Pakistan is a nation with lots of national prosperityhowever there have been a few mistakes that burdenthe already over-burdened economyOne of these mistakes was the permission granted bythe Government to allow for the import of used cars inPakistan While this move was happily accepted byeveryone and welcomed with a warm embrace theimport itself embraced the economy with a whiplashinstead from the shadowsPakistanrsquos local auto makers and allied engineercompanies employ to a near of 2 million people TheGovernment took the decision of allowing the importof used cars of up to 5 years with relaxed taxation whenit was tricked by the elites and a few automakers showingthat the prices of local automakers was more which waslater proved false when local automakers showed statisticsproving that the price of local cars was a lot less ascompared to neighboring and foreign countries and thatthe imported used cars were actually being sold for morewhile bought at a cheaper priceThis proved to be a fatal move as the whole of Pakistanrsquosautomotive industry was pushed to the edge of the cliffwith many of the 2 million people facing the door ofunemployment What came as an even bigger dangerwas the fact that the Govt was urged to increase theallowance period from 5 to 10 years These cars arebasically considered junk around the world and wouldbe fetched for a mere nominal price by local importerse speci al ly wi th re laxe d taxation impos edWhile the dealers make a profit the local automakerswould be hurt as they would be forced into reducingthe price of their cars and thus would need to lay offmany jobs so as to keep the economy balancedNot only that but the more the foreign cars are boughtthe more the GOP is deprived of its already low foreignreservesA solution to solving this problem can be attained inproviding the GOP with the correct facts and figures ofthese imported cars and making them realize thepotential danger the local automaker industry is fallinginto In an attempt to heal old wounds the GOP canmake decrease the period of used cars to up to 2-3 yearsAn imported car that has been used for a mere 2-3 yearwill eventually cost more than the local car there wouldbe a decline in the amount of cars being imported andpeople would focus more on the local auto-makingindustry instead saving the GOP millions of dollarsInstead the GOP can be encouraged by not only theelites the ruling class but also by the local automakersto invest in the local industry and bring about a localchange which would benefit the country in more thanjust one way A mindset of ldquoThink local Go Globalrdquo ismore appropriate for this case at this moment if theeconomy is to be saved from further harm

running over the hurdlesHowever for the few months theChinese bike makers seem to havebecome tired in making efforts toclarify their point of view before

Chinese originOfficials of the Association of PakistanMotorcycle Assemblers (APMA) againrecently met the top official of FBR andCustoms Valuation Department but sofar the problem still existsAPMA drew the attention towardsproblems being faced by the importer-cum-assembler of motorcycle andimporters of motorcycle parts forcommercial purpose at CustomsValuation Department and difficultiesin clearance of parts through PRAL andthrough PACCsAPMA has put the responsibility on onebig bike assembler so that the bigcompany could maintain its dominatingposition in the market The APMA alsoblamed PAMA for taking the side of theJapanese bike maker who does not liketo see the prosperity of small andmedium sized bike makers who are

selling motorcycle at 40 per cent lesserthan the price of a leading Japanese bikemaker The retail price of Honda CD-70 is Rs 66500 and the price of Chinesebike hovers between Rs 40000-42000The Association said that the maker ofHonda also wants to discontinue the

export of bike by Chinese bike makersat a price ranging between $360-400per unit which is earning preciousforeign exchange for the countryDue to rising cost of production onaccount of higher valuation of parts andaccessories the Chinese bike makers areunable to lower the prices and insteadthe assemblers are bound to pass on the

impact of higher valuation to the endusers Some assemblers are trying totake the hit on themselves by not raisingthe prices after fixation of highervaluation of parts especially because ofstiff competition in urban marketespecially KarachiThe Association said that the Customsdepartment is issuing the valuationadv ic e wi thout co nsult ing t hestakeholders market survey and withoutthe origin items and without obtainingquotation from international marketsin violation of Section 25 of the CustomsAc t They a re ent ertai ni ng themonopolies of some leading bikemakers

