Meeting Minutes Operating Reliability Subcommittee November 10–11, 2015 Duke Energy 400 South Tryon Street Charlotte, North Carolina The Operating Reliability Subcommittee (ORS) met on November 10–11, 2015 in Charlotte, North Carolina. The meeting agenda and the attendance list are affixed as Exhibits A and B, respectively. ORS Chair Joel Wise convened the meeting at 1:00 p.m. EST. Secretary Larry Kezele announced that a quorum was present, read the Notice of Public Meeting and referred the subcommittee to the NERC Antitrust Compliance Guidelines. Minutes The subcommittee approved the minutes of the September 9–10, 2015 ORS meeting, as amended. Future Meetings The future subcommittee meetings include: 1. Balancing Authority-to-Reliability Coordinator Mapping The subcommittee reviewed and revised the balancing authority-to-reliability coordinator mapping document. Election of Officers Chair Wise noted that his term as chair of the subcommittee expires at the end of 2015. Therefore, the subcommittee should determine a slate of officers to recommend to Operating Committee Chair Jim Case to serve as chair and vice chair from January 1, 2016 through December 31, 2017. Chair Wise moved, to recommend to OC Chair Case, Vice Chair Senkowicz to serve as ORS chair. By consensus, the subcommittee approved the motion. Don Reichenbach moved to nominate David Devereaux to serve as ORS vice chair. There were no other nominations, therefore, Richard McCall moved to close nominations. Reliability Plans Don Reichenbach reviewed the revised VACAR South Reliability Plan and noted that there were no significant changes made to the plan. If approved, the reliability plan would become effective upon the approval of the ORS. Mr. Reichenbach reported that the reliability plan was approved by the SERC Operating Committee. Dave Devereaux moved that the Operating Reliability Subcommittee endorses the revised VACAR South Reliability Plan. The subcommittee approved the motion. The subcommittee concurred that the VACAR South Reliability Plan was not substantively changed, thus, Operating Committee approval is not required. Operations Review Reliability coordinator (RC) members of the subcommittee discussed operating events within their reliability area that occurred during the fall of 2015 and expectations for system operations for the winter of 2015/16. Many reliability coordinators reported warmer and wetter than normal operating conditions within their RC footprint during the fall of 2015. A stronger than normal El Nino weather pattern may mean warmer and wetter than normal 2015/16 winter weather conditions for most RCs. PJM reported that on the morning of October 28, 2015, a US Army surveillance blimp broke free from its tether at Aberdeen, MD, and drifted northward into Pennsylvania trailing its tether, a long steel cable, behind it. This cable caused outages to a 500kV transmission line, a 230kV transmission line, and three 69kV lines, as well as approximately 35,000 distribution customers. Nate Schweighart reported that recently MISO, SPP and the Joint Parties filed a settlement agreement with FERC. The settlement agreement would replace the Party’s Operating Reliability Coordination Agreement. Chair Wise suggested that this topic be added to the December 2015 Operating Committee agenda. Use of Proxy Flowgates Nate Schweighart, TVA, reviewed the use of a proxy flowgate in its reliability area during TLR since the subcommittee’s last meeting (Presentation 1). Frequency Monitor Reports and Frequency Excursions Nate Schweighart, the Eastern Interconnection frequency monitor, reported that there we no significant frequency events to report and no RC hotline calls were initiated due to frequency concerns. There were no reportable frequency events in the Western, ERCOT or Quebec Interconnections. Time Monitoring Reference Document Task Group Report Chair Wise reviewed proposed revisions to the Time Monitoring Reference Document. Following a brief discussion of additional revisions, Mike McMullen moved that the ORS approve the revised Time Monitoring Reference Document (Exhibit C). The subcommittee approved the motion. Chair Wise reported that he will present the revised reference document to the Operating Committee.

