Fall/Winter 2016 Newsletter OPEN SPACE REFERENDUM T he Board of Supervisors deem it to be in the best interest and general welfare of Upper Milford Township to acquire interest in open space for the purposes of protecting, conserving, and preserving undeveloped open spaces; forests and farmland; natural and scenic resources; and recreational and historical land. Towards that end, on June 16, 2016, the Board of Supervisors adopted Ordinance No. 147 which will place a ballot question before the voters of Upper Milford Township at the general election of November 8, 2016, asking if they favor the imposition of an additional Earned Income Tax to finance the acquisition of interests in real property. The question to be asked is: “Do you favor the imposition by Upper Milford Township of an additional Earned Income Tax at the rate of 0.1385 (%) percent on an annual basis beginning January 1, 2017, to be used for the purposes of financing the acquisition, protection, conservation or preservation of undeveloped open spaces or areas; forests and farmlands; natural and scenic resources; and recreational or historic lands; and payment of the attendant costs associated with such actions? YES or NO” While the Board of Supervisors have the legal authority to place a question on the ballot, it is only the voters who can decide whether they favor the imposition of an additional Earned Income Tax. If the voters agree, there will be an additional Earned Income Tax increase of thirteen and 85/100 ($13.85) dollars per ten thousand ($10,000.00) dollars of earned income beginning in 2017. All revenue raised by the additional Earned Income Tax will be used to acquire agricultural conservation easements, finance the acquisition of open space, finance the protection of recreational or historical lands, and to pay the costs associated with such actions. The additional Earned Income Tax will remain in effect for at least five (5) years, at which time a new question can be placed on the ballot asking the voters whether they wish to rescind the additional tax.. Please note, Earned Income excludes: Social Security Benefits; Unemployment Compensation; Pensions; Public Assistance; Death Benefits; Gifts; Interest; Dividends; Boarding and Lodging to employees for convenience of employer; Lottery Winnings; Personal use of company cars; Supplementary unemployment benefits (sub pay); Capital Gains (Capital losses may not be used as a deduction against other taxable income); Disability Benefits (Periodical payments received by an individual under a disability insurance plan; Active military service served outside of Pennsylvania and summer encampment; Cafeteria plans; and clergy housing allowance. Some forms of payments from Individual Retirement Programs, such as Keogh, Tax Shelter Annuity, IRA, and 401K are not taxable. The PENNVEST Homeowner Septic Program is a low-interest loan to qualified homeowners who need to repair or replace theirindividual, on-lot sewage disposal system or hook up to a new public sewer system. This low-cost financing option is funded

by PENNVEST and administered by the Pennsylvania Housing Finance Agency.

The Township accepts yard waste dropped off by residents at the Township’s Yard WasteDrop Off area behind the Township’s Garage, accessed via Church View Road. Materials

may only be dropped off by Township residents and this service is not offered to lawnmaintenance or landscape businesses.Grass, leaves, and brush or branches must be kept separated and unloaded at the appropriate

location as identified by the signage at the site.Branches are limited to 4” diameter and must be no longer than 8’.

Hours of operations are Wednesday from 12:00 p.m. to 6:00 p.m. and Saturday from 8:00 a.m. to 4:00 p.m. and Sunday 12:00p.m. to 4:00 p.m. Fall hours (not including holidays) beginning October 14th through December 13th are Monday, Tuesday,Thursday, and Friday 8:00 a.m. – 2:00 p.m., Wednesday 8:00 a.m. to 6:00 p.m. or dusk, andSaturday from 8:00 a.m. to 4:00 p.m., and Sunday 12:00 p.m. to 4:00 p.m. Call the office at(610) 966-3223 for additional information.The Township, at times, has a supply of coarse wood mulch available to the public. PARKS & RECREATION

Upper MilfordTownship is a

zoned community.The following are

required:

• Bonfire Permit: required at least 10days in advance of the proposedbonfire.

• Building and/or Zoning Permit:required for new construction,additions, or alterations to exterior ofexisting structures; deck, patio, pool,spa or hot tub; electrical work orwiring; plumbing and HVAC work;and shed.

• Driveway Permit: required for theconstruction of a driveway or othermeans of ingress or egress onto aTownship or PennDOT road.

• Fence or Wall Permit: required forthe installation of any fence or wallover two feet high.

• Grading Permit: required if not inconjunction with another permit.

• Moving Permit: required whenmoving into, out of or within UpperMilford Township. There is no fee forthis permit.

• Occupancy Permit: required prior tooccupying a newly constructedbuilding.

