1. THE PROJECT DETAILS
1.1 Background
Asian Development Bank (ADB) approved the South Asia Sub-Regional Economic
Cooperation (SASEC) Power System Expansion Project (SASEC-PSEP) on July 4, 2011 and
signed the loan/grant/project agreement with the Government of Nepal (GoN) on July 11,
2014. Nepal Electricity Authority (NEA) has received financial assistance from the ADB with
co-financing from Norway and loan from European Investment Bank (EIB) for Implementation
of the above project. However, the safeguard implementation and monitoring cost shall be
borne by NEA.
The project will contribute to Nepal’s energy development objectives by (i) scaling up the on-
grid and off-grid renewable energy supply, (ii) facilitating cross-border power exchange, (iii)
increasing access to renewable energy in rural areas, (iv) building capacity for on-grid and off-
grid power sector development, and (v) utility scale solar photovoltaic project development.
The project targets the strengthening and expansion of transmission and distribution systems
that will enable Nepal to further benefit from power trading and development of its abundant
hydropower resources. Transmission network strengthening and expansion, in conjunction
with current hydropower generation development, is a precondition to reducing load shedding
and increased cross border electricity trade.
The transmission line corridors and distribution system expansion project is listed below:
1. Kali Gandaki Corridor:
Dana-Kushma 220 kV transmission line (length: 38:85 km).
Kushma-New Butwal 220 kV transmission line (length: 88 km).
New Butwal-Bardaghat 220 kV transmission line (length: 21 km).
Construction of grid substations: 100 MVA (33.33 MVA X 3 single phase unit), 220
kV/132 kV at each of Dana and Kushma substation and 25 MVA, three phase, 132
kV/33 kV at Dana and 100 MVA, 3 phase, 220 kV/132 kV at New Butwal along Kali
Gandaki Corridor.
However, this semi-annual report does not cover New Butwal-Bardaghat 220 kV line as
its EIA of this line is under process.
2. Marsyangdi Corridor:
Udipur-Markichowk-Bharatpur 220 kV transmission line (length: 67 km) and
substation at Khudi, switchyard at Udipur, Markichowk substation, and bay extension
at Bharatpur.
Manang-Khudi-Udipur 220 kV transmission line (length: 45 km) and associated
substations at Manang and bay extension at Khudi.
Similarly, this semi-annual report doesn't cover Manang-Khudi-Udipur 220 kV
transmission line as the construction work has not yet been started in this section of the
project.
3. Marsyangdi to Kathmandu:
Markichowk-Matatirtha 220 kV transmission line, and associated bay extension at
Matatirtha (length: 82 km).

Construction of 480 MVA, 220 kV/132 kV grid substations along Marsyangdi-
Kathmandu route.
4. Power distribution network improved:
Construction and or Upgrading of 410 km of 33 kV, 545 km of 11 kV and 725 km of 400 V
distribution lines, 216 MVA, 33/11 kV Substations, and 20 MVA distribution substations in
The East, Central and West regions.
Lot 1: Distribution System expansion in eastern and central Nepal.
Lot 2: Distribution System expansion in western Nepal.
Lot 3: Up-gradation of distribution networks.
1.2 Physical Progress of the Project Activities
Consultant has deployed Social Safeguard Officers in each subproject under the authorization
of Environment and Social Studies Department, NEA. The officers have collected the
necessary information and data by consulting senior technical officials, representatives of the
district, local authorized persons, affected people, contractors and locals to prepare this
progress report. The summary of physical progress of packages during the period of July’18
to Dec’18 are described in the below Table-1.

The heavy transformer has been brought to the Khurkot Substation by the contractor.

Concreting of SPR (Switch Panel Room) building is going on.
Control office construction is ongoing on.
Pillar construction for transit camp has been completed.
Boundary wall construction on the southern side is also ongoing.
Labor camp construction has been completed and labor shifting is ongoing.
The drain for access road is being constructed.
Construction of the protection wall for the access road ongoing.
Dana Substation:
Construction of LM tower foundation is in progress.
Construction of firefighting building is in progress.
The front side wall construction is in progress

132 kV & 220 kV tower foundations are ongoing.

