Minutes of the 162nd Meeting of Operation Coordination Committee (OCC) held at SRPC Bengaluru on 10.12.2019
1. Introduction
1.1 The 162nd Meeting of Operation Coordination Committee of SRPC was held on 10th
December 2019 at SRPC, Bengaluru. The list of participants is given at Annexure-1A.
1.2 Shri A Balan, Member Secretary, SRPC welcomed all the participants to 162nd OCC Meeting. He stated that last month there were many meetings/workshops conducted to discuss various important issues as follows:
Technical Workshop on “Solar Power Forecasting” held at Bengaluru on 4th & 5th Nov. 2019 which was organized by NIWE & GIZ.
Result Dissemination workshop on Controlling Power Generation & Ancillary Services from RE(Wind & Solar) generators organized by M/s GIZ. The final draft report had been circulated among the states for comments. SRPC had submitted their comments.
A Special Meeting was held on 07thNovember 2019 to discuss the Accounting Methodology during diversion of RSTPS share of Goa through WR.
Meeting on UNMS and ISTS communication system was convened on 11.11.2019 and minutes are available at SRPC website. The recommendations/decisions would be put up in the forthcoming SRPC Meeting for consideration.
Meeting on Communication availability from NLDC/RLDC to nearest wideband node/switch yard for the generating station under AGC as per CERC Order 319/RC/2018 dated 28.08.2019 was held on 13.11.2019.
7th PSS Meeting was held on 14.11.2019. Active participation of many generators in the Meeting was appreciated.
A Special Meeting was held on 05.12.2019 to discuss the scheduling issues of Pavagada Solar Park.
A special meeting of Commercial Subcommittee was held on 09.12.2019 to discuss on availing of construction power to KKNPP Units 3, 4,5& 6 from Units 1 & 2.
Joint Study Group Meetings of Transmission Planning were held on 21st /22nd of November 2019 at New Delhi. Special Meetings to discuss delay in commissioning of Kaiga and KKNPP reactors & delinking of 400kV RTPS-BTPS-JSW- Guttur line at 400kV JSW SS were also held on 22nd November 2019 at CEA. MoMs of all the Meetings have been circulated by CEA. Chairperson, CEA felt that operational issues may be handled at RPC level itself.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
9th NPC Meeting was held on 22.11.2019 at NRPC. Chairperson, SRPC and Chairperson, TCC and MS, SRPC had attended the meeting. Many important issues were discussed, minutes of the meeting is awaited.
PSDF review Meeting was held on 25.11.2019 at SRPC, Bengaluru which was chaired by Member (GO & D), CEA. Minutes of the meeting is awaited.
He informed that CERC had extended the date for giving comments on Draft CERC (Sharing of Inter-State Transmission Charges and Losses) Regulations, 2019 up to 31st December 2019. He requested all the entities to give their proper feedback in advance so that it could be considered/incorporated in final notification. Feedback after notifying the regulations may not be considered. SRPC had already furnished comments from RPC side.
All Renewable Energy Generation Companies are requested to intimate the commissioning of RE generation capacity to CEA whenever a new generator is commissioned (Notice available on CEA website). He requested all concerned to take up with RE generators and assure that the information as required is communicated to RPM Division, CEA as per the format given.
He informed that 36th TCC and 37th SRPC Meetings would be held on 31st January 2020and 1st February 2020. TSTRANSCO/TSGENCO had kindly agreed to host the Meetings at Hyderabad.
First Meeting of SRPC TP is scheduled on 16.12.2019 at Hyderabad.
He wished that this meeting will be helpful in taking decisions to help in secure grid operation.
1.3 SE(O), SRPC took up the agenda for discussions.
2. Confirmation of the Minutes of the 161stMeeting of OCC of SRPC held on
10thNovember 2019 at SRPC, Bengaluru. The Minutes of the 161st OCCM were confirmed.
3. MAJOR ISSUES
3.1 Status of URTDSM PMU shifting as agreed in the 36th SRPC Meeting Shifting of PMUs(considering the requirements of SR Grid in view of large integration
of RE and commissioning of LI projects) had been discussed in the 156th/157th OCC Meetings and subsequently in 36th SRPC Meeting held on 12.07.2019. SRPC had approved that the charges towards shifting of PMU would be booked by PGCIL under O&M or any other project.
It was noted that Under URTDSM project (commissioned in September 2018) 255 PMUs were installed in 65 S/Ss of SR. Total PMUs in SR II is 158 in which 142 PMUs were installed under URTDSM and the balance (16) PMUs were installed under respective transmission projects. SR I have installed 113 PMUs.

In the 160th OCC Meeting, SR I & SR II had agreed to shift the PMUs from unutilized stations to STATCOM locations (Hyderabad, Udumalpet and Trichy). Also it was decided that SRLDC and SR II would discuss and finalize the RTU movement w.r.t RE locations (from where to where).
In the 161st OCC Meeting, it was noted that SRLDC vide letter dated 08.11.2019 had taken up the issue of shifting of the PMUs at STATCOM, RE, Pump locations etc. with PGCIL
SR II vide letter dated 19.11.2019(Annexure-3A) had informed that shifting and decommissioning of PMU panels from Tirunelveli S/S to Udumalapet S/S and Trichy S/s are in tendering process and orders are to be placed by December 2019 and work completion is expected by January 2020. Further optimization of PMU configuration is not possible in any other locations of SRTS II and balance requirement may be incorporated in URTDSM Phase II Project.
SR I vide letter dated 18.11.2019(Annexure-3B) had informed that PMU from Srikakulam had been shifted to Hyderabad (Ghanapur) and is integration is underway. Balance requirement may be incorporated in URTDSM Phase II Project.
Subsequently SR I had informed that PO for commissioning works had been given to M/s GE and commissioning is expected by 15th December 2019.
SRLDC vide letters dated 25.11.2019(Annexure-3C) had requested SRTS I & SRTS II that shifting work of PMUs may be completed as approved in SRPC Meeting. It was also requested that the status of shifting of PMUs may kindly be updated and probable date of commissioning of PMUs in new location may be intimated at the earliest.
In the Meeting, SRLDC expressed concern regarding the delay in shifting the PMUs as approved in the SRPC Meeting.
SR I informed that in the 36th SRPC Meeting SR I & SR II were requested to explore the possibility of shifting the PMUs as listed out. PMU from Srikakulam had been shifted to Hyderabad (Ghanapur) (STATCOM) and is being integrated.Regarding shifting of PMUs from Vemagiri to APTRANSCO S/Ss (KTS-6{PST}, Ramagudu{LI}, Medaram{LI}) SR I expressed difficulties faced by them in coordinating with APTRANSCO/TSTRANSCO (during the execution of URTDSM Phase I project) and suggested that this may be taken up in URTDSM Phase II project. Many issues like permission to enter into S/Ss, lack of coordination, approvals etc were faced by PGCIL. Management had taken a decision that shifting of PMUs to non Powergrid stations will not be taken up by Powergrid.
SRLDC informed that these proposals are required in selected critical locations from grid operation point of view considering RE integration, LI projects, phase shifting transformers and network changes which havetaken place. SRPC decisions can be relooked only if specific technical issues are pointed out. Citing coordination/support issues the proposals cannot be dropped. SRLDC stated that even the funding issues had been addressed.

SE(O), SRPC stated that as per CEA’s Connectivity Regulations, system operators are empowered to get any real time operational data, SCADA data etc as prescribed by them.
MS, SRPC requested APTRANSCO and TSTRANSCO to extend support to PGCIL to carry out the works from grid security point of view.
DE,APTRANSCO said that a Powergrid representative may accompany M/s GE when they come for installation/or any other works in APTRANSCO substations. He assured that they will cooperate in carrying out the works. Prior information needs to be communicated by PGCIL.
SR II & SR I agreed for the proposals for addition of feeders in the PMUs. It was suggested that the issue may also be discussed with higher management during the SRPC TP Meeting scheduled on 16.12.2019 at Hyderabad.
Conclusion in the Meeting: SR I informed that PMU from Srikakulam had been shifted to Hyderabad
(Ghanapur) (STATCOM) and PO for commissioning works had been given to M/s GE and commissioning is expected by 15th December 2019.
APTRANSCO/TSTRANSCO assured of required support at their end. Advance information needed to be communicated by PGCIL.
After deliberations, SR I & SR II agreed to take up the other proposals of adding feeders to existing PMUs (Karaikudi(SR-II), Narnoor & Mahboobnagar (SR I)).
SR I stated that the discussions in the OCC would be communicated to the Higher Management.
3.2 Delay in payment by NTPC to Powergrid SR I in respect of LDP
In the Meeting,SR I expressed concern regarding the non-payment from NTPC Simhadri for the LDP relays (Line Differential Protection ) procured by Powergrid from M/s GE on behalf of NTPC (as recommended by sub committees of SRPC).
NTPC requested SR I to furnish the details in this regard and assured that the issue would be solved bilaterally/amicably.
3.3 Outage of SCADA data of RTUs
SRLDC vide E-mail dated 15.11.2019 had informed regarding the continuous outage of SCADA data of 104 protocol RTUs. Some of the RTUs have been revived and are reporting to main SLDC. The data of all 104 protocol RTUs are not reporting to SRLDC back up Control Center.
RTUs at Karaikudi, Dharmapuri, C-Peta, Vijayawada, Khammam, Kudgi, N P Kunta& NLC TS II Exp.etc are not reporting to SRLDC Main & Back Up Control Centre.
SRLDC requested PGCIL to analyze the issue for ensure proper rectification and non-repetition of such outages. Corrective action may be shared with SRLDC. Many RTUs are under process of conversion to 104 protocol.

In the Meeting, SRLDC expressed concern regarding the outage at Ghanapur, Khammam, Trivandrum, Hosur, Vijayawada, Trivandrum and Trichy where 101 protocol had been upgraded to 104 protocol. SRLDC suggested that the works may be held up till the existing issues are resolved. Neyveli TS II data is not reporting since two and a half month despite of continuous follow up by SRLDC. Communication dated 13.11.2019 in this regard to PGCIL is at Annexure-3D) There was no response from PGCIL.
SR II informed that the issues have surfaced during upgrading of RTUs from 101 protocol to 104 protocol. Issues at Kudgi, Dharmapuri, Vijayawada and Khammam had been rectified. The issues of the remaining stations would be resolved within 15 days. SR II informed that NLCIL issue is due to NLCIL equipment compatibility issue and lack of coordination at NLCIL/vendor end.
NLCIL informed that they are coordinating with PGCIL.
MS, SRPC opined that communication is a vital part facilitating smooth system operation. Without proper data, real time operation is at risk. He suggested that communication experts may be made available at each generating station, important sub stations etc so that the issues may be resolved in a short period.
Conclusion in the Meeting: SRLDC expressed concern on continuous outage of SCADA data of 104 protocol
RTUs. NLC TS II Expansion data was not updated since one and a half month.
SR II informed that the problem had been observed during reconfiguration while upgrading of RTU protocol from 101 to 104. Support from SRLDC was also required to resolve the issues. The issues would be resolved within 15 days.
NLCIL and SRTS II agreed to resolve the NLC TS II Expansion issues within one week.
SRLDC suggested PGCIL to hold up the works of upgrading of RTUs to 104 protocol till the current issues are resolved.
3.4 Preparedness for Solar eclipse on 26th December 2019 - Handling Solar generation steep reduction/increase Solar eclipse would be experienced on 26th December 2019 and it will mainly pass
through southern part of India, severely effecting solar generation in Southern Region. Solar eclipse starts approximately at 08:00 hrs and ends by 11:30 hrs.
In the 161st OCC SRLDC had presented regarding the effect of Solar Eclipse in SR. All the states had assured that they can manage their load generation balance during the solar eclipse with the available resources and proper load management.
Subsequently SRDC vide E-mail dated 25.11.2019 had furnished the operational planning for solar eclipse day for Southern Region.
All the constituents had been requested to plan their load generation balance accordingly.

In the Meeting SRLDC informed that in the last meeting SRLDC had furnished the operational planning for each states and states were requested to come with their own plan for control area wise LGB plan and submit to SRLDC.
KPCL informed that they have communicated to all the generators to not to take out any units on solar eclipse day. In Karnataka 3600 MW Hydro power is available. If at 08:00 hours LGB can be met by 1500 MW in KPTCL control area, from 08:00 hours 2000 MW can be added at the appropriate ramp till solar eclipse ends. KPTCL and KPCL needed to coordinate and finalize the schedules.
APTRANSCO informed that they have given instructions to GENCOs in this regard. APTRANSCO was requested to take up specifically with Solar generators also. Operators should be made available at solar generating stations on that day.
TANTRANSCO informed that they have circulated operation plan for solar eclipse day to all the concerned which will be shared to SRLDC/SRPC. TSTRANSCO informed that they can manage with Srisailam and N’sagar. LI schedule also may be rescheduled. TSTRANSCO was requested to prepare a document and submit to SRLDC.
SRPC requested ISG Stations to put additional staff in control rooms of stations to control the generation/keep required ramp in case of emergency.
SRLDC informed that POSOCO(NLDC) had prepared a report on Solar Eclipse which is available at NLDC website in the following link:

The following are the three major steps of concern:
1. Creating awareness among the concerned entities
2. Accurate estimation/forecasting of solar generation.
3. Acting as per the operation planning prepared
The following were concluded:
SRLDC had furnished the operational planning guidelines for solar eclipse day for LGB management.
All SLDCs informed that the plan had been worked out. All SLDCs were requested to finalize the plan (block wise) and submit to SRLDC.
ISG stations were requested to maintain adequate staff in the control room during the eclipse.
SRLDC informed that NLDC had uploaded an operational planning report which can be downloaded from NLDC website.
The final presentation & operational planning guidelines can be downloaded which is separately uploaded as Annexure-3E.

3.5 Emergency shutdown SRLDC informed that as requests are made through web portal, emergency &
opportunity shutdown, requests are also needed to be uploaded in the web portal. SRLDC demonstrated the procedure. In the outage web portal another link is given as emergency shutdown (for OSD also same needed to be selected and comment may be made as OSD). Entities can request on D-1 or D day.
MS, SRPC stated that emergency shut downs needed to be discouraged until unless real emergency is there. There is no provision for checking the gravity of emergency.
SR I informed that they are not able to download the outage request by other agency of Powergrid lines (if the line is owned by PGCIL and S/Ss owned by other agencies and line shutdown requested by other agencies). The request copy is required to be submitted to SRPC for availability certification purpose.
SRLDC informed that they will look into the provision of enabling download shutdown proposal/approvals by all irrespective of the ownership of the element.
SE(O), SRPC reiterated that emergency shut downs may be taken up by SRLDC and SRPC concurrence may not be needed. As per IEGC Clause 5.2, in case of contingencies like threat to grid security, equipment failure, life threat to human beings etc., elements can be taken out and may be informed subsequently.
3.6 Kudgi PG test/ NTECL ramp test/ Simhadri APC Test
Ramp Test: NTECL In the 161st OCC Meeting, all the states had agreed for the giving schedules for ramp
tests of NTECL. NTECL was requested to give the schedule on D-1 and on the day also and the states would be informed accordingly.
Kudgi PG Test Kudgi had furnished the schedule from 04.12.2019 to 07.12.2019 for combustion
adjustment / tuning and from 09.12.2019 to 13.12.2019 for performance guarantee test. Full load for 8 to 10 hours would be required. Communications to States dated 09.11.2019 in this regard from Kudgi is at Annexure-3F
Subsequently NTPC Kudgi vide E-mail dated 08.12.2019 had informed that NTPC is going to synchronize Unit-2 at 18:00 hrs on 9th Dec'19 for carry out Boiler PG test and related activities. NTPC will intimate SRLDC control room regarding the required schedule pattern (above tech min) on D-1 on daily basis. In view of SCED operation, to facilitate smooth conductance of the Boiler PG test and related activities, it was requested to change the Technical Minimum to 750 MW during the test period (16:00 hrs to 24:00 hrs)
Simhadri APC test
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
NTPC Simhadri vide letter dated 10.12.2019(Annexure-3G) had requested for special generation schedule to facilitate conductance of Site Acceptance Test(SAT) of Advanced Process Control (APC) package.
The following were noted:
Advance Process Control (APC) package is under implementation in all the four units of Simhadri. The package is a very significant project as based on the success of this project the same is going to be implemented by all generators to enhance better stability to grid and economic power generation. APC has been commissioned in U-3 &4 of Simhadri and tests are to be conducted for assessment & efficacy of new control loops.
Capturing complete data as per attached schedule is essential and forms base for successful operation of APC. Implementation of successful APC will go a long way in achieving desired ramp rates without parameter excursions and helps in maintaining health of the machine for reliable operation leading to reliable grid. Initially test will be done in Unit-4, after that similar tests need to be done in Unit-3. The tests are scheduled to be started from 10.12.2019 & total no. of tests is to be done in a span of 8 days.
After deliberations the following were concluded:
It was agreed that testing would be carried out between 16:00 hours to 22:00 hours preferably on week days (Monday to Friday).
It was agreed that NTPC/NTECL would discuss among themselves and come out with schedule of testing. The same would be informed to beneficiaries/SRLDC at least 5 days in advance and would be confirmed on D-1 day.
The test would be allowed at only one station at a time.
3.7 RSD Issues
TSTRANSCO request to SRLDC to examine the possibility of one or two units Ramagundam, NTPC under RSD TSTRANSCO vide letter dated 29.10.2019 had informed that TS share (345 MW) from
Ramagunadam Units(I-VI) is being surrendered on day ahead basis. SRLDC may examine the possibility of one or two units of NTPC, Ramagundam under RSD and can accommodate other beneficiary share from other on-bar units so that other beneficiaries will not be affected and TS can maintain their LGB optimally under current low demand and high hydro generation availability period.
161st OCC conclusion All the states were requested to revert back on the following before next OCC meeting:
During the day of operation, SRLDC would take a call on the unit to go on RSD or not depending on the grid conditions as per clause 6.2.2 of the Procedure.
Whether the monitoring could be retained at 8 hours, or could be reduced to 4 hours or the technical minimum criteria could be removed completely

on D-1 and on day of operation (requisitions as requested by beneficiaries would be communicated to the generators).
It was agreed to follow the procedure as agreed in the 154thOCC meeting till further conclusion.
In the Meetingall the states except TSTRANSCO opined that the procedure as agreed in the 154th OCC would be continued.
RSD Procedure- TSTRANSCO proposal:
TSTRANSCO vide letter dated 03.12.2019(Annexure-3H) had furnished certain cases to be considered for taking out generating units under shutdown (surrendered quantum by single beneficiary/multiple beneficiaries is equivalent to ex-bus capacity of one unit). TSTRANSCO desired discussion on the proposal in the forth coming OCC Meeting and also preferred to submit the same to CERC.
In the meeting, it was decided that the new TSTRANSCO proposal would be further discussed in the next OCC Meeting. States were requested to give their comments in this regard.
3.8 High voltage in NTECL evacuation lines
NTECL vide E-mail dated 06.12.2019 had expressed concern regarding high voltage experienced in NTECL evacuation lines. Voltage of 400 kV lines during November 2019 is enclosed at Annexure-3I. NTECL pointed out that generators are operating in extreme points of capability curve (maximum MVAR absorption). In spite of high MVAR absorption, all running equipments are subjected to higher voltage than rated. NTECL requested to kindly look into high line voltage at NTECL, Vallur and accord permission to take out lines during high line voltage condition.
In the Meeting, NTECL expressed serious concern regarding the high voltage experienced in NTECL evacuation lines.
MS, SRPC desired to know the capacitor status(on or off) in the high voltage areas in TANTRANSCO/TANGEDCO system. He suggested that all capacitors needed to be switched off to arrest the high voltage. He also recommended that the node wise flow of MVAR needed to be assessed for all the lines to find out whether lines are injecting MVAR to generator side.
TANTRANSCO informed that they have taken up the issue with TANGEDCO. TANTRANSCO confirmed that the TANTRANSCO capacitor banks at 110 kV level and above are switched off. DISCOM level status needed to be checked.
The following were noted after deliberations: TANTRANSCO was requested to take up the issue of capacitor switching off with
TANGEDCO. TNSLDC may study the reactive power absorption at nearby generating stations
and direct the generators suitably. Reactive power absorption at Basin Bridge could also be examined.

TNSLDC/SRLDC may examine opening of lightly loaded lines during high voltage conditions. Reactor healthiness could also be ascertained.
3.9 High voltage condition maintained in various southern part of TN
TANTRANSCO vide letter dated 07.12.2019(Annexure-3J) had informed that during low demand period many nodes in the Southern part of Tamil Nadu at 230 kV and 110 kV level are experiencing high voltage problems. To minimize the voltages lengthy lines/lightly loaded lines connected to these nodes are being disconnected. To avoid damage to equipments it is requested to keep PGCIL ICTs nearby these nodes at standby condition.
In the Meeting, SRLDC & PGCIL stated that there won’t be any noticeable improvement in voltage even if transformer is kept in idle charged condition as transformer will absorb very meager MVARat no load. SRLDC felt that some protection issues may also arise.
After discussion the forum concluded that there may not be any tangible improvement by keeping the PGCIL ICTs nearby these nodes in standby condition (in idle charge).
3.10 Deemed availability computation of M/s STPP U1 & U2
TSTRANSCO vide letter dated 27.11.2019(Annexure-3K) had requested for clarification regarding availability computation of M/s STPP U1 & U2 during the disturbance occurred at 400 kV Ramagudu substation in the month of March 2019/during PG tests :
Is there any timeline to consider deemed availability during black out condition other than normal hot start up time timelines
Is there any precedence to consider higher DC for considering PG tests in addition
In the Meeting, TSTRANSCO informed that on 12.03.2019 at 17:02 hours there was a disturbance at 400 kV Ranadugu substation which led to tripping of 2x600 MW STPP units on loss of evacuation. The units were synchronized at 16:12 hours on 13.03.2019 and on 16.03.2019 at 12:06 hours respectively. TSTRANSCO certified the availability as per the information furnished by STPP for hot star up time and time to reach full load etc. But STPP had raised certain issues regarding this certification and TSTRANSCO requested for guidance of OCC forum in this regard. Further TSTRANSCO had desired to know whether any provision is there to consider higher DC during PG tests etc.
The following were noted in the Meeting: There was no approved procedure for deemed availability (DC) for ISG stations
during complete black out as it had not been defined upto which time period from the time the external power is extended to the generating station the DC can be assured.
NTPC/NLCIL/NTECL/NTPL stated that they would examine and revert back by next OCC.

