THE ACADEMIC PROCESSION
The tradition of the academic procession and academic apparel goes back to the early days of the oldest European universities, where gowns and hoods began to be
required in the fourteenth century. Although European institutions continue to show great diversity in their specifications on academic apparel, current practices in this country follow the code established by the American Council on Education.
Academic apparel indicates the most advanced degree held by the wearer. Gowns for the bachelor’s, master’s and doctoral degrees are distinguished by the variation in sleeve length and by the width of the edging. The color of the edging of the hood indicates the subject of the degree (e.g., white for arts, yellow for science, light blue for education, dark blue for philosophy) and the colors of the lining of the hood indicate the institution from which the degree was received. For Montana State University Billings the colors are blue and gold. Apparel for the doctoral degree is distinguished by the panels on the sides of the hood, the gold tassel on the cap, and the velvet trim on the gown. Montana State University Billings’ baccalaureate candidates who have excelled academically wear honor cords. Gold honor cords (signifying summa cum laude) distinguish graduating seniors who have attained a grade point average of 4.0. Gold and silver entwined honor cords (signifying magna cum laude) distinguish graduating seniors who have attained a grade point average between 3.75-3.99. Silver honor cords (signifying cum laude) distinguish graduating seniors who have attained a grade point average between 3.50 and 3.74. Blue and white entwined honor cords (signifying high honors, 3.75-4.0, and honors, 3.50-3.74) distinguish recipients of Associate degrees and Certificates. Honors designations are based on the cumulative grade point average which includes graded transfer work from other institutions.
The marching order for the Montana State University Billings academic procession is as follows: grand marshal, emeritus faculty, faculty marshal, faculty, senior marshals, candidates for academic degrees, platform party, color guard.

Born and raised in Billings, Chris Nelson has come a long way since he graduated in 1978 from Montana State University Billings, then known as Eastern Montana College. Using his accounting and information system degrees to take him to new heights, he has become an established leader in the loan approval business.
Shortly after his graduation, Nelson acknowledged the urgent need of an automatic, but efficient loan approval system in the financial services industry. He worked to create the software that is now Zoot Enterprises, based in Bozeman, MT.
Under the advisory of Nelson, the company has grown into a multimillion-dollar empire. Since
its founding in 1990, Zoot has developed the ability to gather and analyze credit information in seconds. While serving seven of the top
ten financial institutions in the U.S., Zoot processes over 350 million loan applications annually.
Nelson is a prime example of the excellence that can develop from an education at MSUB. He has made significant contributions to both the industry and his own company, and has won several industry awards for doing so. Although he is slow to boast about his successes, he has earned every right to be proud of all that he has achieved.

Mr. William Gregory AllardUniversity Lecturer Emeritus of Educational Theory and Practice
Upon the occasion of the retirement of Mr. Gregory Allard from Montana State University
Billings, the Board of Regents wishes to express its appreciation for his service to the University, Montana University System, and the people of the State of Montana.
Mr. Allard’s educational background includes a B.S. in Art Education, as well as a B.S. in
Special Education and a M.S. in Special Education from Eastern Montana College. While in the Master’s program, Mr. Allard was recognized as a strong candidate and received a graduate assistantship to teach and work with faculty. His success led to his employment at Eastern Montana College as a special educator and university lecturer.
Mr. Allard’s exemplary teaching builds upon a goal of “improvement of education and inclusion of all learners.” He has tirelessly worked toward this goal through the teaching of courses that are core to the professional preparation and development of teacher candidates in all areas of elementary, secondary, reading, and special education. He not only built the philosophical and ethical base that every educator must have to be successful, but also the knowledge of the ever-changing legal implications in their professional practice regarding students with special needs.
In Mr. Allard’s continual efforts to improve the education of not only teacher candidates, but also their own students when they become teachers, he became one of the first faculty members at MSU Billings to teach and advocate for the inclusion of students with special needs. The consummate
advocate for special education, Mr. Allard recruited many teacher candidates into the special education double major as he shared his enthusiasm and experiences of teaching students with special needs.
Mr. Allard has advised hundreds of undergraduate students during his position in the College of Education. He has continually set a high standard in advising, seeing himself as a mentor who nurtures long-term relationships. His varied background continues to provide for his students a foundation of experiential understanding of education and special education.
Mr. Allard has provided dedicated and wide-ranging service to the College of Education by serving on the Diversity and Dispositions Committee, the Teacher Education Appeals Committee, COE Scholarship Committee, Commencement Committee, and numerous search committees. He has also served with Eagle Mount and the Billings Education Academy, and at the national level, the Council for Exceptional Children.
Beyond the campus Mr. Allard is well recognized as a leader and colleague in the area of special education. While at EMC and MSU Billings, a few highlights of his awards follow: Ronald P. Sexton Award for Professional Commitment (Spring 2015); Award of Excellence (Spring 2015); Outstanding Faculty Award (Spring 2006); Nominated to the Making a Difference Award (Fall 2005); Leadership Recognition Award – Outstanding Advisor Award (Spring 2005); Nominated for Faculty Achievement Award in Teaching (Spring 1988); and Assistantship: Special Education (1985- 1986).

