NCCA Youth Sports Clinic
Held on Saturday, March 21 at the Indian Trails Sports Complex and the Palm Harbor
Golf Club. Seventy (70) youth participated in this annual event instructed
by the coaches and student athletes of the NCCAA. Instruction was
provided in baseball, basketball, golf, soccer and volleyball.
A Big Thank You
Wetland Expert and City Administration Coordinator, Denise Bevan,
received a thank you note from the City of Fernandina Beach for her
presentation to Fernandina Beach Commissioners and the Northeast
Florida Regional Council last week. Denise shared her expert
knowledge of Florida’s wetland resources and included a City of Palm
Coast perspective in implementing wetland regulations. Another
great example of the City’s experienced staff, sharing their knowledge
and expertise with surrounding municipalities and organizations.

The Center for the Visually Impaired Provides a “Tour”
The Mayor, Council Member Shipley, the City Manager, the Parks and Recreation Director, and the
City Clerk attended an informational “tour” provided for by the Center for the Visually Impaired (CVI).
Several CVI participants spoke of their experiences and valuable training they received from CVI. For
the past 25 years, CVI has been assisting those with visual impairments in Flagler, Putnam, Volusia, and
Brevard counties. CVI’s goal is to enhance the lives and opportunities of their clients through job
training and employment, independent living, technology training and children’s services as well as a
multitude of community services. CVI strives to assist those in our community and depends on people in

Spring Break Camp
Not everyone goes on vacation during Spring
Break. Thirty (30) children spent their week-
long vacation with us during our Spring Break
Camp. Kids were kept busy with indoor and
outdoor games, crafts and walks to Linear Park.

Operations Division staff reports that construction of fiber splice at East Coast Florida RR in Bunnell that will serve as our connection to major ISPs is complete and has been tested successfully.
Operations Division staff reports that construction at the Watchtower facility is complete. They plan to go LIVE by May 1st.

Applications Division fixed a problem with URLs not being properly validated on the City's website, causing some problems with people submitting forms.
Applications Division updated the process that imports data from the Property Appraisers office to accommodate some recent changes that were made.
Applications Division created an online form for the "Our Future Together" campaign that will allow citizens to upload their own videos telling their Palm Coast story. This feature should be live on the website next week.
GIS Division completed coordinate geometry (cogo) of 2 legal descriptions. This is part of an effort to establish License Agreements with all dock owners. These 2 docks were digitized/attributed for inclusion in the Land Rights Project.
GIS Division provided Community Development with analysis maps of FLUM conservation areas and Zoning in vacant parcels larger than 20 acres.
GIS Division staff is working with Community Development to produce a map of MPD and PUD projects.

Development Order-Vista Par Condo at Grand Haven Vista Par Condo, formally known as River Club Condos, approval consists of 2 buildings with a total of 24 units (12
each); located along River Front Drive in Grand Haven, East of Waterside Parkway and East of Colbert Lane.
Gopher Tortoises Relocated From Holland Park
On February 21, 2015 in compliance with Florida Fish and Wildlife Conservation Permit conditions, City consultants
conducted the investigation of Holland Park occupying gopher tortoise burrows. The activities included the excavation of
9 burrows with the goal of relocating individuals and other occupying species out of the construction site. The consultants
captured one male individual which was relocated to C. Herman Beville Ranch in Sumter County, a permitted recipient
site. Based on other findings, staff and assisting consultants suspected that one individual tortoise may have been away
from the site during the February activities. In the event the individual was encountered during construction, a response
protocol was established to ensure that all work ceased and authorized staff would safely capture the tortoise until
relocation. Last week, a female gopher tortoise was captured and safely relocated to the above-referenced recipient site.
As temperatures increase, construction staff remain alert to the potential of additional occurrences taking place; protocols
remain active.

