**IMPORTANT NOTICE**

On 1 March 2008, the Air Force authorized full weight entitlements for accompanied Air Force civilian and military members assigned to/from Japan bases. The Overseas Quarters and Furnishings Availability report authorizes full weight entitlements for unaccompanied personnel in grades E-5 and above, and DOD civilians. Only members E1-E4 are weight restricted. Effective 1 January 2009, loaner furnishing kits provided for a maximum of 90 days for PCS both in and out of Misawa. The Air Force is the AOR for the Furnishings Management Program and this policy includes all DOD services. The washer, dryer, range and refrigerator are furnished for the duration of members tour to all eligible individuals on official orders assigned to Misawa AB, (i.e. military, DoD civilians, NAF and AAFES employees.) Government contractors are not eligible for FMO loaner furniture.

Be sure to check with your Travel Management Office (TMO) to ensure your full weight entitlement has been allotted to you prior to PCSing to Misawa. For more information, contact your TMO or Misawa TMO at DSN 315-226-3525.

SECTION A - AIR FORCE RESPONSIBILITIES The base will perform the following processes in support of your assigned family housing unit: all maintenance and repair; refuse collection and disposal; pest control to protect Air Force property; snow removal from streets; and fire and police protection. INITIAL INSPECTION. A housing representative, along with the occupant, will perform an initial inspection to identify and document on AF Form 227, Quarters Condition Inspection Report, any discrepancies pertaining to the unit, grounds, appliances, carpet and blinds. This inspection must be performed at the time of assignment. New residents are advised if the conditions of the housing unit or its equipment differ from any entries recorded on the AF Form 227. The resident is to submit the discrepancies in writing to the housing office within 15 days of the move-in-date. MAINTENANCE AND REPAIRS. The 35th Civil Engineer Squadron (CES) has the primary responsibility for the maintenance of your home. Your cooperation is necessary to enable us to accomplish our maintenance work, as it is often done during your occupancy. Service Calls. All service requests for work should be called in to the service call desk at 226-HOME (4663). The service call specialist will immediately assign and provide you a job order number and an approximate date and time the work will be performed. There are three categories of service: emergency, urgent, and routine. The category determines the response time to your unit. Emergency Work completed within 24 hours Urgent Work completed within 5 days Routine Work completed within 30 days Emergency service calls are work requirements, which must receive immediate attention and must be completed within 24 hours. Some examples are: -Any problems, which could cause loss of life or property. -Serious damage affecting health, safety, security or the mission. -Complete utility failure (electricity, heat, water or sewage). -Inoperative refrigerator. -Oven and all burners on stove are inoperative. -Ruptured water lines. Urgent service calls are work, which does not qualify as an emergency, but must be accomplished within five (5) days. Some examples are: -Inoperative or malfunctioning appliances. -Cracked windows. -Partially clogged sewer line; sluggish draining. Routine service calls are work, which does not qualify as an emergency or urgent call, but must be accomplished within 30-days. Some examples are: -Defective or malfunctioning light switches, fixtures, receptacles, etc. -Damaged or deteriorated walls, window trims, window frames, screens, door trims, and door frames. -Damaged floor tiles, cabinets, and holes in wall. REFUSE COLLECTION AND DISPOSAL. You will receive garbage pick-up twice a week according to the schedule listed below. Remember, all trash must be bagged and tied to prevent debris from being spread by animals or birds.

For those items under 400 pounds and less than 15 feet long, curbside pick-up will be provided as follows: Main Base curbside pick-up Monday North Area curbside pick-up Wednesday Items for curbside pick-up should be brought to the curbside no earlier than 1800 Sunday night for Main Base residents and Tuesday night for North Area residents. Earlier trash dumping is strictly prohibited. Questions, concerns, complaints, or ideas to improve refuse collection may be directed to the Refuse Quality Assurance Evaluator at ext. 226-3624. Refuse cans are provided by the Air Force, but you are responsible for their cleaning. High-rise tenants refer to Section J. Trash in excess of garbage can capacity is to be placed in an appropriate container (plastic bag, bundled, etc.) and placed next to garbage cans. Bags must be tied. Unserviceable cans may be replaced at the Self-Help Store. See the Environment Section on page 10 for recycling information. LOCKOUTS. For lockout service, call the service call desk at 226-HOME (4663). Replacement of lost keys is the occupant’s responsibility. Where a reproduction is prohibited, the cost of the keys, as well as re-keying and replacement of the locks if necessary, will be the occupant’s responsibility to reimburse the U.S. government. The cost of keys will be reimbursed at termination if the keys are missing. APPLIANCES. Government appliances are furnished for all houses: stove, refrigerator, washer, and dryer. If you have problems, do not attempt to make repairs or adjustments. Problems should be called in as a service call at 226-HOME (4663). PRIVATELY OWNED APPLIANCES. Since government appliances are provided, occupants are responsible for storage of any privately owned appliances. FILTERS. Heating unit filters for housing are government-furnished. You are responsible for periodic change of disposable filters or cleaning of permanent type filters. We recommend once every quarter. FH SELF-HELP STORE. Numerous items for maintaining your home such as paint, spackling compound, weather stripping, faucet washers; etc. may be acquired from the Base Self-Help Center, Bldg 794, 226-4481. Customer service representatives will be pleased to provide you advice on various maintenance and repair techniques as well as helpful hints on yard care and self-help projects around the home. NAME SIGNS. Letters for name signs are issued at the initial inspection. The name sign should read: rank, first initial, and last name (i.e., MSgt J Doe). Occupants are responsible for installing the letters provided by the housing inspector within five working days. All letters will be returned to the inspector at the final inspection. Additional letters for changes are available at the Housing Office. INSECT AND RODENT CONTROL. Residents are responsible for good sanitation and control of minor pest problems. AFI 32-1053, Pest Management Program, implements DOD policy which states, FH occupants must control minor pests in their quarters, such as cockroaches, ants, silverfish, flies, sow bugs, earwigs, and miscellaneous flying and crawling pests which do not constitute a health hazard, or destroy

government property. If you have any questions, please call the Pest Management Office at 226-4257. You are responsible for control of insects and other pests, which attack your indoor plants, outdoor gardens, and flower beds. Pesticides used in the Self-Help program will not control these outdoor insects. Occupants will have to purchase appropriate pesticides to do so. A full line of approved pesticides is maintained in the BX Garden Store. a. A Self-Help program has been established to help you eliminate pest control problems. These items are available at the Self-Help Center, Bldg 434.

b. The bait stations are among the safest pesticides on the market and are much less toxic than the pesticides normally used by base Pest Management Personnel for controlling cockroaches and similar pests. Instructional material is also provided at the Self-Help Center. Additional instructions can be obtained through the base Pest Management Office. Only enough Self-Help material will be issued to treat one FH unit. c. Civil Engineer Pest Management personnel will control all pests in FH which are health hazards, such as rats, bees, wasps, fleas, and ticks (except on the animal or outdoors), snakes and other venomous pests. (NOTE: Cockroaches are not considered a health hazard except under exceptionally filthy conditions). Civil Engineer Pest Management personnel will also control all pests considered potentially hazardous to Air Force property, such as termites, carpenter ants, wood boring beetles, and insects which attack lawns and ornamental trees planted by the installation. Pest Management personnel will treat pest problems, which do not respond to self-help treatment caused by unsanitary conditions beyond the control of the occupant. d. Pest Management:

1. Will not treat unsanitary or grossly dirty quarters until they have been thoroughly cleaned. 2. Will not treat quarters if control failure is due to misuse of self-help material. Pest Management may demonstrate proper use of self-help materials. 3. May treat premises where self-help treatment failure is due to structural deficiencies or other conditions beyond the control of the occupant.