The issue of considering higher DC during PG tests (TSTRANSCO query) would also be discussed in the next OCC.
3.11 SR II Agenda Items
PGCIL, SRTS II vide letter dated 04.12.2019(Annexure-3L) had requested the following issues to be discussed in the 162nd OCC Meeting.
a) Clearance Issue: Construction of dead end tower of 230 kV Rasipalayam-Mywadi feeder by TANTRANSCO near 400 kV Salem-Udumalpet line.
b) Signing of charging clearance formats of SRLDC
The following were noted in the Meeting:
TANRANSCO informed that the tower is yet to be dismantled, action is being taken by TANTRANSCO for the same. Another tower is being constructed with required clearance from Salem-Udumalpet line.
SR II requested TANTRANSCO to furnish the updated drawings. Regarding signing of charging clearance formats TANTRANSCO informed
that the formats had been sent to different wings and requested PGCIL to forward the same to TNSLDC for them to facilitate the signing.
3.12 Clarification for decrease in Wind/Solar power generation in October 2019 in comparison to October 2018
CEA vide letters dated 28.11.2019(Annexure-3M) had requested states to furnish the reason for reduction in generation of Wind & Solar in October 2019 compared to October 2018 to CEA urgently.
Also it was informed that the information as requested vide CEA letter dated 19.09.2019 requesting sharing of data of curtailment as per instruction issued by RLDCs to their respective SLDC vide their letter dated 06.08.2019 for the months of September and October 19 is still not received.
It is requested that both these information may please be shared urgently on email id :[email protected]. and [email protected].
It was noted that Joint Advisor, NITI Aayog vide email dated 18.09.2019 has sought information about curtailment of RE generation for preparing a report on reference sent by PMO.
In the Meeting it was noted that TS and TN had submitted the data, AP and Karnataka were requested to furnish the reason by 11.12.2019.
3.13 Renewable forecasting
As requested by OCC forum SRLDC presented the forecast, actuals and forecast errors for wind and solar for the previous month in the OCC Meeting. All states had been requested to furnish the implemented forecast, day ahead forecast & actuals also(before 5th of every month). It was noted that this data was being sought by higher forums and other entities.

In the Meeting, SRLDC presented the forecast, actuals and forecast errors for wind and solar for the months of October 2019 and for November 2019.
It was observed that Telangana forecast error for Solar was better compared to other states.
AP solar actuals were always less than forecast.
KAR solar actuals were much more than the forecast.
TN had furnished data for wind. Solar forecast was not furnished. Solar forecast to be started by NIWE.
All the states were requested to analyse the forecast errors for improvement. Improved forecast will help in better planning of LGB of individual state.
3.14 Daily Load Forecasting by SLDCs
In the Meeting SRLDC presented the error (forecast Vs actual demand) for the month of November 2019(Annexure-3M-1). Except KPTCL all the states showed nominal error. KPTCL error was more on 1st & 2nd of November 2019 because of holidays on account of Karnataka Rajyothsava.
3.15 URTDSM project
SLDCs to make use of the Analytical Applications in close coordination with SRLDC. Issues, if any, needed to be brought to the attention of PGCIL (Smart Grid) & IIT B.
The following were noted in the meeting: SR II informed that SAVT of TN had been completed. M/s OSI has been given one and a half month time to sort out all the issues and
PGCIL requested all the LDCs to coordinate and ensure completion of the works. SR I expressed concern over the non-resuming of SAVT at APSLDC citing different
reasons and sought cooperation from APSLDC. APSLDC stated that all the queries were not being replied by the vendor. SR I/forum requested APSLDC to sort out the issues and ensure timely completion
of SAVT.
MS, SRPC stated that mutual coordination is very much required to solve the issues and it is not appreciable to withhold the works because of lack of proper communication.
3.16 Status of Implementation of the revised FGD Installation/ESP Up-gradation Plan
CEA/MoP is seeking updated information in respect of implementation of revised FGD installation/ESP Up-gradation Plan and the regular updated may kindly be furnished.
CEA vide letter dated 06.11.2019 had requested to submit the Phasing Plan for units commissioned after 31.03.2019. In SR TSTRANSCO/TSGENCO is requested to furnish the plan w.r.t.Kothagudam Stage VII Unit 7(800 MW) – COD -28.12.2018.
In the 161st Meeting TSGENCO informed that they will be furnishing the information to CEA with a copy to SRPC.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
SRPC had suggested to compile the information regarding Bhadadri(Manuguru) TPS also whose COD is expected shortly.
TSSLDC/TSGENCO to furnish the information at the earliest to CEA with a copy to SRPC.
CEA vide letter dated 27.11.2019(Annexure-3N) enclosing MoP letter dated 01.11.2019 had enclosed the consolidated information received from various developers for their respective FGD implementation phasing plan.
It had been requested to all concerned that the missing information if any (regarding upcoming projects/units) may be furnished to CEA with a copy to SRPC. Also the furnished information in the Annexure may also be scrutinized and discrepancies, if any, may be brought to notice.
In the Meeting it was noted that a Meeting is scheduled on 11.12.2019.
Subsequently it was noted that a Special Meeting was convened on 11.12.2019 at SRPC Bengaluru.
Minutes has been issued on 12.12.2019. All concerned generators to revert back by 20.12.2019 with comments, if any.
3.17 Requirement of fresh CEA clearance for restoration of transmission elements, which were under breakdown for more than 6 months
Central Electricity Authority (Measures relating to Safety and Electric Supply) Amendment Regulations, 2015 clause no 43 is reproduced below:
“Every electrical installation of voltage above the notified voltage and all the apparatus of the generating stations and above the capacity specified under regulation 32, shall be required to be inspected and tested by the Electrical Inspector before commencement of supply or recommencement after shutdown for six months and above for ensuring observance of safety measures specified under these regulations: Provided that the owner or supplier or consumer has the option to get his installation inspected and tested by the Electrical Inspector of the Appropriate Government.”
In the Meeting, MS, SRPC stated that this is an important regulation in view of safety requirements and needs to be followed by State utilities, Private utilities and Central sector utilities in the field of power sector.
All the entities are requested to take note of the same and take up with the concerned wings.
3.18 Commissioning of Edamon - Kochi line
In the Meeting, SR-II informed that Circuit II is expected to be commissioned by 20th December 2019.
Subsequently it was noted that Tirunelveli- Kochi Circuit II was charged and synchronized to grid on 14.12.2019 at 16:35 hours.
3.19 Shutdown of Kochi-Trichur
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
In the Meeting KSEBL informed that PGCIL had requested for an outage of 25 days for Kochi-Thrissur line to facilitate LILO/tapping arrangements of the line at 320kV HVDC substation/Thrissur. There were other shut downs(Madakkathara-Lower Periyar 220 kV line for 75 days- making LILO at Chalakkudi S/S-conversion of single ckt single voltage to multi ckt multi voltage is involved) planned and the shutdown of Kochi-Trichur could be taken up immediately.
SR II agreed for the same. The shutdown was approved w.e.f. 15.12.2019 to 05.01.2020.
Subsequently, KSEBL vide letter dated 17.12.2019(Annexure-3O) informed that due to the above shutdown, ATC reduction of 340MW is imposed for import to Kerala control area. This has severely affected the import capability of the State thereby unsettling the load generation balance. As annual overhauling of number of hydel machines is scheduled from first week of January 2020, the State will depend on import of power to meet the shortages. KSEBL requested PGCIL, SR II to compress the shutdown period from 15thto 31stDecember 2019 so that the ATC is restored back from 1st January, 2020. Balance work, if any, can be concurred after improvement in the internal generation availability.
3.20 Disaster Management Group
Plant Level Emergency Group (EMG) formation confirmation to be communicated by GENCOs/generators/RE generators.
It was noted that Plant Level Nominations had been received from the following:

NTPL Tuticorin TPS & NCTPS (TANGEDCO
HNPCL NTPC(All NTPC Stations including Kayamkulam).

In the Meeting the following were reiterated:
The first Meeting of RDMG for power sector was convened on 23.10.2019 at SRPC Bengaluru. Minutes of the Meting are available at SRPC website. SRPC vide letter dated 31.10.2019 had communicated certain issues to CEA which were to be put up to CDMG as per deliberations in the Meeting.
MoP had convened a meeting regarding manual of electrical infrastructure for natural disaster related to SRPC on 20.08.2019. There are few actionable points which need to be complied. SRPC vide letter dated 30.09.2019 had communicated in this regard to concerned entities. The following information were requested to furnish:

KPTCL vide letter dated 25.11.2019 (Annexure-3P) had furnished the details as required to be furnished as per MOM of the MoP Meeting held on 20.08.2019.
All the other concerned are requested to take action as per the minute of the meetings held on 20.08.2019.
Disaster Management plan needed to be / updated by all the concerned entities keeping in view the CDMP for power sector released by CEA / MoP and other guidelines etc. The same would be submitted to RDMG.
3.21 Simhadri /Ramagundam Islanding scheme
In the 161st OCC Meeting, APTRANSCO had informed that the scheme for Simhadri islanding had been put up to Director for approval. SRLDC had informed that Ramagundam islanding Scheme would be reviewed considering LI Pumps.
In the Meeting the following were noted:
Simhadri Islanding: APSLDC informed that they have submitted the updated scheme. SRLDC informed that they have submitted the base case which is not sufficient for analysis and requested APTRANSCO to furnish the list of the lines being opened and the list of generators(IC/generation considered) for formation of the island. SRLDC/SRPC would review the same.
Ramagundam Islanding: SRLDC informed that they have initiated the job, but in the island around 6990 MW LI scheme generation is involved and there is no clarity regarding the actual generation and connectivity. Existing scheme may not work. It was agreed that TS(study team & SLDC) SRLDC & SRPC would discuss the Ramagundam islanding Scheme in a separate meeting in the first week of January 2020. Meeting would be called by SRLDC.
3.22 Energy Scheduled inside the region and outside the region from REs
CE(RPM) division, CEA vide letter dated 03.06.2019 had requested for the details - "Energy Scheduled inside the region and outside the region from RE generating station which has been given connectivity & LTA on Green Energy Corridors (both Central & State)".
WPDs/SPDs connected to Sub stations under Green Energy Corridor along with Installed Capacity (MW) details & corresponding schedules and actuals (from April onwards) needed to be submitted.
No information had been received from any of the entities (KSEBL had informed that at present they don’t have any WPD/SPD installed under GEC).

In the Meeting, KPTCL informed that they have written to Planning and RE wing requesting them to furnish the details urgently vide letter dated 19.12.2019(Annexure-3Q).
TSTRANSCO confirmed that there is no WPDs/SPDs under GEC Corridor.
APTRANSCO informed that they have taken up with planning wing.
All the concerned entities to furnish the information at the earliest.
3.23 Technical Specifications of Interface Meters
The matter regarding the finalization of technical specifications required for the Interface Energy Meters (IEM/SEM with AMR, configurable recording intervals etc.) was deliberated in various meetings.
It was noted that PGCIL needed to take action in compliance of SRPC decision (not to link with other issues like common specifications for all the regions etc).
In the 160thOCC Meeting, it was agreed that parallely Pilot SEMs could be installed to assess the performance. The final specifications for SEMs under AMR could be prepared but frozen after amendment of CEA Metering Regulations is notified.
In the 161st OCC Meeting SR-II informed that they were in touch with SRLDC to finalize the specifications at SRLDC end.
In the meeting, Senior GM, SR II informed that they have visited CDAC and had requested CDAC to give budgetary offer. He suggested that testing of meters may be started, by the time CEA may also notify the specifications.
SE(O), SRPC desired to know the status of Data center (Processing at SRLDC control center). He recalled that the requirement of AMR were raised by states and arose because of sign change violations. Even though that provision had been relaxed now, it will be implemented again from 01.04.2019. States also needed to take up with PGCIL in this regard. PGCIL was entrusted to freeze the specifications and needed to come up with proposal/cost estimate to SRPC. SRPC may take the decision.
CE, KSEBL recalled that the issue had been discussed in various forums of SRPC and SRPC also had approved for the implementation of the same by PGCIL. He requested PGCIL to give a road map of the implementation of the project.
Conclusionin the Meeting: SR II assured that technical specifications (including at SRLDC control Centre) would
be finalized within one month. The project may be completed in one year.
All the states suggested PGCIL to take necessary steps to comply with SRPC decision.
3.24 Periodical Audit and Vulnerability Assessment & Penetration Testing (VAPT) of Infrastructure
CISO MoP vide letter dated 31.01.2019, 20.02.2019, 22.04.2019 and 29.05.2019 had requested all stake holders to carry out Cyber Security Audit and VAPT of ICT Infrastructure, website, web application etc in defined intervals by CERT-IN

empaneled cyber security audit agencies to avoid vulnerability and report to CISO MoP along with the key findings of the audit. The above details may kindly be sent to [email protected] with a copy to [email protected].

The following were noted in the Meeting:
KPTCL informed that tenders for third party auditing of Control Centers of SLDCs would be opened on 18.12.2019.
KSEBL informed that the WO for Cyber Security Audit for Control Centre would be completed by 15.01.2020.
TSTRANSCO informed that C-DAC was yet to take up Security Audit of TSTRANSCO website.
CERT certified agencies needed to be approached for the audit.
SRPC pointed out that as per CERC Regulations Cyber Security Audit was to be carried out for the year 2019-20. All the concerned entities needed to take note and communicate the dates and details in this regard to SRPC.
MS, SRPC emphasized that vulnerability from internal sources/insider also needed to be taken care other than external sources.
3.25 Data requested by CEA- Optimal Generation capacity Mix for the year 2029-30
CEA had communicated that a draft report on Optimal Generation Capacity Mix for the year 2029-30, which was on public domain for comments of stakeholders. One of the comment received was regarding change in Load pattern (8760 hours) due the shift of agricultural load from peak time (usually night time to afternoon time when solar is available) by many states. In this connection, it was required to analyze the

impact of shifting of Agricultural load and its impact on the All India hourly demand patter in recent time.
To analyze the impact the following data is required at stage/regional level:
1. Hourly regional load data (in MW) of 8760 hours for the last 3 years. 2. Year-wise, state-wise hourly agricultural load data (in MW) of 8760 hours for
the last 3 years for the states which have witnessed the shifting of Agricultural electrical load from peak to off peak hours over the last few years.
The following were noted in the Meeting:
Hourly regional load data (in MW) of 8760 hours for the last 3 years-SRLDC had furnished SR Demand. Only AP had furnished the details among the states.
Year-wise, state-wise hourly agricultural load data (in MW) of 8760 hours for the last 3 years for the states which have witnessed the shifting of Agricultural electrical load from peak to off peak hours over the last few years.- All the states to furnish.
APTRANSCO informed that they have received data from APEPDCL and data from APSPDCL is awaited. After receiving data from APSPDCL consolidated information would be furnished.
KPTCL informed that they would furnish the information within 15 days(by December end)
TANTRANSCO informed that they would furnish the information shortly.
3.26 MoP Requirement: Updation of existing transmission system.
MoP had desired for information regarding existing transmission system (220 kV and above, AC and DC Voltage level) in the country as on 31.03.2019. CEA had already prepared the same and is available on the Link https://bit.ly/33qsbgN.
Vide letters dated 11.10.2019 CEA had requested States (STUs) and PGCIL to update/correct the information in the file available at the above link. It was also requested to furnish the State power map and single line diagram of transmission network (to be submitted by States) and regional level power map (to be submitted by Powergrid).
In the Meeting it was noted that SR I & SR II had furnished the details. States were requested to verify and update and upload the sought information. SLDs & Power map are to be submitted separately. CEA vide letter dated 29.11.2019 had sent reminder in this regard.
3.27 Relocation of SPS schemes
In the Meeting SR II informed that except KPTCL, at all other locations signals are through till load centers.
It was noted that two convertors were required for each link to extend the signal from control room to Kiosk in SAS stations. This requirement was noted during a visit to Hassan Station(SAS sation). States recommended that the cost of the

convertors and associated cable etc could be booked in the project cost.SR II informed that they will procure the converters shortly and they have approached manufactures.
KPTCL to take up with PGCIL for the modifications at Kolar.
The following activities to be carried out:
Carryout the pending works (refer Annexure No.V of 77 PCSC MOM). Carryout the mapping of the feeders in coordination with SRLDC. Furnish the revised list of feeders along with load reliefs under various SPS.
All states to communicate the compliance report in this regard to SRPC / SRLDC.
The mock drills in coordination with PGCIL and SRLDC would be carried out after all SPSs schemes are put in place.
3.28 Reliability of SPS Schemes
In compliance of Commission’s Order dated 26th March 2018 in Petition No. 09/SM/2015, the list of SPS in SR had been communicated to all concerned. SRLDC was to furnish the details of ISTS SPSs and SLDCs for other intra state SPSs. This information is to be submitted along with OCC on monthly basis.
SRLDC vide letter dated 09.12.2019 (Annexure-3R) had furnished the SPS operation during November 2019. It was noted that SPS of Talcher- Kolar operated on 05.11.2019 at 10:55 hours. Total load relief was 948 MW –as follows:
TN – 208(desired 395), KAR-600(desired 250), AP-140(desired- 230)
The following were noted in the Meeting:
APTRANSCO informed that Madanapalli load relief was wired at 220 kV APTRANSCO SS (from earlier at 110 kV feeders).
APTRANSCO informed that RE injection feeder segregation would take 3 months. There were no radial feeders available in Cuddapah region.
It was noted that APTRANSCO can identify the radial feeders anywhere in the state.
SRLDC would come out with details (specified documentation) on SPS for Raigarh – Pugalur HVDC bipole link.
KPTCL was again requested to analyze the reason for relief being realized.
3.29 Weather forecast by IMD
SRLDC had informed that IMD had offered that if states provide required space for installing the weather monitoring equipment at substations they will provide weather forecast information location wise to SLDCs also. When formal proposal from IMD is received, it will be put up to OCC for further direction. (SRLDC to coordinate). In the Meeting SRLDC was again requested to revert back with formal proposal
after discussion with IMD.

3.30 Declaration of “Peak” and “Off-Peak” Hours in a month and high and low demand seasons
As per clause 42(3) CERC (Terms and Conditions of Tariff) Regulations, 2019, the hours of Peak and Off-Peak periods during a day shall be declared by the concerned RLDC at least a week in advance.
In the 161st OCC Meeting SRLDC had projected the procedure and had explained the computation. SRLDC was requested to come out with the sample computations for computing Peak and Off-Peak hours during wind, non-wind seasons etc. The results may be on the total demand and on total demand – RE to have more comprehensive understandings of the procedure.
In the Meeting, SRLDC presented the analysis considering the data from November 2018 to October 2019. It was observed that when net demand is considered peak hours are coming at 08: 00 hours to 09:30 hours and in evening 18:00 hours to 19:00 hours and when peak demand is considered peak hours are coming at day hours(solar hours).
TS, KAR & KER agreed for (total demand – RE). TN and AP stated that they would revert back.
SRPC/SRLDC also suggested that peak hours could be declared on net demand which will capture the need for thermal power.
SRLDC was suggested to share the analysis to all the concerned. States/Generators were requested to revert back on the analysis. The peak hours and off peak hours may be frozen by February 2020. As per Regulation this can be reviewed weekly also.
3.31 Request for additional assistance to Yerandahalli by KPTCL
It was noted that additional support was extended from Hosur S/s after implementing the SPS from 25.10.2019. TANTRANSCO vide letter dated 07.11.2019 had communicated regarding frequent tripping of SPS since KPTCL was drawing more than 140 MW power which was over loading 230 kV Hosur PG- Hosur D/C line enabling the SPS operation.
161st OCC conclusion: KPTCL would restrict the drawals as agreed in the special meeting (held
through VC on 03.09.2019)
KAR SLDC would appraise the Management and communicate to the field and BESCOM to restrict the loads.
KAR SLDC would map the feeder loadings of 230 kV Hosur (PG)-Hosur (TN) lines and create an alarm to take preventive action to avoid triggering of SPS.
KPTCL would furnish their proposal of enhanced request considering the conductor rating, reconfiguration etc to TANTRANSCO for consideration. TANTRANSCO would revert back on the proposal of KPTCL.