In Myagdi District, 38 tower foundation and 29 tower erection have been completed. 5 tower foundation and 3 tower erection is in progress.
Stringing has been started from AP13/A, AP13/B, AP13/C to AP14 in Parbat District and has been completed from AP3 to AP4. Similarly, Stringing work has been started from AP35B to AP39D in Myagdi District.
Details of tower foundation and tower erection is enclosed as Annexure 1.
2 Kushma-New Butwal 220 kV transmission line, and substation at New Butwal
New Butwal Substation:
Construction activities of access road have been completed.
Ground leveling process is ongoing.
Construction of boundary wall is ongoing.
The contractor site office and labor camp, toilet, bathroom construction has been completed.
The compound has been barred with temporary fences.
The transformer setup and power control building foundation work is in progress.
Tower Footing (Angle Points):
Check survey is ongoing.
Check survey completed from AP5 to AP 37D and AP42 to AP83 in progress.
Cadastral survey work has been completed from AP 47 to 83 and in progress at Syangja district.
Cadastral survey work has been completed from AP25 to 83 and in progress at Parbat district.
Tower foundation excavation started at AP55 in Baganaskali-1, Palpa district.

Water storage tank has been completed in substation for collection of water for construction work.

Preparation for casting in substation's foundation works is ongoing.
Soiling and PCC work has been completed for C type building.
Soiling and PCC work has been completed for transformer installation.
Bar bending for transformer installation works is ongoing
Construction of a new block of labor camp for labor residing inside Markichowk Substation is in progress.
Tower Footing (Angle Points):
165 tower foundation and 118 tower erection have been completed. 26 tower foundation and 17 tower erection is in progress.
In Dhading District, 101 tower foundation and 76 tower erection have been completed. 14 tower foundation and 13 tower erection is in progress.
In Chitwan District, 17 tower foundation and 12 tower erection have been completed. 6 tower foundation and 1 tower erection is in progress.
In Gorkha District, 43 tower foundation and 27 tower erection have been completed. 6 tower foundation and 3 tower erection work is in progress.
In Tanahun District, 4 tower foundation and 3 tower erection have been completed.
Stringing has been started from AP 35/0 to 35/1 and AP 69/1 to 68 in Gorkha district and has also been started from AP 34/A1 to AP35/1 in Dhading district.
Details of tower foundation and tower erection is enclosed as Annexure 1.
Marsyangdi Corridor
4 Udipur-Markichowk-Bharatpur 220 kV Transmission Line
Udipur substation:
Under the tender process of the substation Tower Footing (Angle Points):
Check survey of Chitwan, Tanahun, Gorkha and Lamjung has been completed.
Cadastral survey is ongoing.
Construction work has not been started.
1.3 Reporting Period
The reporting period of this Semiannual Social Safeguard Monitoring Report covers period
from July to December, 2018.
1.4 Monitoring Requirements and Frequency of Submission
As per loan covenants, semiannual safeguard monitoring report is required to be disclosed on
ADB’s website. The loan covenants compliance status is enclosed as Annexure-2. The
semiannual report is based on the periodical report (Quarterly, Monthly) prepared by the
subprojects, review of approved documents, field information and public consultation with
stakeholders, affected persons, and the relevant project staffs.
1.5 Scope of Semi-Annual Monitoring Report
The Semiannual report covers the information on execution of different
subprojects/components including land acquisition and RIPP implementation activities and
also ensures safeguard provisions and compliance verification, as applicable. The scope of
this semiannual report is detailed in Table 2. PSC is responsible for monitoring and

supervision of NEA components only and therefore, only the projects under NEA components
has been considered/ reported in this report.
The distribution system augmentation and expansion project covers 25 distribution
substations in different districts of Eastern, Central and Western parts of Nepal. The total land
acquired for the construction of distribution substations is 129761.81 sq. m. There are in total
39 APs, among which 3 are IPs and 13 are women. Altogether NRs 175,236,331.95
compensation has been distributed to land owners for the distribution system augmentation
and expansion project in all substations. There are no land issues for the all distribution
substations.

