In Service Courses

Course on Tactics - 39, April 15-19, 2013.

45 Participants (11 -IPS Officers, SPS Officers-14, CAPFs-20 ) participated in the course. Shri Subhas Goswami, Director, SVP NPA, inaugurated the Course. The Participants were given inputs regarding the conduct of tactical operations in Militancy, extremist, naxal infested areas. Basic drills of C.I. Operations and use of Geographical area and weapons to their tactical advantage were also taught. They were made aware about latest technologies in terms of weaponary including non-lethal weapons, communication equipment, body armor, tentage and ration items to sustain prolonged operations.

Re-union Seminar 1983 Batch, April 16-17, 2013.

31 IPS officers of 1983 Batch participated in the seminar which was inaugurated by Shri Subhas Goswami, Director, SVP NPA. Theme of the seminar was ‘strategies for effective police response to crime against women’. Good initiatives taken up by different state police for effective police response to crime against women were discussed with the participants. These initiatives were compiled to be emulated by other states.

In Service Courses

Seminar on National Security, May 06-10, 2013.

Module on “Wild Life Crime Detection”, May 13-17, 2013.

66 -IFS Probationer’s Participated in the module. The Module aimed at enabling the participants to know about the investigation of Wild life crimes and application of forensic techniques in investigation. They were also given inputs regarding effective strategies to prevent wild life crimes and to handle mobs and other related wild life crimes effectively. The Valedictory session was presided over by Shri Subhas Goswami, Director, SVP NPA.

48 Participants (03-IAS Officers, 14 -IPS Officers, Assam Rifles-02, CPO’s-09, Other Orgn–20) participated in the seminar which was inaugurated by Shri Nehchal Sandhu, Dy NSA, New Delhi. The participants were given inputs about different dimensions and elements that constitute National Security as well as threats to such security. It gave an opportunity to the participants to interact and exchange ideas on National Security.

Seminar on Community Policing , May 22-23, 2013.

26 participants (IPS Officer’s-14, SPS Officer’s-12) participated in the seminar. The seminar was organised to examine in detail the importance, concept, elements and implementation of community policing. Various case studies pertaining to community policing were discussed during the course of seminar apart from sharing personal experience of the participants. It helped in analysing the best practices in community policing. The Valedictory session was presided over by Dr.M.K. Devarajan, IPS (Retd.) Member SHRC, Rajasthan.

25 Participants (IPS Officer’s-14, SPS Officer’s-02, CAPFs-03, Navy-02, Forensic-04)participated in the seminar. The seminar aimed at motivating the participants for applying the emerging technologies in Forensic science in processing the scene of crime. They were given inputs on how to appreciate and implement modern methods of analysis in combating crime through DNA profiling, post blast analysis, audio and video authentication and forensic toxicology. The Valedictory session was presided over by Shri Subhas Goswami, Director, SVP NPA.

39 Participants (IPS Officer’s-11, SPS Officer’s-08, CAPFs-20) participated in the course. The

inauguration and valedictory session was presided over by Shri Subhas Goswami, Director,

SVP NPA. The participants were given inputs regarding the conduct of tactical operations in

46th -Training of Trainers Course, June 03-28, 2013.

21 Participants ( IPS officers-4, CPOs-15, Coast Guard-02, NPA faculty-3) participated in this course which was inaugurated by Shri K. Koshy, IPS (Retd.). The Training aimed at making the participants conversant about the characteristics of adult learners, communication principles, problems and perspectives in police training and use of training methods. After these inputs the trainees were made to assess the training need and develop need based indoor and outdoor course designs for trainees which will help them to conceptualize, design and conduct training courses in their respective training institutions. The Valedictory session was presided over by Shri Subhas Goswami, Director, SVP NPA.

Re-union Seminar 1988 Batch (41RR), June 26-27, 2013.

49 IPS Officers of 1988 Batch Participated in the seminar which was inaugurated by Shri Subhas Goswami, Director, SVP NPA. Theme of the seminar was “Cyber Crime-Are we ready?“. The Challenges faced by the law–enforcement agencies due to the increase in cyber crimes was discussed in detail during the seminar. It was concluded by the batch that police must take lead in issues connected with cyber crime in coordination with various agencies as it is the only agency which can investigate and prosecute cyber criminal under IT Act.

Basic Course on Cyber Crimes, June 24-28, 2013.

38 Participants (IPS Officer’s-13, SPS Officer’s-07, CAPF, Other Orgn–20) participated in the course. Dr. N. Balakrishna Asst. Director of Indian Institute of Science, Bangalore gave inputs regarding developing expertise for successful investigation and prosecution of computer and internet crimes. It enabled the participants to understand present Cyber security scenario, emerging threats and measures to counter them. It also provided an opportunity to the participants to share their knowledge, exchange experiences and create a network of resource persons in the field of computer and internet crimes. Ashesh Singhal Memorial Debate Competition - The Ashesh Singh Memorial Debate

Competition was held on the topic “Rule of Law is a Utopian Concept for Indian people”.

The Competition witnessed active participation from OTs who were randomly assigned to

speak for or against the topic. Ms. Syed Sehrish Asgar, IPS OT (65 RR), was declared the

winner.

