Minister for Interior (Mr. A. Rehman Malik): (a) Civil Armed Forces (CAFs), namely Frontier Corps (KPK/Balochistan) and Pakistan Rangers (Punjab/ Sindh) perform anti-smuggling duties only on entrustment of such powers by Federal Board of Revenue. These powers were entrusted by Federal Board of Revenue to above mentioned Civil Armed Forces from 1-12-2010 to 30-6-2011. However, on 2-2-2012, Federal Board of Revenue has again issued notification for extension of these powers upto 30-06-2012. Since these powers have recently been extended to Civil Armed Forces, therefore, some reasonable time is required to reply this question.

53. *Mrs. Shagufta Sadiq:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the smuggling of different items isincreasing at the entering points of the country; if so, the namesof institutions/forces working alongside the borders of thecountry to control the said smuggling at present;

(b) the steps taken to control the smuggling since March, 2008 tilldate; and

(c) the achievements gained therefrom so far?

Minister for Interior (Mr. A. Rehman Malik): (a) Civil Armed Forces(CAFs), namely Frontier Corps (KPK/Balochistan) and Pakistan Rangers (Punjab/Sindh) perform anti-smuggling duties only on entrustment of such powers by FederalBoard of Revenue. These powers were entrusted by Federal Board of Revenueto above mentioned Civil Armed Forces from 1-12-2010 to 30-6-2011. However,on 2-2-2012, Federal Board of Revenue has again issued notification for extensionof these powers upto 30-06-2012. (b) Following steps were taken by the aforementioned Civil ArmedForces to deter and curb smuggling during the period of delegation of powers:—

i. Establishment of Posts along the borders.ii. Mobile/foot patrol.iii. Occasional road checks.iv. Deployment of intelligence tentacles for information gathering.

(c) The achievements gained during the period of entrustment of powerscan be gauged from the quantity and value of seizures of narcotics, contrabanditems and Livestock etc. made by Civil Armed Forces (Details at Annex-A).

89. *Mrs. Shagufta Sadiq:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that livestocks being smuggled to Afghanistanand Iran;

(b) if so, the steps being taken to control it?

Minister for Interior (Mr. A. Rehman Malik): (a) At present, thesmuggling of livestock is not being carried out through frequented routes becauseof strict checking at the check posts established by the Frontier Corps. However,because of the vastness of the border area and availability of limited number oftroops, the chances of small scale smuggling through unfrequented routes cannotbe ruled out.

(b) Following steps have been taken to control the smuggling oflivestock:—

i. Strict checking of all movement by Frontier Corps and Khasadar /Levis.

ii. The number of posts along the Pakistan-Afghanistan border havebeen increased.

iii. Fencing of unfrequented routes through joint collaboration withAfghanistan.

iv. During the period of entrustment (1st Dec. 2010 – 30 Jun. 2011) ofanti-smuggling Powers, livestock valuing Rs. 21,60,000/- was seizedby Frontier Corps Balochistan.

98. *Ms. Parveen Masood Bhatti:

Will the Minister for Interior be pleased to state whether it is a factthat more than 1800 metric ton flour is being smuggled to Afghanistanmonthly via Tribal Areas; if so, the steps being taken by thegovernment to control the said smuggling?

Minister for Interior (Mr. A. Rehman Malik): Necessary measuresare in place to exercise effective check on smuggling food items on all frequentlyused routes. The un-frequently used routes are also covered through mobilepatrolling.

Only 3800 kg flour has been seized by Frontier Corps (KhyberPakhtunkhawa).

The following steps have been taken by the Civil Armed Forces to deterand curb smuggling during the period of delegation of powers:—

(a) Establishment of the posts along the border.

(b) Mobile/foot patrol.

(c) Occasional road checks.

(d) Deployment of intelligence tentacles for information gathering.

88. *Mrs. Nisar Tanveer:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) the year-wise taxes/duties collected from the petroleum sectorduring the last four years till date alongwith the ratio of suchcollection in overall GDP of the country;

(b) whether it is a fact that government is generating funds byimposing exclusive taxes and duties; if so, the details alongwiththe justification thereof; and

(c) the mechanism adopted by the government to spend thedevelopment levy only on gas infrastructure?

90. *Ms. Tahira Aurangzeb:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state whether it is a fact that the economic condition ofthe country has been improved during the year 2011-12; if so, thedetails thereof?

Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Sheikh): The overall economic situation of the country isimproving during the current fiscal year 2011-12.

