Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): Currently, there is no proposal under consideration of the Governmentto Import LNG from any other country except Qatar.

242. *Ms. Sajida Begum:

Will the Minister for Human Rights be pleased to state whether it is afact that Urdu has been adopted as an Official Language in theMinistry according to the decision of the Supreme Court ofPakistan; if so, the details thereof?

Minister for Human Rights: Gradual adoption of Urdu as official

language is underway since the process requires certain enabling measures suchas necessary training of human resource and technical support. Progress made sofar includes the following:—

To gradually adopt Urdu usage for official work, batches of officialsare being trained for Urdu typing. Presently, only two Stenotypistsare available for Urdu typing in the Ministry. The first batch of fiveAssistant Private Secretaries/Stenotypists was nominated for Urdutyping course at Secretariat Training Institute (STI) Islamabad on

27-11-2015. They successfully completed the course. The next Urducourse is scheduled for officers ( BS 17 to 19) 21-25 March, 2016at STI. Islamabad, for which officers are being nominated.

Ministry had alrady initiated a process to translate Human RightsCoventions for better understanding of government officials andgeneral public. Accordingly, all 8 UN Conventions on Human Rightshave been translated into Urdu and uploaded on the official website.

All sign boards in the Ministry have been translated into Urdu.

Speeches are delivered in Urdu on official events.

Trainings/Seminars are also arranged in Urdu.

All replies for Standing Committees are translated into Urdu.

Advertisement/Brochures/flyers on Human Rights Awarness are beingdrafted in Urdu.

Muslim Family Laws have been translated into Urdu.

Translation of the 3rd and 4th Periodic Report on United NationsConvention on Rights of Child (UNCRC) and various Bills into Urduis in process.

Will the Minister for Human Rights be pleased to state the details ofthe legislation made for the welfare of women and children duringthe tenure of the present Government?

Minister for Human Rights: At the Federal level, the subject pertains

to Ministry of Human Rights. Consequent upon the 18th Constitutional Amendment,the subjects of women and children stand devolved to the provinces. Details ofwomen-related legislative measures undertaken by the present Government are atAnnex-I. Legislative efforts for welfare of children are as under:

Criminal Law Amendment Bill, 2015 was drafted and processedkeeping in mind Government’s international commitments and legal requirements.The Bill proposes amendments in Pakistan Penal Code (PPC) and Code of CriminalProcedure (CrPC) to harmonize these with the United Nations Convention on theRights of the Child (UNCRC). The Bill is presently under consideration of theSenate Functional Committee on Human Rights.

The Ministry of Human Rights has drafted National Commission on theRights of the Child Bill, 2015 for establishment of an independent Commission.The Bill is under consideration of the National Assembly Standing Committee onLaw and Justice.

ICT Child Protection and Welfare Bill, 2016 has been drafted whichprovides for formation of Child Protection Board, establishment of child protectioninstitutions and granting of license to such institutions/child protection centers. TheBill also proposes the establishment of child protection courts and mechanism forrescue, custody, care of children at risk. The Bill is under consideration of LegalReforms Committee constituted by the Prime Minister of Pakistan.

244. *Mrs. Shahida Rehmani:

Will the Minister for Defence be pleased to state:

(a) the date on which the Operation Zarb-e-Azb is expected to end;and

(b) the total number of militants have been killed in said Operation

so far?

Minister for Defence: (a) The Operation Zarb-e-Azab is a continuousprocess and is in final phase in North Waziristan Agency as announced by theChief of Army Staff on 24th Feb. 2016.

(b) The exact number of militants is being confirmed from various fieldagencies and the same will be conveyed shortly.

Will the Minister for Petroleum and Natural Resources be pleased tostate the present status of Pak-Qatar LNG import agreement?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): A long term LNG Sales Purchase Agreement (LNG SPA) has beenexecuted between PSO and Qatar Gas.

246. *Ms. Shamas Un Nisa:

Will the Minister for Jaw and Justice be pleased to state:

(a) the steps being taken by the Government to provide speedyjustice to the people; and

(b) whether there is any proposal under consideration of the

Government to increase the number of courts for speedy trials?

