Chiloquin Vector Control District The CVCD Budget Committee approved a $46,000 budget for FY 2017-18. Approximately 80% of the budget is for mosquito control and 20% cover the cost of administration. The District will maintain a $125,000 financial reserve as part of the budget. The money is set aside for emergency mosquito control and unexpected cost. The budget will be finalized in a public hearing scheduled for May 24, 2017 at 6:30PM in the Chiloquin Community Center 140 S. 1st Street in Chiloquin. The Herald and News published the Districts LB1 budget form on May 7th. Copies of the proposed budget are available by email delivery.

The District is already experiencing calls for mosquito control services due in part to the hundreds of small and large ponds caused by our wet winter season. Our contractor has been actively treating the ponds and fogging as necessary. If you are experiencing mosquito issues please call 541 274 0132 and leave your name, address and telephone number. Normally, mosquito control is not available on Sunday & Monday. Complaints may be filed through the Districts web page http://www.chiloquinmosquito.org.

All Klamath County Libraries will be closed in observance of Memorial Day on Monday, May 29th.

We are promoting the sale of locally grown products and produce, as well as the talens of local crafts people, bakers anad musicians

Items may include plants, honey/bee products, eggs, meat, dairy, crafts, artwork, baked goods etc. See City Hall for a $15 market license for the season. Fee waived for musicians and non-profit groups.

Sponsored by: Klamath Tribes Education & Employment Johnson O’ Malley Program Klamath Tribal Health and Family Services OIT Native American Student Union Graduating high school is no small feat, and on behalf of the Klamath Tribes Education & Employment Dept., JOM, and Tribal Health Prevention Department, a dinner and honoring was held to commemorate this milestone. Students and their families were sent invitations to attend, if they were able. Congratulations to all graduating Tribal Seniors from the Class of 2017. Sepk’ecc’a! (Thank You) We are proud of you! The evening kicked off with opening remarks and congratulations from Klamath Tribal Vice-Chairwoman, Gail Hatcher, followed by a welcoming from OIT President, Dr. Nagi Naganathan. Ceremonies commenced with an opening prayer by Tribal Member, Linda Jimenez, and honor song by the Steiger Butte Singers. Following opening ceremonies, William Hess, of Klamath Tribal Health Youth & Family Services, facilitated the evening with assistance by the Klamath Tribes Education & Employment programs, and special guest speaker, Tana Atchley. Following a wonderful dinner of salmon and chicken, with all the trimmings, each student was brought forward for introductions and recognition. They were presented certificates, a black graduation stole, hand-painted eagle feather pins, roses, and handmade tribal necklaces that featured their school colors. Also recognized, by former OIT native graduate and current OIT employee, Chris Rubidioux, was the Native Graduates of Oregon Institute of Technology 2017: OIT Native College Graduates recognized were: Robert Huitt (not present), Hannah Armstrong (in photo below), and Joel Yellowl (not present).

Parents, friends, and family gathered to honor the students and their accomplishments. Handmade gifts and certificates were presented to each of the graduates. Steiger Butte Singers provided the Honor songs and Tribal Member Linda Jimenez provided opening prayers. Also in attendance for the honoring and presentations were Title VI Program Director of Klamath County- Dr. Sarah Johnston; Klamath Tribes Director of Education & Employment- Julie Bettles; Title VI Klamath Falls Director of City Schools- Valli Lonner; Title VI Klamath Falls City Representative- Becky Barker; Oregon Institute of Technology President- Dr. Nagi Naganathan; and Superintendant of Klamath County Schools- Dr. Paul Hillyer.

Klamath Tribal Member, Tana Atchley was guest speaker for the event. Tana L. Atchley was born in 1977 in Klamath Falls, Oregon. A Modoc, Paiute and Karuk member of the Klamath Tribes, Atchley grew up in Sprague River, a small community located on what had once been the Klamath Indian Reservation. The Klamath Indian Tribe of Oregon was terminated in 1954, and while Atchley was raised learning some of her ancestral traditions, many of them were no longer being observed during the years of her upbringing. Growing up, Atchley attended school in Chiloquin, a community located thirty miles away from her home. When she was in the eighth grade, a local ballot measure passed that resulted in the elimination of county school buses, a turn of events that forced Atchley's mother to homeschool her children for the year. Tana returned to the Chiloquin school system the next year, and completed her high school education in 1995.

