    The 'ualitati!e Contribution E!aluation 3'CE4 of the National #udget Circular No.

    2/+ practices of the State :ni!ersities and Colleges 3S:Cs4 is an integral and effecti!e

    component of total =uality assurance in public tertiary education. It is designed to maBe an

    effecti!e moti!ator for the de!elopment of a culture of e7cellence in> Instruction1 "esearch1

    E7tension1 and Production. That 'CE 5ould maBe as an effecti!e reliable measure for

    faculty ranBing among the public tertiary institution.

    'ualitati!e Contribution E!aluation is a !alidating factor of CCE 5ith t5o le!els> 6irst

    is 'CE for instructors1 assistant Professors and associate Professors is focused on

    instructions?teaching effecti!eness. This ho5e!er shall not pre!ent a faculty from ha!ing