Barrier wall construction and grading for widening on the
north side of the parkway continues. Irrigation work continues

Milling and paving of the structural course on 1-1/2 miles of
Royal Palms roadway widening. Grading for widening at

Warmer days are coming and so are the mosquitos. Mosquitos are not only pests to humans but to our pets as well. Mosquitos can be deadly to both dogs and cats. Keeping your pets on heartworm prevention (yes-there is even a product for cats!) can protect them from developing heartworm disease that is ultimately fatal. Heartworm disease can be treated at a significant cost but will do damage to your pets internal organs prior to treatment. Heartworm prevention can be purchased through your veterinarian with a current heartworm test. Preventions come as a topical or as an oral pill that has to be administered monthly. Donation Opportunities: The Flagler Humane Society is collecting shoes again. We welcome all shoes regardless of size, type, or condition. Cleaning out your closet – don’t throw away all those old shoes – donate so that FHS can achieve your projected goal. We were very successful in reaching our set goal last year and we would like to exceed it this year! Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Come and join us at the Spring Festival hosted by the Flagler Beach United Methodist Church is on March 28th from 10 am – 2 pm. We will have adoptable animal’s onsite along with FHS merchandise for sale. Save the date for Turtle Fest in Flagler Beach on April 4th from 10 am – 4 pm. We will be set up (where the Farmer’s Market usually is) with adoptable furry friends! Save the date for the next Jacksonville Mega Adoption Event! Mark your calendar for April 17th – 19th. We hope to see you there. Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. BOYZE Boyze is a gentle older dog that
came to us from another shelter. He is approximately 7 years old and is
very laid back. He is already neutered and up to date on all his
vaccinations. He also has a microchip. He is selective of his
canine companions. He would enjoy a retirement home with mainly adults
or teenagers. He enjoys the occasional toy – prefers the harder toys because the stuffed ones don’t last that long. He walks well on a
leash. He needs someone who understands the chow breed and their limitations. Come and meet Boyze
today!

In the past week, the department responded to 148 calls. There was one structure fire with minimal damages reported. A total of 92 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 245 out of a possible 800 and the fire danger is moderate.
Employee Academy #1 was completed at Fire Station #25 with lunch, a tour of the facility and what it’s like to be a firefighter. Graduation was completed in the day room of the station with City Manager Jim Landon handing out the diplomas. A surprise visit took place at station #25 when the owners of Rosenbauer America, Harold and Helen Boer stopped in. The fire apparatus manufacturers association met in St. Augustine this week. We met the Boer’s in South Dakota in January and invited them down. What a surprise when they arrived. More of a surprise was when Harold was climbing on the top of the new truck offering his knowledge on a potential issue we had with the truck. After about twenty minutes, a resolution was in hand and the “boss” is getting it fixed. That’s customer service at its best. Yearly physicals are underway in the station. Lifescan of Jacksonville will be on site for the next two weeks running firefighters through their paces. Both career and volunteer members are being examined including the Chiefs.

PAST WEEK HIGHLIGHTS:
NCCAA Youth Sports Clinic – Held on Saturday, March 21 at the Indian Trails Sports

athletes of the NCCAA. Instruction was provided in baseball,
basketball, golf, soccer and volleyball.
American Red Cross Lifeguard Certification Class – As we prepare for the opening of
Frieda Zamba Swimming Pool, we conducted a Lifeguard Certification Class from March 24-
March 27. Our certified instructors taught potential future guards the skills necessary to seek
employment as a Lifeguard. The next certification course will be taught from May 1-3 at the
Frieda Zamba Swimming Pool.

