MIAMI-DADE COUNTY PUBLIC SCHOOLS FULL-TIME EQUIVALENT (FTE) PROCEDURES PK-12 2005-06 FTE Student Record forms are designed to convert student membership hours to full-time equivalent (FTE) students by program as required by the Florida Education Finance Program (FEFP) of 1973 as amended in 2005. For PK-12 students, one (1) FTE is defined as one student in membership in a program or a group of programs for 25 hours per week for 180 days. Students in membership in both the PK-12 program and the Adult program will be considered under the jurisdiction of the PK-12 program. Any student in active membership one or more days during the survey period is considered as earning FTE for the full five days. A student is in ACTIVE MEMBERSHIP for the full five-day survey if:
1. The student is in membership and is present at least one (1) day during survey week.
2. The student in membership is absent during survey week but was present at
least one day during the six (6) consecutive days immediately prior to the FTE survey week on which attendance was scheduled.
3. The student withdraws during survey week but is in membership at least one
(1) day of survey week and does not enter another Miami-Dade County Public School during the same FTE survey.
4. The student enrolls in school during survey week and is present at least one
(1) day during survey week. A student is not to be included in the FTE survey if:
1. The student is absent for six (6) consecutive days immediately prior to the FTE survey and during the FTE survey week on which attendance was scheduled (11 consecutive days absent). On-line attendance provides a list of students with excessive absences.
2. The student is withdrawn from school prior to survey week.
3. The student withdraws during survey week and enters another Miami-Dade
County Public School. Only programs under the jurisdiction of Miami-Dade County Public Schools and those student activities defined as part of the Miami-Dade County Public Schools program may earn FTE credit.

AFTER ALL DECO CORRECTIONS ARE COMPLETED, AND AN UPDATED SCHOOL FUNDING CERTIFICATION IS PRINTED, THE FOLLOWING ARE STEPS TO BE TAKEN FOR COMPLETION OF BASIC FTE-1 FORMS, FM-2366 Rev. (10-00): 1. Locate the FTE Membership List by grade level printed as of the last day of survey.
Post the total number of students to line 1 of the BASIC FTE-1 form for the appropriate grade level.
2. List STUDENTS WITHDRAWN DURING SURVEY WEEK BUT ELIGIBLE FOR FTE
SURVEY (SI-5 for secondary schools) on the back side of the Verification of Earned FTE form. Post the total number of students to line 2 of the BASIC FTE-1 form for the appropriate grade level.
3. List STUDENTS NOT FUNDED FOR FTE – EXCLUDED & EXCESSIVE ABSENCES
(SW-7 for secondary schools) on the back side of the Verification of Earned FTE form. Post the total number of students to line 3 of the BASIC FTE-1 form for the appropriate grade level.
4. Post the total number of part-time “A” status students to line 4 of the BASIC FTE-1
form for the appropriate grade level. 5. Total lines 1 and 2; subtract lines 3 and 4; and enter the amount on line 5 of the BASIC
FTE-1 form. 6. Total lines 254 and 255 of the School Funding Certification; post the total to line 6 of
the BASIC FTE-1 form for the appropriate grade level. 7. Total lines 111, 112, and 113 of the School Funding Certification; post the total to line 7
of the BASIC FTE-1 form for the appropriate grade level. 8. Post total on line 300 of the School Funding Certification to line 8 of the BASIC FTE-1
form for the appropriate grade level. 9. Post the total on line 130 to line 9 of the BASIC FTE-1 form for the appropriate grade
level. 10. Post the total FTE earned at shared-time centers to line 11 of the BASIC FTE-1 form
for the appropriate grade level. 11. Post the total FTE for shared students from other centers to line 12 of the BASIC FTE-
1 form for the appropriate grade level. 12. Post the total FTE for part-time “A” status students to line 13 of the BASIC FTE-1 form
for the appropriate grade level. 13. Post the total FTE for “O” status students to line 14 of the BASIC FTE-1 form. 14. Post the total FTE for part-time “R” status students to line 15 of the BASIC FTE-1 form.

ATTENDANCE DATA THAT AFFECTS FTE FUNDING After the last day of FTE survey week, entry/withdrawal dates and attendance that were recorded during FTE survey week, and the six consecutive days on which attendance was scheduled immediately prior to the survey week, cannot be changed by the school. Changes affecting FTE funding must be requested by sending an Attendance Correction form FM-5556, signed by the principal, to: WL 9028 Attendance Services FTE Office GUIDELINES IN REPORTING EXCEPTIONAL, CAREER, LIMITED ENGLISH PROFICIENCY STUDENT EDUCATION PROGRAMS • The computerized FTE system will automatically assign FTE to the appropriate FEFP
line number for exceptional students based on the Matrix of Services. • Students who are scheduled into career education courses missing a career education
program will not generate FTE. • Career education membership hours are to be recorded only for students in grades 9-
12. • Limited English Proficiency students in grades K-12 are eligible for ESOL funding.
ON-THE-JOB TRAINING Students who are scheduled in On-the-Job Training (OJT) courses should be employed during the survey week in order to be counted for funding. Students who are temporarily unemployed and actively seeking employment during the October FTE survey week can only be reported for FTE if a Job Search Record form (FM 5888) is completed and filed in the student’s folder. If a student has never been employed by the end of the first semester, he/she should be removed from the program, since the student cannot be counted for weighted funding for the February FTE survey. Decisions regarding ESE students who have never been employed since the start of the school year must be made at a Transition IEP meeting. The Job Training Attendance Record (FM 5248 Rev. 07-99) must be maintained for auditing purposes for all students, including those who have been withdrawn from the program. ACADEMIC DUAL ENROLLMENT Dual enrollment is a process by which students can earn high school/college credit for the same course. Students scheduled in dual enrollment/dual credit courses at a college or university earn FTE. The college code is entered in ISIS on the “Course Record Screen.”

VOCATIONAL DUAL ENROLLMENT Postsecondary vocational instruction is not funded through the Florida Education Finance Program. Districts providing this instruction report all related information through the Workforce Development Information System (WDIS). However, the enrollment of the district is funded through the FEFP and reports the FTE in Basic FEFP Program Number 103. FLEXIBLE SCHEDULES Classes must meet five periods weekly or ten periods biweekly for FTE funding compliance. All students with a flexible schedule must be scheduled in the traditional automated on-line system (ISIS) for six classes. In addition, a copy of the school-wide flexible schedule is to be maintained and on file for audit purposes. PREPARATION FOR FTE 1. Order as many FTE Simulation Reports as needed. 2. Verify and update all student information in your simulation report. Assure that all
students have been accounted for and properly scheduled. Specifically review your FTE ERROR MESSAGE REPORT which is included in your Simulation Report.
INSTRUCTIONS FOR PREPARING SCHOOL FUNDING CERTIFICATION 1. School prints 2 copies of the School Funding Certification from DECO on the date
specified on the FTE Calendar. 2. Principal signs and dates both copies in the space provided. 3. School mails one original copy of the School Funding Certification to: WL 9028 Attendance Services FTE Office and maintains one copy for school files for an accurate audit trail.

INSTRUCTIONS FOR COMPLETION OF THE VERIFICATION OF EARNED FTE The Verification of Earned FTE form, FM-1803 Rev. (07-00), is to be completed in duplicate to verify earned FTE. Fill in the name of the school, school number, school telephone number, and the name of the person preparing the FTE. Complete all other lines as needed to verify earned FTE. The original should be attached to the School Funding Certification and forwarded to: WL 9028 Attendance Services FTE Office and one copy should be retained for school files.
