1.4 Integra ted Combat Tu rn ar ound (ICT) procedures. This document describes the requirement s for

prepar ing United Stat es Air F orce (USAF) ICT procedures for incorporation in t echn ical ma nu als

an d checklists. These integrat ed procedures combine an d condense a ircra ft ser vicing -2 and -33

technical manuals (see 6.10).

1.5 NATO Stage B cross-servicing. This document esta blishes th e requirement s for preparing

checklists for loading/unloading nonnuclear munitions, flares, and chaff (including chaff dispensers)

on aircraft in sup port of Nort h Atlan tic Trea ty Organ ization (NATO) Sta ge B cross-servicing. The

checklist is a supplement to the Stage A cross-servicing guide for aircraft.

2. APP LICABLE DOCUMENTS.

2.1 Gener al. The docum ent s listed in this section ar e specified in sections 3 and 4 of th is

specificat ion. This section does not include docum ent s cited in other sections of this specificat ion or

3. REQUIREMENTS.

3.1.6.5 Nonnuclear mun itions loading stan dar d data packages. Unless oth erwise specified by the

acquiring activity, stan dar d data packages shall be prepared (see 6.2). Only gram mat ical changes to

correct er rors or impr ove compat ibility with established m an ual style shall be per mitted (see 6.15).

3.2 Coverage. The ma nu als to be prepared sh all be those specified by th e acquiring activity (see

6.2). Pr ocedur es sha ll be covered as follows:

3.2.1 Nu clear wea pons basic inform at ion an d loading procedur es man ua l (fighter a ircraft) (see 3.3).

This ma nu al sha ll contain descriptive material, supplement ar y informa tion, emergency procedures,

an d weapons loadin g/un loadin g procedures . All inform at ion shall be un class ified. Nonn uclear

mun itions procedures sh all not be incorporat ed in this man ua l.

3.2.2 Nonnu clear weapons loading procedur es man ual (bomber aircraft) (see 3.4). This man ual sha ll

conta in descriptive ma terial, general su pport informa tion, su pplementa ry informa tion, and job-

oriented loading procedur es. All inform at ion sha ll be unclassified.

3.2.3 Nonnuclear mun itions basic informa tion ma nu al (stan dar d volume) (see 3.5). This manu al

sha ll contain descriptive mat erial for u se in conjunction with all USAF aircraft n onnuclear mun ition

loadin g procedur es man ua ls (see 6.12). All informa tion sha ll be unclassified.

3.2.4 Nonnu clear mu nitions loading procedur es man ua l (see 3.6). This manu al shall contain

supplement ar y informat ion, emergency procedur es, and m un ition loading/un loading procedures. All

information shall be unclassified.

3.2.5 Int egrated combat t ur na round procedures man ua l (see 3.7). This manu al shall combine and

condense aircraft ser vicing an d m un itions loading/unloading pr ocedur es for integrat ed combat

tu rna round. All informa tion shall be un classified.

3.2.6 Nonnuclear mun itions loading stan dard da ta pa ckages (see 3.8). Data packages shall provide

informa tion pertinent to the mu nitions being procured, but sha ll not r epeat informa tion which is

included in th e man ua l for which th e data package is being prepared.

3.2.7 Loading procedu res checklists (see 3.9). These checklists sha ll cont ain br iefing/emergency

procedures an d conden sed mu nitions/weapons loading/unloading pr ocedures. Checklists sh all only

contain basic steps, with the exception of nuclear weapons checklists which shall list each applicable

cockpit switch an d its proper position. All informa tion sha ll be unclassified.

3.2.7.1 Int egra ted loadin g procedures checklists (see 3.9). These checklists sh all conta in applicable

briefing/emergency procedures and condensed munitions/weapons loading/unloading procedures (see

6.11). These checklists sha ll be prepared in the sam e style an d format a s the loading procedures

checklist. All informa tion sha ll be unclassified.

3.2.7.2 Nu clear wea pons loadin g procedures checklists (see 3.9). These checklists sha ll include team

chief checks, preloading and postloading checks, safety checks, unloading procedures, and other

checks an d steps r equired to safely complete th e required operations. Checklists sha ll be written in

th e deman d-response format. General prepar ation shall be in the same style an d format as th e

loadin g procedur es checklists. All inform at ion sh all be un class ified.

3.2.7.3 Integra ted combat tu rna round pr ocedures checklists (see 3.10). These checklists sh all

conta in emer gency procedures an d condensed aircraft servicing a nd mun itions loading/un loading

procedures . All inform at ion sha ll be un class ified.

