The draft of the new NEP, for- mulated by a committee led by for- mer ISRO chief K Kasturirangan, was handed over to Ramesh Pokhriyal Nishank, who took charge as the Union Human Resource Development Minister today. The existing NEP was framed in 1986 and revised in 1992. A new education policy was part of the Bharatiya Janata Party's manifesto ahead of the 2014 general election. Apart from Kasturirangan, the committee had eight members, including mathematician Manjul Bhargava. The experts also took into account the report of a panel head- ed by former cabinet secretary T S R Subramanian and formed by the HRD ministry when it was being headed by Smriti Irani. "Indian contribution to knowl- edge and the historical context that led to them will be incorporated wherever relevant, into the existing school curriculum and textbooks," the policy draft read. "The topics will include Indian contribution to mathematics, astronomy, philosophy, psycholo- gy, yoga, architecture, medicine, as well as governance, polity, society, and conservation course on Indian knowledge systems," it added. A new apex body, designated as the Rashtriya Shiksha Aayog or the NEC, shall be constituted for "developing, articulating, imple- menting, evaluating, and revising the vision of education in the country on a continuous and sus- tained basis", the draft said. To bring the focus back on education and learning, the MHRD should be renamed as the Ministry of Education, the panel stressed. The policy draft also suggests that private schools may be free to set their fees structure but shall not increase the amount (taken under any head) arbitrarily. "A reasonable increase, which can stand public scrutiny, such as inflation-related, can be made. Any substantial increase in the fees that cannot be anticipated or justified shall not be made, including under any 'fees head' such as 'school development' or an 'infrastructure fund'," the draft said. "The percentage fee increase, permissible based on inflation and other factors, will be decided by a new regulatory authority for schools, the State School Regulatory Authority (SSRA), for every three-year period," the draft added. The policy further stresses on liberal education as it points out that among the eminent graduates and scholars of the ancient univer- sities of Takshila and Nalanda were the philosopher and economist Chanakya; the Sanskrit grammari- an, mathematician, and discoverer of generative grammar, Panini; the leader and statesman Chandragupta Maurya; and the mathematician and astronomer, Aryabhata. The NEP draft suggests that students be allowed to take a board examination in a given subject in whichever semester they take the corresponding class in school — that is whenever they feel most ready. It also called for a policy to allow students to repeat subjects in the board examination if they feel they can study and do bet- ter. (PTI) Joblessness at highest level in 45 years on all-India basis was 6.2 per cent, while it was 5.7 per cent in case of females. It also showed that the unem- ployment rate for males was high- er at 7.1 per cent in cities com- pared to 5.8 per cent in rural areas. Similarly, the joblessness for women was also higher in urban areas at 10.8 per cent compared to 3.8 per cent in rural areas. The Ministry said the PLFS needs to be seen as a new series for measuring employment and unemployment on an annual basis. It is important to note that with the rise in education levels in the economy and rise in house- hold income levels, the aspiration levels of educated youth have also risen. Thus they may no longer be willing to join the labour force or work force requiring low skills and low remuneration. The PLFS results give the distribution of educated and unemployed per- sons across the country which can be used as a basis for skilling of youth to make them more employable by industry, it said. About the National Statistical Commission (NSC), Srivastava said, “The NSC makes its recom- mendation but the ministry has to consider it. They can only make recommendations. The NSC has the role to see statistical system in entirety in addition to statistics ministry and states. There is no change in the functioning of min- istry. The restructuring of ministry was approved by the Cabinet.” He also informed, “The data for PLFS for January to March will be released next month. We have brought two quarterly data on labour survey. We are coming out with consumption expendi- ture survey for 2017-18. We are expecting it in June. You can then compare unemployment captured by that survey with PLFS.” (PTI) From page 1

NEW DELHI, May 31:

Incorporating Indian knowl-edge systems in the curriculum,constituting a National EducationCommission and curbing arbitraryfees hikes by private schools areamong the recommendations madeby an expert panel to the HRDministry for the new NationalEducation Policy (NEP).
