From the file attached - which is incomplete, itwould appear Acting Ccmander J.Donovan, R.A.N., then inCommand of H.M.A.S. "Platypus" may have knowledge of thecircustances leading to their supply. As it is possible thatit may not have been intended to incur cost to obtain theseplans, no FinanceAuthority to cover cost of purchase wouldexist,5. Therewas no financial authority obtained as it was never intended toto incur any expense.The contingentcircmstances, which may be of interestwas as follows. "PATRICIA CAM" was at that time a tender to"PLATYPUS" operated by N.O.I.O. Darwin. I was in considerabledoubt as to whether she was sufficiently strongly constructedforanything other than local duties particularly in the "wet"or bad weather season. She had been built for Cam and Sons Pty.Ltd., Trawler Owners of Sydney and had been transferred fromtheir ownership to H.M.A.Navy. I heard fromthe Engineer Officer 5of "CAS'1‘I-EMAINE" (I forget his name) who had Joined the Navy fromthe employ of Red Funnel Trawlers, that when "PATRICIA CAM" was 1under construction, Mr. Cam insisted on incorporating someofhis own ideas so extraordinary that the Naval Architedt,Mr. Barber ‘withdrew frm supervision of her construction. Engineer Officer '"OASTLEMAINE" expressed the opinion that if I wrote to Mr.Barberhe would probably inform meas to these circumstances of her Cconstruction and agree»\ t I mention his name in my letter toMr. Barber. Barber.At the time supply of these prints was made,"PatriciaCam" was a tender to H.M.A.S. "platypus" on the Darwin Station.On approximately the 5rd December, 1942, the accounts of "PatriciaCam" were transferred to "Melville" and all correspondence filesdealing with this shipwere also handed over. This explains whythere is no record in "Platypus" prior to the 5th February, 1945.In the first instance, Commander J. Donovan thenCmmanding Officer of "Platypus" wrote to Mr. Barber, asking fordetails of"Patricia Cam's" construction and intimated that anyplans and specifications that were available would he of useto Department of the Navy, as this ship had been commissioned intoH.M.A. Service.I believe that CommanderDonovan, like myself, wasunder the impression that these plans were being supplied free ofcoat. As far as can be remembered, N.O.I.C., Darwin, was unawareof the step taken to secure "Patricia Cam's" history and noauthorityfor any expenditure was sought.At the same time similar requests were made to otherfirms in Western Australia and'8outh Australia to supply detailsof construction of H.M.A.S. "Southern Cross" and.H.M.A.S. "Yampi""Lass". Inthese cases, however, the firms approached, wereunable to supply plans but did supply specifications and thehistory of the craft without charge.