SECTION B - RESIDENT RESPONSIBILITY LEAVE OR EXTENDED TDY. If you anticipate an absence from your home for an extended period (over 7 days), you must notify the Housing Office and the Security Forces in writing of your intended absence. A Form letter is available at the Housing Office. While you are away your responsibilies for exterior care cannot go unattended. Pets are not to be left in the house unattended during your absence. LIABILITY FOR DAMAGE TO FAMILY HOUSING EQUIPMENT AND FURNISHINGS. Under federal law 910 U.S.C. 2775 as amended by the FY85 Military Construction Authorization Act, members of the armed forces occupying FH shall be held accountable for loss or damage to family housing, equipment or furnishings caused by abuse or negligence of the member, the member's dependents or the member's guests. While the amount of liability is limited to one month's basic pay in cases of simple negligence, members are liable for the full amount of damages or loss in cases of willful misconduct or abuse. AFI 32-6001 (Chapter 6 Paragraph 6.2) and AFM 23-220 provide guidance on how to determine responsibility and pecuniary liability. Liability does include damages caused by pets. INSURANCE. While occupying FH you should purchase commercial insurance for protection in the event of a major loss. Such insurance should specify clearly the personal liability coverage for loss or damage involving government quarters, furnishings, and equipment. A common policy for this coverage would cover your personal property as well as personal liability for government property. You may be able to obtain liability coverage for government property without insuring your personal property if you do not desire to insure the latter. In cases of misconduct or abuse, you can be held liable for replacement value. The replacement value is based on maximum net square footage and grade authorized by public law. The Staff Judge Advocate can answer specific questions. DAMAGES TO HOUSING. Damages to quarters beyond reasonable wear and tear are the occupant's responsibility. Repairs and replacements must meet Air Force standards. The Housing Office can fully explain your options to repair and replace damaged items and the method of payment. This policy is enforced at Misawa AB, Japan. ENERGY CONSERVATION AT MISAWA AIR BASE. As a FH occupant, we need your assistance in conserving energy. Fewer dollars for FH and rising utility costs require us to use common sense and do everything possible to conserve our precious financial resources. Executive Order 12902 directed Misawa Air Base and other federal installations to reduce their energy consumption. Under this order, Misawa AB must reduce its energy consumption by at least 30% from a 1985 baseline by the year 2005. This roughly translates into reducing our consumption 2% per year every year until 2005. In order for the base to attain this goal, all residents of Misawa must be conscious of and work to reduce their energy consumption. Our primary forms of consumed energy are electricity, the fuel we burn to warm our homes and hot water (steam production). In 1995, the base created the Base Energy Conservation Council chaired by the Vice Wing Commander to formulate and implement an energy conservation management program at Misawa Air Base. The objective of the Misawa Air Base Energy Conservation Program is to meet the goals of the Executive Order by encouraging energy conservation and minimizing the amount of energy required to achieve the mission and maintain force readiness. Support of family housing occupants is crucial to our energy conservation efforts and our ability to surpass energy consumption reduction goals. The following energy saving tips are quick and easy ways you, as a housing resident, can reduce your energy consumption by 10% to 50% and assist the base in attaining its goal. 1. Turn off electrical equipment. We need your help to conserve electricity, by far the highest utility cost. You can help by minimizing the use of electrical appliances and lights, especially during the peak demand periods of 0500 to 0800 and 1600 to 2000. Do not leave outside lights on during daylight hours. Discrepancy tickets will be issued for the negligent waste of electricity. Studies show 30% to 40% of personal computers and printers are left running at night and on weekends when not in use.

Additionally, many people leave televisions, stereos, and other electronic equipment running when they are not present. When equipment is not in use, remember to turn it off and help save energy. 2. Keep exterior doors closed during heating. Don’t heat the outdoors. Additionally, seal off areas not in use. This will reduce unnecessary heating to those areas while reducing needless energy consumption. 3. Adjust thermostats and thermostatic valves. For those units with thermostats, try turning down your residential heating thermostat to around 68o F. When you are out of town on vacation or TDY, set the thermostat back to 55o F. Set thermostatic valves on “low” and try to dress appropriately. These temperatures will provide a comfortable environment, while helping to lower energy use and are considered healthier. 4. Turn lights off. Residents leaving lights on in unoccupied rooms waste a lot of energy. Remember to flip the switch when departing the room. 5. Try to dry multiple loads of clothes sequentially. Loading one load of clothes into the dryer after another uses the heat retained in the dryer and reduces the amount of energy used.

These energy saving tips can easily be introduced into your home and help the base meet the energy reduction goals. Practice energy conservation in your daily routine, at home and at work. Remember, good stewardship means getting the most from the resources we’re given, so help the base in its energy conservation efforts. If you have any questions, please contact the Energy Conservation Officer at 226-3624. WATER CONSERVATION. We do not intended to restrict normal and reasonable use of water. However, since excessive usage results in increased costs and depletion of the source of supply, it’s necessary all waste be eliminated. Watch the base bulletin for lawn watering schedules, should they be required. ENVIRONMENT. All residents of Misawa Air Base must be stewards of the environment. Please use common sense and be sensitive to how you treat our environment. Do not put hazardous materials including tires, engine oil and coolants, car grease, batteries, paint, propane gas tanks, solvent, common household cleaning products and other similar products into plumbing, drainage systems, in trash, or on the ground. Additionally, burning of leaves or refuse is prohibited. Auto care other than washing or changing tires is prohibited in FH areas. Hazardous waste can be disposed of as follows:

Kitchens. Special attention is needed to maintain the appliances, cabinets, and walls in the kitchen. Ovens and broiler units should be cleaned regularly as well as the tops of burners and underneath the stovetop. Also, clean the wall to prevent grease build-up, which becomes a fire hazard. Interiors of refrigerators should be cleaned frequently to remove oil and grease. Avoid use of sharp instruments to remove ice when defrosting and do not use gritty or harsh detergents when cleaning. Stainless steel or Formica counter tops must not be used as a cutting board. Avoid putting fibrous material such as onions and celery in garbage disposals as this jams the cutting mechanism. Do not put grease or oil in the garbage disposal because it will solidify in the pipes and cause blockages. Avoid placing hot utensils on counter tops. Use only regular shelf paper in drawers and cupboards. The use of adhesive-backed paper will damage surfaces when removed. Exhaust Fans. Two different types of exhaust fans are installed in family housing: vent hood and outside wall mounted fans. These should be cleaned at least semi-annually to prevent grease build-up. Clothes Washers and Dryers. The government furnishes clothes washers and dryers. Keep your washer as level as possible. Do not overload and do not wash extremely small loads. Always use the correct amount of detergent. Keep filters and strainers clean. Do not stick the drain hose too far into the drain stand (no more than six inches). Keep your dryer as level as possible. Clean the lint filter after each drying operation. The dryer vent should be inspected monthly by disconnecting the dryer flex-duct from the wall or ceiling vent duct pipe. Newer GOJ homes have a filter box located behind the dryer. If you have difficulty drying your clothes, check the filter box and remove any lint, which has accumulated inside it. The vent duct pipe and flex-duct from your dryer should be vacuumed to remove any lint or other debris. If you need assistance, call Housing Maintenance at 226-HOME (4663). CAUTION: DO NOT leave your dryer unattended. Do not over or under load your dryer. Keep the area behind the dryer free of obstructions and ensure the dryer is adequately vented. Please refer to energy conservation on page 10. NOTE: UNPLUG ALL APPLIANCES PRIOR TO CLEANING!!! Bathrooms. Walls in the tub/shower area and bathroom floors have a tendency to mildew and should be cleaned periodically with a product to combat mildew. Bathtub stickers/appliqués are not recommended because they can be difficult to remove and sometimes cause permanent stains. Do not drill or otherwise make holes in the ceramic tile or mortar. Floors. Excessive water can cause damage to any floor. Only quality wax removers should be used to prevent wax build-up. Pay special attention to corners and baseboards to prevent dirt/wax build-up. Carpets. Carpet has been provided for all of our family housing units, except the demolition/rebuild area, here at Misawa Air Base. Both preventive and corrective maintenance must be performed to prolong the life and appearance of the carpet. Residents should vacuum weekly and must act immediately when spots or stains could result from spillage, pets, dirty shoes, or other occurrences. When using commercial carpet cleaning products for home application, read directions carefully and always test clean a small area first to ensure no damage occurs. At your final inspection, your carpet must be clean, free from stains and must be serviceable. You may elect to hire a professional cleaning company, but should stains or pet odors remain, and damages are noted during the final inspection, you will be held liable. If a wet method is chosen, it is important not to over wet the carpet and to place plastic or aluminum foil under/around furniture legs to prevent rust stains. Carpet cleaners and instructions are available at the Self-Help Center. The cost to repair or replace carpet (other than fair wear and tear) damaged by the occupant will be the sole responsibility of the occupant and must be paid for prior to final termination inspection.

