MIZORAM POLICE NEWSLETTER MESSAGE FROM DGP Dear Colleagues, A very warm wishes to the Mizoram Police and the people of Mizoram. Indeed, it is a privilege to serve the people of Mizoram in the maintenance of law and order in the state. The rapid progress in technology, specially in Social Media posed a big challenge on policing. In addition, safety of women and children, internal security of the state and welfare of the police personnel have and will always remain the primary concern of me and the Police department. Various new initiatives have been taken on the training front. New training facilities have been created, (1) Conference hall at SP Aizawl office complex and (2) Training Hall at DIG Training building. A special Training Funds have been sanctioned, various in-services courses have been conducted for the benefits of police personnel on diverse topics such as women related laws, child protection and various criminal law amendments. A special training to plug acquittals in NDP&S Act and other special report cases have also been started. Community outreach programs like strengthening of Village Defense Party, Marathon/run for fun, Painting competitions for school children on police themes, road safety education at schools by traffic police, motorcycle patrolling with public participations are some of the schemes launched to build good police public relations. A joint action with Excise department, Central YMA (the largest NGO in Mizoram) against drugs for prevention and control of drug abuse has been launched in a massive way for safety and health of our youth. A lot of good works have been done by Mizoram Police in the past months. Huge amount of arms and ammunitions, drugs etc have been seized. As a welfare measure, an MOU have been signed with SBI to extend Insurance cover and other benefits to police personnel who are having salary account with SBI. Construction of new building of Police headquarters, new police station building, repair of old structures and residential accommodations have been started to improve the working and living conditions of the forces. Mizoram Police have and always will strive to be more responsive and service oriented to serve all sections of society and will build good police public relationship so as to maintain peace and order for quicker development of Mizoram. NEWS OF MIZORAM POLICE POLICE COMMEMORATION DAY was observed on 21st Oct 2016 at Martyr's Memorial stone at 1st Battalion Mizoram Armed Police (MAP) Complex, Aizawl. DGP Pu Thianghlima Pachuau IPS and senior Police Officers laid wreath at the Martry's Memorials. Tributes were paid to 473 police who laid down their lives while discharging duty across the country.

KICK-OFF PROGRAMME OF JOINT OPERATION AGAINST DRUGS by Police, Excise & Narcotics and Central YMA (Young Mizo Association) was held on 05.08.2016 at Vanapa Hall, Aizawl. Pu R.Lalzirliana, Minister – Home, Excise & Narcotics graced the function as Chief Guest. Huge amount of seized drugs were disposed at 3rd MAP Complex, Mualpui on the same day as a sign of Zero Tolerance to Drugs in Mizoram.

1ST LAW ENFORCEMENT TECHNOLOGY EXHIBITION was held on 12.08.2016 at the Training Hall of SCRB (CID Crime). Pu Thianghlima Pachuau, IPS, DGP Mizoram inaugurated the Exhibition which was organized with a view to generate awareness among Mizoram Police personnel on latest technological developments.

NEWS OF MIZORAM POLICE 1ST CHIEF MINISTER’S CONFERENCE WITH POLICE OFFICIALS OF MIZORAM was held at GS Arya Mess, PHQ on 19th August 2016. At this occasion, Pu Zorammawia IPS, IGP made a presentation about the good works done by the police and the areas which require government’s attention for capacity building of police. Honorable Pu Lal Thanhawla CM, Mizoram and Honorable Pu R.Lalzirliana, Home minister addressed the officers and took note of related issues.

Pu.R.Lalzirliana, Hon’ble Home Minister of Mizoram graced Passing out parade of 66th Batch of Recruit Constable as Chief Guest at PTS Thenzawl on 12th December 2016. Sixty four(64) Constables from Aizawl DEF, CID(SB), MPRO, 5th IR Bn successfully completed their basic training course and took oath for service to the society.

A memorandum of understanding (MOU) was signed on 30th September, 2016 between Mizoram police and State Bank of India (SBI) regarding salary accounts in SBI and to accure insurance and other related benefits to police personnels in case of accident and other eventualities.

Peace Talk: Representatives of Government of Mizoram and HPC(D) had a 3 (three) round of Peace Dialogue on 10th August 2016, 5 – 6th October 2016 and on 16th Dec 2016 at Aizawl . During the talk, 3 nos of AK-47 Rifle, 1 no of INSAS Rifle, 4 nos of 9mm Pistol along with ammunitions and magazines snatched away by HPC(D) from Mizoram Police were handed over to Govt. of Mizoram.

