    We have implemented the internet exchange zone as part of an effort to deter crimes that might occur during a transaction that began on-line.

    Typically when goods are purchased from online retailers these goods are delivered directly to your door. In the online classified world however, these transactions often occur face to face. You have one party arriving at a location with goods of some sort and another party arriving with payment. Unfortunately, in today’s world the nature of the transaction poses an increased risk to public safety. Our goal is to give individuals an opportunity to have safer transactions when completing these online purchases.

    Knowing that they are at a Police Department and the area is under constant video surveillance should help deter any violence or criminal acts. If the party you are exchanging goods with doesn’t want to meet you at the Police Department, you should be wary of doing business with them. Buyers and sellers should be cautious of anyone who wants to avoid a public meeting place and insists on coming to your home or meeting in a remote area.

    Under normal circumstances there will be NO Police intervention, documentation or witnessing to a transaction. However, should one of the parties request an officer, one will respond. Something else that citizens need to remember is that Police cannot use the State computer system to run model numbers, serial numbers, etc. of items that are part of a private exchange. Identifying the seller by name, number and/or vehicle license plate is recommended in case the items purchased are later determined to be stolen. Obtaining as much information about the seller without appearing invasive is recommended.

    Additionally, these exchange zones are at times utilized by people who are co-parenting and sharing custody of children. This is an opportunity for those parents that have custodial agreements to do their custodial exchange here in a neutral location that is under 24-hour surveillance.

    The Internet Exchange zone is available 24 hrs. a day, however it is always encouraged to meet during daylight hours if possible.

    INTERNET EXCHANGE ZONE

    PERMIT INFORMATIONNow that spring is here, many of us will be undertaking outdoor home improvement projects we’ve been thinking about and

    planning during the long winter. If you’re preparing to start an outdoor project, there are a few things you should know.

    The Borough has a Zoning Ordinance and Building Code that contain requirements for many of the outdoor home improvement projects you plan to undertake. Some projects require both building and zoning permits, some require only a zoning permit, and some don’t require any permits at all. Below is a guide to permit requirements:

    PROJECTS THAT REQUIRE A BUILDING PERMIT (IN ADDITION TO A ZONING PERMIT)

    • Any garage, carport, shed, greenhouse or other accessory structure that is not attached to a single-family detached dwelling and is 200 square feet or larger

    • Enclosing a porch or patio

    • Installing or building a sunroom or “three-seasons” room

    • Constructing a pool house

    • Installing a deck that is 18” or more above ground level at any point around the perimeter of the deck

    • Installing a deck less than 18” above ground level if it has a roof or covering above it

    • Installing an indoor or outdoor hot tub or spa

    • Installing an in-ground swimming pool

    • Installing any above-ground swimming pool (including inflatable type) that is capable of holding 24” or more of water

    • Installing a fence higher than 6 feet

    • Installing a retaining wall higher than 4 feet

    PROJECTS THAT REQUIRE A ZONING PERMIT ONLY• A garage, carport, shed, greenhouse, gazebo, or other

    structure less than 200 square feet in size

    • All fences, regardless of height, except for underground (invisible) dog fences

    • Installing an uncovered deck that is less than 18” above ground at all points around the perimeter of the deck

    • Installing an uncovered patio

    • Installing or expanding a driveway or parking pad

    This list is meant to provide you with a quick reference guide. To be absolutely certain if you need a building or zoning permit, or if you have any questions, your best bet is to call the Borough Zoning and Code Enforcement Office at 610-966-2503 or email [email protected].     BEFORE YOU DIGCall PA One Call System (POCS) at least

    three (3) business days before you dig at 1-800-242-1776 or 811. Excavators and landowners are required to call the PA One Call System prior to any type of digging with powered equipment. Mark the designated dig area with white paint before you call. Do not dig until all underground facilities are marked by the appropriate utilities. The utility lines will be marked as follows: water - blue; gas – yellow; sewer/drain lines – green; cable; communication lines – orange; electric – red; temporary survey markings – pink.

    The purpose of the PA One Call is to prevent damage to underground facilities; promote safety and provide an efficient and effective communications network among project owners, designers, excavators and facility owners.

    Like in many medical emergencies, time is of the essence for a patient experiencing a stroke. All too often people wait to call 911. Every minute matters for a patient suffering a stroke. Don’t wait. Call 911 as soon as you realize something is “not right.”