• GDP for the year 2011-12 is expected to be 4% against 2.4%achieved last year. Major crops and large scale manufacturing areperforming well.

• Inflation has declined to 10.9% during the first half of this yearcompared to 14.3% observed during the same period last year. Onaccount of increase in both energy prices and money supply, inflationwill increase in coming months but for the entire year 2011-12 maybe less than 14% experienced last year.

• Tax collection by FBR during July-Dec. 2011 at Rs. 841 billionincreased by 27% against Rs. 662 billion achieved during the sameperiod last year. The target of Rs. 1952 billion for the whole year willbe achieved. However, on account of loses of PSEs and electricity& community subsidies, the budget deficit for the year may exceedthe target of 4.7% of GDP but will remain below 6.6% observed lastyear.

• Current account deficit deteriorated during 1st half of this year.Imports at $19.7 billion grew at a faster rate (16.6%) than exportsat $12.1 billion (9%). Current account deficit during this periodreached to $2.1 billion in spite of increase in remittances by - 18.8%to $6.3 billion. Current account deficit is expected to $4 billion forthe whole year mainly on account of deceleration in the growth ofexports and limited inflow of foreign flows.

94. *Mr. Wasim Akhter Sheikh:

Will the Minister for Interior be pleased to state the steps being takento control the human trafficking from the country?

Minister for Interior (Mr. A. Rehman Malik): (a) FIA takes sternaction against human traffickers/smugglers/facilitators and sub agents and has takenthe following steps to control human trafficking from the country.

Establishment of Inter Agency Task Force (IATF).

Promulgation of Prevention and Control of Human TraffickingOrdinance (PACHTO) 2002.

Establishment of Anti Trafficking Units at Provincial Police HQs forcombating internal human trafficking.

Special campaigns for the arrest of Proclaimed Offenders (POs)and Court Absconders (CAs) have also been launched to eradicatethis menace:

FIA Anti Trafficking Sub-Circle, Gujrat has been established anddeclared as Police Station on 15th January, 2009.

Replacement of PISCES (Personal Identification Secure Comparisonand Evaluation System) by IBMS (Integrated Border ManagementSystem).

Introduction of MRP (Machine Readable Passports).

Black-listing of traffickers.

Establishment of Immigration Liaison Office in Muscat, Oman.

Installation of HUTIS (Human Trafficking Information System).

Installation of Case Monitoring System.

Coordination with Provincial Police (Establishment of Provincial AntiTrafficking Units (ATU).

Effective coordination with NGOs/IGOs for public awarenesscampaign, through electronic/print media, by conducting meetings,seminars, documentary, walks, pamphlets, theater in rural/urban areas.

Capacity building of immigration check-posts/immigration staff incoordination with international community.

Installation of Immigration Intelligence Unit at FIA HQ, Islamabadwith the help of British High Commission and Australia.

Proposal for establishment of Border Liaison Office (BLO) isunderway through UNODC.

95. *Raja Muhammad Asad Khan:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) whether it is a fact that the government has obtained loans ofRs.3.7 trillion from banks during the year 2011-12; if so, thereasons alongwith the bank-wise details thereof; and

(b) whether it is also a fact that the said loans were obtained onhigh interest rate; if so, the justification thereof?

Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Sheikh): (a) No. The government obtained only Rs. 734.4Billion from local banking sources up to January 12. Break up for this is as under:—

(b) i. In November, 2011 Government consolidated the outstanding PowerSector Debt as well as pending unpaid subsidy on commodityoperations by issuing public debt instruments. These claims pertainedto previous years’ unpaid subsidy claim and the amount wasRs.391billion. This amounted to bringing the debts outsideGovernment books into the books.

ii. These are tradable instruments with active secondary markettherefore, the ownership continue to change on daily basis.

(c) The loans were obtained on prevailing market interest rates on averageof 12.46% as compared to 13.27% p.a. last year.

15. *Dr. Imtiaz Sultan Bukhari:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) whether it is a fact that an agreement has been made with IMFin the recent past to maintain the growth of Gross DomesticProduct (GDP) in the country at a prescribed limit; if so, thedetails thereof;

(b) whether it is also a fact that the target fixed for the currentfinancial year has not been achieved so far; if so, the reasonsthereof; and

(c) the steps being taken to combat the situation?

Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Sheikh): (a) No.

(b) Target for 2011-12 was fixed at 4.2% but due to heavy rains andfloods damaging major crops, it was revised to 3.6%. However, latest estimatesshow, we may achieve around 4% growth.