XVII Mizoram Police Sports Meet 2016 was successfully held at Rajiv Gandhi Stadium under the aegis of Mizoram Police Sports & Cultural Control Board during 21st – 25th November, 2016. All the units and battalions in and outside Mizoram were grouped into twelve (12) contingents and competed in different events. Central Range Contingent consisting of Aizawl District and Traffic Police bagged Championship Trophy by winning 13 Gold, 10 Silver and 6 Bronze medals.

SEIZURE OF GOLD: On 13th October 2016 based on secret information, Champhai District recovered 150 pieces of Gold Biscuits at Khankawn Checkgate from illegal possession of Pu Vanmalsawma (30) S/o Tlanlawma of Zonuam, Myanmar P/A Dinthar Veng, Aizawl which were concealed under the front seats of Maruti 800 B/R No. ML-05-7345 driven by the accused person. The concealed gold and vehicle was seized and the suspect Pu Vanmalsawma has been arrested. Weight of the 150 pieces of Gold Biscuit is 24.815 Kgs and its value is estimated at Rs. 81,889,500/- (Rupees eight Crore 18 Lakhs eight nine thousand and five hundred) (Approx).

SP, Siaha organized Painting Competition on the Theme ‘India Republic Day’ at Don Bosco School Auditorium on 24th January, 2017 for Middle School, High School and Higher Secondary levels. More than 160 students participated in the competition.

COMMUNITY POLICING

Siaha District organized a ‘Training of local Youth for recruitment into Indian Army’ on 10.8.2015 at GHSS Field, with special invitees from Assam Rifles and CJM, Siaha Court. The Training was attended by more than 200 youths. Lunglei District also organized such programme on 10th Oct 2015 in coordination with AR and BSF. 243 youths participated.

Champhai District TANPUITU Motor Cycle Patrolling was launched on 31.7.2015. It is a mobile Motor Cycle patrolling party manned by two Police Personnel equipped with arms and mobile phone No. 7085644019 capable of using facebook and whatsapp applications. The Motor Cycle perform patrolling within Champhai Town round the clock for prevention of crime and for prompt and easy access of Police help. Facebook Group’ TANPUITU’ and whatsapp group on the same name was created for making complaints from general public and officials of Champhai District. The scheme is very much appreciated and supported by public and and crime rate in the district has dropped since the launch of TANPUITU.

Road Safety Awareness Campaign was launched for public through print media, electronic media and local cable network in the form of publicity by means of live phone-in discussion and talks available in Aizawl city.

COMMUNITY POLICING Felicitation function for honouring Mt.Everest summitter Miss Lalrintluangi (21 years old ) organized at Vaivakawn Police Station under Aizawl District on 20.6.2016

Felicitation programme for honouring renowned national footballer Jeje Lalpekhlua held on 29.6.2016 at Hnahthial Police Station under Lunglei District. Jeje was recently felicitated by FPAI as 'Player of the year" in 2016.

Anti human trafficking awareness campaign by CID Crime officers was conducted in various schools

SP Aizawl initiated concept of Public suggestion and complaints and a mechanism for their redressal. Number of Complaint Boxes have been installed at SP Aizawl Office, Aizawl PS, Bawngkawn PS, Kulikawn PS, Vaivakawn PS and Zonuam OP to entertain any grievances or complaint against the service of Police from the Civilian.

Martyrs’ Day : On 21st October 2016, special local functions were organized at various Schools across the state to pay homage to martyrs of Mizoram Police at their former schools (alma mater).

TRAINING AND NEW INITIATIVES In the year 2016, Mizoram police adopted a resolution to train 100% posted strength at least for 3 days in a year to refresh and update the knowledge and skills of the force personnels. With augmentation of funds for training, a number of new refresher courses were initiated. The gap in training infrastructure has been analyzed and steps planned for systematic augmentation of capacity. Besides basic training courses at PTS Thenzawl, approved refresher courses have been conducted at District headquarters of eight districts, eight battalion, PHQ training facility and at respective headquarters of Traffic, Crime, Special branch, wireless and security unit.

Mizoram Police Wives Welfare Association (MPWWA) established in 1998 with a motto “Be a blessing to others” observed their Raising Day on 11th Oct 2016 at GS Arya Mess, PHQ. The association, through their Tailoring Training Centres established at PHQ and at all Battalion Headquarters have been helping unmotivated children (mostly school dropouts) of police families to become economically independent by imparting free Tailoring skills, in addition to many other welfare and charity works being done by them for the benefits of the underprivileged police families.