• Park Permit: required in order toreserve a pavilion in a township park.

• Peddler’s Permit: must be obtainedbefore engaging in solicitation orpeddling in Upper Milford Township.

• Sewage Permit: required for theinspection of a new septic system andfor the repair or enlargement of anexisting system.

• Tree cutting and Logging Permit:required if more than 10 trees/year ormore than 30 percent of total numberof trees on lot are taken down. Callthe Township office for specificinformation.

• Use or Change of Use: required forany activity, occupation, business, oroperation carried on or intended tobe carried on in a structure or lot.

You are invited to take a walk around one of Upper Milford Township’s parks.There’s a pathway waiting for you at each one of our parks.

The first walking trail was laid out through Jasper Park. That trail has become anestablished feature of the park ever since the Snowmobile Club disbanded anddisbursed their funds by providing the money to install the trail. Township workerskept wrestling with the problem of areas routinely washing out over the years. Finally,the latest extensive repairs seem to have largely eliminated that problem.Walking/jogging in the wooded part of the trail where the Lenape Indians plied theirtrade, taking a breather moment on a handy bench, throwing in a few stretchingexercises on the equipment provided, noticing the flower garden along the turnpikeside as you pass, or keeping track of the ball games in progress are all possible as you use the Jasper Park Trail. Reminder – if you are also walkingyour dog, please clean up after them.

Next, the paved ovals at Churchview Park were installed for exercising. Originallyintended for activities other than walking, the paved surface has been adopted bymany residents for walking. As people walk at this park, there are no inclines, noshaded parts, fewer people, and less activity than at Jasper Park. Within the last year,the interior of the paved oval has been planted with wild flowers and allowed toreturn to a more meadow-like, natural state. Therefore, as people walk, it will beincreasingly possible to see birds andbutterflies while enjoying the flowers.

The newest trail is at Lenape Park. It hasjust been completed by the Township PublicWorks Department. If you haven’t already

discovered the trail, stop by Lenape Park and find it by the basketball court, at the far end of the volleyballcourts, or down at the pavilion. The footing for the path is easy-walking, fine gravel. You can follow thetrail all the way around the park, down along the tree line, past the ball fields and into the parking lot.This is a calming addition to an often busy park and lends itself nicely to a leisurely stroll.

Hopefully, in the near future, we may be able to report about a walking trail being developed onproperty in Vera Cruz that Harold Fulmer gave to the Township years ago. This would be yet anotheractive way to enjoy Upper Milford’s neat, scenic, outdoor gems-its parks!

A NEW VIEW THANKS TO GRANTS ANDDONATIONSPerhaps as you were driving past over the

summer you noticed we re-landscaped in front of the library’slarge window on Main Street. We removed shrubbery to openthe view from both inside and out, and planted attractivelandscaping designed for to be environmentally responsibleand low maintenance. Thank you so much to a generousanonymous donor, matching grant from the Lehigh ValleyChamber of Commerce Main Street Program, the Borough ofEmmaus, and the donated design work and labor of StillWaters Ground Maintenance of Emmaus.

referred to as Large Type. These are specially published withlarger typeface for anyone who hasdifficulty reading small print. Nomaterial has been cut or edited, so youwill be reading the same book, itsimply will have more pages. While notevery book is published as Large Type, our collection includesmany popular series, as well as items we’ve chosen based onwhat we know our patrons like.

UPPER MILFORD HISTORICAL SOCIETYBARNS AND A BOOK

With the recent addition of a few barns that had not been photographed, theUpper Milford Historical Society currently has information and photos stored in

its computer archives of 136 Upper Milford Township barns. We are always eager toadd more history about these barns and to photograph any other barns that are broughtto our attention. Please don’t hesitate to let us know anything you know about ourbarns and their histories. Putting that information, those memories, on paper (or in thecomputer!) for future generations is a major goal of the society.

Using the information available in our archives, Jeffrey Marshall (the Barn Whisperer) createda great poster featuring barns in Upper Milford Township. Jeffrey is a noted barn researcher andhistorian who presented a program in April for the Historical Society. After his presentation, hecompiled a 14” x 19” color poster showing 20 of the barns in the township, “Proud Witnesses toCenturies of Change.” In explanation beneath each barn picture is the type of barn shown. Theposter is a wonderful keepsake, and copies are available for $5. Stop by the township office orcontact Neil Moser, President, for your copy.

