inschools and moni tored theMid-day meal scheme. Theyalso took effor ts to supplypotable drinking water and inkeeping the village clean andgreen. Dr. K.