KAR SLDC had informed that two officials have been deputed to TANTRANSCO Hosur SS for effective load management in Karnataka system.
KPTCL had informed that they are taking all steps to ensure revival of the system by 10.01.2020 as requested by TANTRANSCO.
In the Meeting the shut down on Hosur-Yerandanahalli line was agreed from 12.12.2019 to 21.12.2019 for reconfiguration works at Yerandanahalli.
The 220KV Somanahally-Yerandanahally line LC work in Mylasandra project has been availed on 27.10.19 in the view of conversion of existing 220KV S/C line between Mylasandra SS to Yerandanahally SS for the period of four months.
During the line clear period additional feed of 120 MW was fed from Hosur SS towards Yerandanahally SS.
In this scenario with the additional load assistance from Hosur SS, the LC work has been completed and charged on 09.12.2019(letter dated 09.12.2019 at Annexure-3S) and from then Yerandanahally is being fed from Somanahallyby about 170-180MW and from Hosur by about 50-60MW in regular manner.
The shut down on Hosur-Yerandanahalli line was agreed from 12.12.2019 to 21.12.2019 for reconfiguration works at Yerandanahalli to take up tower erection, stringing and dismantling works at Yerandahalli.
After SLDC concurrence all the line work has been completed between Mylasandra to Yerandanahally SS and further no additional load feed assistance is required from Hosur SS in the view of line work in Mylasandra scope of project.
3.32 NPCIL Units availability during peak demand period
161st OCC conclusion KKNPP informed that unit-II would be taken out from 09.12.2019 to 11.03.2020
and unit-I would be taken out from 22.03.2020 (75 days till 04.06.2020). The revival of unit-II would be monitored and accordingly part loading of unit-I, if required, would be considered from February 2020.
All constituent states recommended the suggestion of TANTRANSCO of part loading of KKNPP unit-I from November itself.
KKNPP informed that they would put the request of TANTRANSCO/other beneficiaries to the management and revert back.
KKNPP vide letter dated 03.12.2019(Annexure-3T) had furnished the over hauling programme of KKNPP Units. Power generation from KKNPP Unit I had been reduced to 600 MWe for taking up some M/W(was operating at 1000 MWe till 31.11.2019). Generation would be normalized on 03.12.2019. Unit -I generation will be restricted to 900 MWe in the month of December 2019(based on TANTRANSCO’s request) and further review will be taken based on the progress of Unit II S/D works scheduled from 15.12.2019. It was informed that compensation to KKNPP for the reduced power operation will be dealt separately.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
The following were noted in the Meeting:
KKNPP informed that unit-II would be taken out from 15.12.2019 to 17.03.2020 and unit-I would be taken out from first week of April 2020 for 75 days.
KKNPP informed that Unit I would be generating 900 MW based on the request of beneficiary(ies). He informed that they are in receipt of a letter from Chief Engineer, APTRANSCO in this regard and part load compensation issues would be taken up separately.
3.33 Scheduling Issues of Pavagada Solar Park
In the Special Meeting held on 31.10.2019 w.r.t scheduling of Pavagada Solar Park, it was decided to start actual scheduling & accounting of Solar Park from 04.11.2019 for the SPDs connected to S/Ss 3 & 4. SRPC vide letter dated 14.11.2019 had requested SRLDC to furnish the schedules of these SPDs for the week starting from 04.11.2019.
SRLDC vide letter dated 18.11.2019(Annexure-3U) had informed that the details in SRPC letter and details given by KSPDCL vide letter dated 06.11.2019 are not matching and so scheduling and subsequent providing of meter data to SRPC could not be completed by SRLDC from 04.11.2019. SRLDC suggested to convene a Meeting in this regard.
SRPC vide letter dated 25.11.2019(Annexure-3V) had requested SRLDC to furnish the following information and concluded that a Meeting as suggested by SRLDC may be convened after receiving these information from SRLDC
Views of NLDC on KSPDCL letter dated 17.10.2019(requesting SRLDC to waive registration charges)
SRLDCs approach on operationalized LTA vis-vis SPDs under COD of Pavagada Solar Park
In the Meeting, it was noted that a Meeting was held on 05.12.2019 at SRPC Bangalore. It was agreed that scheduling and accounting of the SPDs by SRLDC/SRPC which are part of operationalized LTA (1000 MW) would commence from 00:00 hours of 30.12.2019. Balance 1050 MW would be scheduled by SRLDC once the LTA is operationalized by CTU. It was agreed that a review Meeting would be held on 20.12.2019.
3.34 High Loading of Hiriyur- Nelamangala
In the Meeting, SR II informed that 400 kV Hiriyur-Mysore line would be commissioned by March 2020 (Original schedule – December 2019). They are trying to complete the works by January 2020.
OCC requested PGCIL to complete the works at the earliest as LTA operationalization of Pavagada SPDs was linked to commissioning of these lines. PGCIL needs to take this issue seriously since SPDCs scheduling by SRLDC will be held up.

3.35 High Voltage in Karnataka Control Area
SRLDC in its agenda for 161st OCC Meeting had expressed concern regarding the Critical Grid Operation in Karnataka control area due to over voltages. Conclusion in the 161st OCC Meeting KPTCL had informed that the issue has already been referred to RT wing.
SRPC had suggested KPTCL to check the overvoltage grading set points also.
KPTCL needed to submit action taken report in this regard.
The following were noted in the Meeting
There was no update by KAR SLDC.
3.36 Delay in revival of Nelamangala-Dodaballapur line
In the Meeting, KPTCL informed that Nelamanagala-Dodaballapur 220 kV D/C line was under shutdown(taken by PGCIL-approved for two days for 8th& 9th December 2019). But the lines were not revived in scheduled time. There was interruption in 220 kV system and many lines tripped. Hoody – BIL line survived which was feeding International Airport, otherwise it could have been a very serious issue.
PGCIL informed that the works were delayed due to ROW issues and they had requested KPTCL for extension of LC for one day.
KPTCL stated that the request came by night 9 O’clock only. PGCIL need to assess the requirement of shut down period before taking approval of elements and any delay in revival need to be informed well in advance.
SRPC opined that this issue needed to be taken seriously since there was a chance for interruption of Airport supply and requested PGCIL to avoid such situations in future.
3.37 Deviation in drawals by states
SRLDC vide letters dated 15.11.2019(Annexure-3W had expressed concern regarding deviation in drawals by AP, KAR, TS and TN. These states were requested to take action in real time on the messages issued by SRLDC and also furnish reply to SRLDC letters issued subsequently.
The following were noted in the Meeting:
There were sustained over drawals and under drawals by beneficiaries.
SRLDC stated that the violation messages were issued accordingly. SRLDC informed that they will be forced to go for physical regulations if states are not keeping their drawals in limits.
Entities were to take action in real time on the messages issued by SRLDC and also furnish reply to SRLDC letters issued subsequently.
3.38 Automatic Generation Control (AGC) implementation in India
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
CERC in its Order dated 28.08.2019 had stated, ‘ In the interest of reliable and safe grid operation, the Commission directs that all the ISGS stations whose tariff is determined or adopted by CERC shall be AGC-enabled and the ancillary services including secondary control through AGC be implemented’.
As per CERC Order dated 28.08.2019 all ISG stations whose Tariff is determined or adopted by CERC should be AGC-enabled before 28th February 2020.
NLDC vide communication dated 17.09.2019 had furnished the minimum requirement for AGC connecting equipment at Power plants. List of power plants identified for monitoring by NLDC was also enclosed.
A Meeting was held on 03.10.2019 at NLDC to discuss on the requirements for AGC to be implemented at generator ends by the generators and activities to be undertaken by them for speedy implementation of AGC. The minutes are available at NLDC website. All concerned were requested to go through the minutes and initiate the actions accordingly.
A Meeting in regard to communication availability from NLDC/ RLDCs to the nearest wide band node/ switchyard for the generating stations under AGC as per CERC Order 319/RC/2018 was held on 13.11.2019 at SRPC Bengaluru. The minutes of the meeting is available at SRPC website.
The following were noted in the Meeting: PGCIL, SR II informed that communication ports are available at all the locations
and there is a requirement of optical cards/optical fiber in some locations. The final requirement along with estimate will be finalized shortly.
SR II was requested to come up with the detailed list of requirement with estimated cost. The same was to be put up to TCC/SRPC for approval.
SR II agreed that they will submit the final estimate by end of December 2019.
3.39 Implementation of revised AUFLS settings in SR(SRLDC Agenda-1(i))
In the Meeting all states agreed for increase the AUFLS settings by 0.2 Hz viz. 49.4, 49.2, 49.0 & 48.8 Hz. after 9th NPC minutes are issued.
3.40 Shutdown request of NTPL-Tuticorin D/C line
Conclusion in the 161st OCC Meeting NTPL requested TANTRANSCO to restore the 230 kV connectivity to NTPL
switchyard (230 kV NTPL –TTPS & 230 kV NTPL-TTN Auto).
POWERGRID had informed that one ERS is ready to charge (8 hours for jumpering to ERS) and for the other ERS works had already been initiated.
TANTRANSCO vide letter dated 31.10.2019 had raised some compensation issues during the shutdown.
SR-II, PGCIL informed that the matter had been referred to the management. The same would be put up to SRPC Meeting.

It was noted that the calculation projected in TN letter may be relooked. Backing down of Tuticorin units was not envisaged in the revised proposal.
SRPC had suggested that compensation being a bilateral issue, it may be solved amicably through discussion in top level management.
It was noted that the compensation issues should not be linked with the shutdown approvals in OCC. OCC was a technical forum where issues of ATC curtailment, line loadings, injection restrictions, load generation balance, precaution during shutdown etc are discussed. Compensation issues, if any, could be taken up to TCC/SRPC through commercial committee meetings.
Subsequently it was noted that the issue of 230 kV connectivity of NTPL was discussed in the Joint Study Committee Meetings held on 21stand 22nd November 2019 at New Delhi.
In the Meeting SR II informed that NTPL confirmation is awaited for availing the outage.One ERS is ready and other ERS will be ready shortly.
SE(O), SRPC suggested that PGCIL may furnish an official request to SRLDC/SRPC for shut down whenever ERS is ready with specific dates, timings etc. NTPL concurrence to be sought accordingly.
230 kV connectivity of NTPL was discussed in the Joint Study Committee Meetings held on 21st and 22nd November 2019 at New Delhi. In the minutes the following had been noted:
Upon examination of the minutes of the 24th meeting of SCPSPSR, it was found that following transmission system had been agreed as the evacuation system for Tuticorin TPS JV (2x500 MW): i) Tuticorin JV TPS – Madurai 400 kV D/c quad ii) 2x315 MVA 400/220 kV ICT at Tuticorin TPS JV iii) LILO of 2 nos. of 230 kV circuits at Tuticorin TPS JV
Accordingly, the referred 2 nos. of 230 kV circuits at Tuticorin TPS JV is a part of ATS.
TANTRANSCO stated that the referred 230 kV lines cannot be utilized for the evacuation of power from Tuticorin JV as the same leads to congestion in the downstream network.
It was decided that the referred 230 kV lines may be by-passed through suitable arrangement under normal operation to avoid congestion in downstream networks and the same may be utilized for drawl of start-up power whenever required.
Further the proposal shall be put-up in the upcoming SRPC-TP for approval of the constituents.
Subsequently Meeting of first SRPC-TP was convened on 16.12.2019 at Hyderabad. Minutes of the Meeting is awaited.

3.41 High Voltage at UPCL & Outage of UPCL ICT
The following were noted in the Meeting: KAR SLDC informed that 400 kV Hebbanahalli S/s (Yettinahole LIP) would be
handed over to KPTCL and was expected to be taken over by March 2020.
For reactor implementation, UPCL had earlier informed that KPTCL approval (drawing etc) was being undertaken. Electrical approval will be received only after KPTCL approval. KPTCL requested UPCL to write a reminder to PCKL and share the same with KPTCL so that KPTCL will also take up with PCKL.
For repair of ICT, UPCL had informed in the 161st OCC meeting that the ICT was expected to reach the site by end of December 2019 and the charging was expected by 15th January 2020.
Vide letter dated 07.11.2019(Annexure-3X) KPTCL had taken up with UPCL and expressed concern that with one ICT at UPCL yard UPCL is declaring DC for both the units. UPCL had been requested to restore the ICT at the earliest.
3.42 Scheduling of Solar parks
Ghani Solar Park : APTRANSCO had informed that the matter was under review. It was noted that one of the SPD had approached Hon’ble CERC in this regard.
APTRANSCO informed that they were taking with CERC in this regard.
3.43 Testing of Primary frequency response of generators as per IEGC clause 5.2(g)
SRLDC had informed that deviation of three agencies had been opened. There were some queries by the bidders which have been replied by NLDC. The price-bid will be opened by end of December 2019.
3.44 AGC at state Level- Pilot Project identification & Implementation
The following were noted in the Meeting: Andhra Pradesh (APGENCO: Krishnapattanam): M/s GE had submitted a
proposal for AGC at Krishnapatnam/APSLDC. Note has been put up to the management for budgetary approval.
Karnataka (KPCL: Sharavathy / Varahi):Sharavathy expected to be completed by end of January 2020. Varahi is expected by February 2020. Payments to M/s ABB has been released by M/s USAID. Final configuration would be taken up.
Kerala (KSEBL: Kuttiadi&Idukki): M/s ABB had visited Kuttiadi SS on 15.11.2019 and a Meeting was also held in this regard. On 16.12.2019 M/s ABB was scheduled to visit SLDC. Specifications would be finalized in next two to three Meetings.
Tamil Nadu (TANGEDCO: North Chennai Stage-II and MTPS Stage II): TANGEDCO/TANTRANSCO had informed that the administrative approval was yet to be received and technical specifications are under preparation jointly by TANTRANSCO and TANGEDCO.

Telangana (TSGENCO: Kothagudem E): DPR prepared and waiting for budgetary offer. Dummy protocol testing from Kothagudem to SLDC was under progress.
SRLDC had informed that NP Kunta AGC was targeted to be commissioned by February 2020. The proposal would be discussed with APSERC/APDISCOMs.
3.45 Issues w.r.t KGS
There was no representation from Kaiga GS which was noted with concern.
The following were noted in the 161st Meeting: SEM related issues had been taken up with SR-II vide letter dated 09.04.2019.
SR II had informed that estimate (cost +) had been furnished to KGS. KGS had informed that the matter was under consideration.
Regarding Sirsi-Guttur section of Kaiga–Sirsi KPTCL had informed that they have replaced 20 numbers of tension strings.
Further replacement of 15 numbers and 22 numbers of insulator strings was planned, for Line I estimated cost is around 1.13 Crores and for line II it is 2.08 Crores.
Further activities are not carried out because of rains. Kaiga-Narendra I &II PLCC Channel Non-Availability
KGS vide E-mail dated 06.11.2019 had informed that on 05.11.2019 it is observed that Kaiga-Narendra Line I & II Channel I is in alarm condition. Narendra S/s also confirmed that the same channel is in alarm condition at Narendra end also.
SR II informed that channel II was rectified. Channel I was to be rectified by Kaiga GS(in coordination with KPTCL)
3.46 Hoody Reactor status
In the Meeting, KPTCL informed that Hoody reactor would be commissioned by end of 15th January 2020.
SRLDC informed that Nelamangala Bus reactor (commissioned on 19.10.2019) data is not reporting. KPTCL agreed to look into the same.
3.47 URS availability of other regions
It was noted that URS availability of WR was not visible after the LC/PS mechanism. SRLDC stated that they are working on it.
3.48 Rectification of OF cable between EDC to HAL
In the Meeting KAR SLDC had informed that EDC to HAL link will be rectified by end of December 2019.
3.49 REMC facility installed at SRLDC
In the 161st Meeting SRLDC informed that SAVT (1000 hrs) test had been completed. The list of pending works was being compiled.
3.50 REMC Project in SR SLDCs
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
The following were noted in the Meeting:
KAR SLDC: SAVT completed by 25.09.2019. Forecast Software under evaluation. AP SLDC: SAT over. SAVT stopped on 13.10.2019 due to some issues. M/s OSI was
working on it. SAVT was scheduled to start from10.12.2019.(Communication/mail dated 11.12.2019 in this regard at Annexure-3Y)
TN SLDC: SAVT completed. All the entities (except TANTRANSCO) were requested to furnish the balance RE
stations still to be integrated in REMC. The upcoming requirement for next two years may also be furnished to PGCIL. If PGCIL is not taking up the integration of balance RE stations, then the states needed to integrate the balance RE stations into REMC at their own cost/initiative.
3.51 LI projects grid integration
In the 161st OCC Meeting, APTRANSCO had informed that a Meeting had been convened regarding the coordinated operation of LI pumps in which it was opined that there was no scope of reactive control through LI pumps. Further studies needed to be carried out.
There was no updates in the Meeting.
3.52 Andhra Pradesh: Coal issues
APGENCO vide letter dated 11.11.2019(Annexure-3Z) had communicated to Ministry of Coal, Mines and Parliamentary Affairs regarding the coal issues faced by APGENCO .
APGENCO had entered into a MoU with MCL for supply of 3.60 million tonnes of raw coal through road mode Washery circuit. The transportation of raw coal from mines is being carried out by their Washery operator M/s. Spectrum Coal and Power Limited. APGENCO is facing severe constraints in lifting of raw coal allotted through road mode, mines from Balaram OCP, Hingula OCP &Bharatpur OCP
Considering that there is severe shortage of coal at APGENCO Thermal plants, APGENCO had requested Joint Secretary-CPD, MoC to kindly give necessary directions to MCL for not considering the referred quantities as deemed delivery and permit dispatch of the same in future as raw coal directly to APGENCO by all rail Route.
In the Meeting, APGENCO informed that vide letter dated 28.11.2019(Annexure-3AA)MCL had informed that allocation of coal for the month of December shall be restricted to trigger level against the Monthly Scheduled Quantity. Accordingly the railway program submitted by APGENCO for the month of December 2019 as per MSQ is endorsed by MCL by reducing the rakes as follows:

3.53 Grant of MTOA to M/s IL & FS Tamil Nadu Power Company Limited for transfer of 330 MW power to TANGEDCO
CTU-Planning vide letter dated 06.08.2019(Annexure-3AC) had intimated that MTOA of 300 MW was granted(from 01.12.2019 to 31.05.2020) with existing transmission system(IL & FS is connected to 400 kV Nagipatanam PS-inter connection of TANTRANSCO with ISTS system).
Subsequently CTU Planning vide letter dated 28.11.2019(Annexure-3AD) had informed that MTOA agreement had been signed between M/s Powergrid& M/s IL & FS on 05.09.2019.
3.54 Intimation for commissioning of 50.2 MW Wind Generator
Betam Wind Energy Private Limited vide letter dated 14.11.2019(Annexure-3AE) had intimated that 50.2 MW(SECI Tranche-III) Wind power project(Tuticorin District of Tamil Nadu) will be ready for commissioning on 21.11.2019. Evacuation of power from this project will be through Tuticorin PGCIL GIS PS(400/230 kV) at 230 kV level.
3.55 Communicating the written instructions to Solar/Wind Generators
SRLDC vide letter dated 06.08.2019 had issued directions provisioned under Section 29(1) of the EA in respect of RE scheduling/curtailment. Any curtailment along-with reason was to be made known to RE generator/SRLDC in writing and through SLDCs website.
All the SLDCs were requested to furnish the daily reports on RE curtailment to SRLDC/SRPC. The curtailment details needed to be uploaded on the website also.
3.56 TTC assessment considering temperature dependent rating of lines/terminal equipment
The information received from all the states had been forwarded to NLDC/NPC (CEA) for further needful action. SRLDC was requested to follow up with NLDC.
3.57 Communication Audit
All the concerned entities are requested to comply to audit observations. Readiness/preparedness for Audit to be ensured by the concerned State/PGCIL.
SRPC informed that the Communication Audit for 2019-20 in compliance to CERC Regulations would be carried out in April 2020 and all the utilities needed to maintain the data in the requisite format.

3.58 Flexibilization of Thermal Plants: Units identified by APGENCO
TSGENCO had informed that they have identified KTPS Stage II - Unit 11 (500 MW) for conducting pilot test for flexible operation.
APGENCO had informed that BHEL was to revert back on implementation/pilot tests of Rayalseema Unit I for flexible operation.
3.59 Ramp Rates, technical minimum & startup from hot/warm/cold
All ISGS stations were requested to give ramp of 0.67%/min in line with the SRPC decision.
All the SLDCs were requested to ensure ramps of at least 0.67%/min in line with the SRPC decision for the state generators.
All the entities were requested to take action in respect of ramp rates, technical minimum, start up from hot, warm and cold condition as discussed in the SRPC meeting (noted in the special meeting).
POSOCO had pointed out that enhancing of the ramp rates would result in further savings in the SCED optimization.
3.60 RE Generators for Reactive Compensation & High Voltage
All the states were again requested to kindly examine and ensure voltage based MVAR interchange for RE generators. The following were noted in the Meeting:
KPTCL- KERC had raised some queries. KEGC review panel had discussed the queries.
KSEBL: Public hearing was held on 29th October 2019 at Thiruvanthapuram. Public hearing was held at Kochialso(only w.r.t RE). Based on all the inputs from these hearings and comments received from various stake holders final GRIDCODE would be notified shortly.
TSTRANSCO: The charges are yet to be notified by TSERC. TSERC had started functioning.
3.61 Monitoring of scheme funded from PSDF
All the states/entities were requested to kindly furnish the updated status in a time bound manner.
A review meeting was convened on 25.11.2019 by NLDC/NPC at SRPC Bengaluru. Minutes of the Meeting is awaited.
Subsequently SRLDC vide letter dated 18.12.2019(Annexure-3AF) had requested all the entities to furnish the status of PSDF schemes which is to be furnished to MoP. A VC in this regard is convened on 26.12.2019.
3.62 VC Facility at SLDC
Puducherry had informed that VC facility will be commissioned by March 2020.