Geomagnetic Disturbance Reference Document Task Group Report Mike McMullen reviewed proposed revisions to the Geomagnetic Disturbance Reference Document. Following a brief discussion of additional revisions, Mike McMullen moved that the ORS approve the revised Geomagnetic Disturbance Reference Document (Exhibit D). The subcommittee approved the motion. Chair Wise reported that he will present the revised reference document to the Operating Committee. Essential Reliability Services Task Force (ERSTF) Mike McMullen, a member of the ERSTF, reported that the Operating and Planning Committees approved the ERSTF Framework Report on October 23, 2015. The Operating and Planning Committees also reviewed a draft ERSTF Abstract report, which is intended for use in educating and informing policymakers, stakeholders, regulators, and industry regarding ERSTF measures and their corresponding analyses. Without objection from the Planning and Operating Committee, the ERSTF Abstract report was approved on November 2, 2015. The Framework and the Abstract reports will be presented to the NERC Board of Trustees in early December 2015 for final approval. Situational Awareness Reliability Guideline Chair Wise reported that at the Operating Committee’s September 2015 meeting, the Personnel Subcommittee discussed several definitions of situational awareness. During the OC’s discussion, it was noted that the term “situational awareness” is used many times in the Reliability Standards, yet, it remains an undefined term. At the conclusion of the OC’s discussion, OC Chair Case tasked the Personnel Subcommittee and representatives of the ORS and the Events Analysis Subcommittee with developing a situational awareness reliability guideline. Chris Wakefield and Nate Schweighart volunteered to represent the ORS on this assignment. Draft Reliability Guideline: RCs – BAs – TOPs Communication: Loss of Real-Time Reliability Tools Capability / Loss of Equipment Significantly Affecting ICCP Data Vice Chair Senkowicz reported that, at its December 2014 meeting, the Operating Committee approved posting the draft Reliability Guideline: RCs – BAs – TOPs Communication: Loss of Real-Time Reliability Tools Capability / Loss of Equipment Significantly Affecting ICCP Data for a 45-day comment period. The guideline was posted for comment on February 19, 2015 with comments due by April 6, 2015. He reviewed the proposed responses to comments received. In addition, he reviewed a redline version of the reliability guideline, which was modified during the subcommittee’s discussion. Tony Burt moved to approve the Responses to Comments and the revised redline version of the Reliability Guideline. The subcommittee approved the motion. IDC Association Status Report Mike McMullen reported that the IDC Association Steering Committee met on the morning of November 10, 2015. He announced that the Eastern Interconnection Data Sharing Network (EIDSN) will be assuming responsibilities for the IDC contracts, governance and administration. The IDC Association Steering Committee will remain in place reporting to the EIDSN and the IDCWG will remain in place reporting to the Steering Committee.

On behalf of the IDCWG, Yasser Bahbaz reported that the working group continues its work on ensuring the accuracy of the Generator-to-Load calculation. In addition, the working group is working with OATI and with NAESB to finalize the Parallel Flow Visualization change orders. Following OATI’s evaluation of the PFV change orders, the results will be presented to the steering committee. Parallel Flow Visualization Reliability Metrics Task Group Report Don Reichenbach reported that the PFV Reliability Metrics Task Group continues to address its assignment. He reported that the IDCWG drafted IDC CO-326 that addressed PFV metrics in April 2011. CO-326, which was not implemented, states in part “…IDCWG requests that OATI creates metrics in IDC to analyze the GTL calculation, compare it to the current IDC logic and evaluate the differences in results. The core of this change order is to help accomplish the following objectives:

1. Measure the accuracy of the data inputted by RCs, BAs, TOs and TSPs.

2. Measure the availability and the frequency of updated data submission by entities.

3. Validate the correct PFV calculation logic is implemented.

4. Measure the accuracy of the results of the PFV logic.

5. Quantify the differences between the PFV calculations and the results with respect to the current IDC logic in terms of curtailments and relief assignment.”

