Egg ’Stravaganza

On Saturday, April 4, children ages 2 to 12 had the opportunity to participate in

the Annual Egg' Stravaganza Egg Hunt at Central Park in Town Center. At least

2,000 of our family, friends and neighbors came out to enjoy the activities, music,

games, magic shows and of course egg hunts. The Easter Bunny arrived in style,

courtesy of the Palm Coast Fire Department, and greeted children and posed for

pictures.

Palm Coast has Award Winning Wastewater Treatment Plant

The Palm Coast Wastewater Treatment Plant has been selected to receive the 2nd Place

Safety Award for Class B facilities from the Florida Water Environment Association

(FWEA). This award recognizes the outstanding effort of the management and

operational staff which resulted in zero lost time accidents during the 2014 calendar

year. Congratulations to the Utility Department and staff who operate this facility.

Another recognition for our Utility Department and the exemplary service we provide

to the residents of Palm Coast.

Operations Division staff is preparing to retool the current model as we expect several new ISPs to come on board in the next few weeks.

ENTERPRISE

Applications Division made changes to the PAF (Personnel Action Form) workflow to better accommodate Human Resource's process.

Applications Division updated the City website with information about this year's Park & Rec Job Fair and Summer Camps.

Applications Division created an admin to allow Parks and Rec to manage Movies in the Park and Dive in Movie dates and information.

Applications Division staff made more changes and fixes to the Delinquent Notices process.

GIS Division completed coordinate geometry(cogo) of 6 legal descriptions. This is part of an effort to establish License Agreements with all dock owners. These 6 docks were digitized/attributed for inclusion in the Land Rights Project.

Operations Division received 127 Track IT’s this past week.

Operations Division staff repaired the speaker system at the pool it is now ready for the busy summer season.

Operations Division staff is continuing the upgrade of City computers to MS Office 2013. It is the latest version of Office and it is our goal to make sure all users are on this version in the next few weeks. (Word, Excel, Outlook, etc.). Progress is 95% complete.

Operations Division staff is continuing their annual site inventory. All sites will be visited to verify all computer equipment. Progress is 70% complete.

Operations Division staff assisted in the community alert that went out to the W section after the weir break.

Operations Division staff is upgrading the VM (virtual) view servers. While this seems like a constant upgrade process, it is our effort to make sure we keep up with virtual technology and keep our users at a level where they can be the most productive.

FIRE

GIS Division worked with the Fire Department on an analysis study of EMS response times by district and by truck. This is an ongoing study that will culminate in a web application.

COMMUNITY DEVELOPMENT

GIS Division worked with Community Development on a map of right-of-ways symbolized by maintenance stewardship.

GIS Division staff mapped via COGO(coordinate geometry), DRI(Development of Regional Impact) areas east of Old Kings Road, for Community Development.

ENGINEERING & STORMWATER

GIS Division has continued to support stormwater and finance staff with the recalculation of parcels as per the stormwater ordinance; Geofit 1 asbuilt and digitized 1 building footprint & other impervious surfaces.

PLANNING

First Baptist Church Master Plan

The approval of the master plan for this existing church will allow it to expand over five phases. The first phase has been

approved with the master plan and includes a significant parking lot redesign and expansion so approximately 450

parking spaces can be provided to serve all five phases. Phase 2 would expand the sanctuary so that seating could double

from 600 to 1200, while Phase 3 would add a second floor of over 10,000 square feet to the existing fellowship hall

building that will be utilized for classrooms. Phase 4 would construct an additional small building for another 3,900 sq.

ft. of classrooms and Phase 5 would add 3,000 additional square feet for administrative purposes.

Airport Commerce Center Phase 2 Subdivision Master Plan

The proposed Airport Commerce Center Phase 2 subdivision plat is located on the southwest corner of State Road 100

and Seminole Woods Parkway. The 31.82 +/- acres of land will be subdivided into 4 General Commercial (COM-2)

zoned lots. Development orders have been issued approving the subdivision design and layout and the construction plans

of the infrastructure supporting the subdivision. Portions of the land within the plat require additional processes such as

a land exchange with Flagler County for annexation and an easement relocation with DOT in order to consider the

subdivision for Final Plat approval.