3.63 Certification of Inter-state and Intra-state lines in PoC
All SLDCs were requested to communicate the outage and availability computations for the applicable lines within one week after completion of month to SRLDC. SRLDC would communicate the details by 3rd week. SRPC would issue the certificate by month end.
SRPC had requested all states to furnish the availability calculations as a whole (single availability factor) for entire AC System.
3.64 PSS Tuning of generators
A Meeting to discuss the submitted reports and to discuss the status of schedule of PSS tuning/SRT was held on 14.11.2019. Minutes of the Meeting is available at SRPC website. All concerned are requested to take action as per the Minutes of the Meeting.
Non representation of NTPC, KSEBL, IL & FS, SEL, MEL, SEIL, LANCO, UPCL etc were noted with serious concern, Communication in this regard to the concerned is at Annexure -3AG

3.67 Updates on newly commissioned /Upcoming Generating Stations
In the 157th OCC Meeting it was noted with concern that no timely information is furnished by entities regarding the upcoming generating stations. The information is being sought by higher bodies like CEA/MoP etc.
All the States and ISG Stations were requested to furnish the progress of works of upcoming generating stations with expected date of commissioning. It was also noted that commissioning of new units also to be intimated in time. Declaration of COD letter from SLDC was required to be submitted to CEA, Fuel Management Division for purpose of coal linkages etc.
3.68 Meeting to discuss the issue of delay in installation of bus reactors by NPCIL at Kaiga and Kudankulam NPP
PSPA-II division, CEA had convened a meeting on 22.11.2019 to discuss the following issues. Minutes of the Meeting are at Annexure-3AH.
The following were noted in the Minutes:
The KKNPP reactor is likely to be put back into service by March, 2020.
NPCIL representative informed that tender had been floated for the work. Bids have been received and are under evaluation. The work is likely to be awarded by March, 2020.

3.69 Criteria to categorize the Generating units/Transmission elements under prolonged outage
The following were agreed for categorization
Generating Units: Planned outage: After 5 days of scheduled revival date
: Forced outage: After 5 days of outage.
Transmission elements: Planned outage: After 2 days of scheduled revival date.
Forced outage: After 2 days of outage
SRLDC informed that the transmission elements would be listed out based on the IEGC Clause 5.2(e) as below:
“Any prolonged outage of power system elements of any User/CTU/STU, which is causing or likely to cause danger to the grid or sub-optimal operation of the grid, shall regularly be monitored by RLDC. RLDC shall report such outages to RPC. RPC shall finalize action plan and give instructions to restore such elements in a specified time period”
RTPS- Prolonged outage(Unit II & III) RSTPS vide letter dated 27.11.2019(Annexure-3AI) had furnished the details regarding the prolonged outage of RSTPS Unit II & III.
NCTPS Stage – I vide letter dated 02.12.2019(Annexure-3AJ) had furnished theb reason for prolonged outage of NCTPS Stage I.
3.70 United Capacity of Priyadarsini Jurala HEP
TSTRANSCO vide letter dated 28.11.2019(Annexure-3AK) had clarified(reply to CEA letter dated 06.11.2019) that total installed capacity of Priyadarsini Jurala HEP is 234 MW and there is a joint PPA between Telangana and Karnataka DISCOMs, accordingly the total energy is being scheduled in the ratio of 50:50 on mutual understanding basis.
The forum noted the above.
4. Outage Proposals/LGBR
Outages was discussed and processed through VC on 06.112.2019. Review on Annual Outage Planning for the year 2020-21
Annual Maintenance Schedules furnished by Generating Units have been analysed as per the guidelines finalized in the OCC Forums and Kukde Committee’s recommendation.

5. TTC/ATC computations All states were requested to furnish PSSE base case for April 2020.
SRLDC & SRPC had pointed out that the demand being furnished for POC, ATC and LGB should be in synch with each other. Different values should not be furnished for different requirements. Node wise data should be as per the demand which is likely to be met from various sources keeping in view MOD etc.
6. Availability and Requirement
Availability and requirement for the period from December 2019 to April 2020 is given at Annexure-4B.
7. REVIEW OF THE POWER SUPPLY POSITION
Grid Highlights
Frequency remained within IEGC range during November 2019 (49.90 - 50.05 Hz) for 73.39 % of time. Average frequency for the month was 50.01 Hz.
Frequency remained below 49.90 Hz for 4.06 % of time during November 2019. Frequency remained above 50.05 Hz for 22.55 % of time during November 2019. Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu imported 307 MU,
604 MU, 277 MU,10 MU & 1054 MU respectively intra-regionally through bilateral exchanges.
Andhra Pradesh, Telangana, Karnataka & Tamil Nadu exported 981 MU, 17 MU, 280 MU & 976 MU respectively intra-regionally through bilateral exchanges.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, Tamil Nadu & Puducherry imported 299 MU, 287 MU, 115 MU, 42 MU & 388 MU respectively through Power Exchange.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, Tamil Nadu, TPCIL, IL & FS & SEIL P II exported 20 MU, 66 MU, 278 MU, 1.49 MU, 10 MU, 105 MU, 40 MU, 1.4 MU & 153 MU respectively through Power Exchange.
220 kV SS Ananthapuram S/S was commissioned on 08.11.2019 by APTRANSCO with augmented capacity of 1x160+2x100 MVA(Earlier 3x100 MVA)
At 400/220kV Janagaon SS with 2x500 (MVA) capacity (PTR no 2 & 3) was commissioned on 01.11.2019 & 13.11.2019 by TSTRANSCO.
220 kV lines(ckts I & III) of ckt kM 3 from Jagatyal-Nirmal(LILOs of RSS-Nirmal to 220 kV Jagatyal S/S) was commissioned on 20.11.2019 by TSTRANSCO.
220 kV lines(ckts IV & III) of ckt kM 3 from Jagatyal-Vemnur(LILOs of Memnur-Nirmal to 220 kV Jagatyal S/S) was commissioned on 20.11.2019 by TSTRANSCO.

8. High frequency
It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 22.54 %of the time. It was also noted that the frequency on some of the days was higher for considerable duration of times. (Refer Table-IV of Appendix)
SRLDC informed that maximum frequency had touched 50.26 Hz at 22:01 hours of 26thNovember2019. (Graph at Annexure-8A).
SRLDC presented the underdrawal of states when frequency was above 50.05 Hz. (Annexure-8B). The maximum underdrawals touched by States during November 2019 also was presented. (Refer Table V of Appendix)
Constituents were advised to kindly avoid uneconomic operation at high frequencies. SRPC requested all the constituents that action needs be taken to adhere to the schedule since it had commercial/operational impacts even for underdrawal.
8.1Pump mode operation
It was noted that there was no consumption in pump mode at N’Sagar&Srisailam. Kadamparai consumption in pump mode was 53.355 MU during the month of November 2019.
9. Low Frequency
It was noted that the frequency of grid operation was at times lower than IEGC range. Grid had operated below IEGC range i.e. 49.90 Hz for 4.07%of time during the month (Refer Table-VI of Appendix).
SRLDC informed that minimum frequency touched 49.66 Hz at 06:21hrs on 18thNovember 2019. Drawals of Southern Regional states at that instance were also projected (Graph at Annexure-9A).
Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-9B) was presented by SRLDC. The maximum over-drawals touched by States also was presented.(Refer Table VII of Appendix).
10. VOLTAGE PROFILE
10.1 Low voltage
In the meeting, it was noted that low voltage had been observed at few nodes in November 2019. It was observed that voltage profile had been improved compared to last month.
Details of Capacitors installed during November 2019 are at Annexure-10A. Details of the healthy/faulty capacitors to be furnished.
10.2 High Voltage

SRLDC informed that there werehigh voltages observed at number of 400kV / 765 kV nodes. (Refer Table VIII of Appendix)
10.2.1 Status review of GT Tap positions
GT tap Positions – GT taps yet to be changed as per recommendation (Refer Table-IX of Appendix)
10.2.2 Status review of Bus/Line Reactors, Line Reactors and STATCOM
Status of implementation of Bus / Line Reactors approved in the Standing Committee / SRPC by the SR constituents is furnished at Table X of Appendix.
In view of very high voltage at some nodes, it was emphasized that urgent action needs to be taken to commission reactors as per committed dates.
10.2.3 Reactive Power Planning
Status update on capacitor installation is given at Table XI of Appendix.
SRPC & SRLDC requested all the states to come up with updated information like till date commissioned, plan for new commissioning, quantum in working condition, action taken to rectify/replace faulty capacitors, etc.
10.2.4 MVAR interchange/Testing
MVAR interchange meeting was convened on 26.09.2018. Minutes of the Meeting are available at SRPC website. Necessary action as per minutes to be taken.
The following were planned w.r.t BSRP & MVAR testing:
TS: BSRP on 11.12.2019 at Kakatiya AP: BSRP on 20.12.2019 and MVAR testing on 19.12.2019 at Rayalseema KER: BSRP likely on 17.01.2020 at Kalamassery TN and KAR: would be finalized.
11. Network Protection/Security issues
11.1 U/F &df/dt Relays Schemes
Implementation of SRPC recommended quantum It was noted that all States had implemented AUFR and df/dt schemes fully.
In the Meeting, SRLDC presented the load relief realized as a percentage of AUFR quantum declared in the identified feeders during the month of November 2019 as follows: (Detailed Presentation is at Annexure-11A)
AP: 71 %, TS: 78%, KAR: 41%, KER: 69%, TN: 66%, Pudu: 89% &SR: 60%.
In the Meeting, KPTCL informed that they were looking into the relief issue which was around 42 %(as per SRLDC). AS per KPTCL RT wing the relief is around 62 % and the data had been forwarded to SRLDC.
SRLDC agreed to review the relief in this regard.

SRLDC informed that validated list of feeders had been shared in google spread sheet. Any change in details of feeders to be uploaded in google spread sheet with the date of updation.

12 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)
It was noted that all states had implemented revised ADMS logic. (Alarm at 49.90 Hz and below for 10 minutes, Trip at 49.85 Hz, Min DSM limit for 15 Minutes)
There was no ADMS incidence during the month of November2019.
All states were requested to identify additional feeders which could be tripped through SCADA rotationally with load relief of (OD-Max dev limit). Any loads tripped under ADMS should be brought back only under the directions of SLDC keeping in view the frequency, overdrawal etc.
12.1 Grouping of loads (IEGC clause 5.4.2 (e))
As per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the interruptible loads were to be arranged in four groups of loads, This was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays, df/dt relays and

loads to be shed under any SPS scheme. These loads are to be grouped in such a manner that there is no overlapping between different groups of loads.
This issue was noted for compliance by the concerned utilities.
12.2 LVRT Implementation
Hon’ble CERC had passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. Five Special Meetings were conducted at SRPC on 05.02.2016, 18.04.2016, 05.07.2016, 25.10.2017 and 23.04.2018 (Meeting minutes are available at SRPC website).
Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC Secretariat are being communicated to Hon’ble CERC in regard to monitoring of the installation and performance of LVRT installed on existing WTGs as per the directives of Hon’ble CERC.
CEA had issued CEA (Technical Standards for connectivity to the Grid) (Amendment) Regulations, 2019 dated 06.02.2019 which are available at CEA website.
Therefore all the SLDCS were requested to furnish the LVRT status(33 kV & above) for the WTGs being commissioned from 06.08.2019.
13 Emergency Restoration System (ERS) The status was updated in the 35th TCC Meeting held on 11.07.2019 and is at Table IV.
14 SCADA AND COMMUNICATION
All entities were requested to bring any specific/recurring SCADA/Communication related issues to the notice of OCC forum.
All states were requested to furnish the SCADA mapping updates for the RE and at the pooling stations (as per the format of CEA) – the details to be communicated wherever pending.
15 Black Start Procedure
In case of postponement or non-conducting of mock drill exercise then the same must be intimated to SRLDC along with reasons.
Black Start Mock Drill
i) Details of Mock drills conducted in November2019 to be furnished.
ii) Mock drills scheduled for December 2019 and from January 2020 to June 2020 to be furnished.
iii) Point to point mock exercise for black start by all constituents. iv) TSTRANSCO had informed that TSGENCO was planning to procure DG set of
appropriate capacity for Jurala HEP.
16 RGMO/FGMO

16.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings. Inadequate response was an area of serious concern and there was no noticeable improvement.
The following were noted:
Inadequate response was needed to be taken up by SLDCs with respective SERCs in line with Hon’ble CERC Orders in respect of Petition No. 84/MP/2015 and 302/MP/2013.
Non-performance of generators under SRLDC control should be taken up by SRLDC with the respective generators.
It was noted that some of the generators were disabling RGMO without informing /concurrence from SLDC/SRLDC thus not complying with IEGC provisions.
SLDCs had been suggested to ensure that schedules are restricted to normative ex-bus generation. Generators had been suggested not to resort to VWO and maintain generation as per the coal quality/ system/machine parameters and keep margins for RGMO / FGMO with MI at all instances.
Need for testing of RGMO response at the field emerged since response was not meeting the requirements fully.
As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017. Generators/SLDCs had been requested to take necessary action to comply with this Amendment.
FRC computations were also to be undertaken by the SLDCs in line with approved methodology of CERC.
All the generators had been requested by SRPC/TCC to improve their primary response which was becoming more significant with high RE ingress. SLDCs needed to sincerely peruse the performance of their generators within their Control Area and take up nonperformance with SERC. For Gas units (> 50 MW) RGMO compliance was required as per IEGC. The performance report of all the units was being communicated by SRLDC to CERC periodically.
16.2 Performance of RGMO is analyzed by SRLDC and presented in the Meeting. Summary for Southern Region (state-wise details are given in Annexure-16A) for the incident on 01.11.2019 is given in the Table below:
Incident: Generation loss of approximately 1644 MW (as per SCADA data) in Akal-Ramgarh generation (Rajasthan) complex occurred at 11:17 hours on 01.11.2019. Frequency has dropped from 50.02 to 49.90 Hz during the incident.

AP: Response was comparatively better. Krishnapatnam response was partial. Rayalseema units didn’t respond. APSLDC informed that there is a mismatch in the data. APGENCO was requested to give the revised data. Subsequently APGENCO had furnished the revised response and the same had been incorporated by SRLDC.
TS:TSTRANSCO informed that response of Hydro was less since Srisailam and N’sagar didn’t response was less due to net head. Thermal all the running units had responded.
KAR: Both Hydro &Thermal had shown poor response. KAR SLDC informed that only Unit -3 & 8 of RTPS were in operation at Raichur TPS. Yeramarus was not in operation. Some data discrepancy was observed in the data. KPCL was requested to furnish the data to SRLDC.
KER: Only Kuttiyadi& LP Extn responded.
TN: Only NCTPS Stage II(Thermal) &Kunda II(Hydro) responded.
ISGS: Ramagudam(except Ramagundam Unit-VII)&Simhadri units responded. Kudgi units were out. NLCIL units not responded. NTECL units were out. Talcher data issue was there.
MPPs: CEPL one unit responded partially, other unit didn’t respond. SEIL: Partial response. IL & FS Units: Partial response.
After deliberations:
All concerned are requested to analyse and submit revised figures where ever mismatch is observed.
No response/partial response/reverse response etc to be taken up with concerned generators by SLDCs and revert back with the reasons.
16.3 Extension of RGMO status point to SLDC (Refer Table-XVI of Appendix).
16.4 KPTCL had convened a Meeting of the RGMO/FGMO, MVAR interchange, AGC and Ramp Rates on 13.11.2019 at SLDC, KPTCL in which UPCL & JSWL had also participated. Minutes of the Meeting issued vide letter dated 19.12.2019 is at Annexure-16B
17 Upcoming Generating Stations
Status update of Central sector and State Sector Upcoming generating stations is given at Table XIII of Appendix.
SRPC stated that declaration of COD letter from SLDC was required to be submitted to CEA, Fuel Management Division for purpose of coal linkages etc.

SRLDC stated that new ISTS connected units should come out with detailed metering schemes for various units commissioning schedule, at least one year prior to synchronization. The scheme needs to be discussed and finalized in the Commercial Sub Committee.
18 Wind/solar Generation
SRLDC presented the day-wise Wind Generation pattern in Andhra Pradesh, Karnataka & Tamil Nadu during the period 1st November 2019 to 30th November 2019.
Wind generation in Andhra Pradesh had varied between 17.57MU (28.11.2019) to 0.84 MU (06.11.2019). Wind generation in Karnataka had varied between 17.60MU (26.11.2019) to 2.4 MU (02.11.2019). Wind generation in Tamil Nadu had varied between 18.62MU (26.11.2019) to 2.4 MU (02.11.2019) (Annexure-18A).
SRLDC presented the day-wise Solar Generation pattern in Andhra Pradesh, Telangana, Karnataka& Tamil Nadu during the period 1st November 2019 to 30th
November2019. Solar generation in Andhra Pradesh had varied between 14.01MU (11.11.2019) to 6.48 MU (15.11.2019). Solar generation in Telangana had varied between 19.55MU (13.11.2019) to 10.22 MU (03.11.2019). Solar generation in Karnataka had varied between 45.20MU (25.11.2019) to 24.43 MU (01.11.2019). Solar generation in Tamil Nadu had varied between 14.05MU (27.11.2019) to 06.32 MU (30.11.2019). (Annexure-18B).

held at SRPC Bengaluru on 10.12.2019
1. Introduction
1.1 The 162nd Meeting of Operation Coordination Committee of SRPC was held on 10th
December 2019 at SRPC, Bengaluru. The list of participants is given at Annexure-
1A.
1.2 Shri A Balan, Member Secretary, SRPC welcomed all the participants to 162nd
OCC Meeting. He stated that last month there were many meetings/workshops
conducted to discuss various important issues as follows:
Technical Workshop on “Solar Power Forecasting” held at Bengaluru on
4th & 5th Nov. 2019 which was organized by NIWE & GIZ.
Result Dissemination workshop on Controlling Power Generation & Ancillary
Services from RE(Wind & Solar) generators organized by M/s GIZ. The final
draft report had been circulated among the states for comments. SRPC had
submitted their comments.
A Special Meeting was held on 07thNovember 2019 to discuss the
Accounting Methodology during diversion of RSTPS share of Goa through
WR.
Meeting on UNMS and ISTS communication system was convened on
11.11.2019 and minutes are available at SRPC website. The
recommendations/decisions would be put up in the forthcoming SRPC
Meeting for consideration.
Meeting on Communication availability from NLDC/RLDC to nearest
wideband node/switch yard for the generating station under AGC as per
CERC Order 319/RC/2018 dated 28.08.2019 was held on 13.11.2019.
7th PSS Meeting was held on 14.11.2019. Active participation of many
generators in the Meeting was appreciated.
A Special Meeting was held on 05.12.2019 to discuss the scheduling issues
of Pavagada Solar Park.
A special meeting of Commercial Subcommittee was held on 09.12.2019 to
discuss on availing of construction power to KKNPP Units 3, 4,5& 6 from
Units 1 & 2.
Joint Study Group Meetings of Transmission Planning were held on 21st
/22nd of November 2019 at New Delhi. Special Meetings to discuss delay in
commissioning of Kaiga and KKNPP reactors & delinking of 400kV RTPS-
BTPS-JSW- Guttur line at 400kV JSW SS were also held on 22nd November
2019 at CEA. MoMs of all the Meetings have been circulated by CEA.
Chairperson, CEA felt that operational issues may be handled at RPC level
itself.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
9th NPC Meeting was held on 22.11.2019 at NRPC. Chairperson, SRPC and
Chairperson, TCC and MS, SRPC had attended the meeting. Many
important issues were discussed, minutes of the meeting is awaited.
PSDF review Meeting was held on 25.11.2019 at SRPC, Bengaluru which
was chaired by Member (GO & D), CEA. Minutes of the meeting is awaited.
He informed that CERC had extended the date for giving comments on Draft
CERC (Sharing of Inter-State Transmission Charges and Losses) Regulations,
2019 up to 31st December 2019. He requested all the entities to give their proper
feedback in advance so that it could be considered/incorporated in final
notification. Feedback after notifying the regulations may not be considered. SRPC
had already furnished comments from RPC side.
All Renewable Energy Generation Companies are requested to intimate the
commissioning of RE generation capacity to CEA whenever a new generator is
commissioned (Notice available on CEA website). He requested all concerned to
take up with RE generators and assure that the information as required is
communicated to RPM Division, CEA as per the format given.
He informed that 36th TCC and 37th SRPC Meetings would be held on 31st January
2020and 1st February 2020. TSTRANSCO/TSGENCO had kindly agreed to host
the Meetings at Hyderabad.
First Meeting of SRPC TP is scheduled on 16.12.2019 at Hyderabad.
He wished that this meeting will be helpful in taking decisions to help in secure grid
operation.
1.3 SE(O), SRPC took up the agenda for discussions.
2. Confirmation of the Minutes of the 161stMeeting of OCC of SRPC held on
10thNovember 2019 at SRPC, Bengaluru.
The Minutes of the 161st OCCM were confirmed.
3. MAJOR ISSUES
3.1 Status of URTDSM PMU shifting as agreed in the 36th SRPC Meeting
Shifting of PMUs(considering the requirements of SR Grid in view of large
integration of RE and commissioning of LI projects) had been discussed in the
156th/157th OCC Meetings and subsequently in 36th SRPC Meeting held on
12.07.2019. SRPC had approved that the charges towards shifting of PMU would be
booked by PGCIL under O&M or any other project.
It was noted that Under URTDSM project (commissioned in September 2018) 255
PMUs were installed in 65 S/Ss of SR. Total PMUs in SR II is 158 in which 142
PMUs were installed under URTDSM and the balance (16) PMUs were installed
under respective transmission projects. SR I have installed 113 PMUs.

