TravelSmart Officer –Seed Funding Grants

The Department of Transport (DoT) is seeking expressions of interest from selected local governments to participate in the Local Government Travel Change program. Grant funding will be provided by the DoT to successful local governments to assist with the employment of a TravelSmart Officer (TSO) between 2015 and 2018.

The role of the TSO is to work with the community and across Council functions to integrate sustainable transport options such as public transport, walking and cycling with local transport, land use and community development opportunities in the area.

Participation in the Local Government Travel Change program will require a commitment to engage a TSO for an initial period of 36 months. The DoT is offering a grant of 75 percent of the salary cost (up to $48,750) in the first year and 38 percent (up to $24,700) in the second year of the scheme. The third and final year of the scheme will be fully funded by the local government.

Expressions of interest should take the form of a short covering letter and statement of claims against the selection criteria in the application form (attached), be supported by Council approval for the co-contributions and should be returned to the DoT by 27 February 2015. Full details are included in the attached Guidelines.

Your TSO will provide the local community with sustainable and active transport solutions that will contribute to the alleviation of congestion, and help build healthy communities and create spaces that people want to live in.

1. Overview The Department of Transport is leading an expansion of its Local Government Travel Change program, and is offering grants to facilitate employment of TravelSmart Officers. Expressions on Interest for TravelSmart Officer gra nt funding are invited by 27 February 2015 and should be sent to:

Expressions of Interest (EOI) should address the se lection criteria set out in Section 4 of this document, and should be endorsed by Council or the Executive of the Local Government Authority with a clear indication as to the budgetary commitment in support of the EOI.

2. Objectives outputs and outcomes The objective of the Local Government Travel Change Program is to support local governments to reduce car dependency and increase active transport in their communities through the employment of a TravelSmart Officer (TSO). An independent review of the program in 2011 found that local governments that employ TravelSmart Officers value the importance of their work and recognise the significant benefits to the community that can be attributed to the TSO. The review found that the program overall is achieving significant benefits from reductions in vehicle kilometres and has an estimated benefit-cost ratio of 2.5:1 with net annual benefits to the community of $1.6 million including reduced congestion and vehicle operating costs in addition to improvements in infrastructure, accessibility and safety. The role of the TSO is to work with the community and across Council functions to integrate sustainable transport options such as public transport, walking and cycling with the local transport, land use and community development opportunities in the local area. TravelSmart Officers offer valuable resources in securing grants for a range of activities such as bus shelter improvements, better bicycle facilities, production of physical activity plans, events management (such as Bike Week and Walk Over October), input to planning strategies and policy and workplace travel plans. TravelSmart Officers will be expected to achieve a number of outputs and outcomes during the term of the grant including:

• Establishing a work plan for adoption by council; • On-going learning and development by participating in the TravelSmart Local

Government Officer network and professional development offered by the DoT; • Integrating TravelSmart (travel information and behavioural approaches) into the

broad transport, land use planning and community development policies of Council.

• Developing local travel information and events based opportunities for the local community;

• Developing a Workplace Travel Plan targeting Council employees, with the assistance of those employees;

• Promoting and assisting the local community to engage in TravelSmart initiatives such as TravelSmart to Schools and TravelSmart Workplace programs;

• Developing innovations in the promotion of travel alternatives such as walking, cycling and public transport.

DoT coordinates meetings and professional development sessions for the TravelSmart Officer Network. This ensures that TSOs are able to undertake their work with the support of a range of professionals with knowledge and expertise of best practice initiatives in the field of travel demand management. At the end of the grant supported period local governments are encouraged to continue employing a TSO. Since the program began in 2000, 21 metropolitan local governments have received seed funding assistance to support the employment of a TSO. The majority have continued to maintain a TSO position post funding period based on the valuable contribution this role provides to local government. 3. Program opportunities Funding is available for the employment of a TSO commencing in April/May 2015. Local governments can secure participation by committing to engage a TSO for an initial period of 36 months. The DoT is offering a grant of 75% of the salary cost in the first year (2015) and 38 % in the second (2016/17). The last year of the scheme the onus is on the Local Government to fully fund the position (2017/18). On-costs relating to the employment are the responsibility of the Local Government as is an operational budget to support the TSO’s activities. It is preferred that TSOs be employed on a full time basis. Smaller local governments may present a combined bid with neighboring authorities, or may nominate for a part-time equivalent allocation of funding. The DoT recommends that a minimum starting salary of $65,000 be allocated for a full time TSO, in order to attract and maintain quality personnel. The following table shows the funding arrangement and milestone payments for one full time TSO.

Milestone Payments The DoT funding contribution of $73,450 is payable in three milestone payments falling due:

Milestone 1 : $24,375 upon endorsement of the Memorandum of Understanding with DoT, by April 2015. Milestone 2 : $24,375 upon appointment of a TSO and acceptance of the TSO Work Plan 3 months after commencement, by September 2015. Milestone 3 : $24,700 upon acceptance of the first progress report, by January 2017.

The grantee will be required to acknowledge the support of the DoT in all materials and communications generated by the TSO. Use of the TravelSmart icon will be by approval of DoT and limited to voluntary travel behaviour change initiatives. Successful Councils will be required to sign a funding agreement with the DoT regarding the roles and responsibilities of the DoT and local governments, the activities of the TSO including the outputs and outcomes listed in Section 2. The funding agreement will also detail financial arrangements, use of the TravelSmart Trade Mark and requirements for regular progress meetings and reporting.

4. Format for expressions of interest Expressions of Interest should be presented on the application form provided and be signed by an officer with authority to bind the Local Government to contribute funding to the project (i.e. the relevant budget holder). Applicants should pay particular attention to providing a response to the selection criteria. Responses to selection criteria may be submitted as an attachment if more space is required. Additional supporting information may also be attached. The selection criteria are: • Commitment to engage a TravelSmart Officer for a minimum period of 36 months and

make co-contributions of all employment on-costs and 25% of salary in 2015/16, and 62 % 2016/17 and fully fund the position in 2017/18.

• Commitment to an annual operational budget of at least $5,000 for TravelSmart initiatives.

• Evidence of existing policies and/or initiatives supporting travel demand management and active transport.

• Potential to implement TravelSmart Workplace and TravelSmart schools programs in the region.
