A Message From The President

Greetings Shareholders,

It is hard to believe it is November. We should be heading into winter. The rain has been unbelievable!

The following is a brief update in my roles as President of NNAI and Manager of Summit Holding. I am current-

ly working one to two days a week as President and another two days a week as Summit Manager. Summit

Holding oversees White Mountain and Red Point and it is growing and prospering. White Mountain received a

sizeable sole source contract for next year and keeps busy with several other projects as well. I am very

pleased with their progress to date.

Our Board of Directors continues to work on Board development. The following are steps we are taking to di-

rect our company in a positive direction.

Clarifying the authorities and responsibilities of both management vs. the Board

Clarifying the policies governing management

Improving new Board member orientation

Making certain that the needed activities to support Board decisions are carried out

We are aggressively working to update our shareholder records, estates and many other shareholder records.

Both Sharon and Loren recently received training on Granite, which is our shareholder records management

portal. The goal is to have a dedicated person to oversee and manage this critical and growing task.

I continue to represent NNAI’s interest and alignment with other village corps and CIRI on many fronts. This

includes Tikahtnu Forum, Village and Tribe meetings, the Southcentral Foundation Leadership team, and am

presently Chairman on South Central Subsistence Regional Advisory Council. The SCRAC studies proposals

and then makes recommendations to the Federal Subsistence Board.

The 2018 moose hunt was a good one for many shareholders. Through our resource management agreement,

the Ninilchik Traditional Council issued NNAI permits as well as CIRI permits. We continue to work on develop-

ing and strengthening our relationship with NTC. I was laid up with a severe leg infection so wasn’t able to

hunt. But in true village sharing, moose meat appeared in my shed!

From the Chief Executive Officer

Dear Shareholder,

It’s late November here in the Village. With an initially warm and sunny start to fall, things quickly turned

cooler and wetter as the days grew shorter. As the holidays approach, many of us are waiting for colder

weather and lasting snow to finally arrive. I’m not sure we will have the deep freezes and heavy snows my

grandmother remembers here many Christmases ago, but I’m hopeful they will come. A white Christmas is

always a treat, in the Village or wherever it might occur.

Your NNAI team has been busy this fall. In our sand and gravel ventures, the warm start to fall allowed for

longer-than-expected operations from our Oilwell pits, including the new “MP18” site. Mining and deliveries

from these sites continued into October. I’m happy to report NNAI’s gravel ventures with our “AXA” partner-

ship were successful in their first year of operation. We were able to pay back development and operational

costs while generating positive cash-flow for NNAI. There are also good prospects in 2019 for continued com-

mercial and residential sales from these sites.

Residential land sales continued this fall, with additional inventory selling from our Angler’s Crest Subdivision.

NNAI’s inventory of residential lots has been slowly declining in recent years, meaning we have fewer lots to

sell from our existing subdivisions as demand for new building sites in the area remains steady. To this regard

we are working to bring additional phases of new lots to market from our remaining subdivided tracts,

starting next year. You’ll be hearing more on these new phases in 2019 as the project develops.

Many shareholders had good luck this year with their moose hunting efforts. Those hunting by permit on

NNAI lands reported good harvests in areas open to hunting. Once again, NNAI worked with the Ninilchik

Traditional Council (NTC) to manage the permit process and enforce trespass on our road systems. As in re-

cent years, your Board of Directors voted unanimously to allow moose hunting on NNAI lands for sharehold-

ers only. NTC helped enforce that directive. We are grateful to NTC and their Resource Department for their

hard work with the 2018 moose hunting program.

NNAI continues to work with NTC on numerous areas of land management. These include issuance and ad-

ministration of our 2018 firewood harvest program. Firewood permits are now available through the end of

December for up to 5 cords of dead wood on select NNAI lands.

Permits are free to NNAI shareholders and available to the public for a fee. We are working with NTC to in-

stall new mile-marker and “No-Trespass” signage on our main roadways, beginning with the Tall Tree road

system. NNAI and NTC are also working on developing a comprehensive long-term land-use plan (CLMP) for

NNAI’s lands. You will hear more on the CLMP in 2019 as we seek shareholder input on how NNAI should

develop, manage and access its more than 150,000 acres of lands in Southcentral Alaska.

Two large fish passage projects, which began collaboratively between NNAI and NTC in 2016, were complet-

ed this summer. Both sites were on the “1200 Road System” at Ninilchik and Silver Salmon Creeks. These

were constructed and installed by September 1st, just in time for moose hunting in nearby areas. Both pro-

jects successfully opened several miles of new anadromous fish-rearing habitat by replacing our older,

smaller diameter culverts with much larger ones. The projects were primarily funded by grants from the

USDA and US Fish & Wildlife agencies. Additional fish passage projects will continue in 2019. Engineering

and design work are currently underway for another large site within the lower Ninilchik River drainage.

Grant funding for this project has also been approved.

In our Shareholder Relations department we’ve been busy at work completing our transition to a new digital

system of records management. The system, known as Granite Software, was originally developed by CIRI

for its shareholder management efforts. When the transition to Granite is complete later next spring, it will

allow NNAI to securely and efficiently manage shareholder information, track shareholder certificates, im-

prove gifting of NNAI shares, and accurately expedite settlement of shareholder estates. It will also help

NNAI process dividend distributions more efficiently, including the use of direct deposit for future dividends.

As the year winds down, I’m able to look back and see what’s been accomplished this first year as your CEO.

Many of the activities previously initiated by our President and past-CEO Greg Encelewski were completed

in 2018. Some of these, such as recently permitted sand and gravel sites, were converted into new revenue

sources this year. Greg also supported maintaining a good working relationship between NNAI and NTC,

which continued in 2018. I’m grateful to Greg for his support and guidance during our transition this year.

Finally, our Board of Directors was instrumental in helping set and maintain a strategic plan for NNAI in 2018

and beyond. They have consistently been supportive of NNAI staff and our efforts, and for that I am also

grateful.

To have cohesion and collaboration between our NNAI staff, the Board of Directors, and the Ninilchik Tradi-

tional Council is a great blessing for NNAI. It’s not an automatic relationship, though. It takes constant work

and active communication. But it is a very real thing, and at the end of the day it’s a great value to you, our

shareholders.

We would like to congratulate William Dean Kvasnikoff, Jr. who was awarded the 2018 CIRI

Shareholder of the year. Dean was born in the village of Ninilchik where he resides today. He cur-

rently serves as the vice president of the Ninilchik Village. Please visit the following site to read more

CIRI has also chosen Ivan Encelewski for their Shareholder Spotlight. Ivan is the executive di-

rector of the Ninilchik Village Tribe/Ninilchik Traditional Council and was elected board chair of the

NNAI Shareholder Sharon Lee Culhane passed away at the age of 74

at the Providence Medical Center, Anchorage on October 18, 2018 .

Sharon was born in Ninilchik and was a life-long Alaskan. Sharon

was an active member of the Russian Orthodox Church. She loved

to travel, read, sew and most of all loved her family.

She was preceded in death by her daughter, Katya Culhane. Sur-

vived by Thomas R Culhane; daughters, Tanya (Jeff) Henrikson,

Tricia (Joe) Mehall, Sarah (Travis) Johnson; son, Tim (Allison)

Culhane; grand children, Joshua and Ben Henrikson, Scott, Ava,

Lauren, Jack and Mia Culhane, Andrew and Joey Mehall; brothers

Greg Encelewski and Grant Encelewski; sisters Loretta Throop and

Judy Belcher.