steep drop in exports of around 135percent from a peak of US $35 millionin 2009-10 the high-quality and low-

priced locally produced bikes haveeffectively checked imports

The industry exported in excess of 2500units per month which is against anaverage export of around 1200 unitsper month last year If the trendcontinues Pakistan will easily be ableto double its motorcycle exports thisyearMotorcycle exports stood at $786310in the year 2009-10 and surged to $35million in the next year on the strength

of $50 per unit Research andDevelopment facility provided by the

Government The facility was withdrawnin 2010-11 after which the exportsnosedived by 135 percent to $134

millionldquoThe decline in exports would havebeen much higher but the prudent

marketing strategy adopted bylarge motorcycle players

controlled itrdquo said Mr FahadIqbal CEO HKF Engineering

makers of Ravi motorcycles Hesaid that the exports of

motorcycles averaged over 2500units during the last four months

which is a good sign for theindustry

This he added is double the monthlyexport of 1200 units in 2009-10 whenrecord exports were witnessed He saidthat the trend is expected to continue

and Pakistan will easily be able to doubleits motorcycle exports this year

Exports from Pakistan are textiledependent for the most part Motorcycleindustry provides a viable option as thenext emerging export from PakistanldquoThe industry is aiming to export half amillion units annually by the year 2016rdquoa bike maker said

Experts pleaded that the current policyregarding motorcycles should not bedisturbed as with its huge forward andbackward linkages the motorcycleindustry moves the wheel of theeconomyldquoMost serious threat to this industry isa sudden policy shift and threats forthat are abundant now a dayrdquo a bikemaker said ldquoTalks of commercialimports of motorcycles and change intariff to suit a certain entity will wreckhavoc on this industryrdquo he added whiledemanding the government not todisturb the growth momentum of mostlocalized engineering industry inPakistanThe on going floods and heavy rains inSindh is likely to adversely affect thesales of leading bike makers who enjoyover 50 per cent share of their total salein rural areas A lot depends on farmersand growers farm income from variouscrops in other provinces of Pakistan thisyear which will definitely nullify the badsales prospects in SindhThe maker of Honda bikes has alreadyseen sharp jump in sales during July-August 2011 to 102196 units from85176 units in the same period of lastyear Suzuki bike sales reached to 3722units from 2955 units However saleof Yamaha bike fell to 16585 units from20247 units in July-August 2010

APMA chairman Mohammad Sabir Shaikh expressed surprise over thethinking of the bureaucracy which seems influenced by the PAMA andone of its leading members for fixing higher value of bikes on which

of locally assembled cars are the mostbackward in the world for using overtwo decades old engines and designs in800cc cars and a decade old 1000cccars except for Toyota and HondaIndia has been attracting leading carmakers from all over the world whilePakistan is more focused to seeinvestment coming from Japan whichalso provides aids grants and loans tothe government in tough timesA Korean assembler in collaborationwith a business tycoon has introducedHyundai Shahzore (light commercialvehicles) and 1000cc Hyundai Santrocar but with the passage of time and lackof interest of its local assembler theKorean vehicles are now struggling tosurvive In contrast the same Koreanassembler have been making deeperinroads not only in the world marketbut also in India in presence of itscounterparts like Ford Fiesta NissanMicra Chevrolet Spark Hi -Hyundi1000cc Ford Fiat Tatarsquos Nano etc

as they feel that someundue concessions have

been planned for newentrants and they shouldbe provided level playingfield or same taxes and

duties which thegovernment had imposed

at the time of arrival ofexisting Japanese car

assemblers Thegovernment aims to attractChinese car makers right

now but it is not clearwhether Chinese cars willtake away big slice of totalcar market as it has taken

50-55 per cent in themotorcycle

If the government has really any seriousplan to open the local market for newplayers then it should not liberalizeimport of used cars as it will not attractEuropean car assemblers but may invitelow price car assembler like China