Status Report – Net Actual and Net Scheduled Interchange Mike McMullen reported that MISO volunteered to develop an error-checking matrix to compare actual net interchange (NIa) and scheduled net interchange (NIs) for all BAs in the Eastern Interconnection. He provided a project status report (Presentation 2). MISO is now reading approximately 63 percent of the required ICCP data points. In addition, PJM and SPP are building a similar tool. Tony Burt reported that Peak Reliability has essentially completed this project and all information is available. Adjourn and Reconvene The subcommittee adjourned at 4:33 p.m. EST and reconvened the following morning at 8:35 a.m. EST. Energy Emergency Alert Level 3 Reports Tony Burt reviewed an Energy Emergency Alert Level 3 Event that occurred on the San Diego Gas and Electric system on September 20, 2015. As noted in the EEA Event report, the Peak Reliability Coordinator declared the EEA Level 3 event for SDGE, the California Independent System Operator did not request the declaration. The Peak RC issued a Reliability Directive to the CISO to shed 150 MW firm load in the SDGE area because the SDGE Import Limit was above 95%, but less than 100%, of the limit calculated by the Peak RC ROSE Voltage Stability Analysis (VSA) tool. The SDGE Import Limit is an IROL. IRO-009 (RC Actions to Operate Within IROLs) Tony Burt led the subcommittee in a discussion of IRO-009 to determine how RCs are addressing “prediction” of IROL exceedances, and taking action (including load shed) to prevent exceedance of an IROL. Some of the specific questions discussed by the subcommittee included:

1. What is your organization’s interpretation of IRO-009 as it relates to plans and procedures to prevent exceedance of an IROL? Everything except load shed prior to exceedance? Everything including load shed to prevent exceedance?

2. For your pre-defined IROLs, do you apply an operating margin? How much?

3. What actions are on the table to prevent exceedance of the margin?

Most reliability coordinators have predefined IROLs with a built in margin. In general, the ORS discussion led to the conclusion that load shedding would occur before an IROL is exceeded. PJM reported that their system operators perform operational tests of mitigating an IROL.

Data Exchange Working Group (DEWG) A representative of the DEWG was not available to provide a status report of working group activities. Telecommunications Working Group (TWG) A representative of the TWG was not available to provide a status report of working group activities. Next Meeting The next meeting of the Operating Reliability Subcommittee will be on February 9-10, 2016 in Tampa, Florida. Objective: The Operating Committee requested that the Operating Reliability Subcommittee find volunteer reliability coordinators in the Eastern and Western Interconnections to create proposed procedures and technology solutions that would create an error checking matrix of BA interchange data for their respective Interconnections. This project would have BAs share ICCP data with one Reliability Coordinator in their respective Interconnection. The RC would develop an error-checking matrix that could be reviewed if frequency was significantly off-schedule and the underlying cause is not known. The matrix could also be used if a BA's EMS were down as it would provide an alternate ACE calculation for the impacted RC and BA. BAs would share ICCP net interchange actual (by neighbor) and net interchange scheduled (total) data with the designated RC in their respective Interconnection and that the designated RC develop an error checking matrix.

Time Monitoring Reference Document

Introduction This procedure outlines responsibilities of Reliability Coordinators serving as time monitors in the North American Interconnections. Changes to this reference document will be at the direction of the NERC Operating Committee (OC) with the participation of the NERC Resources Subcommittee (RS) and the Operating Reliability Subcommittee (ORS).

This document applies to current and future frequency or time related procedural responsibilities assigned to the time monitor in NERC Reliability Standards or NAESB business practices.

Designation of Time Monitor There will be one time monitor within each Interconnection. NERC ORS will nominate a time monitor for each Interconnection. The ORS will notify the NERC OC at its December meeting of the designated time monitors for the next two time monitor terms .

The term of each time monitor shall be one (1) year. With the exception of the Eastern Interconnection, the time monitor term shall be automatically renewed unless requested otherwise by providing a minimum of six (6) months notice to the NERC ORS. The Eastern Interconnection time monitor will rotate on an annual basis as outlined below. Should an existing or future time monitor no longer be willing or able to fulfill its responsibilities, the NERC OC will direct the NERC ORS to nominate a replacement and communicate the transition plan.

The NERC RS will report to the NERC OC and ORS any frequency or time error issues that may have been caused or aggravated by the time monitor or Time Error Correction (TEC) practices.

If a time monitor fails to fulfill its responsibilities, the NERC ORS will work with the time monitor to resolve the problem. The NERC ORS will submit a report to the NERC OC either identifying corrective measures taken or provide a recommendation for a new time monitor.