In the 160th OCC Meeting, SR I & SR II had agreed to shift the PMUs from unutilized
stations to STATCOM locations (Hyderabad, Udumalpet and Trichy). Also it was
decided that SRLDC and SR II would discuss and finalize the RTU movement
w.r.t RE locations (from where to where).
In the 161st OCC Meeting, it was noted that SRLDC vide letter dated 08.11.2019
had taken up the issue of shifting of the PMUs at STATCOM, RE, Pump locations
etc. with PGCIL
SR II vide letter dated 19.11.2019(Annexure-3A) had informed that shifting and
decommissioning of PMU panels from Tirunelveli S/S to Udumalapet S/S and Trichy
S/s are in tendering process and orders are to be placed by December 2019 and
work completion is expected by January 2020. Further optimization of PMU
configuration is not possible in any other locations of SRTS II and balance
requirement may be incorporated in URTDSM Phase II Project.
SR I vide letter dated 18.11.2019(Annexure-3B) had informed that PMU from
Srikakulam had been shifted to Hyderabad (Ghanapur) and is integration is
underway. Balance requirement may be incorporated in URTDSM Phase II Project.
Subsequently SR I had informed that PO for commissioning works had been given
to M/s GE and commissioning is expected by 15th December 2019.
SRLDC vide letters dated 25.11.2019(Annexure-3C) had requested SRTS I &
SRTS II that shifting work of PMUs may be completed as approved in SRPC
Meeting. It was also requested that the status of shifting of PMUs may kindly be
updated and probable date of commissioning of PMUs in new location may be
intimated at the earliest.
In the Meeting, SRLDC expressed concern regarding the delay in shifting the PMUs
as approved in the SRPC Meeting.
SR I informed that in the 36th SRPC Meeting SR I & SR II were requested to explore
the possibility of shifting the PMUs as listed out. PMU from Srikakulam had been
shifted to Hyderabad (Ghanapur) (STATCOM) and is being integrated.Regarding
shifting of PMUs from Vemagiri to APTRANSCO S/Ss (KTS-6{PST}, Ramagudu{LI},
Medaram{LI}) SR I expressed difficulties faced by them in coordinating with
APTRANSCO/TSTRANSCO (during the execution of URTDSM Phase I project) and
suggested that this may be taken up in URTDSM Phase II project. Many issues like
permission to enter into S/Ss, lack of coordination, approvals etc were faced by
PGCIL. Management had taken a decision that shifting of PMUs to non Powergrid
stations will not be taken up by Powergrid.
SRLDC informed that these proposals are required in selected critical locations from
grid operation point of view considering RE integration, LI projects, phase shifting
transformers and network changes which havetaken place. SRPC decisions can be
relooked only if specific technical issues are pointed out. Citing coordination/support

issues the proposals cannot be dropped. SRLDC stated that even the funding issues
had been addressed.
SE(O), SRPC stated that as per CEA’s Connectivity Regulations, system operators
are empowered to get any real time operational data, SCADA data etc as prescribed
by them.
MS, SRPC requested APTRANSCO and TSTRANSCO to extend support to PGCIL
to carry out the works from grid security point of view.
DE, APTRANSCO said that a Powergrid representative may accompany M/s GE
when they come for installation/or any other works in APTRANSCO substations. He
assured that they will cooperate in carrying out the works. Prior information needs to
be communicated by PGCIL.
SR II & SR I agreed for the proposals for addition of feeders in the PMUs. It was
suggested that the issue may also be discussed with higher management during the
SRPC TP Meeting scheduled on 16.12.2019 at Hyderabad.
Conclusion in the Meeting:
SR I informed that PMU from Srikakulam had been shifted to Hyderabad
(Ghanapur) (STATCOM) and PO for commissioning works had been given to
M/s GE and commissioning is expected by 15th December 2019.
APTRANSCO/TSTRANSCO assured of required support at their end. Advance
information needed to be communicated by PGCIL.
After deliberations, SR I & SR II agreed to take up the other proposals of
adding feeders to existing PMUs (Karaikudi(SR-II), Narnoor & Mahboobnagar
(SR I)).
SR I stated that the discussions in the OCC would be communicated to the
Higher Management.
3.2 Delay in payment by NTPC to Powergrid SR I in respect of LDP
In the Meeting,SR I expressed concern regarding the non-payment from NTPC
Simhadri for the LDP relays (Line Differential Protection ) procured by Powergrid from
M/s GE on behalf of NTPC (as recommended by sub committees of SRPC).
NTPC requested SR I to furnish the details in this regard and assured that the issue
would be solved bilaterally/amicably.
3.3 Outage of SCADA data of RTUs
SRLDC vide E-mail dated 15.11.2019 had informed regarding the continuous outage
of SCADA data of 104 protocol RTUs. Some of the RTUs have been revived and
are reporting to main SLDC. The data of all 104 protocol RTUs are not reporting to
SRLDC back up Control Center.

RTUs at Karaikudi, Dharmapuri, C-Peta, Vijayawada, Khammam, Kudgi, N P
Kunta& NLC TS II Exp.etc are not reporting to SRLDC Main & Back Up Control
Centre.
SRLDC requested PGCIL to analyze the issue for ensure proper rectification and
non-repetition of such outages. Corrective action may be shared with SRLDC. Many
RTUs are under process of conversion to 104 protocol.
In the Meeting, SRLDC expressed concern regarding the outage at Ghanapur,
Khammam, Trivandrum, Hosur, Vijayawada, Trivandrum and Trichy where 101
protocol had been upgraded to 104 protocol. SRLDC suggested that the works may
be held up till the existing issues are resolved. Neyveli TS II data is not reporting
since two and a half month despite of continuous follow up by SRLDC.
Communication dated 13.11.2019 in this regard to PGCIL is at Annexure-3D) There
was no response from PGCIL.
SR II informed that the issues have surfaced during upgrading of RTUs from 101
protocol to 104 protocol. Issues at Kudgi, Dharmapuri, Vijayawada and Khammam
had been rectified. The issues of the remaining stations would be resolved within 15
days. SR II informed that NLCIL issue is due to NLCIL equipment compatibility issue
and lack of coordination at NLCIL/vendor end.
NLCIL informed that they are coordinating with PGCIL.
MS, SRPC opined that communication is a vital part facilitating smooth system
operation. Without proper data, real time operation is at risk. He suggested that
communication experts may be made available at each generating station, important
sub stations etc so that the issues may be resolved in a short period.
Conclusion in the Meeting:
SRLDC expressed concern on continuous outage of SCADA data of 104 protocol
RTUs. NLC TS II Expansion data was not updated since one and a half month.
SR II informed that the problem had been observed during reconfiguration while
upgrading of RTU protocol from 101 to 104. Support from SRLDC was also
required to resolve the issues. The issues would be resolved within 15 days.
NLCIL and SRTS II agreed to resolve the NLC TS II Expansion issues within one
week.
SRLDC suggested PGCIL to hold up the works of upgrading of RTUs to 104
protocol till the current issues are resolved.
3.4 Preparedness for Solar eclipse on 26th December 2019 - Handling Solar
generation steep reduction/increase
Solar eclipse would be experienced on 26th December 2019 and it will mainly pass
through southern part of India, severely effecting solar generation in Southern
Region. Solar eclipse starts approximately at 08:00 hrs and ends by 11:30 hrs.

In the 161st OCC SRLDC had presented regarding the effect of Solar Eclipse in SR.
All the states had assured that they can manage their load generation balance
during the solar eclipse with the available resources and proper load management.
Subsequently SRDC vide E-mail dated 25.11.2019 had furnished the operational
planning for solar eclipse day for Southern Region.
All the constituents had been requested to plan their load generation balance
accordingly.
In the Meeting SRLDC informed that in the last meeting SRLDC had furnished the
operational planning for each states and states were requested to come with their
own plan for control area wise LGB plan and submit to SRLDC.
KPCL informed that they have communicated to all the generators to not to take out
any units on solar eclipse day. In Karnataka 3600 MW Hydro power is available. If at
08:00 hours LGB can be met by 1500 MW in KPTCL control area, from 08:00 hours
2000 MW can be added at the appropriate ramp till solar eclipse ends. KPTCL and
KPCL needed to coordinate and finalize the schedules.
APTRANSCO informed that they have given instructions to GENCOs in this regard.
APTRANSCO was requested to take up specifically with Solar generators also.
Operators should be made available at solar generating stations on that day.
TANTRANSCO informed that they have circulated operation plan for solar eclipse
day to all the concerned which will be shared to SRLDC/SRPC. TSTRANSCO
informed that they can manage with Srisailam and N’sagar. LI schedule also may be
rescheduled. TSTRANSCO was requested to prepare a document and submit to
SRLDC.
SRPC requested ISG Stations to put additional staff in control rooms of stations to
control the generation/keep required ramp in case of emergency.
SRLDC informed that POSOCO(NLDC) had prepared a report on Solar Eclipse
which is available at NLDC website in the following link:

The following are the three major steps of concern:
1. Creating awareness among the concerned entities
2. Accurate estimation/forecasting of solar generation.
3. Acting as per the operation planning prepared
The following were concluded:
SRLDC had furnished the operational planning guidelines for solar eclipse day for
LGB management.
All SLDCs informed that the plan had been worked out. All SLDCs were
requested to finalize the plan (block wise) and submit to SRLDC.

ISG stations were requested to maintain adequate staff in the control room during
the eclipse.
SRLDC informed that NLDC had uploaded an operational planning report which
can be downloaded from NLDC website.
The final presentation & operational planning guidelines can be downloaded which is
separately uploaded as Annexure-3E.
3.5 Emergency shutdown
SRLDC informed that as requests are made through web portal, emergency &
opportunity shutdown, requests are also needed to be uploaded in the web portal.
SRLDC demonstrated the procedure. In the outage web portal another link is given
as emergency shutdown (for OSD also same needed to be selected and comment
may be made as OSD). Entities can request on D-1 or D day.
MS, SRPC stated that emergency shut downs needed to be discouraged until unless
real emergency is there. There is no provision for checking the gravity of emergency.
SR I informed that they are not able to download the outage request by other agency
of Powergrid lines (if the line is owned by PGCIL and S/Ss owned by other agencies
and line shutdown requested by other agencies). The request copy is required to be
submitted to SRPC for availability certification purpose.
SRLDC informed that they will look into the provision of enabling download
shutdown proposal/approvals by all irrespective of the ownership of the element.
SE(O), SRPC reiterated that emergency shut downs may be taken up by SRLDC
and SRPC concurrence may not be needed. As per IEGC Clause 5.2, in case of
contingencies like threat to grid security, equipment failure, life threat to human
beings etc., elements can be taken out and may be informed subsequently.
3.6 Kudgi PG test/ NTECL ramp test/ Simhadri APC Test
Ramp Test: NTECL
In the 161st OCC Meeting, all the states had agreed for the giving schedules for ramp
tests of NTECL. NTECL was requested to give the schedule on D-1 and on the day
also and the states would be informed accordingly.
Kudgi PG Test
Kudgi had furnished the schedule from 04.12.2019 to 07.12.2019 for combustion
adjustment / tuning and from 09.12.2019 to 13.12.2019 for performance guarantee
test. Full load for 8 to 10 hours would be required. Communications to States dated
09.11.2019 in this regard from Kudgi is at Annexure-3F
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
Subsequently NTPC Kudgi vide E-mail dated 08.12.2019 had informed that NTPC is
going to synchronize Unit-2 at 18:00 hrs on 9th Dec'19 for carry out Boiler PG test and
related activities. NTPC will intimate SRLDC control room regarding the required
schedule pattern (above tech min) on D-1 on daily basis. In view of SCED operation,
to facilitate smooth conductance of the Boiler PG test and related activities, it was
requested to change the Technical Minimum to 750 MW during the test period (16:00
hrs to 24:00 hrs)
Simhadri APC test
NTPC Simhadri vide letter dated 10.12.2019(Annexure-3G) had requested for special
generation schedule to facilitate conductance of Site Acceptance Test(SAT) of
Advanced Process Control (APC) package.
The following were noted:
Advance Process Control (APC) package is under implementation in all the four
units of Simhadri. The package is a very significant project as based on the
success of this project the same is going to be implemented by all generators to
enhance better stability to grid and economic power generation. APC has been
commissioned in U-3 &4 of Simhadri and tests are to be conducted for
assessment & efficacy of new control loops.
Capturing complete data as per attached schedule is essential and forms base
for successful operation of APC. Implementation of successful APC will go a
long way in achieving desired ramp rates without parameter excursions and
helps in maintaining health of the machine for reliable operation leading to
reliable grid. Initially test will be done in Unit-4, after that similar tests need to
be done in Unit-3. The tests are scheduled to be started from 10.12.2019 &
total no. of tests is to be done in a span of 8 days.
After deliberations the following were concluded:
It was agreed that testing would be carried out between 16:00 hours to 22:00
hours preferably on week days (Monday to Friday).
It was agreed that NTPC/NTECL would discuss among themselves and come
out with schedule of testing. The same would be informed to
beneficiaries/SRLDC at least 5 days in advance and would be confirmed on D-
1 day.
The test would be allowed at only one station at a time.
3.7 RSD Issues
TSTRANSCO request to SRLDC to examine the possibility of one or two units
Ramagundam, NTPC under RSD
TSTRANSCO vide letter dated 29.10.2019 had informed that TS share (345 MW)
from Ramagunadam Units(I-VI) is being surrendered on day ahead basis. SRLDC
may examine the possibility of one or two units of NTPC, Ramagundam under RSD
and can accommodate other beneficiary share from other on-bar units so that other

beneficiaries will not be affected and TS can maintain their LGB optimally under
current low demand and high hydro generation availability period.
161st OCC conclusion
All the states were requested to revert back on the following before next OCC
meeting:
During the day of operation, SRLDC would take a call on the unit to go on
RSD or not depending on the grid conditions as per clause 6.2.2 of the
Procedure.
Whether the monitoring could be retained at 8 hours, or could be
reduced to 4 hours or the technical minimum criteria could be removed
completely on D-1 and on day of operation (requisitions as requested by
beneficiaries would be communicated to the generators).
It was agreed to follow the procedure as agreed in the 154thOCC meeting till
further conclusion.
In the Meetingall the states except TSTRANSCO opined that the procedure as
agreed in the 154th OCC would be continued.
RSD Procedure- TSTRANSCO proposal:
TSTRANSCO vide letter dated 03.12.2019(Annexure-3H) had furnished certain
cases to be considered for taking out generating units under shutdown (surrendered
quantum by single beneficiary/multiple beneficiaries is equivalent to ex-bus capacity
of one unit). TSTRANSCO desired discussion on the proposal in the forth coming
OCC Meeting and also preferred to submit the same to CERC.
In the meeting, it was decided that the new TSTRANSCO proposal would be further
discussed in the next OCC Meeting. States were requested to give their comments
in this regard.
3.8 High voltage in NTECL evacuation lines
NTECL vide E-mail dated 06.12.2019 had expressed concern regarding high voltage
experienced in NTECL evacuation lines. Voltage of 400 kV lines during November
2019 is enclosed at Annexure-3I. NTECL pointed out that generators are operating
in extreme points of capability curve (maximum MVAR absorption). In spite of high
MVAR absorption, all running equipments are subjected to higher voltage than rated.
NTECL requested to kindly look into high line voltage at NTECL, Vallur and accord
permission to take out lines during high line voltage condition.
In the Meeting, NTECL expressed serious concern regarding the high voltage
experienced in NTECL evacuation lines.
MS, SRPC desired to know the capacitor status(on or off) in the high voltage areas
in TANTRANSCO/TANGEDCO system. He suggested that all capacitors needed to
be switched off to arrest the high voltage. He also recommended that the node wise

flow of MVAR needed to be assessed for all the lines to find out whether lines are
injecting MVAR to generator side.
TANTRANSCO informed that they have taken up the issue with TANGEDCO.
TANTRANSCO confirmed that the TANTRANSCO capacitor banks at 110 kV level
and above are switched off. DISCOM level status needed to be checked.
The following were noted after deliberations:
TANTRANSCO was requested to take up the issue of capacitor switching off with
TANGEDCO.
TNSLDC may study the reactive power absorption at nearby generating stations
and direct the generators suitably. Reactive power absorption at Basin Bridge
could also be examined.
TNSLDC/SRLDC may examine opening of lightly loaded lines during high voltage
conditions. Reactor healthiness could also be ascertained.
3.9 High voltage condition maintained in various southern part of TN
TANTRANSCO vide letter dated 07.12.2019(Annexure-3J) had informed that during
low demand period many nodes in the Southern part of Tamil Nadu at 230 kV and
110 kV level are experiencing high voltage problems. To minimize the voltages
lengthy lines/lightly loaded lines connected to these nodes are being disconnected.
To avoid damage to equipments it is requested to keep PGCIL ICTs nearby these
nodes at standby condition.
In the Meeting, SRLDC & PGCIL stated that there won’t be any noticeable
improvement in voltage even if transformer is kept in idle charged condition as
transformer will absorb very meager MVARat no load. SRLDC felt that some
protection issues may also arise.
After discussion the forum concluded that there may not be any tangible
improvement by keeping the PGCIL ICTs nearby these nodes in standby condition
(in idle charge).
3.10 Deemed availability computation of M/s STPP U1 & U2
TSTRANSCO vide letter dated 27.11.2019(Annexure-3K) had requested for
clarification regarding availability computation of M/s STPP U1 & U2 during the
disturbance occurred at 400 kV Ramagudu substation in the month of March
2019/during PG tests :
Is there any timeline to consider deemed availability during black out
condition other than normal hot start up time timelines
Is there any precedence to consider higher DC for considering PG tests in
addition
In the Meeting, TSTRANSCO informed that on 12.03.2019 at 17:02 hours there was
a disturbance at 400 kV Ranadugu substation which led to tripping of 2x600 MW
STPP units on loss of evacuation. The units were synchronized at 16:12 hours on
13.03.2019 and on 16.03.2019 at 12:06 hours respectively. TSTRANSCO certified

the availability as per the information furnished by STPP for hot star up time and
time to reach full load etc. But STPP had raised certain issues regarding this
certification and TSTRANSCO requested for guidance of OCC forum in this regard.
Further TSTRANSCO had desired to know whether any provision is there to
consider higher DC during PG tests etc.
The following were noted in the Meeting:
There was no approved procedure for deemed availability (DC) for ISG stations
during complete black out as it had not been defined upto which time period
from the time the external power is extended to the generating station the DC
can be assured.
NTPC/NLCIL/NTECL/NTPL stated that they would examine and revert back by
next OCC.
The issue of considering higher DC during PG tests (TSTRANSCO query) would
also be discussed in the next OCC.
3.11 SR II Agenda Items
PGCIL, SRTS II vide letter dated 04.12.2019(Annexure-3L) had requested the
following issues to be discussed in the 162nd OCC Meeting.
a) Clearance Issue: Construction of dead end tower of 230 kV Rasipalayam-
Mywadi feeder by TANTRANSCO near 400 kV Salem-Udumalpet line.
b) Signing of charging clearance formats of SRLDC
The following were noted in the Meeting:
TANRANSCO informed that the tower is yet to be dismantled, action is being
taken by TANTRANSCO for the same. Another tower is being constructed
with required clearance from Salem-Udumalpet line.
SR II requested TANTRANSCO to furnish the updated drawings.
Regarding signing of charging clearance formats TANTRANSCO informed
that the formats had been sent to different wings and requested PGCIL to
forward the same to TNSLDC for them to facilitate the signing.
3.12 Clarification for decrease in Wind/Solar power generation in October 2019 in
comparison to October 2018
CEA vide letters dated 28.11.2019(Annexure-3M) had requested states to furnish
the reason for reduction in generation of Wind & Solar in October 2019 compared
to October 2018 to CEA urgently.
Also it was informed that the information as requested vide CEA letter dated
19.09.2019 requesting sharing of data of curtailment as per instruction issued by
RLDCs to their respective SLDC vide their letter dated 06.08.2019 for the months
of September and October 19 is still not received.
It is requested that both these information may please be shared urgently on email
id :[email protected]. and [email protected].

