    DOTC/LTO proposed the use of MVUC fund in 2005 for

    the MVIC Program.

    LTO will be implementing the MVIS program by phase

    starting 2007.

    January 2010, 4 MVICswill be fully operational.

    Region 1,2,6,10 and 12 are undergoing building

    construction of MVIC.

    OVERVIEW

    Region 5,8,9,CAR and CARAGA are acquiring lots for

    MVIC.

    VEHICLE SAFETY INSPECTION

    TEST

    For security measures, the inspector isrequired to log in before every test. The

    inspector enters a username and a

    personal identification number (PIN) into

    the computer.

    At this stage, vehicle information and

    specification are entered into the computerpanel.

    SIDESLIP TEST

    To check the safety of the vehicle

    movement

    At this stage, the inspection is fully automated.

    The sideslip tester measured the vehicles front

    wheel alignment of toe-in and toe-out.

    Passed/failed judgments are determined and the

    data is transferred to the database.

    SUSPENSION TEST

    To check the driver/passenger

    comfortability

    This test measures the effectiveness of

    the shock absorbers on each wheel of the

    vehicle, checking the absolute damping

    levels and comparing the relative damping

    balance between the left and right side ofeach axle

    BRAKE TEST

    To check vehicle safety control

    At this stage, the inspection is fully

    automated.

    This test measures the braking forces of

    the left and right wheels for both front and

    rear axle of the vehicle.

    The result of inspection is determined and

    the data is transferred to the database.

    SPEEDOMETER TEST

    To check exact speed of the vehicle

    This test measures the actual speed of the

    vehicle and checks the accuracy of vehicles

    speedometer reading.

    The result of inspection is determined and thedata is transferred to the database.

    SMOKE EMISSION TEST

    To check if vehicle exhaust emission

    complied with the standards set out in

    Philippine Clean Air Act

    DIESEL-FED MV OPACIMETER

    (Compression Ignition Engine)

    INSPECTION PROCEDURE:

    This test is a smoke opacity measurement for in-use

    motor vehicle equipped with compression-ignition

    (diesel) engine using the free-acceleration method. Theexhaust system shall not have any leaks. The motor

    vehicle-gear change control in the neutral position with

    the hand brake engaged.

    Results are transferred to database after inspection is

    completed.

    GASOLINE-FED MV GAS ANALYZER

    (Spark Ignition Engine)

    INSPECTION PROCEDURE:

    The test procedure is for the determination of the

    concentration of Carbon Monoxide (CO) and

    Hydrocarbon (HC) emission from in-use motor vehicles

    equipped with spark ignition engine running at idle

    speed. At this stage, the motor vehicle gear-change

    control is in the neutral position with the hand brake

    engaged.

    HEADLIGHT TEST

    To check if vehicle is suitable for night

    driving

    The automated headlight tester

    measures the luminous intensity and

    the photometric axis or optical axis

    deviation of the vehiclesheadlight.

    The result of inspection is determined

    and data is transferred to the

    database.

    receives instruction from the process

    On completion of all stages of

    inspection, the results aretransferred to main system control

    computer database. All computer

    systems are equipped with a

    communication interface for transfer

    of test results in all stages of

    inspection to main system controlcomputer, for on-line and real-time

    authentication and validation of test

    results with LTO-IT System. A

    Certificate of MVIS Compliance

    (CMVISC) shall be issued to all

    motor vehicles that passed theinspection process. A Motor Vehicle

    Inspection System Report (MVISR)

    shall be issued to all mv that failed

    the inspection process.