2. CHANGES IN PROJECT SCOPE AND ADJUSTED SAFEGUARD MEASURES
According to ADB SPS 2009, the Project is categorized as “A” for involuntary resettlement and
“B” for indigenous peoples. The project scope is same as approved.
3. QUALITATIVE AND QUANTITATIVE DATA
This monitoring report covers both quantitative and qualitative data related to safeguard issues
and implementation. The Quantitative data are collected to measure the status and change of
a specific variable which are quantifiable such as affected households, acquired land,
compensation distribution status, total structure loss, total crop loss etc.
The Qualitative data are also collected in order to identify the issues as well as get detailed
information during the implementation process through observation, open-ended interviews,
meaningful consultation meetings, GRC meetings, discussions, formal meetings with project
staffs, project affected families, local communities, and other stakeholders etc.
4. MONITORING PARAMETERS/INDICATORS AND METHODS
Monitoring method of this semi-annual monitoring report is based on some important
parameters/indicators including: (i) type of acquisition impacts, (ii) extent of impacts, (iii)
measures adopted to minimize the impacts, (iv) implementation status of mitigating measures,
(v) consultation and participation, (vi) grievance redressed, (vii) compensation payment and
(viii) resettlement and rehabilitation etc.
Various tools were used to collect data and information and to identify issues related to
compensation process which includes: (i) Observation to collect data and information of the
APs to identify potential social issues, (ii) Interviews with locals, workers and officials to collect
data and information, (iii) Grievance Redress Mechanism to conduct GRC meetings to identify
and resolve grievances of APs, (iv) Public Consultation Meetings with local people and officials
(v) Participatory Method with locals and officials and (vi) Formal Survey Method with CDO
representatives, local elected bodies & stakeholders.

5. SEMI-ANNUAL MONITORING RESULTS
Semi-Annual Social Monitoring work is essential for proper implementation of social safeguard
measures. The results of monitoring are summarized in the following sections:
5.1 Documentation and Approval
The combined Resettlement and Indigenous Peoples’ Plan (RIPP) under SASEC Power
System Expansion Project was prepared by NEA and approved by the ADB in June 2011. The
updated RIPP is being prepared covering changes and update in land requirements for
substations and transmission line construction for Dana-Kusma section of Kaligandaki
Corridor and Markichwok-Matatirhta section. The check survey and detailed design is being
finalized and cadastral survey is ongoing for Kusma-New Butwal section of transmission line
of Kaligandaki Corridor. The separate volume of updated RIPP will be prepared and submitted
after completion of detailed design and final check survey.
5.2 Land Acquisition and Compensation Distribution
Land acquisition of Dana and Khurkot substations under Kali Gandaki Corridor and
Markichowk & Matatirtha substations under Marsyangdi-Kathmandu section has been
completed. Comparatively, the land acquisition data differs from original RIPP, because the
entire land requirement presented in original RIPP was based on estimation. Whereas, the
instant report is based on actual land acquired after check survey and detailed design. The
compensation distribution for the APs is under process. With regards to land acquisition for
tower foundation, 4.74 ha and 5.64 ha land has been acquired for Dana-Kushma 220 kV line
subproject under Kali Gandaki corridor and Marsyangdi-Kathmandu 220 kV line subproject
respectively. The details of proposed land in original RIPP and actual land acquired are
mentioned below in Table 3:

For Dana-Kushma 220 kV project under Kali Gandaki Corridor, land acquired for Dana
substation and Khurkot substation is 5.45 ha and 9.61 ha respectively. Similarly, 4.74 ha land
is acquired for tower foundations in Myagdi and Parbat district till the reporting period. In Dana
and Khurkot Substation, acquisition of 15.06 ha land has been achieved.