On the other hand our car assemblersare not sacred cows A some kind ofunderstanding has been reachedbetween Pakistani and Japanesegovernments for many years tomaintain assembly of old engineand design cars at costly pricewhose productions had beenstopped even in Japan and othercountriesPakistan is the only country whereforeign assemblers can sell theirjunk and outdated cars thanks tothe governmentsrsquoinefficiency andpressure of foreign investors Cana Suzuki Mehran CNG really(whose design was introduced in1989) deserves a price of Rs533000 with minor cosmeticchanges which are less attractivecoupled with post purchasingproblems and quality issues DoesSuzuki Cultus deserve the price ofRs 800000-900000 whosedesign is not more than 10 yearsold Suzuki Bolan and Alto alsofalls in this categorySeeing that the people are bound to buylocally assembled cars due to lack ofchoice the PSMCL has never seriouslytaken steps to change the outlook andengine of Mehran Cultus Alto andBolan knowing that consumers willdefinitely buy it because of their easyparts availability Many consumers feelsatisfied in purchasing locally assembledcars instead of taking risk of buyingimported used cars due to problem ofparts availability at higher prices

Successive governments and theMinistry of Industries have never askedPSMCL especially as to why it has beenmaking decade old cars at higher pricesand whether the deletion levels set bythe governments have ever beenachieved The government now shouldhold an enquiry on low deletion levelEven makers of Toyota Corolla andDaihatsu have also taken eight to10 years to completely change themodel Time has come for a bigchange in Daihatsu Cuore modelwhich is also over 10 years oldIf the deletion level as claimed by theassemblers are on the higher side thenwhy the prices of cars are beingincreased so frequently on the pretextof rupee-yen-dollar parities whichescalate cost of procuring high tech partsdespite the fact that their quantity incars are in low numbers Thegovernment instead of taking notice ofthe impact of hi tech parts on car pricesdepending on currency fluctuations hasopened used car imports under variousschemes in order to punish theassemblers for not lowering the pricesThe government should also check theprofit margin of assemblers per car asmany people feel that the assemblersare making money on decades old carsVendors also cautiously make hue andcry over some decisions of PakistanAutomotive Manufacturers Association(PAMA) but now car vendors and PAMAhave joined hands to plead their casejointly for promotion of local industryDefinitely why not vendors do notsupport PAMA as they are dependenton the orders of the car manufacturersand any bitter truth against theassemblers may change the fortune ofthe vendorThe assembly of 10-20 years old carshas so far proved highly beneficial forthe local vendors who have preventedthem for making any extra investmentfor new parts and accessories for anynew models They have just have been

getting additional orders for the oldparts from the assemblers As a resultmany vendors have become millionaireor billionaire by producing the sametype of parts in huge quantities for thelast two decadesMeanwhile a part vendor blamed lowvolumes of cars as a main obstacle thusmaking car makers reluctant tointroduce new models or completelychange the existing models He saidmaking parts for new model car isdifficult as it takes years to recover thecost of investment made in bringing jigsand fixtures and assemblyPAMA and All Pakistan MotorDealers Association (APMDA) hadbeen at loggerheads over car priceissueA Pama spokesman in hisstatement to the press recentlysaid a used imported 4-5 years oldSuzuki Alto with 650cc engine isbeing sold in the local market atRs700000-750000 where as acustomer can buy brand newlocally made Suzuki Alto with1000 cc engine for the sameamount PAMA spokesman shouldknow the difference of quality ofimported cars and Suzuki Alto Despitepaying high price for Alto it lacks powersteering and not even power windowsSimilarly Toyota Vitz costs a little overRs11 million while its parallel versionSuzuki Swift is marketed by localmanufacturer at the same price PAMAshould ponder before matching ToyotaVitz with Suzuki Swift as Vitz is farsuperior than Swift in any specificationsPAMA says luxury cars are beingimported eating up precious foreignexchange The government has fullinformation in this regard and shouldtake steps to stop this practicePAMA spokesman alleges now theimportersrsquo lobby is pressing thegovernment to allow import of 10-year-old used cars Considered as junk in theworld these cars would increasepollution levels in the country and wouldburden the consumers in long run dueto non-availability of spare parts andpoor after sales serviceAllowing import of used vehiclescommercially will prove a death warrantfor the local industry resulting in lossof jobs of two million workers employedin auto and allied industriesEven if restricted import under changeof residence is allowed the duty rates

