DA, DAR, DENR, DILG, DOH, DOLE, DOST, DOT, DSWD and DTI shall becollectively referred to as the PARTIES.

WITNESSETH

WHEREAS, the DA is the government agency responsible for the promotion ofagricultural development by providing the policy framework, public investments, and supportservices needed for domestic and export-oriented business enterprises. In the fulfilment of thismandate, it shall be the primary concern of-the Department to improve farm income and generatework opportunities for fanners, fishermen, and other rural workers. It shall encourage people'sparticipation in agricultural development through sectoral representation in agricultural policy-rriaking bodies so that the policies, plans and programs of the Department are formulated andexecuted to satisfy their needs. It shall ensure social justice, equity, productivity andsustainability in the use of agricultural resources;

WHEREAS, the DAR is the lead implementing agency of the Comprehensive AgrarianReform Program (CARP) responsible for land acquisition and distribution, land managementstudies, land tenure improvement and development of program beneficiaries, delivery of support,services to fanner-beneficiaries, and the development of viable agrarian reform communities;

WHEREAS, the DENR is mandated, among others, to formulate and implementpolicies, plans and programs on the management, conservation, development, use andrehabilitation/restoration of the country's natural resources; and spearheads the implementationof the National Greening Program (NGP) in partnership with other government agencies andsupport institutions within the National Convergence Initiative Framework;

WHEREAS, the DILG is mandated to promote peace and order, ensure public safetyand further strengthen local government capability aimed towards the effective delivery of basicservices to the citizenry;

WHEREAS, the DOH, as the national technical authority on health, ensures the highestachievable standards of quality health care, health promotion and health protection, from whichlocal government units (LGUs), non-government organizations (NGOs), other privateorganizations and individual members of civil society will anchor their health programs andstrategies;

WHEREAS;' the DOLE is mandated to protect labor, promote full employment andensure equal work opportunity to all Filipino citizens regardless of sex, race and'creed; acknowledges the importance of collaborative governance and public-private partnershipsto sustain employment outcomes; promotes and implements the DOLE Integrated LivelihoodProgram (DILP) towards Community Enterprise Development (CED); through TechnicalEducation and Skills Development. Training (TESDA), provides relevant, accessible, highquality and efficient technical education and skills development in support of the development ofhigh quality Filipino middle-level human resource responsive to and in accordance withPhilippine development goals and priorities; and recognizes and encourages the complementaryroles of public and private institutions in technical education and skills development and trainingsystems;

WHEREAS, the DOST is mandated to provide direction, leadership, and coordination ofall S&T efforts/activities and to ensure that the results therefrom are geared and utilized in areasof maximum economic and social benefits for the people; and to strengthen micro, small and

medium enterprises (MSMEs) through innovation system support, technology training,packaging research and development (R&D) , technical assistance and consultancy, andlaboratory testing and calibration services; .

WHEREAS, the DOT is the pnmary planning, programming, coordinating,implementing and regulatory government agency in the development and promotion of thetourism industry, both domestic and international, in coordination with attached agencies andother govemment instrumentalities. It shall instil in the Filipino the industry's fundamentalimportance in the generation of employment, investment and foreign exchange;

WHEREAS, the DSWD is the lead agency in social protection, welfare and.development, contributes to poverty alleviation and empowerment through the provision ofappropriate interventions and the promotion of the rights and welfare of the disadvantagedthrough local and national policies, programs, projects and services implemented with, orthrough the LGUs, NGOs, people's organizations (POs), and other members of the civil society;

WHEREAS, the DTI is mandated to and is responsible for the country's goal ofachieving a globally competitive and innovative industry and services sector that contribute toinclusive growth and employment generation; endeavors to improve the business environment,increase productivity and efficiency, and enhance consumer welfare; supports the developmentof the MSMEs in the countryside; fosters inter-enterprise linkages among MSMEs andstrengthens the collaborative networks with different stakeholders;