CONSTRUCTION MANAGEMENT & ENGINEERING

The following is an update since last week for projects in the City from April 1, 2015 through April 8, 2015.

Projects in Survey, Permitting & Design Phase

Secs. 1 & 2 Stormwater Modeling –

Design by consultant 15% Singhofen & Associates to prepare the modeling for

$46,615.00. Consultant is now geo-referencing as-builts.

Projects Under Construction

Palm Coast Parkway Six-Laning 69%

Barrier wall construction and grading for widening on the

north side of the parkway continues. Irrigation work continues

along south side of Parkway. Additional Traffic signals were

activated and old strain pole signal removed. A 14" HDPE

Directional Drill was installed at night due to necessary lane

closure on Old Kings Road. The 14" HDPE will replace the

12" water main on Old Kings Road that crosses Palm Coast

Parkway

Royal Palms Parkway Improvements 75%

Limerock base completed and ready for asphalt for the

roadway widening at Rymfire. Signalization pedestals have

been mounted at Rymfire. Clearing and grading began at the

Rickenbacker turn lane addition.

Holland Park 10% Excavation of the retention pond. Removal of the tree debris.

Installation of conduit for future sports field lighting continues.

City Hall 32%

Insulation of inside face of exterior walls has begun. Materials

for wall framing and roof were delivered. Installation of

underground electrical conduit continues. Exterior surfaces of

tilt panels are being prepared to receive paint finish.

New lighting is being installed in the Ozone Generator

Building. Injection pad motor thermal test is being performed.

Sun Shields to protect panel equipment are being

manufactured. Cartridge filters have been tested and passed.

Development Projects

Park Place - Pine Grove 36% The contractor has installed 95% of the Gravity Sewer System.

The installation of 6" water main continues at 65%.

Island Walk Shopping Center 70%

The 8" water main relocation behind the new Publix continues.

A 2" service and fire hydrant were installed. The grease

interceptors have been delivered on site.

The Flagler Humane Society is in need of donations for our “Angel Fund”. This fund is for animals that come to FHS with injuries or illnesses that need to be treated by a veterinarian. Just recently, a stray cat “Dex” came in with kidney stones that had progressed to the point where the cat was showing outward symptoms of the disease. The cat was rushed to an emergency veterinary clinic but it was too late and the cat was unable to be saved. FHS still is responsible for the over $500 bill that was incurred trying to save this cat’s life. This is just one example of the animal’s that come to the shelter and are in need of help. For these reasons, we encourage owner surrenders (and even stray surrenders that have been in the finder’s custody for a few days) to provide us as much medical background as they can. Even observations of any symptoms can help to save a life. Donation Opportunities: The Flagler Humane Society is collecting shoes again. We welcome all shoes regardless of size, type, or condition. Cleaning out your closet – don’t throw away all those old shoes – donate so that FHS can achieve your projected goal. We were very successful in reaching our set goal last year and we would like to exceed it this year! Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Come and join us for the Turtle Fest in Flagler Beach on this Saturday the 4th from 10 am – 4 pm. We will be set up (where the Farmer’s Market usually is) with adoptable furry friends and stay as long as the weather allows us to! Save the date for the next Jacksonville Mega Adoption Event! Mark your calendar for April 17th – 19th. We hope to see you there. Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. Come and see Howard and his crew to adopt your next furry family member! We are in need of more outreach volunteers so that we can attend more events and get more animals seen. Gibbs is an older gentleman that would love a quiet home with no other pets. He is approximately 6

years old and already neutered. He is up to date on all his vaccinations

and microchipped. He is very sweet and a favorite here at the humane

society. He goes to all the outreach events and is a perfect gentleman.

In the past week, the department responded to 178 calls. There were two brush fires and one vehicle fire. A total of 126 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 287 out of a possible 800 and the fire danger is moderate.

UPCOMING HIGHLIGHTS:

Flagler College Spring Invitational Soccer Tournament – Men’s Soccer Tournament

hosted by Flagler College. Eight (8) teams from the following universities/colleges will be

visiting Palm Coast for the tournament this weekend: Old Dominion University, University of

Western Kentucky, University of Tennessee, University of Alabama, Flagler College, Florida

Atlantic University, Dalton State College, Georgia Gwinnett College. Games will be held at the

Indian Trails Sports Complex on Friday, April 10 at 6pm and 8pm; Saturday, April 11 beginning

at 11am, 1pm, 3pm, 5pm; and Sunday, April 12 beginning at 10am and 1pm.