Minister for Jaw and Justice: (a) Cost of Litigation Bill, 2015.Tendency of false, Vexatious and un-maintainable cases and taking baseless groundsfor defenses is alarmingly on increase. This tendency leads to numerous evilsinvolving heavy expenditure incurred by innocent persons causing them financialloss and mental torture apart from wasting the precious time of the Courts. Theexisting provisions of section 35 and 35A of the Code of Civil Procedure, 1908,do not adequately cater for such a situation, therefore, comprehensive provisionshave been enshrined in the costs of Litigation Bill, 2015 in order to empower theCourts to impose costs to discourage false and frivolous litigation and unnecessaryadjournments for quick disposal and speedy justice.

The Access to Justice Program (AJP) is one of the key reforms initiativewhich aims at implementing reforms in judicial, police, legal and administrativeJustice Sector to ensure speedy and in-expensive delivery of justice to the people.Various schemes have been launched under AJP like construction of new CourtRooms, Judicial Complexes, Judges Residences, Record Rooms, Judicial Lockups,Bar Rooms, Provision of public amenities i.e. sheds and bath rooms in courtpremises, upgradation of jails, etc. Similarly following steps have been taken toensure speedy justice in lower Judiciary.

(i) To enhance accountability of the District and Session Courts(Lower Judiciary) and to effectively keep a watch on theirperformance, High Courts have institutionalized monitoring systemthrough Members Inspection Team (MIT). The Member InspectionTeam is mandated to hear complaints against subordinate Judiciary.

(ii) Courts for small Claims and Minor Offences were established forspeedy and inexpensive justice related to small claims up to the limitof Rs. 500,000.

(iii) To reduce the load of court cases, effective utilization of the avenuesof alternative dispute resolutions offered under the prevailing lawshas been advocated.

(iv) The High Courts have issued strictly enforced guidelines on delayreduction and brought improvements in process serving system andprocedures.

(v) Amendments in Code for Criminal procedure to devolve HabeasCorpus Power from High Courts to the Sessions Judges to introducecontrol over illegal detentions by the police at district level.

(b) (i) Special Courts/Tribunals, administratively concerned with LawDivision have been established on the basis of work load in consultationwith Chief Justice of concerned High Court to ensure speedy justiceso that litigants may not suffer.

(ii) Recently three more Special Courts (Central), five Banking Courtsand one Special Courts (Offences in Banks) for the Province ofPunjab have been established to meet the growing needs of the society.Similarly there are proposals for establishing 3 more Special Courts(CNS) for the Province of KPK and one Court in the Province ofPunjab. Growing workload in a Special Court renders plausiblejustification for increasing the number of such Special Courts aftermeeting the codal formalities.

(iii) The subordinate courts are working under the control of respectiveHigh Courts and the Provincial Governments. Therefore, anyarrangement or proposal under their consideration is not in theknowledge of this Ministry. As regards High Court in Islamabad it ispointed out that the subordinate courts are working independentlyunder Islamabad High Court.

247. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) the impacts of sanctions imposed on Iran by different quarters

particularly with reference to execution of Pak-Iran GasPipeline Project;

(b) whether Pakistan is being compelled to not start the said project

in the presence of such sanctions; if so, the detail thereof;

(c) the prospect of renegotiation on the said project; and

(d) the steps being taken by the Government to mitigate the impactsof such sanctions to execute the said project in view of shortageof gas in the country?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): (a) The international sanctions on Iran does not allow international EPC.Contractors and financiers to work on the Project. MPNR was therefore not ableto execute the project.

(b) The Govt. of Pakistan is committed to the execution of the Projectand is working on a Strategy to achieve successful completion of the project.Recently, international sanctions on Iran have been lifted by UNSC, US and EU.Foreign office is currently evaluating the latest development and is expected togive guidelines on the way forward, for execution of the project.

(c) Pakistan continuosuly remained in touch with Govt. of Iran andconterpart Iranian gas company (National Iranian Gas Export Company) regardingdevelopments on the project. The Iranian side has already been requested torevise the timelines for the completion of the project through amendment inthe GasSales and Purchase Agreement. A draft of such amendment has been shared withIran in early, 2015. Pakistan side is awaiting agreement on the draft amendment inthe GSPA to start work on the Project.

(d) MP & NR is hopeful that in the wake of removal of internationalsanctions on Iran, Iran will agree to Pakistan’s proposal to finalize a workableimplementation schedule. The Govt. of Pakistan is committed to the execution ofthe Project. The work is expected to start soon.

248. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Law and Justice be pleased to state:

(a) whether it is a fact that Law and Justice Commission of Pakistanwas established to review laws enforced in the country andrecommend to the Government to bring them according to needsof the society, adopting simple and effective procedure to ensurein-expensive and speedy justice, arranging its codification andunification to eliminate multiplicity of laws on the same subject,removing anomalies, repealing obsolete un-necessary provisionsand simplifying for easy comprehension;

(b) whether it is also mandatory for the said Commission to publish

an annual report of its activities and submit such report to thePresident of Pakistan;

(c) if so, the year-wise achievements of the Commission with

reference to functions assigned thereto during the last five years;and

(d) the steps being taken by the Ministry to make the Commission

more effective?

Minister for Law and Justice: (a) The Law and Justice Commission ofPakistan (LJCP) is a statutory body established through an Ordinance in 1979with the mandate to keep under review on a systematic basis, the statutes andother laws of the country with a view to making recommendations to the Federaland Provincial Governments for improvement modernization and reform thereof.Section 6 of the Law and Justice Commission of Pakistan Ordinance 1979elaborates functions to be performed by the Commission, the details of the sameare at Annex-A. LJCP has so far approved 138 reports on law reforms andsubmitted to the Government for implementation. The implementation status of thereports is as under:

(b) In 2002 through an amendment section 6-D was introduced in theLaw and Justice Commission of Pakistan Ordinance 1979 obligating the Commissionto publish an annual report of its activates and such other periodic and specialreports requiring legislative or implementation effect as it may consider necessary.Since then the Law and Justice Commission of Pakistan is publishing its annualreports for general information.

(c) During last five years, a number of meetings have heen held by theLJCP where it recommended for amendments in various laws of the country.Some of which include; Repeal of the Federal Court Act 1937, The Code of theCivil Procedure 1908, The Negotiable Instruments Act, 1881, The VaccinationLaws, The Illegal Dispossession Act 2005, The Mental Health Ordinance 2001etc.

(d) The Federal Government established an Access to JusticeDevelopment Fund consisting of an endowment grant equivalent to US $ 24 millionin installment. The purpose of the fund includes allocation of funds for Provincialjudicial departments, under developed regions, legal and judicial research andfunds for provision of legal aid or assistance to poor and needy. The details asmentioned in section 6-B of the Ordinance is at Annex-B.

Further, the Federal Government established ‘National Judicial(Policy Making) Committee’ (NJPMC) through an ordinance. The Secretariat ofLJCP provides secretarial assistance to the NJPMC. The function of NJPMCinter-alia includes improving the capacity and performance of the administrationof justice.

Will the Minister for Communications be pleased to state the time bywhich the construction work of Motorway/Expressway from Burhanto Mansehra will be started?

Burhan - Mansehra Expressway has already commenced as detailed hereunder:

a. Burhan - Jharikas 20.3 km started in March-2015 36% complete

c. Sarai Saleh - Havlian 20.0 km started in December-2015 03% complete

Havelian - Mansehra

This project is part of Havelian-Mansehra-Thakot Works expectedproject. Contract procurement proceedings have to commence bybeen finalized and contract award to lowest March-2016successful bidder will be proceeded by once theLoan agreement with China Exim Bank is signed/ finalized.——————————————————————————————250. *Ms. Khalida Mansoor:

Will the Minister for Petroleum and Natural Resources be pleased tostate the total number of applications for the provision of newdomestic gas connections which were pending till 15th January, 2015in the country?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): The total number of applications for provision of new domestic gasconnections which were pending till 15th January, 2015 in the country is 1,273,212.

251. *Ms. Nighat Parveen Mir:

Will the Minister for Communications be pleased to state

(a) the percentage of maintenance work of Islamabad-LahoreMotorway completed so far; and

(b) the time by which remaining work will be completed?

Minister for Communications: (a) It is significant to mention here thatOverlay, Rehabilitation and Modernization of Motorway M-2 on BOT basis isbeing carried out by M/s MORE (FWO). The concessionaire has currentlycompleted 442 KMs of carpeting which is about 70% of the total length of 714KMs.

(b) Initially, as per Concession Agreement time for completion of M-2BOT project was three (03) years which has been revised/reduced to two (02)years. With present rate of progress, remaining overlay works are expected to becompleted in six (06) months.

252. *Ch. Muhammad Shahbaz Babar:

Will the Minister for Law and Justice be pleased to state:

(a) the name of Government employees whose corruptioncases referred to the National Accountability Bureau (NAB)during the last five years;

(b) the details of corruption cases finalized by the NAB during the

said period; and

(c) the details of punishments awarded by the said Bureau to saidemployees during the said period?

