CODE
TheNationalConstructionCode(NCC) isan initiativeoftheCouncilofAustralianGovernmentsdeveloped to incorporate all on-site construction requirements into a single code. The BuildingCodeofAustralia(BCA)isVolumeOneandVolumeTwooftheNCC.
TheGuide
TheGuideisacompanionmanualtoVolumeOne.Itisintendedasareferencebookforpeopleseekingclarification,illustrations,orexamples,ofwhataresometimescomplexBCAprovisions.
The two books should be read together. However, the comments in this Guide should not betaken to override the BCA. Unlike the BCA, which is adopted by legislation, this Guide is not
called
up
into
legislation.
As
its
title
suggests,
it
is
for
guidance
only.
Readers
should
note
thatStatesandTerritoriesmayhavevariations toBCAprovisions.ThisGuidedoesnotcover those
variations. For advice on these matters contact your State or Territory building controladministration.
This Guide covers only Volume One of the BCA and primarily deals with Class 2 to Class 9buildings. Volume Two of the BCA contains guidance notes throughout and diagrams andhenceisnotincludedintheGuide.
To assist readers, most of the information in this Guide including section headings,abbreviationsandsymbolsisformattedascloselyaspossibletothatintheBCA.
Example
Imagineadeveloperorengineeretcreferredto intheGuideasthebuildingproponentwithaqueryaboutthestandardsneededfortheinstallationofelectricity-supplysystems.Thefirst step is to record the details of the relevant BCA provision on electricity-supply systemsand turn to the correspondingsection in the Guide.To illustrate this: in the BCA, commentson electricity-supply systems are partly dealt with under Section C Fire Resistance(C2.13). In theGuide, readersshould turn toSectionC for information.TheGuidedoesnotnote all related provision numbers but only provides explanation to the provisions that mayneedelaboration.
Readers will also note that the BCA Deemed-to-Satisfy Provisions list only the minimumrequirementsthatareacceptableasmeetingthePerformanceRequirements.
The Guide generally explains the intent behind the provisions, and why building proponents,needtomeetsuchstandards.Forexample,theGuideclarifieswhycertainfire-resistancelevels(FRLs)arerequired. Italsoassistsreadersbyreferring them tootherrelated topicsorsectionsintheGuide.
Not all the provisions in the BCA are covered in the Guide. Those not dealt with have beenfoundtobeself-explanatory.TheGuidecontainsanumberofexamplessomewritten,othersin diagram form which help illustrate provisions. These examples are not absolute, as theycannot take into account every possible permutation of a building proposal.Again, they areintendedasaguideonly.OtherprovisionsoftheBCAmustbecompliedwith.

Compliance
with
the
NCC
Intent
TostatehowtocomplywiththeNCC.
To comply with the NCC, a solution must achieve compliance with the PerformanceRequirements.
A solution may be partly a Deemed-to-Satisfy Solution and partly a Performance Solution.However, no matter what method is chosen, building proponents need to always meet the
Performance
Requirements
of
the
NCC.
A0.2 MeetingthePerformanceRequirements
Intent
TostatehowasolutionwillachievecompliancewiththePerformanceRequirements.
PerformanceRequirementsoutline the levelsofaccomplishmentdifferentbuildingsmustattain.ThePerformanceRequirementsaretheonlyNCChierarchylevelsthatmustbesatisfied.
There are three options to comply with the Performance Requirements: Deemed-to-SatisfySolutions,
Performance
Solutions
or
a
combination
of
both.
A0.3 PerformanceSolutions
Intent
Tostate theprocess forproving thataPerformanceSolution (Alternative Solution) complieswiththeNCC.
A building proponent may decide to meet the Performance Requirements via a route which isnot included in a Deemed-to-Satisfy Solution. This is referred to as a Performance Solution(Alternative
Solution).
A Performance Solution only complies with the NCC when the Assessment Method usedsatisfactorily demonstrates compliance with the Performance Requirements. If a PerformanceSolution is demonstrated to be at least equivalent to a Deemed-to-Satisfy Provision, thePerformance Solution is deemed to have achieved compliance with the relevant PerformanceRequirement.
OptionsareavailableforpeoplewishingtouseaPerformanceSolution(AlternativeSolution)tomeetaPerformanceRequirement.
For example, building proponents who wish to know what has to be done to satisfy the fire-
safety
Performance
Requirements
of
a
particular
building
can
either
follow
the
Deemed-to-Satisfy Provisions or adhere to a Performance Solution (Alternative Solution). For aPerformanceSolution(AlternativeSolution)theymight,forexample,referto:

the International Fire Engineering Guidelines (Edition 2005) published by the AustralianBuildingCodesBoard;or
the Fire Brigade Intervention Model (FBIM) as developed by the Australasian FireAuthoritiesCouncil(AFAC)toassistwithdeterminingfirebrigaderesponsetimes.
Such
alternative
guidelines
may
be
endorsed
by
the
Board
as
appropriate
and
safe
yardsticks.
They are examples of Performance Solutions (Alternative Solutions) at work and demonstratetheflexibilityoftheNCC.
A0.4 Deemed-to-SatisfySolutions
Intent
To state that compliance with the Deemed-to-Satisfy Provisions is deemedcompliancewiththePerformanceRequirements.

Deemed-to-Satisfy Solutions are solutions which are deemed to satisfy the PerformanceRequirements and make up the bulk of the NCC. If any designer, builder or the like, does notwant to develop a new means of achieving compliance with the Performance Requirements,they can choose to use a Deemed-to-Satisfy Solution. A Deemed-to-Satisfy Solution is amethodofsatisfyingtheDeemed-to-SatisfyProvisionsoftheNCC.
A0.5 AssessmentMethods
Intent
To
state
the
Assessment
Methods
to
be
used
to
prove
whether
or
not
a
Deemed-to-SatisfySolution or Performance Solution (Alternative Solution) achieves the Performance
Requirements.
Assessment Methods are the means by which a building proponent proves that a solutionachievesthePerformanceRequirements.
NCCAssessmentMethodsinclude:
amethodwhichaccordswiththerequirementsofA2.2;
a Verification Method listed in the NCC (refer to BV1, BV2, CV1, CV2, DV1, EV4.1, FV1,FV4.1,FV4.2,FV5.1,FV5.2,andJV3intheNCC);or
a
Verification
Method
which
is
not
listed
in
the
NCC.
ThethirdformofaVerificationMethodmightinclude:
calculations,usinganalyticalmethodsormathematicalmodels;
tests, using a technical procedure, either on site or in a laboratory, to directly measure theextentPerformanceRequirementsareachieved;or
anyothermethod,includinganinspection(andinspectionreport).
TheAssessment Methods described above are applicable to the assessment of PerformanceSolutions (Alternative Solutions) or Deemed-to-Satisfy Solutions to determine that they complywiththerelevantPerformanceRequirements,asappropriate.
All
Verification
Methods
must
be
acceptable
to
the
appropriate
authority.
Sometimes, appropriate authoritiessuch as the local council etcalso use AssessmentMethods to determine whether an application has met all requirements. For instance, when

processing a building permit, authorities might check to see that a qualified expert has offeredan opinion, and, most importantly, found the application to comply with the NCC. This isjustoneofmanyoptionsavailabletosuchauthorities.
You will notice that the NCC refers to Applications and Limitations. These terms are merely
used
to
show
when
a
Performance
Requirement
applies
or
does
not
apply.
Thetermtothedegreenecessaryalsoappearsfrequently.Thisphrase isusedtoshowthatprovisions can differaccording to various elements which appropriate authorities may take intoconsiderationwhenassessingbuildingapplications.
For instance, it could be argued that if the fire compartment of a building is quite small thenperhaps it isnotnecessary to installa fire-hose reelsystem.This isborneoutby theDeemedto-Satisfy Provision of E1.4 which states that such a system is only compulsory in a buildinghavingafloorareagreaterthan500m2.
So, therearedifferentwaysofsatisfyingNCCrequirements.Sometimes,however, the route tounderstanding compliance can be daunting and a little confusing. This Guide is intended toprovide
you
with
a
better
understanding
of
the
NCC.
A0.6 Definedterms
Intent
To define the precise meaning of key words and expressions for the purposes of VolumeOneoftheNCC.
The defined terms are located in A1.1. They define specific terms used within Volume One oftheNCC.
A0.7 RelevantPerformanceRequirements
Intent
Tosetout themethodofdetermining theappropriatePerformanceRequirements tobeusedwhenaPerformanceSolution(AlternativeSolution)isused.
No NCC provision can be considered in isolation.Any departure from the Deemed-to-SatisfyProvisions for a Performance Solution (Alternative Solution) needs to be assessed against therelevant Performance Requirements within the relevant NCC Section or Part.Additionally, theproposed
Performance
Solution
(Alternative
Solution)
may
also
impact
on
other
Performance
Requirements in other Sections or Parts. Thus, these additional Performance Requirementsneed to be considered in relation to the subject Performance Solution (Alternative Solution).A0.7setsoutthemethodofdeterminingwhichPerformanceRequirementsarerelevant.
It is important that anholisticapproach is used when determining the appropriatePerformanceRequirements.
Example
ConsiderthecaseofasimplestandaloneClass7acarparkbuildingcontainingmorethan40vehicles where it is proposed to not install a sprinkler system in the building as required by
Deemed-to-Satisfy
Provision
E1.5,
as
part
of
an
Performance
Solution
(Alternative
Solution).
In this scenario the entire Performance Requirement is not satisfied by a PerformanceSolution,thereforeA0.7(a)doesnotapplyandA0.7(b)mustbeused.