It was noted that Joint Advisor, NITI Aayog vide email dated 18.09.2019 has
sought information about curtailment of RE generation for preparing a report on
reference sent by PMO.
In the Meeting it was noted that TS and TN had submitted the data, AP and
Karnataka were requested to furnish the reason by 11.12.2019.
3.13 Renewable forecasting
As requested by OCC forum SRLDC presented the forecast, actuals and forecast
errors for wind and solar for the previous month in the OCC Meeting. All states had
been requested to furnish the implemented forecast, day ahead forecast &
actuals also(before 5th of every month). It was noted that this data was being
sought by higher forums and other entities.
In the Meeting, SRLDC presented the forecast, actuals and forecast errors for wind
and solar for the months of October 2019 and for November 2019.
It was observed that Telangana forecast error for Solar was better compared to
other states.
AP solar actuals were always less than forecast.
KAR solar actuals were much more than the forecast.
TN had furnished data for wind. Solar forecast was not furnished. Solar forecast
to be started by NIWE.
All the states were requested to analyse the forecast errors for improvement.
Improved forecast will help in better planning of LGB of individual state.
3.14 Daily Load Forecasting by SLDCs
In the Meeting SRLDC presented the error (forecast Vs actual demand) for the
month of November 2019(Annexure-3M-1). Except KPTCL all the states showed
nominal error. KPTCL error was more on 1st & 2nd of November 2019 because of
holidays on account of Karnataka Rajyothsava.
3.15 URTDSM project
SLDCs to make use of the Analytical Applications in close coordination with SRLDC.
Issues, if any, needed to be brought to the attention of PGCIL (Smart Grid) & IIT B.
The following were noted in the meeting:
SR II informed that SAVT of TN had been completed.
M/s OSI has been given one and a half month time to sort out all the issues and
PGCIL requested all the LDCs to coordinate and ensure completion of the works.
SR I expressed concern over the non-resuming of SAVT at APSLDC citing
different reasons and sought cooperation from APSLDC.
APSLDC stated that all the queries were not being replied by the vendor.
SR I/forum requested APSLDC to sort out the issues and ensure timely
completion of SAVT.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
MS, SRPC stated that mutual coordination is very much required to solve the issues
and it is not appreciable to withhold the works because of lack of proper
communication.
3.16 Status of Implementation of the revised FGD Installation/ESP Up-gradation Plan
CEA/MoP is seeking updated information in respect of implementation of revised
FGD installation/ESP Up-gradation Plan and the regular updated may kindly be
furnished.
CEA vide letter dated 06.11.2019 had requested to submit the Phasing Plan for units
commissioned after 31.03.2019. In SR TSTRANSCO/TSGENCO is requested to
furnish the plan w.r.t. Kothagudam Stage VII Unit 7(800 MW) – COD -28.12.2018.
In the 161st Meeting TSGENCO informed that they will be furnishing the information
to CEA with a copy to SRPC.
SRPC had suggested to compile the information regarding Bhadadri(Manuguru)
TPS also whose COD is expected shortly.
TSSLDC/TSGENCO to furnish the information at the earliest to CEA with a copy to
SRPC.
CEA vide letter dated 27.11.2019(Annexure-3N) enclosing MoP letter dated
01.11.2019 had enclosed the consolidated information received from various
developers for their respective FGD implementation phasing plan.
It had been requested to all concerned that the missing information if any (regarding
upcoming projects/units) may be furnished to CEA with a copy to SRPC. Also the
furnished information in the Annexure may also be scrutinized and discrepancies, if
any, may be brought to notice.
In the Meeting it was noted that a Meeting is scheduled on 11.12.2019.
Subsequently it was noted that a Special Meeting was convened on 11.12.2019 at
SRPC Bengaluru.
Minutes has been issued on 12.12.2019. All concerned generators to revert back by
20.12.2019 with comments, if any.
3.17 Requirement of fresh CEA clearance for restoration of transmission elements,
which were under breakdown for more than 6 months
Central Electricity Authority (Measures relating to Safety and Electric Supply)
Amendment Regulations, 2015 clause no 43 is reproduced below:
“Every electrical installation of voltage above the notified voltage and all the apparatus
of the generating stations and above the capacity specified under regulation 32, shall
be required to be inspected and tested by the Electrical Inspector before
commencement of supply or recommencement after shutdown for six months and
above for ensuring observance of safety measures specified under these regulations:

Provided that the owner or supplier or consumer has the option to get his installation
inspected and tested by the Electrical Inspector of the Appropriate Government.”
In the Meeting, MS, SRPC stated that this is an important regulation in view of
safety requirements and needs to be followed by State utilities, Private utilities and
Central sector utilities in the field of power sector.
All the entities are requested to take note of the same and take up with the
concerned wings.
3.18 Commissioning of Edamon - Kochi line
In the Meeting, SR-II informed that Circuit II is expected to be commissioned by 20th
December 2019.
Subsequently it was noted that Tirunelveli- Kochi Circuit II was charged and
synchronized to grid on 14.12.2019 at 16:35 hours.
3.19 Shutdown of Kochi-Trichur
In the Meeting KSEBL informed that PGCIL had requested for an outage of 25
days for Kochi-Thrissur line to facilitate LILO/tapping arrangements of the line at
320kV HVDC substation/Thrissur. There were other shut downs(Madakkathara-
Lower Periyar 220 kV line for 75 days- making LILO at Chalakkudi S/S-conversion of
single ckt single voltage to multi ckt multi voltage is involved) planned and the
shutdown of Kochi-Trichur could be taken up immediately.
SR II agreed for the same. The shutdown was approved w.e.f. 15.12.2019 to
05.01.2020.
Subsequently, KSEBL vide letter dated 17.12.2019(Annexure-3O) informed that
due to the above shutdown, ATC reduction of 340MW is imposed for import to
Kerala control area. This has severely affected the import capability of the State
thereby unsettling the load generation balance. As annual overhauling of number of
hydel machines is scheduled from first week of January 2020, the State will depend
on import of power to meet the shortages. KSEBL requested PGCIL, SR II to
compress the shutdown period from 15thto 31stDecember 2019 so that the ATC is
restored back from 1st January, 2020. Balance work, if any, can be concurred after
improvement in the internal generation availability.
3.20 Disaster Management Group
Plant Level Emergency Group (EMG) formation confirmation to be communicated by
GENCOs/generators/RE generators.
It was noted that Plant Level Nominations had been received from the following:
NTECL, Vallur NPCIL
NTPL Tuticorin TPS & NCTPS (TANGEDCO
HNPCL NTPC(All NTPC Stations including Kayamkulam).

In the Meeting the following were reiterated:
The first Meeting of RDMG for power sector was convened on 23.10.2019 at SRPC
Bengaluru. Minutes of the Meting are available at SRPC website. SRPC vide letter
dated 31.10.2019 had communicated certain issues to CEA which were to be put up
to CDMG as per deliberations in the Meeting.
MoP had convened a meeting regarding manual of electrical infrastructure for
natural disaster related to SRPC on 20.08.2019. There are few actionable points
which need to be complied. SRPC vide letter dated 30.09.2019 had communicated
in this regard to concerned entities. The following information were requested to
furnish:
I. Nodal Officers from DISCOMs / TRANSCOs
II. Central Basic Pool material
III. Need for communication equipment which may be maintained as
centralized spares
IV. Electrical infrastructure recovery Plan
V. Insurance/Funding
KPTCL vide letter dated 25.11.2019 (Annexure-3P) had furnished the details as
required to be furnished as per MOM of the MoP Meeting held on 20.08.2019.
All the other concerned are requested to take action as per the minute of the
meetings held on 20.08.2019.
Disaster Management plan needed to be / updated by all the concerned entities
keeping in view the CDMP for power sector released by CEA / MoP and other
guidelines etc. The same would be submitted to RDMG.
3.21 Simhadri /Ramagundam Islanding scheme
In the 161st OCC Meeting, APTRANSCO had informed that the scheme for Simhadri
islanding had been put up to Director for approval. SRLDC had informed that
Ramagundam islanding Scheme would be reviewed considering LI Pumps.
In the Meeting the following were noted:
Simhadri Islanding: APSLDC informed that they have submitted the updated
scheme. SRLDC informed that they have submitted the base case which is not
sufficient for analysis and requested APTRANSCO to furnish the list of the lines
being opened and the list of generators(IC/generation considered) for formation of
the island. SRLDC/SRPC would review the same.
Ramagundam Islanding: SRLDC informed that they have initiated the job, but in
the island around 6990 MW LI scheme generation is involved and there is no

clarity regarding the actual generation and connectivity. Existing scheme may not
work. It was agreed that TS(study team & SLDC) SRLDC & SRPC would discuss
the Ramagundam islanding Scheme in a separate meeting in the first week of
January 2020. Meeting would be called by SRLDC.
3.22 Energy Scheduled inside the region and outside the region from REs
CE(RPM) division, CEA vide letter dated 03.06.2019 had requested for the details -
"Energy Scheduled inside the region and outside the region from RE generating
station which has been given connectivity & LTA on Green Energy Corridors (both
Central & State)".
WPDs/SPDs connected to Sub stations under Green Energy Corridor along with
Installed Capacity (MW) details & corresponding schedules and actuals (from April
onwards) needed to be submitted.
No information had been received from any of the entities (KSEBL had informed that
at present they don’t have any WPD/SPD installed under GEC).
In the Meeting, KPTCL informed that they have written to Planning and RE wing
requesting them to furnish the details urgently vide letter dated
19.12.2019(Annexure-3Q).
TSTRANSCO confirmed that there is no WPDs/SPDs under GEC Corridor.
APTRANSCO informed that they have taken up with planning wing.
All the concerned entities to furnish the information at the earliest.
3.23 Technical Specifications of Interface Meters
The matter regarding the finalization of technical specifications required for the
Interface Energy Meters (IEM/SEM with AMR, configurable recording intervals etc.)
was deliberated in various meetings.
It was noted that PGCIL needed to take action in compliance of SRPC decision (not
to link with other issues like common specifications for all the regions etc).
In the 160thOCC Meeting, it was agreed that parallely Pilot SEMs could be installed
to assess the performance. The final specifications for SEMs under AMR could be
prepared but frozen after amendment of CEA Metering Regulations is notified.
In the 161st OCC Meeting SR-II informed that they were in touch with SRLDC to
finalize the specifications at SRLDC end.
In the meeting, Senior GM, SR II informed that they have visited CDAC and had
requested CDAC to give budgetary offer. He suggested that testing of meters may
be started, by the time CEA may also notify the specifications.
SE(O), SRPC desired to know the status of Data center (Processing at SRLDC
control center). He recalled that the requirement of AMR were raised by states and
arose because of sign change violations. Even though that provision had been
relaxed now, it will be implemented again from 01.04.2019. States also needed to
take up with PGCIL in this regard. PGCIL was entrusted to freeze the specifications

and needed to come up with proposal/cost estimate to SRPC. SRPC may take the
decision.
CE, KSEBL recalled that the issue had been discussed in various forums of SRPC
and SRPC also had approved for the implementation of the same by PGCIL. He
requested PGCIL to give a road map of the implementation of the project.
Conclusionin the Meeting:
SR II assured that technical specifications (including at SRLDC control Centre)
would be finalized within one month. The project may be completed in one year.
All the states suggested PGCIL to take necessary steps to comply with SRPC
decision.
3.24 Periodical Audit and Vulnerability Assessment & Penetration Testing (VAPT) of
Infrastructure
CISO MoP vide letter dated 31.01.2019, 20.02.2019, 22.04.2019 and 29.05.2019
had requested all stake holders to carry out Cyber Security Audit and VAPT of ICT
Infrastructure, website, web application etc in defined intervals by CERT-IN
empaneled cyber security audit agencies to avoid vulnerability and report to CISO
MoP along with the key findings of the audit. The above details may kindly be sent
to [email protected] with a copy to [email protected].
SRPC vide letter dated 31.10.2019 had requested CE(IT) & CISO, MoP to arrange
presentation from officers of CERT-in/NCIIPC in OCC Meeting to give exposure on
the procedure for VAPT and ICT Cyber Security Audit.

The following were noted in the Meeting:
KPTCL informed that tenders for third party auditing of Control Centers of SLDCs
would be opened on 18.12.2019.
KSEBL informed that the WO for Cyber Security Audit for Control Centre would be
completed by 15.01.2020.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
TSTRANSCO informed that C-DAC was yet to take up Security Audit of
TSTRANSCO website.
CERT certified agencies needed to be approached for the audit.
SRPC pointed out that as per CERC Regulations Cyber Security Audit was to be
carried out for the year 2019-20. All the concerned entities needed to take note
and communicate the dates and details in this regard to SRPC.
MS, SRPC emphasized that vulnerability from internal sources/insider also needed
to be taken care other than external sources.
3.25 Data requested by CEA- Optimal Generation capacity Mix for the year 2029-30
CEA had communicated that a draft report on Optimal Generation Capacity Mix for
the year 2029-30, which was on public domain for comments of stakeholders. One
of the comment received was regarding change in Load pattern (8760 hours) due
the shift of agricultural load from peak time (usually night time to afternoon time
when solar is available) by many states. In this connection, it was required to
analyze the impact of shifting of Agricultural load and its impact on the All India
hourly demand patter in recent time.
To analyze the impact the following data is required at stage/regional level:
1. Hourly regional load data (in MW) of 8760 hours for the last 3 years.
2. Year-wise, state-wise hourly agricultural load data (in MW) of 8760 hours for
the last 3 years for the states which have witnessed the shifting of
Agricultural electrical load from peak to off peak hours over the last few
years.
The following were noted in the Meeting:
Hourly regional load data (in MW) of 8760 hours for the last 3 years-SRLDC had
furnished SR Demand. Only AP had furnished the details among the states.
Year-wise, state-wise hourly agricultural load data (in MW) of 8760 hours for the
last 3 years for the states which have witnessed the shifting of Agricultural
electrical load from peak to off peak hours over the last few years.- All the states
to furnish.
APTRANSCO informed that they have received data from APEPDCL and data
from APSPDCL is awaited. After receiving data from APSPDCL consolidated
information would be furnished.
KPTCL informed that they would furnish the information within 15 days(by
December end)
TANTRANSCO informed that they would furnish the information shortly.
3.26 MoP Requirement: Updation of existing transmission system.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
MoP had desired for information regarding existing transmission system (220 kV and
above, AC and DC Voltage level) in the country as on 31.03.2019. CEA had already
prepared the same and is available on the Link https://bit.ly/33qsbgN.
Vide letters dated 11.10.2019 CEA had requested States (STUs) and PGCIL to
update/correct the information in the file available at the above link. It was also
requested to furnish the State power map and single line diagram of transmission
network (to be submitted by States) and regional level power map (to be submitted
by Powergrid).
In the Meeting it was noted that SR I & SR II had furnished the details. States were
requested to verify and update and upload the sought information. SLDs & Power
map are to be submitted separately. CEA vide letter dated 29.11.2019 had sent
reminder in this regard.
3.27 Relocation of SPS schemes
In the Meeting SR II informed that except KPTCL, at all other locations signals are
through till load centers.
It was noted that two convertors were required for each link to extend the signal
from control room to Kiosk in SAS stations. This requirement was noted during a
visit to Hassan Station(SAS sation). States recommended that the cost of the
convertors and associated cable etc could be booked in the project cost.SR II
informed that they will procure the converters shortly and they have approached
manufactures.
KPTCL to take up with PGCIL for the modifications at Kolar.
The following activities to be carried out:
Carryout the pending works (refer Annexure No.V of 77 PCSC MOM).
Carryout the mapping of the feeders in coordination with SRLDC.
Furnish the revised list of feeders along with load reliefs under various
SPS.
All states to communicate the compliance report in this regard to SRPC /
SRLDC.
The mock drills in coordination with PGCIL and SRLDC would be carried out after
all SPSs schemes are put in place.
3.28 Reliability of SPS Schemes
In compliance of Commission’s Order dated 26th March 2018 in Petition No.
09/SM/2015, the list of SPS in SR had been communicated to all concerned. SRLDC
was to furnish the details of ISTS SPSs and SLDCs for other intra state SPSs. This
information is to be submitted along with OCC on monthly basis.
SRLDC vide letter dated 09.12.2019 (Annexure-3R) had furnished the SPS
operation during November 2019. It was noted that SPS of Talcher- Kolar operated
on 05.11.2019 at 10:55 hours. Total load relief was 948 MW –as follows:

TN – 208(desired 395), KAR-600(desired 250), AP-140(desired- 230)
The following were noted in the Meeting:
APTRANSCO informed that Madanapalli load relief was wired at 220 kV
APTRANSCO SS (from earlier at 110 kV feeders).
APTRANSCO informed that RE injection feeder segregation would take 3 months.
There were no radial feeders available in Cuddapah region.
It was noted that APTRANSCO can identify the radial feeders anywhere in the
state.
SRLDC would come out with details (specified documentation) on SPS for Raigarh
– Pugalur HVDC bipole link.
KPTCL was again requested to analyze the reason for relief being realized.
3.29 Weather forecast by IMD
SRLDC had informed that IMD had offered that if states provide required space for
installing the weather monitoring equipment at substations they will provide weather
forecast information location wise to SLDCs also. When formal proposal from IMD is
received, it will be put up to OCC for further direction. (SRLDC to coordinate).
In the Meeting SRLDC was again requested to revert back with formal proposal
after discussion with IMD.
3.30 Declaration of “Peak” and “Off-Peak” Hours in a month and high and low
demand seasons
As per clause 42(3) CERC (Terms and Conditions of Tariff) Regulations, 2019, the
hours of Peak and Off-Peak periods during a day shall be declared by the
concerned RLDC at least a week in advance.
In the 161st OCC Meeting SRLDC had projected the procedure and had explained
the computation. SRLDC was requested to come out with the sample
computations for computing Peak and Off-Peak hours during wind, non-wind
seasons etc. The results may be on the total demand and on total demand – RE to
have more comprehensive understandings of the procedure.
In the Meeting, SRLDC presented the analysis considering the data from
November 2018 to October 2019. It was observed that when net demand is
considered peak hours are coming at 08: 00 hours to 09:30 hours and in evening
18:00 hours to 19:00 hours and when peak demand is considered peak hours are
coming at day hours(solar hours).
TS, KAR & KER agreed for (total demand – RE). TN and AP stated that they
would revert back.
SRPC/SRLDC also suggested that peak hours could be declared on net demand
which will capture the need for thermal power.

SRLDC was suggested to share the analysis to all the concerned.
States/Generators were requested to revert back on the analysis. The peak hours
and off peak hours may be frozen by February 2020. As per Regulation this can be
reviewed weekly also.
3.31 Request for additional assistance to Yerandahalli by KPTCL
It was noted that additional support was extended from Hosur S/s after implementing
the SPS from 25.10.2019. TANTRANSCO vide letter dated 07.11.2019 had
communicated regarding frequent tripping of SPS since KPTCL was drawing more
than 140 MW power which was over loading 230 kV Hosur PG- Hosur D/C line
enabling the SPS operation.
161st OCC conclusion:
KPTCL would restrict the drawals as agreed in the special meeting (held
through VC on 03.09.2019)
KAR SLDC would appraise the Management and communicate to the field
and BESCOM to restrict the loads.
KAR SLDC would map the feeder loadings of 230 kV Hosur (PG)-Hosur (TN)
lines and create an alarm to take preventive action to avoid triggering of SPS.
KPTCL would furnish their proposal of enhanced request considering the
conductor rating, reconfiguration etc to TANTRANSCO for consideration.
TANTRANSCO would revert back on the proposal of KPTCL.
KAR SLDC had informed that two officials have been deputed to
TANTRANSCO Hosur SS for effective load management in Karnataka
system.
KPTCL had informed that they are taking all steps to ensure revival of the
system by 10.01.2020 as requested by TANTRANSCO.
In the Meeting the shut down on Hosur-Yerandanahalli line was agreed from
12.12.2019 to 21.12.2019 for reconfiguration works at Yerandanahalli.
The 220KV Somanahally-Yerandanahally line LC work in Mylasandra project has
been availed on 27.10.19 in the view of conversion of existing 220KV S/C line
between Mylasandra SS to Yerandanahally SS for the period of four months.
During the line clear period additional feed of 120 MW was fed from Hosur SS
towards Yerandanahally SS.
In this scenario with the additional load assistance from Hosur SS, the LC work has
been completed and charged on 09.12.2019(letter dated 09.12.2019 at Annexure-
3S) and from then Yerandanahally is being fed from Somanahallyby about 170-
180MW and from Hosur by about 50-60MW in regular manner.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
The shut down on Hosur-Yerandanahalli line was agreed from 12.12.2019 to
21.12.2019 for reconfiguration works at Yerandanahalli to take up tower erection,
stringing and dismantling works at Yerandahalli.
After SLDC concurrence all the line work has been completed between Mylasandra
to Yerandanahally SS and further no additional load feed assistance is required from
Hosur SS in the view of line work in Mylasandra scope of project.
3.32 NPCIL Units availability during peak demand period
161st OCC conclusion
KKNPP informed that unit-II would be taken out from 09.12.2019 to
11.03.2020 and unit-I would be taken out from 22.03.2020 (75 days till
04.06.2020). The revival of unit-II would be monitored and accordingly part
loading of unit-I, if required, would be considered from February 2020.
All constituent states recommended the suggestion of TANTRANSCO of part
loading of KKNPP unit-I from November itself.
KKNPP informed that they would put the request of TANTRANSCO/other
beneficiaries to the management and revert back.
KKNPP vide letter dated 03.12.2019(Annexure-3T) had furnished the over hauling
programme of KKNPP Units. Power generation from KKNPP Unit I had been
reduced to 600 MWe for taking up some M/W(was operating at 1000 MWe till
31.11.2019). Generation would be normalized on 03.12.2019. Unit -I generation
will be restricted to 900 MWe in the month of December 2019(based on
TANTRANSCO’s request) and further review will be taken based on the progress
of Unit II S/D works scheduled from 15.12.2019. It was informed that compensation
to KKNPP for the reduced power operation will be dealt separately.
The following were noted in the Meeting:
KKNPP informed that unit-II would be taken out from 15.12.2019 to 17.03.2020
and unit-I would be taken out from first week of April 2020 for 75 days.
KKNPP informed that Unit I would be generating 900 MW based on the request
of beneficiary(ies). He informed that they are in receipt of a letter from Chief
Engineer, APTRANSCO in this regard and part load compensation issues
would be taken up separately.
3.33 Scheduling Issues of Pavagada Solar Park
In the Special Meeting held on 31.10.2019 w.r.t scheduling of Pavagada Solar Park,
it was decided to start actual scheduling & accounting of Solar Park from 04.11.2019
for the SPDs connected to S/Ss 3 & 4. SRPC vide letter dated 14.11.2019 had
requested SRLDC to furnish the schedules of these SPDs for the week starting from
04.11.2019.
SRLDC vide letter dated 18.11.2019(Annexure-3U) had informed that the details in
SRPC letter and details given by KSPDCL vide letter dated 06.11.2019 are not

matching and so scheduling and subsequent providing of meter data to SRPC could
not be completed by SRLDC from 04.11.2019. SRLDC suggested to convene a
Meeting in this regard.
SRPC vide letter dated 25.11.2019(Annexure-3V) had requested SRLDC to furnish
the following information and concluded that a Meeting as suggested by SRLDC
may be convened after receiving these information from SRLDC
Views of NLDC on KSPDCL letter dated 17.10.2019(requesting SRLDC to
waive registration charges)
SRLDCs approach on operationalized LTA vis-vis SPDs under COD of
Pavagada Solar Park
In the Meeting, it was noted that a Meeting was held on 05.12.2019 at SRPC
Bangalore. It was agreed that scheduling and accounting of the SPDs by
SRLDC/SRPC which are part of operationalized LTA (1000 MW) would commence
from 00:00 hours of 30.12.2019. Balance 1050 MW would be scheduled by
SRLDC once the LTA is operationalized by CTU. It was agreed that a review
Meeting would be held on 20.12.2019.
3.34 High Loading of Hiriyur- Nelamangala
In the Meeting, SR II informed that 400 kV Hiriyur-Mysore line would be
commissioned by March 2020 (Original schedule – December 2019). They are
trying to complete the works by January 2020.
OCC requested PGCIL to complete the works at the earliest as LTA
operationalization of Pavagada SPDs was linked to commissioning of these lines.
PGCIL needs to take this issue seriously since SPDCs scheduling by SRLDC will
be held up.
3.35 High Voltage in Karnataka Control Area
SRLDC in its agenda for 161st OCC Meeting had expressed concern regarding the
Critical Grid Operation in Karnataka control area due to over voltages.
Conclusion in the 161st OCC Meeting
KPTCL had informed that the issue has already been referred to RT wing.
SRPC had suggested KPTCL to check the overvoltage grading set points
also.
KPTCL needed to submit action taken report in this regard.
The following were noted in the Meeting
There was no update by KAR SLDC.
3.36 Delay in revival of Nelamangala-Dodaballapur line
In the Meeting, KPTCL informed that Nelamanagala-Dodaballapur 220 kV D/C line
was under shutdown(taken by PGCIL-approved for two days for 8th& 9th December
2019). But the lines were not revived in scheduled time. There was interruption in