3.2.7.4 NATO Stage B cross-servicing checklists (see 3.11). Illust ra ted checklists sh all be requ ired,to ensur e aircraft ar e safely cross-serviced without doubt or confusion. These checklists sha ll cont ain

emer gency procedures an d mun itions loading procedur es. All inform at ion sha ll be un class ified.

3.3 Nuclear weapons basic informa tion and loading procedures m anu al (fighter a ircra ft). The

cont ra ctor sha ll use th e DTD in Appendix A, if electronic delivery of th is ma nu al is requ ired (see 6.2).

Capitalization a nd u nderscoring of cha pter, section, an d par agra ph t itles shall be in accorda nce with

3.3.1 Fr ont mat ter . The front ma tter sha ll be in a ccordan ce with th e requirement s of MIL-STD-

3.3.1.1 Foreword. The foreword sha ll be in accordan ce with th e requirem ent s of MIL-STD-38784,

with t he following additiona l requirem ent s. The foreword sh all include a listing of app licable

publicat ions. The foreword shall also conta in a precedence para graph or sta tement , and a n uclear

safety certificat ion st atem ent as pr ovided by the acquiring activity (see 6.2). Submitt al an d routing

instr uctions for t echn ical ma nu al improvement r eport s sha ll be included, and sh all reference TO 00-

5-1 as t he au thority for r ecommending cha nges. A paragra ph sh all be included identifying the Air

3.3.2 Cha pter 1 - Basic inform at ion. Un less oth erwise specified by th e acquir ing activity, all th e

following sections sh all be included (see 6.2). When n ot requir ed, the section hea ding (section

nu mber an d tit le) sha ll be included, followed by “Not Applicable.” When specified by the a cquiring

activity, additional sections sha ll be included, and sha ll begin after t he last of the required sections.

(see 6.2).

3.3.2.1 Section I - General sa fety requiremen ts. This section shall cont ain a ll general safety

requiremen ts n ecessary for pr epara tion, han dling, loading, an d un loading of weapons (munitions

[see 3 .6.2.1]).

3.3.2.2 Section II - Em ergen cy procedures . This section shall conta in emergen cy procedures rela ted

to weapons (mu nit ions [see 3.6.2.2]) or weapons (mu nit ions) loaded a ircraft. Pr ocedur es sha ll be

prefaced by a brief explan at ion of actions to be accomplish ed. Pa ges of emer gency procedures sh all

be mar ked in accordance with t he r equirement s of MIL-STD-38784, and sh all include t he words

“Em ergen cy Pr ocedur es” directly below the technical man ua l ident ificat ion nu mber . (See Figur e 2).

3.3.2.3 Section III - Aircraft description a nd genera l arra ngement . This section shall cont ain th e

aircraft description and genera l arra ngement in a n illust rat ed, informa tiona l form. The locat ion of

panels, switches, safety devices, etc., which are used as part of loading procedures, shall be shown.

Ea ch identified item sh all have an accompa nying brief descript ion of its function/use. (See Figur e 3).

3.3.2.4 Section IV - Sup port Equ ipmen t (SE ) description. Descriptive inform at ion, on test ers,

ha ndling, and loading equipment listed as SE in loading procedures, sha ll be included. Authorized

nuclear weapons support equipment shall be listed in accordance with TO 00-110N-16 (see 6.13).

3.3.2.5 Section V - Bomb/weapon descriptions. This section shall cont ain des criptive informa tion on

all nuclear weapons, an d th eir components, wh ich a re a pproved for loading on th e aircraft concerned.

3.3.2.6 Section VI - Gener al procedur es. This section sha ll cont ain gener al inform at ion, followed by

detailed procedures for selected items of a r epetitive natu re, within t he different cha pters of the

man ua l (checking test equipmen t for pr oper operat ion, aircra ft groun ding procedures, ma rking of

impu lse cart ridges, etc.). (See Figur e 4).

3.3.2.7 Section VII - Aircra ft prep ar at ion. This section shall conta in detailed steps required to

prepare the basic aircraft and installed weapon (munition [see 3.6.2.5]) accessories (e.g., rack,

launcher, etc.) for functional/stray voltage checks and weapons (munitions) loading.

3.3.2.7.1 Aircraft preparat ion. This primary para graph sha ll conta in all steps required to prepar eth e basic aircra ft for functional/stra y voltage checks an d weap ons (mun itions [see 3.6.2.5.1]) loading.