In accordance with A0.7(b)(i) it is necessary to identify all the relevant Deemed-to-SatisfyProvisions of each Section or Part that is that is to be the subject of the PerformanceSolution. In the case of the proposed Performance Solution, E1.5 is the only relevantDeemed-to-SatisfyProvision.
Next,
in
accordance
with
A0.7(b)(ii),
it
is
necessary
to
identify
the
Performance
Requirements from the same Section or Part that are relevant to the identified Deemed-to-Satisfy Provisions. In this case it would be necessary to identify which PerformanceRequirements in Part E1 would be relevant. Since a sprinkler system is type of fire safetysystem, particular attention needs to be paid to the Performance Requirements that makeany reference to a sprinkler system. It is worth noting that, depending on the particulardesign, although a Performance Requirement may be identified by this procedure, theconsequencesmaybeminimalorhavenoeffect.
Finally, in accordance with A0.7(b)(iii), it is necessary to undertake the same procedure forall the other Sections and Parts. In other words identify Performance Requirements fromother Sections or Parts that are relevant to any aspects of the Performance Solution(Alternative
Solution)
proposed
or
that
are
affected
by
the
application
of
the
Deemed-to-SatisfyProvisionssubjecttothePerformanceSolution(AlternativeSolution).
In this case, it is likely that Performance Requirements in other parts of Sections E andSectionsCandDmayneedtobeconsidered.

Definitions
Intent
To define the precise meaning of key words and expressions for the purposes of VolumeOneoftheNCC.
Where a definition in the NCC has been considered to be self-explanatory, it has not beenincludedinthisguide.
Accessible
Used in provisions regarding access for people with a disability. See Part D3, E3.6, F2.4 andH2.
Accessway
Apathoftravelsuitableforusebypeoplewithadisability.It isanabbreviationfromAS1428.1which defines the term continuous accessible path of travel (accessway) as an uninterruptedpathoftravelprovidingaccesstoallaccessiblefacilities.
Agedcarebuilding
The
definition
describes
a
residential
building
for
the
accommodation
of
the
aged.
These
buildings
are
the
homes
of
the
residents.
To
be
an
aged
care
building
the
residents
must
be
providedwithpersonalcareservicesand24hourassistancetoevacuate.ThedefinitionappliestoClass9cbuildings.Ifabuildingdoesnotsatisfythedefinition,thenforNCCpurposesitisnotan aged care building and cannot be constructed as one. Such a building would potentially beanordinaryClass3or9abuildingandwouldneedtocomplywiththerelevantprovisions.
TheNCCcontainsanumberofspecificprovisionsforClass9cbuildings.
Air-conditioning
This definition relates to the context in which it is used and does not necessarily cover specialcasessuchaswhenair isonlyhumidified, filteredorotherwise treated.The intent istocoverasystem,
including
its
components,
that
provides
a
controlled
internal
environment
in
a
building
where the primary purpose for controlling the environment is maintaining occupant comfort. Itshould be noted that the occupants may not always be comfortable, but the conditions aresufficiently tolerable for occupants to minimise their use of services for heating and cooling. Itdoesnotcoverasystemthatprimarilyanddirectlyservesequipmentsuchasthatusedforcoldroomsorhotrooms,wherethetemperature isaboveorbelownormalcomfort levels.Exampleswouldincludesuchroomsinabutcher'sshop,laboratories,fruitstoragerooms,orthelike.
The definition also does not apply to a system that is provided to maintain conditions for theeffectiveoperationofequipment or processes,suchasequipment used in a Class 8 electricitynetwork substation or an air-conditioning system specifically designed to serve computers in adata centre. These exemptions recognise that these installations have specific air quality, heatload
and
temperature
limits
critical
to
the
operation
of
sensitive
equipment
and
processes.
The term is used in the Deemed-to-Satisfy Provisions through the defined term 'conditionedspace'torequireenergyefficiencyfeaturesincludingenvelopetreatment.