For Marsyangdi-Kathmandu 220 kV project, land acquired for Matatirtha substation and
Markichowk substation is 6.19 ha and 3.02 ha respectively. Similarly, 5.64 ha land is acquired
for tower foundation in Dhading, Gorkha and Chitwan district till the reporting period. In
Matatirtha and Markichowk Substation, acquisition of 9.21 ha land has been achieved.
KNBTLP
For New Butwal substation of Kushma-New Butwal 220 kV TL Project under Kali Gandaki
Corridor, land acquisition for 8.55 ha has been achieved.
UMBTLP
For Udipur substation of Udipur-Markichowk-Bharatpur 220 kV TL Project under Marsyangdi
Corridor, land acquisition for 5.18 ha of land has been achieved.
5.2.1 Rate Fixation for Land Acquisition
The land acquisition notice for Chitwan District (MKTLP) was published on 2074/11/25 (9th
March 2018). The CDC fixed the rate for land acquisition in Chitwan district on 2075/2/25 (8th
June, 2018). In Dhading district, the CDC fixed the rate for land acquisition on 2074/10/24 (7th
February, 2018). For DKTLP in Parbat district, the CDC fixed the rate for land acquisition on
2074/9/18 (2nd January, 2018). In the CDC meeting of Dhading district the rate was fixed for
land acquisition in Benighat Rorang Municipality (former Benighat VDC ward no 6 and 8) on
2075/5/3 (19th August, 2018). Recently, the land acquisition notice for Kathmandu District
(MKTLP) has been published on 2075/08/01 (17th November, 2018). The detail of land
acquisition notice of Kathmandu district has been attached in Annexure 3.
5.2.2 Compensation for Acquired Land
DKTLP
A total number of 328 APs are affected due to land acquisition in Dana and Khurkot
substations and tower foundations in Myagdi and Parbat districts under Dana-Kushma section
of Kali Gandaki Corridor. A total of 126 APs of Dana and Khurkot substation including
additional land has been compensated by the project. 54 APs and 74 APs affected due to the
land for the towers have been compensated in Myagdi and Parbat District respectively,
whereas remaining 18 APs and 56 APs are yet to be compensated in Myagdi and Parbat
districts respectively. The detail of the compensation has been attached in Annexure 4.
MKTLP
A total of 153 APs are affected due to the land acquisition for Markichowk and Matatirtha
substations and 329 APs affected in Gorkha, Dhading and Chitwan district by Tower
foundation under Marsyangdi-Kathmandu 220 kV line section. In total 118 APs, 75 APs and
17 APs affected due to the land for the towers have been compensated in Dhading, Gorkha
and Chitwan District respectively whereas remaining 85 APs, 22 APs and 5 APs are yet to be
compensated in Dhading, Gorkha and Chitwan districts respectively. The detail of the
compensation has been attached in Annexure 4.

5.2.3 Compensation for Structure Loss
DKTLP
All the structure owners will get full compensation of affected structure and other assistance
as mentioned in the approved entitlement matrix. The CDC meeting finalized the
compensation amount for structure loss for 5 APs of Myagdi and 3 APs in Parbat District till
the reporting period. In Parbat district, 3 APs (AP 7A, AP 10 and AP 24A) have been
compensated NPR 2,404,690 by the project for structure loss. Similarly, in Myagdi district, 4
APs (AP40A, AP29, AP35C and AP32) have been compensated NPR. 4,606,530 by the
project for structure loss. The details of compensation for structure loss has been attached in
Annexure 5.
MKTLP
In Dhading district, CDC meeting finalized the compensation for structure loss under tower for
11 APs in the month of August. Distribution of structure loss compensation is in process.
Among the 11 APs, 5 APs have been compensated NPR 1,995,852.26 by the project for
structure loss. Among 5 compensated APs, 1AP (AP 3/0) has received 50% compensation
amount of the total value of structure loss, the remaining 50% compensation will be provided
after the structure is removed as per project rule.
In Gorkha district, structure loss of APs for tower pad construction has been finalized.
Assessment for compensation has been done by District Technical Office in coordination with
project office. The total amount of NPR 1,058,758.99 has been allocated to 4 affected APs,
among them 2 APs have been compensated NPR 693252.62 for structure loss till the reporting
period.
Similarly, in Chitwan district, structure loss details of Right of Way was submitted to project
office by contractor (TATA) in July. Total 9 houses, 13 huts and 3 toilets have been affected
under Right of Way and NPR 260,251.00 amount has been targeted for 11 APs and the
targeted amount is yet to be distributed to those APs. The details of loss of structure has been
attached in Annexure 5.
5.2.4 Compensation Distribution for Crop Loss
DKTLP
In Myagdi district, 47 APs have been compensated NPR 615711.35 by the project for crop
loss and 1 AP has been compensated NPR 20706.84 for tree loss till this reporting period.
Similarly, 6 APs have been compensated NPR 41,974.50 by the project for crop loss in Parbat
district. The details of compensated amount has been attached in Annexure 6.
MKTLP
In Dhading district, altogether 87 APs have been compensated NPR 1,831,867.95 by the
project for crop loss till this reporting period. Whereas in Gorkha district, in total 49 APs have
been compensated NPR 438303.50 by the project for crop loss. In Chitwan district, NPR
2,60,251.00 amount has been targeted for 14 APs which is yet to be distributed APs whose
crops has been lost during tower foundation work. The details of compensation distribution for
crop loss has been attached in Annexure 6.