Minister for Law and Justice: (a) Keeping in view the confidentiality

and non identification of the actual role of any alleged person the names of accusedbeing public office holder cannot be made public. Since, these cases pending withNAB are at different stages, therefore, the information asked by the Hon’ablemember does fall under section 78 (e) of the Rules of Procedure and Conduct ofBusiness in the National Assembly, 2007 which envisages the following: “Itshall not refer to the character or conduct of any person except in his officialor public capacity nor to character or conduct which can be challenged onlyon a substantive motion” and reference is also made towards section 78 (u)“It shall not ordinarily ask about matters pending before any statutory tribunalor statutory authority performing any judicial or quasi-judicial functions orany commission or court of inquiry appointed to enquire into or investigateany matter but may refer to matters concerned with procedure or subject orstage of enquiry if it is not likely to prejudice the consideration of the mattersby the tribunal or commission or court of enquiry” and the same cannot bedisclosed at this stage.

(b) whether it is also a fact that funds are available for supply of

gas to said areas?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Yes.

(b) SNGPL has reported that an amount of Rs. 131.798 million is availablefor laying of distribution network in Chakdara, Gulabad and Talash.

An amount of Rs. 82.281 million is also available for laying of distributionnetwork in Munda Project (including Khazana and Mian Kalay).

Schemes namely Warsak, Samar Bagh and Lal Qilla are neither approvednor any funds released/available.

254. *Sahibzada Muhammad Yaqub:

Will the Minister for Petroleum and Natural Resources be pleased tostate:

(a) whether it is a fact that violations have been made in the

prescribed distribution criteria of gas in District Lower Dir(NA-34);

(b) if the answer to part (a) above is in affirmative, the steps being

taken by the Ministry for its investigation; and

(c) whether there is any possibility to punish responsibles thereof?

256. *Sheikh Salahuddin:

Will the Minister for Science and Technology be pleased to state:

(a) whether it is a fact that Pakistan has not been qualified so farto become Member of Halal Board of the World; if so, the reasonsthereof; and

(b) the steps being taken by the Government in this respect?

Minister for Science and Technology: (a) No organization with the

title of Halal Board of the World exist. However, Pakistan Standards and QualityControl Authority (PSQCA) being a National Standard Body is a member ofWorld Halal Council which is an International Forum of Halal certifying bodieswith global acceptance to Halal certification and accreditation process.

Besides this Pakistan Standards and Quality Control Authority (PSQCA)and Pakistan National Accreditation Council (PNAC), working under administrativecontrol of Ministry of Science and Technology are also the members of organization ofIslamic Cooperation - Standards Metrology Institute for Islamic Countries (OIC/SMIIC).

(b) The Pakistan Standards and Quality Control Authority (PSQCA),under its Act VI of 1996 is mandated to formulate Standards and monitor thequality of products and issue certification thereof, including the items falling underthe Compulsory Certification Mark Scheme.

PSQCA has so far formulated following standards pertaining to Halalsector:

i. General Requirements for the Accreditation Body Accrediting HalalCertification Bodies (PS: 5241-2013).

ii. Halal Food Management System requirements for any organizationin the food chain (PS: 3733-2013).

iii. General criteria for the operation of Halal certification bodies(PS: 4992-2010).

iv. General Guidelines for Halal Cosmetics and Personal Care Products(PS: 5319-2014).

Pakistan National Accreditation Council (PNAC) being a NationalAccreditation Body has launched Halal Accreditation Scheme in accordance withPakistan Standards PS 4992:2010 and Accreditation Conditions for HalalCertification Bodies in-line with the requirements of OIC/SMIIC Halal Guidelines.

PNAC has so far accredited following 04 Halal Certification Bodies:

1. SGS Pakistan (Pvt.) Limited, Systems Services Certification.

2. Renaissance Inspection and Certification Agency (RI&CA) (Pvt.)Ltd.

3. M/S Bureau Veritas Certification, Pakistan (Pvt.) Ltd. Lahore.

4. Punjab Halal Development Agency, Government of Punjab.

Ministry of Science and Technology (MoST) also proposed theestablishment of Pakistan Halal Authority (PHA), Bill 2015. The purpose ofestablishing PHA is to promote imports and exports, trade and commerce withforeign countries and inter-provincial trade and commerce in Halal articles andprocesses.