3.3.2.7.2 Inst alled accessory prepar at ion. This primary par agra ph sha ll contain all necessary steps

to prep ar e each in sta lled weapon (mu nit ion [see 3.6.2.5.2]) accessory (e.g., rack, lau ncher , etc.) for

FOREWORD

1. PURPOSE.

The pur pose of this technical order is to pr ovide safe and r eliable procedures for loading/unloading nuclear bombs,

missiles, and practice bombs on X-XXX aircraft.

2. SCOPE.

This ma nua l conta ins all procedures necessary for loading/unloading nuclear bombs, and a ll applicable pra ctice

bombs. Chapt er 1 conta ins safety requirem ents, emergency procedur es, general arr angem ents, general procedures,

flight circuit test, flight equipment checks, functional checks, and mu nitions rejection criteria. Chapt er 2, and on,

conta ins loading, unloading, and ferry pr ocedures for nu clear bombs.

4. NUCLEAR SAFETY CERTIFICATION.

The support equipmen t an d procedures cont ained herein h ave been evalua ted and a re acceptable for th e prescribed

use with nuclear weapons.

5. PRECEDENCE.

Compliance with procedures herein is man datory. Use of war reser ve nuclear weapons in peacetime operations

requires n uclear weapon system safety ru les published in the 91-series of Air Force instru ctions or disseminat ed by

CSAF correspondence. In a ll instan ces, only those operat ions which ar e within t he scope of the cur rent applicable

safety rules may be performed. Load crews ar e not required by this TO to have applicable nuclear weapon system

safety rules in th eir possession at t he loading site.

used.

Emergency Procedures

SECTION II

EMERGENCY PROCEDURES

1.5 SCOPE

Emer gency procedures consist of actions to be tak en if mun itions ar e involved in an accident or incident such a s fire, collision, bomb

dropped, or H70 blend h ydrazine conta mina tion. Typical examples of incidents a re: (B57, B61-0/2/5) the Ready/Safe switch is found in

R (Ready) or th e NUCLEAR caut ion light comes on. Loading crew personnel should be thoroughly familiar with t hese inst ructions.

1. (USAF) Refer to AFI 91- 201 and TO 11N-20-11 for firefighting guidance.

2. (BAF/FNLAF) Refer to ELO-1 for firefighting guidance.

3. Refer to TO 1F-16A-33-1-2 for emergency procedures on nonnuclear mu nitions.

1.6 INSTRUCTIONS.

NOTE

If any of the emergency conditions arise, appropriat e personnel shall be notified. Under n o

circumstances shall t roubleshooting or ma intenance of the bomb be attempted by other tha n

authorized personnel.

1.6.1 Waiting Period. In th e event nuclear bombs become involved in an accident/incident or fire, the following procedures ar e manda tory

and shall be performed by the loading crew prior to the arrival of base disaster control team.

1. If pullout cables are connected to the bomb, turn SMS off.

2. On the emergency page of the checklist in step 6 under FOR FIRE, record the time fire was extinguished; in step 2 under

FOR DROP/COLLISION/INCIDENT, record the t ime SMS power is removed and tim e of accident/incident. These times sh all

be provided to the base disaster control team upon their arrival.

3. The minimum waiting periods provided in table 1-1 shall be observed before performing any operation on or movement of the

bomb. These waiting periods are t imed from the time recorded in step 2 above.

1.6.2 Bomb Dropped or Collision. If bomb is dropped or collision occur s, perform t he following:

1. If bomb case remains intact, report accident/incident in accordance with applicable directives.

2. If bomb case is ruptured, perform the following:

a. Evacuate nonessential personnel to a minimum of 2000 feet.

b . Not i fy base d isas ter con t rol team.

c. Report accident/incident in accordance with applicable directives.

WARNING

+ Danger is from detonat ion of High Explosive (HE) component s an d possible radioactive.

+ Haza rds of CB. CB has toxic effects when inha led and is irrita ting when it comes in contact with t he skin.

1.6.3 Munit ions/Bomb Involved in Fire. In th e event of fire during loading/unloading, evacuate nonessentia l personnel to at least t he

dista nce indicat ed in table 1-2. On the emer gency procedures page of th e checklist, record th e time th at flames envelop the

mun itions/bomb. This time sha ll be provided to firefighting super visor/responsible official. Loading crews sha ll withdra w to the

specified distan ce after fire envelops munit ion/bomb, or after a rrival of firefighters , whichever occurs first.

1.6.4 Munit ions/Bomb Involved in H70 Hydrazine Fu el Leak or Spill. If an H70 EPU hydr azine fuel leak occurs, th e bomb sha ll bedownloaded, and th e aircraft placed in a nonalert stat us unt il the extent of damage to nuclear related aircraft wiring has been

determ ined and corrected. When an H 70 leak is discovered on a nuclear bomb loaded aircraft, ta ke the following action:

1. Remove electrical power from the aircraft .

2 . Evacua te the a rea and not i fy appropr ia te personne l.

