ABOUT THE INSTITUTE

National Institute of Fashion Technology (NIFT) is a premier educational Institution set up under an Act of Parliament and functioning under the aegis of the Ministry of Textiles, Govt. of India. NIFT, Mumbai centre was established in the year 1995 with undergraduate and post graduate programmes.

SCOPE OF WORK Sealed Tenders are invited from established event management for supply of Light, Sound,

Stage and Chairs to NIFT Mumbai Plot No. 15 & Plot No.20 of the institute. NIFT Mumbai will

be hosting Converge- 2017 on 27th, 28th & 29th December 2017, an annual sports and

cultural event organized by NIFT to provide a platform for development of extracurricular

activities among the NIFT students with all centers. The details of the requirement for Light,

sound system and stage arrangements is attached in Annexure –A.

NIFT will release the amount to the contractor on production of bill and prescribed certificate of quality of services duly signed by the Light, Sound and Stage committee of Converge 2017.

TENDER NOTICE Sealed Tenders are invited from established Event management contractors for “LIGHT & SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR CONVERGE – 2017 at NIFT Campus & RAMSHETH THAKUR INTERNATIONAL SPORTS COMPLEX” as per the requirements and details enclosed from agencies who have carried out similar work for 3 days during Converge – 2017. 1. The Earnest Money in the form of Demand Draft/Pay Order should be after the date of

publishing of tender date, payable infavour of “NIFT MUMBAI”. 2. NIFT shall have the authority to cancel the tender process if NIFT does not find a suitable

tender. NIFT shall have the right to call for fresh tender in such circumstances, wherein

tenderers who have bid in the previous tender, shall have the right to participate in the

fresh process. The tenderers shall have no right to challenge the authority and decision

of NIFT to cancel the tender process for the reasons deemed fit by NIFT. 3. The site can be inspected any time during working hours on any working days. No extra

money shall be payable by NIFT.

Submission of Bids A. The interested agencies should apply online and submit their tender and the bids along

with scanned copies of all the relevant certificates, documents, etc. in support of their

technical & price bids – all duly signed – on the https://nifttenders.eproc.in from

29.11.2017 to 13.12.2017 up to 03.00 P.M. B. Tender documents is also available for viewing on the “tenders” link of the

NIFT website i.e. https://nifttenders.eproc.in / http://www.nift.ac.in. C. Applications to this tender will be accepted only through the online mode through the

website https://nifttenders.eproc.in. No other mode of application will be considered &

application will not be accepted.

D. For applying online, the Firm should get itself registered at https://nifttenders.eproc.in by paying.

Registration Charges of Rs. 2000 + 360 (GST 18%) = 2,360/- (Two Thousand Three

Hundred and Sixty Only - non-refundable).

Bid Processing Fee charges of Rs.320+ 58 (GST 18%) =378/- (Three Hundred Seventy Eight Only - non-refundable) through Online Payment Only

E. The Firm should ensure that it complies with the requirements as per works before

applying for tender. Also, the interested Firms should submit a hard copy of the

application submitted online with all relevant supporting documents by 13.12.2017 up to

3.00 P.M. Non-submission of hardcopy as directed will lead to rejection of the tender

application.

The sealed hard copy of the tender shall be submitted in one big envelope superscripting “LIGHT &SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR CONVERGE – 2017 at NIFT Campus &RAMSHETH THAKUR INTERNATIONAL SPORTS COMPLEX” containing two separately sealed small envelopes, one for "Technical Bid " and another for "Financial Bid " superscripting as such and addressed to The Director, National Institute Of Fashion Technology, NIFT Campus, Mumbai. The hard copies of sealed tender’s documents must be dropped in the tender box kept at Reception Area NIFT Mumbai, on or before13.12.2017 by 03.00 P.M.

A. The technical bid envelope must contain the technical bid in prescribed Performa

as per Annexure-A along with a demand draft of Rs. 200/- (Rupees Two Hundred

only) towards cost of tender (non-refundable) and Earnest Money Deposit which

is (refundable but non-interest bearing) of Rs. 25,000/- (Rupees Twenty five

Thousand Only) in favoring National Institute of Fashion Technology and payable

at Mumbai with all relevant documents in support of eligibility and experience

criteria. The financial bid envelope must contain only the financial bid

(Annexure-B). The financial bid will be without Tax. NIFT will not accept any

claim other than mentioned in financial bid.