UPCOMING HIGHLIGHTS:
St. Louis High School Baseball Team – While a lot of us stay home for Spring Break, this
was not the case for the St. Louis High School Baseball Team. This group, travelling from
Michigan, will visit Palm Coast for a week-long vacation/training camp. We have arranged for
their usage of the baseball field at Indian Trails Sports Complex for spring training. While a lot
of time will be spent at Indian Trails, we’re sure visits to the beach and other vacation hot spots
will keep this group entertained.
Flagler College Spring Invitational Soccer Tournament – Men’s Soccer Tournament
hosted by Flagler College. Eight (8) teams from the following universities/colleges will be
visiting Palm Coast for the tournament in April: Old Dominion University, University of
Western Kentucky, University of Tennessee, University of Alabama, Flagler College, Florida
Atlantic University, Dalton State College, Georgia Gwinnett College.
Games will be held at the Indian Trails Sports Complex on Friday, April 10 at 6pm and 8pm;
Saturday, April 11 beginning at 11am, 1pm, 3pm, 5pm; and Sunday, April 12 beginning at 10am
and 1pm.
2015 US Youth Soccer Florida State Cup - U17 Girls Girl’s State Cup Soccer Tournament hosted by PDA Florida.
Thirty-Two (32) teams from across the state will visit Palm Coast
to participate in this preliminary round of the Florida State Cup.
Games will be held on Saturday and Sunday, April 18-19 at the
Indian Trails Sports Complex.

3-2-1 Blast-Off! – Your toddler will read about space and enjoy a craft or project related to
the story. The first class will be held on Friday, March 27 at 11am. Pre-registration and

Munchkin Sports – Begins on Wednesday, April 23 at Belle Terre Park located at 339
Parkview Drive. Toddlers, ages 3-5 years, will learn basic skills of soccer, baseball, golf,
football and basketball. Pre-registration and payment of $35 fee required.
Munchkin Soccer – Begins on Wednesday, April 23 at Belle Terre Park located at 339
Parkview Drive. This “Munchkin” activity will focus on the specific skills of soccer. Toddlers,
ages 3-5 years and their parents will enjoy of variety of games that assist in learning those basic
skills. Pre-registration and payment of $35 fee required.
Teddy Bear Picnic – Held on Monday, April 6 at the Palm Coast Community Center, toddlers’
ages 2-5 years of age can bring their favorite teddy bear or stuffed animal for story time, snack,
and games. This monthly programs offers a unique experience for toddlers and their parent.
Story begins at 10am.
Little Chefs - Bring your “Little Chef” to the Palm Coast Community Center on Tuesday,
April 14 to learn how to make a healthy, tasty snack. Cooking begins at 10am. Pre-registration
required.
Little Picassos - Lil Picassos is designed to help your little artists discover their inner Picasso
as they discover own unique style. Children will learn fundamental art concepts by creating a fun
& unique work of art. Held on Thursday, April 9 beginning at 10am at the Palm Coast
Community Center. Pre-registration required.

Game Day Social This relaxed social atmosphere allows our participants to meet new friends while enjoying the
friendly competition of dominos, cards, or the game of their choice. Participants are encouraged
to bring their own games to share with others. Held every Thursday from 12:30-4pm at the Palm
Coast Community Center.
A Day at the Movies - Lights, Camera, Action. Stop in for an old classic movie or a new
favorite. Refreshments will be available. Enjoy this showing of Academy Award winner “The
Theory of Everything” as it tells the personal story of theoretical physicist Stephen Hawking and
his wife. Follow the challenges of their relationship and the disease that threatened his life and
their future. The movie is free and open to the public. Held at the Palm Coast Community
Center on Tuesday, April 7 beginning at 10am. Refreshments will be served.
Lunch N’ Lecture Series - “Making Our Future Together,” with guest speaker Jim Landon,
City Manager for the City of Palm Coast . Mr. Landon will discuss the special projects we’re
working on including City Hall, Holland Park, Community Center, Long Creek, road projects
and new private development (residential and commercial). Join us on Wednesday, April 15 for
lunch and a lively discussion of the future developments of Palm Coast. Lunch begins at 11am
and is held at the Palm Coast Community Center, 305 Palm Coast Parkway, NE
Women’s Self Defense Class – The next class will begin on Monday, April 20 from 6 pm-8
pm at the Palm Coast Community Center, 305 Palm Coast Parkway, NE. Instruction provided
by Sergeant Lutz of the Flagler County Sheriff’s Office. Women will learn effective methods to
ward off an attacker. Appropriate for ages 12 years and up. Pre-registration is required; cost is
free.