The PHA Bill 2015 was passed by the National Assernbly on07-12-2015. The same has since been submitted to Senate of Pakistan for itsconsideration / approval.

257. *Sheikh Slahuddin:

Will the Minister for petroleum and Natural Resources be pleased tostate the steps being taken by the Government to utilize the coaldeposite in the Country?

Minister for Petroleum and Natural Resources (Mr. Shahid

Khaqan Abbasi): Constitutionally, coal is a Provincial subject. FederalGovernment is mandated with geological surveys and formulation of nationalpolicies/plans.

Coal is regarded as a matter of national security and strategic importance.Indigenous coal resources (estimated to exceed 186 billion tons) are viewed tohave got the potential to provide long-term sustainable energy security to the countryfor centuries. Presently, coal is mostly used in cement/other industries and brickkilns and a little for power generation. Greater reliance is now being placed oncoal-fired power generation and installation of many such units is underway atvarious locations in the country.

The major steps taken by Federal and Provincial Governments for utilizationof coal deposits in the country are summarized below:—

Ministry of Petroleum & Natural Resources:

1. Followed up National Mineral Policy, 2013 to facilitate investmentin mineral sector (including coal) and enhance its internationalcompetitiveness.

2. Strengthening of coal resource base through regular explorationactivities by Geological Survey of Pakistan.

3. Pakistan Mineral Development Corporation (PMDC) carries outdevelopment works to maintain and enhance coal production fromits mines located in Balochistan and Sindh.

4. Lakhra Coal Development Company (joint venture of PMDC, WAPDAand Government of Sindh) engaged at coal mining to supportcoal based power generation at Lakhra (District Jamshoro, Sindh).

Provincial Governments (Mines & Minerals/Energy Departments):

5. Many prospecting/exploration licences and mining leases granted,mostly to private sector, for utilization of coal deposits.

6. Implementation of development programmes for coal explorationand development, provision of infrastructure, training for skilldevelopment and capacity building etc.

7. Review and updation of regulatory framework and institutionalarrangements initiated to enhance international competitiveness withemphasis on facilitation/promotional roles and transparency.

8. In order to fast track the development of massive coal deposits ofThar Coal-field (over 175 billion tons), Government of Sindh (GoS)has established Thar Coal & Energy Board under the Chief Executiveof the Province with representation from Federal and ProvincialGovernments. GoS is pursuing development of Thar coal reserves ina strategic & systematic manner for producing 10,000 MW by 2020,and is encouraging projects of mining and various options of coalutilization; coal based power generation, surface & underground coalgasification, coal-to-liquid conversion and briquetting etc.

(c) 80% of Stenotypists / Stenographers of the Ministry have been trainedin Urdu typing by own arrangements by running 02 weeks courses.

(d) Further, staff members are being generously nominated to attendUrdu language courses in Secretariat Training Institutes.

(e) Urdu software has been obtained and is being utilized regularly.

(f) Ministry has started official communications in Urdu with all thoseMinistries / Divisions which correspond in Urdu.

Offices of Ministry of Defence have been advised to ensure compliance of theorders passed by the honourable Supreme Court of Pakistan and strategy approvedby the Prime Minister for use of Urdu language for official and other purposes.Ministry of Defence and its Departments/Organizations are working in phases toimplement the Court decision and strategy approved by the Prime Minister inletter & spirit for use of Urdu as official language.

The Ministry of Defence and its Departments/Organizations haveapproached the Establishment Division and Cabinet Division for provision of Urduversions of laws, rules, policies and other manuals, and National LanguagePromotion Department for translation of office manuals, booklets and other policies.However, because of rush of work in National Language Promotion Departmentit may take some time.

Urdu version of website of the Ministry has been prepared and will beuploaded shortly. The officers/officials of MoD have been imparted Urdu trainingbatch-wise from Secretariat Training Institute.

Pakistan Armed Services Board is making all internal correspondence innational language Urdu. All the officers especially in the Armed Forces are deliveringtheir speeches in Urdu, wherever possible.

Complete compliance for use of Urdu as official language will be ensuredon receipt of the relevant material from the quarters concerned.

(c) The gas losses in Oil & Gas producing areas of KhyberPakhtunkhwa are not due to inefficiency of SNGPL but due to prevailing law &order situation of the area. In order to regularize the illegal gas connections aproject worth Rs. 6.6 billion has been devised and accordingly ProvincialGovernment was requested to contribute its share in the cost. Till date no fundshave been received.