WHEREAS, the parties shall identify priority and high-impact convergence programsand projects of common interests and objectives, preferably in focused municipalities of thepoverty alleviation program with corresponding funds and other resources to implement such;

WHEREAS, His Excellency President Benigno S. Aquino Ill, in his social contract withthe Filipino people/commits to reduce poverty incidence through well-considered anti-povertyprograms that build capacity and create opportunity for the poor and marginalized; andrecognizes farms and community-based enterprises as vital to achieving food security and a more"equitable economic growth, worthy of reinvestment for sustained productivity;

W,HEREAS, the thrust of the Aquino Administration is to generate communityemployment and transform Philippine society so that every Filipino can enjoy a better anddignified quality of life, such that, all national and local govemment agencies and privateinstitutions shall unite to implement their respective mandates, consistent with the national goalsof inclusive growth, poverty alleviation, and job creation;

WHEREAS, based on the 2009 poverty statistics from the National StatisticalCoordination Board, the Philippines was eight years behind its target on poverty reduction; thatthe poverty incidence among the country's population is 26.5%, and the magnitude of poverty inthe population is 23.1M; that the Philippines was behind Vietnam and Indonesia in terms ofpoverty incidence among the population of other countries in the ASEAN;

WHEREAS, the convergence of the parties, DA, DAR, DENR, DOH, DILG, DOLE,DOST,.DSWD, DOT, and DTI, with their distinct capabilities and competencies, resources,infrastructure, and programs to reduce poverty, would result to complementation, harmonizationand effective implementation of government efforts on poverty alleviation particularly on theprovision of community-based sustainable livelihood and development of enterprises in the'countryside;

WHEREAS, in the spirit of cooperation and complementation, and consistent with otherconvergence efforts such as the on-going National Convergence Initiative for Sustainable RuralDevelopment of DA, DAR and DENR; the parties, DA, DAR, DENR, DOH, DILG, DOLE,DOST, DSWD, DOT, and DTI commit to support programs and projects on community-based.livelihood and enterprise development; extend assistance, particularly, but not limited to, the

areas of agricultural production; use and rehabilitation! restoration of natural resources·education, training and skills development; laboratory, standards and testing facilities; productdevelopment; product quality standards; product protection, promotion and marketing; packagingand labeling; information and database management system; permits and licenses; networkingand linkages; values enhancement for quality and productivity; and provision of shared-servicefacilities and funds, among others; and coordinate in monitoring the accomplishments of theundertakings by the parties;

NOW THEREFORE, in consideration of the foregoing premises and the tenus andconditions herein set forth, DA, DAR, DENR, DOH, DILG, DOLE, DOST, DSWD, DOT, andDTI, do hereby express our commitment and bind ourselves to fulfill our respective duties asdefined hereunder:

I. PURPOSE

To improve. the effectiveness and efficiency of the govenunent efforts .to alleviatepoverty, create jobs, ensure food security, and provide a healthy and safe environment, throughconvergence arrangements that promote cooperation and complementation on the different-programs and projects, including those for community-based sustainable livelihood andenterprise development in the countryside.

II. PROGRAMS AND PROJECTS OF CONVERGENCE

The specific programs and projects wherein the parties commit to fulfill their respective.duties are defined hereunder:

DEPARTMENT OF AGRICULTURE (DA)

TheDA:

Through its Agri-Pinoy Program, shall provide various assistance to fanners andfisherfolk and otherstakeholders, subject to existing programs' guidelines. Specifically, it shall:

1. Make available' good quality planting materials (seeds, seedlings), animal stocks, and:fingerlings;. .

2. Extend technical assistance in crop, animal and fisheries production and processingtechnologies;

3. Undertake capacity building activities on value formation and trainings of farmers,farmer leaders, including package of technologies and integrated ·pest management, andthe like; .

4. Make available its various laboratory facilities on soil and water analysis, plant tissue ianalysis, seed analysis and certification, feed analysis/standard, pesticide residue analysisand product standards;

5. Conduct market matching activities and trade fairs/exhibits; and6. Issue permits and licenses to seed growers, input suppliers and traders, s~bject to

compliance with the specific requirements under applicableDA rules and regulations.