3. After H70 fuel cleanup is completed, download the bomb as directed.

3.3.3 Chapt er 2 - Bombs/weapons loading procedures. Arran gement sh all be in a ccordan ce with

3.3c. and 3.3.3.2 thr u 3.3.3.5. When sp ecified, this cha pter sha ll be divided int o sections (see 6.2).

3.3.3.1 Method of present ation. The presenta tion of th e detailed procedures sha ll be standa rdized as

mu ch as possible. The following meth od of pres ent at ion sha ll be used:

3.3.3.1.1 Applicability notat ions. Applicability notat ions sh all be in accordan ce with 3.1.5.

3.3.3.1.2 Illustr at ions. Illust ra tions sha ll be as close as possible to th e applicable step an d be of a

sta nda rd size, if possible. Illust ra tion/text arr an gement sha ll be procedur es on th e right a nd

illustr ations down the left side of the page or with procedures a t t he top an d illust rat ion a cross th e

3.3.3.1.3 Callouts. Figur e callout s shall be brief an d concise. Referenced illustr at ion conten t, such

as a switch position directed by a procedura l step, sha ll be indicated by leader lines or nomenclatur e

callouts on the applicable figure.

3.3.3.1.4 Pa ge ident ificat ion. Pr ocedur al pages sha ll carr y ident ificat ion consisting of th e prim ar y

sidehead title, or th e initial first su bordina te sidehead u sed, on left pa ges and t he prima ry sidehead

3.4.4 Chapt er 1 - General support informa tion. This chapt er shall contain equipment, safety,

loading restr ictions, an d an y necessary procedur es and informa tion pertain ing to prepara tion of th e

air craft for loading. In a ddition, a listing of aircra ft component s, contr ols, and ind icat ors of direct

concern to th e load crew, sh all be included.

3.4.5 Cha pter 2, 3, etc. - Loading opera tions. J ob-orient ed load ing procedur es shall be pres ent ed for

all stores. Breakdown sha ll be presented under t he following primary para graph s:

a . Load ing pr epa ra t ion .

b . Loading procedures.

c. Loading completion procedur es (prefixed with applicability notations for the

app licable bomb or wa rh ead, if ap plicable [see 3.1.5]).

3.4.5.1 J ob-oriented procedures. The procedur es with in the man ua l sha ll be job-orient ed (i.e., ta sk

assignment s sha ll be listed for each load crew member in a time-phased sequence). A column ar

ar ran gement s hall be used (one column for ea ch load crew mem ber); horizonta l alignment of ta sks of

th e crew members sha ll be used to indicat e tasks which must be performed at the sa me time. Arabic

nu mera ls, used as column headings, sha ll be the load crew member d esigna tions; steps sh all be

nu mbered consecutively in Arabic nu mera ls with in each heading for each crew member. Ea ch page

sha ll be identified by the type of procedures , and by th e weapon designat ion, if app licable. This

identificat ion sh all be placed below th e technical ma nu al identification n umber. When th e job-

FOREWORD

1. PURPOSE.

The pur pose of this technical man ual is to provide safe and reliable procedures for loading an d un loading nonn uclear

munitions.

2. SCOPE.

This manu al contains all procedures necessary for loading/unloading nonnuclear mun itions. Chapt er 1 contains genera l

safety requiremen ts, emergency procedures, genera l arra ngement , genera l procedures, aircraft prepa rat ion, flight circuit

test, functional checks, and str ay voltage checks. Chapt er 2 and su bsequent contain loading and u nloading procedures for

each mun ition or group of mu nitions.

3. DEFE RRED PROCEDURES .

Dependent upon rest rictions dictated by actua l combat conditions, performan ce of procedur al steps un der th e headings

“Delayed Fligh t or Alert,” “Im media tely pr ior to Laun ch,’ ‘Safing,” an d “Un loading” tha t ar e to be deferred foraccomplishm ent in t he Arming/Dearm ing area sh all be as directed by the local comm and er.

4. F UNCTIONAL CHECKS.

Fun ctional checks sha ll be perform ed within 30 days of loading, or m ore frequently if directed by th e local comma nder.

