2018 REGIONAL SCHOOLS PRESS CONFERENCE (RSPC)
To :Public Schools District Supervisors Public and Private School Administrators (Elementary and Secondary) Public and Private School Paper Advisers/Winning SPAs (Winners-
Elementary and Secondary, English and Filipino) All Others Concerned
1. In line with the thrusts to promote responsible and free journalism pursuant to the provision of Section 2 RA 7079, this is to inform the field about the conduct of the 2018 Regional Schools Press Conference (RSPC) on December 4-7, 2018 here at Baguio City, specifically Division Office, SPED Center and PFVR.
2. With the theme "Fostering 21st Century Skills and Character-based Education through Campus Journalism," the said Press Conference will have the following activities in the elementary and secondary, English and Filipino, including individual, group and paper contests; concurrent sessions, and Search for Outstanding SPAs and Campus Journalists (CJs). Kindly refer to enclosed Regional Memo #385 s. 2018 for more details.
3. The participants are the winners-top 5 in the individual category, including one team for the online publishing (secondary only); top 1 in the collaborative, radio and TV broadcasting (secondary only) categories; top 10 in the group contest/school paper category, and top 2 candidates for Outstanding SPAs and CJs.
4. A registration fee of five hundred fifty pesos (P550.00) shall be charged against local funds/SEF to cover honoraria of judges, trophies, kits, supplies and other operational expenses. However, transportation, food or meal allowance and incidental expenses shall be charged from the school MOOE, PTA, canteen or school paper fund. These are all subject to the usual accounting and auditing policies/rules and regulations.
5. In addition are the following reminders for the delegates of Baguio City division: a. wear T-shirt with violet color for the parade (December 4 at 2:00 in the afternoon from Casa Vallejo up to PFVR); b. with ID and copy of the school paper; c. bring own equipment for identified contests (i.e. point'and shoot camera with memory card, laptop, printer, speakers, sound system, TV etc.), ci. observe punctuality and etiquette. Please be guided accordingly.

2018 REGIONAL SCHOOLS PRESS CONFERENCE (RSPC)
To: All Schools Division Superintendents Heads, Public and Private Elementary and Secondary Schools
1. Pursuant to the provisions of Section 1, Rule IX of Republic Act 7079, also known as
Campus Journalism Act of 1991, the Department of Education - Cordillera Administrative
Region (DepEd - CAR) announces the conduct of the 2018 Regional Schools Press
Conference with the theme, "Fostering 21s' Century Skills and Character-based Education
through Campus Journalism ", to be held on the following dates and venue:
2. The conference aims to: f. demonstrate understanding of the importance of journalism by expressing it
through varied journalistic endeavors and approaches; g. sustain advocacy on social consciousness; h. Provide a venue for enriching learning experience for students interested in pursuing
journalism as a career; i. promote responsible journalism and fair and ethical use of social media; and
j. enhance journalistic competence through healthy and friendly competitions.

3. The conference activities shall include the following in two levels: elementary and secondary, and of two media: English and Filipino:
h. Individual Contests;
i. School Paper Contest
j. Radio Script Writing and Broadcasting Contest
k. TV Script Writing and Broadcasting Contests (for Secondary level)
I. Collaborative Desktop Publishing (COP) Contest
m. Online Publishing Contest (Secondary level)
n. Awarding of the Winners; the Outstanding School Paper Advisers (SPAs); and
Campus Journalists (Os), among others
4. The deadline for the submission of the top 10 School Paper entries per section/level/media and supporting documents will be on or before November 16, 2018 while the submission of the division rating sheets of candidates for the Top 1 Outstanding School Paper Advisers and Campus Journalists for both Elementary and Secondary from each division will be on or before November 26, 2018 together with the names of the individual and group contests listed below for both levels and media.

5. A registration fee of Five Hundred Fifty Pesos (P550.00) shall be collected from each
participant to be paid in cash to the host division, charged against local funds/journalism
funds or any available funds subject to the usual accounting and auditing policies/rules and
regulations. This will cover honoraria of judges, trophies, kits, supplies, and other
operational expenses. Meals of the participants shall be taken care of by their own division
6. The main participants to this conference are the Top 5 Division Winners and Coaches in
each of the eight (8) categories of the Individual Writing Contests, team winners and
coaches of both Radio Scriptwriting & Broadcasting contest, TV Scriptwriting & Broadcasting
contest, Online Writing Contest and the Collaborative Publishing Contest in the two levels
and of the two media, totaling to three thousand and five hundred fifty-two (3,552) participants.
7. Please refer to Enclosure No. 1 and Enclosure No. 2 the breakdown of participants per
Division and the Guidelines for the Search of the Outstanding School Paper Adviser and
Campus Journalist for both Elementary and Secondary Level respectively.
8. The members of the Group Contest Display Committee are requested to be in the
Regional Office on November 16-20, 2018 at 8:00 am to 5:00 pm. Please refer to Enclosure
No. 3 for the members of the Regional Technical Working Group (RTWG).
9. As per SCS and DBM joint Circular No. 2, s. 2015, teaching and non-teaching participants
will be given 2 days service credit and COC or CTO respectively in lieu of November 17
(Saturday) and November 18 (Sunday) scheduled for the Screening and judging of School Paper.
10i The host division shall be responsible on the purchase of supplies and materials needed during the contest proper, honoraria of judges, transportation allowance of the technical
working group, water supply and electric current used in the billeting schools etc. The
division shall also responsible in the liquidation of collected registration fee from the eight
() divisions.
11 Transportation and other incidental expenses of the participants shall be charged against local and other available funds subject to the usual accounting and auditing rules
and regulations.
j'Z Top 5 Winners from the National Schools Press Conference shall be given cash incentives based on the following:
c. Individual Writing Contests: first-012,500; second-P2,000; third-P1,500;
fourth-01,000; fifth-P700 (for both coaches and students)
d. Group Writing Contests & School Paper Contest: first-P7,000 for students
and P3,000 for coach; second-P5,500 for students and P2,500 for coach;
third-P4,000 for students and P2,000 for coach; fourth-P2,500 for students
and P1,500 for coach; fifth-P2,000 for students and P1,000 for coach