Walls. Use mild soap and warm water to keep your walls clean. Do not apply adhesive-backed materials, or decals to walls as these cause damage upon removal. Use only small nails to hang things on the wall. During your final termination inspection you are not required to fill small holes. However, you are responsible for larger holes and their proper repair. Make sure there are doorstops behind all doors to prevent damage to the walls. NOTE: Occupants living in GOJ H-style or Tower units MUST NOT put nails in the closets, cabinets or bedroom doors.

Windows. Occupants are responsible for the interior cleaning of all windows.

Blinds. Blinds have been provided for all of our family housing units, except the demolition/rebuild area, here at Misawa Air Base. At your final termination inspection, your blinds must be serviceable. Any blinds reflecting damages, such as bent/missing slats or generally unserviceable, will be replaced at the occupant’s expense. House. The overall cleanliness of government housing is the resident’s responsibility. The definition of cleanliness is the level of cleaning a prudent homeowner would maintain. Units not conforming will be reported to public health and other necessary offices. CARE OF EXTERIOR. Walls and Windows. Occupants are responsible for exterior cleaning of walls and all removable windows. If the windows are not removable, only the first floor windows are your responsibility. Gutters and Down Spouts. If you suspect your gutter or down spout is clogged, report this immediately to Housing Maintenance, 226-HOME (4663). Water Hose. In the fall, disconnect hoses from outside water spigots. This will prevent pipes from freezing and bursting. If damages occur due to your neglect, you will be held liable for the cost of the repairs. Snow and Ice Removal. Snow removal is to be done prior to 0800 Monday through Friday and 1000 on holidays and weekends. The reason for snow removal directives is not only for appearance, but also more importantly, for the safety of the many children who walk to school. Your area of responsibility for snow removal is midway between adjacent units or 150 feet out, whichever comes first. This includes the entire width of the sidewalks, your assigned parking space(s), and any visitor parking space directly adjacent to your assigned space. When shoveling snow and ice from walkways, shovel it to the side of the walkway. When shoveling snow and ice from your assigned parking space, DO NOT SHOVEL IT INTO ANOTHER PARKING SPACE or into the streets. If you receive a discrepancy notice for a parking space someone else is utilizing or responsible for, contact the Housing Office to transfer the discrepancy notice. However, you must remember you are ultimately responsible for any unassigned parking space within your area of responsibility. Finally, when operating your new snow blower, remember to observe quiet hours (2200 – 0600). Your neighbors will appreciate your consideration. Inspections. Each occupant is expected to maintain a neat residence. Discrepancy notices will be issued when a condition exists which does not meet standards. Discrepancy notices may be issued for noise violations and for failure to control your pet, remove snow or keep up the yard and quarters. Three discrepancy notices within a calendar year (from date of first notice) may result in termination of your on base housing privileges. Please remember, you are responsible for your area upkeep 24 hours a day, 365 days per year. Grounds Care. Your assigned area is midway between adjoining units or up to 150 feet around your unit, whichever comes first, to include the middle of the street. Yard inspections are conducted every TUESDAY, but discrepancy notices can be issued at anytime when warranted. Yard Standards. Please use the following list as a guide for yard and ground maintenance:

Grass Mowing. This should be accomplished as necessary to maintain a neat appearance. Grass should not exceed 3-1/2” in height.

Edging Along Sidewalks. Edge or neatly trim sidewalks and curbs, driveways, and roadways to maintain a neat appearance.

Grass in Cracks and Crevices. All grass should be removed from cracks and crevices in sidewalks, parking spaces, roadway gutters, and doorsteps.

Trimming Around Foundation, etc. Trim grass around foundations, doorsteps, garbage cans, sheds, fences and trees. Be extra careful not to damage trees. Cutting the bark or the trunk may cause permanent damage.

Removal of Debris, etc. The yard area must be free of debris (paper, cans, candy wrappers, animal feces, etc.). Additionally, items such as tires, snow removal equipment, plywood or any items leaning against your home must be removed and stored. All tires must be stored in the rear of the quarters if there is no shed. Remove debris from storm drain openings.

Bushes/Shrubs. Trim bushes. Shrubs should not be in contact with buildings and structures nor cover windows. Shrubs/bushes near the street should not exceed 3 feet in height.

Trees. Maintenance of all trees in housing is the responsibility of the 35 CES, Grounds Section. For assistance call Housing Maintenance, 226-HOME (4663).

Flower Beds. Keep your flowerbeds neat and free of weeds and grass. Flowerbeds in areas, which may lead to soil erosion, are prohibited. Do not plant poisonous or nuisance plants. Borders must be approved on an AF Form 332, BCE Work Request, and may not exceed 3 feet in height. See Section H, page 21.

Vegetable Gardens. Not authorized in housing.

Landscaping. Elaborate landscaping must be pre-approved on an AF Form 332, BCE Work Request, prior to beginning project. See Section H. page 21.

Porches/Patios. Porches and front patios must be neatly maintained and are not to be used as a storage area. When storage is limited, we suggest you purchase a storage shed. See Section H, page 21. NOTE: You may not attach anything to trees, shrubs or any portion of your quarters. Grounds maintenance for residents of Government of Japan (GOJ) 2-bedroom, H-style housing units: The upper floor residents are responsible for the front yard from the middle of your building to the end of the building and to the halfway point to the adjacent building. Residents are also responsible for cleaning of the interior stairwell leading to your specific apartment. See Attachment 1 and 2.

The lower floor residents are responsible for the back yard from the middle of your building to the end of

the building and for cleaning the front foyer area. See Attachment 1 and 2. STORAGE SHED STANDARDS. See Section H, page 21. AUTO REPAIR WORK. Repair work on your vehicle, other than washing or changing a tire is not authorized in our housing areas. The Automobile Hobby Shop should be used for minor and major repair work. This not only maintains the desired appearance in our housing areas, but also shows consideration to your neighbors. WATER BEDS. Waterbeds are authorized in GOJ style housing units and high-rise towers. Occupants are fully responsible for any damage, which might occur as a result of leakage. Waterbed heaters must be approved by The Underwriters Laboratories if to be used in our housing areas. SWIMMING AND WADING POOLS. Only aboveground wading pools are authorized. A wading pool is defined as “less than 14 inches in depth and no more than 8 feet in diameter, or 8 feet in its longest dimension.” Pools must be emptied and properly stored when not in use. Pools must be under constant direct eye contact of a responsible adult when in use. Lawns will be restored (grass must be growing) to original condition when pool is removed.

TELEPHONE INSTALLATION. For telephone installation, additional telephones, permission to use privately owned equipment or to terminate service, contact the 35th Communications Squadron in Bldg 512 at 226-3800. Installation service requires 3 days notice and termination of service requires at least 5 days notice. (The use of American standard cordless telephones on Misawa AB is prohibited.) TRAMPOLINES. Trampolines are authorized in the backyard; however, if the trampoline does not have an attached safety cage a fence must guard it at all times. It's suggested you contact the Base Legal Office regarding liabilities before installing a trampoline, a pool or other similar items which have the potential to cause serious bodily injury if use improperly. Fences must comply with standards established in Section H, page 21. Trampolines with the attached safety cage are not required to have a fenced backyard. However, owners are reminded they are still liable for any injuries when improperly used or supervised.