Fun ctional checks shall be perform ed when the system h as ma lfun ctioned, or when t rouble is suspected. Fun ctional

checks sha ll be valid for t he period of time t he aircra ft rema ins of alert, dur ing war em ergencies or simu lated war

emergencies. Fun ctional checks need not be perform ed if a tu rna round m ission is to be flown immediat ely. Fun ctional

checks need n ot be perform ed provided the stores were dropped successfully from th at a ircraft an d no reconfigurat ion is

required. Munitions prepar ation procedures under the subordinate par agraph headings PREFUZED or P RELOADED

ar e written so that u pon completion of the steps un der these hea dings, the mun ition is ready for loading. Steps und er

PREFU ZED or P RELOADED not previously accomplished, shall be accomplished u sing the procedur es und er t he

applicable subordinate paragraph heading.

5. PRECEDENCE.

When procedures outlined in this ma nua l conflict with other directives, procedures in this ma nua l shall take pr ecedence,

except for th e aircraft -1 flight ma nua l. Compliance with procedures in this man ual is man datory.

c. Chapter 2 and subsequent - Loading procedures. One chapter shall be used for each

mun ition or group of mun itions. Chapt er titles sha ll identify the applicable

munition(s).

3.6.1 Fr ont ma tter . The front ma tter sh all be in accordance with the requirem ents of MIL-STD-38784, except n o list of illustr at ions or list of ta bles sha ll be included.

3.6.1.1 Foreword. The foreword shall be prepared in accordance with t he requirem ents of MIL-

STD-38784. The foreword sha ll also conta in a precedence para graph or stat ement which will be

furnished by the acquiring activity. Submitt al and r outing inst ru ctions for techn ical man ua l

improvement reports sh all be included. TO 00-5-1 sha ll be referenced as th e au th ority for

recommen ding cha nges. A paragra ph sh all be included identifying the Air Force activity ha ving

techn ical respons ibility for the ma nu al. Sta nda rd definitions of “WARNIN G,” “CAUTION,” an d

“NOTE ” sha ll be included a s th e fina l entr y of th e foreword. Additional inform at ion sh all be

included, if provided by th e acquirin g activity (see Figure 8) (see 6.2).

3.6.2 Chapt er 1 - Supplementar y informat ion. Unless otherwise specified by the a cquiring activity,

th is chapt er sha ll ha ve th e following sections. When not requ ired, the section hea ding (section

nu mber an d tit le) sha ll be included, followed by “Not Applicable.” When specified, additiona l

sections shall be included, sha ll begin a fter the last of the r equired sections, a nd shall be of th e type

specified by the acquir ing activity (see 6.2). Ea ch section sh all include th e following inform at ion.

3.6.2.1 Section 1 - Genera l safety requirement s. General safety requirement s sha ll be in accordance

with 3.3.2.1 (see 6.8).

with 3.3.2.7.2.

3.6.2.6 Section VI - Fu nctional checks. Fu nctional checks sha ll be in accorda nce with 3.3.2.8. In

addition, when Multiple Ejector Racks (MER), Triple Ejector Racks (TER), Bomb Release Units

(BRU), etc., are inst alled, the functiona l check shall ensu re th at release an d ar ming voltage ispresent , as a minimum, at th e number one station of each item. One man ual release and jettison

mode will be fun ctiona lly checked, a s specified by th e acquir ing a ctivity (see 6.2).

3.6.2.6.1 System requirement s. Fu nctiona l check procedures sh all be furt her su bdivided, if

determin ed to be necessary, to meet weapon system requirem ents. When specified by the acquiring

activity, additional primary paragraphs, as follows, shall be included (see 6.2).

3.6.3.1 Method of present ation. The presenta tion of th e detailed procedures sha ll be standa rdized as

mu ch as possible. The following meth od of pres ent at ion sha ll be used:

3.6.3.1.1 Applicability notat ions. Applicability notat ions sh all be in accordan ce with 3.1.5.

3.6.3.1.2 Illustr at ions. Illust ra tions shall be in accorda nce with 3.3.3.1.2.

3.6.3.1.3 Callouts. Figur e callouts sha ll be in accordan ce with 3.3.3.1.3.

3.6.3.1.4 Pa ge ident ificat ion. Pa ge ident ificat ion sha ll be in accorda nce with 3.3.3.1.4.

3.6.3.1.5 Iden tifying cha nged, added, or deleted mat erial. Iden tificat ion of chan ged, add ed, or

deleted mat erial sha ll be in accordan ce with the requiremen ts of MIL-STD-38784.

3.6.3.1.6 Titles and headings. Pr ocedure titles, an d primary and subordinat e paragra phs shall be

limited to th ose listed in 3.6.3.2 th rough 3.6.3.4. If a specific par agr aph is not applicable to a

particular aircraft/munition, the paragraph title shall be included, followed by “Not applicable.” (See

Figure 7).