2015 US Youth Soccer Florida State Cup - U17 Girls Girl’s State Cup Soccer Tournament hosted by PDA Florida.

Thirty-Two (32) teams from across the state will visit Palm Coast

to participate in this preliminary round of the Florida State Cup.

Games will be held on Saturday and Sunday, April 18-19 at the

Indian Trails Sports Complex.

Parkview Drive. Toddlers, ages 3-5 years, will learn basic skills of soccer, baseball, golf,

Munchkin Soccer – Begins on Wednesday, April 22 at Belle Terre Park located at 339

Parkview Drive. This “Munchkin” activity will focus on the specific skills of soccer. Toddlers,

ages 3-5 years and their parents will enjoy of variety of games that assist in learning those basic

3-2-1 Blast-Off! – Your toddler will read about space and enjoy a craft or project related to

Game Day Social This relaxed social atmosphere allows our participants to meet new friends while enjoying the

Lunch N’ Lecture Series - “Making Our Future Together,” with guest speaker Jim Landon,

City Manager for the City of Palm Coast . Mr. Landon will discuss the special projects we’re

working on including City Hall, Holland Park, Community Center, Long Creek, road projects

and new private development (residential and commercial). Join us on Wednesday, April 15 for

lunch and a lively discussion of the future developments of Palm Coast. Lunch begins at 11am

and is held at the Palm Coast Community Center, 305 Palm Coast Parkway, NE

AARP Driver Safety Program The nation's first and largest classroom course for motorists ages 50 and older. This course

identifies ways that older drivers can compensate for the physical changes that occurs as they

age. The course provides research based information to help older drivers update their driving

knowledge and skills. To register for the next class held on Friday, April 17 contact AARP

Representative Mary Jane Harris 386-445-1476. The class is held from 9am-3:30p at the Palm

Coast Community Center. There is a fee to attend.

Women’s Self Defense Class – The next class will begin on Monday, April 20 from 6 pm-

8 pm at the Palm Coast Community Center, 305 Palm Coast Parkway, NE. Instruction provided

by Sergeant Lutz of the Flagler County Sheriff’s Office. Women will learn effective methods to

ward off an attacker. Appropriate for ages 12 years and up. Pre-registration is required; cost is

free.

Re: Week in Review

The average water demand for the week was 7.405 million gallons per day; the average wastewater

flow was 5.909 million gallons per day.

This week 198 utility customers were shut off for non-payment.

Crews installed 5 new domestic water meters, 1 new pep tank, and replaced 2 existing tanks.

There were a total of 26 calls after hours.

This week on the Royal Palms Parkway Reuse Water Project sod was stripped, 3 stacks of pipe were

staged and 500 feet of new pipe was laid.

Completed smoke testing 41,013 feet of gravity sewer mains in the Conservatory and parts of Section

9 (F Section). Replaced 40 clean out caps in Section 9 and 30 clean out caps in the Conservatory.

Inflow and Infiltration crew inspected via CCTV 3,109 feet of gravity sewer and inspected 5 manholes.

Water Distribution crews replaced (retrofits) 4 water service lines and tested and repaired 90 backflow

preventers.

At the City’s Eggstravanganza event, Customer Service staffed a booth to promote “Water

Conservation Month” and promote the National Mayor’s Challenge for Water Conservation. We also

used the opportunity to promote paperless billing options that are available through our billing

system. In addition, we presented the National Mayors Challenge to the Hammock Conservation

Coalition at their Monthly meeting where we handed out flyers, press releases and business cards.

Started rehab of the Westgrill pump station which will include replacing the control panel. Completed

open cut in the road and installation of 3 new electrical conduit lines for pump and control float cables.

Approved the final printer’s proof of the 2014 Annual Water Quality Report for printing and

distribution to High Cotton to insert in with the May bills.

Received notification from FWEA that we won 2nd place for safety program for Class B Facilities in

the state (see attached).