NEW PROFESSOR EMERITUSDr. Terry Blackwell
Dr. Terry Blackwell Professor Emeritus of Rehabilitation and Human Services
Upon the occasion of the retirement of Dr. Terry Blackwell from Montana State University
Billings, the Board of Regents wishes to express its appreciation for his service to the University, Montana University System, and the people of the State of Montana.
Dr. Blackwell earned his Bachelor of Science in History/Political Science at the University
of Great Falls and his Master of Science degree(s) in Career Guidance, Montana State University Northern, Havre, Montana; and Rehabilitation Counseling, Montana State University Billings. In 1980 he completed his Ed.D. in Rehabilitation Counseling at the University of Northern Colorado, Greeley, Colorado.
After the completion of his doctorate, Dr. Blackwell spent several years in private practice. In 2006, Dr. Blackwell was hired as Professor in the Department of Rehabilitation and Human Services, College of Allied Health Professions, at Montana State University Billings. During his
tenure at Montana State University Billings, Dr. Blackwell established and supervised the mental health clinic for the M.S. in Clinical Rehabilitation and Clinical Mental Health that is physically located in the College of Education. Dr. Blackwell created the curriculum, student and field handbooks, and forms for the clinic. The clinic has been in operation for 11 years and has served numerous clients in the community.
Dr. Blackwell served as Chair of the Department of Rehabilitation and Human Services from 2012 to 2017 and was Chair of the Rehabilitation and Human Services Advisory Board from 2012 to 2017. He served on the College Retention Committee, Montana State University Billings (2011–2017). Dr. Blackwell also was Chair of the Department’s Faculty Search Committee during 2010–2016. He chaired the Department Rank and Tenure Committee from 2010–2017. He was a member of the University Rank and Tenure Committee from 2010–2017. He was also the Program Coordinator for the Council on Rehabilitation Education from 2008–2017.
Dr. Blackwell has been an outstanding educator

and faculty advisor while at Montana State University Billings. He has taught most of the courses in the program, specializing in the field of ethics. He received the Faculty Recognition of Excellence in 2010 and was the co-recipient of the National Rehabilitation Researcher of the Year Award in 2009. He is a nationally board-certified rehabilitation counselor and a licensed clinical professional counselor in Montana.
Dr. Blackwell has pursued scholarly publications in books, chapter, and monographs. He co-authored Rehabilitation Counseling: Basic and Beyond (2012), Handbook of Measurement and Evaluation in Rehabilitation (2008), Rehabilitation Services: An Introduction of Human Service Professional (2008), and The Vocational Expert: Revised and Updated
(2013). He has also co-authored numerous articles including Test review: Self-Directed Search - 5th Edition. Test review: Patient Health Questionnaire – 9 (PHQ-9), Test review: The Earning Capacity Assessment Form – 2nd Edition, and Test review: Strong Interest Inventory. These were all published in Rehabilitation Counseling Bulletin. Additionally, he was a member of the Editorial Consultants Board, Journal of Applied Rehabilitation Counseling from 2009–2014. He was also Associate Editor, Rehabilitation Counseling Bulletin from 2000–2017.