She now works for the Columbia River Inter-Tribal Fish Commission, as the tribal workforce development and outreach coordinator. In this capacity, she assists member tribes with initiatives meant to increase the number of tribal members pursuing careers in the protection of natural and cultural resources. She also manages internship programs, orientation programs, and camps sponsored by the commission.

STATUS OF SPRING https://www.usanpn.org/data/phenology_maps As the May 9, 2017 spring leaf anomaly map shows, in most of the West spring has come 12 to 20 days early this year, relative to the long-term average. The exceptions are high-elevation Western mountains (in green on the map), where spring is expected to arrive on time, and the Pacific Northwest and parts of the Pacific coast (in blue), where gusts of cold Arctic air have delayed spring. The 2014 National Climate Assessment notes that some migratory birds now arrive at their breeding grounds after food is most abundant. That’s because temperatures at their wintering grounds, which tell the birds it’s time to head north, are changing more slowly than at spring breeding grounds, which signal to their food plants that it’s time to start making nectar and fruit. On the mammalian side, the earlier spring in Alaska means that caribou have a harder time finding good forage while they breed. For humans, phenological mismatches can affect harvests by changing when crop pollinators arrive, how dense herbivorous insects are on crops, or even when animals that eat crop pests appear. And allergy sufferers, take note: Ragweed has begun producing pollen later into the fall, thanks to a lengthening growing season. All of these mismatches embody an idea that ecologists call asynchrony. Ecological systems exist because many different species have evolved to follow the same seasonal schedule, behaving in synchrony, relying on one another for the resources they need. Now, with climate change, some of those systems are unraveling — and this spring’s early arrival is a sign of more asynchrony to come.

Rising Seas 2016 article https://news.mongabay.com/2016/05/five-pacific-islands-already-disappeared-due-sea-level-rise/ According to a study published last week in the journal Environmental Research Letters, five reef islands in the Solomon Islands have been completely lost to sea-level rise and coastal erosion, and six more islands have suffered severe erosion. This is believed to be the first scientific evidence confirming the impacts climate change is having on Pacific islands. Many coastal communities have been forced to relocate to inland villages, often on an ad hoc basis with no support from local government or international climate funds, researchers said.

NOAA Satellite and Information Service: This GOES-16 geocolor imagery captured on May 6 shows a large smoke plume from the West Mims Fire burning in the Okefenokee National Wildlife Refuge. The fire, which began on April 6, was estimated at 130,942 acres and authorities say the blaze may not be fully contained for months. As of yesterday, May 7, 2017, the fire was only 12 percent contained. More than 500 people are involved in fighting the blaze, according to fire information website InciWeb, and the fire has forced the evacuation of the nearby small town of St. George. http://www.severe-weather.eu/event-analysis/the-place-with-the-most-lightning-in-the-world/

Imagine a place with lightning 297 nights a year, up to 10 hours per day! Sounds like something out of science fiction? Such a place actually exists – Lake Maracaibo, Venezuela. Catatumbo lightning, as the phenomenon is called, is as spectacular as it sounds, appearing 5 days out of 6, for hours, with up to nearly 30 lightning strikes per minute! Lake Maracaibo tops out at an astonishing 233 lightning flashes per square kilometer per year, making it the absolute lightning hot spot of the world. Lake Maracaibo has a unique geography and climate, that favours

very frequent formation of thunderstorms. Night time mountain breezes descend from Perijá Mountains and Mérida’s Cordillera (parts of the Andes) and collide with the warm, moist air over Lake Maracaibo, initiating thunderstorms, particularly over the mouth of the Catatumbo River, as it flows into Lake Maracaibo.

