In response to the analysis of shortcomings within the coord ination of Communications and Information Systems (CIS) and Information Management (IM) support to exercises, the Bi-SCs were tasked (at Reference A), to provide coordinated feedback to the IMS by September 2019. The first workshop was conducted at SACT SEE on 22 - 23 JAN 19.

2. MISSION

It is intended to hold a follow on workshop at JWC in Stavanger, Norway from 12 - 14 JUN 19. Chaired by HQ SACT JFD PM (Mr Stuart Furness), attendance of both CIS and IM staff is requested from: NATO HQ C3 Staff, SHAPE, JWC, JFTC, JFCBS, JFCNP, AIRCOM, LANDCOM, MARCOM, NCIA and NCISG. NATO School Oberammergau and NATO CIS School are also welcome given that some action points relate to existing I new training and course content.

3. EXECUTION

3.1 Intent

JWC will provide a conference hosting facility suitable for conducting this workshop. JWC will support and facilitate all Real Life Support requirements for lodging, transportation and security via WAFER registration. The C-Biock rooms have been reserved for this workshop. JWC is expected to participate with members from IM/C4, CIS Branch and IKM, in addition members from the local NCIA CSU will be invited to attend. Other members from JWC that wish to attend or observe this workshop should contact IM/C4 Branch in advance.

3.2 End State

The aim of this second Final Synchronization Workshop is to coordinate the Bi-SC response to the IMS, based on actions taken since the first workshop. The objectives of this workshop are as follows:

3.2.1 Finalizing suggestions on improving CIS and IM exercise planning/support processes, timelines/milestones, roles/responsibilities, methods, tools, portals/websites, definitions, etc.

3.2.2 Finalizing CIS/1M exercise planning/support related input to the main CIS/1M principle reference documents like Bi-SC 075-003, AD 80-95 and MC 593/1.

3.2.3 Review and update the Information Management processes for CIS/1M exercise planning/support with focus on marking and labelling.

3.2.4 Discuss and improve the Joint CIS and IM Control Centre (JCCC) concept.

3.2.5 Finalizing suggestions on improving the existing NATO CIS/1M courses with more detailed CIS/1M contend and eventually on creating a new CIS/1M exercise planning/support course at NCISS (or similar).

3.3 Concept of Operations

3.3.1 Primary travel days for workshop attendees will be Tuesday 11 JUN 19 and Friday 14 JUN 19.

3.3.2 Wednesday 12 JUN 19 and Thursday 13 JUN19: conduct workshop in C­Biock.

3.3.3 Draft agenda iaw with Annex A to this Staff Order.

3.4 Tasks

3.4.1 SPT DIR

3.4.1.1 Real Life Support (RLS) to support this workshop with event registration through WAFER.

3.4.1.2 RLS to request and coordinate transportation for attendees according to preferences given in WAFER, including daily transportation between down town Stavanger and JWC during 12 and 13 June.

3.4.1.3 Base Support to ensure cleaning of C-Biock prior to the workshop start and daily cleaning of nearby toilet facilities.

3.4.1.4 Security to coordinate and execute the provision of access badges for attendees iaw with WAFER registration. Bunker access must be granted to all workshop attendees.

3.4.2 ET&I DIR

3.4.2.1 IM/C4 Branch Head, LTC (DEU -F) HEUMUELLER, Dieter is the main POC for the workshop, LTC (DEU -A) KARNATZ, Jens is OPR.

3.4.2.2 IM/C4 will coordinate the necessary CIS in C-block in preparation of this workshop.

4. ADMINISTRATION AND LOGISTIC

4.1 Working Hours

4.1.1 Working hours will be 08:30 - 16:00 hrs, Wednesday 12 JUN 19 and Thursday, 13 JUN 19.

4.1.2 In-processing will take place between 07 45 and 0900 hrs on Wednesday 12 JUN 19 at JWC F-Biock main entrance.

4.2 Security

4.2.1 Attendees will be provisioned with access badges during in-processing on 12 JUN 19. Attendees should bring the following to identify themselves:

4.2.1 .1 Military ID for military personnel or civilian passport for civilian personnel.

4.2.1.2 Security certification (minimum NATO SECRET) is required by all attendees.

4.2.2 Attendees will require access to F-Biock and C-Biock

4.3 Transportation

4.4 Meals

4.4.1 On 12 and 13 JUN 19, lunch will be served in the JWC level 5 canteen (pay as you go).

4.5 Attendees

4.5.1 The expected number of attendees is between 40 and 50 PAX.

4.5.2 No flag level officers or other dignitaries are expected.