(c) The progress made during July, 2011 –Feb. 2012 is given as under:—

• The budgetary deficit end February 2012, remained at 3.8% againstthe yearly target of 4.7%.

• Inflation contained at 11.0% against the yearly target of 12%.

• Revenue receipt recorded at Rs.1108 billion against the year targetof Rs.1912 billion maintaining a growth of 26%.

The Govt’s facilitation in agriculture sector and policies to support investmentenvironment in manufacturing sector would bring positive input in growth rate andit is expected that the revised growth target of GDP will be surpassed.

16. *Mrs. Nisar Tanveer:

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to state:

(a) the regular channels of reporting tax collection to the FBR;

(b) whether it is a fact that tax collection is actually reported ondaily basis by the NBP and the SBP to the FBR and the FinanceDivision;

(c) whether it is also a fact that Finance Division reconciled withAGPR and the tax depositing agencies on a monthly basis; if so,the detail thereof;

(d) whether it is further a fact that the regular channels has notbeen implemented in letter and spirit during the last fiscal yearfor reporting the tax collection to FBR; if so, the reasons thereof;and

(e) the month-wise tax return made by the FBR during the first halfof the current fiscal year alongwith amount of such returns?

Minister for Interior (Mr. A. Rehman Malik): (a) The following stepsare being taken to control the illegal human trafficking in the country:—

• Successful launching of IBMS (integrated Border ManagementSystem) at Islamabad and Peshawar Airports.

• Installation of Edison System at Major airports through AustralianHigh Commission Islamabad.

• Creation of Immigration Intelligence Unit (IIU) in collaboration withUK.

• Creation of Transnational Crime Unit (TCU) with the collaborationof Australia.

• Drastic reduction in the number of deportees on fake documents(DFDs).

• Pakistan got upgraded_from Tier-II Watch List to Tier-II in Traffickingin Persons Report (TIP Report 2010) published by US StateDepartment and maintained the same status during 2011 where, by188 countries around the global are categorized. This report hasdirect impact on US/UN financial aid.

(c) The Human Trafficking Information System (HUTIS) is very muchbeneficial since its establishment at main Anti Human Trafficking Circles (AHTCs)for entering detail of Human Traffickers. As per information provided by the HUTISat FIA, HQ 1793 Human Traffickers have been included with details. Furthermore Zonal Offices are also being asked to update the system and enter detail ofall the agents/human traffickers.

18. *Mr. Mohammad Pervaiz Malik

Will the Minister for Finance, Revenue and Planning and Developmentbe pleased to refer to Starred Question No.80 replied on 11-5-2011and to state:

(a) whether it is a fact that Pakistan Social and Living StandardsMeasurement and Household Income and Expenditure Surveys2010-11 have been conducted/completed; If so, the ratio ofpoverty in the country according to said surveys;

(b) the components upon which such surveys conducted;

(c) whether it is also a fact that data of both the surveys have notbeen released; if so, the reasons thereof alongwith the time bywhich figures/details of such surveys will be released; and

(d) the remedial measures to be taken by the government in view ofthe data of said surveys?

Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Shaikh): (a) Yes, Surveys 2010-11 PSLM/HIES have beencompleted and their reports have been published/ placed on website of StatisticsDivision. Computation of poverty is responsibility of P&D Division for which datahas been handed over to them. A technical committee has been setup in P&DDivision to workout the poverty estimates based on this data.

(b) The components of the surveys are; Demographic Characteristics,Education, Health, Household Assets and Amenities, Water and Sanitation andIncome & Expenditure.

(c) The District Level Data 2010-2011 has been released. The HIESdata 2010-2011 has also been handed over to P&D Division.

(d) Does not relate to FBS.

19. *Rana Mahmood -ul- Hassan:

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that Pakistan has been ranked 20th mostclimate vulnerable countries;

(b) if so, the steps being taken to control the magnitude of thechallenges of climate change in the country?

Minister for Climate Change (Rana Muhammad Farooq SaeedKhan): (a) Pakistan has been ranked amongst the top 20 highly vulnerable countriesimpacted by climate change. Accordingly to the Maple Craft Climate ChangeVulnerabilities Index, Pakistan has been placed amongst the High Risk categoryof countries impacted by climate change. Another organization by the name ofGerman Watch has identified Pakistan amongst the top ten highly vulnerablecountries of the world.