a re so hi gh and environmentalconditions are so stringent that importof used cars become unviable for trueowners as wellThe PAMA spokesman said thatallowing import of five years oldc a r s i s a l r e a dy c a u s in gembarrassment to the governmentwhich allowed the same to makec hea p er c ar s av ail a bl e t oconsumers but most of them arepriced at the rates equal to newlocally made carsUsed car dealersrsquo lobby does notcontribute to job creation or technologytransfer and evades taxes on large scalebesides under-invoicing and fleecing thecustomersAPMDA chairman H M Shahzadinformed Finance Minister DrHafeez Shaikh that the consumerswere facing problems due to sharpincrease in prices of locallyassembled cars in the last twoyearsHe said the assemblers were fleecingconsumers by taking 100 per centadvance payment at the time of bookingof a car and deliver cars in few monthsAs a result black marketers startcharging premium from buyersHe urged the government to check thedeletion level pledged by the assemblersas it has not been achieved despitepassage of many yearsHe said in 2005-06 the import ofused vehicles was permitted aftera long gap of 12 years This wassubsequently restricted to importof used vehicles of three years oldonly in different schemes As aresult local assemblers acquireda monopoly on prices and supplyHe urged the government to allowcommercial import of used vehicles upto 10 years of age in addition to existingschemes like transfer of residencebaggage and gift schemesIrrespective of the blame game betweenAPMDA and PAMA over car price issueone can certainly say that Pakistani carmakers have been lucky in performingexceptionally well under currentcircumstances like high interest ratesrising petrol and CNG prices frequentrise in car prices uncertain political andeconomic conditions floods (from July-September 2010) low sales of carsthrough bank financing etcThe monthly index of large scalemanufacturing (LSM) has got a big

In this issue the perceptions of ChineseAcademia in the field of IntellectualProperty have been explored andanalysed with an aim of getting a deeperunderstanding of the subject matter thanthrough the understanding of GeneralPublic Our Patent Information Analysisshowed that within all China ZhejiangUniversity holds the highest number ofPatents for (related to) Electric HybridVehicles ie 151 Whereas QinghuaUniversity and Shanghai Jiaotongfollowed as 2nd and 3rd with a totalnumb er of 149 and 90 patentsrespectively The top three universitiesin Hubei province holding the highestnumber of Patents for (related to)Electric Hybrid Vehicles were WuhanUniversity of Technology HuazhongUniversity of Science amp Technology andWuhan University with 34 27 and 24patents respectively And these threeuniversities being 17th 21st and 25thin China were the main source of datacollection

Survey Findings

All of the respondents were based inWuhan and were assumed to haveadequate knowledge of and experienceof Wuhan Transportation VehicleSystem A total of 229 questionnaireresponses were collected out of which200 useful valid samples were takenfor analyses Our findings revealed thatthe majority of Males and Females fromthe Chinese Academia had adequateknowledge of hybridelectric vehicleswhereas the respondents with unspecificgender had adequate as well as lessknowledge The majority of all theGenders did not own an electric hybridvehicle Out of the majority of Malesand Females who possessed an electric hybrid vehicle had a Chinese brandwhereas of those with unspecifiedgender owned a European brand

for tariff relief he said would entail hugelosses to national exchequerHe said the local industry would beinvesting more than $150 million duringthis period without seeking anyconcessionsHe sought to dispel the impression thatthe local bike-makers were dependenton the imports of spare parts addingthe local industry had indigenised theirmanufacturing plants by more than 90per cent and producing around 14million units per annumKhan said Yamaha must not beconsidered as new entrant because thecompany had done its business in