5.2.5 Progress on Assistance to Vulnerable Households
DKTLP
In Parbat District, 55 APs have been identified as vulnerable groups in which 16 are
marginalized, 13 are IPs, 19 are women headed, 5 are disabled and 2 are below poverty line.
Similarly, in Myagdi District, 32 APs had been identified as vulnerable group in which 1 is
marginalized group, 26 are IPs, 3 are women headed, 1 is below poverty line and 1 is disabled.
The assistance to vulnerable households is due till this reporting period.
MKTLP
Total 24 vulnerable HHs have been identified out of which, 15 are IPs, 7 women headed, 1
disabled and 1 below the poverty line. Vulnerable allowance as per entitlement matrix has not
been distributed to the vulnerable HHs of the district. Similarly, in Gorkha district, 35 vulnerable
HHs are identified out of which, 14 are IPs, 6 women headed, 8 marginalized groups, 6
disabled and 1 is below the poverty line. Allowance as per entitlement matrix is yet to be
distributed to the vulnerable HHs in the district.
KNBTLP
There has been no progress on assistance to vulnerable households during this period as
check survey is going on.
UMBTLP

5.2.6 Additional Assistances to the PAFs
During this Semi-annual monitoring period, the APs are yet to receive additional assistance,
however, the APs who are eligible to get additional assistance under tower foundation are
being finalized. The eligible APs entitled for the assistance as per the approved entitlements
matrix shall be included in the Updated RIPP.
5.2.7 Major Issues associated with Land Acquisition and Compensation
The report on major issues associated with Land Acquisition and Compensation in the
subprojects have been described separately as follows:

5.2.9 Livelihood Restoration Program
For loss of livelihood, Restoration measures have been identified for any loss of livelihood in
the updated RIPP. ESSD has been planning to implement livelihood restoration and
enhancement skill development training as a part of safeguard measures of the project. The
proposed training will be conducted following the curriculum of Council for Technical Education
and Vocational Training (CTEVT) level 1 skill training.
The skill trainings will be conducted in two phases – one for the tower affected people and
other for RoW affected people. DKTLP team has conducted household survey for potential
participants for the trainings in tower affected area and survey in RoW affected area is yet to
be done. Survey team has collected a list of interested participants for the trainings and their
choices of training in Parbat and Myagdi districts. Various kinds of skill development trainings
have been identified according to the interest of the people. The list of interested participants
was finalized for the skill development training program through GRC meeting in September.
The letter related to the training implementation for Kaligandaki 220 kV project Beni, Myagdi
has been attached in Annexure 7.
In DKTLP, Skill development training program on driving training was started from 25th
November, 2018 in Parbat district. The detail training participant’s list of driving training along
with letter of training implementation have been attached in Annexure 8. Similarly, in Dhading
district (MKTLP), Skill development training on beautician training has been started on 19th
November 2018 (2075/08/3) for 30 female participants of PAFs. The list of beautician training
participants has been included in the consultation meeting, details enclosed in Annexure 8.
This beautician training duration is of 2 months. Similarly, electrician, welding, plumbing and

other trainings will be conducted soon after final selection of the trainees. Final participants
have also been selected for vegetable farming training to PAFs under mitigation activity.
In DKTLP, Skill development training program on driving training for 25 participants was
completed in the month of December. Among 25 participants 2 were IPs and 2 were Dalits.
The detail training participant’s list of driving training has been attached in Annexure 8.
Under mitigation measure in MKTLP, 2 training events of 7 days duration on seasonal and off
seasonal vegetable farming was completed in Siddhalek RM-3, Salangghat and Siddhalek
RM-7; Pipaltar of Dhading district. Altogether 47 APs participated in vegetable farming training.
Among them 20 were female, 12 were IPs and 2 were Dalit. Details of training participants
have been attached in Annexure 8. Similarly, 1 seasonal and off seasonal vegetable farming
training (7 days) for 25 project affected families has been started in Ghyalchowk village of
Gandaki RM-3, Gorkha. Similarly, two training events have been finalized for Chitwan and
Gorkha district's PAF regarding seasonal and off seasonal vegetable farming, in GRC
meeting.