    The Macungie Ambulance Corps is a 501c3 non-profit organization providing emergency medical services to Macungie Borough and surrounding communities for 60 years.     In the event of an emergency, the Borough of Macungie uses Swiftreach Networks “Swift911” notification service. This is a telephone service that will notify you in an event and provide information on what to do. It is very important the Borough have

    your current contact number for notification. This is a private list and will not be shared.     SPOTTED LANTERFLY MANAGEMENTThe Spotted Lanternfly (SLF) is an invasive pest that state officials worry could damage the state’s important

    grape and wine industries. While most adult spotted lanternflies have frozen to death, their eggs can survive over winter and are viable from about October through July. That’s why it’s important to eliminate as many egg masses as possible now. A single egg mass could hold 30 to 50 eggs.

    What Can You Do To Stop The Spread?

    When you travel in and out of the quarantine zone (Macungie is in the quarantine zone), check your car and outdoor equipment (grills, outdoor furniture, landscaping supplies, mowers, etc.). Check for SLF egg masses from late fall to early spring. Remember that egg masses may be underneath your car or in your wheel well. During all other times of the year, check for nymphs and adults, and keep your windows rolled up when you park. Don’t store things or park under infested trees, and don’t move firewood.

    Egg Scraping

    Walk around your property to check for egg masses on trees, cement blocks, rocks, and any other hard surface. If you find egg masses on your property from September to May, you can scrape them off using a plastic card or putty knife. Scrape them into a bag or container filled with rubbing alcohol or hand sanitizer. This is the most effective way to kill the eggs, but they can also be smashed or burned. Remember that some eggs will be laid at the tops of trees and may not be possible to reach.

    Tree Banding

    When the nymphs first hatch, they will walk up the trees to feed on the softer new growth of the plant. Take advantage of this behavior by wrapping tree trunks in sticky tape and trapping the nymphs. Any tree can be banded, but we recommend only banding trees where SLF are abundant. Tape may be purchased online or from your local garden center. Push pins can be used to secure the band. While some bands may catch adults, banding trees is most effective for nymphs. Be advised that birds and small mammals stuck to the tape, while rare, have been reported. To avoid this, you can cage your sticky bands in wire or fencing material wrapped around the tree. Alternately, try reducing the width of the band, so that less surface area is exposed to birds and other mammals. Both of these methods will still capture SLF effectively. Check and change traps at least every other week (or more often in highly infested areas).

    As your state representative, my job is about more than going to Harrisburg and voting on legislation before the House of Representatives. In fact, most of my time is spent in the district making sure those I represent have knowledge of and access to state programs and services, as well as scheduling meetings to hear ideas and listen to concerns from constituents.

    My full-time district office is located at 3402 Brookside Road in Macungie, located in the Lower Macungie Township Administration complex. The telephone number is (610) 965-9933.

    If you would like to meet with us to discuss any issues you are having or if you need help with a state-related matter, please call or stop by the office. Some of the services we provide include:

    • Assistance with PennDOT paperwork, such as driver’s license and vehicle registration applications and renewals.

    • PACE and PACENET applications for seniors.

    • Help with obtaining birth and death certificates.

    • State tax forms.

    • Student aid applications.

    • Absentee ballot applications.

    • Free state maps and state park information.

    • Referrals to agencies to resolve state-related matters.

    It is important to remember that birth certificates used to obtain a passport must have both parents’ names on it. My office can help secure copies of your birth certificate, if needed; however, this process can take several weeks, so keep that in mind when making any travel arrangements.

    The office also offers assistance with Property Tax and Rent Rebate applications. Older residents looking for an opportunity to recoup some of the money they pay in property taxes or rent are encouraged to check out the program, which is one of several senior programs supported by proceeds from the Pennsylvania Lottery. Eligible participants can receive a rebate of up to $650 based on their rent or property taxes paid in 2019. The deadline to apply is Dec. 31.

    In addition, my staff can help with checking for unclaimed property through the state’s Treasury Department. In an effort to return the property to those who rightfully own it, the state Treasury created an online searchable database. The most common types of unclaimed property are dormant bank accounts, stocks and dividends, uncashed payroll checks, uncollected utility deposits, unredeemed gift certificates, and items in safe deposit boxes.