NEW PROFESSOR EMERITUSDr. Stephen Coffman
Dr. Stephen Coffman Professor Emeritus of Communication and Theater
Upon the occasion of the retirement of Dr. Stephen Coffman from Montana State
University Billings, the Board of Regents wishes to express its appreciation for his service to the University, Montana University System, and the people of the State of Montana.
Dr. Coffman has demonstrated excellence in teaching, scholarship, and service to both the
university and the community throughout his 41 years of service at MSU Billings. His exceptional leadership was formally recognized for his role as Faculty Association President and Chief Labor Negotiator. He served on the Academic Senate for many years, as well as Chair of the Communication and Theatre Department on four separate occasions. In 1998, he was one of the original faculty members to spearhead the online teaching program and continued for 20 years. Dr. Coffman has conducted an ongoing project to fund and bring recognized communication scholars to campus. Some of these scholars include: Dr. Linda Putnam (Texas A&M; 2 visits, one as a scholar the other as a labor negotiation facilitator), Dr. John Stewart (University of Washington), Dr. Dwight Conquergood (Northwestern University), Dr. Mara Adelman (Seattle University), Dr. Larry Frey (University of Colorado), Dr. Gregory Olson (Marquette University; visiting expert on Mike Mansfield), Dr. William Wilmot (University of Montana), and others.
In 1996, Dr. Coffman authored the successful MSU Billings Communication and Theatre application for the “Program of Distinction” Award presented by the National Communication Association to one College/University program each year. As KEMC station manager in 1978, he directed a student-run, 10-watt station broadcasting from the sixth floor of the Liberal Arts Building. That winter he was the primary author of a
successful Title II grant for $103,933 to build a 25,000-watt NPR affiliate station. He facilitated the Yellowstone Art Center’s Board during their decision-making process that resulted in a capital campaign to build the current Yellowstone Art Museum. He assisted the Amend Park Board in their decision to construct Amend Park.
Dr. Coffman’s commitment to the university is both national and statewide in nature. He was elected Chair of the Senior College and University Division of the National Communication Association and served on the Organization’s legislative assembly. He represented MSU Billings at Montana Legislative committee meetings concerning funding for the University System.
In teaching, through his proficiency as a scholar in Organizational Communication, Dr. Coffman has provided an arena in which students have learned to expand their horizons, think critically, write well, graduate, and move on to successful lives and careers. He currently has nine former students working as faculty members and deans at prestigious institutions across the country such as the University Washington, University of Oregon, University of Colorado, and St. Louis University.
In scholarship, Dr. Coffman has published over 20 refereed journal articles and presented over 75 juried papers at National/regional Communication Conferences. In addition, he has authored five training manuals for organizational employees by St. Vincent Healthcare and the University of Lethbridge on various communication topics. He has been awarded the faculty excellence recognition three times, and earned a merit raise after every review since they were initiated.
For these and other contributions, the Board of Regents of Higher Education is pleased to confer upon Dr. Stephen Coffman the rank of Professor Emeritus of Communication and Theatre at Montana State University Billings and wishes him well for many years in the future.
NEW PROFESSOR EMERITUSDr. William Kamowski
Dr. William Kamowski Professor Emeritus of English
Upon the occasion of the retirement of Dr. William Kamowski from the faculty of Montana
State University Billings, the faculty extends its appreciation to Dr. Kamowski for his 32 years of dedicated and valued service to the Department of English, Philosophy and Modern Languages,

to the University, and to the State of Montana by recommending that the rank of Professor Emeritus be conferred upon him by the Board of Regents of the Montana University System.
Dr. Kamowski’s post-tenure application was reviewed last month by the DRTC. Their
unanimous conclusion regarding Dr. Kamowski’s meritorious achievements echo the positive evaluations he consistently received since the beginning of his career in this department in 1985. Dr. Kamowski earned the Winston and Helen Cox Fellowship for outstanding junior faculty member in the College of Arts and Sciences in 1990, and the qualities in his performance that were acknowledged early in his career blossomed over the next twenty-five years and more. Among his other recognitions, he earned the ASMSUB Outstanding Faculty Award in 1996 and 2000.
Consider this: in an unusual move for a veteran professor, “virtually all the literature” he assigned in his 400-level Major Authors course in Fall ’16 he “had never taught” before, as his post-tenure narrative notes. This highlights his willingness to spend a significant amount of preparation time in order to work with literature both unfamiliar and appealing to our advanced majors. The student evaluation numbers and the student comments from this class demonstrate that his efforts proved successful. These remarkably favorable student evaluation numbers have been consistent over his teaching career at MSUB.
His student evaluation numbers from classes at all levels testify to his effectiveness as a teacher, with the scores in many categories approaching or even achieving perfection. Across the range of his courses and for over three decades, from classes on mythology to business communication, from British Literature to Senior Thesis / Capstone, Dr. Kamowski has demonstrated excellence in teaching with admirable consistency. In his career at MSUB, Dr. Kamowski has taught over 25 different literature and writing courses that required over 25 distinct preparations.
Dr. Kamowski’s rigorous scholarly work led to seven journal publications or book chapters on Geoffrey Chaucer, the British author of the Canterbury Tales. During his years at MSUB he presented conference papers on a regular basis at various venues, most notably 17 times at the prestigious International Congress on Medieval Studies. He also chaired panels at the same conference five times: this indicates his scholarly peers hold him in high esteem.
His numerous book reviews in the Billings Gazette — a Chaucer scholar writing about cowboys! — in support of the High Plains Book Festival are meaningful writing contributions that straddle the category of service as well.
Within the past six years Dr. Kamowski has begun to transition from rigorous scholarly work to creative writing. The latter includes his essay on Elkhorn, Montana, blending personal experience with research and historical speculation, published in a journal on the contemporary west. (This essay, “Back to the Dream,” could be required reading in the Senior Thesis class as a long-form model of the students’ personal experience-based assignments.) His other recent writings include mystery fiction and science fiction stories, some already published, others under submission. As one colleague noted, these writings suggest “a very active mind [and] a creative spirit.” All his colleagues in the department look forward to the continued success of these efforts in Dr. Kamowski’s post-teaching writing career.
Since 1994 Dr. Kamowski has served as faculty advisor to the Student Senate, a task that requires regular late afternoon meetings on Mondays, communication with Senate members during the week, and attendance at retreats. It will be a major challenge for ASMSUB to fill this vacancy and to encourage a new advisor to get up to speed. In his role, one of Dr. Kamowski’s specific achievements was to help revive the Retort and support the efforts to make it a strong publication, which is a “great favor to the campus,” as one of his colleagues acknowledged.
Early in his career at MSUB, Dr. Kamowski established himself as a local expert in business communications with various workshops he conducted in our community. He directed four study- abroad trips for our students to Ireland, Wales, and England (in 2002, 2003, 2005, and 2007). Coordinating these trips required his preparations begin over six months in advance of each experience. The fact that he met the enrollment goals all four years indicates the positive word-of- mouth promotion provided by the students who participated.
Dr. Kamowski has been remarkably reliable when asked to carry out various tasks in our department, including chairing and participating on numerous search committees, scholarship committees, and most recently chairing the DRTC, leading the committee through eleven different reviews.
It is therefore the consensus of his colleagues in the Department of English, Philosophy, & Modern Languages that his numerous contributions as summarized above, as well as his substantial collegial role in the success of our department that has positively affected all of us, making Dr. William Kamowski eminently worthy of the designation of Professor Emeritus of English at Montana State University Billings.

Upon the occasion of the retirement of Dr. Kenneth Miller from Montana State University
Billings, the Board of Regents wishes to express its appreciation for his service to the University, Montana University System, and the people of the State of Montana.
Dr. Kenneth W. Miller earned a B.S. degree in Biology and BSED in Biology in 1975 from
South Dakota, Brookings; a M.S. in Natural Science in 1987 from the University of Wyoming; and a Ph.D. in Curriculum and Instruction with an emphasis in science education from the University of Wyoming, 1993.
Dr. Miller taught secondary science in Campbell County School district in Wyoming prior to his

appointment as assistant professor at Eastern Montana College in 1992, now Montana State University Billings. In 1999 he was appointed as an associate Professor, and in 2006, full professor. Dr. Miller taught at both the undergraduate and graduate levels, including Methods of Teaching Science, Curriculum, Critical Issues in Education, Family Science, Physical Science for Elementary Teachers, and Research in Education courses. He served as Department Chair of Educational Theory and Practice from 2000 to 2005 and again from 2009 to 2017, a role in which he excelled. Dr. Miller has advised hundreds of undergraduate and graduate students in his career. He has continually set a high standard in advising, seeing himself as a mentor who helps the students become autonomous in this process. He is knowledgeable and compassionate with students who need expert advice and mentoring.
Dr. Miller has been a leader in inquiry-based learning in science, and implements said methods in his courses. He has worked at the national, state, and local levels to implement the National Science Education standards and developed courses on the mentoring of new teachers in Math, Science, and telecommunications, with a focus on minority students. Dr. Miller’s expertise and knowledge of National Science Education standards is highly valued.
As a consequence of Dr. Miller’s continual efforts to improve the education of pre-service teachers, he was one of the first faculty members at MSU Billings to teach in an online format. He converted multiple face-to-face courses to the online delivery medium,
and acted as a mentor for faculty moving to online formats. With the expertise that he developed as an early adopter, he became not only an example of what was possible in online instruction, but he became a vital resource for colleagues in the College of Education and throughout the MSU Billings campus. He has served MSU Billings in several capacities, including many committees as both a member and chair.
Dr. Miller has earned many honors over the past twenty-six years, most recent highlights include: 2017 Excellence in Education Award, 2015 Pippenger Award for Excellence in Innovation of Undergraduate Education and 2014 Distinguished Alumni Award-College of Education, University of Wyoming 100th Year. Beyond the campus, Dr. Miller has made significant contributions to the profession as a member of over 20 professional organizations. He is well known throughout the community, state, region, and country for his scholarship and service to the profession.
As either the lead or a secondary author, Dr. Miller has published 25 scholarly papers and presented at 64 professional conferences locally, regionally, and nationally. He has been awarded 16 grants, totaling upwards of $4.3 million. His scholarship activities have focused on technology, math and science integration, and inquiry-based teaching methods.
For these and other contributions, the Board of Regents of Higher Education is pleased to confer upon Dr. Kenneth Miller the rank of Professor Emeritus of Educational Theory and Practice at Montana State University Billings.