6. GRIEVANCE REDRESSAL MECHANISM
In DKTLP, in the reporting period, 13 GRC meetings were conducted where 177 people
participated among which 43 were women. Similarly, in MKTLP, 22 GRC meetings were
conducted where 153 people participated among which 6 were women. Whereas, in KNBTLP,
18 GRC have been formed through public consultation till this reporting period. Total 11, 24
and 1 grievances have been received in DKTLP, MKTLP and KNBTLP respectively out of
which 7, 14 and 1 grievances have been resolved respectively. The remaining grievances are
under process of resolving. ADB has conducted sensitization training to the grievance redress
committee members in month of November 2018. The details of Grievance Redress
Committee Meeting Matrix and its minutes have been attached in Annexure 9 and Annexure
10 respectively. Similarly, details of the recorded grievances matrix and its letters have been
attached in Annexure 11 and Annexure 12.
7. PUBLIC CONSULTATION & PARTICIPATION AND INFORMATION
DISCLOSURE
While implementing the RIPP, meaningful consultation program with project affected people
was carried out in line with requirements pertaining to receive compensation and
compensation determination procedure. The meaningful consultation ensures the presence of
different categories of representatives (i.e. representative sampling) in the consultation
process so as to obtain a balanced public opinion, equitable and non-discriminatory
participation, provide transparent and factual information with prior information about the
project, systematic documentation of the process, public disclosure of relevant parts etc. The
consultations in instant case were so designed that these basic criteria of a truly participative
and meaningful consultation process is met in its letter and spirit.
A total of 328 people participated in 21 public consultation meetings at DKTLP among which
60 participants were women. Similarly, a total of 256 people participated in 17 public
consultation meetings at MKTLP among which, 64 participants were women. In KNBTLP, 20
public consultations were conducted among which, 18 GRCs have been formed through 18
public consultations and the total participants were 355 where women participation were 59.
All the necessary information about the project and its merit demerits were dissipated well in
advance to address information asymmetry in target group. Besides these, consultation with
Municipality and Rural Municipality representatives have also been carried out to discuss on
project activities and to resolve the problem related with project activities.
The public, CFUGs, business owners, affected people and local level leader were informed
about the project activities. The consultation also focused on entitlement matrix of the project
and compensation receiving procedure. The techniques used were observation, consultation
meetings, interviews and structured questionnaires. These consultations provided inputs for
identification of the needs of the communities and the relevant stakeholders. The detail of
public consultation matrix has been attached in Annexure 13 with the minutes and letters of
the public consultation meetings in Annexure 14 and photos as Annexure 15.
The consulted people were informed about different aspects of the projects and likely about
resettlement impacts and mitigation measures. They were also informed about the (i) process
of assessing resettlement and scope of impacts and (ii) process of compensation
determination in accordance to the Land Acquisition Act 1977 and provisions of compensation

and other assistance made in the Entitlement Matrix and (iii) Mitigation measures including
livelihood restoration and enhancement programs for PAF.