3.6.3.3.6 Postloading inspection. This paragra ph sha ll include steps required to ensur e that

ha ve been removed or insta lled as required. All steps shall be plura l.

3.7.2.1.2 Genera l safety requiremen ts . This primary para graph sh all contain safety procedures

related to aircraft servicing, mun itions loaded a ircraft, mun itions loading/unloading, an d mu nitions.

Pr ocedur es sha ll be prefaced by a brief explana tion of actions to be accomplished. The following

stat ements sh all be included:

a. “Firefighting protection equipment sh all be as required by TO 00-25-172.”

b. “Refueling equipment shall be as required by TO 00-25-172.”

3.7.2.1.3 Em ergen cy procedur es. The emergen cy procedur e page(s) sha ll be ma rk ed in accordan ce

When m ore tha n one type of mu nition is included, and withdra wal distan ces differ, emergency

3.7.2.1.4 Support equipment (SE). This primary paragra ph shall list the SE and test equipment th at

may be required t o perform an integrat ed combat tu rn aroun d (excluding firefighting and r efueling

equipment as required by th e SSEA). Substitu tes are not auth orized.

3.7.2.1.5 Pr epositioning/inspection. This primar y para graph sha ll include th e specific requiremen tsfor items wh ich need to be positioned a nd insp ected. All steps sha ll be singular .

3.7.2.1.6 Munition preparat ion. This primary par agra ph sha ll include mun ition, missile, preloaded

MER/TER/BRU, and preloaded launcher inspections for serviceability and safety, prior to aircraft

loadin g. All steps sh all be singula r.

3.7.2.2 Chapt er 2 - Servicing/loading. Under t his cha pter, th e following primary par agrap hs sha ll be

covered. These pa ra gra phs sh all be sequen ced to be compa tible with th e SSEA (see 6.16).

3.7.2.2.1 Scope. The scope para gra ph sh all be in accordan ce with 3.3.3.2.1.

3.7.2.2.2 Cursory inspection. As a minimu m, the requiremen t to ensure th e aircraft is secured/safe,

flight crew/ground crew commu nication h as been established, the aircraft is operational, and

amm unition/fuel requirement s ha ve been deter mined prior to aircraft prepar ation, shall be included.

All steps shall be plural.

3.7.2.2.3 Aircraft prepara tion. This para graph sh all include all procedures to ensure th e aircra ft is

serviceable an d is pr epared for mun ition loading/unloading.

3.7.2.2.4 Munitions/ta nks un loading. This para graph sh all include the requirement s for safing, fuze

removal, an d un loading mu nition(s) and ta nk(s) from th e aircraft. All steps sha ll be singular.

3.7.2.2.5 Gun loading. This para graph sh all include gun loading procedures.

illustr at ion of th e fuze. The da ta sh all also include fun ctiona l type, safety devices, arm ed/safe

indicat ions, a ction, arm ing delays, an d functioning delays.

3.8.2.4.4 Fu ze rem oval. Fu ze rem oval shall be in accordan ce with 3.6.3.4.4.

3.9 Loading procedur es checklists. The types of checklists to be prep ar ed, shall be th ose specified by

th e acquiring activity, and for nu clear wea pons loadin g checklists, OL-NS/EN (see 6.2). Any

procedural step that pertains only to a specific munition/weapon, aircraft configuration, or accessory,

sha ll be prefixed with ap plicability notat ions for ident ificat ion (see 3.1.5). Torque values , preset

dimensions, orifice identifiers, etc., included in the loading procedures chapter shall be placed in the

checklist. Nu clear wea pons loadin g procedur es checklists for bomber aircra ft shall stan d alone (i.e.,

sha ll not be a condensed version of the pa rent man ua l procedures). The checklists shall contain

complete briefing, loading, and unloading procedures in checklist format, oriented for use by the load

tea m chief, to monitor loading.

3.9.1 Checklist types. The following types of checklists m ay be requ ired:

a . Single For one type of munit ion/weapon.

b . I n tegr a t ed For t wo or m or e differ en t t ypes of mun it ions /weapons ca r r ied

concurr ently on th e same aircraft without r egard to whether s uch

mun itions/weapons a re nu clear or nonnu clear.

c. Family group For a group of nonnuclear munit ions which have similar safety,

fun ctional, an d loading cha ra cteristics.