Pakistan for 35 years and sold its sharesto the local assemblers ldquoYamaha in noway can be considered as new entrantTherefore it should not be allowed anytariff concession on the imports ofmachinery and spare parts of motorcycleat zero dutyrdquo he addedHe said the government should realisethe capacity and contribution of the localindustry before giving incentives or dutyconcession ldquoThe unfair relief to thecompany may jeopardise the growth oftwo-wheelers because the local playersare already working under stiffcompetition with one another with lowprofits against their investmentrdquo

resultantly GOP relaxed the import ofused cars up to five years He furtheradded that now the local market isflooded with used imported cars buttheir rates are extremely high comparedwith their ageA used imported four-five yearsold Suzuki Alto with an engine of650 cc and depending on conditionis being sold in the local market atRs 700000 to Rs 750000 whereas customer could buy brand newlocally made alto with 1000 ccengine for this much moneySimilarly he said that another mostimported brand Vitz costs a little overRs11 million while its parallel versionSuzuki Swift is marketed by localmanufacturer at the same priceFurthermore he added that mostlyluxury cars are being imported which isdepriving GOP of precious foreignexchange The spokesman said thegovernment definitely has all theinformation in this regard and shouldhave reprimanded the dealers thatassured that the rates of used cars wouldbe much lower to benefit the consumersHe said that now the importersrsquo lobbyhave come up with the idea of bringingin 10-year-old used cars that areconsidered junk the world over Thesecars would increase pollution levels inthe country and would burden theconsumers in long run due to non-availability of spare parts and local

Spark plugs produce the sparks thatignite the air fuel mixture in thecombustion chambers Each plugconsists of a metal rod called anElectrode surrounded by a ceramicinsulator The lower end of the insulatoris incased in a threaded metal shell thatis screwed into the cylinder headAnother electrode is welded to the shellIt is separated from the center electrodeb a small air gap High voltage currentfrom the distributor flows down the

center electrode and jumps this gap inthe form of a spark which ignites themixture present in the combustionchamberFor good engine performance this sparkmust be large enough and last longenough to ignite the air fuel mixtureefficiently The wider the gap the biggerthe spark But wider gaps require highervoltage to produce any spark at all Everyengine has a specified spark plug gapwhich may vary from 05mm to 2 mmthe gap can be adjusted by bending theside electrode If the gap is too wide theplug may not fire because the ignitionsystem cannot produce enough voltageto jump that particular gap If the gapis too small the spark may not be bigenough to ignite the air fuel mixtureThe gaps must be checked periodicallybecause the electrodes corrode on usewith the period of timeOther causes of weak or erratic sparking

Production Trends inPakistanThe sugar industry in Pakistan is thesecond larges t after textiles Currently76 sugar mills produce at or belowcapacity From a production level of289 million tons in 1991-92 productionreached 4 million tons in 2003-04 Yetthe production potential is not realizedbecause sugarcane yields remains wellbelow the global average Also despitesugar prices doubling since 1992Pakistan continues to remain globallyuncompetitive The emerging marketsin industrial alcohol and fuel ethanoloffer prospects of making sugarcaneproduc tion economic ally viab leAbout 80 -85 per cent of the totalsugarcane production goes towards theproduction of sugar The remaining 15-20 percent is converted into ldquoGURrdquo alocal variant of sugar which is largelyproduced and consumed in the NorthWest Frontier Province (NWFP) Canecrushing produces sugar and molassesas a by-product The molasses-to-bioet han ol con versi on proc ess isconducted in distilleries Currently 21distilleries produce industrial alcohol inthe countryThe majority of the distilleries are a partof the sugar mills and are situated on-site making the production cycle anintegrated one The mills receive thecane crush for sugar store the molassesin storage tanks on-site and then passit on to the distilleries for industrialalcohol production Industrial alcoholcan be converted into fuel alcohol in a

simple process by using molecular sievetechnology which requires a capitalexpenditure of about USD 1 5 millionand can be completed in 5 to 6 monthsAs many as 8 distilleries have installed