Re: Week in Review
On Monday, the drinking water disinfection process was converted back to chloramines. The next
chlorine conversion is scheduled to begin May 15th.
The average water demand for the week was 7.063 million gallons per day; the average wastewater
flow was 5.674 million gallons per day.
Royal Palms Parkway Reuse Main Project – Pipe installation began last week. The connection to
the existing main was made, the directional bore under Bellaire Waterway was completed and direct
bury pipe was started.
Crews installed 9 new domestic water meters, 1 reuse meter and 5 new pep tanks.
There were a total of 28 calls after hours.
This week 176 utility customers were shut off for non-payment.
Inflow and Infiltration crew cleaned 2,000 feet and inspected via CCTV 6,092 feet of gravity sewer
pipe. Also, cleaned and inspected 4 service laterals and repaired 1 lateral.
Water distribution crews replaced 5 water service lines and tested and repaired 120 backflow
preventers.
Wastewater crews replaced 21 PEP pumps and cleaned 4 pump stations.

‘Big Hero 6’ is next Movie in the Park – on Friday, April 10 Palm Coast – Palm Coast weather is perfect in April, a great time to enjoy a free family movie under the stars with family and friends. The City’s Parks & Recreation Department will present “Big Hero 6” on the big screen on Friday evening, April 10, at Central Park in Town Center, 975 Central Ave., Palm Coast. The movie will begin at 8 p.m. Bring snacks, lawn chairs, blankets and bug spray to settle in for pleasant evening to always remember. Movie in the Park is an event that will be held on the second Friday of every month, with the movie beginning around desk. Get your little ones outdoors through ‘Little Nature Nuts’ program Palm Coast – Little ones, ages 2-5, can become Little Nature Nuts by joining a special hands-on Palm Coast Parks & Recreation program. Bring your child to experience unusual, colorful wildlife as they explore our trails and wetlands on four different Saturdays, from April 11 through May 16. Crafting, music and fun begins at 10:30 a.m. each morning at the Linear Park classroom, 18 Greenway Court, off of Colbert Road, Palm Coast. This notice is to inform our Bright House Networks customers of upcoming changes to their cable programming lineup.
On or after May 1, 2015, Vivid TV On Demand will be added to Premium Subscription On Demand channel 863.
Bright House Networks utilizes a new digital video delivery technology known as Switched Digital Video (SDV). SDV is a robust bandwidth management system that makes it possible to offer more digital video programming services than before including new HD channels. To be able to offer more new video services, Bright House Networks wil l be moving some existing programming services to the new SDV system as well as adding new services on the SDV system.
On or after May 1, 2015, the following service will be added to the SDV system:
• Vivid TV Premium Subscription channel 864
This service will not be available on uni-directional retail devices as of the date(s) noted above. I f you want to subscribe to this service, you wil l need a digital set-top box or tuning adaptor from Bright House Networks. Customers may continue to use their uni-directional retail device and CableCARD to receive video programming other than the programming delivered on the SDV system. Customers who also utilize a digital set-top box or tuning adaptor will be able to receive video programming delivered on the SDV system. Customers wil l be notified in advance of any other programming changes.
From time to time our agreements with cable channels and television stations come up for renewal. While we do not anticipate any loss or disruption of service, regulations require us to notity you of the possibility of losing programming. Therefore, please be advised that our agreements with Youtoo and Zap2it remain in effect on a month-to-raonth basis, but we may have to cease can-iage in all formats i f our authority to continue is withheld. Also, our agreement with Reelz expires on April 30, 2015 and we may have to cease carriage in all formats i f our authority to continue is withheld.
We are working diligently at this time to come to acceptable and fair terms with all these channels.