SECTION C - FIRE PROTECTION The fire department is responsible for instructing residents on the procedures to follow in case of a fire. As a military sponsor, you in turn, should instruct all members of your family in fire protection. INSTRUCTIONS ON PREVENTION. All housing occupants must view a fire briefing prior to moving into quarters. Briefings are conducted at the Housing Office. In addition occupants are required to attend fire briefing conducted by the base fire prevention office with-in 2 weeks of assignement. FIRE EVACUATION PLAN. A home fire evacuation plan should be made with primary and alternate routes of escape in the event of a fire. Establishing and practicing your escape plan as a family activity can save the lives of your loved ones. The fire department should be made aware of physically disabled family members. SMOKE DETECTORS. You are required to perform an operational test of smoke detectors once a month. FIRE REPORTING. IF A FIRE OCCURS IN YOUR HOME, NOTIFY THE BASE FIRE DEPARTMENT, TELEPHONE "911" IMMEDIATELY. GIVE THE FIRE ALARM OPERATOR YOUR NAME, HOUSE NUMBER, AND STREET. DO NOT HANG UP UNTIL YOU ARE SURE THE INFORMATION HAS BEEN RECEIVED CORRECTLY. REPORT ALL FIRES REGARDLESS OF SIZE. STORAGE OF FLAMMABLES. Outside storage of gasoline or other flammable liquids/gas is limited to three gallons. Never store flammables in the home, utility rooms, common area halls or interior storage areas. Outside storage areas must be childproofed. Use only approved containers. BARBECUE GRILLS. Barbecue grills when lit must be supervised by adults at all times. They should be kept free of building overhangs/porches and 10 feet from all combustible structures. Do not use excessive lighter fluid. CLOTHES DRYERS. Check and clean interior/exterior clothes dryer hoses and lint traps often. Never place plastic articles in the dryer. Ensure the dryer hose is not crimped and allows free flow of exhaust. COOKING APPLIANCES. NO UNATTENDED COOKING, especially when cooking with grease or anything which produces its own grease. Should a grease fire occur, cover the burning pan with a lid, turn off the appliance, and call the fire department. NEVER USE WATER! DON'T ATTEMPT TO MOVE THE PAN! The kitchen exhaust fan filter should be cleaned often to prevent the accumulation of grease. HOUSEKEEPING. Keep trash from accumulating in closets, attics, storage areas, near wall heaters, and near hot water heaters. POWER EQUIPMENT. Lawn mowers and edgers should not be refueled while the engine is running. Equipment should have sufficient time to cool before refueling. Never store power equipment to include motorized vehicles in the home, utility rooms, common area halls or interior storage areas. KEROSENE/ELECTRIC SPACE HEATERS. Kerosene heaters are prohibited in family housing on Misawa AB. Electric heaters may be used only after approval from the fire department (35 CES/CEF). FIRE EXTINGUISHERS. Occupants must check their fire extinguishers each month. This can be accomplished by pressing in the green button, which should pop back out. If it does not pop out, take the extinguisher to Base Fire Dept in Bldg 3003 for servicing or replacement. Any questions on fire prevention should be directed to the Fire Prevention Section, 226-4055 or 226-3218.

SECTION D - SECURITY FORCES SECURITY FORCES. The 35th Mission Support Group (MSG) Commander is responsible for the control and safeguarding of all base property. Routine patrolling of housing areas is accomplished on a 24-hour basis by Security Forces. When notified, they will investigate incidents of a criminal nature. All inquiries concerning law enforcement should be directed to Security Forces, 226-4358/226-4359. PARKING. On base parking of privately owned vehicles will be in authorized parking areas only. Two parallel white lines designate authorized parking. Prohibited areas are as follows: - Government or service vehicle parking areas. - On grass, seeded or dirt areas, except during officially recognized events. - Within 20 feet of a crosswalk or 15 feet of a fire hydrant. - Tower recreation room areas and unloading areas. VISITOR RECEPTION. All visitors of foreign nationality or non-military personnel visiting your home on base must report to the Pass and ID Office, Bldg 653, to obtain a visitor's pass for the duration of their stay. The sponsor must be DOD civilian, military, or a dependent of a DOD civilian or military member on active duty. Sponsors of visitors are responsible for all their visitors' actions while visiting government quarters. The visitor must have some type of identification, i.e., passport, drivers license, etc., and the sponsor must be present in order to obtain a pass. SOCIAL VISITS. Bona fide social visits of 30 days or less by guests of persons to whom quarters are assigned do not constitute joint occupancy. The installation commander may authorize exceptions when immediate family members are visiting and may want an extended visit. Submit written request through the Housing Office for visits beyond 30 days. FIREARMS AND FIREWORKS. Fireworks are not permitted in FH. For information on firearms, contact the Security Forces Squadron at 226-4005/226-4358. CRIME STOP. Call 911 for response to report a crime in progress. Callers may remain anonymous. VACATION HOUSING CHECK. Call 226-4358 for a random check of your quarters when you are going to be away for extended leave, TDY, etc. You must notify Security Forces in writing. HOST COUNTRY JURISDICTION. Security Forces exercise primary jurisdiction on Misawa AB. However, after coordination with the 35 MSG/CC, the Japanese National Police can investigate incidents on base, which violate Japanese law. PET CONTROL. See Section E, page 17. VEHICLE REGISTRATION. All privately owned vehicles must be registered at the Pass & Registration Section, Bldg 653. Unregistered, uninsured or inoperable vehicles will be towed at the owner’s expense. For more information on registration procedures, contact the Security Forces at 226-3995. VEHICLE ACCIDENTS. All vehicle accidents must be reported immediately to the Security Forces at 226-4358. Vehicles involved in an accident must not be moved from the scene until investigation by Security Forces is complete. VEHICLE INSPECTION. Your vehicle is subject to random vehicle inspections during base entry/exit when directed by the installation commander.

SECTION E - GOOD NEIGHBORS Misawa Air Base families live in such close proximity to each other, trying to maintain a sense of privacy, peace and quiet can be difficult in the best of circumstances. Some of our military personnel work straight days while others work swings and midnight shifts. We understand everyone’s need to live a normal life, but we need to respect the privacy and rights of others and to show some common sense and courtesy. NOISE CONTROL. Excessive noise is the primary complaint received by the Housing Office.

PLEASE OBSERVE QUIET HOURS FROM 2200 – 0600 Parties. Many complaints can be avoided by informing your neighbors prior to having a party. Excessive Stereo/Television Volumes. Don't assume your neighbors enjoy the same type of music or television programs you do--please keep the volume down. CONTROL OF CHILDREN. Do you know where your children are? If you do not, someone may report suspected neglect of your children to the authorities, i.e. Security Forces or Family Advocacy. Supervision. Your children should be closely supervised at all times. Refer to 35 FWI 36-2901, Misawa Air Base Community Standards for further details and instructions.

Playgrounds. Streets may not be used as your child's playground. There are several playgrounds in the housing areas providing a safe environment for your children to play. Refer to 35 FWI 36-2901, Misawa Air Base Community Standards for further details and instructions concerning age limits to play unsupervised. PET CONTROL. Control of pets is the responsibility of the owner. All incidents of pet bites and scratches must be reported to Security Forces. When dogs are primarily kept outside, the owner must construct a fence no later than 30 days after occupying family housing. Pets keep outside of the quarters must be under hand-held leash control, inside a fenced yard or on an in-ground anchor with the pet owner present and in control of the pet. You must ensure cleanliness of your pet's area to control and prevent vermin infestation. If you walk your pet, you must carry a “pooper scooper” or some other method to clean up feces immediately. Feces must be picked up daily in FH. Do not let your pet become a neighborhood nuisance because of excessive barking or invading the privacy of others. Violation of these rules will result in a discrepancy notice and a third violation will result in the permanent removal of the animal from the installation. The occupant must repair all damage to yards caused by pets. Stray pets should be reported to Security Forces, 226-4358. PETS. Each family is limited to no more than two authorized pets (except fish). Pets are not permitted in the Towers except for small caged pets such as birds, gerbils, guinea pigs and hamsters. Dogs and cats must be registered with the Base Veterinary Clinic at 226-4502. Breeding or raising of animals in family housing for show or commercial purposes is prohibited. In the event of death, it is your responsibility to put the carcass in a double plastic bag and contact the CE service call desk at 226-4257. Carcasses will not be buried within the confines of Misawa Air Base or placed in trash rooms of towers. For the disposal of animal carcasses found (strays and pets whose owner cannot be identified) on base, contact the CE service call desk for pick-up and disposal. PARKING. There is limited parking due to space. In some cases only one numbered parking space has been allocated to each housing unit. Visitors and additional vehicles must park in unassigned available spaces adjacent to your quarters. Be reasonable and considerate and talk to your neighbors when problems or misunderstandings occur. Do not park automobiles, recreational vehicles, small trailers or motorcycles on lawns, patios, sidewalks or common areas in the housing areas. Recreational vehicles, i.e. trailers, are not allowed to be parked over night in housing areas. Outdoor Recreation is responsible for the RV Lot, call 226-3480 for more information.

