Moreland City Council is pleased to launch an open Expression of Interest (EOI) process encouraging artists or artist collectives to propose a mural design for one or more of four identified sites across Brunswick and Coburg as part of the RenuWall project. The purpose of the project and the murals is to beautify our city and public spaces, to engage our arts community in meaningful public artwork, and to deter graffiti and vandalism. Any eligible artist or organisation is encouraged to apply through Council’s EOI process by submitting a concept design for the site(s) of their choosing. The details for this process and site specifics are outlined below.

Through an extensive scoping study and community consultation, four sites have been identified across Moreland as ideal sites for large scale murals for the RenuWall project. Each site is described in this Project Brief. Submissions will be required to produce site specific works responding to the themes and backgrounds outlined. Due to the differing scale and logistical requirements, each site has a different fee attached. Artists are welcome to apply for as many sites as they like but must submit one design submission per site. Due to the complexity of the sites, all applicants need to visit the site(s) to review them before submitting their design. While each site has specific themes, we welcome all works to respond to themes speaking to sustainability, community and/or history. Artists are not necessarily expected to respond to themes literally or figuratively – abstract expressions are welcomed (note: large planes of single colour or neutral space are not recommended, as these will attract tagging). We pay respect to their Elders past, present, and emerging, as well as to all First Nations communities who significantly contribute to the life of the area.

Location: The wall site is located at 260 Sydney Road Brunswick, near the corner of Sydney Road and Glenlyon Road (and opposite the Brunswick Town Hall) Dimensions: 14m Wide x 10m High Logistics: An Elevated Work Platform will be required to access this wall. Budget supplied will have to include cost of this hire. Artists will need appropriate licences. Background: Long the home of a kebab van, this empty lot has been acquired by Moreland City Council through its Park Close to Home program. The space will be a transitional arts space for the next two years and will likely have semi-permanent art works installed in the future park currently being designed (including possibly a new work on this wall). Any works speaking to the experimental nature of this space are encouraged.

The wall is located at the northern end of the lot and faces south, towards the CBD. The site is highly visible to a very busy section of Sydney Road that includes thriving pedestrian traffic, the number 19 tram route, the Brunswick Town Hall and the Counihan Gallery In Brunswick. Themes: Community, Diversity, History of Brunswick and the area (note this site adjoins and provides access through to Christ Church Brunswick, and any proposals should be sensitive of this interface). Budget: $15,000

Dimensions: Total 44m Wide x 8.7m Height (proposals for the lower 5m of the wall will also be considered) Logistics: An Elevated Work Platform (scissor lift or mobile scaffold) will be required to access this wall. Budget supplied will have to include cost of this hire. Artists will need appropriate licences. Location: The wall site is located at the northern end of the Barkly Street Park. It is the southern wall of the commercial building at 40 Weston Street, Brunswick, which faces directly onto Barkly Street Park, and is adjacent to the townhouses at 231 Barkly Street. Located near Barkly Square Shopping Centre, this park is popular with local residents and shoppers with children. There is also a high volume of pedestrian and vehicular traffic between Lygon Street and Sydney Road with unobstructed views of the wall. The site presents a great opportunity to make a big visual statement. The cement-brick and concrete wall is a massive 44m long. The first 8m from the left end of the wall is partly obscured by trees. The last 2m from the right are partly obscured by a town house. Subsequently the prime viewing area is 34m long. Total height of the wall is 8.7m. The lower half of the wall is effectively sealed by many layers of graffiti and painting-out. The top half is barely touched and so will be very porous by comparison. If applying for this wall, you must clearly demonstrate that you have successful experience in dealing with murals of similar scale and be certain that you can complete the project in time. Location: This site is located at the very end of Manallack Street, Brunswick Dimensions: 15.5 linear metres: Proposals should be for 4m height, minimum (full height optional). 15.5 m x 4m = 62 sqm minimum. Logistics: Elevated Work Platform will be required to access the full height of this wall. Submissions will have to include the cost of hire. Artists will need appropriate licences. Council staff will assist in preparing a Traffic Management Plan and Closure Permit for the laneway. Background: The Manallack Street precinct has a fascinating history, some of which is already recorded in murals nearby. This is a community nominated mural site and consultation with community representatives is required. This mural will be installed on the rear wall of a building clearly visible from Union Street, a busy pedestrian thoroughfare between Sydney Road, the RMIT Brunswick campus and Jewell Station. Design notes: The right-hand 9m of the wall are clearly visible from Union St. The left-hand side 6m are visible from the lane ways and pedestrian thoroughfare. Designs should include the area from the right-hand side of the roller door up to the chain-wire fence at the left. Designs may be for either the full height of the building or only the lower 4 metres. Themes: The residents group have requested: “Flora specific to this region at the time of settlement, that is, plants native to the flood plain environment between the Merri Creek and Maribyrnong River. The mural is to include: trees, shrubs and grasses. The section of mural clearly visible from Union Street is to feature a large tree or trees, preferably with the illusion of depth.” Budget: $10,000

Location: The walls are located at the interface with 129 Harding Street and the Merri Creek Trail. Dimensions: Total of 6 walls, First wall 5m wide x 1 to 1.8 high. Average size of the middle 4 walls 1.8m H x 3m W Last wall 5m wide x 2 to 3.2m high Logistics: Five out of the six walls are easily reached from the ground. Only one section of wall will require a trade quality ladder or small scaffold to reach the peak of 3.2m. The ground may be soft and uneven, make sure you allow for this when planning height access. Background: This row of town houses extends from Harding Street towards Merri Creek. Joe’s Market Garden, a satellite of the CERES Community Environment Park, sits behind the cul-de-sac. The Merri Creek is a site of great transformation from a neglected and polluted waterway to recreational and ecological hub. The Merri Creek has long been a site of importance and travel line for Moreland’s Wurundjeri peoples. The mural area consists of 6 relatively small brick walls of varying sizes with diagonal wooden fencing between them. Access is available from ground level via the adjoining park. Proposals are sought for the six brick walls only, not the wooden fencing. Approximate total mural area 42sqm. Themes: History of site and Merri Creek, Urban Agriculture, Sustainability. Budget: $7,000

We encourage all artists/arts organisations/collectives eligible to work in Australia and who have a current ABN to apply through this EOI. Artists/arts organisations/collectives must have no outstanding grant acquittals or outstanding debts owing to Council. Works The scope of works includes:

• Design and supply of an artwork - the design is to consider / respond to the site, place and people in Moreland.