(a) whether it is a fact that Kohat Highway via Karak to LakkiMarwat is in a dilapidated condition at present;

Minister for Communications: (a) Indus Highway (N-55) from Kohatvia Karak up to junction of N-55 and Essa Khel-Mianwali Road which leads toLakki Marwat has a total length of 135 km. About 58% i.e. 78 km are betweengood to fair condition whereas, about 57 km i.e. 42% falls between very poor topoor state.

Maintenance works summary is as below:

(b) Fatal accidents happen at two locations:

(1) at Speena Mor, and(2) at Karappa Bridge.

(c) NHA engaged consultants to carry out feasibility and detailed design/for realignment of Indus Highway (N-55) at Speena Hilly Area (Km. 1114 toKm. 1118) and design of Karappa Bridge at Km. 1133+780.

The realignment project cost is Rs. 378 million, whereas, cost forconstruction of Karappa Bridge is Rs. 191 million. These amounts are consideredfor allocation under Annual Maintenance Plan F.Y. 2015- 16.

264. *Ms. Belum Hasnain:

(a) the total amount collected under the head of Gas Infrastructure

Development Cess (GIDC) since its inception; and

(b) No, According to Clause 4 of GIDC Act, 2015. GIDC shall beutilized by the Federal Government for or in connection with infrastructuredevelopment of Iran Pakistan Pipeline Project, Turkmenistan Afghanistan PakistanIndia (TAPI) Pipeline projects, LNG or other ancillary projects.

GIDC will be utilized on promulgation and issuance of GIDC utilizationRules and its budgetary allocation as per instruction of the Federal Government.

Minister for Petroleum and Natural Resources (Mr. ShahidKhaqan Abbasi): (a) Under Gas Sales, and Purchase Agreement, both sidesagreed on “Take of Pay” If Pakistan (does not take the contractual volumes, itwill have to pay the amount corresponding to the volume. Similarly, if the Iranianside does not ship the volumes, it will have to pay the amount corresponding tothe cost of the alternative fuels.

(b) Pakistan issued the Force Majeure and Excusing Events Notice tocounterpart Iranian gas company in March 2014. Despite that Pakistan iscommitted to the Project and endeavoring, implementation of the same, Nowthat international sanctions on Iran are being lifted. However, as per mechanismenvisaged under the GSPA, the non-

fulfillment of contractual obligations will be

dealt with by both sides through alterrnate dispute resolution.

BesidesGovernment of Pakistan is also pursuing foreign investments for installation of anew state of the art refinery at coastal belt of the country.

268. *Mr. Iqbal Muhammad Ali Khan:

(a) whether it is a fact that more Motorways have been constructedin the Punjab so far; if so, the justification therefor; and

(b) the steps taken/proposed to be taken by the Government toconstruct more Motorways in the Sindh, Balochistan and KhyberPakhtunkhwa?

Minister for Communications: (a) Presently three sections of Peshawar-Karachi Motorway i.e. M-1, M-2 and Pindi Bhattian Faislabad Motorwayshave been completed. The total length of the said sections is 565km wherein475km falls in Punjab province and 90km falls in KPK province.

The Peshawar-Karachi Motorway (PKM) alignment connects thethickly populated cities i.e. Peshawar, Rawalpindi, Lahore, Multan, Sukkur,Hyderabad and Karachi. The alignment also caters for the shortest access toindustrial hubs established in the major cities, along the route.

(b) The Government has taken concrete steps for construction ofMotorways/Expressways in the country. Considerable length of Multan-Sukkur Section falls in Sindh province. The other two segments of PKmotorway i.e. Hyderabad-Sukkur section of length 299.27 Km and Hyderabad-Karachi of length 136Km also falls in Sindh province.

Presently, work on M-9 has already been started,whereasSukkur-Hyderabad Section has been offered on BOT. In addition, work onBrahma Bahtar-D. I . Khan Motorway will commence soon which will connectthe Southern Khyber Pakhtunkhuwa with the motorway network on M-1 nearIslamabad. Further Feasibility Study for D.I.Khan-Quetta Expressway is alsobeing initiated.(53Kms) Feasibility Study for dualization of Surab-Kalat-QuettaChaman 318 Kms to link N-85 is also in process.

view the requirement of the customers in accordance with the Annual DevelopmentProgram as approved by OGRA. However, In view of severe shortage of gasprevailing in the country, Government of Pakistan is aggressively pursuing the importof 1.2 BCFD LNG into the country to meet the shortfall in gas supplies.Accordingly, in order to take up this additional gas into the system, SNGPL hasplanned its system augmentation project downstream starting from Sawan uptoLahore whereas upstream Sawan pipeline is being laid by SSGCL.