ABSENCE FROM QUARTERS: As the military member assigned to FH, your unit is your responsibility. Due to potential emergencies while you are away (more than 7-days), you are required to designate an individual to be responsible for your quarters in your absence. This should be a trusted person who can be reached if needed. Lawn care and snow removal will also be required if the length of your absence warrants it. Forms to designate the individual responsible for your quarters in your absence are available at the Housing Office. Please remember, any animals you own will need continued care in your absence. If left at home, they must be attended to by a responsible pet sitter; taken to a friend, neighbor or kennel facility. Pets should never be left alone in the house for more than 8 hours. See Section B., Leave or Extended TDY. Again, stop and think...Am I a good neighbor? Remember: Any three discrepancy notices issued in a calendar year are grounds for removal from base housing. Discrepancy notices may be issued for non-compliance with base standards, inadequate pet control or excessive noise, just to mention a few.

SECTION F - CLIMATIC CONDITIONS AND NATURAL DISASTERS MILDEW. Your closets may contain a light inside to help combat mildew. The light bulbs should not exceed 60 watts, must contain a protective guard, and combustible material must be at least one foot from the light. Also, the Commissary and Base Exchange carry products, which absorb moisture and aid in mildew prevention. WEATHER. Unusual weather conditions, such as ice storms, heavy snowfall, etc., are announced on the American Forces Network (AFN), radio (1575 AM) and television channel 14. EARTHQUAKES. Earthquakes and earth tremors occur frequently in Japan. Above all, remain calm, try to reassure others, and think through the consequences of any action you take. Watch for falling plaster, light fixtures, and other objects. Watch for high bookcases, china cabinets, shelves, and other furniture, which might slide or topple. Stay away from windows, mirrors, and skylights. Get against an inside wall, stand in a doorway or get under a sturdy piece of furniture such as a desk, table or bed. Turn off utilities. Don't use the phone. If you are in a high-rise building, get under a desk. Do not dash for exits, since stairways may be damaged or jammed with people. If in a tower elevator, the elevator will go to the next floor and stop so you can exit. If it does not continue to the next floor, pull the emergency button.

SECTION G – COMMUNITY/RESIDENTIAL ACTIVITIES YARD SALES. Authorized hours for yard sales are Friday, 1300 hours, through Sunday at sunset. Only government-issued yard sale signs will be used; these may be obtained from the Self-Help store on Friday. The display of any unofficial signs attached to utility poles, traffic signs, or other structures, is strictly prohibited. This practice is not intended to discourage yard sales, but to eliminate a safety hazard and improve base appearance. YARD OF THE MONTH. Many FH residents enjoy taking special pride in their yards, and Misawa Air Base likes to recognize these special people. As part of our community inspection program from June to September, the base selects "Yard of the Month" winners- - one officer or civilian equivalent, one senior non-commissioned officer, and one junior enlisted or civilian equivalent. BUSINESS ENTERPRISES. Some businesses for profit may be conducted from your family housing unit. Approval authority for home business requests is 35 MSG/CC. Anyone desiring to conduct a business in military family quarters must contact the Housing Office at 226-3200 for an application packet. Family Child Care (FCC). FCC providers are required to obtain CPR, First Aid, and food handler's certificates. The FCC Coordinator, the Fire Department, Environmental Health, and Safety inspect their homes. The last step before receiving their certificate is to purchase liability insurance. 35 MSG/CC approves FCC homes. Individuals operating unauthorized FCC homes on the base will either take action to incorporate into a formal FCC program or terminate operation. For more information on the FCC program, contact the FCC Coordinator at the 35th Services Squadron (SVS), Bldg 697 at 226-2273 or 226-CARE. Childcare must be requested through 35 SVS/SVYD. Commercial Sales. Solicitations should be routed through the 35 SVS. For more information, contact the Marketing Director at 226-9272. SOLICITATION IN FAMILY HOUSING. Fund raising, scout activities, school sales, etc., require prior approval of the 35 MSG/CC through 35 FW/JA. BLOCK PARTIES. Activities conducted in common areas, such as block parties and camp-outs in tents, need to be approved through the Housing Office and Security Forces. CHRISTMAS DECORATIONS

. Each year Misawa FH residents take part in decorating their homes for Christmas. We encourage decorating as a means to reflect the spirit of the season, but there are a few common sense rules and restrictions to follow: Use Underwriters Laboratory approved electrical decorations only. Don’t mount lights, etc., to roofs, window frames, doors or eaves with nails or screws in such a way they cause a hazard to personal safety or cause damage to the property. If decorating an exterior tree, bush, etc., ensure extension cords are properly affixed to avoid a tripping hazard and are approved for outdoor use.

Ensure extension cords are in good repair and properly placed to avoid a tripping hazard. To conserve energy, exterior lighting will only be allowed the day after Thanksgiving through the first full week of January. Lights should not be turned on before 1700 and should be turned off prior to retiring or no later than 2300.

SECTION H - SELF-HELP WORK We authorize self-help work in FH if proposed work is relatively simple and primarily for residents benefit. Normally, a self-help project is to improve living conditions. Self-help work must not generate additional maintenance or repair costs. For example, do not drill holes; install nails, etc., in exterior walls for a self-help project. REQUESTING SELF-HELP WORK. All self-help work requires completion of an AF Form 332, BCE Work Request and must be submitted to the Housing Office, Facilities Section, Bldg 656 for approval. Sketches showing dimensions, distances to adjacent structures, and materials to be used must be attached to AF Form 332. When self-help work will require digging, an AF Form 103, Base Civil Engineering Work Clearance Request must accompany the AF Form 332. No work should be accomplished until the AF Forms 332 and/or 103 have been approved. An inspection will be made upon completion. For more information call the Housing Office, 226-3200.

Amateur Radios And MARS Antennas. Request for approval to install MARS amateur radio transmitters and antennas, including those belonging to Base Support Team (BST) members, must be submitted on an AF Form 332 with a supporting diagram showing where the antenna is to be installed.

AUTHORIZED SELF-HELP IMPROVEMENTS.

Fence Standards: Approval must be granted before work may begin. Fences will be constructed of wood only. Drawings of the standards may be obtained from the Housing Office. The style of fence permitted is straight-board design (see Attachment 5). Fences will be 4 to 5 feet in height. All fences must have a gate for entry of maintenance personnel. Pallets and packing materials are not acceptable building materials. Posts will extend at least 18 inches into the ground, spaced no more than 6 feet apart. All support posts and bracing must be located inside the fence. Fences shall conform to the base color scheme, brown (latex paint), stock #8010PL14-150 or Nippon paint #P-29-150. Paint is available at the Base Exchange, or off base. Fences must be removed or the next resident must sign for the fence, assuming responsibility, prior to the final termination inspection. Forms for retention of approved self-help alterations or existing self-help projects are available at the Housing office. The following additional standards must be met: --Fences will be set back 3 feet from all sidewalks and 12 feet from perimeter fences. --Fences will not be installed in front of units. --Fences will not be allowed to protrude past the side of any unit. --Fence enclosures will not exceed one-half the distance from the back of your quarters

to the next quarters or more than 40 feet from the unit. This standard distance is necessary for service and emergency vehicle access and base appearance standards.