If you park along Dead Indian Memorial Rd. at Hwy 140 then walk east on Hwy 140 for 3/10ths of a mile you can head due south into the forest and the falls is just over a 1/4 mile in on mildly sloped land. The last 300' to the creek drops off but it is not to steep and worth the hike to the creek and water falls. If you would like more info on how to get here stop in and see George at Lake of the Woods resort and he will help you out. Do it soon though, this creek only flows for a few weeks each year during snow melt and some years it hardly flows at all. You probably only have 3 weeks left this year and it will be gone.

Pallid sturgeon, declared endangered in 1990, can live for decades and reach 5 feet in length. Fewer than 125 are left in the Upper Missouri River basin; they’re believed to be genetically distinct and key to the species’ survival. Dams hamper their reproduction, though, and in 2015, environmental groups sued to demolish one on the Yellowstone River that blocks 165 miles of crucial spawning habitat. Federal agencies proposed building a new dam with a fish bypass channel as a compromise, but a U.S. district court judge blocked the project, in 2015, pending review of the bypass channel’s efficacy. In April, the judge allowed the $57 million dam to proceed. However, the environmental review acknowledges that “there is no evidence” that sufficient numbers of sturgeon will use the bypass, leaving the fate of the prehistoric fish in limbo.

May 2 – June 6 40-Hour certification in home preservation

In anticipation of a bountiful garden season, OSU Klamath Basin Research and Extension Center is offering a 40-hour certification course in home food preservation to begin April 20th with an orientation from 1:00-3:00. Participants receive in-depth training in food safety, freezing, canning, dehydrating, pickling, etc. Classes are taught by OSU faculty and trained volunteers and include food labs and other hands-on activities that allow participants to apply what they have learned. The training is held from 9 am to 3 pm May 2, 6, 9, 16, 20, 23, 30 and June 6. The cost is $120 which includes an extensive reference manual. Scholarships are available. Registration is limited, applications must be completed by April 10. No previous food preservation experience is needed however applicants must commit to attend training dates and commit to volunteer following the training. Classes are held.

Annual History Fitness Hike

It will cover a 9-mile section with historic sites along the route of the OC&E Railroad between Olene and Dairy.The event is cosponsored by the Klamath County Museum, the YMCA of Klamath Falls, Oregon State Parks and Klamath Rails to Trails. Registration deadline is May 12. The fee is $25, which includes a T-shirt and a hamburger lunch at the end of the hike. Registration forms are available at the Oregon State Parks Office behind Papa Murphy’s on South Sixth Street and also at the YMCA web site, kfallssymca.org.

“This is the centennial year for the start of the Oregon, California and Eastern Railroad,” said Klamath County Museum manager Todd Kepple. “This will be the longest hike we’ve ever done, but the good news is the grade won’t exceed 1 percent.” “We’ll examine the history of the railroad itself, as well as the surrounding countryside,” said Kepple. “Development of the railroad had a tremendous impact on the city of Klamath Falls, with growth in the lumber industry being the most significant factor.”

Meetings are the 2nd Wed of each month at 9:30. Meetings are open to all. We have a pot luck each month along with the lessons presented by a member. For the location and directions to the next meeting, please call Sandie Bolyard at 541-892-2336. Locally, FCE raises money for college scholarships for our Chiloquin High School Seniors. Money is raised through fund-raising projects such as a Thanksgiving turkey dinner fixings raffle with tickets being sold at Kirchers Hardware; Christmas Boutique at the Chiloquin Community Center; Kaleidoscope of Learning at Mazama High School in Klamath Falls. We are very active in our community and you will find FCE volunteers at many local events. Oregon FCE is a non-profit organization of volunteers who have worked on such issues as improving sanitary requirements in hospitals, women’s labor laws, requirements for high school teachers, and funding for the state library. Nationally, we began the school hot lunch program and pushed for bookmobile libraries. FCE asked for and got money from the legislature to fund an OSU research study on the dental caries problem in Oregon. We’ve studied our county governments and monitored their activities; worked on county and state fair boards to improve their quality; sponsored programs on rural road safety, farm safety, home safety, bike safety, Defensive Driving courses, campaigns to get the drunk drivers off the road, and child seatbelt laws. Current educational programs focus on the environment, children and television, literacy, and global issues. Current concerns include addressing the growing need for food banks, for shelters for the homeless, and for reducing the violence against women and children. Oregon FCE members donate thousands of volunteer hours and dollars to these causes.

