Zero Carbon Act

• Hold global average temperature rise to 2°C• Aim to limit global average temperature rise

to 1.5°C

• Requires Nationally Determined Contributions

• Countries must communicate their contributions to the global response on climate change

• New Zealand’s first NDC covers the period 2021 – 2030.

• Contribute to efforts to limit global average temperature rise to 1.5°C

• Transition NZ to a low-emissions and climate-resilient economy

• By 2050, long-life greenhouse gases are net zero and biogenic methane emissions are 24 – 47% below 2017 levels

• Emissions budgets focus on cutting domestic emissions

• Domestic abatement will count towards meeting our NDC

What is a nationally determined contribution?

• The Paris Agreement requires Parties to have an NDC. This is the contribution

countries agree to make to the global response on climate change.

• New Zealand’s first NDC is to reduce emissions by 30% below 2005 levels over the

2021 – 2030 period

• Countries were asked to update their NDCs to increase ambition.

What did we hear from iwi/Māori last time?

• The need for recognition and acknowledgment of Te Tiriti

• A strong understanding of te ao Māori (Māori belief system and values) is needed by the Crown to understand the role of tāngata whenua and their connection to the taiao(environment) as its kaitiaki (guardian)

• The need to think more broadly than about economic cost

• Cultural impacts for iwi/Māori and how it affects their ability to demonstrate and uphold their cultural values and practices

• The disproportionate impacts on iwi/Māori

• Ensuring environmental integrity for any use of international carbon markets, to supplement domestic action

What has changed since 2015?

• Reform of the NZ Emissions Trading Scheme

• Put a cap on the ETS to ensure environmental integrity

• We now have the tools to limit any future use of international units

• Climate Change Response (Zero Carbon) Amendment Act 2019

• Set domestic targets and a framework for achieving these through budgets

• Emissions reduction plan and national adaptation plan

• Created the independent Climate Change Commission

What did the Commission say about the Nationally Determined Contribution?

What do you think of the Commission’s advice on the NDC?

The Commission advised that the current NDC is not compatible with limiting global average temperature rise to 1.5°C.

The Commission’s advice was to make the NDC more likely to be compatible with limiting warming to 1.5°C, it should be a reduction of much more than 36% below 2005 gross levels by 2030.

What did the Commission say about how we meet the Nationally Determined Contribution?

What do you think of the Commission’s advice on the NDC?

The Commission advised that the Government should continue to enable the NDC to be met through a combination of domestic emission reductions, domestic removals, and use of international carbon markets.

We have heard previous concerns about environmental integrity and the use of international units towards New Zealand’s climate change targets.

The Prime Minister and the Minister of Climate Change have announced that New Zealand’s NDC will be revised this year, following receipt of the Commission’s final advice.