220 kV system and many lines tripped. Hoody – BIL line survived which was
feeding International Airport, otherwise it could have been a very serious issue.
PGCIL informed that the works were delayed due to ROW issues and they had
requested KPTCL for extension of LC for one day.
KPTCL stated that the request came by night 9 O’clock only. PGCIL need to
assess the requirement of shut down period before taking approval of elements
and any delay in revival need to be informed well in advance.
SRPC opined that this issue needed to be taken seriously since there was a
chance for interruption of Airport supply and requested PGCIL to avoid such
situations in future.
3.37 Deviation in drawals by states
SRLDC vide letters dated 15.11.2019(Annexure-3W had expressed concern
regarding deviation in drawals by AP, KAR, TS and TN. These states were
requested to take action in real time on the messages issued by SRLDC and also
furnish reply to SRLDC letters issued subsequently.
The following were noted in the Meeting:
There were sustained over drawals and under drawals by beneficiaries.
SRLDC stated that the violation messages were issued accordingly. SRLDC
informed that they will be forced to go for physical regulations if states are not
keeping their drawals in limits.
Entities were to take action in real time on the messages issued by SRLDC and
also furnish reply to SRLDC letters issued subsequently.
3.38 Automatic Generation Control (AGC) implementation in India
CERC in its Order dated 28.08.2019 had stated, ‘ In the interest of reliable and safe
grid operation, the Commission directs that all the ISGS stations whose tariff is
determined or adopted by CERC shall be AGC-enabled and the ancillary services
including secondary control through AGC be implemented’.
As per CERC Order dated 28.08.2019 all ISG stations whose Tariff is determined or
adopted by CERC should be AGC-enabled before 28th February 2020.
NLDC vide communication dated 17.09.2019 had furnished the minimum requirement
for AGC connecting equipment at Power plants. List of power plants identified for
monitoring by NLDC was also enclosed.
A Meeting was held on 03.10.2019 at NLDC to discuss on the requirements for AGC
to be implemented at generator ends by the generators and activities to be undertaken
by them for speedy implementation of AGC. The minutes are available at NLDC
website. All concerned were requested to go through the minutes and initiate the
actions accordingly.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
A Meeting in regard to communication availability from NLDC/ RLDCs to the nearest
wide band node/ switchyard for the generating stations under AGC as per CERC
Order 319/RC/2018 was held on 13.11.2019 at SRPC Bengaluru. The minutes of the
meeting is available at SRPC website.
The following were noted in the Meeting:
PGCIL, SR II informed that communication ports are available at all the locations
and there is a requirement of optical cards/optical fiber in some locations. The final
requirement along with estimate will be finalized shortly.
SR II was requested to come up with the detailed list of requirement with estimated
cost. The same was to be put up to TCC/SRPC for approval.
SR II agreed that they will submit the final estimate by end of December 2019.
3.39 Implementation of revised AUFLS settings in SR(SRLDC Agenda-1(i))
In the Meeting all states agreed for increase the AUFLS settings by 0.2 Hz viz.
49.4, 49.2, 49.0 & 48.8 Hz. after 9th NPC minutes are issued.
3.40 Shutdown request of NTPL-Tuticorin D/C line
Conclusion in the 161st OCC Meeting
NTPL requested TANTRANSCO to restore the 230 kV connectivity to NTPL
switchyard (230 kV NTPL –TTPS & 230 kV NTPL-TTN Auto).
POWERGRID had informed that one ERS is ready to charge (8 hours for
jumpering to ERS) and for the other ERS works had already been initiated.
TANTRANSCO vide letter dated 31.10.2019 had raised some compensation
issues during the shutdown.
SR-II, PGCIL informed that the matter had been referred to the management. The
same would be put up to SRPC Meeting.
It was noted that the calculation projected in TN letter may be relooked. Backing
down of Tuticorin units was not envisaged in the revised proposal.
SRPC had suggested that compensation being a bilateral issue, it may be solved
amicably through discussion in top level management.
It was noted that the compensation issues should not be linked with the shutdown
approvals in OCC. OCC was a technical forum where issues of ATC curtailment,
line loadings, injection restrictions, load generation balance, precaution during
shutdown etc are discussed. Compensation issues, if any, could be taken up to
TCC/SRPC through commercial committee meetings.
Subsequently it was noted that the issue of 230 kV connectivity of NTPL was
discussed in the Joint Study Committee Meetings held on 21stand 22nd November
2019 at New Delhi.
In the Meeting SR II informed that NTPL confirmation is awaited for availing the
outage.One ERS is ready and other ERS will be ready shortly.
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
SE(O), SRPC suggested that PGCIL may furnish an official request to
SRLDC/SRPC for shut down whenever ERS is ready with specific dates, timings
etc. NTPL concurrence to be sought accordingly.
230 kV connectivity of NTPL was discussed in the Joint Study Committee Meetings
held on 21st and 22nd November 2019 at New Delhi. In the minutes the following
had been noted:
Upon examination of the minutes of the 24th meeting of SCPSPSR, it was
found that following transmission system had been agreed as the
evacuation system for Tuticorin TPS JV (2x500 MW):
i) Tuticorin JV TPS – Madurai 400 kV D/c quad
ii) 2x315 MVA 400/220 kV ICT at Tuticorin TPS JV
iii) LILO of 2 nos. of 230 kV circuits at Tuticorin TPS JV
Accordingly, the referred 2 nos. of 230 kV circuits at Tuticorin TPS JV is a
part of ATS.
TANTRANSCO stated that the referred 230 kV lines cannot be utilized for
the evacuation of power from Tuticorin JV as the same leads to congestion
in the downstream network.
It was decided that the referred 230 kV lines may be by-passed through
suitable arrangement under normal operation to avoid congestion in
downstream networks and the same may be utilized for drawl of start-up
power whenever required.
Further the proposal shall be put-up in the upcoming SRPC-TP for approval
of the constituents.
Subsequently Meeting of first SRPC-TP was convened on 16.12.2019 at
Hyderabad. Minutes of the Meeting is awaited.
3.41 High Voltage at UPCL & Outage of UPCL ICT
The following were noted in the Meeting:
KAR SLDC informed that 400 kV Hebbanahalli S/s (Yettinahole LIP) would be
handed over to KPTCL and was expected to be taken over by March 2020.
For reactor implementation, UPCL had earlier informed that KPTCL approval
(drawing etc) was being undertaken. Electrical approval will be received only after
KPTCL approval. KPTCL requested UPCL to write a reminder to PCKL and share
the same with KPTCL so that KPTCL will also take up with PCKL.
For repair of ICT, UPCL had informed in the 161st OCC meeting that the ICT was
expected to reach the site by end of December 2019 and the charging was
expected by 15th January 2020.
Vide letter dated 07.11.2019(Annexure-3X) KPTCL had taken up with UPCL and
expressed concern that with one ICT at UPCL yard UPCL is declaring DC for both
the units. UPCL had been requested to restore the ICT at the earliest.

3.42 Scheduling of Solar parks
Ghani Solar Park :
APTRANSCO had informed that the matter was under review.
It was noted that one of the SPD had approached Hon’ble CERC in this regard.
APTRANSCO informed that they were taking with CERC in this regard.
3.43 Testing of Primary frequency response of generators as per IEGC clause 5.2(g)
SRLDC had informed that deviation of three agencies had been opened. There
were some queries by the bidders which have been replied by NLDC. The price-
bid will be opened by end of December 2019.
3.44 AGC at state Level- Pilot Project identification & Implementation
The following were noted in the Meeting:
Andhra Pradesh (APGENCO: Krishnapattanam): M/s GE had submitted a
proposal for AGC at Krishnapatnam/APSLDC. Note has been put up to the
management for budgetary approval.
Karnataka (KPCL: Sharavathy / Varahi):Sharavathy expected to be completed
by end of January 2020. Varahi is expected by February 2020. Payments to M/s
ABB has been released by M/s USAID. Final configuration would be taken up.
Kerala (KSEBL: Kuttiadi&Idukki): M/s ABB had visited Kuttiadi SS on
15.11.2019 and a Meeting was also held in this regard. On 16.12.2019 M/s ABB
was scheduled to visit SLDC. Specifications would be finalized in next two to three
Meetings.
Tamil Nadu (TANGEDCO: North Chennai Stage-II and MTPS Stage II):
TANGEDCO/TANTRANSCO had informed that the administrative approval was
yet to be received and technical specifications are under preparation jointly by
TANTRANSCO and TANGEDCO.
Telangana (TSGENCO: Kothagudem E): DPR prepared and waiting for
budgetary offer. Dummy protocol testing from Kothagudem to SLDC was under
progress.
SRLDC had informed that NP Kunta AGC was targeted to be commissioned by
February 2020. The proposal would be discussed with APSERC/APDISCOMs.
3.45 Issues w.r.t KGS
There was no representation from Kaiga GS which was noted with concern.
The following were noted in the 161st Meeting:
SEM related issues had been taken up with SR-II vide letter dated 09.04.2019.
SR II had informed that estimate (cost +) had been furnished to KGS.
KGS had informed that the matter was under consideration.
Regarding Sirsi-Guttur section of Kaiga–Sirsi
KPTCL had informed that they have replaced 20 numbers of tension strings.
Further replacement of 15 numbers and 22 numbers of insulator strings was

planned, for Line I estimated cost is around 1.13 Crores and for line II it is
2.08 Crores.
Further activities are not carried out because of rains.
Kaiga-Narendra I &II PLCC Channel Non-Availability
KGS vide E-mail dated 06.11.2019 had informed that on 05.11.2019 it is
observed that Kaiga-Narendra Line I & II Channel I is in alarm condition.
Narendra S/s also confirmed that the same channel is in alarm condition at
Narendra end also.
SR II informed that channel II was rectified.
Channel I was to be rectified by Kaiga GS(in coordination with KPTCL)
3.46 Hoody Reactor status
In the Meeting, KPTCL informed that Hoody reactor would be commissioned by
end of 15th January 2020.
SRLDC informed that Nelamangala Bus reactor (commissioned on 19.10.2019)
data is not reporting. KPTCL agreed to look into the same.
3.47 URS availability of other regions
It was noted that URS availability of WR was not visible after the LC/PS
mechanism. SRLDC stated that they are working on it.
3.48 Rectification of OF cable between EDC to HAL
In the Meeting KAR SLDC had informed that EDC to HAL link will be rectified by
end of December 2019.
3.49 REMC facility installed at SRLDC
In the 161st Meeting SRLDC informed that SAVT (1000 hrs) test had been
completed. The list of pending works was being compiled.
3.50 REMC Project in SR SLDCs
The following were noted in the Meeting:
KAR SLDC: SAVT completed by 25.09.2019. Forecast Software under evaluation.
AP SLDC: SAT over. SAVT stopped on 13.10.2019 due to some issues. M/s OSI
was working on it. SAVT was scheduled to start
from10.12.2019.(Communication/mail dated 11.12.2019 in this regard at Annexure-
3Y)
TN SLDC: SAVT completed.
All the entities (except TANTRANSCO) were requested to furnish the balance RE
stations still to be integrated in REMC. The upcoming requirement for next two years
may also be furnished to PGCIL. If PGCIL is not taking up the integration of balance
RE stations, then the states needed to integrate the balance RE stations into REMC
at their own cost/initiative.
3.51 LI projects grid integration
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
In the 161st OCC Meeting, APTRANSCO had informed that a Meeting had been
convened regarding the coordinated operation of LI pumps in which it was opined
that there was no scope of reactive control through LI pumps. Further studies
needed to be carried out.
There was no updates in the Meeting.
3.52 Andhra Pradesh: Coal issues
APGENCO vide letter dated 11.11.2019(Annexure-3Z) had communicated to
Ministry of Coal, Mines and Parliamentary Affairs regarding the coal issues faced by
APGENCO .
APGENCO had entered into a MoU with MCL for supply of 3.60 million tonnes of
raw coal through road mode Washery circuit. The transportation of raw coal from
mines is being carried out by their Washery operator M/s. Spectrum Coal and Power
Limited. APGENCO is facing severe constraints in lifting of raw coal allotted through
road mode, mines from Balaram OCP, Hingula OCP &Bharatpur OCP
Considering that there is severe shortage of coal at APGENCO Thermal plants,
APGENCO had requested Joint Secretary-CPD, MoC to kindly give necessary
directions to MCL for not considering the referred quantities as deemed delivery and
permit dispatch of the same in future as raw coal directly to APGENCO by all rail
Route.
In the Meeting, APGENCO informed that vide letter dated 28.11.2019(Annexure-
3AA)MCL had informed that allocation of coal for the month of December shall be
restricted to trigger level against the Monthly Scheduled Quantity. Accordingly the
railway program submitted by APGENCO for the month of December 2019 as per
MSQ is endorsed by MCL by reducing the rakes as follows:

3.53 Grant of MTOA to M/s IL & FS Tamil Nadu Power Company Limited for transfer
of 330 MW power to TANGEDCO
CTU-Planning vide letter dated 06.08.2019(Annexure-3AC) had intimated that
MTOA of 300 MW was granted(from 01.12.2019 to 31.05.2020) with existing
transmission system(IL & FS is connected to 400 kV Nagipatanam PS-inter
connection of TANTRANSCO with ISTS system).

Subsequently CTU Planning vide letter dated 28.11.2019(Annexure-3AD) had
informed that MTOA agreement had been signed between M/s Powergrid& M/s IL &
FS on 05.09.2019.
3.54 Intimation for commissioning of 50.2 MW Wind Generator
Betam Wind Energy Private Limited vide letter dated 14.11.2019(Annexure-3AE)
had intimated that 50.2 MW(SECI Tranche-III) Wind power project(Tuticorin District
of Tamil Nadu) will be ready for commissioning on 21.11.2019. Evacuation of power
from this project will be through Tuticorin PGCIL GIS PS(400/230 kV) at 230 kV
level.
3.55 Communicating the written instructions to Solar/Wind Generators
SRLDC vide letter dated 06.08.2019 had issued directions provisioned under Section
29(1) of the EA in respect of RE scheduling/curtailment. Any curtailment along-with
reason was to be made known to RE generator/SRLDC in writing and through
SLDCs website.
All the SLDCs were requested to furnish the daily reports on RE curtailment to
SRLDC/SRPC. The curtailment details needed to be uploaded on the website also.
3.56 TTC assessment considering temperature dependent rating of lines/terminal
equipment
The information received from all the states had been forwarded to NLDC/NPC
(CEA) for further needful action. SRLDC was requested to follow up with NLDC.
3.57 Communication Audit
All the concerned entities are requested to comply to audit observations.
Readiness/preparedness for Audit to be ensured by the concerned State/PGCIL.
SRPC informed that the Communication Audit for 2019-20 in compliance to CERC
Regulations would be carried out in April 2020 and all the utilities needed to
maintain the data in the requisite format.
3.58 Flexibilization of Thermal Plants: Units identified by APGENCO
TSGENCO had informed that they have identified KTPS Stage II - Unit 11 (500
MW) for conducting pilot test for flexible operation.
APGENCO had informed that BHEL was to revert back on implementation/pilot
tests of Rayalseema Unit I for flexible operation.
3.59 Ramp Rates, technical minimum & startup from hot/warm/cold
All ISGS stations were requested to give ramp of 0.67%/min in line with
the SRPC decision.
All the SLDCs were requested to ensure ramps of at least 0.67%/min in
line with the SRPC decision for the state generators.

All the entities were requested to take action in respect of ramp rates,
technical minimum, start up from hot, warm and cold condition as discussed in
the SRPC meeting (noted in the special meeting).
POSOCO had pointed out that enhancing of the ramp rates would result in
further savings in the SCED optimization.
3.60 RE Generators for Reactive Compensation & High Voltage
All the states were again requested to kindly examine and ensure voltage based
MVAR interchange for RE generators.
The following were noted in the Meeting:
KPTCL- KERC had raised some queries. KEGC review panel had
discussed the queries.
KSEBL: Public hearing was held on 29th October 2019 at
Thiruvanthapuram. Public hearing was held at Kochialso(only w.r.t RE).
Based on all the inputs from these hearings and comments received from
various stake holders final GRIDCODE would be notified shortly.
TSTRANSCO: The charges are yet to be notified by TSERC. TSERC had
started functioning.
3.61 Monitoring of scheme funded from PSDF
All the states/entities were requested to kindly furnish the updated status in a time
bound manner.
A review meeting was convened on 25.11.2019 by NLDC/NPC at SRPC Bengaluru.
Minutes of the Meeting is awaited.
Subsequently SRLDC vide letter dated 18.12.2019(Annexure-3AF) had requested
all the entities to furnish the status of PSDF schemes which is to be furnished to
MoP. A VC in this regard is convened on 26.12.2019.
3.62 VC Facility at SLDC
Puducherry had informed that VC facility will be commissioned by March 2020.
3.63 Certification of Inter-state and Intra-state lines in PoC
All SLDCs were requested to communicate the outage and availability computations
for the applicable lines within one week after completion of month to SRLDC. SRLDC
would communicate the details by 3rd week. SRPC would issue the certificate by
month end.
SRPC had requested all states to furnish the availability calculations as a whole
(single availability factor) for entire AC System.
3.64 PSS Tuning of generators
A Meeting to discuss the submitted reports and to discuss the status of schedule of
PSS tuning/SRT was held on 14.11.2019. Minutes of the Meeting is available at SRPC
website. All concerned are requested to take action as per the Minutes of the Meeting.

3.67 Updates on newly commissioned /Upcoming Generating Stations
In the 157th OCC Meeting it was noted with concern that no timely information is
furnished by entities regarding the upcoming generating stations. The information
is being sought by higher bodies like CEA/MoP etc.
All the States and ISG Stations were requested to furnish the progress of
works of upcoming generating stations with expected date of
commissioning. It was also noted that commissioning of new units also to be
intimated in time. Declaration of COD letter from SLDC was required to be
submitted to CEA, Fuel Management Division for purpose of coal linkages etc.
3.68 Meeting to discuss the issue of delay in installation of bus reactors by NPCIL at
Kaiga and Kudankulam NPP
PSPA-II division, CEA had convened a meeting on 22.11.2019 to discuss the
following issues. Minutes of the Meeting are at Annexure-3AH.
The following were noted in the Minutes:
The KKNPP reactor is likely to be put back into service by March, 2020.
NPCIL representative informed that tender had been floated for the work. Bids have
been received and are under evaluation. The work is likely to be awarded by March,
2020.
3.69 Criteria to categorize the Generating units/Transmission elements under
prolonged outage
The following were agreed for categorization
Generating Units: Planned outage: After 5 days of scheduled revival date
: Forced outage: After 5 days of outage.
Transmission elements: Planned outage: After 2 days of scheduled revival date.
Forced outage: After 2 days of outage
SRLDC informed that the transmission elements would be listed out based on the
IEGC Clause 5.2(e) as below:
“Any prolonged outage of power system elements of any User/CTU/STU, which is
causing or likely to cause danger to the grid or sub-optimal operation of the grid,
shall regularly be monitored by RLDC. RLDC shall report such outages to RPC.