Speaking of a keepsake, as this is being written in July, the Society is working to completeanother item you’ll want to have – An Adult Coloring Book! Yes, I said a coloring book, the latestfad! The Historical Society’s coloring book will feature pictures of places and things associatedwith Upper Milford’s history. The target publication date is in August. You’ll be able to color yourown version of the Veteran’s Memorial Fountain in Old Zionsville, or of one of the churches, or ofa Lenape image, etc. Do a creative, mature coloring job, and you might even want to frame thepicture! The price of the book will likely be about $18 and would make a unique gift.

PLANNING ON DIGGING?

Rain barrels are containers that collect and store rain water to be reused for watering plants, cleaning yardequipment, topping off a swimming pool, etc. Among their many benefits, rain barrels prevent the water theycollect from becoming polluted stormwater that runs off our properties and roads into local streams. Rainwater is “soft water” and is very easy on plants and even cars. Most homesteads, farms, and even urban homesonce had a rain barrel or cistern to store rainwater for other uses. Rain barrel kits are available at manyhardware stores.

Each year the Macungie Ambulance Corps chooses a current topic to focus on during our numerous community outreachactivities. Last year, the topic we chose was the sensitive topic of narcotic overdoses. Unfortunately, since then, we have seen

no decrease in the number of patients suffering from overdoses and other drug and alcohol related emergencies. As a matter offact, these cases are on the rise both regionally and nationally. This epidemic plaguing our country is as much right here in ourown communities as much as it is anywhere else.

Many people’s lives have been touched by this crisis. While many think this is a “big city” problem, the disease of addictionknows no boundaries.

Recently, Layne Turner of the Lehigh County Drug and AlcoholAdministration and Toni Galm from Acadia Healthcare visited our organizationand shared these staggering local statistics…

• Based on prevalence data, there are 28,000 people estimated to be sufferingwith a drug or alcohol addiction problem in Lehigh County. Only anestimated 10% are currently receiving some type of formal help.

• Each month in Lehigh County alone 400 people are seen in EmergencyDepartments for a drug, alcohol or overdose related emergency

• As of mid-June, 69 individuals have died of a drug related overdose inLehigh County. 50% of those individuals resided outside of the City of Allentown.

Drug and Alcohol addiction is a serious local problem touching individuals from all walks of life. Now is not the time to turna blind eye to this crisis. There is hope. Do not believe the myth – “If you do not have insurance, no help is available”. No matterwhat your circumstances are – help is there! Many resources are available for those suffering from addiction and family membersand loved ones trying to help. Here are just a few of those resources.

PARKS & RECREATION

Upper MilfordTownship is a

zoned community.The following are

required:

• Bonfire Permit: required at least 10days in advance of the proposedbonfire.

• Building and/or Zoning Permit:required for new construction,additions, or alterations to exterior ofexisting structures; deck, patio, pool,spa or hot tub; electrical work orwiring; plumbing and HVAC work;and shed.

• Driveway Permit: required for theconstruction of a driveway or othermeans of ingress or egress onto aTownship or PennDOT road.

• Fence or Wall Permit: required forthe installation of any fence or wallover two feet high.

• Grading Permit: required if not inconjunction with another permit.

• Moving Permit: required whenmoving into, out of or within UpperMilford Township. There is no fee forthis permit.

• Occupancy Permit: required prior tooccupying a newly constructedbuilding.

• Park Permit: required in order toreserve a pavilion in a township park.

• Peddler’s Permit: must be obtainedbefore engaging in solicitation orpeddling in Upper Milford Township.

• Sewage Permit: required for theinspection of a new septic system andfor the repair or enlargement of anexisting system.

• Tree cutting and Logging Permit:required if more than 10 trees/year ormore than 30 percent of total numberof trees on lot are taken down. Callthe Township office for specificinformation.

You are invited to take a walk around one of Upper Milford Township’s parks.There’s a pathway waiting for you at each one of our parks.

The first walking trail was laid out through Jasper Park. That trail has become anestablished feature of the park ever since the Snowmobile Club disbanded anddisbursed their funds by providing the money to install the trail. Township workerskept wrestling with the problem of areas routinely washing out over the years. Finally,the latest extensive repairs seem to have largely eliminated that problem.Walking/jogging in the wooded part of the trail where the Lenape Indians plied theirtrade, taking a breather moment on a handy bench, throwing in a few stretchingexercises on the equipment provided, noticing the flower garden along the turnpikeside as you pass, or keeping track of the ball games in progress are all possible as you use the Jasper Park Trail. Reminder – if you are also walkingyour dog, please clean up after them.

