efforts to enhance reliability and help us prepare for upcoming changes in electric distributionrdquo said Manager of Transmis-sion Operations and Reliability Compli-ance Dave Dittmann

Central Hudson is expanding the Tier 1 network by installing miles of distribu-tion fiber optic cable from the Reynolds Hill substation to the South Road head-quarters There will be additional feeds from South Road across the Mid-Hudson Bridge to the Highland substation and east to the Manchester and Todd Hill substa-tions where they will tie into the existing transmission fiber network The Compa-ny is leasing 12 fibers from the New York State Bridge Authority and leasing 144 fi-bers to QCS Telecom

The fiber optic cables provide an al-ternative communication method to the Tier 1 microwave antennas that are stra-tegically located throughout the territory There are microwave dishes atop the South Road Kingston and Fishkill districts as well as Illinois Mountain Mount Beacon Overlook Mountain and the Roseton and Manchester substations

Some locations use an antenna and fiber cables while other locations use just one communication medium When Net-work Strategy is fully implemented in a

few years nearly every substation and field device will be interconnected through ei-ther fiber cables or antennas

A new strategy a new challengeFor the first time in Central Hudsonrsquos

history ruggedized rodent-resistant fiber optic cables will run underground from the Mid-Hudson Bridge to a riser pole near Shadows on the Hudson on South Pine Street in Poughkeepsie The fibers are being run through spare ducts that are part of the Poughkeepsie underground electric distribution network

The delicate nature of the hair-thin fi-bers that are made of glass along with the need to maintain a minimum bend radius and low stringing tension present unique challenges that employees havenrsquot previ-ously encountered

Typically underground electric dis-tribution circuits are completed with one pull and spliced together when necessary such as when going around tight corners The Company wants to minimize the number of splices along the run to protect the fiber improve reliability of the equip-ment and save time and money The team is starting the underground route in the middle pulling as much as possible with-out putting too much strain on the fiber and then coiling the fiber on the ground

to be fed through the next section This minimizes the number of splices to fiber cables and helps the splicing team nav-igate around tight turns After getting to the riser pole on South Pine Street the rest of the route will adhere to the traditional overhead method The work is expected to be completed by year end

ldquoWorking with fiber in the under-ground plant especially in an urban envi-ronment with runs that are nearly a mile long is definitely part science and part artrdquo said Senior Telecommunications Sys-tems Designer Jim Rhoda ldquoWhile there might have been some initial trepidation and uncertainty with placing this fiber Irsquom happy to say that the team is perform-ing flawlessly and exhibiting a great deal of resolve and dedication in getting this job done in a safe and efficient mannerrdquo

The splicing team led by Foreman Bob Dunderdale is pulling nearly 3000 feet of cable through seven manholes and two risers The crew has more than 100 years of experience combined yet no one had prior experience pulling fiber optic cable

ldquoInitially there was some apprehen-sion but fortunately all is going wellrdquo Dunderdale said ldquoWe are very happy to have the opportunity to participate in the ongoing effort to bring the latest technolo-gy to the Central Hudson systemrdquo

The Company also recently complet-ed a Tier 1 fiber optic expansion from the Newburgh district office to the Union Av-enue substation Next year Central Hud-son is expecting to complete the link be-tween the Bethlehem substation and the Rock Tavern substation

The Tier 1 network facilitates commu-nication to support SCADA transmission line protection security cameras voice communications and general network traffic It is the backbone of the system and it provides high-speed high-capacity communication between devices in the field and the district offices

Another major success expected by year-end is the completion of the Tier 2

network in Fishkill Tier 2 of Network Strategy is a medium-capacity radio mesh network that provides new capabilities for the distribution system to meet the current and future needs of the Distribu-tion Automation and Distribution Man-agement System projects It utilizes radio transmitters and receivers on distribution poles to relay information about system conditions and communicates with sub-station hardware such as automatic load transfer devices

Central Hudson is installing 300 radi-os on utility poles throughout the Fishkill district The Company will begin the in-stallation of 500 radios in the Newburgh district next year This will tie in commu-nications on both sides of the Hudson Riv-er Poughkeepsie Kingston and Catskill are expected to be completed during the next three years

ldquoWe are meeting all of our objectives and are moving forward in our efforts to enhance communication and build a foundation that will support future proj-ects and improve reliabilityrdquo Dittmann said ldquoOur crews have done a tremendous job adapting to new technology and tech-niques and their efforts have enabled us to stay on schedulerdquo