Italsoclarifiesthataconditionedspaceisonelikelytobeair-conditionedratherthanonethatisair-conditioned. For example, one would expect offices and shops to be fully air-conditioned atsome timeduring their life for reasons of productivity, customer comfortor for the protection ofproducts, even though they may not be air-conditioned initially. In some cases, chilled and
heated
water
may
be
reticulated
through
duct
risers
as
part
of
the
building
design
to
enableconditioningtobeprovidedaspartofalaterfit-out.
A conditioned space may include a ceiling or underfloor space that is open to the conditionedspacesuchasaspaceseparatedbyonlyaperforatedorgrilleceilingor floorwhere thespaceisasupplyairorreturnairplenum.
While,forthesakeoftheDeemed-to-SatisfyProvisions,itmaybeassumedthatallClass3andClass 5 buildings and most Class 6 buildings will be fully air-conditioned at some time duringtheir life, this may not be the case with all Class 6 buildings and some Class 7, 8 and 9bbuildings that do not have a conditioned space or are only partially conditioned. Buildings thattypically are not conditioned could be a carpark, market, large purpose-built hardware store,
garden
centre
or
foundry.
Those
buildings,
or
parts
of
buildings,
that
may
be
partially
conditioned
could
include
a
check-out
counter
in
a
purpose-built
hardware
store
and
workstationsinafactoryoraircrafthangerorevenachurch.
Acapacityof15W/m2 (4.3MJ/hour)foreitherheatingorcoolinghasbeensetastheminimumthreshold for the definition of air-conditioning. The criterion of 15 W/m2 is between 10% and20%ofthecapacityofatypicalheatingorcoolingsystemprovidingcomforttemperaturestothefullareaofabuilding.Typically,thecoolingneededforabuilding inclimatezone7wouldbeoftheorderof100W/m2 to120W/m2 and inclimatezone5,theheatingwouldbeoftheorderof50W/m2.Withaheatpumpair-conditioner,the inputpowerratesforclimatezone7 forcoolingwould be 30 W/m2 and for climate zone 5 for heating, 20 W/m2. Warmer climate zones havehigher cooling needs and colder climate zones have higher heating needs. Typically,
evaporative
coolers
would
be
under
the
15
W/m2
threshold.
Note that the definition of a conditioned space refers to the temperature in the space beingcontrolled by air-conditioning. The definition of air-conditioning excludes services that cool orheatcoldroomsandhotrooms.ThereforetheNCCenergyefficiencyprovisionsdonotapplytotheseprocessrelatedrooms.
A room that is not conditioned in its own right, such as one providing a return air path orexhaust air path for conditioned air from an adjoining space, should be considered as aconditioned space. This means that the walls, floor and ceiling between it and an adjoiningconditioned room are not part of the envelope and so do not require insulating. Likewise, incertaincircumstancessome internalspacescouldbe indirectlyconditionedbyairpressurisationoccurring in adjoining areas. Expert advice may be needed to determine which spaces areindirectly
conditioned.

Electricity
network
substations

buildings
containing

voltage
equipment

provide essential electricity to a district or part of a city. They may be stand-alone buildings orlocated within multi-classified buildings. These installations provide an essential public servicetothecommunityonwhichotheressentialservicessuchaswatersupplydepend.Consequentlythey are licenced entities which differentiate them from a customer substation that supplieselectricityonlytothededicatedbuildinginwhichitiscontained.
Electrohydraulic passengerlift
An electrohydraulic passenger lift may also be a combined electrohydraulic passenger andgoodslift.
Envelope
In the NCC, this term is not limited to the buildings outer shell, but also includes thosecontinuous elements that separate a conditioned space from a non-conditioned space. Forexample,thefloorbetweenaplantroomandanofficespaceorthewallbetweenacarparkanda shopping centre may be part of the envelope, rather than the outer shell.A non-conditionedspacemaybeincludedwithintheenvelopeundercertaincircumstances.
Equivalent
A Performance Solution may achieve compliance with the Performance Requirements byachievingequivalencewiththeDeemed-to-SatisfyProvisions.
Evacuationroute
The path a person uses to evacuate a building. It starts at the most remote part of a buildingand finishes at a safe place. This can be in the building, or a road or open space. It is notalwaysthepointofexitfromabuilding.
An evacuation route includes the evacuation path within a sole-occupancy unit of a Class 2 orClass 3 building or Class 4 part of a building, as well as an exit from such a unit. This term isdifferentfromapathoftraveltoanexit,whichbeginsatthedoortosuchsole-occupancyunits.
Evacuationtime
Is
the
calculated
time
from
when
an
emergency
begins
until
the
last
occupant
reaches
a
safe
place.
It includes the time taken for any alarm to detect a fire and give warning.Added to this is thetimetakenforoccupantstostarttoevacuatethebuilding.