9. RECOMMENDATION FOR MONITORING ADJUSTMENT
The monitoring of social safeguard activities and implementation will be continued during the
project implementation. The following recommendations are suggested for the monitoring
adjustment:
Facilitate the contractors to prepare construction schedule: TATA should prepare
the construction activity in accordance with farmers’ crop calendar and pre-inform the
farmers so that the farmers’ crop loss will be minimized.
Conduction of consultation among site safeguard officers: Sharing and interaction
program should be organized among the field staffs of different corridor.
Provide information timely to ESSD staffs from site officers: Information related
to the progress status of project activities should be provided to ESSD staffs such that
the field.
Organize orientation to disclose the ADB SPS 2009: Staffs of contractor should be
familiar with ADB Social and Environment Safeguard Policy which helps to solve the
social and environmental issues at site.
10. INSTITUTIONAL ARRANGEMENT FOR MONITORING
10.1Central Level Arrangement
10.1.1 Environment and Social Studies Department (ESSD)
The scope of ESSD engagement based on MOU signed with PMD and ESSD is given here
below:
ESSD shall mobilize environmental/social staff to the site for the environmental
management.
ESSD will establish site based ESMU offices.
ESSD shall work in coordination with the PSC safeguard specialists to avoid any
duplication of jobs.
ESSD shall be responsible for implementation of environmental, social measures
including GESI.
ESSD shall be responsible for compliances and impact monitoring, assist project for
grievances handling.
ESSD shall assist implementation of resettlement plan.
10.2Project Level Arrangement
10.2.1 Project Management Directorate, NEA (PMD Office)
The PMD office is overall responsible for the implementation of RIPP. It has also deputed a
Senior Environment Specialist (SES) and a Senior Social Safeguards Specialist (SSS) in the
PMD office for Safeguard implementation and monitoring works of the SASEC TL Projects.
The responsibility of safeguard specialist to cooperate with and provide guidance to the social
safeguards teams of NEA on all tasks related in updating and finalizing the Resettlement and
Indigenous Peoples Plan (RIPP), to provide guidance to NEA’s concerned staff responsible

for social safeguards for detailed census surveys of affected persons and update the list of
affected and displaced persons, to provide required training (in-house and on-the-job) to the
enumerators and surveyors to carry out the census survey and work closely with the NEA
team to involve them in the project planning from the initial period.
10.2.2 Project Manager
The Kali Gandaki Corridor (Dana-Kushma Section) and Marsyangdi-Kathmandu 220 kV TL
Project Manager Office has been established under the organizational setup of PMD. He will
be responsible for establishment of Compensation Determination Committee (CDC). The
Project Manager will be responsible to coordinate valuation by the valuation committee (CDC)
and finalization of compensation packages, to provide necessary guidance in the
classification, and development of all social safeguards documents, including the provision of
training in the development and implementation of RIPP, to prepare Update land acquisition
and resettlement impact assessment based on all available data on land acquisition as per
the detailed layout for each subproject and collect additional data as required and to make
sure the allocation of necessary budget for the implementation of the program. He will be
responsible for the overall coordination of the work and make final decision on environmental,
social and public concern issues.
10.2.3 Environment and Social Monitoring Unit (ESMU)
Environment and Social Monitoring Unit has been established for day to day environmental
and social monitoring of the project (One in Dana-Kushma Section, where it has one
Environmental Safeguard Officer and one Social Safeguard Officer), (One in Marsyangdi-
Kathmandu section, where it has two Environmental Safeguard Officers and Two Social
Safeguard Officers ), (One in Kushma New Butwal Section, where it has one Environmental
Safeguard Officer and one Social Safeguard Officer) and (One in Udipur- Markichowk Section
where it has one Environmental Safeguard Officer and one Social Safeguard Officer) in
coordination of work with PAFs, local communities, Rural Municipality/Municipality and district
level line agencies. The unit has site office for day to day monitoring of the social and
environmental impacts and responsible for submitting the compliance monitoring reports.
10.2.4 Project Supervision Consultant (PSC)
The project supervision consultant have mobilized social safeguard specialist. They will be
responsible for updating/ finalizing the RIPP based on the final engineering design and check
survey to be done by the construction contractor. This will be done in close coordination with
PMU/PIU. The consultant will further assist in overall supervision of the projects and ensure
all plans are implemented in a smooth and timely manner in accordance with the provisions
of the RIPP. They will also prepare and implement training and capacity development
programs for resettlement and indigenous planning for the PIU and PMU of NEA and their
concerned staff and will closely work with the PMU and PIUs to ensure displaced persons and
compensated before the construction activities. The PSC safeguard specialist will also be
responsible for assisting NEA for preparation of monitoring reports.
11 PROPOSED MAJOR ITEM OF FOCUS FOR NEXT REPORT