Storage Shed Standards. Green tarpaulin sheds are not authorized in our FH areas. Only metal or plastic

storage sheds are authorized in our FH areas. Shed colors may be gray or tan, maximum size is 10’ x 12’, maximum of two sheds per unit and placement is identified in Atch 6. Storage sheds are available at the Base Exchange or local community. Sheds cannot be placed on balconies or in front of any unit. Utility connections to storage sheds are not authorized. Tires may not be stored on the roofs of storage sheds. All sheds must be well maintained and present a neat appearance. No AF Form 332 is required.

Patio Awnings. FH residents are authorized to construct temporary awnings IAW prescribed self-help guidelines/design/materials list and must be pre-approved on AF Form 332 through the Housing Office prior to any construction. All costs associated with this type of work are the sole responsibility of the resident.

Pet Houses. These must present a neat appearance and be designed as a pet house. Packing and crating boxes will not suffice as houses. Recommend houses be made of either wood or plastic. Wood houses must be painted the same color brown authorized for fences. No AF Form 332 is required.

TV Antennas/Satellite Dishes. At the time of publication, all housing was connected to a master antenna and cable TV was provided at no additional cost to the resident. Therefore, residents are not authorized individual antennas or satellite dishes.

Submit your request to the Housing Center, 35 CES/CEACH; through the Base Communications Officer, 35 CS/SCMR; the 301ST IS; 35 FW/SE, Base Safety Office; 35 CES/CEF, Base Fire Department; and the Base Civil Engineer, 35 CES/CC. Contact the 35 CS/SCMRL at 226-3425 for the MARS representative who can provide further information on the installation of amateur radio and MARS antennas. Radio transmitters and antennas cannot be attached to the house. The antenna and all support guide wires/stakes must be located in an enclosed fenced (in accordance with fence standards) area in the member's backyard, and the operator must be fully licensed.

Painting/Wallpapering Interior Walls. Requires an approved AF Form 332 before accomplishing. All painting/wallpapering, including borders must be removed prior to terminating quarters, unless transferred to the new resident prior to termination of the house/apartment.

Air Conditioner Unit Installation. This self-help purchase and installation is only permitted when approved by the Medical Group Commander for medical reasons. An AF Form 332, with supporting documentation must be submitted for approval by the Base Civil Engineer. Air conditioning cannot be transferred to the next occupant.

OTHER SELF-HELP PROJECTS AUTHORIZED: (APPROVED AF FORM 332 REQUIRED) --Portable basketball pole and backboard, must be at least 50 feet from government quarters when in

use, not located near a street or impede the flow of traffic (parking lot). Occupants are encouraged to use government furnished basketball courts.

--Swing sets must be anchored to the ground after AF 103 digging permit has been obtained. Swing sets are not authorized in front yards. --Trampolines (refer to page 14 under Section B – Resident Responsibilities). DISPOSITION OF IMPROVEMENTS. Self-help work installed by a resident must be returned to original configuration prior to termination of quarters unless the next resident assumes responsibility, prior to the final inspection. Forms for retention of approved self-help alterations or existing self-help projects are available at the Housing office. You may ask your housing representative at your pre-final inspection about the removal of any self-help work. REMEMBER, DO NOT START SELF-HELP WORK WITHOUT KNOWING THE STANDARDS AND OBTAINING APPROVAL PRIOR TO BEGINNING THE WORK.

SECTION I - TERMINATION OF FAMILY HOUSING GIVING NOTICE. The Housing Office requires a minimum of 45 days notice prior to vacating your unit (except short notice PCS). You may notify your Housing Office as soon as you receive a notification of assignment and they will schedule your pre-final inspection. A final inspection and authorization of TLA will not be scheduled until you have orders and a firm port call date. Early notification will facilitate the projection of your house for the next resident. TEMPORARY LODGING ALLOWANCE (TLA). Contact the Housing Office for details on TLA. PRE-FINAL INSPECTION. This inspection will assist you in preparing for your final inspection. The housing representative will brief you on the final inspection cleaning standards, identify damages beyond fair wear and tear, and answer any of your questions. Also, the housing representative will give you a cleaning checklist and discuss your individual cleaning needs. If you choose to use a contract cleaner, a listing is available at Family Services. If you need to have someone substitute for you during the final inspection, notify the Housing Office in advance and necessary forms and guidance will be provided. NOTE: THE RESPONSIBILITY FOR FINAL CLEARANCE OF FH RESTS SOLELY WITH THE RESIDENT. FINAL INSPECTION. If you have followed the cleaning instructions from your inspector on the pre-final inspection, you shouldn't have any problems. This is not a "white glove" inspection; however, the house and grounds were under your care and must be properly maintained to assure the next resident receives only the best. The final inspection ensures AF Standards of cleanliness are met and identifies additional maintenance needs. If you fail your final inspection, you should contact the Housing Office, 226-3200 and reschedule your inspection for the next available appointment. The second failure on a final inspection will require the resident to hire a contract cleaner within twenty-four hours and schedule a re-inspection within forty-eight hours.

Military residing in FH are authorized a government paid cleaning only during Permanent Change of Station

Civilians residing in FH are not authorized a government paid cleaning at anytime. QUARTERS TO QUARTERS MOVE. You have 5 duty days to complete a quarters to quarters move. If you fail to complete your move in required period of time, you will forfeit 1 day of your BAH for every day you exceed 5 calendar days, IAW AFI 32-6001. 6.2.4.

NOTE: On an intra-base move, after two final termination inspection failures, there is an automatic charge for cleaning. CLEANING OF GOVERNMENT FURNITURE. Please contact Furnishings Management Office, 226-3565, for details.

SECTION J - TOWER APARTMENTS - UNIQUE FAMILY HOUSING

RESIDENTIAL RESPONSIBILITIES. Tower apartment residents have basically the same responsibilities as occupants of famil y housing outlined in this brochure in Section "B." TOWER MANAGER. A representative of the Housing Office is assigned to your building to conduct inspections in the towers and to manage the Senior Occupant Program. The tower manager will also assist you with information in resolving occupant and recurring maintenance problems. The Housing Office will assist you in reserving recreation rooms and approving of bulletin board ads. If there are any questions, please contact the Housing Office, Facilities Section at 226-9966. SENIOR OCCUPANT PROGRAM. The Misawa AB Senior Occupant Program is developed to assist occupants with housing responsibilities and problems. The goal of the program is to improve cooperation and consideration among neighbors and to provide a direct liaison between housing officials and occupants. The Senior Occupant is appointed by the 35 MSG/CC based on rank, date of rank, and DEROS. Individuals with less than 12 months remaining in Misawa will not be appointed. Members who perform extensive TDY, work unusual duty shifts or their military duties preclude them from accepting this appointment may request an exemption through member’s section commander, first sergeant or command master chief to 35 CES/CEACH within 10 duty days of this receipt. First sergeants, squadron commanders, and chaplains are excluded from the program. The Senior Occupant appointments will be reviewed once a year in November. Changes will be made in November if necessary. Senior Occupants have the authority to solve noise complaints, write discrepancy notices, and attempt to resolve other minor disagreements between neighbors. Three discrepancy notices within one calendar year may result in termination of family housing privileges. Alternates (the next senior ranking person) will assume this appointment if the designated Senior Tower Occupant or Senior Floor Occupant is absent from the base in excess of 72 hours. In addition, they can

submit suggestions, which could improve quality of life for the occupants. We urge each resident to closely cooperate with his/her Senior Tower and Floor Occupants. SENIOR FLOOR OCCUPANT (House Committee Member) should:

- Enforce the tower guidance in 35 FWPAM 32-6002 and ensure compliance from all occupants.

- Present occupants' ideas at house committee meetings and to tower managers for consideration.