Fabric
This includes all of the non-service elements of a building such as the roof, walls, glazing andfloor, that impact upon the buildings thermal performance. The fabric may impact upon abuildings thermal performance through its insulating ability, or through its thermal inertia or
thermal
capacitance,
which

the
ability
to
slow
energy
flow
and
so
delay
or
reduce
the
transferofheat.
Fanmotorpower
The fan motor power is the amount of electrical input power to the motor of a fan motor,transmission(ifpresent)andimpellerexcludingthecontrolgear.Thismeansthatit isthepowera motor of a fan needed in order to drive the fan and to also overcome any motor, drive orimpellerlosses.However,itdoesnotincludeanylossesfromcontroldevicessuchasaVariableSpeed Drive (VSD). This definition relates to the context in which it is used and should be read in conjunction withfarm building, farm shed, and farm vehicle definitions for appropriate application of the NCC

Farmbuilding
Buildings used for farming-type purposes are often very diverse innature,occupancy and use.There are a number of conditions in this definition to outline the specific instances where aClass7orClass8buildingcanbeconsideredafarmbuildingforthepurposesoftheNCC.Thisis to ensure that the Deemed-to-Satisfy Provisions for farm buildings are appropriate for aparticularbuildinginquestion.
The definition sets out three main criteria that a building must meet for it to be considered afarmbuilding.Thesecriteriacanbedescribedas:

Farmvehicle
This definition outlines that where a vehicle is used in relation to farming (see definition offarming)itcanbeconsideredafarmvehicleforthepurposesoftheNCC.
Alongwithothercriteria,thedefinitionsoffarmbuildingandfarmshedincludebuildingsusedtostoreoneormorefarmvehicles.

Firebrigade
This term only refers to statutory authorities established under anAct of Parliament having asone
of
its
functions
the
protection
of
life
and
property
from
fire
and
other
emergencies.
It
may
be
aprofessionalbrigadewithfull-timefirefighters,oravolunteerbrigade.Manycompaniesemploytheir own private fire services. The standard of these private fire services varies greatly. Theyareexcludedfromthedefinitionofafirebrigade.
Firecompartment
A fire compartment contains walls, floorsand the like creating a compartment (or box)ofanyshapeusedtolimitthespreadoffiretoanothercompartmentorpartofabuilding.

the

The definition of a health-care building means a building whose occupants or patientsundergoing medical treatment, need physical assistance to evacuate the building during anemergency and includes a nursing home or similar facility for people who are sick or have a
disability
and
require
full-time
care.

a
healthcare
building
could
include
a
residential
aged care building in which occupants are provided with some level of medication, and needassistancetoevacuate.

The NCC lists building materials of lightweight construction. These materials need protectionto preserve their integrity from fire and other damage. This is because they are moresusceptible

Luminancecontrast
Thisterm isused inprovisionsforaccessforpeoplewithadisability.Luminancecontrast isthemeasurementof theamountof light reflected fromonesurfaceorcomponent,compared to theamount of light reflected from the background or surrounding surfaces. Sole-occupancyunit

agedcarebuilding,ashopinashoppingcentre,oranofficeoccupiedbyanindividualowneror tenant in an office building.A sole-occupancy unit may also include a single bedroom ordifferent combinations of related rooms associated with a bedroom exclusively used in aClass 3 building used for student accommodation. For example a bedroom with anassociated study room and a small storage room exclusively for the use of a student wouldbeconsideredasole-occupancyunit.
In residential applications, a sole-occupancy unit will typically consist of sleeping facilities,sanitary facilitiesanda livingarea.SeeFigureA.1.1(SOU). Insituationswhere thesleepingfacilities are the only areas that are for the exclusive use of the owner or occupier thedelineationofthesole-occupancyunitwillchange.Inthisinstancethebedroombecomesthesole-occupancy
unit.
Areas that do not comprise a sole-occupancy unit are those intended and available for theuse of more than one owner or occupier (what is often called a common area). Examplesapplying to residential type buildings include a laundry; TV room; entertainment room; andkitcheninaboardinghouse.SeeFigureA1.1(SOU).
For commercial buildings, spaces generally referred to as "common areas" may includecorridors,kitchenettes,liftlobbiesandsanitaryfacilities.
