Nimrod WanialaManager, Hub and Spokes ProjectThe Commonwealth Secretariat

Nimrod Waniala is currently manager of the Hub & Spokes Project at the Commonwealth Secretariat and effectively promotes the participation of Afro Caribbean and Pacific countries in international, regional & intra- regional trade negotiations. He also works to re- enforce their respective capacities in regard to compliance with their development strategy.

From 2002 to 2004, he was Executive Director, Private Sector Foundation Uganda (PSFU), and was charged with ensuring that Uganda’s business environment grew and improved its performance through policy research, advocacy, design and co-ordination of private sector development initiatives to include the promotion of dialogue, facilitation of technology transfer and training. Earlier, he served as Director of the USAID PSF Trade Policy Capacity

Building Project; as a Senior Advisor to the Minister of Tourism, Trade & Industry and was Chairman of USAID’s Investment in the Development of Export Agriculture (IDEA) Project Steering Committee.

Waniala has been a Board Director at the Export Promotion Council Board, Deputy Director, Export Policy Analysis & Development Unit (EPADU) where he oversaw the Operational Constraints Analysis programme, and he worked for Bank of Uganda in the career role of Principle Banking Officer. He also concurrently held various high profile positions in the Government of Uganda and the private sector.

He holds a Masters in Banking and Finance for Development from the FinAfrica Foundation Milan, Italy and has a B.Sc. In Economics from Makerere University, Kampala, Uganda.

Before NAMCA was formalized, BaMasaaba in various parts of North America had, for a long time, discussed and proposed various ideas for an institution that would organize members of their unique Diaspora under a single umbrella - a body that would address their welfare at home and also abroad.

This culminated in a formalization process, which began on April 13, 2001 at the Uganda Community Center in Toronto, Canada. Their aim was to form an engine to preserve culture in the Diaspora, and also act as catalyst for social and economic development in Uganda.

They placed emphasis on an organization that was nonpartisan and apolitical; and the focus was on fostering unity with the aim of coalescing BaMasaaba towards common development goals in health, education and economic development.

In their deliberation and brainstorming, they also touched on areas of concern to the community like marriage and family stability, cultural education of children, tourism, inter-national trade and leadership amongst others.

The group lamented the state of poverty and underdevelopment in Bugisu and amongst the

BaMasaaba; resolving to revive the pursuit of self-sufficiency that the BaMasaaba are known for.

Unanimously, they recognized that BaMasaaba in the Diaspora had the resources - the people and the access - and upon them was the time to deliver leadership in addressing the welfare of their own people.

On April 14, 2001, NAMCA was initiated in the declaration of these resolutions:

We the BaMasaaba assembled here in Toronto Canada on the 13th & 14th of April 2001 hereby resolve that:

1. We form an association to be known as North America Masaba Cultural Association or (NAMCA)

2. That the association pays respect to past and present leadership in Bugisu and promotes recognition to those who have made positive contributions to the BaMasaaba

3. That we work to economically empower BaMasaaba through schemes that enhance their well being

4. That we shall establish forums to educate BaMasaaba on rights, health, economics and political world around them.

5. That we shall encourage, help, educate Bugisu’s farmers, entrepreneurs and students to achieve their dreams

6. That we shall work to unite all BaMasaaba and restore a sense of self-fulfillment to a people once imbued in plenty

7.. That there shall be annual conferences conducted at Different venues to discuss NAMCA’s forward movement.

About NAMCANAMCA is an apolitical Diaspora organization

focused on promoting health, boosting education fostering economic development among BaMasaaba

through the synergy that comes with unity.

Distinguished GuestsDelegates, Ladies & Gentlemen,Balebe, Mwenayo,

A warm welcome, and thank you for joining us for the next three days.

The NAMCA Constitution requires that from time to time, the President and Board shall convene an Association General Meeting to report progress made for the given year.

The Constitution also provides for the Board to organize an assembly of all BaMasaaba in the Diaspora.

This year, 2012, marks 10 years of NAMCA’s existence. We’ve come from afar - from the humble beginnings of 22 Tweedrock Crescent in Toronto, Canada to hospitality and capable leadership of Sarah Pande Wanda and Edward Wanda in New York.

This 10 Year Anniversary is one for the books as this is the first time for us to bring our AGM to Uganda - amongst old friends, relatives and fellow BaMasaaba on our very own soil.

We BaMasaaba as a community have been compounded in several ways: In the past, our coffee as a main economic resource brought us together at cooperative societies.

Today, we thank God that, through, H.E. the President of Uganda, we are more united in Inzu ya Masaaba and under the leadership of Uwelukosi Umusakhulu, Wilson W. Wamimbi, Umukuuka we BaMasaaba.

There’s more hope that this unity will bring exactly the kind of development our people require.

Our purpose this year is to foster together-ness even further by forging partnerships with organizations - governments, District Local Governments, religious leaders, NGOs and our community to bring forth Transformation, Empowerment & Development to BaMasaaba.

In visiting various communities, what we found was a latent frustration and anger at the situation many people find themselves in. So, for the next three days, nothing should be more important than addressing those things that bring people unhappiness and especially a life of poverty.

While we deliberate, please take the time to enjoy yourself and the company of new and old friends. Nothing can be more powerful than this freedom we now enjoy in sharing ideas, experiences, discussing contentious issues and celebrating till the cocks crow in the morning.

On behalf of the Founders Council, the Board, our members and the many people who came together in committees that put this event together, I wish you fruitful deliberations.