DEPARTMENT OF AGRARIAN'REFORM (DAR)

TheDAR:

Through it~ Program Beneficiaries Development (PBD), shall c.apacitate agrari~.reform beneficiaries and provide them access to the necessary support services to make their

lands more productive; enable them to venture in income generating community-basedsustainable livelihood projects; and actively participate in community govemance.

DEPARTMENT OF. ENVIRONMENT AND NATURAL RESOURCES (DENR)

TheDENR:

. Through its National Greening Program (NGP), shall contribute to this convergencethrough its various activities that support poverty alleviation, food security and climate change.mitigation, specifically:

Identify, select, conductsurvey and mapping of suitable areas for planting and plantationdevelopment;Prepare selected sites which include staking, brushing and digging of holes andgenerating support ofPOs and civil society groups, among others;Be principally responsible for production of forest tree species;Engage the POs in on-site propagation of appropriate species;Extend technical assistance in seed sourcing, collection, processing and storage as well asestablishment of nurseries and facilities; .Adopt science and technology through the use of organic fertilizer and clonal technology;Provide planting materials to partner agencies as well as volunteers;Provide technical assistance to POs in the protection and maintenance of establishedplantations; and . .Conduct monitoring and evaluation of established plantations through computer-basedreporting system to support submitted accomplishment reports.

DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG)

.TheDILG:!

Through its program on Enhancing Economic Growth and Competitiveness of Local i

Government Units shall capacitate LGUs to become business-friendly and competitive toimprove their capabilities engaging in business sector, promoting local trade business andgenerating employment, and therefore encourage the investments particularly on tourism toflourish in their localities.

It shall support and assist LGUs in creating favorable condition of doing business suchas:

a. Streamlining transactional services, formulation and updating of CLUP /CDP to guide iinvestors or "investments, organizing a local economic investments promotion team andpromulgate local policies/ordinances for business/investment attraction and retentionconsistent with national investment policies.

b. Ease transport of local agriculture products to markets and access to tourism destinationsthrough the Provincial Road Improvement Project under the Special Local Road Fund(SLRF).

DEPARTMENT OF HEALTH (DOH)

The DOH:

Through its Food and Drug Administration (FDA), shall ensure the safety, efficacy,purity and quality of the products it regulates through effective monitoring and regulatory

coverage over establishments and products under its jurisdiction consistent with law; nationalregulatory framework or international best practices.

DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE)

The DOLE: s

, Through the DOLE. Integrated Livelihood Program (DILP) towards CommunityEnterprise Development (CED) being implemented by the DOLE Regional Offices, shallsupport the convergence arrangement by making available to the identified communities thefollowing interventions, subject to existing program guidelines:

1. Provide working capital in the form of raw materials, equipment, tools, jigs and otherinputs that will support the establishment and!or enhancement of individual, group orcommunity-based sustainable livelihood and enterprises;

2. Provide technical assistance and business advisory services in the establishment ofcommon service facilities;

3. Facilitate access to more productive resources, low-cost inputs, wider market and modemtechnologies through partnership and alliance building with other government and privateinstitutions that can provide relevant services in the implementation of the DILP;

4. Promote setting-up of a self-help mechanism for social security;5. Enhance capability of the the community groups towards improved production and

productivity through the conduct of trainings by DOLE agencies and partners on BasicISTIV, ISTIV-PLUS, Service Quality, 5S, Productivity, Work Safety and Health; and

6. Provide opportunities for showcasing of successful projects and displaying productsduring livelihood fairs.

In addition, the DOLE, through the TESDA Regional and Provincial! District Offices andTESDA Technology Institutions, specifically, through the TESDA SpecialistaTechnopreneurship Program (TSTP); and its Community-based Training for EnterpriseDevelopment Program (CBTED), shall:

1. Catalyze the creation ·of community-based sustainable livelihood and enterprises to itstrainees who are primarily the poor and the marginalized groups; and

2. Administer career profiling, grant scholarship for skills training, and provide competencyassessment and certification.