(c) CNGPL/ SSGCL are undertaking their system augmentation projectwith the assistance of bank borrowing, whereas gas infrastructure developmentworks for power plants are being undertaken on the basis of cost sharing/bankbarrowing, subject to approval from OGRA.

(d) The routine system augmentation is a normal on going exercise, budgetprovisions are kept and material procurement will be carried out accordingly.Timely approvals are arranged and execution work is being monitored for timelyexecution and completion of project.

It is further apprised that Government of Pakistan is monitoring the ongoingprojects (LNG projects) minutely and extending all possible help to ensure thetimely completion of said projects.

(e) SNGPL has reported that the gas based industries have been badlyaffected due to severe gas shortfall on SNGPL’s network. However, with theadditional gas input in company’s system through import of LNG, supplies ofsame have been restored to industrial consumers in Punjab and there has been animprovement in the demand supply situation.

SSGCL has reported that based on the availability of gas, only one dayIndustrial closure is being observed on weekly basis.

Oil Marketing Companies (OMCs) are importing Furnaceoil, Mogas (Petrol) and Diesel oil from the international market on the costcompetition basis through open tenders.

In accordance with the existing Import Policy Order notified by Ministryof Commerce, lubricant products are importable by commercial importers,lubricants blending companies, lube/oil marketing companies and refineries.

However, there is only one Oil Marketing Company and Refinery in thepublic sector under the administrative control of Ministry of Petroleum and NaturalResources namely Pakistan State Oil Company Limited (PSO) and Pak-ArabRefinery Company Limited (PARCO) respectively. PSO imports petroleumproducts only while PARCO imports crude oil. Both of them do not importLubricants.

Minister for Sceince and Technology: Presently, no organization ofMinistry of Science and Technology (MoST) has the mandate to check the Halalingredients / elements used in the dry milk imported in the country.

The Pakistan Standards & Quality Control Authority (PSQCA), under itsAct VI of 1996 is mandated to formulate Standards and monitor the quality ofproducts and issue certification thereof, including the items falling under theCompulsory Certification Mark Scheme.____________________________________________________________@ Transferred from Commerce Division.

PSQCA has established Pakistan Standard (PS) for Halal FoodManagement System Requirements for any organization in the Food chain(PS:3733).

The standard defines the requirements (criteria) for Halal Food SafetyManagement System that shall be followed during preparation, processing,packaging, labeling, handling, distribution, serving and the overall aspects of thepremises dealing with and storing Halal food. It is applicable to all enterprises/organizations, regardless of size, which are involved in any aspect of the foodchain and wish to implement systems that consistently provide safe Halaal products.

This Pakistan standard is aimed to help both producers and supervisingorganizations to ensure Halalness throughout the food chain in order to facilitatecross-border trade and to gain confidence of the Muslims around the world.

Clauses of the above mentioned Pakistan standard reproduced belowwill help to check Haram elements /ingredients used in any imported food productincluding dry Milk:

4.1.1.2 Halaal Food

Halaal food which fulfills the following conditions:

a. The food or its ingredients do not contain any parts or products ofanimals that are non-Halaal or products of animals which are notslaughtered according to the Laws of Islam;

b. The food does not contain any ingredients that are “Haram” or “Najis”;

c. The food is safe and not harmful for human health;

d. The food is not prepared, processed or manufactured using equipmentcontaminated with things that are “Haram” or “Najis”;

e. The food or its ingredients do not contain any human parts or theirderivatives;

f. During its preparation, processing, packaging, storage ortransportation, the food does not come into contact with any Haramor Najis items that can contaminate it.

4.1.7 Food Additives

Food additives (ingredients) shall only be from Halaal sources.

4.1.1.3 (k) Any ingredient derived from the Haram animals is not Halaal.

Therefore it would be worthwhile to incorporate the Pakistan standardsrequirements in the import policy order to overcome such situations otherwisePakistan will face the same or even worse situation regarding Halal especially onimport.