the sieve technology to process industrialethanol into fuel ethanol

Export TrendsUntil recently the bulk of the rawmolasses was exported with exportsranging between 070 million to 175million tonnes Only minor quantitieswere converted to industrial alcohol fordomestic use and export However overthe pas t five years a substantial proport ion of these molasses wasconverted into alcohol Fuel-gradeethanol which is blended in petroleumproducts fetches the highest price inthe world marketDistilleries in Pakistan have three majorbuyers Domestic industry purchasesindustrial alcohol for various purposesFuel ethanol is currently only being solddomestically in small quantities toPakistan State Oil (PSO) as part of apilot project that blends ethanol withgasoline in a 10 percent ratio The thirdand predominant outlet is exports Thebulk of the industrial and fuel ethanolproduced is e xported throughinternational trade houses The fuels arebrought from distilleries throughout thecountry to the Karachi port for onwardshipping to different parts of the worldIndustrial alcohol exports haveincreased rapidly over the past five yearsreaching 167600 tons in fiscal year2006 The average export pr ice fordifferent grades of alcohol ranged fromUSD 560 to USD 680 per ton Totalearning s amounted to USD 1006million in 2006The value-addition in molasses throughits conversion into alcohol has enabledexporters to earn eight to ten times moreforeign exchange The bulk of exportswent to Japan and the EU with Italybeing the single largest recipient withinEU However exports to the EU as awhole declined in the wake of Pakistanrsquosremoval from the GSP (General Systemof Preferences) scheme

About 80 -85 per cent of the total sugarcane production goes towardsthe production of sugar The remaining 15-20 percent is converted intoldquoGURrdquo a local variant of sugar which is largely produced and consumed

Pakistan is a nation with lots of national prosperityhowever there have been a few mistakes that burdenthe already over-burdened economyOne of these mistakes was the permission granted bythe Government to allow for the import of used cars inPakistan While this move was happily accepted byeveryone and welcomed with a warm embrace theimport itself embraced the economy with a whiplashinstead from the shadowsPakistanrsquos local auto makers and allied engineercompanies employ to a near of 2 million people TheGovernment took the decision of allowing the importof used cars of up to 5 years with relaxed taxation whenit was tricked by the elites and a few automakers showingthat the prices of local automakers was more which waslater proved false when local automakers showed statisticsproving that the price of local cars was a lot less ascompared to neighboring and foreign countries and thatthe imported used cars were actually being sold for morewhile bought at a cheaper priceThis proved to be a fatal move as the whole of Pakistanrsquosautomotive industry was pushed to the edge of the cliffwith many of the 2 million people facing the door ofunemployment What came as an even bigger dangerwas the fact that the Govt was urged to increase theallowance period from 5 to 10 years These cars arebasically considered junk around the world and wouldbe fetched for a mere nominal price by local importerse speci al ly wi th re laxe d taxation impos edWhile the dealers make a profit the local automakerswould be hurt as they would be forced into reducingthe price of their cars and thus would need to lay offmany jobs so as to keep the economy balancedNot only that but the more the foreign cars are boughtthe more the GOP is deprived of its already low foreignreservesA solution to solving this problem can be attained inproviding the GOP with the correct facts and figures ofthese imported cars and making them realize thepotential danger the local automaker industry is fallinginto In an attempt to heal old wounds the GOP canmake decrease the period of used cars to up to 2-3 yearsAn imported car that has been used for a mere 2-3 yearwill eventually cost more than the local car there wouldbe a decline in the amount of cars being imported andpeople would focus more on the local auto-makingindustry instead saving the GOP millions of dollarsInstead the GOP can be encouraged by not only theelites the ruling class but also by the local automakersto invest in the local industry and bring about a localchange which would benefit the country in more thanjust one way A mindset of ldquoThink local Go Globalrdquo ismore appropriate for this case at this moment if theeconomy is to be saved from further harm