B. The technical bid will be opened at NIFT, Mumbai on 13.12.2017 at 03.30 P.M.

in the presence of the bidders/ their authorized representatives who wish to be

present. The Financial bid will be opened on the date which will be

communicated to only those bidders who are found to be technically qualified

after evaluation of technical bids.

C. The interested firms are advised to read carefully the entire tender document

before submitting their tender and the tender documents not received online in

prescribed format and/or are found incomplete in any respect shall be summarily

rejected.

D. Any further clarifications can be sought from the NIFT office on Telephone No.

GENERAL TERMS AND CONDITIONS

1. No paper shall be detached from the tender. 2. If any date mentioned above happens to be a holiday, then the next working day will

be the relevant date. 3. The name and address of the tenderer shall be clearly written in the space provided and

no overwriting, correction, insertion shall be permitted in any part of the tender unless duly countersigned by the tenderer. The tender shall be filled in and submitted in strict accordance with the instructions laid down herein; otherwise the tender shall be liable to be rejected by the NIFT unilaterally without assigning any reason or giving explanation to this effect.

4. The tender shall be liable to be ignored/rejected if complete\Information is not given there-in, or if the particulars and data (if any) asked for in the schedule to the tender are not filled in or any wrong/false or incorrect information is given or any material thing is concealed or manipulated therein.

5. The Earnest Money of the successful tenderer has to be converted in to security deposit

and it will be returned after the completion of successful work as per the tender. 6. Please read the Terms & Conditions carefully before filling up the document.

Incomplete Tender Documents will be rejected. 7. Before submitting the tender, details of documents to be attached may be verified from

the Check List given in Technical Bid of the Tender Document. 8. The Tenderer must write the name & complete postal address of the bidding firm on the

back side of the Demand Draft(s). 9. All pages of the Tender Document must be signed by the authorized signatory and sealed

with the stamp of the bidding firm as token of having accepted all the Terms and Conditions of this Tender. Decision of NIFT with regard to award of the contract will depend upon the feedback received by it from the previous/ and present clients and also from its team(s) deputed for the purpose. The decision of the Institute in this regard will be final and binding on all bidders.

10.Tender shall be submitted in NIFT's official tender form only. If submitted in any other

manner, the same shall be summarily rejected.

11.Tenders received without the prescribed Earnest Money Deposit (EMD) of Rs.25,000/-(Rupees Twentyfive Thousand Only) shall be rejected.

12. The Financial bids submitted by all bidders should be valid for at least for a minimum

period of 30 days from the date of opening of Technical Bids. 13. The Institute reserves the right to reject any or all the tenders without assigning any

reason.

14. Before submitting the filled-in Tender Document to the Institute, the bidders may seek

clarification(s), if any, from Administrative Department on Tel. No.022-

27747103/7100/7000/7052 OR in person by visiting the Institute during working hours

by taking prior appointment. 15. The Institute reserves the right to change any condition of the tender before Opening

of the Technical Bids. 16. Canvassing in any form will make the tender liable to rejection.



17. The quantity of the specified items might increase/decrease, the actual quantity will

be intimated a day before.

18. The bidder must be in a business of Light, sound system and stage arrangements services for at least three years of experience in the same field.

19. The Technical Bid should be accompanied with Rs. 25,000/- (Rupees Twenty five Thousand Only) by bank Demand Draft / Pay Order in favour of NIFT-Mumbai as an

Earnest Money Deposit.

20. The applicant will be evaluated in the following manner:

The initial criteria, in respect of years of operation in the business, experience of

similar class of work completed and financial turnover will first be scrutinized and the

applicant's eligibility for empanelment for the work will be determined. GUIDELINES FOR SUBMISSION OF TENDER

21.The bids are to be submitted in two parts-

(i) Sealed Technical Bid, along with a Demand Draft for Rs.25,000/- (Rupees Twenty five Thousand Only), drawn in favour of NIFT MUMBAI payable at Mumbai, towards Earnest Money Deposit (EMD) in one sealed envelope super-scribed "TECHNICAL BID FOR LIGHT & SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR

CONVERGE – 2017 at NIFT Campus &RAMSHETH THAKUR INTERNATIONAL SPORTS COMPLEXTO NIFT MUMBAI, PLOT NO.15 & 20, SECTOR-4, KHARGHAR". Tender Document

received without EMD will be summarily rejected;