Dr. Daniel Yazak Professor Emeritus of Educational Theory and Practice
Upon the occasion of the retirement of Dr. Daniel Yazak from Montana State University
Billings, the Board of Regents wishes to express its appreciation for his service to the University, Montana University System, and the people of the State of Montana.
Dr. Daniel L. Yazak earned a Bachelor of Science in Biology in 1969 from Baylor University; a
M.U.P. in Regional Planning in 1976 from Texas A & M University; and a D.E.D. in Health Care Planning, Management, and Administration from Texas A & M University, 1980. Prior to his full-time employment at Eastern Montana College, Dr. Yazak taught as a part- time instructor in the Human Services program. He taught Management, Supervision, and Organization in Human Services disciplines. In September 1990, he was appointed Assistant Professor in the College of Education and Human Services at Montana State University Billings. In 1994, the Commission on Rehabilitation Counselor Certification recognized his completion of education, practice, and national examinations and recognized him as a Certified Rehabilitation Counselor. Subsequently, he joined the Graduate faculty at Montana State University Billings. In 1999, he earned tenure and was promoted to Associate Professor in 2000. During the academic year 2004-2005 he received an Outstanding Faculty Award for excellence in teaching by the Students of Montana State University Billings. He was promoted again to
full professor in 2005 and has served the institution and college well at that rank.
In his courses, Dr. Yazak not only built the philosophical and ethical base that every counselor must have to be successful, but also the knowledge of the ever-changing legal implications in their professional counseling practice. In his continual efforts to improve the education of his students, he became one of the first faculty members at MSU Billings to teach in an online format. With the expertise that he developed as an early adopter, he became not only an example of what was possible in online instruction, but also a vital resource for colleagues in the College of Education and throughout the MSU Billings campus. Dr. Yazak was instrumental in the re-design of the School Counseling program. His expertise and knowledge of School Counseling standards and clinical state standards is valued.

As either the lead or a secondary author, Dr. Yazak has published 53 scholarly papers and presented at professional conferences locally, regionally, and nationally, 12 of those with papers presented. His scholarship activities have focused on rehabilitation counseling and school counseling.
Dr. Yazak has served on Academic Senate, Academic Standards Petition Committee, CAEP Standard 1 Committee, Department Rank and

Tenure Committee, Environmental Studies Rank and Tenure Committee, Faculty Association Treasurer, Outstanding Alumni Award Selection Committee, Sabbatical Review Committee, Salish Kootenai College Advisory Committee, SCOU Program Leader, Harry S. Truman Foundation Faculty Review Committee, Undergraduate Curriculum Committee member and chair, and Wilson, Waterman, McRae, and Copple Scholarship Selection Committee.
Dr. Yazak has made significant contributions to the profession as a principal investigator for several
grants, with titles that reflect the empathy and compassion for those needing help in our society: Living Independently for Today and Tomorrow, Effectiveness, Efficiency, and Efficacy of a Camp Experience, and Barriers to Native American Indian Education.
For these and other contributions, the Board of Regents of Higher Education is pleased to confer upon Dr. Dan Yazak the rank of Professor Emeritus of Educational Theory and Practice at Montana State University Billings and wishes him well for many years in the future.