Next, the paved ovals at Churchview Park were installed for exercising. Originallyintended for activities other than walking, the paved surface has been adopted bymany residents for walking. As people walk at this park, there are no inclines, noshaded parts, fewer people, and less activity than at Jasper Park. Within the last year,the interior of the paved oval has been planted with wild flowers and allowed toreturn to a more meadow-like, natural state. Therefore, as people walk, it will beincreasingly possible to see birds andbutterflies while enjoying the flowers.

The newest trail is at Lenape Park. It hasjust been completed by the Township PublicWorks Department. If you haven’t already

discovered the trail, stop by Lenape Park and find it by the basketball court, at the far end of the volleyballcourts, or down at the pavilion. The footing for the path is easy-walking, fine gravel. You can follow thetrail all the way around the park, down along the tree line, past the ball fields and into the parking lot.This is a calming addition to an often busy park and lends itself nicely to a leisurely stroll.

Hopefully, in the near future, we may be able to report about a walking trail being developed onproperty in Vera Cruz that Harold Fulmer gave to the Township years ago. This would be yet anotheractive way to enjoy Upper Milford’s neat, scenic, outdoor gems-its parks!

The Township accepts yard waste dropped off by residents at the Township’s Yard WasteDrop Off area behind the Township’s Garage, accessed via Church View Road. Materials

may only be dropped off by Township residents and this service is not offered to lawnmaintenance or landscape businesses.Grass, leaves, and brush or branches must be kept separated and unloaded at the appropriate

location as identified by the signage at the site.Branches are limited to 4” diameter and must be no longer than 8’.

Hours of operations are Wednesday from 12:00 p.m. to 6:00 p.m. and Saturday from 8:00 a.m. to 4:00 p.m. and Sunday 12:00p.m. to 4:00 p.m. Fall hours (not including holidays) beginning October 14th through December 13th are Monday, Tuesday,Thursday, and Friday 8:00 a.m. – 2:00 p.m., Wednesday 8:00 a.m. to 6:00 p.m. or dusk, andSaturday from 8:00 a.m. to 4:00 p.m., and Sunday 12:00 p.m. to 4:00 p.m. Call the office at(610) 966-3223 for additional information.The Township, at times, has a supply of coarse wood mulch available to the public. OPEN SPACE REFERENDUM

The Board of Supervisors deem it to be in the best interest and general welfare of Upper Milford Townshipto acquire interest in open space for the purposes of protecting, conserving, and preserving undeveloped

open spaces; forests and farmland; natural and scenic resources; and recreational and historical land. Towards thatend, on June 16, 2016, the Board of Supervisors adopted Ordinance No. 147 which will place a ballot question before

the voters of Upper Milford Township at the general election of November 8, 2016, asking if they favor the impositionof an additional Earned Income Tax to finance the acquisition of interests in real property. The question to be asked is:

“Do you favor the imposition by Upper Milford Township of an additional Earned Income Tax at the rate of 0.1385 (%)percent on an annual basis beginning January 1, 2017, to be used for the purposes of financing the acquisition, protection,

conservation or preservation of undeveloped open spaces or areas; forests and farmlands; natural and scenic resources; andrecreational or historic lands; and payment of the attendant costs associated with such actions? YES or NO”

While the Board of Supervisors have the legal authority to place a question on the ballot, it is only the voters who can decidewhether they favor the imposition of an additional Earned Income Tax. If the voters agree, there will be an additional EarnedIncome Tax increase of thirteen and 85/100 ($13.85) dollars per ten thousand ($10,000.00) dollars of earned income beginningin 2017. All revenue raised by the additional Earned Income Tax will be used to acquire agricultural conservation easements,finance the acquisition of open space, finance the protection of recreational or historical lands, and to pay the costs associatedwith such actions. The additional Earned Income Tax will remain in effect for at least five (5) years, at which time a new questioncan be placed on the ballot asking the voters whether they wish to rescind the additional tax..

Please note, Earned Income excludes: Social Security Benefits; Unemployment Compensation; Pensions; Public Assistance;Death Benefits; Gifts; Interest; Dividends; Boarding and Lodging to employees for convenience of employer; Lottery Winnings;Personal use of company cars; Supplementary unemployment benefits (sub pay); Capital Gains (Capital losses may not be usedas a deduction against other taxable income); Disability Benefits (Periodical payments received by an individual under adisability insurance plan; Active military service served outside of Pennsylvania and summer encampment; Cafeteria plans; andclergy housing al lowance. Some forms of payments from Individual Retirement Programs, such as Keogh, Tax Shelter Annuity,IRA, and 401K are not taxable. Taxpayer should refer to the PA Department of Revenue regulations regarding taxablecompensation.