RPC shall finalize action plan and give instructions to restore such elements in a
specified time period”
RTPS- Prolonged outage(Unit II & III)
RSTPS vide letter dated 27.11.2019(Annexure-3AI) had furnished the details
regarding the prolonged outage of RSTPS Unit II & III.
NCTPS Stage – I vide letter dated 02.12.2019(Annexure-3AJ) had furnished theb
reason for prolonged outage of NCTPS Stage I.
3.70 United Capacity of Priyadarsini Jurala HEP
TSTRANSCO vide letter dated 28.11.2019(Annexure-3AK) had clarified(reply to
CEA letter dated 06.11.2019) that total installed capacity of Priyadarsini Jurala HEP
is 234 MW and there is a joint PPA between Telangana and Karnataka DISCOMs,
accordingly the total energy is being scheduled in the ratio of 50:50 on mutual
understanding basis.
The forum noted the above.
4. Outage Proposals/LGBR
Outages was discussed and processed through VC on 06.112.2019.
Review on Annual Outage Planning for the year 2020-21
Annual Maintenance Schedules furnished by Generating Units have been
analysed as per the guidelines finalized in the OCC Forums and Kukde
Committee’s recommendation.
The suggestions / observations, had been communicated to all concerned vide
letter dated 11.12.2019(Annexure-4A) and also posted in OCC Group(along
with detailed Report of Analysis on the Maintenance Schedule in power point
presentation (ppt)).
It is requested that these outages may kindly be reviewed and rescheduled
wherever required. The revised schedule of maintenance may please be
communicated to this office.
5. TTC/ATC computations
All states were requested to furnish PSSE base case for April 2020.
SRLDC & SRPC had pointed out that the demand being furnished for POC, ATC
and LGB should be in synch with each other. Different values should not be
furnished for different requirements. Node wise data should be as per the demand
which is likely to be met from various sources keeping in view MOD etc.
6. Availability and Requirement
Availability and requirement for the period from December 2019 to April 2020 is
given at Annexure-6A.

Frequency remained within IEGC range during November 2019 (49.90 - 50.05
Hz) for 73.39 % of time. Average frequency for the month was 50.01 Hz.
Frequency remained below 49.90 Hz for 4.06 % of time during November 2019.
Frequency remained above 50.05 Hz for 22.55 % of time during November
2019.

220 kV SS Ananthapuram S/S was commissioned on 08.11.2019 by
APTRANSCO with augmented capacity of 1x160+2x100 MVA(Earlier 3x100
MVA)
At 400/220kV Janagaon SS 2x500 (MVA) capacity (PTR no 2 & 3) were
commissioned on 01.11.2019 & 13.11.2019 by TSTRANSCO.
220 kV lines(ckts I & III) of ckt kM 3 from Jagatyal-Nirmal(LILOs of RSS-Nirmal
to 220 kV Jagatyal S/S) was commissioned on 20.11.2019 by TSTRANSCO.
220 kV lines(ckts IV & III) of ckt kM 3 from Jagatyal-Vemnur(LILOs of Memnur-
Nirmal to 220 kV Jagatyal S/S) was commissioned on 20.11.2019 by
TSTRANSCO.
8. High frequency
It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for
22.54 %of the time. It was also noted that the frequency on some of the days was
higher for considerable duration of times. (Refer Table-IV of Appendix)
SRLDC informed that maximum frequency had touched 50.26 Hz at 22:01 hours of
26thNovember2019. (Graph at Annexure-8A).
162nd OCC Meeting held on 10.12.2019 at SRPC, Bengaluru
SRLDC presented the underdrawal of states when frequency was above 50.05 Hz.
(Annexure-8B). The maximum underdrawals touched by States during November
2019 also was presented. (Refer Table V of Appendix)
Constituents were advised to kindly avoid uneconomic operation at high frequencies.
SRPC requested all the constituents that action needs be taken to adhere to the
schedule since it had commercial/operational impacts even for underdrawal.
8.1 Pump mode operation
It was noted that there was no consumption in pump mode at N’Sagar&Srisailam.
Kadamparai consumption in pump mode was 53.355 MU during the month of
November 2019.
9. Low Frequency
It was noted that the frequency of grid operation was at times lower than IEGC range.
Grid had operated below IEGC range i.e. 49.90 Hz for 4.07%of time during the month
(Refer Table-VI of Appendix).
SRLDC informed that minimum frequency touched 49.66 Hz at 06:21hrs on
18thNovember 2019. Drawals of Southern Regional states at that instance were also
projected (Graph at Annexure-9A).
Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-9B) was
presented by SRLDC. The maximum over-drawals touched by States also was
presented.(Refer Table VII of Appendix).
10. VOLTAGE PROFILE
10.1 Low voltage
In the meeting, it was noted that low voltage had been observed at few nodes in
November 2019. It was observed that voltage profile had been improved compared to
last month.
Details of Capacitors installed during November 2019 are at Annexure-10A. Details of
the healthy/faulty capacitors to be furnished.
10.2 High Voltage
SRLDC informed that there werehigh voltages observed at number of 400kV / 765
kV nodes. (Refer Table VIII of Appendix)
10.2.1 Status review of GT Tap positions
GT tap Positions – GT taps yet to be changed as per recommendation (Refer
Table-IX of Appendix)
10.2.2 Status review of Bus/Line Reactors, Line Reactors and STATCOM
Status of implementation of Bus / Line Reactors approved in the Standing
Committee / SRPC by the SR constituents is furnished at Table X of Appendix.

In view of very high voltage at some nodes, it was emphasized that urgent action
needs to be taken to commission reactors as per committed dates.
10.2.3 Reactive Power Planning
Status update on capacitor installation is given at Table XI of Appendix.
SRPC & SRLDC requested all the states to come up with updated information like
till date commissioned, plan for new commissioning, quantum in working condition,
action taken to rectify/replace faulty capacitors, etc.
10.2.4 MVAR interchange/Testing
MVAR interchange meeting was convened on 26.09.2018. Minutes of the Meeting
are available at SRPC website. Necessary action as per minutes to be taken.
The following were planned w.r.t BSRP & MVAR testing:
TS: BSRP on 11.12.2019 at Kakatiya
AP: BSRP on 20.12.2019 and MVAR testing on 19.12.2019 at Rayalseema
KER: BSRP likely on 17.01.2020 at Kalamassery
TN and KAR: would be finalized.
11. Network Protection/Security issues
11.1 U/F &df/dt Relays Schemes
Implementation of SRPC recommended quantum
It was noted that all States had implemented AUFR and df/dt schemes fully.
In the Meeting, SRLDC presented the load relief realized as a percentage of AUFR
quantum declared in the identified feeders during the month of November 2019 as
follows: (Detailed Presentation is at Annexure-11A)
AP: 71 %, TS: 78%, KAR: 41%, KER: 69%, TN: 66%, Pudu: 89% &SR: 60%.
In the Meeting, KPTCL informed that they were looking into the relief issue which was
around 42 %(as per SRLDC). AS per KPTCL RT wing the relief is around 62 % and
the data had been forwarded to SRLDC.
SRLDC agreed to review the relief in this regard.
SRLDC informed that validated list of feeders had been shared in google spread
sheet. Any change in details of feeders to be uploaded in google spread sheet with the
date of updation.
11.2 SCADA mapping of feeders of AUFR &df/dt schemes

12 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) &
GSES (Petition No. 265/MP/2012)
It was noted that all states had implemented revised ADMS logic. (Alarm at 49.90
Hz and below for 10 minutes, Trip at 49.85 Hz, Min DSM limit for 15 Minutes)
There was no ADMS incidence during the month of November2019.
All states were requested to identify additional feeders which could be tripped
through SCADA rotationally with load relief of (OD-Max dev limit). Any loads
tripped under ADMS should be brought back only under the directions of SLDC
keeping in view the frequency, overdrawal etc.
12.1 Grouping of loads (IEGC clause 5.4.2 (e))
As per IEGC, to maintain the frequency within stipulated band and also to ensure
network security, the interruptible loads were to be arranged in four groups of
loads, This was for the purpose of scheduled power cuts/load shedding, loads for
unscheduled load shedding, loads to be shed through UF relays, df/dt relays and
loads to be shed under any SPS scheme. These loads are to be grouped in such
a manner that there is no overlapping between different groups of loads.
This issue was noted for compliance by the concerned utilities.
12.2 LVRT Implementation
Hon’ble CERC had passed Order in respect of Petition No. 420/MP/2014 on
05.01.2016. Five Special Meetings were conducted at SRPC on 05.02.2016,
18.04.2016, 05.07.2016, 25.10.2017 and 23.04.2018 (Meeting minutes are
available at SRPC website).

Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC
Secretariat are being communicated to Hon’ble CERC in regard to monitoring of
the installation and performance of LVRT installed on existing WTGs as per the
directives of Hon’ble CERC.
CEA had issued CEA (Technical Standards for connectivity to the Grid)
(Amendment) Regulations, 2019 dated 06.02.2019 which are available at CEA
website.
Therefore all the SLDCS were requested to furnish the LVRT status(33 kV &
above) for the WTGs being commissioned from 06.08.2019.
13 Emergency Restoration System (ERS)
The status was updated in the 35th TCC Meeting held on 11.07.2019 and is at Table
IV.
14 SCADA AND COMMUNICATION
All entities were requested to bring any specific/recurring SCADA/Communication
related issues to the notice of OCC forum.
All states were requested to furnish the SCADA mapping updates for the RE and
at the pooling stations (as per the format of CEA) – the details to be
communicated wherever pending.
15 Black Start Procedure
In case of postponement or non-conducting of mock drill exercise then the same
must be intimated to SRLDC along with reasons.
Black Start Mock Drill
i) Details of Mock drills conducted in November2019 to be furnished.
ii) Mock drills scheduled for December 2019 and from January 2020 to June 2020
to be furnished.
iii) Point to point mock exercise for black start by all constituents.
iv) TSTRANSCO had informed that TSGENCO was planning to procure DG set of
appropriate capacity for Jurala HEP.
16 RGMO/FGMO
16.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC
meetings. Inadequate response was an area of serious concern and there was no
noticeable improvement.
The following were noted:
Inadequate response was needed to be taken up by SLDCs with respective SERCs in line with Hon’ble CERC Orders in respect of Petition No. 84/MP/2015 and 302/MP/2013.

Non-performance of generators under SRLDC control should be taken up by SRLDC with the respective generators.
It was noted that some of the generators were disabling RGMO without informing /concurrence from SLDC/SRLDC thus not complying with IEGC provisions.
SLDCs had been suggested to ensure that schedules are restricted to normative ex-bus generation. Generators had been suggested not to resort to VWO and maintain generation as per the coal quality/ system/machine parameters and keep margins for RGMO / FGMO with MI at all instances.
Need for testing of RGMO response at the field emerged since response was not meeting the requirements fully.
As per 5th Amendment to IEGC, gas stations above 50 MW Installed Capacity were also to come under RGMO/FGMO Operation w.e.f. 1st October 2017. Generators/SLDCs had been requested to take necessary action to comply with this Amendment.
FRC computations were also to be undertaken by the SLDCs in line with approved methodology of CERC.
All the generators had been requested by SRPC/TCC to improve their primary response which was becoming more significant with high RE ingress. SLDCs needed to sincerely peruse the performance of their generators within their Control Area and take up nonperformance with SERC. For Gas units (> 50 MW) RGMO compliance was required as per IEGC. The performance report of all the units was being communicated by SRLDC to CERC periodically.
16.2 Performance of RGMO is analyzed by SRLDC and presented in the Meeting.
Summary for Southern Region (state-wise details are given in Annexure-16A) for
the incident on 01.11.2019 is given in the Table below:
Incident: Generation loss of approximately 1644 MW (as per SCADA data) in Akal-
Ramgarh generation (Rajasthan) complex occurred at 11:17 hours on 01.11.2019.
Frequency has dropped from 50.02 to 49.90 Hz during the incident.

AP: Response was comparatively better. Krishnapatnam response was partial.
Rayalseema units didn’t respond. APSLDC informed that there is a mismatch in the
data. APGENCO was requested to give the revised data. Subsequently APGENCO
had furnished the revised response and the same had been incorporated by SRLDC.
TS: TSTRANSCO informed that response of Hydro was less since Srisailam and
N’sagar didn’t response was less due to net head. Thermal all the running units had
responded.
KAR: Both Hydro &Thermal had shown poor response. KAR SLDC informed that
only Unit -3 & 8 of RTPS were in operation at Raichur TPS. Yeramarus was not in
operation. Some data discrepancy was observed in the data. KPCL was requested to
furnish the data to SRLDC.
KER: Only Kuttiyadi& LP Extn responded.
TN: Only NCTPS Stage II(Thermal) &Kunda II(Hydro) responded.
ISGS: Ramagudam(except Ramagundam Unit-VII)&Simhadri units responded. Kudgi
units were out. NLCIL units not responded. NTECL units were out. Talcher data
issue was there.
MPPs: CEPL one unit responded partially, other unit didn’t respond. SEIL: Partial
response. IL & FS Units: Partial response.
After deliberations:
All concerned are requested to analyse and submit revised figures where ever
mismatch is observed.
No response/partial response/reverse response etc to be taken up with
concerned generators by SLDCs and revert back with the reasons.
16.3 Extension of RGMO status point to SLDC (Refer Table-XVI of Appendix).
16.4 KPTCL had convened a Meeting of the RGMO/FGMO, MVAR interchange, AGC and
Ramp Rates on 13.11.2019 at SLDC, KPTCL in which UPCL & JSWL had also
participated. Minutes of the Meeting issued vide letter dated 19.12.2019 is at
Annexure-16B
17 Upcoming Generating Stations
Status update of Central sector and State Sector Upcoming generating stations is
given at Table XIII of Appendix.
SRPC stated that declaration of COD letter from SLDC was required to be
submitted to CEA, Fuel Management Division for purpose of coal linkages etc.
SRLDC stated that new ISTS connected units should come out with detailed
metering schemes for various units commissioning schedule, at least one year
prior to synchronization. The scheme needs to be discussed and finalized in the
Commercial Sub Committee.
18 Wind/solar Generation

SRLDC presented the day-wise Wind Generation pattern in Andhra Pradesh,
Karnataka & Tamil Nadu during the period 1st November 2019 to 30th November
2019.
Wind generation in Andhra Pradesh had varied between 17.57MU (28.11.2019) to
0.84 MU (06.11.2019). Wind generation in Karnataka had varied between
17.60MU (26.11.2019) to 2.4 MU (02.11.2019). Wind generation in Tamil Nadu
had varied between 18.62MU (26.11.2019) to 2.4 MU (02.11.2019) (Annexure-
18A).
SRLDC presented the day-wise Solar Generation pattern in Andhra Pradesh,
Telangana, Karnataka & Tamil Nadu during the period 1st November 2019 to 30th
November2019. Solar generation in Andhra Pradesh had varied between
14.01MU (11.11.2019) to 6.48 MU (15.11.2019). Solar generation in Telangana
had varied between 19.55MU (13.11.2019) to 10.22 MU (03.11.2019). Solar
generation in Karnataka had varied between 45.20MU (25.11.2019) to 24.43 MU
(01.11.2019). Solar generation in Tamil Nadu had varied between 14.05MU
(27.11.2019) to 06.32 MU (30.11.2019). (Annexure-18B).

20.1.1 Regional entities to implement the steps to contain the rise in the voltages in
their respective control area stations as given below:
Ensure Bus reactors and Line reactors are switched in.
Capacitor banks especially at high voltage areas are switched off.
Optimizing the GT and ICT tap positions as per the advice of SRLDC/SRPC.
Tap optimization at lower voltage levels to be carried out by STU/SLDC in
coordination with DISCOMs.
All the generating units on bar to absorb reactive power as per their capability
limits.
Operate generating units on synchronous condenser mode for VAR absorption,
whenever feasible.
Release loads in high voltage areas keeping in view the drawl of the control

35th TCC: PGCIL – August/September 2019
PGCIL (refer Annexure-XVI) had stated that 400 kV D/C NNTPS-Ariyalur line is being constructed by POWERGRID and expected to be completed by September19.The Ariyalur substation is being constructed by TANTRANSCO and it is requested to commission the same matching with schedule of POWERGRID’s transmission line.
TCC deliberation:
TANTRANSCO had informed that Ariyalur substation would be ready by March 2020.
It was noted that since PGCIL had planned line by Sept 2019, the delay in commissioning of substation by TANTRANSCO may lead to payment of the applicable transmission charges in line with CERC Orders on similar cases.
SRPC noted the above.

TANGEDCO:
The following two issues were associated with delay in commissioning of BHAVINI:
Due to uncertainty in commissioning of the Power Plant the DISCOMs are unable to
have any definite Load Generation Plan leading to adverse financial impact.
Considering the stressed financial condition of the Distribution Utilities, M/s PGCIL to
refund the amount of 58 Crores recovered from the beneficiaries with appropriate
interest irrespective of whether or not the amount has been recovered from BHAVINI.
PGCIL (SR-II):
On dismissal by APTEL of an appeal of BHAVINI against the CERC Tariff Order
directing to pay the transmission charges for Kalpakkam –Arni and Kalpakkam -
Sirucheri lines, BHAVINI is liable to pay the charges and they have agreed to pay after
commissioning of their unit, facilitating cash flow. However, POWERGRID has been
pursuing vigorously for early release of payments by M/s BHAVINI. With regard to
refund of Tr. Charges of 58 Cr. provisionally billed through POC from 01.04.2012 to
31.12.2014, shall be refunded to DICs only upon receipt of payment from BHAVINI.
In this regard, it may be noted that the STU lines of TN and Karnataka, which are being
billed & disbursed in POC, underwent down revision in the recent tariff orders issued by
CERC and accordingly, the STUs are liable to refund the transmission charges to CTU
for disbursement to other DICs in the country. Such an adjustment by CTU can also
happen only on receipt of refund from TN & Karnataka.
In view of the above, the adjustments / refund of transmission charges arising on
account of CERC Orders is possible by the CTU only after receipt of refund funds from
the concerned DICs, as the role of CTU is revenue neutral in such matters.
PGCIL (refer Annexure-XVI) had proposed that the lines 230 kV D/C BHAVINI- Sirucheri and 230 kV D/C BHAVINI- Arani may be delinked from BHAVINI generation and the same may be treated as system strengthening.
In view of absence of revenue, POWERGRID shall not be able to operate to maintain the line & shall be constraint to open the 230 kV D/C BHAVINI – Sirucheri and 230kV D/C BHAVINI – Arani line.
TCC deliberation:
PGCIL had proposed that the evacuation lines may be delinked from BHAVINI generation and same may be treated as system strengthening.
TANGEDCO had expressed that BHAVINI evacuation system is not at all required by
TANTRANSCO to cater the load of TN system. CERC and APTEL Order in this

regard may be followed by PGCIL for revenue collection.
SRPC deliberation:
ED (RT), PGCIL observed that every asset was being created with lot of difficulty.
Especially in the line from BHAVINI to Kancheepuram, there were severe RoW
issues. He expressed concern on disowning the asset stating that the entity doesn’t
require it. In this situation it is difficult for POWERGRID to go forward in creating the
assets for benefit of all stakeholders. He requested the SRPC forum to take care of
POWERGRID also.
Director (Tr. Projects), TANTRANSCO said that during construction of transmission
lines all the utilities had faced RoW issues. This could not be cited as a reason for
charging the line on TN. These lines are evacuation lines of BHAVINI and it should
be charged on BHAVINI.
PGCIL clarified that the issue is not bearing entire cost by TANGEDCO, there is some
utilization of the two lines and to that extent only charges were requested.
TANGEDCO stated that there is APTEL Order in this regard and PGCIL may follow
the same. As such, the issue would not qualify for deliberation in SRPC.
UMPP
Krishnapatnam 3960

35th SRPC: Chairperson, SRPC & CMD, APTRANSCO had informed that the stay on revoking the BG of CAPL had been dismissed by Hon’ble High Court in its Order dated 15.01.2019. All the beneficiaries have been requested to encash the BG. There were two issues; one was what has to be done on the land and other on the penalty on loss of generation (some of the states had requested at that point of time). It appears that CAPL had approached Hon’ble Supreme Court and the Court has directed Hon’ble CERC to settle the matter within 12 weeks from 21.01.2019.
35th TCC:APTRANSCO had informed the following: Based on the judgment, all the procures have encashed the BG amount of Rs.300 crores
M/s CAPL had filed petition before CERC with a prayer to refer the dispute between the parties to Arbitration under the Indian Council of Arbitration (ICA) Rules.
M/s CAPL had filed the rejoinder to the counter filed by APDISCOMs. Matter is pending before CERC.
A Meeting of all procures of UMPP Krishnapatnam was held on 07.05.2019, all the procurers except Maharashtra has communicated their consent to file petition jointly before CERC in order to recover balance liquidated damages amount of Rs.100 crores from M/s CAPL and to oppose jointly before CERC on the proposal of M/s CAPL to refer the dispute between the parties for Arbitration under ICA Rules.
SRPC noted the above.
Cheyyur 4000
Request for Qualification (RfQ) and Request for Proposal (RfP) issued in 2013 were withdrawn. A fresh bid would be issued after finalization of SBDs. However, recently MoP is examining the possibility of setting up Cheyyur UMPP on domestic coal instead of imported coal. For setting up of this UMPP on domestic coal, additional land of about 767 acres for Ash Dyke area would be required. Power Finance Corporation has taken up the matter of identification of additional land for Cheyyur UMPP with the Govt. of Tamil Nadu. Ministry of Coal has been requested to identify the suitable coal blocks

only 2 points are pending w.r.t GT tap position. Re -tendering was