(b) Following steps are being taken to control the magnitude of thechallenges of climate change in the country:—

(i) Global Change Impact Study Centre (GCISC) was established in2002 as a dedicated centre for climate change research and providingassistance to national planners and policy makers for strategic planningin the wake of climate change.

(ii) Prime Minister’s Committee on Climate Change was established in2005 as an overarching body for guidance on climate change issues.

(iii) Task Force on Climate Change established by the PlanningCommission to prepare a detailed report on the impacts of ClimateChange in Pakistan. The Task Force on Climate Change producedits report in February 2010 wherein it was highlighted that the climatechange is impacting our water, food and energy securities.

(iv) Based on the findings of the Task Force Report, Ministry of NationalDisaster Management developed the National Climate Change Policyand Action Plan. The Policy was presented to the Cabinet in itsmeeting held on 14 March, 2012 and was approved in principlesubject to incorporation of some recommendations made by theCabinet members.

(v) Pakistan is participating every year in the United Nations FrameworkConvention on Climate Change (UNFCCC) negotiations andproactively contributing to the whole debate relating to mitigation,adaptation, finance, technology development and transfer, capacitybuilding and Reducing Emissions from Deforestation and ForestDegradation (REDD Plus).

(vi) Pakistan secured funding to the tune of US$ 4.1 million from theAdaptation Fund for a Glacial Lake Outburst Flood (GLOF) Projectin Northern Areas which is currently under implementation.

(vii) Pakistan has benefited from the Clean Development Mechanism(CDM) under the Kyoto Protocol of UNFCCC. 13 CDM projectshave been registered till date out of 44 projects that were accordedhost country approval to earn carbon credits. This is resulting inemission reductions of 3.26 million tons of CO

2 equivalent per year

placing Pakistan as 5th in Asia and 10th at the global level in takingadvantage of CDM.

(viii) Advisory Group on Climate Change and Sustainable Developmentis providing policy and strategic advice on various climate changerelated initiatives in Pakistan.

(ix) National Disaster Management Authority (NDMA) under theadministrative control of the Ministry of National DisasterManagement is also working to minimize the impacts of climate changethrough adaptive and preparedness measures. With a view to planon a longer term to tackle the disasters (including climate changeinduced disasters in particular) work on a 10 year National DisasterManagement Plan and National Disaster Risk Reduction Policy is inprogress. As a short term measure, NDMA has taken steps toimprove the weather forecasting capability of Pakistan MeteorologicalDepartment (PMD) through induction of Flash Flood GuidanceSystem, Automatic Weather Stations and Integrated Flood AlertSystem.

After the 18th Amendment, responsibilities at the National and Provinciallevels have been defined as follows:—

At the National Level:

(c) The economy has not failed to reflect the positive impact on commonman. Following steps have been taken in this direction:

(a) The government has focused on development of productive sectorsand created incentive environment for agricultural sector through

b) Per capita income rose from $980 in 2008-09 to $1242 in2010-11.

(c) Inflation has been contained through tight monetary policy and prudentexpenditure management as compared to 25.5% in August, 2008 to10.8% in February, 2012.

(d) To support venerable segment of the society a number of pro-poorinitiatives and poverty alleviation programs have been undertakenincluding:

– Direct cash grants to poorest of the poor through BenazirIncome Support Programme(BISP).

– Watan card scheme for flood affected people.

– Wasee-e-Haq program under BISP for the poor and needyfamilies.

– President Rozgar Program.

– Enhancement of residential facilities by construction of onemillion housing units.

– Raising of minimum wage from Rs. 6,000 to 7,000 and pensionof workers.

21. *Shaikh Rohale Asghar:

(a) whether it is a fact that the value of Pak. Rupee has beendecreasing since long; if so, the reasons thereof; and

Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Sheikh): (a) Pakistani Rupee has depreciated by 5.2% in thenine months of Current Financial Year. This depreciation has occurred during thefirst half of FY12 and exchange rate has remained stable in the last few months.The reasons for depreciation of exchange rate has been the trade deficit on accountof higher demand for imports and rising international commodity prices, particularlythat of oil.

