We have sent in a capital request of $1.5 million. Below is a brief history of where we are in this project. The City of Woodland Phase 1: purchased 45 acres of land to be developed as a City Park. Rotary Foundation of Woodland (RFW) has entered into agreement with the City, Memorandum of Understanding, objective to develop Scott Hill Park & Sports Complex and upon completion: City of Woodland retains ownership along with recommended operation. RFW continues to raise funds for due diligence, to date, including property acquisition $719,327 has underwritten conceptual design, market analysis, economic sustainability, and scope of work related for Site Plan Review of Scott Hill Park Phase #2 is currently at the City of Woodland in Site Plan Review. Development costing $691,000 will be completed by July of 2017 and in this phase master plan, ($591,253) and site work ($100,000). By July 2017 there will be at least $1,410,580 invested in Scott Hill Park & Sports Complex (including previous Capital State Grant of $500,000) Phase #3 will include site work, construction of road, utilities, parking and one multipurpose field for total $1,624,250. The multipurpose field will accommodate soccer, lacrosse and baseball/softball. The completion of this phase will allow for community use of field and parking. Accessing infrastructure to the site is key for launching the remaining phases. This is the phase where we are currently requesting $1,500,000 from the state through a member request sponsored by Ed Orcutt. 1

Phase #4 will include maintenance building/restrooms, two covered event areas, and field accessories; trail grading, asphalt paving, extension of utilities, soccer parking lots, and 2 natural 1 artificial turf soccer fields. Completed by July 2019.

Phase #5 completion of road system, utilities, main parking for baseball/softball, covered event center, concession/restrooms, 1 artificial turf baseball field, 3 natural ball fields, accessories, and completing of walking trail. Completed by December 2020. All of the above depends on funds and weather.

As part of our application with the state we had to have an economic impact study and the results of that study were impressive. Upon total completion, facility rent, Sport Tournaments and special events will provide park revenue enough to be self sustaining. Additionally, the Economic Impact Analysis shows an annual economic impact to the community and the surrounding area of $3,868,370 for day use and $1,585,070 for a total of 5,243,440 in the first year. This per year revenue will increase over time. A copy of this study is available upon request.

We have already received letters of support for phase #3 from The City of Woodland, The Woodland Chamber of Commerce, The Cowlitz county Board of Commissioners and the EDC of Cowlitz County and would love to add your letter to that list. I have attached a copy of the letter of support from the Cowlitz County Commissioners and the EDC to assist you in writing your own letter of support, which I hope you will do.

The City of Woodland, the Woodland Park Board and the Rotary Foundation of Woodland has long recognized the need for recreational facilities especially competitive fields for soccer, baseball and La Crosse among other sports. The Rotary Foundation in partnerships with the city has taken the lead to develop the Scott Hill Park and Sports Complex, which will be a first class park and recreational area.

Within the City of Woodland Park plans and the Cowlitz County Park and Recreation Advisory Board, the needs of parks have been identified. In addition, the Cowlitz Economic Development Council recognized the need for improving quality of place within their 2010 Strategic Plan.

In 2016 we submitted a letter of support for this project when the Rotary applied for a State Grant. The Rotary Foundation received $500,000 of the $1,500,000 requested. We have been informed about the progress made on this project.

The Scott Hill Park and Sports Complex project has completed numerous studies that have identified its ability to run successfully if designed for large scale competitive sports. Scott Hill will serve not only Woodland recreational sports but the greater region from Longview to Vancouver and beyond. The Scott Hill Park and Sports Complex is a worthy and much needed project and the project continues to have our full support .

The City of Woodland and the surrounding region are the fastest growing areas within the State of

Washington. At the present time, there is a lack of adequate recreational facilities especially competitive

field for soccer, baseball and La Crosse among other sports. The Rotary Club of Woodland recognized

this need and has taken the lead to develop the Scott Hill Park and Sports Complex, which will be a first

class park and recreational area. The Cowlitz Economic Development Council fully supports the effort to

develop Scott Hill, enhancing quality of place for all citizen within the region.

Recreational facilities within the Woodland area are quite limited. Within the City of Woodland Park

plans and the Cowlitz County Park and Recreation Advisory Board, the needs of parks have been

identified. In addition, the Cowlitz Economic Development Council recognized the need for improving

quality of place within their 2010 Strategic Plan. The Park and Sports Complex is included in the Cowlitz

County Parks and Recreation Plan. Finally, Cowlitz County has ranked in the very bottom of healthy

counties in the State of Washington. Improving recreational opportunities and providing adequate park

space accessible to all citizens encourages people to use the space.

The Scott Hill Park and Sports Complex project has completed numerous studies that have identified its

ability to run successfully if designed for large scale competitive sports. Scott Hill will serve not only

Woodland recreational sports but the greater region from Longview to Vancouver and beyond. The

Scott Hill Park and Sports Complex is a worthy and much needed project that has the full support of

Cowlitz Economic Development Council.