(ii) Sealed Financial Bid placed in a separate envelop super-scribed: "LIGHT & SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR CONVERGE – 2017 at NIFT Campus & RAMSHETH

22.The above mentioned two sealed envelopes should bear the name and complete

postal address of the bidder. Sealed envelopes containing Technical Bid and Financial

Bid should be placed in a bigger envelop super-scribed "LIGHT & SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR CONVERGE – 2017 at NIFT Campus &RAMSHETH

THAKUR INTERNATIONAL SPORTS COMPLEX" This bigger envelop, bearing the name

& complete postal address of the bidder, should be addressed to the Director,

National Institute of Fashion Technology, Plot No.15, Sector-4, Kharghar, Navi

Mumbai and deposited in the Tender Box kept in Reception Area on or before

13.12.2017, 3.00pm Tenders received after due date & time shall not be accepted.

OPENING OF BIDS:

1. The Technical Bids will be opened on, 13.12.2017, 3.30pm at National

Institute of Fashion Technology, Plot No.15, Sector-4, Kharghar, Navi Mumbai in the

presence of such bidders who may wish to be present, either in person or through

their authorized representatives (duly supported with authorization letter).

2. The Financial Bids of only technically acceptable tenders will be opened for further

consideration. The decision of the Institute in this regard will be final and no requests

etc. will be entertained from the bidders. The date and time of opening of financial

bid(s) will be intimated only to such bidders who are found eligible as per evaluation

criteria prescribed by the Institute.



3. EMD of the unsuccessful bidders will be returned, without interest, after finalization of contract.

EVALUATION OF FINANCIAL BIDS

From among the bidders short listed after the evaluation of the Technical Bid, the Lowest 1 Bid will be decided at the time of finalization of tender on the basis of rates

given in the Financial Bidfor LIGHT &SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR CONVERGE – 2017 at NIFT Campus &RAMSHETH THAKUR INTERNATIONAL SPORTS

COMPLEX

PERIOD OF CONTRACT The contract for Light, Sound system and stage arrangements shall remain valid for a period of three days from 27th December to 29th December 2017.

FORFEITURE OF EMD 23. EMD of the successful bidder shall be liable to be forfeited if the contractor does not

fulfill any of the following conditions:

i. The work order should signed within 03 days after receipt of Award of the Contract.

SECURITY DEPOSIT (EMD) 24.The contractor shall be required to deposit (EMD) an amount of Rs. 25,000/-

(Rupees Twenty five Thousand only) as security deposit immediately on

acceptance of Work Order in the form of demand draft of nationalized

bank/schedule bank only in favour of NIFT, Mumbai payable at Mumbai. No

interest shall be paid on such security deposit, which shall remain with

Institute during the continuance of the contract and it shall be released after

01 month of work completion, subject to clearance of all dues by the contractor. 25.If the Contract is terminated by the Contractor without giving stipulated period of notice

or fails to observe the terms & conditions of the Tender, Letter of Award for the Contract

and the work order signed by the Contractor with the Institute, the Security Deposit will

be forfeited without prejudice to the NIFT Management's right to proceed against the

contractor for any additional damages that the Institute suffers as a result of the breach

of the aforesaidterms and conditions. 26. The Contractor shall be responsible for engaging adequate number of trained/ semi-

trained manpower required for providing good light, sound system and stage arrangements services.

27. The Contractor shall ensure proper discipline among his/her workers and further

ensure that they do not indulge in any unlawful activity. 28. Employment of child labour is strictly prohibited under the law. Therefore, the

Contractor will not employ any child. 29. In the event of violation of any contractual or statutory obligations by the Contractor,

he/she shall be responsible and liable for the same. Further, in the event of any action, claim, damages, suit initiated against the Institute by any individual, agency

or government authority due to acts of the Contractor, the Contractor shall be liable to make good/compensate such claims or damages to the Institute. As a result of

the acts of the Contractor, if the Institute is required to pay any damages to any individual, agency or government authority, the Contractor would be required to reimburse such amount to the Institute or the Institute reserves the right to recover



such amount from the payment(s) due to the Contractor while settling his/her bills or from the amount of Security Deposit of the Contractor lying with the Institute.