(b) The value of Pakistani rupee vis-a-vis other currencies is determinedin the foreign exchange market through the market forces of supply and demand.In order to reduce the demand for foreign currency, as a result of which the valuefor the US Dollar increases, the State Bank adopted a tight monetary policy stanceto curtail domestic aggregate demand (including imports) and thus inflation. SBPguides the foreign exchange market in a way that the value of Pak rupee isdetermined by the interaction of supply and demand for the foreign exchange.SBP continuously monitors the situation, and whenever there is excessive orspeculative pressure on the exchange rate, it intervenes in the foreign exchangemarket to quell this pressure. At present, an average rate of inflation(CPI) duringJuly-March,2011-12 is 10.8% as against 13.9% over the same period of lastyear.

22. *Sheikh Muhammad Tariq Rasheed:

(a) the prescribed procedure to release/spend the AnnualDevelopment Funds (ADF);

P&D Division takes due care for release of funds during 4thquarter by asking sponsoring agencies to give expenditure statement of the releasesmade during first three quarters. In case of low utilization of funds, releases are notmade or reduced in last quarter.

(c) According to the rules of Business 1973 Monitoring & Evaluation ofmajor development projects & programmes is one of the major functions of thePlanning Commission (Projects Wing). Planning Commission monitors federalprojects on selective basis as a third party validation on the directives of ECNEC.

In order to effectively monitor, implementation of development projects,the various Ministries/Divisions have been distributed among three DGs of theProjects Wing i.e. Social, Infrastructure and Other Sectors. Details are atAnnexure-I.

The monitoring mechanism for federal funded projects & programme isaccomplished by the Projects Wing (Planning Commission) through both Desk &Field Monitoring of selective projects to include :—

(i) Projects nearing completion.

(ii) High impact strategic projects.

(iii) Foreign funded.

(iv) Special packages of the deprived areas and;

(v) Slow moving projects.

Besides, revision of Basic Pay Scales, someallowances have also been increased (Annex-I). Moreover, Adhoc Allowance@ 50% of basic pay and Adhoc Allowance - 2011 @ 15% of basic pay havealso been allowed to Government servants w.e.f. 1-7-2010 and 1-7-2011respectively.

These powers were entrusted by FederalBoard of Revenue to above mentioned Civil Armed Forces from 1-12-2010 to30-6-2011. However, on 2-2-2012, Federal Board of Revenue has again issuednotification for extension of these powers upto 30-6-2012.

The performance of Civil Armed Forces during the period of entrustmentof powers can be gauged from quantity of narcotics and contraband items seizedby Civil Armed Forces (details at Annex A).

Minister for Finance, Revenue and Planning and Development(Dr. Abdul Hafeez Sheikh): (a) No. The Kallar Sayedan Branch is disbursingthe amount of pension to federal and provincial government retired employeesand to the personnel of armed forces from first to last day of every month withoutany interruption. However, in case of Employees’ Old-Age Benefit Institution(EOBI) no payment is made after 25th of every month as per standing instructionsof EOBI authorities.

(a) whether it is a fact that the last installment has not so far beenreleased by ERRA to some affectees of earthquake of 8th October,2005 hailing from Union Council Garlat, Tehsil Balakot, DistrictMansehra for the reconstruction of their houses; if so, the reasonsalongwith the names of affectees thereof; and

(b) whether there is any proposal under consideration to pay saidinstallment to those affectees; if so, when it will be Implemented?

Minister Incharge of the Prime Minister’s Secretariat: (a) The lastinstallment to 145 affectees from Union Council Garlat, Tehsil Balakot, DistrictMansehra has not been released. These affectees fall within the purview of PakistanPoverty Alleviation Fund (PPAF), A consortium led by World Bank independentlyprovided funds to PPAF for this Programme. The last installment could not bereleased due to following reasons:—

(i) Non-completion of lintel level of their houses.

(ii) Non-availability of funds due to expiry of PPAF’s funding agreementwith the donors and closure of the Program.

List of affectees is attached.

(b) In pursuance of the decision taken in the 13th ERRA Council Meetingheld on 30th September, 2011, a proposal is under consideration in the FinanceDivision to pay said installment to these affectees. As soon as funds are madeavailable, the payment will be released.

The land waspurchased through Government of KPK at the cost of Rs. 1.5 Billion, howeverdue to resistance of local population the development works could not progressas planned and extension of two years was granted for completion of the projecti.e. till April, 2012.