Further, the DOLE shall continue to coordinate and monitor jobs created by governmentprograms and project, in its capacity as Chair of the Steering Committee ofthe government-wideCommunity-Based Employment Program (CBEP). As such, the DOLE will provide technicalassistance to CBEP implementing agencies, specifically in the online reporting and monitoringof jobs generated.

"DEPARTMENT OF SCIENCE AND TECHNOLOGY (DOST)

The DOST:

Through th~'DOST Regional Offices and Provincial S&T Centers, specifically, throughits Small Enterprises Technology Upgrading Program (SETUP), a nationwide strategy to.assist the MSMEs adopt technology innovation, shall support the convergence initiative throughthe following interventions:

1. Infuse appropriate technologies to improve productivity of MSMEs' operations;2. Provide technology training for community-based sustainable livelihood and

enterprises development;

3. Provide technical assistance and consultancy services in product development, productquality, and-develop appropriate product packages and label design;

4. Assist in the establishment of product standards and testing;5. Provide laboratory testing and calibration services to ensure compliance with local and

international quality standards;6. Provide technical information and development of a database management system to

address information requirements of clients and partners;7. .Provide funds for technology upgrading or acquisition, with refund;8. Participate and assist in packaging and implementing convergence project proposals; and9. Provide technical assistance in the establishment of a common service facility and

technology business incubator, where necessary.

Through the DOST Philippine Council for Agriculture, Aquatic and Natural ResourcesResearch and Development (PCAARRD) Farmers' Information and Technology Services,particularly the FITS Information System, a web-enabled system, shall allow the collection andretrieval of important data and information in agriculture, aquatic, forestry and natural resourcesin a fast and easy manner.

Through the DOST Technology Application and Promotion Institute (TAPI),shall'provide opportunities for technology display and promotion through S&T fairs and exhibitions;intellectual property rights protection assistance through patent drafting of inventions and utilitymodel; prototype fabrication and pilot production of new inventions and technologies.

Through the DOST Technology Resource Center (TRC), specifically, its Technology andLivelihood Development Centers (TLDCs) in partnership with LGUs, shall establish mini-TRCsoutside Metro Manila to enable the LGUs to avail of its programs, products and services; carryout community-based enterprise and livelihood development programs linking technology withthe indigenous strengths of particular localities.

DEPARTMENT Of TOURISM (DOT)

The DOT:

Through the Office of Tourism Standards and Regulations. and its Office of IndustryManpower Development, shall develop training modules, and conduct seminars and continuingeducation programs for the industry human resource, in coordination with appropriategovernment agencies and tourism enterprises and associations, thereby upgrading their quality, .'competence and excellence ill the delivery of tourism services.

Through its Regional Offices, the DOT shall conduct seminars related to theimprovement of tourism services, consistent with local and international standards.

DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD)

.TheDSWD:i

Through the Sustainable Livelihood Program, a capacity development program aimed toprovide a sustainable source of income to its linder-privileged. ~a~icipants either through theMicro-Enterprise Development Track or the Employment Facilitation Track, shall support theconvergence initiative by

1. Sharing data on the poor households, identified through the National HouseholdTargeting System for Poverty Reducation for targeting Purposes

2. Conducting 'social preparatiori and community organizing3. Providing capacity building and skills development trainings

4. Facilitating linkages to financial and non-financial resources, market and employmentopportuniti es

DEPARTMENT OF TRADE AND INDUSTRY (DTI)

TheDTI:

Through the National Industry Cluster Capacity Enhancement Project (NICCEP), atechnical cooperation project between the Government of the Philippines and the Government ofJapan, shall enhance the capacity of industry cluster teams and stakeholders to facilitate theincrease in its contribution to the national economy and to help alleviate poverty, throughcreation of jobs, development and strengthening ·of MSMEs, increase in value adding, andimprovement in the business environment. Specifically, it shall:

1. Enhance firm-level support to MSMEs and expand industry cluster development as thestrategies to e meet the country's medium-term goals on increased productivity andefficiency;

2. Liaise and assist relevant stakeholders, which include other national government agencies(NGAs), LGUs, academe, and private sector, with the identified lead agencies of th6selected 24 pilot industry clusters to oversee and ensure implementation of its respectiveIndustry Cluster Development Plans in the national, regional and provincial levels;

3. Provide counterpart funding for the implementation of the project and influence partnerlead NGAs' Work & Financial Plan to include the provision of support for the priorityindustry clusters;

4. Strengthen institutional and technical capacities of industry cluster teams and cluster-based MSMEs in terms of business management, product quality and market exposure;

5. Improve Business Delivery Services (BDS) for cluster-based MSMEs at LGUs;6. Provide shared-service facilities for MSMEs through eligible trade associations and

academic institutions;7. Assist in the design of products through its Product Development and Design Center of

the Philippines;8. Facilitate access to micro-financing; and9. Monitor and report project implementation and development of the industry clusters on a

periodic basis.

III. EXCHANGE OF INFORMATION OR CONFIDENTIALITY

All publications and reports produced by virtue of and pursuant to this MOU shall bejointly owned by the parties. The parties hereto are not allowed to publish or report findings thatmay arise from the activities undertaken by virtue of and pursuant to this Understanding unless'prior written approval of concerned parties has been obtained.

IV. MONITORING AND EVALUATION

The concerned agency identified as the lead agency in a particular undertaking shallconduct regular monitoring and evaluation of said activity and inform other agency-cooperatorson the results of the undertaking.

V. ATTRIBUTION OF ACCOMPLISHMENTS

In the course of the operationalization of this MOU, the accomplishments of agencies incommon undertakings shall be properly attributed to concerned agencies.

VI. AMENDMENT/ MODIFICATION

No modifications of this MOU or any part thereof shall be made except upon executionof a written instrument duly signed by concerned parties; .

, Should circumstances necessitate the. revision of the commitments embodied in thisMOD, the concerned parties shall, prior to such revision, coordinate in the process of revision.and grant a reasonable grace period of implementation of such revision.

VIl. TERMINATION

This Understanding shall take effect upon signing and approval of all parties herein andshall remain in force and effect unless terminated pursuant to expiration of the term of otherprojects under this MOU, or by either party upon 30 days prior written notice furnished to theother parties; or upon breach by a party of a material obligation under this MOU and that breachis not remedied to the satisfaction of the other parties within a reasonable period after notice hasbeen given by the party identifying the relevant breach and requiring rectification of the breach;provided, without prejudice to the foregoing, steps shall be undertaken within the period inwhich the MOU is still in effect or to the completion of activities for which binding obligationsexist, or amended by mutual consent of all parties in writing .

.The existing MOAs, MODs, and.or other agreements involving the parties indicated in Ithis MOU shall remain in force and effect. However, should there be discrepancy, such shouldbe subject to Article VI (Amendment/Modification) of this MOD.

IN FURTHERANCE of the parties' common goals, objectives and missions, the partiesjointly agree to implement projects and activities relating to community-based livelihood and'enterprise development in the spirit of convergence, collaboration and cooperation; utilizingand/or pooling their respective resources; subject on what capacity is available at their respectivedisposal, towards the attainment of providing community-based livelihood, and development or .enhancement ofMSMEs and community enterprises for countryside development.

VIII. MISCELLANEOUS. i

The parties agree that terms of this MOU are on a broad in-principle basis except for iArticles II, VIand VII hereof, do not constitute a binding agreement on any of the parties to takeon, initiate or to enter into a program implementation activity, or to consummate any transactioncontemplated hereunder unless and until the parties have entered into a Memorandum ofAgreement for a specific activity under this MOD.