- Attend all house committee meetings. When duties conflict with personal attendance, make sure your alternate is present.

- Help occupants solve problems with their neighbors (too much noise from TVs, stereos, children playing, etc.). The goal is cooperation and consideration for the rights of neighbors.

- Ensure all occupants have an opportunity to present their recommendations, concerns, and positive comments at house committee meetings. SENIOR TOWER OCCUPANT (Chairperson) should:

- Schedule and hold house committee meetings with Senior Floor Occupants and residents at least once each quarter (Oct-Dec, Jan-Mar, Apr-Jun, and Jul-Sep). More frequent meetings may be held at the call of the Senior Tower Occupant/Chairperson.

- Ensure minutes of each meeting are recorded and sent through the tower manager to the Housing Office. - Assist Senior Floor Occupants on request or as needed to solve problems or address recommendations

and concerns of other residents.

- Inform/advise the tower manager of any unresolved maintenance problems at 226-9966 or contact Housing Maintenance at 226-HOME (4663). FIRE PROCEDURES: Report all fires at once by calling 911. Give your name, building number, apartment number, and any other information, which would help the fire department in answering your call. Should there be no telephone available, use the manual fire reporting stations provided on each floor level in the corridor. These fire alarm stations are easy to locate because of a red light just above each one. When activated, the alarm station will alert all occupants on the affected floor and the floor above, and will automatically send an alarm to the fire department. To ensure the fire department was notified by the alarm system, follow-up the alarm activation with a phone call as soon as you are safely out of the building. Fire Protection Features. Each apartment is equipped with heat detectors attached to the ceiling of each room. These devices are designed to automatically activate the fire alarm system when the temperature reaches a certain degree or when there is a sudden rise in temperature. In addition to heat detectors, each apartment has one single station smoke detector in the hallway leading to the bedrooms. These smoke detectors are not tied into the fire department. Occupants should ensure they are operational by testing the smoke detectors monthly. If the smoke detector is inoperative, phone in an emergency call to Housing Maintenance, 226-HOME (4663). The hallways and garbage disposal room on the first floor are equipped with automatic sprinkler systems. These systems are temperature sensitive and will activate with sudden increases in temperature. Fire Evacuation: As soon as the fire alarm system sounds, all occupants must exit their quarters through the smoke towers (stairwells). The smoke tower is designed to be a completely fire and smoke-free fire escape exit providing the safest means of evacuation from all floors to the ground floor. Access to the smoke tower is through the door located off the balcony of your apartment's master bedroom. Be sure smoke tower doors are not blocked at any time. Check door monthly to ensure it opens easily.

Propping this door open may allow smoke and/or fire to enter the smoke tower stairways. This stairway is to be used strictly for emergency evacuations only. Do not use as a storage area or as an entry or exit. Once you are out of your quarters and into the smoke tower, the door will automatically close/lock and you will not be able to return through this door. NOTE: Do not let children play in this area. *Even though the smoke towers are the safest means of evacuation from the tower apartments, the main stairway can be used as an alternate means of evacuation. Please remember, firefighters and other emergency personnel will be using this main stairway to get to the scene of the fire, so be careful if you use it. Lighted exit signs and emergency lighting are provided at each floor level to show where the exits are. DO NOT USE THE ELEVATOR AS A FIRE EXIT!!! Remember to take your house keys to avoid locking yourself out of your Tower Apartment. FIRE LANES. Each building has open areas or driveways around it. These areas are to be used strictly for emergencies, service, and government vehicles on official business. All other parking is prohibited in these areas. ELEVATORS. Elevators should be used only to transport you and your family to and from your apartment. Elevators are equipped with motion detectors, which will cause them to shut down in the event of earthquakes. Excess motion will activate the motion detectors and stop the elevator. Each elevator has an emergency telephone, which is tied directly into the fire department. If the elevator malfunctions, pick up the receiver and advise the fire department of the situation. Parents, please caution your children not to play in the elevators or with the emergency phone. If you discover your neighbor's children playing in them, escort them home and inform their parents or your senior floor occupant. Security cameras have been installed in all elevators. ROOF TOP. The rooftop area is OFF LIMITS to all occupants and visitors. Only authorized maintenance personnel and emergency response personnel are allowed access. BALCONIES. Each apartment has two balconies, one off the living room area and the other off the master bedroom. Please pay careful attention to children playing in these areas. Placing items on balcony edges, such as plants, are prohibited due to the potential hazard of falling. There is a storage room adjacent to the living room balcony (2 bedroom units only) for BBQ grills and furniture items. When the balcony is not used, please store these items in the storage room. For those occupants without balcony storage rooms, secure all items so they are not blown off the balcony by high winds. Tires and bicycles may not be stored on the balconies. BIKE PAVILIONS. Most buildings have a bike pavilion for use by the occupants. Motorcycles may be parked in the pavilion; however, the owner must provide protection under the vehicle to prevent the cement from getting any oil/grease drips and a cover to protect children from burns. Occupants may not store such items as tires, grills, lawn mowers, and snow blowers in the bike pavilion. Bikes should be marked with the owner’s name and unit number. Any bike found to be in disrepair or abandoned will be removed without notification. MAINTENANCE AND REPAIR. 35 CES has primary responsibility for the maintenance of your home. If something needs to be repaired, call the Housing Maintenance, 226-HOME (4663). After a call or request is received, the housing maintenance specialist will assign and provide you with a job order number and an approximate date and time the work will be performed. Keep this number until the work is completed. If you have any problems or complaints regarding civil engineering maintenance, please call the superintendent of housing maintenance for assistance at 226-4753. (also see Section A, Maintenance and Repairs). REFUSE COLLECTION AND DISPOSAL. Trash will be taken to the garbage room located on the first floor. All trash must be in plastic bags and tied prior to placing it inside trash receptacles. Cardboard boxes must be flattened. When disposing of cooking oil or grease, pour it into a durable container, and then place in a garbage bag. Parents should ensure children who are assigned this chore can manipulate a full garbage bag and thoroughly understand trash is to be placed inside the trash receptacles. Please do not leave garbage in the hallways, stairways or elevators. Discrepancy notices will be issued if garbage is left in inappropriate places.

SHOPPING CARTS. Shopping carts are maintained under the first floor stairwell for your convenience in transporting large or bulky items to your apartment. Return shopping carts to their proper places on the 1st floor as quickly as possible so others may use them. Do not leave them in your apartment, the elevators or the building lobby. Be careful not to scrape paint off the walls or doors while using them. DON'T let children play with them. STORAGE ROOMS. In older towers there are two small storage rooms on each floor for the 3-bedroom apartments. The Senior Floor Occupant has the key for these storage rooms. These shared storage rooms will be used for items stored for semi-annual or annual use. There is one large storage room on the first floor for the use of all residents. The storage room is for permanently stored items, i.e., stereo boxes, etc. For the 2-bedroom apartments, there is storage space located in the center of the building on each floor. When you move in, you will be assigned a space. These storage spaces have a wire wall around them for security. You will need to provide your own padlock for the door. When storing items in these areas, make sure the items are in boxes and placed neatly in the storage area. Flammables are not authorized to be stored in these areas. In newer buildings storage is in the hallway area on each floor. GENERAL RULES. Living in a tower apartment is quite different from other types of family housing. Above all, it calls for much more consideration for the well being of your neighbors. They are of primary importance, since they will be living above, below, and on both sides of you. Cooperation and consideration among residents in abiding by rules of conduct are the keys to enjoyable high-rise living. When you obey the golden rule of "Do unto others as you would have others do unto you," you can assure better living conditions and a comfortable, enjoyable stay in your new home. The following dos and don'ts will help you in achieving this goal: - Do keep the main lobby doors closed.

- Do not smoke in the elevators or any common use areas.

- Do operate your garbage disposal properly. First, check for foreign objects (hair pins, pull tabs from soda cans, etc.), and then turn on the cold tap water, giving the water time to enter the disposal prior to inserting garbage. Next, turn on the disposal and keep the water running until you are sure the garbage has entered the main drainpipe. Never dispose of excess grease or oil in the sink or disposal. Fibrous material such as onions and celery should not be disposed of in the garbage disposal.