Forensic Newsletter (Forensics for you) - A group of IPS OTs of 65 RR under the guidance of

Prof. M.B. Rao and Prof. Swaroop Vedanand had worked together to bring out the first

edition of the Forensic Science newsletter which was released by the

Director, Shri Subhas Goswami. Titled, “Forensics For You”, the newsletter’s aim is to raise

interest and awareness on the latest advancements and applications of Forensic Science

without being overly technical. The newsletter contained interesting case studies and some

modern advancements in Forensic Science.

Pre Dinner Talk

A Pre Dinner Talk, delivered by Shri Subhimal Bhattacharjee, Country Head, General

Dynamic International Corporation was held on issues relating to cyber security and cyber

space and the challenges and opportunities arising from international engagements in this

area. Cyber threats from hostile countries to India as well as the security of electronic

hardware used in India were discussed. This was followed by an interactive Q&A session.

Shri Subhimal Bhattacharjee

Ms. Nalini Gangadharan, Chairperson of the CAP Foundation, delivered a Pre Dinner Talk on

the scope and means of police – civil society partnership for the welfare of children and

vulnerable youth. She provided various examples of the work of her foundation in these areas

in Naxal affected regions as well as in Jammu and Kashmir. Constraints in implementing

these partnerships were also discussed, which was followed by an interactive Q&A session.

Sh. Kulbir Krishan, DG (Prisons), Meghalaya delivered a Pre Dinner Talk on the various

aspects of media management by the police. Stressing on the importance and possible uses of

proper media handling, he gave practical guidelines to the audience on giving an effective

interview before the camera. This was followed by an interactive Q&A session.

Sh. K.C. Reddy, IPS (Retd.) delivered a Pre Dinner Talk on the concept of Police Leadership in

the current times. He discussed the challenges being faced by police officers in ensuring

effective investigation and in motivating their subordinates and raising their competency.

Sh. Sudhanshu Sarangi, IPS, (JD) Aviation Research Centre, Cuttak, Odisha conducted a

highly useful “Interviewing Skills Module” in which he discussed the appropriate methods

for interviewing of suspects. His suggestions were based on findings from prominent

research studies as well as his own experience in this area. These techniques were then

practiced by the OTs as they were made to interview suspects in simulated conditions.

Shri Debasis Nayak, Director ASCl, Pune, delivered lectures to the IPS OTs on the IT Act with

the latest amendments, basics of information security through encryption as well as on the

“ReadNotify” software that can be used to track sent emails by the sender. OTs were

introduced to the field of cryptography and important topics such as digital signatures and

hash functions. The Fundamentals of computer networks were also discussed in lecture.

A series of lectures for the whole day in two groups of 4 squads each were held by Prof. Ved Kumari, I/C Law Centre-1, Faculty of Law, Delhi University, on the issues relating to gender sensitisation and their reflection in the current legal framework. The speaker gave a historical overview of the development of a patriarchal society followed by a discussion of gender stereotypes and the ways in which these biases are reflected in law, such as in Section 300 of the Indian Penal Code. All these discussions were carried out in an interactive manner using questionnaires and similar techniques.

IPS OTs were divided into 10 groups and were sent to various districts of Karnataka to

observe and gain some practical insights into the election arrangements made by the police

for the upcoming elections. Each OT was attached to a specific ACP for that particular

constituency. Each group gave a presentation on their observation and experience on

returning back from the attachment.

Sh. R.P.N. Singh, Minister of State for Home Affairs visited the Academy and inaugurated the

newly constructed Band Section Building. The Hon’ble Minister then addressed the IPS OTs

of 65 RR, stressing on the values of political neutrality and service to the nation. He laid stress

on the role of the OTs as future leaders of Indian police Service and the need for fulfillment of

this role by them in the most professional and competent manner. He then took some

questions from the OTs which ranged on issues such as the role of CBI and police reforms.

A Khula Munch was held on May 16, 2013 in the presence of the Director, SVP NPA, in which

the OTs received an opportunity to air any suggestions of interest to them in a free and frank

atmosphere. Among the notable issues raised were the outdoor timetable and the uniform

allowance. These matters were addressed to in a suitable manner.

A seminar on Police Leadership was held under the supervision of Prof. A.K. Saxena. The seminar saw enthusiastic participation from OTs, each of whom was given 3 minutes to speak on the topic. Innovative and interesting ideas on the same were provided and a c o m p e n d i u m o f t h e s e presentations was made available to all the OTs. The Director, SVP NPA, Shri Subhas Goswami was amongst the three judges. Ms. Divya Mittal was adjudged the winner of the seminar – cum – competition.

A Summer Camp is being organised every year by the SVP National Police Academy Wel-fare Society for the children of employees of the Academy during summer season, as part of the welfare activities. The objective is to inculcate in them an aptitude towards outdoor activities. Some of the activities organised during the camp include swimming, riding, jungle camp etc.

A Sammelan of the staff members of the academy is Chaired by the Director SVPNPA &

attended by all the faculty of NPA. It is a forum for the redressal of grievances of staff of

NPA.