3.9.2 Arran gement. The general requirement s of MIL-PRF-5096 apply, with th e exception th at

ar ran gement sh all be head t o foot. The cont ractor sha ll use the DTD in Appendix G, if electronic

delivery of the checklist(s) is requ ired (see 6.2). Ea ch checklist sh all cont ain th e following:

The foreword to nonnu clear loading checklists (-33 series only) shall cont ain a stat ement tha t t he

checklist provides for th e check-off of procedur al st eps one tim e (when first completed). This

relaxation of check-off requirements does not apply to nuclear loads appearing in -16 (nuclear

loadin g) checklists sin ce it could compr omise nuclear sa fety. A list of abbr eviations/acronyms sh all

not be included in checklists.

3.9.2.2 Load crew briefings. This informa tion shall state t ha t an emergency procedures briefing

sha ll be required prior to loading.

3.9.2.2.1 Specific briefing requ iremen ts. These briefings sha ll cont ain inform at ion on which the load

crew will be briefed prior to load ing. The briefing requir emen ts sh all conta in all specific safety

requiremen ts from th e loading pr ocedures man ua l for the applicable mu nition(s)/weapon(s) being

loaded.

3.9.2.3 Em ergen cy procedures . The emergen cy procedur e page(s) sh all be ma rk ed in accordan ce

with t he r equirement s of MIL-STD-38784, an d be pr epared generally in accordance with t his

documen t. When more tha n one type of mun ition/weapon is included and with dra wal distances

3.10.1 Arran gement. Arran gement of th e checklist sha ll follow the ar ra ngement of the ICT

procedures m an ua l (see 3.7). The cont ra ctor shall use th e DTD in Appendix H, if electr onic delivery

of this manual is required (see 6.2).

3.11 NATO Stage B cross-servicing checklist. The cont ra ctor shall use th e DTDs in Appendixes I

an d J , if electr onic delivery of these checklists is r equired (see 6.2).

3.11.1 Loading procedures checklists . Checklists sha ll cont ain emer gency procedures , load ing

procedures , an d unloading procedur es. All inform at ion sha ll be un class ified. When specified by th e

acquiring activity, th ese checklists sha ll be tra nslat ed from En glish to th e specified langu ages (see

6.2). Illustr ated checklists shall be prepar ed, to ensur e clarity during tr an slation, so th at a ircra ft ar e

safely cross-serviced with out doubt or confusion (see 6.12).

3.11.1.1 Text. The checklists sha ll be writt en using clear, concise En glish. Short complet e sent ences

th at can be un derstood by allied personn el, an d easily tra nslated, sha ll be used. Every effort sha ll be

made to avoid use of words with mu ltiple meanings. Ea ch primary par agra ph sha ll begin on a new

page.

3.11.1.2 Steps. Steps sha ll be in nu merical order under each hea ding; substeps sha ll be assigned

lower case letters.

3.11.1.3 Column forma t. Column forma t sha ll be in accordance with t he requiremen ts of MIL-PRF-

5096.

3.11.1.4 Pr esent at ion of deta iled procedures.

3.11.1.4.1 Method of presenting procedures. The present at ion of th e detailed procedures sh all be

sta nda rdized as much a s possible. The following method of present at ion sh all be used.

3.11.1.4.2 Illustrations. Illustr at ions sh all convey location, if app licable, and dimen sional dat a with

tolera nce informa tion. The illustra tion shall be limited to the equipment upon which th e tasks a re to

be performed, plus sufficient su rroun dings to allow a technician to easily locate th e equipment item.

Callout s, and ident ifier num bers, on t he illustr at ion, sha ll have a leader line connecting th e num berto the corr ect point on the illustra tion. The callout an d identifier num bers sha ll be limited to those

used on th e accompa nying task step. The callouts, or identifiers, shall be keyed to the t ask st ep(s).

When a n equipment item is first illustra ted in a ta sk, an d its location h as n ot yet been specified, a

general locator illustra tion sha ll be used to identify the location of the equipment item within th e

system. Leader lines shall be used to help readers orient th emselves with respect to the illustr ation,

an d to provide directiona l movement in ta sks. In a ddition t o the norma l situ at ions described above,

4. VERIFICATION.

4.1 Verificat ion. Un less other wise specified in the contr act or pur chase order :

a. Validity of the accura cy and scope of the m anu als and checklists technical content, a nd

user interface functionality shall be the responsibility of the contractor (see 6.4).

b. The contra ctor sha ll provide suitable facilities to perform t he validation functions

c. The contra ctor’s existing quality assur ance (QA) procedures shall be used.

d. The government reserves th e right to review any of the verifications when such reviews

4.1.1 Minimu m verificat ion require men ts. As a minimu m, verificat ion sha ll ensu re the following:

a. Suitability of the ma nuals and checklists for the intended environment.

b . Usabil ity by the intended users.

c. Compatibi li ty with other government systems.