Moreover on the request of Government of KPK (the land acquiringagency) the master plan was revised a number of times and finally the master planwas adjusted on 8,444 kanals. Despite accepting changes in the master plan byERRA and acceptance of special compensation package for allotting two 10 marlaplots per family to the illegal residents of the acquired land on the request ofMinisterial Committee formed by the Government of KPK, so far only 1,200kanals of land i.e. 14% of the total area is available for development of New City.The remaining 7,244 kanals of land i.e. 86% of the total area is still not availablefor any development due to resistance to the development activities by the localresidents. However, on the available land i.e. 14% of total area, 90% work iscompleted. The issue was also discussed in the 12th and 13th ERRA CouncilMeetings chaired by the Prime Minister and despite assurances, the ProvincialGovernment has still not been able to get the area vacated.

(b) Procedure for Regularization of NADRA Employees:—

(1) Considering the long term perspective of Registration requirementsand the organization had moved a long way from a time boundprojects, thus there was a need to give NADRA a permanentstructure with employee base established on regular basis.

(2) Proposal for regularization of contractual employees were presentedbefore the NADRA Authority Board on 30th November 2011 in its24th meeting.

(3) It was also decided in that meeting that before finalization of theproposal on the Regularization of NADRA employees, there is aneed to frame NADRA Service Rules, under which the services ofall such regularized employees will be governed.

(4) Progress of The HR Committee Meeting: The work on framingof draft Service Rules has been completed and put up to the HRCommittee on 9th February 2012. After detailed discussion and

The scope & funding of the projects isdetermined on the basis of feasibility studies. Based on the feasibility studies projectsare formulated on the prescribed Performae i.e. PCI & PCII. The PC 1s aresubmitted to the Planning Commission by the sponsoring ministries/divisions forconsideration of the CDWP. Financial, economic & technical appraisal of projectsis carried cut by the Planning & Development Division and is presented to theCDWP in the form of working paper. The projects valuing Rs. 60 million & aboveup to Rs. 1,000 are approved by the CDWP. And projects costing more thanRs. 1,000 million are recommended to the ECNEC for consideration / approval.Detailed process / procedure is reflected at Annex-A.

The implementation tenure of theproject ranges fium June, 2012 to June, 2014.

(c) Upto June, 2011, an amount of Rs. 693.0 million has been incurredon these projects (List at Annex-B).

(d) • Planning Commission monitors Federal projects on selective basisas a third party validation on the directives of ECNEC.

• Monitoring of development projects is basically the responsibility ofsponsoring ministries/divisions and agencies. ECNEC through itsvarious directives stressed upon creation of Project Monitoring Unitsin ministries/divisions. 32 Ministries/Divisions have so far establishedmonitoring units. Planning Commission vide their Letter No.18 (124)PW/PD/2006 dated 13-10-2006 advised the remaining ministries/divisions to establish monitoring units through development budgetby 30-12-2006.

• ECNEC in its recent decision dated 26-05-2011 has directed thatall PM&E Cell be transferred to non development budget by Ministries/ Divisions. Copy of the decision of ECNEC is atAnnex-C.

• Since 2008, Pakistan faced challenges due to global recession, oilprice hikes, energy crisis, difficult security situation and the heavyrains/floods during the current and the last financial year.

• Pakistan implemented fundamental reforms under the SBA whichincludes:

a. Establishment of an interest rate corridor.

b. Introduction of more market-based exchange rate regime.

c. Strengthening of the enforcement powers of the State Bank ofPakistan.

d. Provision of financial support to poor through Benazir IncomeSupport Program (BISP); and

e. Introduction of tight monetary and fiscal policies.

• The above reforms and the measures helped the economy to mitigatethe impact of above shocks and helped in achieving a moderateGDP growth.

• The report stress upon the need to enhance revenue mobilizationthrough broadening the tax base and also continue the process ofstructural reforms focusing on power sector.

(b) Yes. The report of the IMF was released after series of consultationswith the authorities of Pakistan. Article-IV Report is primarily the assessment ofIMF Staff about Country’s economy.

(c) Under the IMF Post Program Monitoring (PPM) policy, the memberwith whom IMF program have ended and whose outstanding credit exceeds by200% quota, the member country becomes eligible for PPM. Since Pakistan’sSBA ended in September, 2011 and our outstanding credit is above 200% ofquota, therefore, Pakistan becomes eligible for PPM. Under the PPM, IMF willmonitor the economic performance of the country to assess its capacity to repayan outstanding debt to IMF. The advantages of initiating the PPM are that (i) it willhelp Pakistan maintain the fiscal discipline and momentum of reform process asduring the currency of the SBA, (ii) it will help maintain positive relations with IMFwhich will in turn facilitate our relations with other donors, and (iii) it will facilitateour entry into a new Program if required at any subsequent stage.