Grief Support Meeting We generally meet the 3rd Wednesday of each month at the Chiloquin Christian Center from 2:30 to 4 pm. This group meeting is facilitated by Klamath Hospice and is offered to anyone suffering loss of a loved one at no charge. Woodland Park Special Road District The road serves about 73 homes in the area between Chiloquin and Collier State Park. Meets the 2nd Monday of every month at 6:00 PM at the Community Center.

Chiloquin Vector Control The Chiloquin Vector Control District Board of Trustees meets on the 4th Wed of each month except for November and December at the Chiloquin Community Center Conference Room at 6:30PM The agenda includes discussions about mosquito control, mosquito monitoring, bill paying, budget issues and general management concerns. The public is encouraged to attend and offer public comments at the end of each meeting. The meeting room is wheelchair accessible.

High Desert Trail Riders Back Country Horsemen The GENERAL MEETING is held at 7PM on the second Tuesday of the month at Elmer's. We have NO meetings at all in August, and December meetings are held as announced each year. Come early to eat and socialize.

Board meetings are held at Mazatlán on Washburn every Third Tuesday of the month. Pack Clinic meetings are the Fourth Tuesday of each month at Red Rooster's. Come earlier to eat and greet. Meetings include guest speakers on various subjects. If you want to help save our trails & campsites, come see what we are about. Chiloquin Food Pantry The Chiloquin Food Pantry Board Meeting is on the 4th Wed of each month at 1:00p.m. People of the community are welcome to come. Only board members are allowed to vote on issues.

Two Rivers Gallery: The gallery, which is a community project and has no paid employees, is seeking people to “gallery sit”. This involves talking to people who stop by to browse and shop. Contact the Gallery @ 783-3326.

Sage Community School – Sage Community School is looking for community volunteers interested in

Klamath Humane Society – volunteers needed at the Humane Society. We are getting started on our

disaster program and need volunteers in the Chiloquin area. We also are looking for people who can write grants. Foster homes for dogs and cats are always needed. For more information, contact the shelter at 882-1119 or e-mail [email protected]. Start Making A Reader Today (SMART) – a statewide program working with children K-3 during school hours. Each volunteer works one-on-one with a child for ½ hour, helping them read (or reading to the youngest). We always need volunteers, whether scheduled every week or merely as a substitute reader when the regular reader is unable to attend. Chiloquin Branch Library - The library has many ways to get involved and many fun ways to contribute to your local community. Some opportunities: 1. Evening volunteer: The library is open until 6pm on Tuesdays, Weds and Thursdays. We would really appreciate a volunteer who could help us out with closing tasks for the last hour or so on these days (especially Tuesdays). 2. Story time: If you would like to read two or three stories to a small group or preschoolers, and lead them in a simple craft or activity, the library staff can use your help. 3. Summer Reading Program: There are many opportunities during the summer to help out with this very worthwhile program. 4. Honor collections: These are racks of paperback books, magazines and audiovisual materials that patrons may check out without a library card. By offering these collections, more people in the community can be reached and a greater diversity of materials can be made available without incurring the costs of cataloging and processing items for the general collections. The staff would like to have some help in keeping these racks orderly, attractive and relevant. Check with the librarian for information on how to “adopt a rack”.

Chiloquin Visions in Progress (CVIP) CVIP operates the Chiloquin Community Center, the Chiloquin Learns After School program and is the contact point for the Chiloquin Area Community Resource Committees and their projects. We have a volunteer list in the office where you can sign up to be available for many different “jobs” and projects. Call 783-7780 between 10 AM and 2 PM weekdays for further information. If you would like to get further involved, attend a Board meeting, held on the 3rd Wed of the month at 6PM in the Community Center conference room. CVIP now accepts credit/debit cards for room rental payments.