Annual Family Bike Rodeo teaches safety on wheels – April 25 Palm Coast – Attend Palm Coast’s Annual Family Bike Rodeo on Saturday, April 25, from 9 a.m. to 1 p.m., and your children will practice a wide variety of skills related to bike safety. It is free to participate. The City of Palm Coast’s Parks & Recreation Department, in partnership with the Flagler Sheriff’s PAL, the Frank Celico Foundation and the Bicycle Doctor, will offer the following fun free activities:

Palm Coast Tennis Center welcomes new players at event April 24 Palm Coast – If you’d like to improve your tennis skills or become a new member at the Palm Coast Tennis Center, the Tennis Center would like to invite you to attend a free special event on Friday, April 24. New Faces Night will provide open play and a free clinic with Head Tennis Professional Eric Dubin, as well as the perfect chance to meet and enjoy court time with other players. This fun and social event will give players who are not currently pass-holders or active at the Tennis Center an opportunity to check out Palm Coast’s award-winning tennis facility. Palm Coast offers 2 sports programs for Little Munchkins Palm Coast – Are your little munchkins showing an interest in sports? The City of Palm Coast Parks & Recreation Department is offering two programs for preschoolers and their parents that are designed to introduce young children to sports, give them a love for active recreation, and help them develop motor skills. Both programs, Munchkin Sports and Munchkin Soccer, start Wednesday, April 22, and registration is now open at www.palmcoastgov.com/register. Both programs will be offered at Belle Terre Park, 339 Parkview Drive, Palm Coast. Munchkin Sports Munchkin Sports will be offered on Wednesday evenings 5:30-6:30 p.m. from April 22 through May 27. Children ages 2-5 will learn the basic motor skills necessary to play organized sports such as soccer, baseball, golf, football and tennis. The six-week program is set up for parents to assist during lessons to enjoy quality family time. The cost is $35. Pre-registration is required by 5 p.m. April 15 at www.palmcoastgov.com/register. Munchkin Soccer Munchkin Soccer will be Wednesdays 6:30-7:30 p.m. from April 22 through May 27. The soccer program is for children ages 3-5. Palm Coast Arbor Day offers 5K Root Run/Walk and Free Fun Run on May 2 Palm Coast – Take a walk or run while enjoying the great outdoors at the City of Palm Coast’s Arbor Day 5K Root Run/Walk and Free Fun Run for children – part of the annual Arbor Day celebration on Saturday, May 2. This race will close out the 2014-2015 season in the Palm Coast Running Series. It’s time now to register! The Arbor Day 5K Root Run/Walk will begin at 8 a.m., followed by the Free Fun Run at 9 a.m. The run/walks will start and finish on Lake Avenue in Central Park at Town Center, 975 Central Ave., Palm Coast. Awards will be given out at Central Park Main Stage after the race. Register for the 5K Root Run/Walk at www.palmcoastgov.com/ArborDay. (Pre-registration is not required for the children’s Fun Run.) Participants of the 5K Root Run/Walk are guaranteed a race T-shirt and goody bag if they register by April 24. Entry fees and pre-registration deadlines are as follows:

Prizes will be awarded to the overall male and female runners, as well as the top three men and women in 15 age groups. The race will be chip-timed. Children participating in the Fun Run will receive a ribbon. A ceremony honoring the overall winners for the Palm Coast Running Series will immediately follow the 5K Root Run awards.

After the races, enjoy the free Arbor Day celebration from 9 a.m. to 2 p.m. at Central Park. Bring canned food or pet food items and exchange them for a three-gallon native hardwood tree (while supplies last). Feed a Mouth, Get a Tree, Grow a Community is the theme. The event will also feature a butterfly tent, zoo exhibits, green vendors, a fire prevention activity, entertainment and kite flying/building. The popular Native Butterfly release is set for 11 a.m.