• Supply of all materials required. • Supply and operation of all equipment required. • Preparation of wall for application of the work. • Completion of the works on or prior to agreed completion date.

Safety If selected, you will be required to make a Job Safety Analysis before commencing installation. Council’s Public Art Officer will be available to assist with this. Safe work practices must be used throughout the installation period, and appropriate methods used to protect the built and natural environments at and around the site. Design Life The intended life-span of the murals is three to five years, the minimum projected life-span is two years. The murals will be coated in anti-graffiti coating, applied by Moreland City Council. In the case of major vandalism, or significant damage from partial demolition or structural repair works to the wall, Council will determine the course of action in consultation with the artist where possible. The safety of the community is paramount, and the artist must consider all safety standards relevant to art in public spaces. The artist will retain copyright in the work and in any designs created under this Agreement. The artist agrees to permit Council to publish reproductions of the Work for any non-commercial purpose, including Council brochures, tourist information, promotional posters, catalogues, social media and documentary film. Council will acknowledge the Artist as the creator of the Work in all Council publications in which the Works are included. Submission Requirements Artists are invited by Council to submit an Expression Of Interest with a proposed concept design for the wall with a minimum of 1 and a maximum of 4 images. We do not necessarily expect fully realised designs at this stage, but would like to get an idea of what you plan to do, why you plan to do it and your experience in mural art. Full designs will be developed once the artist has been selected for the walls and must be approved before work commences. Your submission must include the following:

• Written response to project brief (max. one page) • Design ideas for proposed artwork (digital image: Photoshop or sketches) • Response to themes for particular wall (your design should reflect upon or interpret an aspect of

this theme either in an abstract or representative form.) • Images of previous murals and relevant completed projects (low res files, max 9mb)

• Itemised budget • Copy of current public liability insurance certification (to $20 million). NB submission will be

accepted if this is not currently available, but will be required prior to signing of the contract if successful

• Two references relating to previous projects Selection Criteria Submissions will be evaluated against the following criteria:

• Artistic merit integrity and creativity of proposal • Experience and expertise in previous mural projects • Appropriateness of design to site and themes • Feasibility of proposal • Connection to Moreland community

Closing Date All applications must be submitted by 9am 12 March 2020. Budget The fee for each wall must include all costs relating to the installation of the mural. This includes but is not limited to:

• Artist fee • Materials, masks, personal protective equipment • All equipment required (e.g. lift hire, etc.) • Final design of proposed artwork in finished format • Site visits as needed • Installation on site • Risk assessment and management of site during the project (including public liability insurance

certification for artist ($20 million) and/or assistants). Moreland City Council has a Public Art Officer who can assist with process around JSA, equipment hire, permits and other project management requirements. Fee Schedule Payment of fees will be made in two stages:

• 50% paid on acceptance of final design, commission of selected artist and signing of the contract • 50% paid on completion of the artwork and after final inspection and approval by Council

Artist Responsibilities Council requires the project artist to:

• Manage and deliver the project within the agreed schedule • Deliver the agreed design (as approved by Council and property owner) • Work in accordance with best practice community cultural development principles and practices

in the consultation, research, creative development and design • Consult and liaise with Council staff, property owner, as required • Undertake site visits • Remediate the site if required • Hold all licences required for elevated work platform use, if necessary • Prepare and follow Safe Work Method Statements for the installation of the mural • Follow all applicable Occupational Health and Safety (OH&S) Standards • Deliver the project in accordance with an agreed set of delivery milestones • Delivery of artist statement and availability for media interviews

Process Following the close of the Expression of Interest period, Council’s Selection Panel will consult with key stakeholders as part of the selection process to select and invite one artist / group to undertake the project for each site. It is expected that successful and unsuccessful applicants will be notified by early -April. The successful artist will be engaged to develop and finalise the agreed concept design, in consultation with, and as approved by, Moreland City Council and relevant property owners. On finalisation and approval of the design, the commissioned artist will be required to enter into an Agreement with Moreland City Council that outlines the responsibilities of all parties to deliver the installation of the mural as per the terms of the contract and the specified timeline. Application Submission Please send all submissions by e-mail to lvandegraaff@moreland.vic.gov.au no later than 9am 12 March, 2020. Materials and Maintenance Materials are to address Australian Standards, be high quality, durable and application and usage to follow recommended OH&S processes and procedures. Artists will be encouraged to use environmentally sustainable products and methods where possible. Moreland Council staff can assist with advice in this area. Artists may utilise design techniques including stencil, painted and/or aerosol work. Relevant certification must be held by artists using Elevated Work Platforms (eg. scissor/boom lifts, scaffolding, ladders over 2.4 metres in height). On completion, an anti-graffiti coating will be applied over the painted artworks by Council. The artwork will be maintained by Council for a minimum period of two years (except in the case of severe damage, see Design Life section). This maintenance cost will be covered by Council.

Project Management The artist’s primary contacts throughout the project will be Council’s Public Art Officer and Arts Infrastructure Officer.
