NYSDOT Sustainability & GreenLITES New York State Department of Transportation GreenLITES Certified GreenLITES Gold GreenLITES Silver GreenLITES Evergreen “What gets measured gets done.” NYSDOT developed the Green- LITES (Leadership In Trans- portation and Environmental Sustainability) certication pro- gram to help integrate sustain- ability principles into transporta- tion using the building industry’s LEED system as a model. The program is used on a continuous basis and formally ranks capital projects, operations/ mainte- nance work on a sub-regional basis, and all region-wide invest- ments made (and not made) on an annual cycle for internal review and comparison. Initially used as a tool for the assessment of environmen- tal sustainability on individual capital projects, GreenLITES’ potential to address transporta- tion investments across a range of program areas soon became apparent, and a more holistic approach to the “triple bottom line” of economy, society, and environment was adopted. As a result, the GreenLITES program now includes a growing collec- tion of tools (rating systems, spreadsheets, and other metrics) for the planning and assessment of projects, operational activi- ties, maintenance programs, and regional investments. GreenLITES is a transparent, metrics based, self-assessment program to institutionalize triple bottom line thinking, continu- ously measure performance, and foster best practices throughout NYSDOT. Th e principles of sustainability are rooted in the National Environment Policy Act (NEPA), passed in 1969, in which Congress declared a national environmental policy (Sec. 101 NEPA [42 USC § 4331]):

“Th e Congress . . . declares that it is the continuing policy . . . to use all practicable means and measures . . . to create and maintain conditions under which man and nature can exist in productive harmony, and fulfi ll the social, economic, and other

requirements of present and future generations of Americans.”