30. The Contractor shall be personally responsible for conduct and behavior of his staff

and any loss or damage to Institute's moveable or immoveable property due to the conduct of the Contractor's staff shall be made good by the contractor. If it is found that the conduct or efficiency of any person employed by the Contractor is

unsatisfactory, the Contractor shall have to remove the concerned person and engage a new person within in a time of intimation by NIFT. The decision of the

Institute's designated officer in this regard shall be final and binding on the Contractor.

31. The Contractor shall not appoint any sub-contractor to carry out his obligations under the contract.

32. The Light, sound and stage arrangement committee inspects the items installed at

both the venues as per the schedule and list of items for the day. Any defect(s)

pointed out by such committee during their visits shall be properly attended to by the Contractor.

OTHER OBLIGATIONS OF THE CONTRACTOR 33.The Contractor will use only branded raw material for preparation of items.

34.Care must be taken to ensure that, while carrying out the work, no fittings, fixtures,

furnishings, equipments provided by the Institute are damaged. Any damages done to the same or any other property will have to be repaired / replaced by the Contractor, failing which the same will be got done by NIFT at the contractor's risk and cost. In this regard, the decision of the designated officer of NIFT shall be final and binding on the Contractor.

35.All work shall be carried out with due regard to the convenience of NIFT. The orders of

the concerned authority shall be strictly observed. 36.The Contractor will deploy adequate manpower for during working hours, according to

the requirement of NIFT.The Contractor will have to supply LIGHT &SOUND SYSTEMS AND STAGE ARRANGEMENTS FOR CONVERGE – 2017 at NIFT Campus Plot No. 15 &RAMSHETH THAKUR

INTERNATIONAL SPORTS COMPLEX , and schedule drawn for the purpose by the concerned

authorities of the Institute.

37.Storing/supply/sale and consumption of drugs, alcoholic drinks, cigarettes or any other

items of intoxication are strictly prohibited in the Institute's campus. Any breach of such

restrictions by the Light & sound, Stage contractor will attract deterrent action against

the Contractor as per statutory norms.

38.The workers employed by the Contractor shall be directly under the supervision, control

and employment of the Contractor and they shall have no connection what-so-ever with

National Institute of Fashion Technology (NIFT).

NIFT shall have no obligation to control or supervise such workers or to take any action

against them except as permissible under the law.

39.The Contractor shall ensure that either he/she himself/herself or his/ her representative

is available for proper administration and supervision at the works to the entire

satisfaction of the Institute.



40.The Contractor shall not use the campus/stadium premises for any other activity except

for the purpose for which it has been provided for. TERMINATION OF THE CONTRACT 41.The Contract can be terminated by either party, i.e., NIFT or the Contractor, after giving

immediate notice period.NIFT reserves the right to terminate the contract without giving

any notice in case the Contractor commits breach of any of the terms of the contract.

NIFT's decision in such a situation shall be final and shall be accepted by the Contractor

without any objection or resistance. PENALTY 42.The Institute reserves the right to impose a penalty (amount to be decided by the NIFT

authorities) on the Contractor for any serious lapse in maintaining the quality and the

services.

43.If the Institute is not satisfied with the quality of items installed at the venues the

contractor shall immediately rectify the defect(s), failing which the NIFT will be at liberty

to take appropriate necessary steps as deemed fit. 44.Notwithstanding any other court or courts having jurisdiction to decide the question(s)

forming the subject matter of the reference if the same had been the subject matter of

suit, any and all actions and proceedings arising out of or relating to the contract

(including any arbitration in terms thereof) shall lie only in the court of competent civil

jurisdiction in this behalf at Mumbai and only the said courts shall have jurisdiction to

entertain and try such action(s) and/or proceedings to the exclusion of all the other

courts.

Note:

The venue for installation is at NIFT Campus, Plot no. 15, Sector -4,

Kharghar, Navi-Mumbai, on 28th, and 27th, 28th and 29th December

2017 at RAMSHETH THAKUR INTERNATIONAL SPORTS COMPLEX.

However, the contractor may complete its setup ready in all respect by

December 26, 2017 by 5:00 PM.

The company will depute technically qualified executive to coordinate the

job with NIFT team.

For items mentioned above, the bidders must ensure the required quality,

material, dimensions & other parameters and quote accordingly. In case

items are not as quoted the same, shall not be accepted. No