Responsibilities of the Time Monitor The time monitor will start and stop a TEC as outlined in NERC Reliability Standards (BAL-004) and NAESB business practices (WEQ-006).

The time monitor will terminate any TEC believed to be negatively impacting reliability. Requests for termination may come from any Balancing Authority operator to its respective Reliability Coordinator, who will notify the respective Interconnection’s time monitor.

The time monitor will provide accumulated Time Error following each TEC or at least monthly to the Balancing Authorities within its Interconnection. The Eastern Interconnection time monitor will provide accumulated Time Error following each TEC or at least monthly via a posting to the Reliability Coordinator Information System. Time Monitor Transition The current time monitor will contact the next scheduled time monitor no later than October 1st to begin coordinating the transition that will occur on February 1st of the following year. This coordination should include such things as local procedure currently in use, data requirements, and communications. In the event unusual operating issues prevent the designated Eastern Interconnection time monitor from fulfulling its responsibilities, the previous time monitor should maintain the capability to perform the time monitor duties. References Each time monitor’s local procedure is available on an as needed basis. Contact the current time monitor for additional information or a copy of their local procedure. Interconnection Time Monitors Each Interconnection has identified the following Reliability Coordinator as its time monitor:

Designation of GMD Monitor There will be one GMD monitor within each Interconnection. NERC ORS will nominate a GMD monitor for each Interconnection. The ORS will notify the NERC OC at its December meeting of the designated GMD monitors for the next two GMD monitor terms .

The term of each GMD monitor shall be one (1) year. With the exception of the Eastern Interconnection, the GMD monitor term shall be automatically renewed unless requested otherwise by providing a minimum of six (6) months notice to the NERC ORS. The Eastern Interconnection GMD Monitor will rotate on an annual basis as outlined below. Should an existing or future GMD monitor no longer be willing or able to fulfill its responsibilities, the NERC OC will direct the NERC ORS to nominate a replacement and communicate the transition plan.

If a GMD monitor fails to fulfill its responsibilities, the NERC ORS will work with the GMD monitor to resolve the problem. The NERC ORS will submit a report to the NERC OC either identifying corrective measures taken or provide a recommendation for a new GMD monitor.

Responsibilities of the GMD Monitor

The GMD monitors will receive GMD watches, alerts, and warnings. All K-7 or higher GMD warnings and alerts shall be routed by established procedures to operating entities within the applicable Interconnection.

Eastern Interconnection GMD Monitors The Eastern Interconnection GMD monitor will participate in the Space Weather Prediction Center (SWPC) initiated phone communication with other Reliability Coordinators via the NERC Hotline. The GMD monitor will take roll call of those RCs expected to participate. The GMD monitor will repeat back the GMD information provided by the SWPC during the call for clarity and correct any errors. The GMD monitor will call those entities who did not participate in the SWPC call.

The GMD monitor will post a message to the Reliability Coordinator Information System outlining the GMD event information (level, time, including time zone, etc.).

GMD Monitor Transition The current GMD monitor will contact the next scheduled GMD monitor no later than October 1st to begin coordinating the transition that will occur on February 1st of the following year. This coordination should include such things as local procedure currently in use, data requirements, and communications. In the event the designated Eastern Interconnection GMD monitor is unable to fulfill its responsibilities, the previous GMD monitor should maintain the capability to perform the GMD monitor duties.

Interconnection GMD Monitors Each Interconnection has identified the following Reliability Coordinator as its GMD monitor:

1. ERCOT Interconnection – ERCOT Reliability Coordinator

2. Québec Interconnection – Hydro-Québec TransÉnergie Reliability Coordinator

3. Eastern Interconnection – The Reliability Coordinators in the Eastern Interconnection will rotate theGMD monitor responsibilities on an annual basis as follows:

a. PJM – February 1, 2016 through January 31, 2017

b. FRCC – February 1, 2017 through January 31, 2018

c. ISO-NE – February 1, 2018 through January 31, 2019

d. SaskPower – February 1, 2019 through January 31, 2020

e. Southeastern – February 1, 2020 through January 31, 2021