The best way to get to Central Park for Arbor Day is by taking Central Avenue off Belle Terre Parkway. Access to Central Park from Central Avenue off Town Center Boulevard (off State Road 100) will be unavailable from approximately 7:30 to 10 a.m. Saturday because of the race. Race participants should park in designated areas around Central Park. After the run/walk, at approximately 10 a.m., Central Park can also be accessed from Central Avenue off Town Center Boulevard (off SR100). Palm Coast’s Frieda Zamba Swimming Pool to open for season on April 13 Palm Coast – It’s time to take a swim! The City of Palm Coast’s Frieda Zamba Swimming Pool will open for the 2015 season on Monday, April 13, from 2 to 7:30 p.m. Hours through April will be 2-7:30 p.m. Monday through Friday; hours and days of operation will expand later in the spring. The pool is heated, so everyone can splash around, even on days when the weather is still a bit chilly. There are four pavilions on the pool deck available for reservation, and the entire facility can be rented for after-hours events. Whether it’s lessons, exercise, open swim with friends or fun special events, families will love spending time at the pool! Watch for theme days, aquatic lessons, admission specials and the Dive-In Movie program. Mark your calendars now for four big events at the pool in May:

Itsy Bitsy Pool Party – Wednesday, May 6, 2:30-3:30 p.m. Parents and their little ones (ages 2-5) will have fun playing together at the pool, practicing swimming, playing games, learning water safety. $5. Must pre-register by 2 p.m. May 5: www.palmcoastgov.com/register.

Frieda Zamba Pool Makeover Celebration – Saturday, May 23, 1-4 p.m. The pool will proudly show off its brand new look on this fun family day. Half-price admission: Adults $2; youth/seniors $1.50.

Tribute to the Troops – Monday, May 25, noon-6 p.m. Spend the day honoring the troops at the pool! Free admission to the pool for current and retired military with military ID.

Pool Safety Day – Sunday, May 31, 1-4 p.m. Want to learning more about swimming pool safety? Youths and adults can practice basic first aid, play safety games and participate in a mini-swim lesson at the pool. Admission: $1 youths; $2 adults.

The Frieda Zamba Pool is located at 339 Parkview Drive, adjacent to Belle Terre Park and the Buddy Taylor/Wadsworth School campus. Daily admission is $4 adults; $3 for seniors and youth; and free for children under 2 (half price after 5:30 p.m.). Season memberships are also available. Zamba won three straight titles from 1984-1986, then again in 1988, and is regarded by many as the greatest woman surfer of all time. Palm Coast bird-watching to be featured on Birding Adventures TV show Palm Coast – Palm Coast’s amazing opportunities for bird-watching will be showcased Friday, April 17, in an episode of Nikon’s Birding Adventures TV, which airs on Discovery’s Destination America channel. The episode about Palm Coast’s Birds of a Feather Fest will air at 7:30 a.m. April 17. Destination America is Channel 162 or HD 1264 on Bright House Networks. The inaugural Birds of a Feather Fest was held in February, and a crew from Birding Adventures filmed birds including a nesting Great Horned Owl, Wood Ducks, Warblers, nesting Bald Eagles, several woodpeckers and Painted Buntings across Flagler County. The footage showcases the community’s natural beauty, with some of the stunning shots coming from a drone – literally giving a birds-eye view and an up-close look at the eagle’s nest at Princess Place. The opening of the half-hour show was shot at Waterfront Park. Major segments also featured mountain biking and birding at Malacompra Park, and bird-watching at Princess Place Preserve, Haw Creek Preserve, Gamble Rogers Memorial State Recreation Area and in a natural area adjacent to Matanzas High School. Nikon's Birding Adventures TV focuses on destination and adventure bird-watching. Hosted by James Currie, the show explores the best exotic birding destinations on the planet and the most unusual, rare and highly sought-after bird species. The program has a strong conservation emphasis and highlights the importance and urgency of preserving birdlife around the world. The episode showcasing Palm Coast’s Birds of a Feather Fest will air twice on the channel, and eventually will be available on Birding Adventures TV’s YouTube channel. “Birding Adventures has a huge following among birders around the world, and we are excited Palm Coast is among the top birding destinations featured on the program,” said City of Palm Coast Digital Communications Coordinator Jason Giraulo, who founded the Birds of a Feather Fest. “We hope viewers will see the show and then make plans to attend the second annual Birds of a Feather Fest, which will be held February 5-7, 2016.” For more information, call Giraulo at 386-986-2484.