4.1.2 Compliance. All ma nu als sha ll meet a ll requ irem ent s of sections 3 an d 5 of th is specificat ion

an d the a ppropriate DTD appendix, as r equired by the acquiring activity (see 6.2). The

requ irem ent s set fort h in th is specification sha ll become a pa rt of th e contr actor’s overa ll inspection

system or quality progra m. The absence of any requirement s in th is specificat ion sh all not relieve

th e cont ra ctor of the responsibility of ensuring th at all products or su pplies, submitted t o the

governmen t for a cceptan ce, comply with all requirem ents of the cont ra ct. Use of sam pling

inspections sha ll be at th e discret ion of the contr actor, and in a ccorda nce with comm ercially

accepta ble qua lity as sur an ce procedures . However, use of sa mpling in QA procedures does not

au thorize submission of known defective mat erial, either indicated or a ctual, nor does it comm it th e

governmen t to accept defective ma teria l.

5. PACKAGING.

5.1 Pa ckaging. For acquisition purposes, the pa ckaging requirement s sha ll be as specified in the

cont ra ct or order (see 6.2). When a ctua l packaging of ma ter ial is to be perform ed by DoD pers onnel,

th ese personnel need t o conta ct the responsible packaging activity to ascerta in requisite pa ckaging

requiremen ts. Pa ckaging requirement s are ma inta ined by the Invent ory Contr ol Point’s packaging

activity within th e Militar y Depart ment or Defense Agency, or with in th e Militar y Depart ment ’s

System Comm an d. Pa ckaging data r etrieval is available from the ma na ging Milita ry Depar tm ent’s

or Defense Agency’s a ut omat ed pa ckaging files, CD-ROM products, or by cont actin g the res ponsible

packaging activity.

6.4.2 Checklists. Checklists ar e condensed versions of th e loading procedures in t he ma nu als.

6.4.3 Integra ted Checklist. A techn ical order pert aining to the loading of two or m ore different types

of mu nit ions/weapons . For exam ple: AIM-120 (nonn uclear) an d AIM-9 (nonn uclear), or AIM-9 B61

(nuclear).

6.4.4 Loading/unloading. Terms a pplied when a mu nition/weapon or an accessory loaded with a

mu nit ion/weapon is pla ced on, or rem oved from, an a ircraft (e.g. single bombs, preloaded accessories,

preloaded rocket laun chers, preloaded dispensers).

6.4.5 Munitions. A general term covering nonnu clear mu nitions.

6.4.6 Nonnuclear mun itions . Nonn uclear bombs, fuzes, war hea ds, missiles, rockets, mines ,

destructors, pyrotechnics, LAU-Series Rocket Launchers, SUU-42/A and SUU-65 series dispensers,

chemical ma terials, and items; such a s, impulse car tridge jettison charges, tra ining items,

amm unition, and oth er n on-aircraft inventory items considered similar or relat ive to nonnu clear

mun itions, including a ccessories wh ich ha ve been p reloaded.

6.4.7 Techn ical orders. The term “technical order” as u sed herein applies to both m an uals an d

checklists.

6.4.8 Verificat ion. Verificat ion (section 4), in th e context of th is specification equa tes t o th e

contr actor’s qua lity assu ra nce progra m for validating t he conten t of the ma nua ls and checklists.

Suggested validation meth ods include:

a. Actu al performa nce. Using production configured equipment , ha nds-on perform ance of

b. Simulation. Using production configured equipment and the manual procedures and

6.4.9 Weapons. A gener al term covering both nu clear bombs/missiles.

6.5 Bombs/weapons load ing procedu res. Loading procedures , for a specific weapon t o be loaded on

an aircraft equipped with m ore tha n one type of bomb ra ck, may be presented in one section, by

prefixing minor procedur al differen ces with a pplicability notat ions(see 3.1.5). However, loadin g

procedures, for a specific weapon on a n a ircra ft wh ich h as a n int erna l and extern al carriage

capability, could d icta te in dividual s ections for ea ch st at ion loadin g (e.g., weapon ba y) (see 3.3.3).

6.6 Chapt er, section, and pa ragra ph titles. Items with “(munitions)” indicate th e requirement is also

applicable to the nonnuclear mu nitions loading procedures ma nu al an d nonnu clear mu nitions

6.7 Em ergency procedures. Em ergency procedures ar e included in stan dard da ta pa ckage 37 (see