Further to this the Pakistan Council of Scientific and Industrial Research(PCSIR) has established Halal Authentication laboratory at PCSIR Labs Complex,Karachi, Lahore and Peshawar to support local industries and regulatory authorizesfor export and import of Halal items (especially) food and cosmetic according toIslamic Shariah on demand basis.

Ministry of Science and Technology (MoST) has already proposed theestablishment of Pakistan Halal Authority (PHA), Bill 2015. The purpose ofestablishing PHA is to promote imports and exports, trade and commerce withforeign countries and inter-provincial trade and commerce in Halal articles andprocesses.

Only after the promulgation of PHA Act 2015; MoST’s organizations willbe in a position to check Haram elements / ingredients used in dairy milk importedin the country.

Minister for Law and Justice: (a) An amount of Rs. 1.855 Billion hasbeen recovered in Eight (08) High Profile corruption and fraud cases by NABduring the tenure of present Government from 2013 to 2015. The details of thecases are Annexed.

(b) It is highlighted that no NAB official has ever received any amountthrough Plea-Bargaining. Infact NAB as an organization has recovered the totalamount of Rs. 10.717 Billion under section 25 (b) of NAO, 1999 and depositedin the Federal Consolidated Fund since inception of NAB.

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) Oil Prices are linked with the international Arab Gulf Market, based onthe PSO’s actual import price and as per parameters approved by the GoP/ECC.Prescribed criteria/mechanism to determine the oil prices is at annexure-I

(b) Three types of Government revenues are earned on the supply ofpetroleum products i.e. Petroleum Levy (PL), Custom Duty and GST. Ministry ofpetroleum is concerned only with the Petroleum Levy, while GST and CustomDuty are related to FBR.

Regarding Petroleum levy (PL), the maximum limit of its rates aredetermined/ approved in Finance Bill. The PL rates as determined in 2013, arestill applicable from 2013 to 2015 onward as mentioned below:———————————————————————————————

The rates of PL are not increased/decreased with the decrease of theinternational or local oil prices, therefore no earning was accrued due to reductionof oil prices in the international market, However GST and custom duty aredetermined in term of percentage, therefore revenue on GST/custom duty is reducedwhen the oil prices arc decreased in international market and vice versa. SinceGST/custom duty comes under the domain of FBR, therefore FBR may respondon its carring.

Will the Minister for Communications be pleased to state whether itis a fact that the National Highway from Attock to Peshawar is in adilapidated condition at present; if so, the time by which it will berepaired?

Minister for Communications: The condition of N-5 from Attock toPeshawar is not dilapidated as the existing four lane road is in fair and trafficable

condition. More so, a Periodic Maintenance Contract has been completed betweenAttock and Nowshera section. Few location between Nowshera Peshawar sectionneed repairs & the estimate of which is in process of approval, as part AMP 15.

It is pertinent to mention that the traffic volume on section underconsideration is very high. Therefore, a proposal for widening of N-5 up to six(06) lane is under Consideration under PPP arrangements which will minimize thetraffic congestion.

135. Mr. Sajid Nawaz:

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the Toll Tax from Peshawar to IslamabadMotorway is Rs.200/-; and

(b) whether it is also a fact that the Toll Tax at the rate of Rs.230/-

is being collected on the said Motorway at present; if so, thereasons alongwith the head-wise utilization of extra amount ofRs.30/- thereof?

Minister for Communications: (a) The toll amount on M-1 from

Islamabad to Peshawar is Rs. 200/-. However, due to Concession Agreementmade with M/s FWO for the rehabilitation of M-2 and Islamabad Link road(9KM), M/s FWO is collecting Rs. 230/- at Islamabad Toll Plaza as per increasedrates on M-2 including Islamabad link road.

(b) The difference in amount from Peshawar to Islamabad (Rs. 230)and Islamabad to Peshawar (Rs. 200) is being rationalized in coordination withM/s FWO to bring it in uniformity for both ways on the basis of distance travelledand approved per kilometer rates on M-1 and M-2.

The excess amount collected by FWO will be negotiated with M/s FWOas per concession agreement made and will be adjusted accordingly. The fundswill be utilized on maintenance of National Highways network.

136. Mr. Jamshed Ahmad Dasti:

(a) whether it is a fact that the gas is being supplied from 11:00 pmto 07:00 am in Block-C, National Police Foundation HousingSociety, Sector O-9, Lohi Bher, Islamabad at present;
