CPO 4M -

July 2014

Meeting infO

The Washington County Board of County Commissioners decided

to refer to the November ballot a proposed countywide vehicle

registration fee of $30 per year, $17 for motorcycles and mopeds.

In their action to approve Ordinance 778 the Board considered the

results of a public opinion survey of residents, d

eliberation during

public hearings and input Commissioners re

ceived over the past year.

If approved by the voters November 4, 2014, 60 percent of the funds

produced by the fee would be allocated to the County for roads it

maintains and 40 percent to cities for use on roads they maintain.

The County’s share of revenue could only be used for county road

maintenance and operation. City revenue may be used only for

maintenance and road purposes as outlined in state law. If approved,

the fee would take effect for vehicles obtaining initial registration

or renewing registrations on or after January 1, 2016. Government,

school, farm, antique, special interest and recreational vehicles, in

addition to vehicles owned by disabled veterans, would be exempt.

Public Opinion Survey

The County conducted a May 2014 survey assessing residents’ o

pinions

on transportation issues and road maintenance funding, including

the potential countywide vehicle registration fee. Tra

ffic congestion

and maintaining roads and infrastructure were rated as the most

important transportation issu

es that residents want local government

to address. Maintaining existin

g roads and highways rated the highest

among transportation investment priorities, fo

llowed closely by

using technology to improve traffic flow and reduce congestion.

Support for a proposed $30 per year vehicle registra

tion fee was

approximately 50 percent. Top reasons cited for supporting the

fee included maintaining roads in good and safe condition for the

health and growth of the economy and optimal emergency response,

in addition to keeping local control of funds. Top reasons cited

for not supporting the fee centered on the idea that residents are

already paying enough for transportation. Survey results:
