THE Priority Zones Proj-ect is undoubtedly one of the best models to come out of the public-private partnership. The project was introduced as a pilot initiative in the year 2010 in order to find better ways of successfully managing the city’s public realm and it has succeeded beyond all expectations. This is joint project be-

tween the Municipality and Drake and Scull. The Head of City Architect,

Jonathan Edkins, said there are literally thousands of accounts of the positive impact and successes from the Priority Zones project. “These positive comments mainly come from the ordinary people in the street, including interna-tional visitors. The project has twice, in this year alone, been awarded the “City Hero” award by the City Watch section of the Sunday Tribune. No other initia-tive or individual has been awarded this honour more than once which is a confir-mation that the public value and appreciate this project, “said Edkins.

The Metro Police Spokes-person, Senior Superinten-dent, Eugene Msomi said since the introduction of the project they have witnessed an extreme decline of common crimes in the City centre. “Thugs get discouraged

when there is 24hour physical presence of either Priority Zone Security Guards or the members of Metro Police. The Priority

Zone Security guards are strategically deployed in every corner of the City and there is immediate response when common crimes are taking place and we are able to give them support,” said Msomi.Other than helping in

extreme reducing crime, this project has also been able to achieve cleaner environ-ment on sustained basis and to attract the public

and tourist back to the City centre.With regards to planning

and enhancing the manage-ment of projects, Edkins in-dicate that both the City and Drake and Skull stand to benefit a lot as an integrated urban management system is emerging, line function relationships are being positively developed, urban development principles are being enhanced and a clean,

secure and visually attrac-tive environment is being sustained,” he said. The Facilities Manager at

Drake and Scull, Thobile Mkhize, said: “This is a great achievement. This was achieved by working togeth-er with line departments, through constant liaison and walk about as to how can we constantly improve the Priority Zone Precinct.

Priority Zones Project bears fruits

WHILE the Clean My City Programme continues to gain momentum, with cleansing activities every week, the eThekwini Mu-nicipality has placed great focus on cleaning up the city by now seeking to equip the homeless and beggars with assistance with regards to skills so that they can find decent employment. This emerged at a Vulnera-ble Groups workshop held in conjunction with the Durban Chamber of Com-merce and Industry. The workshop aimed to

identify and find solutions to the growing trend of peo-ple begging on the streets of the city and was also a forum for stakeholders who deal with these groups to voice their concerns and

provide recommendations. Many challenges were iden-tified and recommendations were put forward and it was unanimously agreed that there is a need for an op-portunities centre in which these groups of people would be assisted. Hoosen Moolla, Senior Manager of the Municipality’s iTrump Office said that they had conducted extensive research and it was found that people who beg on the streets of the city do have skills. “We found that 37% of the 360 homeless people interviewed have trade skills like plumbing and welding.” “The Opportunities Centre

will see a partnership with businesses and NGO’s who will come together to assist those in need. It will help them by linking them to possible job opportunities that could sustain them and place them in a healthy

working environment.” Darlene Menzies from the

Chamber of Commerce, said, “It is those guys that are very keen to work. Some of them are being exploit-ed.” Eric Apelgren, Head of International and Gover-nance Relations supported the initiative and said, “We are aiming to be Africa’s most caring and liveable city. There are donors willing to come forward so if we work together we can achieve this vision.” Weekly Clean-up cam-

paigns continued last week, and in Umlazi the Glebe Stadium taxi rank was visit-ed by Environmental Health and eThekwini Transport Authority officials. It was found that the area was rel-atively clean however there were concerns regarding the condition of ablution facili-ties. Taps needed to be fixed as well as lightbulbs need

replacing. Bongeka Noqa-kala a Technician in the West Region said, “The rank needs to be painted and we noticed that illegal signage is also a factor. We will work with other units to solve this problem to achieve a cleaner Durban. Other clean up activities

were also held in other parts of the City like Newlands East and Marianhill. Coun-cillor Nomvula Shembe led a cleanup campaign in ward 17. They started at St Wendolins Taxi rank and proceeded to Savannah park. The team’s activities included grass cutting, cleansing and education. Savannah Park has been closed for many years as a result of lack of mainte-nance and was extensively cleaned. There are plans afoot to open the park once again to the public. William Buthelezi of the

Parks Department said, “After we are done with the whole cleaning process, we will plant trees in the park and install all the needed equipment so that the park will be ready for recreational purposes,” he said. In a separate clean-up and

roadshow at Pufaro Sports Grounds in Newlands East, Municipal Units together with community based organisations participated in an awareness campaign to educate the residents on preserving the Pufaro Nature Train and Park from pollution and vandalism. Community members at-tended in numbers to assist in the clean-up, conducting door-to-door awareness campaigns and also plant-ing trees. Attendees were encouraged to pass the message on to their com-munities.

THE workshop for Suppli-er Self Service (SSS), the Municipality’s upgraded quotation management sys-tem for goods under R200 000.00 was attended by more than 2000 vendors and registering in excess of 101 suppliers in three hours. The upgrade is part of Supply Chain Management’s (SCM)

strategic approach which seeks to reform and regulate the manner in which goods and services are procured whilst in pursuit of service delivery. Deputy Head SCM Operations, Mr Sandile Ng-cobo says “Implemented as of the 1st of July in response to the needs of our suppliers and vendors and is meant to curtail any mal-adminis-trative, irregular expenditure and

fraudulent practices”Deputy City Manager, Fi-

nance, Mr Krish Kumar, says “The Municipality’s lead-ership is striving towards building a high performance organisation and improving the culture of performance management and account-ability. The Finance Cluster has raised the bar when it comes to service delivery

event, where employees and their departments are rec-ognised for sterling commit-ment and performance, the Finance Cluster emerged as the Best Cluster. They led by example by receiving nine nominations in eight categories. Krish Kumar was elated and said, “I want to sincerely thank everyone for their contribution towards this achievement. stand on improving their business processes, being awarded for the most im-proved productivity, elim-inating backlogs, and cost savings. IN BRIEFEmpowering learnersTHE City’s Skills Development Unit, together with Protec recently empowered learners by organising a motivational and educational speaker to encourage them to make a success of their careers. Protec is a non-profit organisa-tion that provides an outreach programme to schools to improve the standard of science and mathematics. Learners that were targeted were grade twelve students and those in university who had successfully passed out of the programme.Zimele Cele, Project Officer at

SDU explained, “We facilitated this programme today so that learners are kept motivated and encouraged. Many of them have excelled in school and are now studying in uni-versities all over the country in many different fields. was to introduce various inno-vative ways on how to increase both productivity and profit-ability in the business sector. It provided a platform for knowledge sharing, capacity building, networking and tech-nology based economic and social development amongst entrepreneurs who attended.

A TWO-DAY workshop facilitat-ed by eThekwini Municipality Water and Sanitation Unit at Bester Hall was attended by over 60 people representing seven Wards within the Munic-ipality.The Workshop, known as

Raising Citizens’ Voice in Water Services Regulations Training, was attended by Councillors, Ward Committee members and Civil Society Organisations.The delegates were trained

on basic legislation, water policies, water conservation, health, hygiene and sanitation, sanitation policies, pollution and water quality.Community Liaison Officer,

Bongani Hlophe, who is also one of the facilitators, said the workshop went well and they were happy about the atten-dance. “The aim is to train Ward Committee members and then meet with them on a quarterly basis to create a platform to deal with issues in their communities,” he said.

THE eThekwini Mu-nicipality’s Road Provision Unit has urged members of the public to be

patient during road inspec-tions which are expected to begin towards the end of this month.A detailed condition in-

spection is expected to be conducted on every road that falls within the Munic-ipality by the Pavement and Geotechnical Engineering branch.Human Settlements and

Infrastructure Chairperson, Cllr Nigel Gumede said road inspections assist in determining the condition of the road.“This is the first step to-

wards improving our roads,” he said. The inspection was expect-

ed to commence on July 22 and officials will be con-ducting visual condition in-spections of the Municipal-ity’s surfaced road network. The duration of the project

is about three months.Shaun Moodley, Chief

Technologist at the Pave-ment Management Systems, said detailed condition inspections of every road within the City, was con-ducted bi-annually by ac-credited teams of assessors and assistants. “The techni-cal information is captured into the Department’s Pavement Management System (PMS) and is used to produce a list of rehabilita-tion and seal projects across the entire Municipal road network,” he said.Moodley said while it was

standard procedure for the inspections to be done from a moving vehicle, assessors may sometimes carry out inspections on foot.“Whilst every effort will

be made to minimise any inconvenience that may arise as a result of the inspections, the public are also urged to exercise patience and caution while inspections are in progress,” he said.

THE Chairperson of the Governance and Human Resources Committee, Councillor Nondumiso Cele, has expressed con-cern about the increasing abuse of the elderly and children. Speaking at a recent community gath-ering organised by the Community Participation and Action Support Unit at

Ngonyameni, Cele said “We are extremely concerned about the disturbing inci-dents of rape and murder of the elderly and children that have been reported in recent weeks. We urge law enforcement agencies to give more prominence to these cases and leave no stone unturned to catch the perpetrators.”She said the community

needed to play its role in

helping to curb the inci-dents of brutality against the elderly, women and children.Cele said the culture of

a series of events aligned with this year’s theme “A Centenary of Working Together towards Sustain-

able Women Empowerment and Gender Equality”. These include the Women Empowerment Conference to be held at Inkosi Albert Luthuli International Con-vention Centre (ICC) on the 14th of August as well as other events to be hosted in different wards.Khosi Sithole, Manager

of Women Empowerment within the Municipality’s Business Support, Tourism and Markets Unit said: “The conference will deal with a number of issues including how to open up opportu-

nities for women, issues of business support, access to finance and broadly how to ensure that women are brought onto the main-stream of the economy. The conference is expected to come up with tangible reso-lutions on how to speed up women economic empow-erment in the province.”A “Women in Business

the best way of paying tribute to the women who fought for freedom and led the march in 1956 such as Lillian Ngoyi, Helen Joseph, Rahima Moosa, Sophia Williams – De Bruyn and Charlotte Maxeke who es-tablished the ANC Women’s League. Unity is very vital,” added Cele.

ETHEKWINI Municipality’s Health Unit is on a drive to re-educate health care workers on their responsi-bility towards their clients and teach patients about their rights. This initia-tive has been undertaken after the Deputy Head of Communicable Disease Services, Dr Ayo Olowolagba expressed shock and disap-pointment that people are still using wrong and fake physical addresses when seeking health care from clinics that are not in their living catchment area. Olowolagba said this trans-

pired recently when they were investigating the sus-pected cases of diarrhoea outbreak where the majority of the addresses provided were incorrect. He said the main reason

cited for this was that peo-ple were being chased away from clinics if they’re not residents of the catchment area. “We don’t believe that people are being chased away from our clinics but we saw a need to educate the public about their right to health care. If that hap-

pens, it might be possible that people are interpreting the concept of catchment area or population wrong. This is internationally

accepted best practice con-cept which allows intimate knowledge of the socio-eco-nomic situation and disease profile of the catchment population which is vital in health service delivery plan-ning and execution. It is not meant to deny service to health seeking persons that are not living in the catch-ment area or not a member of catchment population,” said Olowolagba. He said that even though

they are aware that all health care professionals are trained not to chase anyone away but having noticed this unusual and unacceptable situation they had to do something. “Access to health care is a constitutional right that should not be denied and our professional ethics and etiquette does not allow denial of care to seeking individuals. All employees are expected to subscribe to the principle of “Batho Pele” first and foremost,” he said.

THE visit to the Inanda Heritage Route marked the highlight of the Nelson Mandela Day celebrations last week. Members of the eThekwini

Municipality’s Executive Committee led by Mayor James Nxumalo, councilors and Municipal staff partici-pated in several community outreach programmes to mark the Madiba’s 95th birthday by assisting the needy. Activities included the

painting of schools and orphanages, tree planting, donation of food, blankets and school uniforms as well as the handing over of houses to the vulnerable members of society. Prayers and candle lighting ceremo-nies were also held to pray for Madiba’s recovery from hospital. Deputy Mayor Nomvuzo

Shabalala led the tour to Inanda heritage route which has a very rich history in the South African freedom struggle. The tour included visits to the home of Mahat-ma Gandhi at the Phoenix Settlement, the Inanda

Seminary and the Ohlange Institute which is the site where Mandela voted in the first democratic elections in 1994. The day was marked by

the release of white doves and the planting of a tree Ohlange to keep Mandela’s legacy alive. “Inanda Heritage route is

important because Mandela could have chosen to vote in his home town but he chose Inanda because he wanted to pay tribute to other free-dom fighters like Mahatma Gandhi, the first President of African National Congress John Langalibalele Dube and Pixley kaIsaka Seme,” said Shabalala.Mandla Nxumalo Of

EThekwini Mu-nicipality’s Parks, Recreation and Culture Unit shined at the

Premier’s Service Excellence Awards held at the Inkosi Albert Luthuli International Convention Centre earlier this week. The Unit scooped the Silver Award for Service Excellence. KwaZulu Natal Premier, Dr

Zweli Mkhize said that it is important to acknowledge those that do great work and most importantly, to recognise those that go be-yond the call of duty. “These awards are a special mark on the Province’s calendar as we see the people behind the work. It is a very special period as we recently cele-brated Mandela Day and we must all adopt the Madiba Spirit so that we can do the best that we can in our jobs.” He briefly explained some

of the criteria used to judge winners. “It is in the love, passion and humility in which you apply your job that makes you stand out. We as public servants are making an impact on people’s lives and it is about how we apply our skills and

energies to those that need services the most.” Mayor James Nxumalo was

ecstatic as he celebrated with the PRC Team.“I am truly honoured to be part of such an amazing team. It is great that we walked away with the Silver Award. We must strive for the Gold in the next one,” he said. Nxumalo explained what

sets eThekwini Municipal-ity out from the rest of the Province. “This is the 14th annual awards of which we have always participated. The fact that we achieved the Silver Award means that our departments are doing great things. The Unit and the rest of the Municipality must be saluted.” Equally excited was Head

of PRC, Thembinkosi Ngcobo. He said, “Being at the helm of such great staff is truly an inspiration. We must not forget the people that do the work. opment is almost complete. “Durban is already a bus-tling city and major projects like the revamp of Blue La-goon, and the development at the Point Waterfront, will boast the economy of our

City and Durban will not fall short of offering recre-ational facilities to locals and visitors,” said Naidoo. Project Manager, Mike An-

drews said that in the next two weeks the tenders for the beachfront restaurants will be finalised which will bring a catalyst for more change. The City will offer much

more that the dedicated cy-cling lane and a promenade that links the northern and

southern beaches. The makeover promises

to offer a beachfront that reflects a safe and upbeat focal point. Already uShaka Marine

World boasts Africa’s most unique theme park with the beach on the other end and a canal on another side. And with talks of a world-class cruise ship terminal, as part of the Durban Point Waterfront devel-opment, MEC Economic

Development and Tour-ism, Mike Mabuyakhulu said such projects will not only have a catalytic effect on the economy of the city, but that of the province and beyond. Maintenance

and upgrad-ing plans has already provided new parking areas, landscaping and dune

rehabilitation and paved areas for kiosks.While the City’s technical

Iwould like to thank the multitudes of people from across the length and breadth of our

beautiful eThekwini Municipality for honour-ing our former states-man Nelson Mandela. Last week, we marked an important milestone since the advent of our democracy when we celebrated Mandela’ 95th birthday on 18 July. The celebrations are an effort to

honour the legacy of South Africa’s former President, and there is no better way to show our thanks to this world icon than to selflessly pay it forward with good deeds on his birthday. People around the world were

asked to spend 67 minutes of their time to do something that made a difference to the world around them, and we are very happy with what we witnessed from the peo-ple of eThekwini. On this day Municipal officials,

Councillors and ordinary mem-bers of the community joined forc-es in reaching out to the poorest of the people by either donating food and clothing, painting crèches and orphanages as well as identify-ing and assisting child headed households. We also handed over houses to three elderly citizens at Mpumalanga Township and Cato

Crest under the umbrella of Op-eration Sukuma Sakhe. The activities

of Mandela Day should inspire us to make these in-terventions part of our everyday activities and

assist those who are less fortunate than us. The Noble Peace Laureate is far

more than a South African struggle hero. During his birthday last week a

sense of unity, pride and selfless-ness became evident when cele-brations were held countrywide and internationally. We thank all residents of eThe-

kwini for all their prayers and well wishes for Madiba who spent his birthday in hospital. We are very pleased with the

reports that his health condition continues to improve. I also had the honour to meet the Chinese family from Durban’s Sister City Guangzhou which honoured Madiba by donating goods to the destitute kids from Abalindi Wel-fare Society in Inanda.Let the spirit of Madiba prevail in

our different communities!

There is an eThekwini Municipali-ty tabloid that invariably publishes vacancies for clerks, secretaries, general workers and many other positions at the Parks Department. Since 2005 I have spared no effort trying to apply for such vacancies but have never been invited to an interview. My heart sinks because I want to be in the employ of the Municipality one day. I had the privilege to attend the sports day event arranged by the eThekwini Municipality titled ‘Healthy Living for Persons with Disabilities’ for persons disabili-

ties at Chatsworth stadium on Sunday 30 June 2013. I was amazed by the num-

ber of people with disabili-ties that attended and also participated in this event. The support and encour-

agement from family, friends, colleagues and members of the eThekwini Municipality was brilliant. I also participated in the 7-A-Side soccer where

we (deaf players and people with hearing impairment) beat the able bodied players 3-2. It was awesome. Despite our disability, we have

shown that we have the ability to participate in most, if not all events if given the opportunity like how eThekwini Municipality has given us the opportunity. It was also heartwarming, that we as ‘people with disability do not and did not discriminate anyone irrespective, of race, gender, or social standing, always support and encouraged each other.I sincerely wish and hope gov-ernment, Municipalities, com-panies and individuals continue to introduce and support worthy initiatives like this.