    Another service provided through the office is veterans assistance. Help is available for issues veterans may be having in accessing benefits and services from the U.S. Veterans Administration. Anyone interested in talking with a veterans outreach specialist is asked to contact the office to set up an appointment.

    Emmaus Public Library is going green! The library is going into its next phase of the building opening to the public, starting Monday, July 6th!

    There are some guidelines that must be followed while in the library. The library will still be offering curbside pickup to those who feel more comfortable.

    • Masks are required for library entry.

    • Please use hand sanitizer located by the front desk and/or computers upon entry.

    • Be mindful of what items you touch. Anything not going home, please place in designated areas.

    • Everyone should adhere to a social distance of 6 feet.

    • Please limit your visit to no more than an hour.

    • The number of library computers available are limited due to social distancing guidelines.

    We are very thankful for your continued patience during this time.

    Borough of Macungie residents are permitted to use the Emmaus Yard Waste Facility at Kline’s Lane and Minor Streets, with the purchase of a Yard Waste Pass for $20. 2020 Yard Waste passes are available for purchase at Macungie Borough Hall during normal business hours.

    2020 HOURS OF OPERATION2020 Hours of operation have changed, due to the COVID-19 pandemic. It may be best to either check Emmaus Borough’s website (https://www.borough.emmaus.pa.us/compost-site/) or call them (610-965-9288) for their current hours of operation, prior to traveling to the compost facility.

    CLOSED ON HOLIDAYS (Memorial Day, 4th of July, Labor Day, Veterans Day, Thanksgiving Day and November 27, 2020)

    The Emmaus Yard Waste Facility only accepts organic yard waste. NO lumber, root balls with dirt, garbage, dirt, building materials, etc. is allowed. This is not a dump. We request the cooperation of all participants and remind everyone plastic bags or any other foreign materials are not to be included with the yard waste. Failure to follow any of the above mentioned instructions or the instructions of the site attendant may result in the forfeiture of privileges. If you observe any violations, please obtain license plate number and report the incident to 610-965-9288. Your report will remain anonymous.

    Unscreened compost and wood mulch is available for a loading fee of $15 per scoop or partial scoop. A full scoop of compost weighs approximately 2 tons. Loading is available on Wednesdays after 3 pm and on Saturdays. Only pickup trucks or small trailers will be loaded. The Borough stops loading 45 minutes prior to closing so that the equipment can be cleaned. All Macungie residents must show their Yard Waste Pass prior to entering the site. Screened compost is available to Emmaus residents only.

    About Your Drinking WaterThis Report contains water quality information for the consumers of water

    provided by your public water supplier, the Borough of Macungie. You will find basic information on where your water comes from, the amount of detected contaminants that we test for, information of our compliance with drinking water regulations, and where to find further information about drinking water. Our goal is to help you have a better understanding about the water you use every day.

    The source of your tap water is from two groundwater wells. Well No. 1 is located at the Municipal Garage. The well was drilled to a depth of 300 feet. Well No. 2 is

    located on Lehigh Street, 1,750 feet from N. Church St. The well was drilled to a depth of 430 feet. The water is pumped from the geological region known as the Leithsville Formation. As water is pumped from the wells and allowed to enter the distribution system, chlorine is added to the water to protect the water against microbial contamination.

    Monitoring Your WaterSome people may be more vulnerable to contaminants in drinking water

    than the general population. Immuno compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline at 1-800-426-4791.

    All sources of drinking water, including bottled water, are subject to potential contamination by constituents that are naturally occurring or man-made. Those constituents can be microbes, organic or inorganic chemicals, or radioactive materials. All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-426-4791.

    Action Level (AL) - The concentration of a contaminant which if exceeded triggers treatment or other requirements which a water system must follow.

    n/a - not applicable.

    Level 1 Assessment –A Level 1 assessment is a study of the water system to identify potential problems and determine (if possible) why total coliform bacteria have been found in our water system.

    Level 2 Assessment – A Level 2 assessment is a very detailed study of the water system to identify potential problems and determine (if possible) why an E. coli MCL violation has occurred and /or why total coliform bacteria have been found in our water system on multiple occasions.

    Maximum Contaminant Level (MCL) - The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

    Maximum Contaminant Level Goal (MCLG) - The “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

    Maximum Residual Disinfectant Level (MRDL) - The highest level of a drinking water disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.

