1984Pittsburgh, Pennsylvania, William Penn Hotel, annual meeting, 18 members present. Criteria for Evaluation of Professional Standards field tested in Illinois, Wyoming, Montana, and Colorado. Irving Independent School Dist. v. Tatro 468 U.S. 883 (1984) provided a two-step analysis of "related services". First, the requested services were "supportive services" because Amber cannot attend school unless urinary catheterization is provided; and second, the services were not excluded as "medical services" under the bright-line test: Services provided by a physician (other than for diagnostic and evaluation purposes) are subject to the medical services exclusion, but services that can be provided by a nurse or qualified layperson are not.

1985Little Rock, Arkansas, annual meeting celebrated the 10th anniversary of the association. Ruth Ellen Luehr, President, October  1985 – October 1986. Developed a position paper, ‘Comprehensive School Health’. Issues Committee initiated. Muriel Derosiers wrote an article the ‘National Association of State School Nurse Consultants’ published in the Journal of School Health.

Grant is through collaboration with the National Alliance of Pupil Services Organizations (represents 2 1/2 m counselors, nurses, OT, PT, psychologists, social workers, special educators, speech therapists, and administrators. NASSNC not member but would recommend inquiry into membership. 5) Project Assist, a program at U. of Colorado for preparation of paraprofessionals working with school nurses serving children and youth with special health care needs. Charlotte Burt represents NASSNC. 6) Nursing Intervention Payment Panel is looking at the extent nursing practices represented on current coding systems: CPI codes of AMA and Health Care Financing Administration common coding systems. 12 members on panel, Mary Ellen Hatfield represents NASSNC. 7) University of Colorado national advisory group meeting to develop policy and practices for IDEA and delegation. Victoria Hertel represents NASSNC. Delegation discussion: MN-nursing judgments, 2 lawsuits settled out court-catheterized and infection, NY-administrator insisting someone do something, working on education guide, teachers union strong. Desire to share state case information. ANA collected information 3 years ago. 8) GAPS (Guidelines for Adolescent Preventive Services) AMA document with recommendations on health guidance, screening, and immunizations. To be presented at annual meeting. 9) Guidelines for Comprehensive School Health in draft, teleconference, and ballot vote June 15. Pharmacy &Therapeutics committee seeks input from the schools regarding a Medicaid decision that would make the injectable epinephrine medication Twinject preferred over EpiPen. It would mean considerable cost savings for Medicaid and Twinject and EpiPen are both similar products both being the same strengths of injectable epinephrine. The committee is looking for an official statement from schools. Let me know any issues or negative effects you think it may have on schools. Response: The School Health Unit does not support DMA’s proposal to make Twinject auto-injector preferred over EpiPen auto injector for school use. Rationale: The risk of needle stick injury to a staff person or another student is high with use of Twinject as compared to use of EpiPen. EpiPen is a single use auto injector with a fully retractable needle. It is automated, only a plastic cap is removed from the area in which the needle is encased but the needle is not exposed before or after use, only once pressed against a person’s body does the needle eject the medication and then retracts. The only risk of needle exposure would be if used incorrectly, which might happen if the device is pressed against the body but removed before the medication is fully dispensed.
