The draft says that large tracts of forest area in the coun- try have degraded due to “immense” biotic pressure and “lack” of adequate investment. The draft NFP 2016, which aims to replace the 1988 policy, also proposes a National and State Board of Forestry to ensure inter-sectoral conver- gence and conflict resolution, besides increasing the forestry budget. “The budget of the forestry sector should be appropriately enhanced so that the objectives enshrined in this policy can be achieved. Investments on infra- structure and livelihood support for the forest dependent commu- nities and forest management would be stepped up as they are equity enhancing and need to be given utmost priority. “Environmental cess, green tax, carbon tax etc may be levied on certain products and services for facilitating ecologically responsible behaviour, garnering citizen’s contribution and sup- plementing financial resources,” the draft NFP, which has been put in the public domain for feedback from stakeholders, said. The draft also proposes for- mulation of an inter-ministerial action plan with respect to poli- cy directions, where definitive targets, milestone activities, timeliness and outcome indica- tors will be provided. “An inter ministerial com- mittee should be set up to peri- odically monitor the achieve- ments and progress made under this action plan,” the draft said. The draft policy has taken note of the “decline” in the qual- ity of forests, impact of climate change, “rising” human-wildlife conflict, intensifying water crises and growing air pollution. “A need was felt to revise the NFP, 1988 to integrate the vision of sustainable forest manage- ment based on the principles of ecosystem approach, landscape level planning and the learnings from participatory forest man- agement while building on our rich cultural heritage of co-exis- tence and eco-centrism,” the draft says. The draft calls for develop- ment of “sound ecotourism models” with a focus on conser- vation to ensure nature educa- tion of visitors while supple- menting the livelihood needs of the local communities. “Ensure that tourism is responsible, does not negatively impact wildlife and its habitat and maximises the incomes of the local community,” it said.(PTI)

NFP draft proposes green tax, increased forest budgetNEW DELHI, June 21:
Aiming to bring one-third ofthe country’s geographical areaunder forest cover, the Centrehas prepared the new draftNational Forest Policy (NFP)2016 which proposes a “greentax” and an increase in the budg-et for the forest sector.
The draft says that largetracts of forest area in the coun-try have degraded due to“immense” biotic pressure and“lack” of adequate investment.
The draft NFP 2016, whichaims to replace the 1988 policy,also proposes a National andState Board of Forestry toensure inter-sectoral conver-gence and conflict resolution,besides increasing the forestrybudget.
“The budget of the forestrysector should be appropriatelyenhanced so that the objectivesenshrined in this policy can beachieved. Investments on infra-structure and livelihood supportfor the forest dependent commu-nities and forest managementwould be stepped up as they areequity enhancing and need to begiven utmost priority.
“Environmental cess, greentax, carbon tax etc may be leviedon certain products and servicesfor facilitating ecologicallyresponsible behaviour, garneringcitizen’s contribution and sup-plementing financial resources,”the draft NFP, which has beenput in the public domain forfeedback from stakeholders,said.
The draft also proposes for-mulation of an inter-ministerialaction plan with respect to poli-cy directions, where definitivetargets, milestone activities,timeliness and outcome indica-tors will be provided.
“An inter ministerial com-mittee should be set up to peri-odically monitor the achieve-ments and progress made underthis action plan,” the draft said.
The draft policy has takennote of the “decline” in the qual-ity of forests, impact of climatechange, “rising” human-wildlifeconflict, intensifying watercrises and growing air pollution.
“A need was felt to revise theNFP, 1988 to integrate the visionof sustainable forest manage-ment based on the principles ofecosystem approach, landscapelevel planning and the learningsfrom participatory forest man-agement while building on ourrich cultural heritage of co-exis-tence and eco-centrism,” thedraft says.
The draft calls for develop-ment of “sound ecotourismmodels” with a focus on conser-vation to ensure nature educa-tion of visitors while supple-menting the livelihood needs ofthe local communities.
“Ensure that tourism isresponsible, does not negativelyimpact wildlife and its habitat andmaximises the incomes of thelocal community,” it said.(PTI)