    Maximum Residual Disinfection Level Goal (MRDLG) - The level of a drinking water disinfected below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

    Minimum Residual Disinfectant Residual (MinRDL) - The

    minimum amount of free chlorine in the water we must maintain at each entry point where the water from our wells is pumped into the distribution system.

    Parts per billion (ppb) or micrograms per liter - one part per billion corresponds to one minute in 2,000 years or a single penny in $10,000,000.

    Parts per million (ppm) or milligrams per liter (mg/l) - one part per million corresponds to one minute in two years or a single penny in $10,000.

    PWSID - Our Pennsylvania Water Supply Identification Number.

    Total Trihalomethanes (TTHMs) - A group of four chemicals that are formed along with other disinfection byproducts when chlorine or other disinfectants used to control microbial contaminants in drinking water react with naturally occurring organic and inorganic matter in water.

    Treatment Technique (TT) - A required process intended to reduce the level of a contaminant in drinking water.

    Water System Improvements:The Authority’s goal is to provide you with a safe, consistent quality water supply. We have begun the

    installation of a 100 Kilowatt generator at Well #2, along with updating the electrical controls for the well pump. We have also replaced the original water level control system for the Hillcrest Water Storage Tank with a new modern System Control and Data Acquisition (SCADA) system. The old system used the telephone land line system for communications, the new system utilizes the cellular data network system, eliminating the use of the land lines. These improvements will help ensure a reliable water supply in the event of prolonged outages caused by severe weather storm damage.

    Lead in Drinking WaterNational events about lead exposure have generated new concerns for Pennsylvanians related to the safety of their homes

    and water. The Macungie Borough Authority takes the issue of lead exposure very seriously by adhering to all federal and state regulations pertaining to the lead and copper rule, which requires that public drinking water suppliers regularly test for contaminants such as lead.

    We also want you to know that infants and young children are typically more vulnerable to lead in drinking water than the general population. It is possible that lead levels at your home may be higher than at other homes in the community as a result of materials used in your home’s plumbing. If you are concerned about elevated lead levels in your home’s water, you may wish to have your water tested and flush your tap for 30 seconds to 2 minutes before using tap water. Additional information is available from the Safe Drinking Water Hotline (800-426-4791).

    The purpose of the Lead and Copper Rule is to protect public health by minimizing lead and copper levels in drinking water, primarily by making water less corrosive. When water is corrosive, the lead and copper found in plumbing materials can leach into your drinking water. Pennsylvania’s Lead and Copper Rule establishes an action level of 0.015 mg/L for lead and 1.3 mg/L for copper. An action level exceedance is not a violation but can trigger other requirements that include water quality parameter monitoring, corrosion control treatment, source water monitoring/treatment.

    The Borough of Macungie is very fortunate to have quality sources of water. The water is naturally neutral, meaning it does not have corrosive properties. As a result, the borough’s lead and copper test results (see the “Water Quality Test Results” table) are well below the action levels as specified in the Lead and Copper rule. To ensure a true representation of our drinking water, the samples are drawn from taps at homes throughout the borough. These homes have to meet certain criteria such as having pipes with leaded soldered joints. Another requirement is that the water is left to stand in the pipes for a minimum of 6 hours before drawing the water out to be tested.     Spring and Summer are just around the corner, so it’s time to start thinking about getting our lawns ready. In doing so, many people/gardeners add fertilizers and nutrients to harvest a lush green landscape capable of withstanding the Summer temperatures and dry conditions. So, what does lawn care have to do with stormwater? A lot! The fertilizers and nutrients your lawn does not absorb are washed away during a rain event. The excess fertilizer and nutrients wash into the storm drains and end up in our local streams. Excess nutrients in surface waters can harm aquatic life and habitat, cause algal blooms, and affect human health. Remember stormwater is NOT treated before it reaches our creeks and streams.

    Here are some basic tips for mowing your lawn…

    • Do not cut your lawn too short. Keep it cut to a minimum of 3-4 inches. Mowing too short destabilizes your lawn and can cause erosion and bare spots.

    • Do not blow or sweep grass clippings into the street or storm drains.

    • Mow high and leave grass clippings on the lawn. It helps improve the lawn’s health and quality, and you’re less likely to need fertilizer.

    • If you fertilize in the Spring, wait until after your 3rd lawn mowing of the season. And always check the weather forecast before applying anything to your yard!