- Do leave your dryer exhaust switch in the "on" position at all times. The light located on the wall switch next to the appliances indicates this “on” position. - Don't leave your washer or dryer running unattended. If your washer overflows for any reason, turn off both water spigots immediately. Thoroughly mop up any water to keep seepage out of the apartment below, and call Housing Maintenance at 226-HOME (4663). - Do help keep all areas looking nice. Trash receptacles are located on the 1st floor lobby, outside the entry doors, and on the playgrounds. DON'T leave litter in parking lots, grounds or public areas. - EFFECTIVE 1 MAY 2009, SMOKING WITHIN THE TOWERS AND BALCONIES WILL NOT BE PERMITTED. DESIGNATED OUTDOOR SMOKING AREAS WILL BE ASSIGNED TO EACH TOWER FOR SMOKING RESIDENTS. HOUSE RULES. The following rules of occupancy for the tower apartments are set up to create a pleasant, safe community, and a nice living environment for all residents. Residents and their guests are bound by these rules and by standards of reasonable conduct whether included in this brochure or not. GUESTS. Residents are responsible, at all times, for the conduct and decorum of their family members and guests. No resident or guest should make disturbing noise in the building or interfere with the rights, comfort, and/or convenience of others.

NOISE. The volume of musical instruments, radios, TVs, and stereo equipment should be regulated so as not to disturb or annoy other residents. CHILDREN. Ensure your children do not create disturbances and are not a nuisance to other residents. Playing in the stairwells, hallways, lobbies, vehicle underpasses, driveways, and garbage collection areas is prohibited (Para 5.7.2, 35 FWI 36-2901) PETS. No pets are allowed in the non-pet towers other than fish, birds and small caged animals such as gerbils. Visitors are not allowed to bring pets to the towers. The pet towers are 115, 231, 1935, and 1936. COMMON AREAS. Sidewalks, entrances, lobbies, hallways, emergency exits, and stairways must be free of obstructions at all times and used by residents only for the purpose of entering or leaving the premises. Bicycles, boxes, toys, shoes, etc., must not be left in these areas and residents will be given discrepancy notices for violating this policy. The bedroom balcony must not be used for storage, but the dining room balcony may be used for barbecue grills, potted plants, and patio furniture. Potted plants cannot be placed on balcony ledges or in hallways. Outside fire stairways must be used only in an emergency to exit the building. HALLWAYS. Nothing, with the exception of a small throw rug, may be in the hallways of the towers. Shoes, umbrellas, bicycles, strollers, etc., must be stored inside the apartment. Discrepancy notices will be given for violating this policy. SELF-HELP. See Section H, page 21 for details. BALCONY. Respect the neighbors below you. Please do not drop items, pour substances, empty waterbeds or shake the rugs from the balconies or out of windows. Ensure balcony drain is clear to allow melting snow to run off. TRASH. Trash and garbage are picked up between 0800 and 1100 five times a week excluding Wednesday and Sunday. Please carry all trash securely bagged and tied to the garbage storage room located on the 1st floor. If your garbage leaks, please be considerate and clean it up. TV. We have provided a central TV antenna/cable system. You must provide your own cable wire. Individual exterior TV antennas and satellite dishes are not permitted. WINDOWS. You are not authorized to install outside window guards, awnings or shades. PARKING. The areas located around tower entrances to include the drive-through are emergency vehicle lanes (loading and unloading are permitted). However, POVs cannot be left unattended in these areas, a licensed driver must be with the vehicle at all times. Parents picking up their children from a baby sitter, childcare center or delivering groceries should park in the parking lot. Parking in government vehicle parking areas or reserved parking areas is prohibited. CAR WASHING. The designated area outside the garbage room may be used to wash your POV. No long-term parking or other car maintenance (changing oil, tires, or waxing) is allowed in this area. The hose and spigot in the garbage room are primarily for custodial use with the custodial personnel having priority. RECREATION ROOM. Use of the recreation rooms is monitored and controlled by the Housing Facilities Section, Bldg 656 at 226-9966. Tower occupants may reserve any tower recreation room up to 30 days in advance of the requested date of use. Non-tower residents may reserve the recreation rooms up to 14 days prior to usage. Sunday through Thursday rooms can be reserved from 0800-1600 and from 1600-2200. Friday, Saturday, and days preceding holidays rooms can be reserved from 0800-1600 and from 1600-2400. Tape is not permitted for use to attach decorations to the walls or ceiling of the room. You are also required to clean up (sweep, mop, wash tables, clean refrigerator, clean off furniture, etc.) after yourself. Visitors to the recreation room must assure their children are not playing in other parts of the tower. Not abiding by the rules will preclude your use of the recreation room for an extended period (to be determined at time of notice). No playing is permitted in elevators.

Housing occupants must sign (in person at Bldg 656) and abide by the Recreation Room Rules Agreement. If you fail to pick up your keys, your reservation will be considered canceled and you will not be able to get the keys after normal housing business hours. Remember, the Housing Office is closed on weekends therefore, it is imperative you remember to pick up your keys. ENERGY CONSERVATION. Conserve energy; turn off lights when not in use, including patios and balconies. NAME BOARDS. Name boards should be present at your initial inspection. If a name board is not available during your initial inspection, please call housing maintenance at 226-HOME (4663) to have one made. The name board should read: rank, first initial, and last name (i.e. MSgt J Doe). Occupants are responsible for marking name boards within five working days. Name boards will be returned to the inspector at the final inspection. BULLETIN BOARDS. All flyers, information letters, notice, and "for sale" cards to be placed on bulletin boards must be approved by the tower manager and show approving official’s initials. OUTDOOR COOKING. Barbecue cooking in the common areas surrounding the buildings is prohibited. Barbecuing on the main balcony is authorized provided the following guidelines are followed:

- Barbecue grill must use propane, charcoal grills are not permitted. - The barbecue is attended at all times.

- The patio door must remain closed while the barbecue is in use.

- A portable fire extinguisher (the one provided in the kitchen) is readily available.

- A spray water bottle must be available to extinguish small grease fires on the hot coals.

- Barbecuing is not authorized when winds exceed 10 knots.

ENVIRONMENT. All residents of Misawa Air Base must be stewards of the environment. Please use common sense and be sensitive to how you treat our environment. Do not put hazardous materials including tires, engine oil and coolants, car grease, batteries, paint, propane gas tanks, solvent, common household cleaning products and other similar products into plumbing, drainage systems, in trash, or on the ground. Additionally, burning of leaves or refuse is prohibited. Auto care other than washing or changing tires is prohibited in FH areas. Hazardous waste can be disposed of as follows:

Tires, car batteries, oil, car grease, and anti-freeze (use only authorized oil storage containers) should be taken to the Auto Skills Center, Bldg 767 Phone number: 226-4654 Hours of Operation: Tues-Fri = 1200-2000, Sat = 0800-1800, Sun 1000-1800 Paint, aerosol cans, propane cylinders, oil for energy recovery, small batteries (lead acid, nickel-cadmium, lithium, mercury), and fluorescent bulbs should be taken to the Joint Hazwaste Storage Facility, Bldg 977 Phone number: 226-2306 Hours of Operation: Tues and Thurs = 0800-1500

by the rules listed above will result in a written discrepancy. Three discrepancies within one year for any reason may result in a recommendation for eviction. Certain offenses could result in eviction for the first offense. They are: VANDALISM TO ANY PORTION OF THE FACILITY. TAMPERING WITH OR DAMAGING THE ELEVATORS. TAMPERING WITH OR DAMAGING FIRE PROTECTION EQUIPMENT.

UNAUTHORIZED USE OF ROOF AREA OR TAMPERING WITH THE FENCE OR MECHANICAL SYSTEMS ON THE ROOF.

THROWING ANYTHING FROM THE ROOF OR BALCONIES.
